Vibration magnitude and frequency of the z-axis vehicle seat are time-variant, which are influenced by not only vehicle vibration characteristics themselves but also road surfaces, speeds and the human body. There is little in the current reporting about evaluating and analyzing automobile seat vibration that focuses on the time-variant. Yaguchi et al.1 has proposed a method to evaluate automobile seat vibration that is based on judgments using a subjective mental state. Their method focuses on the time-variant magnitude of the peak frequency on a power spectrum density. However, their method has no consideration of all the frequency contents of the discomfort, nor comparison between different peak frequency vibrations. Suzuki2 has emphasized that the vehicle vibration should be judged by a series of vibration stimuli to evaluate, because the vehicle vibration is time-variant, which isn’t a matter of the relationship between a single vibration stimulus and a subjective response. He clarified that the human sensation to the vehicle vibration discomfort changes every moment showing the relationship between the frequency-weighted r.m.s. acceleration calculated every 5 seconds and the category judgment to vehicle vibration discomfort every 5 seconds. However, his study doesn’t show what parameter connects to the subjective final judgment to vehicle vibration. Therefore, we applied the method similar to ISO100563 considering the time-variant to the vehicle seat z-axis vibration evaluation. The new method for the vehicle seat vibration considering the time-variant was examined on the hypothesis that the final subjective evaluation must be conducted from the judgment summarizing a series of vibration stimuli. Methods The vibration bench system, which reproduces the movement of a vehicle floor, was used for the experiment with the single-axis (vertical direction) four-post road simulator system, which is usually used for a car, as shown in Fig.1. The experiment was done on the right side of the vibration bench using the floor vibration which was 5.5 minutes, 0.822 m/sec2 (Wk) over the range 0.5-20Hz with 4 male subjects (age ave21.5, SD0.5, weight ave75kg, SD7.91kg, height ave166.8cm, SD5.2cm) and 4 suspension seats. As Fig.2 shows, subjects evaluated the degree of discomfort every 5 seconds to each seat vibration measuring the seat z-axis vibration acceleration. [ ]

There is an increasing awareness of the importance of including an assessment of environmental liabilities in the preparation of bankable feasibility documents. This means that environmental assessments of proposed, existing and decommissioned mine sites have to be undertaken for the purposes of quantifying environmental liabilities and assessing potential risks. This paper examines the need for considering environmental liabilities before describing the approach adopted in undertaking due diligence studies for the preparation of bankable feasibility documents and some of the difficulties experienced. Finally, some concluding remarks are made and the implications for the mining industry are discussed.

