THROUGHOUT the Colonial era, Philadelphia was easily , the leading city of North America, and it still held that position at the end of the period, with a population of about 25,000, though closely pressed by Boston, which had slightly over 20,000, and New York, which had nearly as many. It was the center of a region in which mineral industry was important. Thomas Rutter's bloomery, built in the Schuylkill valley in 1716, was quickly followed by many others, and during the Colonial period at least 20 blast furnaces, 45 forges, and iron- works of other types were built in eastern Pennsylvania, which easily led all the other colonies in iron manufacture. During the Revolutionary period others were erected as far west as Fort Loudon, in the Cumberland c alley.^ After 1800 the rapid development of the anthracite mining industry profoundly affected Philadelphia's, development, since transportation of the coal was then necessarily by water, and the streams of the anthracite . regions mostly flowed into either the Schuylkill or the Delaware Rivers. With an abundant near-by supply of coal and iron, with the seat of government, which had been there since 1774, and with a National Bank established there in 1791, one would have seemed safe in prophesying, at the beginning of the nineteenth century, that Philadelphia would permanently remain the leading city of the United States. Education in Philadelphia was at first wholly in the hands of the Quakers, who had established a "Public School" there in 1689, but in November 1739 George Whitefield, who had created a sensation in England by his preaching, though only 24 years old, passed through Philadelphia on his way to Georgia to found an orphan school there. In view of the increasing environmental regulations that have been promulgated all over the world in the last 30 years, non-ferrous smelters and refineries have learnt and adapted to treat effectively metals'-containing process waste streams that need to be bled from the plant. However, anions such as sulfates, chlorides and fluorides-presently not a major problem ?are coming under increasing scrutiny and need to be addressed in the near future. The current paper reviews options for waste water treatment with reference to: a) types of waste streams processed b) process chemistry c) discharge options d) recovery and reuse of water and e) solids disposal. Methods to obtain zero liquid discharge ?a possible solution to eliminate discharge of above anions and residual heavy metals- are discussed with case studies. The long term goal of any non-ferrous smelter plant should be to have a zero liquid discharge philosophy-an approach that would become an epitome of water reuse and conservation.

Mining by hydraulic process of the important gold-bearing gravels of the Sacramento Valley in the basins of the Yuba, Bear and American rivers began in 1853, and continued at an ever-increasing rate for 30 years. In its most active days it reached an annual production of $15,000,000, and averaged $10,000,000 per year over the 30 years. During that period no provisions were made to prevent the debris from being discharged into the water courses, and ultimately large quantities of silt, sand and gravel were washed down to the lower valleys; filling channels, causing overflow of agricultural lands and difficulty in maintaining navigable depths in the Sacramento River. Agitation and suits filed because of these damages finally resulted in the injunction decision of Judge L. B. Sawyer,' in the U.S. Circuit Court, Jan. 23, 1884, which closed down practically all hydraulic mining operations not having means to restrain their debris. In 1893 (approved March 1, 1893), Congress passed the act introduced by Representative Anthony Caminetti, of California, creating the California Debris Commission, composed of three officers assigned from the Engineer Corps of the U.S. Army, and since that time it has been legal and possible within the drainage systems of Sacramento and San Joaquin rivers to conduct hydraulic mining of gold-bearing gravels behind dams built under this commission's permit and supervision. In the watersheds of the Trinity and Klamath rivers, which flow directly to the Pacific Ocean and do not affect navigation or agriculture, operating permits from the California Debris Commission are not required. There is a measure of restriction there, however, through what is known as the Trinity and Klamath River Fish and Game District. Chap. 215, Stat. 1931, in order to secure relatively clear water for the fishing season, provides that between July 15 and October 15 each year there must not be discharged into these rivers debris that will cause a turbidity greater than a content of 50 parts per million in the

