This report on the Venezuelan coal industry is the seventh in a series of studies on coal exporting countries requested by the House Appropriations Committee, The committee asked that the basic differences in mining costs for U.S, and foreign mines be identified, especially those costs incurred in complying with health, safety, and environmental regulations.1 Basic costs in extracting raw coal are analyzed in this report for surface operations, This report also provides a limited analysis of the relative market competitiveness of selected Venezuelan and U,S. steam coal mines in three electric utility markets: New England and the east coast of Florida in the United States, and western Europe. Although some Venezuelan coal has coking characteristics, all coal-producing regions of Venezuela sell coal in steam markets.

Compared these results from above two methods with the results measured in situ, it is conformal on the whole, and the results by FEM are much closer with the measured.

This paper presents the results of a study using computer human modeling to examine machine appendage speed. The objective was to determine the impact of roof bolter machine appendage speed on the likelihood of the operator coming in contact with. A contact means two or more objects intersecting or touching each other, e.g., appendage makes contact with the operator?s hand, arm, head or leg. Incident investigation reports do not usually contain enough information to aid in studying this problem and laboratory experiments with human subjects are also not feasible because of safety and ethical issues. As an alternative, researchers developed a computer model approach as the primary means to gather data. By simulating an operator?s random behavior and machine?s appendage velocity, researchers can study potential hazards of tasks where it is not possible to perform experiments with human subjects. Analysis information is helpful to the mining industry in terms of making recommendations that reduce the likelihood that roof-bolter operators experience injury due to contact with a moving boom. Data analysis of roof bolter simulations show that the virtual-operator?s response time has little effect on the number of contacts experienced. Based on frequency and cross-tabulation, regardless of other variables, contact incidents were always greater when the boom was moving up, were always greater on the palm, and were always greater for the boom part of the machine. Also, regardless of boom speed, the 25th-percentile-sized operators experienced more contacts than did other operator sizes. Furthermore, regardless of boom speed, the 152-cm mine seam experienced more contacts than did other seam heights tested. Results of a survival analytic approach suggest that controlling the boom speed is the most important factor in determining the risk of an operator making contact. Based on the data collected, boom speed greater than 41 cm/s results in a substantial increase in risk to the roof bolter operator and should probably be avoided. At speeds less than or equal to 25 cm/s are associated with a more modest relative risk, which represents an acceptable level of risk. Also, at speeds between 25 and 41 cm/s, there could be a particular boom speed in this range at which a significant inflection point in the relative risk estimates occurs. Based on the results, this issue needs to be addressed by future research.

On Nov 1, 2007 House Resolution 2262 ? The Hardrock Mining and Reclamation Act of 2007 ? was passed by the U.S. House by a vote of 244-166. HR-2262, among other things, would impose a 4-per-cent royalty on existing mines with commercial production and an 8-percent gross royalty on all new claims. Not surprisingly, this possible new law was one of the hottest topics of discussion at the Northwest Mining Association?s conference that this year returned to Spokane, WA for its 113th annual meeting on Dec. 3-7. More than 1,800 delegates attended the conference that was held under the banner theme of ?Mining ?. For today and tomorrow.? Northwest Mining Association executive director Laura Skaer was one of many speakers during the three-day conference to respond to the threat to the industry posed by HR-2262 with a presentation titled ?Potential changes to the 1872 Mining Law.? In the presentation that she first unveiled at the Alaska Miners Association?s convention and trade show on Nov. 8, Skaer laid out a comprehensive list of problems with HR-2262. In addition to the association?s obvious concerns about the proposed royalty, Skaer noted that the bill includes a mine veto provision that would allow the Secretary of the Interior the authority to deny an operations permit to a project if the secretary determines that the operation would cause undue degradation to public lands and resources. Potential massive withdrawals from mineral entry are also included in HR-2262. Among the lands that could be off limits to miners under HR-2262 are wilderness study areas, areas of environmental concern and 23.6 hm2 (58.5 million acres) identified as Roadless Rule. States, political subdivisions and Indian Tribes would also have more authority to withdraw lands, she said. To combat the proposed changes, Skaer made 10 trips to Washington D.C. on behalf of NWMA members in 2007. In her presentation at the annual meeting, she also objected to provisions that include no life-of-mine permits and uncertain permit renewals and new and duplicative environmental standards that she said are vague, ambiguous and inconsistent with current federal and state environmental laws. Debra W. Struhsacker, an environmental permitting and government relations consultant, also spoke on the issue of HR-2262 with a presentation titled ?The House mining law bill ? Rip van Winkle is back ? and he?s meaner than ever.?