"In the ten years from 2003 to 2013 global mine production of copper has increased by over 23% to meet demand while the weighted average head grade has dropped from 0.9 to 0.7% Cu. These divergent trends of increasing demand and declining economic grades will extend the life of many existing mines and improve the viability of marginal and/or complex copper deposits. Against that context this paper outlines hydrometallurgical copper sulphide leaching options as alternatives to the more conventional pyrometallurgical processing route of copper sulphides. Three copper sulphide leaching and refining processes are discussed: total pressure oxidation, ferric sulphate leaching and copper chloride leaching. The effect of mineralogy on the choice of processing technology is discussed as well as some of the unit processes used. Additionally, possible benefits that a hydrometallurgical process may offer over an existing pyrometallurgical route are discussed. Subsequently, two very important aspects to the development of projects involving the leaching of copper sulphides are discussed. Finally, a number of conclusions are presented that will be useful to keep in mind when considering projects involving the leaching of copper sulphides. BACKGROUND A mine shaft is the lifeline to underground mines. Mine operators depend on safe, uninterrupted, and efficient movement of workers and materials. The shaft and hoisting system provides access to the network of openings used to recover the underground resource, provides vertical transport of miners and materials, and serves as an escapeway in case of an emergency. Accidents involving hoisting can be catastrophic. Such was the case in 1973 at the Markham Colliery in Derbyshire, UK when the conveyance overwound and fell to the shaft bottom, resulting in 17 deaths. Hoist and elevator machinery must meet the requirements specified in the Code of Federal Regulations (CFR), Parts 57 and 75. According to the Mine Safety and Health Administration (MSHA) data, many shaft-related accidents in the United States are associated with the hoisting cycle. MSHA statistics show that there were about 1500 shaft- related accidents in the 5-year period between 1992-1996. Most of these accidents resulted from the action, motion, or failure of the hoisting equipment or mechanism and involved movement of the conveyance which includes cages, skips, ore buckets, and elevators. A hoisting hazard may be characterized as an "unsafe hoist operating condition caused by insufficient or inaccurate information available to the hoist operator" (authors' quote). Earlier investigators have defined safety features and operating and maintenance standards for hoists, and reported on monitoring and control systems and sensors for hoists and conveyances [Farley, 1983; Ward, 19931. However, despite the considerable technological progress and hoisting control improvements in recent years, safety- related issues that require further investigation still remain. The hoist operator must constantly be aware of two important hoist-operating conditions: the position of the conveyance and the tension in the hoist rope. If this information is not available or is inaccurate, the hoist becomes unsafe. Current technology provides this information indirectly from sensors and indicators in the hoist room. However, unlike a building elevator hoistway, mine shaft hoistway problems often include: 1. poor ground conditions and excessive shaft wall and guide displacement; 2. rock bursts in deep mines (resulting in large rock movements and fragments blocking the hoist way); 3. water, ice, and salt buildup (impeding the smooth flow of the conveyance); 4. severe vibration from hoisting (resulting in loose guide support brackets, broken welds, or other alignment and conveyance mechanism malfunctions). The second issue relates to dynamic rope loads applied during normal winding, particularly during loading, acceleration, and stopping. Safety factors on wire rope are based on static load. They are artificially high to account for all cases of dynamic loads, even though the total load history on the rope (static and dynamic) during service is unknown. Therefore the tension, and thus the compliance with wire rope load safety factors, is unknown to the hoistman.

"Mining companies around the world are embracing geometallurgical modeling at a rapid rate, as senior executives realize that inputs must be properly measured if the output is to be managed effectively. Geometallurgical modeling is used to scientifically manage risk in project evaluation, for plant design and production forecasting, and optimization of production planning and mineral processing/metallurgical unit operations. The technology also provides a solid foundation for implementing broad corporate strategies with respect to intelligent asset utilization and metal sales. Over the past five years, MinnovEX Technologies Inc. has been actively engaged in developing, promoting and applying geometallurgical modeling technology for major mining companies around the world. This paper describes the methodology for successfully applying the technology for the unit operations of comminution and flotation in the mining industry.INTRODUCTIONGeometallurgical modeling (referred hereon as geomet modeling), in theory, can be applied to its full potential on all unit operations in mineral processing; however, this paper will concentrate on two of the largest unit operations, namely comminution and flotation, where the technology is actually being practiced by many large mining companies. For concept studies and prefeasibility studies, aspects of geometallurgical technology are regularly applied but in a less rigorous manner than for final feasibility studies where justification for funds is sought. This paper will focus on the final feasibility stage of a project and on existing operations or planned expansions, where the full power of geometallurgical technology is brought to bear in a cost effective manner.One of the unique aspects of geomet modeling, when used to its potential, is the ability to design plants, and forecast and plan production with a quantifiable degree of precision, something that was unattainable in the past. This means that when new comminution and flotation plants are designed, the mining companies and financial institutions involved in the project can measure the precision of the design and therefore better understand and manage project risk. It means that for existing and new operations, metal sales personnel can carry out their sales strategies with a much better understanding of the degree of error associated with production forecasts of concentrate/metal and quality of concentrates. For mine and mill managers, geomet modeling allows the effect of the mine plan on the downstream processes to be quantified; thereby allowing the mine plan to be recast in a more optimized manner. Finally, existing concentrator personnel can optimize their unit operations based on a more definitive understanding"