During the modeling of grinding systems, population balance modeling (PBM) which considers a constant breakage rate has been widely used over the past years. However, in some cases, PBM exhibited some limitations, and time-dependent approaches have been developed. Recently, a non-linear framework which considers the traditional linear theory of the PBM as a partial case was introduced, thus allowing the estimation of product particle size distribution in relation to grinding time or the specific energy input to the mill. In the proposed model the simplified form of the fundamental batch grinding equation was transformed into the well-known Rosin–Rammler (RR) distribution. Besides, the adaptability and reliability of the prediction model are among others dependent upon the operating conditions of the mill and the adjustment of the RR distribution to the experimental data. In this study, a series of grinding tests were performed using marble as test material, and the adaptability of the non-linear model was investigated using three loads of single size media, i.e., 40, 25.4, and 12.7 mm. The results indicate that the proposed model enables a more accurate analysis of grinding, compared to PBM, for different operating conditions.

Study and development of sensing techniques and sensors were performed to aid shuttle car drivers in detecting obstacles and in guiding the car along the face haulage route. Microwave, acoustic, and optical sensing techniques were considered as part of the feasibility study for obstacle detection. Various guidance techniques, including wire-following and rib-ranging were investigated. Active optical sensing was selected for obstacle detection to obtain the beam coverage and sharp angular cutoff characteristics required within the packaging limitations defined by the shuttle car configuration. Rib-ranging guidance was selected to achieve a completely self-contained shuttle car system which responds to the existing mine geometry without need for wires, stripes, or other path defining devices. Extensive hybrid computer simulation runs were performed to evaluate various guidance techniques during the feasibility study. Subsequent simulation runs were performed to establish parameter values for the rib-ranging guidance system. The obstacle detection and guidance system was designed, fabricated and installed on a standard shuttle car. The system satisfied all applicable permissibility requirements of Schedule 2G. An experimental permit was issued to Bendix for operation in an underground coal mine. System evaluation tests were performed first above ground at the Bendix Research Laboratories. The simulation model was validated by these runs. Final testing was performed underground in an operating mine with an experienced shuttle car driver. All sensors successfully demonstrated the predicted performance capability during underground face haulage tests. Dust did not impair system performance and lens cleaning was not required during working shifts. Further development is required to achieve the desired obstacle detection performance. Closed loop steering control with manual override is recommended for the lateral guidance system. The guidance system should be an invaluable aid to low-coal shuttle car drivers where continuous mining machines are utilized.

A mineral processing facility near Montreal, CEZinc, Noranda Inc., has recently implemented a leading-edge intranet solution for monitoring the performance of plant operations, and providing condition-based maintenance. This innovative multi-faceted software implementation incorporates: web-delivered plant information systems; area-wide control loop performance assessment (using sophisticated algorithms to evaluate poorly performing controllers); and integrated alarm management functions.The system has enabled a project to improve plant operations through better process control. Maintenance technicians, engineers, supervisors and managers all can see the performance of the controllers, and the performance of the plant itself, through webdelivered graphics and reports. Information is combined from many sources, real-time, historical, relational and analytical, to provide a complete picture of plant operation.The web-based solution centralizes the administration of user access, and simplifies the deployment of several different kinds of information to many desktops. It is an extensible system that allows users to create and share their own web pages and data views.The paper will discuss the solution architecture and the improvements the IT, operations, maintenance, and engineering groups have experienced, and overall benefits to the facility.

INJURY DATA and experience at, coal mines in the United States for 1953 and 1954 are presented in this publication with a minimum of interpretation and comment because of the numerous tables required to afford detailed comparisons between the 2 years. Corresponding tables for 1953 and 1954 follow in consecutive order under the following general sections: (A) General injury experience: Tables 1 to 11: Contain current data on number of fatal and nonfatal injuries, frequency and severity rates, and average severity and time-loss rates. (B) Selected injury data: Tables 12 to 85: Contain current data on causes of injuries, distribution of injuries by part of body injured, days of disability, extent of hand and machine loading, experience by employment and production groups, and various other operating factors and physical conditions related to the occurrence of injuries at the Nation's coal mines.

