The Aynak copper deposit, located 30 km south of Kabul in Afghanistan (Figure 1), was discovered by Soviet geologists in the 1970s. Extensive exploration undertaken in the area between 1974-80 included several hundred boreholes, seventy trenches and nine exploratory adits. This work identified a “drill-indicated resource” of 240 Mt at 2.3% Cu (ESCAP, 1995).

As environmental laws and regulations become more complex and the economic cost of non-compliance becomes greater, periodic assessment of environmental compliance, identification of potential liability and implementation of any necessary remedial action should be a standard part of the operational methods of any successful business. The title of this paper "Environmental Audits, A Shield, A Sword or A Trojan Horse?" is intended to draw attention to the fact that environmental audits can be used positively to shield a business operations from actual or potential environmental liability; can be used proactively as a 'sword" in both a marketing context ("do business with us because we conduct our business safely and professionally?) and as a mechanism for developing positive relationships with environmental regulators; and, used negatively, as a "Trojan horse", by developing information which those same environmental regulators (or the public) use in an enforcement context against your business or that of your clients. This paper will discuss the concept of environmental audits in general; the pros and cons of conducting the same; and the role of the attorney, as part of the "audit" team, to insure, to the greatest extent possible, that the audit process is productive from both a managerial and legal perspective.

"The Beal Mountain mine near Anaconda, Montana, is an interesting case history of a mine that has continued operations despite several large pit wall failures over a period of approximately 10 years. The largest event involved some 3.9 million tons of rock that has moved steadily at a rate of about 0.05 ft/day since 1992. This paper documents the geotechnical instrumentation and monitoring programs implemented at Beal to provide the company with a comfortable baseline that supported ongoing operations. The success and failure of a variety of stabilization measures will be discussed, along with typical instrumentation responses for several significant events. The success of Beal Mountain serves as a good model for mines faced with serious geotechnical challenges."

Dr R. E. Robinson, Pr. Eng., obtained a B.sc. (Chem. Eng.) cum laude from the University of the Witwatersrand in 1950 and a Ph.D. (Eng.) from the same University in 1953, where he was awarded the Haikes Memorial Medal for Industrial Chemistry. Professor G. G. Garrett was appointed Professor of Physical and :Fabrication Metallurgy in the Department of Metallurgy at the University of the Witwatersrand in June 1980, and in January 1984 he became Head of the Department. Mr P. A. van Wielligh, Pr. Eng., climbed the mining ladder in the hard way, starting as a Mine Surveyor in 1936 and working his way up as Chief Surveyor, Underground Manager, Mine Manager, and Consulting Engineer, to Executive Director, including the intermediate steps. Mr H. E. James, Pr. Eng., is a graduate in Chemical Engineering from the University of the Witwatersrand. Both his B.sc. degree (1961) and his M.sc. degree (1964) were obtained on bursaries, the former from Gold Fields of South Africa and the latter from the Atomic Energy Board. Mr G. Pienaar, Pr. Eng., obtained a B.Eng. (Met) in 1967 and an M.Eng. in 1973, both from the University of Pretoria. Dr A. K. Haines, Pr. Eng., obtained all his degrees from the University of Natal, finishing with a. Ph.D. in 1971. Mr B. C. Alberts, Pr. Eng., obtained his academic training at the University of Pretoria, where he was awarded B.sc. degrees in both agricultural engineering (1963) and mining engineering (1965). Mr H. C. van Zyl, Pr. Eng., holds B.sc. degrees in mining engineering (1968) and civil engineering (1972), both from the University of Pretoria.

Cast-in-place piles were examined in this paper from the viewpoints of construction quality, axial capacity, and load-displacement responses. The results of ten 450 mm diameter (18? f) bored piles, installed in a soil deposit of silt to medium dense sand using the method of percussion drilling, were tested under static loads. The results of the pile load tests were used for evaluation of various design methods of calculating pile capacity. The study revealed that the design methods based on the concept of critical depth underestimated the ultimate skin fiction. Thus, the applicability of the critical depth concept for design of bored piles under the soil condition considered may be unreliable. The estimated skin friction factor, ß, was too low in these methods. The Tomlinson method and the Neely method provided the best prediction of the ultimate skin friction. The methods used for calculating end bearing resistance were found to provide a conservative estimate of the resistance. During pile load tests, a settlement of 5 to 6 mm was required for full mobilization of skin friction for the piles in loose sand, while larger settlements (> 10 mm) were required for piles in denser soil. The ultimate skin frictional resistance was observed to be low for piles in loose sand.