This Workshop was held at the Doubletree Inn, Seattle, Washington from September 26 to 28, 1997. Run under the auspices of the Deep Foundations Institute (DFI), it was co-funded by the newly formed Japanese Association of Micropiles (JAMP), and the Federal Highway Administration (FHWA). The Workshop was jointly organized and facilitated by Fujita Research Corporation and ECO Geosystems, Inc., with close support by Donald B. Murphy Contractors, Inc. DFI kindly consented to publish these Proceedings. As is clear from the list of attendees, 42 specially invited engineers from all aspects of micropile technology were present, representing Japanese, European and American practice. This proved to be a most friendly and interactive group of people, who freely exchanged ideas, views and close comradeship, not only during the technical sessions, but (and especially!) during the numerous social events. Perhaps the best illustration of this came in Day 2 when the attendees were divided into five competing teams, each comprising representatives from the different geographic groupings. These teams had to quickly devise solutions to two technical problems (using standard data previously provided. A team of "referees" (who also acted as "coaches") later determined the most apposite response, based on constructability design concept, cost, schedule and so on. Not only were the winning team very liberal in distributing the prize (vintage California champagne) among themselves, but the whole Workshop soon benefited from their generous division of the spoils of victory.

In the flotation of Zn-Pb ores, sphalerite is floated following copper sulfide activation. In this type of sulfide ore, pyrite is commonly treated as a gangue, and poor selectivity between sphalerite and pyrite/quartz is often reported. But pyrite may also appear in association with gold, and flotation of such auriferous sulfides is of great importance in many countries (e.g. South Africa, Australia). In the cationic flotation of sulfide ores with dodecyl amine, sphalerite can be floated while depressing quartz and pyrite. While in a well-aerated pulp in the presence of lime (especially after oxidation with H2O2) the cationic flotation of pyrite is depressed, oxidation of pyrite in the presence of Na2S makes it floatable with amines even in very alkaline environment.

This report summarizes the results and conclusions reached by various investigators who have attempted to determine the extent to which hydraulic fracturing will affect the secondary recovery of crude oil by waterflooding. It also discusses the most advantageous use of this well-stimulation method in waterflood projects. A thorough search of the literature was made, and pertinent information was abstracted from appropriate reports. A carefully designed and controlled program of formation fracturing is an effective aid in waterflooding because it increases water-injection and oil-production rates. Generally, fracturing has resulted in little or no reduction in ultimate oil recovery, but under certain circumstances recovery has been substantially increased.