Computation is believed to be a powerful tool in scaling-up chemical processes and in designing materials, however, is being challenged by low predictability and limited scalability. This presentation will discuss the promising future of multi-scale computation in solving these two problems to realise the real-time simulation of industrial processes. Multi-scale structures are a common nature of most chemical systems and the meso-scale phenomena are believed to be the road blocks not only in improving the predictability of physical modeling but also in extending the scalability of computation. Focusing on the meso-scale phenomena, a series of research has been carried out at the Institute of Process Engineering, Chinese Academy of Sciences, for the past three decades. Starting with a simple idea of modeling the meso-scale clusters in gas-solid two phase flows, the so-called EMMS (Energy-Minimisation Multi-Scale) model was established. In verifying the stability condition of the model, the pseudo-particle approach was proposed to explore the micro-mechanisms in particle-fluid systems, and the strategy of the EMMS model was extended to other six different multi-phase systems, resulting in a unified conceptual formulation of multi-phase complex systems expressed by a multi-objective variational problem. In applying this model to different multi-phase systems and to industrial problems, it was recognised that the EMMS model defined a new paradigm of multi-scale computation by realising the structural similarity between software, hardware and the problems to be computed. This paradigm of computation was implemented on a multi-scale supercomputer with a capacity of 1.0 petaflops by integrating CPUs and GPUs (Graphic Processing Units), showing high efficiency and low cost. Running the EMMS model on this computer, the simulation of hydrodynamics of multi-phase systems can be speeded up very much, indicating a promising future of virtual reality of process engineering. The presentation will review this series of work, introduce successful applications in industries, and will be concluded by emphasising the critical importance of the meso-scale phenomena as the bridge between macro-dominants and micro-mechanisms. Research performed on computer modeling of mine power systems under USBM Grant G0155003 1S described. The work was performed at the Pennsylvania State University from 5 November 1975 through 4 November 1976. Results presented are interim in nature, and future research is planned to integrate the simulations which have been developed. The thrust of this research has been divided into three main areas. 1. Modification of a previously developed model (Mine Power System Simulation or MPSS) to include interactive operation and the use of default (average) load data. 2. Development of a dynamic simulation of interdependent mine power system induction motors. 3. Development of an approach to modeling of motor shaft loading of induction machines for mining operations. During the course of the current year's research, significant results have been achieved in all areas. Construction of an interactive MPSS model has been completed and checked. This simulation was written in APL code and is fully interactive. In addition, default data representing 158 different pieces of mining equipment has been developed for use with the interactive model. Additional work described includes the construction of a dynamic simulation of interdependent continuous miner induction motors and the development of an approach fo: motor shaft load torque computation from experimental data.

"Although coal-mine explosions rank third among causes of underground fatalities, they receive more wide-spread attention than any other accidents in mines because frequently many persons lose their lives in a single disaster. Each bituminous coal-mine explosion endangers the lives of approximately 100 persons--the average number employed underground in a commercial mine. A critical analysis of coal-mine explosions in a restricted district gives a cross-section of relative existing explosion hazards, of common causes of ignitions of gas and dust, and of effective prevention measures. The Safety Division of the United States Bureau of Mines is collecting data on coal-mine explosions in the various States, and this circular is one of a series analyzing the causes and recommending methods for thy prevention of similar occurrences,The data on this circular are based on records of the United States Bureau of Mines and the West Virginia Department of Mines. Unfortunately practically all of the early records were destroyed by fire in the State House at Charleston, W. Va.; the remaining records were made available to the authors by N. P. Rhinehart, chief of the Department of Mines, and his cooperation is gratefully acknowledged.The earliest available reference to coal in West Virginia is that made by John Peter Lally who in 1742 found ""a great plenty of coals"" near a river later called Coal River. In 1809, Nicholas Roosevelt found coal along the Ohio River and used it on the New Orleans, said to have been the first steamboat west of the Allegheny Mountains. In 1810, Conrad Cotts opened a mine near Wheeling and sold coal for domestic purpose in 1812, a mine was opened on the Ohio River opposite Mason City and produced 1,200 bushels of coal that year. In 1840 the total West Virginia coal production was 298,691 tons; in 1863, the production had increased to 444,468 tons, and in 1883, to 2,335,833 tons. During this period apparently most of the coal was extracted from coal outcropping on the hillsides; little danger of gas ignition existed at that time, but explosions from blown-out shots occurred frequently. On February 22, 1383 the West Virginia legislature enacted legislation providing for a mine inspector to inspect the mines of that State, to prevent mine accidents, and to insure properly ventilated mines.In a special report to the Governor on December 31, 1884 the Inspector of Mines reported:We have 5 shafts, in 4 of which there is more or less gas; and in 1 of our drift mines there was an explosion on the 27th day of March 1880, whereby 2 men were killed and a boy badly burned.Table 1 lists 287 explosions in West Virginia coal mines. Several early explosions were listed in the annual reports of the West Virginia Department of Mines as ""blown-out shots"" or ""powder explosions"". The injuries usually were described; explosives accidents have been eliminated from these and other available data, and only those in which dust or gas were involved have been included in this paper as explosions."