Pile foundations are widely applied in the Netherlands because of the soft soil conditions. One of the popular pile types are cast-in-situ piles, which have to be integrity tested to get accepted. Integrity testing has been applied for more than 30 years, with the number of integrity test performed nowadays exceeding 400,000 per year and subsequently there is a substantial amount of practical experience with this testing method. This paper will deal with some basics of integrity testing and describe some of the techniques that have been adopted in the Dutch pile testing practice, like detection of pile head defects with a spike type hammer pulse, and the site average or pile group average for the qualitative interpretation of measured signals.

"During the last eight years there has been a noticeable increase in the use of permissible equipment in gassy and dusty coal mines. This trend has undoubtedly been toward greater safety in mining, but in spite of this all is not well ""along the front.""In many mines those in charge, either through ignorance or supposed economy, have neglected to install sufficient copper and maintain good bonding on the rails used for return circuits to have a safe working voltage for the permissible equipment which is intended to afford them safety.Low voltage, when properly analyzed, is not economy but frequently is an expensive oversight. Burned-out armatures, controllers, rheostats, and switches are costly in themselves to repair or replace, but the greatest cost in many instances is the loss of production resulting from idle and broken-down equipment.From a safety standpoint, excessive low voltage where permissible equipment is necessary is almost criminal negligence. A burn-out of any kind is liable to cause an arc that may burn its way through a casing wall and bring about a hazardous condition if gas or dust in explosive proportions should be present. Again, all wiring, both interior and exterior to the apparatus, is subject to the extra heating consequent upon low voltage. It should be remembered that if the voltage drops the current must increase a corresponding amount in order that the same work may be accomplished; and as the heating effect is as the square of the current, an enormous overheating of the electrical parts and wiring often takes place. This heating effect is especially detrimental to trailing cables used on portable equipment, because under the most favorable conditions the size of cable selected is only barely sufficient to do its work properly at a safe working temperature; therefore, when the extra current load is added because of poor voltage, overheating is sure to result, with consequent deterioration of the insulation, This effect greatly increases the liability of cable failures in service, and in turn adds to the hazards incident to the use of portable equipment of the permissible type involving the use of trailing cables.Some manufacturers have tried -to protect their equipment from low voltage, especially below a certain point, by -installing low-voltage relays which will trip when the voltage falls to a predetermined value. It is understood that some operators have hesitated or refused to install such low-voltage protection because they were aware that the voltage conditions were so poor that the equipment could not operate under the safe limits set. It is difficult to understand how any progressive company that is willing to go to the ex-pense of installing permissible equipment could be so shortsighted in this phase of common sense, safety, and economy."

Farce Mining of Texas is a surface coal mine located in Laredo, Texas. Farce mines and sells approximately 600,000 tons /year of bituminous coal. A map showing the location of Laredo is provided in Figure 1. As shown, Laredo is located on the border between the United States and Mexico. The mine property runs to the Rio Grande River, the border between the two countries. Farce pumps water from the Rio Grande for use in their coal preparation plant. Laredo’s climate is quite dry with annual rainfall averaging about 12” per year. Also, due to the southern location, Laredo is quite hot. It is common for the temperature to reach 100” F in March and maintain these temperatures through September.

To provide an engineering solution to wood crib design and deployment strategies that will ensure safety for underground coal mine workers. This is accomplished by preserving necessary ground control requirements while minimizing support costs or by developing new support strategies to enhance ground support in difficult conditions. A secondary objective is to be able to quantify wood crib support performance to define support requirements for alternative support systems. These objectives have been achieved through a simple-to-use computer program called the wood crib performance model (wcpm).