"A process is proposed for the treatment of phosphate rock for the recovery of uranium and the lanthanides. The process assures the production of phosphatic fertilizers without polluting the environment with radioactive material.IntroductionWhile many processes for uranium recovery from phosphoric acid produced by the H2S04 route are known and utilised commercially, little is known about uranium recovery from phosphoric acid produced by the HN03 route1. Advantages of the latter route are both the elimination of the gypsum disposal problem, and the possibility of radium disposal in a controlled way2. Further, the lanthanides originally present in the rock can be recovered if the nitric acid route is used; they will be mostly lost in the gypsum produced by the sulphuric acid route3. In the present work a scheme for the recovery of uranium and the lanthanides from phosphate rock without interfering with the normal route for fertiliser production is proposed using HN03 as a leaching agent. Attention was also given to uranium decay products and their separation so that they might not contaminate the fertiliser4. Further, an attempt was made to defluorinate the leach solution in order to upgrade the fertiliser and at the same time recover the fluorine5. Rapid analytical methods for the determination of uranium, radium, and lanthanides in phosphate rock were developed6,7."

Power Decks are voids created in the bottom of the borehole through the use of a suspended Super Plug. Explosive energy is started downward at initiation creating high pressures which find relief at the comers of the borehole cylinder in the bottom of the hole. This relief creates a horizontal break to the neighboring boreholes - the same effect as presplitting. This “presplit” represents a change of mass to.the explosive energy,and it is reflected upward in the more efficient form of tensile waves. This provides better use of the explosive energy than compression waves. This technique has created a new way of looking at the ways that explosive energy is transported through the rock mass.

This summary of international mineral exploration activities for 2006 draws upon avail-able information from literature, industry and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analysis of the mineral industry based upon these data. Two types of information are reported and analyzed in this annual review. They include budgetary statistics provided by Metals Economics Group (MEG) of Halifax, Nova Scotia, and information on regional and site-specific exploration activities that took place in 2006 compiled by the USGS.

Completion of the H-3 Highway Tunnel Project was a critical element in opening this award winning project. The exploratory tunnel was completed as a maintenance tunnel and included difficult shafts extending into the main tunnel cross passages. The project also involved a major addition to the traffic operations center including a deep excavation in close proximity to the tunnel portal structures. The projects also included various completions and improvements to the main tunnels, such as paving, drainage, maintenance, and a variety of critical life-safety issues, such as radio systems, telephones, etc. The highway opened in December 1997.

The definition of mineral rents has historically been somewhat unclear, but a growing understanding of the source and composition of the revenues that comprise these rents mean that they can be more easily identified and quantified. Furthermore the way in which the flow of the rents from mineral developments are captured and then distributed has been a point of contention amongst the various stakeholders. Investors, the host government, the resource owners, environmental interests, indigenous groups and land owners are identified in this paper as the principal participants in mineral development and while each is entitled to a portion of the rent, the size of their portions will differ. A competitive rent-sharing model for southern African countries has been established and indicates how the range of stakeholders could be rewarded for their contribution. Acceptance of the sharing ratios amongst the recipients is a function of their understanding of the size of the rent and their position in the hierarchy of stakeholders. At first glance investors appear to receive the largest share of the rent, but they disburse some of the rent to hidden costs, which when all is said and done, means that investors and host governments retain approximately equal shares of the mineral rent. Both the investor and government are faced with the dilemma of how to equitably distribute the rents they have captured to minority stakeholders. Government captures corporate tax, mineral royalties and a wide range of subordinate taxes, but is required to construct policies that will ensure distributional equity among the various levels of government as well as among the provinces that comprise the country. Investors will have to ensure that a portion of the rents they capture are diverted to other stakeholders namely resource owners, environmental interests, indigenous peoples groups and the landowners. This paper identifies the major recipients of rent and provides some indication of equitable distribution ratios for mineral wealth among them?a first step in ensuring that mineral development is compatible with long-term sustainable development and in the best national interests.