[THE ORGANIC act under which Federal Bureau of Mines was established provided for the investigation of the safe use of electricity in mines. Each Congress appropriates funds for conducting this investigation. As part of this investigation, electrical apparatus used in mines is studied to determine if its operation and use might introduce a hazard. From this study, certain safety standards have been developed. These standards, established with the aid of both the manufacturer and user of such apparatus, are published in schedules, and apparatus that complies with the requirements set forth these schedules is classified as "permissible." This term is defined to designate apparatus as "completely assembled and conforming in every respect with the design formally approved by the Bureau of Mines." In the judgment of the Bureau, the manufacturers of such apparatus have adhered to certain minimum standards of safety in supplying a product that when properly used and maintained is safe for operation in mines where flammable gas or coal dust may accumulate. This work of the Bureau of Mines for increasing safety does not make it obligatory for manufacturers of mine equipment to produce only that of permissible classification. Before the effective date of the Federal Mine Safety Code,5 the Bureau sought to promote safety by recommending that mine operators install permissible equipment in gassy mines as a preventive measure against gas and dust explosions initiated by electrical equipment. For some years, the mining laws of several States have prescribed the conditions under which permissible equipment must be used. The Federal Mine Safety Code requires that ?all new electric face equipment and replacements of equipment purchased for mines where nonpermissible equipment is now being used shall be of a permissible type approved by the United States Bureau of Mines,]

THIS paper summarizes the results of investigations carried out at Sydney Mines, N.S., and at Ottawa, following the disaster at Princess colliery, December 6th, 1938. The Honourable Minister of Mines for Nova Scotia appointed A. E. Cameron special investigator to enquire into and report upon the cause of the rope failure. Public hearings were held in Sydney Mines and evidence taken from many witnesses. The site of the accident was examined in detail and investigations made of the rope layout and colliery practice. At the request of the special investigator, the Department of Mines and Resources, Ottawa, kindly undertook technical and scientific examination of the broken ends of the rope. These investigations were carried out in the Metallurgical Laboratories of the Department of Mines and Resources, under the supervision of G. S. Farnham, Metallurgist for the Department. Valuable assistance in interpretation of many features of the investigation was received from other sources. Acknowledgment is due to Messrs. Stuewe, McCall, and Gordon, and other members of the staff of the Dominion Steel & Coal Corporation; to Messrs. The effect of flotation operational parameters on froth stability and froth recovery was studied. Froth stability was measured using a special column. To determine the froth recovery, the froth height change model and froth height exponential model were used. It was found that since the interactions between the pulp and froth zones affect the time of froth formation, the exponential model is more suitable than the froth height change method for determining the froth recovery. The results showed that superficial air velocity and collector dosage have, respectively, the highest and lowest effect on the froth recovery, while froth recovery decreases sharply with increasing froth height.

For many years the Federal Bureau of Mines has been investigating fires and explosions in mines, tunnels, buildings, and hazardous processes of various kinds. Means and methods for controlling and extinguishing mine fires and preventing explosions and other accidents in many hazardous processes require the collection and analysis of samples of the atmospheres surrounding the sources of ignition. Complex mixtures of gases often encountered in mines, tunnels, and industrial processes may well presage imminent danger from explosions. This report discusses some practicable methods of utilizing the analyses of samples of complex mixtures of gases in their application to the many problems that arise from their presence.