Simulated weathering tests are used to estimate leachate quality of rocks containing varying concentrations of pyrite and carbonates at mines. This study reports the inter-laboratory results from the third phase of a three part effort to develop a standardized, reproducible simulated weathering test for coal mine overburden. Initial development in phases I and II included evaluation of different test apparatus, effects of particle size, gas composition, leaching frequency and other variables. Phases I and II results are reported by Brady et al (2004) and Hornberger et al (2004). In Phase III, a standard column leaching protocol was used by eight commercial, government and university labs to test five rocks of different lithology, pyrite and carbonate content. Ideally, a simulated weathering test should have three characteristics to be useful in mine drainage studies. These include the capability to produce repeatable results, accuracy in simulating field conditions, and a concise test protocol of weeks to a few months. Simulated weathering, or kinetic testing, produces an effluent that simulates mine drainage composition. This can be beneficial for predicting mine drainage quality in comparison to whole rock analyses. The effluent may be tested for the same water quality parameters as the drainage produced during mining, such as pH, acidity, alkalinity, sulfate, iron, manganese, aluminum or other parameters. If the physical, chemical, and biological conditions of the kinetic tests are representative of those found in the mine environment, leachate composition may be used to estimate the water quality parameter concentrations produced during mining. Hornberger and Brady (1998), and Geidel et al (2000), compiled comprehensive chapters on kinetic tests for mine drainage prediction. These sources included: (1) a chronology and synopsis of scientific literature on these kinetic tests as they have developed over approximately 50 years, (2) discussion of the influence of physical, chemical, and biological processes, and (3) general guidelines for test procedures, data interpretation, and recommendations for further research to develop standard methods. Most of the kinetic test methods in use today were substantially developed and applied more than 40 or 50 years ago, including leaching columns (Braley, 1949), humidity cells (Hanna and Brant, 1962), Soxhlet reactors (Pedro, 1961), and field scale tests (Glover and Kenyon, 1962). . The most commonly used kinetic tests for mine drainage prediction are leaching columns and humidity cells. While these kinetic test methods and others have been used in hundreds of mine drainage studies as shown in Hornberger and Brady (1998) and other references (e.g. Sorini, 1997), they have rarely been used in coal mine permitting by either regulatory agencies or the mining industry. The major impediment to routine use of kinetic test methods is the variation in the design and operation of these kinetic tests, and lack of a standardized, accepted (e.g. by EPA or ASTM) test method. Interpretation and data comparison from different studies can be difficult. METHODS Five rocks of varying lithology, mineralogy, carbonate and pyrite content were collected in bulk from Pennsylvanian age coal measures in Pennsylvania, West Virginia and Indiana. Mineralogical composition of the samples was characterized in detail by Hammerstrom et al (in press) using optical, X-ray diffraction, scanning electron microscopy and electron microprobe methods. Acid Base Accounting (Sobek et al 1978; Skousen et al, 1997, Kania, 1998) was performed on bulk samples for % total sulfur (%S) as a measure of pyrite and potential acid generation, and Neutralization Potential (NP) as an index of carbonate content. A modified NP test, following the procedure suggested by Skousen et al, 1997 was also conducted for four of the five samples. The modified NP test accounts for initial acid consumption, Fe oxidation, and subsequent Fe hydrolysis by the iron carbonate mineral siderite. Siderite, even though it is a carbonate gives zero net alkalinity. Lithologic, Acid Base Accounting and general mineral composition data for the five rocks are shown in table 1 (see Appendix). Whole rock elemental analysis for major and trace elements was conducted on a sub-sample of each rock type. One laboratory was contracted to mix, homogenize, and size the bulk samples and prepare sub-samples for all the participating labs. Splits were sent to eight labs, and each organization was provided a detailed set of instructions for column assembly and leaching procedure. The protocol was developed based on results from phases 1and 2 of this study. The principal features of the column assembly are: a specific composition of particle size by weight (table 2), weekly leaching cycles, and incubation under humidified air containing 10% CO2. Figure 1 shows the column construction. [ ] The particle size distribution of the crushed rock sample is largely an artifact of the crushing process, rather than a natural systems process like the particle size distribution of a soil or an unconsolidated sedimentary deposit. The standardized particle size distribution, shown in Table 2, promotes operational consistency of the weathering test procedure, and provides better control over reaction kinetics. Large amounts of fine particles within specific zones of the leaching columns have been found to impede uniform fluid flow and/or gas flow (Hornberger and Brady, 1998). Regarding reaction kinetics, the importance of surface area to volume ratios has been described in a previous phase of this study (Brady et al., 2004), and significant differences in crushed particle size distributions and effective surface areas were found among the lithologic units. In 1987 Wyoming became the largest coal producing state in the country. The state is known for its extensive coal resources and extremely thick coal seams. Wyoming's coal reserves total about 69.3 billion tons, or 14.2 percent of the U.S. coal reserve. Coal seams range generally from 10 to 80 feet in thickness, although one seam is 220 feet thick. The coal-bearing areas of Wyoming underlie approximately 41 percent of the state's total land area. Wyoming's coal ranges from lignite to high volatile bituminous. Most of the coal produced is subbituminous from the Powder River coal region near Gillette. The presence of coal in Wyoming was discovered before 1834 on the Belle Fourche River. The state's first mine opened in Carbon County in 1865, and with the completion of the trans- continental railroad, the demand for coal increased. Currently approximately 80 percent of Wyoming's coal production is shipped out-of-state to meet the growing demand for low- sulfur coal to fuel electric generating plants. Wyoming received conditional regulatory approval November 26, 1980. Its Abandoned Mine Land Program was approved February 14, 1983.