The Xiong’ershan district in the southern margin of the North China Craton (NCC) contains more than 20 gold deposits hosted in the late Neoarchean to early Palaeoproterozoic amphibolite facies metamorphic rocks or late Palaeoproterozoic unmetamorphosed volcanic rocks. Gold mineralisation consists mainly of auriferous quartz veins and disseminated ores in hydrothermally altered zones, with additional gold mineralised breccia pipes. Gold orebodies are strictly controlled by secondary- or higher-order brittle/ductile-brittle faults. Isotopic dating reveals two separate episodes of gold mineralisation: the Shanggong and Dianfang deposits formed in the range of 236 ± 1.4 to 202 ± 18 Ma, whereas the Gongyu, Qianhe and Qiyugou deposits formed between 135.0 ± 0.5 Ma and 124.0 ± 1.0 Ma. Stable isotope and noble gas geochemistry studies indicate that the Triassic gold deposits were precipitated from deeply-sourced, low-salinity fluids at 250–350°C, but whether the fluids were mainly derived from metamorphic devolatilisation or magmatic degassing remains unresolved. In contrast, the Early Cretaceous deposits most likely precipitated from a dominantly magmatic fluid, although metamorphic and meteoric components cannot be ruled out. Results from this study, when combined with regional geological and geochemical data, suggest that the Triassic gold mineralisation was generated by the deformation associated with the collision between the North China and Yangtze cratons, forming the Qinling-Dabie orogen. In contrast, the Early Cretaceous gold veining was a result of lithospheric destruction of the NCC, a process initiated by plate subduction from both the south and north since late Palaeozoic but ultimately triggered by the westward subduction of the palaeo-Pacific plate in the late Mesozoic. This study helps to reconcile the long-term debate on the timing, genesis and geodynamic setting of gold mineralisation in the Xiong’ershan and other districts along the southern margin of the NCC.CITATION:Li, J-W and Tang, K F, 2015. Comminution is one of the fundamentals of mineral processing, requiring large expenditures to be made on capital equipment, installation, power and maintenance. The trend toward lower grades and higher operating costs, mean mining operations are becoming increasingly marginal. The challenge is to improve and more importantly, utilise crushing and milling technologies that provide for reduced capital and operating costs whilst providing increased unit efficiencies. The Svedala Barmac Autogenous Crushing Mill presents such an opportunity by providing many of the cost savings and production increases required by its ability to produce a finer mill feed size and realise reduced energy consumption. This paper briefly describes the operation of the Svedala Barmac Autogenous Crushing Mill and reviews its benefits towards improving the efficiency of crushing and milling operations.

It has often been said that the best contracts written are by people who are suspicious of each other. The Spanish philosopher, Ortega y Gasset, said: "Every contract is an Act of Distrust." The arena for dispute settlement outside of the courts is increasing day by day - contracts, especially construction and civil engineering contracts, are written containing arbitration clauses for settling disputes - the very drafting of standard forms of contract, do in some instances by their very construction, create an ambiguity as to intent and provide a breeding ground for dispute. I come from a land far across the sea - the most southern land before the South Pole. Being a young country, 150 years old, we are still progressing - being far removed from the trouble free zones of the world and nuclear free we enjoy a lifestyle second to none.

In this paper, uniaxial compression tests were conducted on intact rocks and broken rocks that were reinforced by grouting, and the effects of grouting on the strength of broken rocks were analyzed. The results show that after grouting reinforcement, the bearing capacity of broken rocks with different lithologies increased, and their uniaxial compressive strength recovered by approximately 6%–16%. The results indicated that the stronger the rock, the smaller the strength recovery of the consolidated body formed after grouting. At the same time, using borehole camera observation and deep overburden strata separations, the fracture development characteristics of surrounding rocks of the gob-side retained entry were analyzed and divided into different regions. On this basis, a guided grouting method was proposed; that is, shallow hole grouting was first used in the plastic zone of the broken surrounding rocks to form the isolation layer, and then deep grouting holes were arranged in the elastic-plastic zone of the transition zone to guide the slurry flow to the shallow unfilled zone. Therefore, the broken surrounding rocks were reinforced into an integrated body and selfbearing capacity improved.

The South African Coal Industry had its beginnings in the Eastern Cape in 1859 when coal was mined to satisfy the fledgling settlements in the Eastern Cape. The growth in the industry was relatively slow up to the early 1970s when, firstly, the export business was expanded coupled with a major increase in the quantity of coal converted to liquid fuels and utilized for power generation. To meet this increased demand the industry developed many new operations employing the latest mining technology and systems. Coal production in South Africa reached 204 million tons in 1996 and revenue from exports reached R8 billion making it the second-largest foreign exchange earner after gold. In his address Rick P. Mohring describes the role coal plays in the international energy scene and outlines South Africa?s position as a producer and consumer of coal, and the challenges facing the industry. A wide range of steam-coals are produced to satisfy both the local market (power generation, coal conversion and the metallurgical industry) and the export steam-coal market. South Africa is in a unique position regarding the export market as it is still a relatively low-cost producer and is geographically well-placed to play in both the European and Far East markets. There are, however, a number of challenges facing the industry. To retain our competitiveness in the international market, ways of minimizing the cost pressures caused by high-cost inflation, increased environmental protection obligations and a decreasing quality resource base need to be sought. Locally the coal mining industry has a major role to play in Eskom?s goal of reducing the real cost of electricity by 15% in the next three years. Safety and health, productivity and the adaptation of the latest technology are issues being addressed by the industry to maintain its dominant position within the South African economy.