High pressure grinding technology has gained further interest in various industries. So far in the mining industry, machines are in operation in diamond mines and iron ore applications. In gold and copper ore processing, test work has been conducted showing considerable operational and process benefits. Similar benefits can be expected from HPGR applications in the platinum industry due to the preferred ore breakage along grain boundaries, thus liberating the PGE particles. This paper will provide an update on the state of high pressure grinding roll technology. Developments in the design of high pressure grinding rolls, for minimized maintenance requirements and availability just as high as conventional mills, will be presented. Plant flow sheets and concepts will be discussed, which allow for a reduction of capital and operating cost in comparison to existing two-stage milling circuits.

STATNAMIC load testing augmented with embedded instrumentation has been successfully used to obtain structural and geotechnical design information on large diameter spun cast concrete cylinder piles on many large marine construction projects. The paper focuses on one particularly interesting large marine project involving a new bridge to St. George Island, Florida where instrumentation and STATNAMIC load testing was used in conjunction with static load testing on high capacity piles. The information presented includes embedded instrumentation measurements taken during pile fabrication (post-tensioning), during pile driving, during static load testing, and STATNAMIC load testing. As much of this data is the first of its kind on concrete cylinder piles, it is exciting to present the foundation industry with this additional insight as to the behavior of this pile type and the accuracy of the methods used to test them.

Profiled here are the eight RMCMI 2000 Scholarship Award winners. Six of the eight attended the 96'' Regular Meeting and convention at the Sheraton Tamarron Resort in Durango, Colorado in late Tune. Each spoke during the Scholarship Awards Monday luncheon and shared their goals with attendees. In addition to receiving a 52,000 tuition credit, thanks to the Patrons of the Institute annual funding of scholarships, each received recognition at the luncheon with a brass plaque signifying this honor. The winners arc guests of the Institute Sunday through Tuesday noon and have an outstanding opportunity to meet many in the coat industry who could be potential employers. The state vice presidents host the winners and pay for their travel and hotel expenses. This is a continuing scholarship and may be renewed for tuition credit again in the senior year it the winner is a full time student and is recommended by the dean of the college or university. A resident from each of the eight member RMCMI states is selected by the Scholarship committee from Board approved institutions. Criteria for these annual awards is that the recipient (1) is a full time sophomore student who will use the tuition credit the junior year. (2) Be both a U. S. citizen and a legal resident of the member state. (3) Maintain good academic standing, be pursuing a degree in a mining related field and have an expressed interest in western coal as a possible career path. A reconnaissance study of kyanite-group mineral deposits in the Northwest has revealed large exploitable reserves of the mullite-forming raw materials in the Woodrat Mountain and Goat Mountain districts of north-central Idaho. Potential coproducts or byproducts are garnet and muscovite mica. The Woodrat Mountain district contains garnet-kyanite-mica schist, which has been traced for 6 miles and may extend farther. Surface samples average 29 percent kyanite and contain up to 15 percent garnet. Inferred reserves of strippable ore with a low waste-to-ore ratio, and containing more than 15 percent kyanite, are more than 3 billion short tons. The Goat Mountain district contains several kyanite-mineral zones. Samples of the richest zones average from 10 to 20 percent kyanite minerals and represent about 200 million short tons of strippable rock. Beneficiation tests indicate that the kyanite minerals and garnet can be concentrated by a combination of gravity, flotation, and electromagnetic methods. Reserves in these deposits are sufficient to satisfy any foreseeable domestic and export demand. However, the freight tariff to reach the nearest major users of kyanite (located in the Midwest) has discouraged development of western kyanite resources. Western demand of a magnitude to support a moderate to large milling operation has not yet been developed. However, there is some foreign market potential. If a garnet byproduct could be prepared and sold for coated abrasive products or as grinding grains, an offset possibly could be gained to a por¬tion of the mining and milling costs for the Pacific Northwest producer. Such byproduct values would offer a means for expanding the geographic market areas as well as the regional market potential.