Abstract : The deformation monitoring data of the middle pier of the in permanent ship lock in Three Gorges revealed several interesting deformation phenomena. Conclusions and explanations are made concerning the phenomena in this paper, based on the finite element and engineering geology analyses. Firstly, the fluctuation of the horizontal transformations can be attributed to the alternate excavation of the two neighbouring ship lock rooms. Secondly, the rock mass discontinuities result in the displacement breaks. Lastly, the main reasons for the one-sided leaning phenomena are the natural stress, which is not evenly distributed, and the presence of discontinuities. This paper presents a valuable reference for studying the ‘individual phenomena’ in geotechnical engineering. ZUSAMMENFASSUNG: Die Beobachtungs claten an der Mittelpier deformation bezüglich Permannenter Schiffsschleuse in den Drei Schluchten offenbaren einige interessante Deformationsphänomene. Die Schlußforgerungen und Erklärungen dazu in dieser Arbeit basseren methodisch anf der ‚’ ‘Endlichen-Elemente-Analzse’ und der ‘Ingenieurnissen-Geograhnie-Analzse’. Erstens kann die Fluktuation der horiyontalen Transformation durch die ungleichzeitige Ausgrabung der zwei benachbarten Schiffsschleusenräume verursacht werden. Zweitens resultzert die Diskontinuität der Felsenmasse ans dem verlagerten Bruch. Drittens: Die Hauptgründe für das Zu-einer-Seite-Neigung-Phänomen in manchen Stellen sind der ungleich eigeteilte natürliche Druck und das vorhandersein der Diskontinuität. Diese Arbeit präsentiert eine wertvolle Referenz für die Untersuchung der Sonderfälle in geotechnischen Bau. Résumé: Cet article a analysé sérieusement et profondément , en utilisant des procèdes d’étude par exemple l’analyse d’éléments défini et celle de la condition géographique de traveaux , des règles typiques de la déformation montrées dans les données surveillantes à propos de la déformation des pierres centrales dans les écluses éternelles du Trois Gorges , on en a tiré une conclusion : 1) le changement des chiffres des déplacements horizontaux des pierres centrales est causé par les creusages séquentiels des cannelure voisines ; 2) l’inclinaison au Nord de toutes les pierres centrales entre les deuxième et troisième chambres d’écluse est causée par la différence de la gravitation entre les deux chambres d’écluse et par l’existence de la surface structurale ; 3) l’existence de la surface structurale cause le changement des chiffres des déplacements horizontaux des pierres centrales au niveau profond . Cet article donne une référence utile pour l’étude du ‘ problème d’indivudualité’( ou les situations anormaux) dans les données surveillantes de la déformation des pierres centrales de la génie civile.

Ascot Racecourse in the UK is a major international venue for horseracing. The racecourse is being redeveloped to provide entirely new public facilities. The development includes the construction of a new grandstand. A site investigation was earned out comprising mainly cone penetration testing. The site is underlain by the Bagshot Formation, comprising predominately cohesionless deposits of medium dense becoming dense, silty fine to medium sand, containing occasional layers of clay. Shallow foundations would present uncertainty regarding total and differential movement; hence a piled foundation solution was chosen using a continuous flight auger (CFA) piling system. The possibility that piles may found either directly on or within the influence of cohesive material suggested uncertainty regarding toe resistance. In order to measure shaft friction, an instrumented preliminary test pile was undertaken. The results were compared to published correlations of cone and shaft resistance. This approach resulted in a net saving in terms of pile length which resulted in optimum value engineering and hence a cost saving to the client.

Bitumninous and semianthracite coal reserves underlie about 1,400 square miles of Arkansas, less than 2.7 percent of the state's total area. These deposits, located near the western border, contain an estimated 2.2 billion tons, of which about half are recoverable. This represents less than one-tenth of one percent of the national reserves. Most of the commercial coal is mined from thin beds that are at least 14 inches thick. In some locations, however, the coal beds can be as much as eight feet thick. Lignite was mined in southern Arkansas before the Civil War. Current estimates indicate that the reserves may be as high as 9 billion tons, which could be used in the state's coal-fired electric generating plants; however, these deposits are not being mined at present. Because many coal operations in Arkansas are small and the demand for coal is unsteady, the industry employs fewer than 25 miners on a daily basis. Arkansas gained primacy when its regulatory program was conditionally approved November 21,1980, subject to the correction of four minor program deficiencies. The regulatory program was fully approved January 22, 1982. Authority of the state to administer its Abandoned Mine Land Reclamation Program was granted upon approval of the Arkansas Reclamation Plan on May 2, 1983. Arkansas was the first state to assume responsibility for abandoned mine land emergency projects when its Reclamation Plan was approved.