An overview is given of the matte melting process used for the beneficiation of South African platinum group metal (PGM) ores. Most producers use six-electrode furnaces to melt the concentrate and Pierce Smith converters to oxidize excess iron sulphide from the furnace matte. Concentrates from two reef types (the so-called Merensky and UG-2 reefs) dominate the feedstock supply. Concentrate from the Merensky Reef is low in chromium and does not pose significant melting problems. Concentrates from the UG-2reef contain much higher levels of chromium, which results in the formation of chromium-rich spinels during melting. This is attributed to the low solubility of chromium in furnace slag under typical operating conditions (an oxygen partial pressure of 10-8?10-9bar at temperatures of 1550°C to 1600°C). During the converting process, care is needed to avoid excessively oxidizing conditions, which result in cobalt, nickel and copper losses to the slag. High nickel losses result in the formation of Fe2NiO4 (trevorite), which often forms solid solutions with FeCr2O4and Fe3O4. In future, the main challenge in the processing of South African PGM ores will be to cope with ever-increasing levels of chromium in the concentrate. A short-term solution to the problem would be to melt the concentrate under slightly reducing conditions to promote the formation of CrO, which is more soluble in the slag than Cr2O3.A longer-term solution to the problem would be to abandon the current matte-smelting process in favour of an alloy-based process, which would offer total flexibility with respect to the amount of chromium that can be tolerated in the feed. A conveyor belt fire presents a serious safety hazard in an underground coal mine. A review of underground coal mine fires involving conveyor belts which occurred within the past two decades was made by the Mine Safety and Health Administration (MSHA). Belt fires that occurred during this period of time have burned as much as 610 m of belting before the fire was extinguished. In an effort to improve safety, MSHA has undertaken a program to study the flammability of conveyor belts in large and small-scale tests. Large-scale tests were conducted on various types of mine conveyor belts using a range of airflows from 0 to 6.1 m/s. Data were obtained to evaluate the effect of airflow on flame spread and other combustion properties of the conveyor belts. The results from the large-scale tests were utilized to develop a new MSHA laboratory-scale test for evaluating the flame resistance of conveyor belts used in underground coal mines. Agreement of results based on a pass/fail criterion was obtained between the large-scale test and new laboratory-scale test. A summary of test results from the new test is shown for different conveyor belt formulations. MSHA also performed a series of fire tests with wood samples using the new laboratory-scale tunnel apparatus. These tests were conducted at airflows from 0.5 to 5.1 m/s to determine the effect on flame spread and burn damage. The data were also analyzed to determine if wood could be used as a calibration standard. The results indicate the flame spread behavior of the wood follows trends similar to results obtained with conveyor belts. The data did not show the precision needed to use wood as a calibration standard. MSHA intends through rulemaking procedures to replace the "20g" conveyor belt acceptance test with the new laboratory-scale test. MSHA also plans to implement a voluntary acceptance program. Under this program, a. conveyor belt manufacturer could obtain an MSHA acceptance for belts meeting the new test criterion. A belt accepted under the voluntary program could then be used underground. Use of conveyor belts meeting the new test would limit the propagation of fire and reduce the probability of igniting other combustibles in the belt entry.

Noise is one of the most pervasive health hazards in mining. A compilation of Mine Safety and Health Administration (MSHA) noise survey data for Fiscal year 1990 shows that approximately 40% of the total samples taken for longwall occupations exceeded the Permissible Exposure Limit (PEL) of 100% [Gigliotti et al. 1991]. In order to properly determine workers’ exposures on longwall coal mining systems, it is necessary to provide accurate baseline measurements for these mining systems. This research was designed to develop guidelines and test procedures for identifying all noise sources that are major contributors to the underground noise exposure of longwall coal mining system workers. Once the high noise sources are identified, promising engineering controls can be tested and evaluated to reduce the noise of the sources. The measurement system used to analyze the noise sources included stationary dosimeters in a documented repeatable pattern and a time-motion study of the cutting cycle and operator’s work cycle. Significant results from the underground measurements show that the highest sound levels recorded are at the stageloader discharge segment and tailpiece controls and remained at about the same level throughout the test.

"An OK 300 cu. ft. Skim - Air cell was installed at the HBM&S concentrator in Flin Flon in 1987. Since that time, 3 additional OK Skim - Air cells have been installed in HBM&S concentrators. The cell treats a coarse 70% solids slurry with a residence time of 2.5 minutes. The product from the cell (a unit cell type application) is a final grade copper concentrate with high precious metal values. Since its installation, the cell has improved gold recovery by 10 - 15%. Process variables such as circulating load, pH, froth depth, feed size, and reagent additions all have an effect on the operation of the cell. Maintenance on the cell has been minimal. Initial operating problems involving level control have been significantly reduced and operations are now relatively trouble free. Although very successful at Flin Flon, site specific operating circumstances will determine the suitability of this cell. INTRODUCTIONHudson Bay Mining and Smelting operates four concentrators in Northern Manitoba. Three treat copper-zinc ores, the fourth mills a copper-nickel ore. The Flin Flan concentrator operates two circuits in parallel which treat copper and zinc ores from the Trout Lake and Callinan mines. Both circuits in the Flin Flan mill have Skim-Air cells integrated into the grinding circuits.The Trout Lake cell was installed first and had a payback period of a few months. Required modifications to the cell were made to enhance its performance. These included changing the discharge valve size, tuning the level controller, and installing an insert into the rubber valve sleeve to increase its wear life. The payback period on the Callinan cell was significantly reduced because these modifications were completed prior to its installation.The cells produce a final grade copper concentrate and since their installation gold and silver recoveries to the final copper concentrate have increased significantly. Operating parameters such as coarseness of cell feed dictate the metal recoveries and froth depth determines the selectivity of the cell and therefore the grade of the concentrate.The Skim-Air cell can be suitable in applications where a final product is generated. However, when a bulk concentrate, which requires further separation, is produced, the coarseness of the product may not make it amenable to conventional flotation.The Flin Flan mills Skim-Air cells have worked exceptionally well with little maintenance required."

"A laboratory froth flotation experiment was conducted on a low-grade carbonatite copper ore sample obtained from Phalaborwa in the Limpopo province of South Africa. The sample was a homogenous hydrocyclone overflow which serves as the feed to the flotation cells at Palabora Mining Company (PMC). The sample has an average copper assay of 0.59% with predominant copper-bearing minerals being chalcopyrite, bornite and cubanite. The carbonatite nature of the ore comes from the high content of calcium (28.85%) and magnesium (6.84%) minerals. Collectors used were sodium diethyl dithiocarbamate and potassium ethyl xanthate alongside Senfroth 38 supplied by Senmin. The results showed that at 200 g/t mixture of collectors (50:50), an optimum grade of 8.03% Cu in the rougher flotation concentrate was achieved at 74% recovery, while during the second flotation, 24.65% Cu was obtained at 74.4% recovery using a Senfroth 38 dosage of 6 L/t with 100 g/t mixed (50:50) collectors. The particle size and pH value of the pulp played a significant role in that the mixed collectors performed efficiently at pH above 8.3 and at room temperature while particle sizes greater than 53 µm were well concentrated when compared with those of less than 53 µm. INTRODUCTION The need for copper ore concentration research is on the rise as a result of the depletion of deposits and the advent of low-grade copper ores. Although most copper ore deposits have other valuable minerals that support their economic extraction, the increase in technological innovations as regards copper usage and applications has increased the demand for copper. Several factors influence concentration results in a froth flotation column, of which the reagent used is most influential."