This paper describes a design process for piled raft foundations supporting high-rise buildings. The design process comprises an initial stage of geotechnical site characterization using the results of investigation boreholes to prepare a subsurface model and derive geotechnical parameters for raft and pile design from empirical correlations. Following this a preliminary analysis is undertaken using a combination of elastic theory and allowances for non linear behaviour of the piled raft system to assess the viability of such a foundation system and any potential advantages of a piled raft over conventional fully piled foundation systems. Finally, a detailed analysis is undertaken using the GARP8 computer program. Case studies where this design process has been successfully used to design a more efficient piled raft system that has resulted in significant cost and time savings compared to conventional bored pile foundation options are also described.

Once the heavy work of mining, supporting and completing an underground structure is finished, there is frequently the problem of handling unwanted water infiltration into the opening. Methods of controlling the infiltration vary from collecting and channelling the inflow to shutting off the water at the surface of the opening or within the ground formation. Discussed are various methods of controlling ground water inflow from within the structure including collector pipe systems, shotcrete, cement grout, bentonite, and various chemical grouts. Case histories illustrating some of the methods and materials will be presented.

Underground construction often requires working within a very congested urban environment, including excavating shafts adjacent to highly sensitive and multistoried structures, sometimes even within such structures. Shafts adjacent to heavily loaded column footings are often required due to space constraints. Invariably, footing surcharges must be considered during the design of shaft rock reinforcement. Rockwedge stability evaluation reveals that column surcharges can greatly impact the ability to meet the desired factor of safety. Design methodologies and examples to deal with these special circumstances are presented.

Bench stoping operations at the Isa Lead mine have been underway for over 11 years. They were implemented to address safety, productivity and mining cost concerns noted with cut and fill mining operations which were then being used to extract ore from the Racecourse orebodies. This paper describes the main features of benching operations at the Isa Lead mine and identifies the key elements for the success of the method. Four case histories are presented which highlight several of these factors.

Introduction Precambrian shield terrains the world over are experiencing an unprecedented level of concerted exploration for lode gold deposits. Reasons for this include: • The increase in the price of gold (following 40 years at $1.13/g or $35 per oz) has transformed targets that were once unattractive into viable exploration propositions. • The relatively suppressed market for other metals produced from shields (base metals, nickel, iron, and uranium) has further focused exploration attention on gold. • The preeminence of gold production from rocks of early Precambrian age, as shown in Fig. 1. • The relatively high grade of gold in these mines (averaging about 10 Wt or 0.29 oz per st) permits profitable extraction even under depressed gold prices. A number of these mines have been in continuous operation for more than 50 years. • The recent discovery of the major Hemlo deposit, in well exposed rocks adjacent to the Trans Canada Highway, has had a world-wide impact. This demonstrates that a major new deposit can be found even in an accessible, well exposed area of a shield; gold mineralization is susceptible to rational exploration; and new target types for gold exploration exist. This paper reviews exploration activity for gold in shield terrains worldwide (Fig. 2), excluding Early Proterozoic paleoplacers of the Witwatersrand type. Emphasis is on the Archean, which is traditionally the most productive part of the Precambrian shields. There is also an emphasis on the Canadian shield (Fig. 3) because of its vast areal extent and exceptionally broad range of mineralization styles. Geological Approach A basic problem exists in gold exploration when compared to exploration for base metal massive sulfides that predominated during the 1960s and 1970s. Gold concentrations cannot usually be detected by airborne geophysical instruments. The majority of massive sulfide deposits were detected using airborne electromagnetic detectors and magnetometers. A full 75% of Canadian gold discoveries can be credited to surface prospecting. The percentage is even higher in other countries. This observation allows for great optimism for two reasons: • Large areas of shield terrain are obscured by either surficial deposits (glacial tills, clays, and desert sands) or deep surface weathering. This makes them inaccessible to prospectors. Logic dictates that such obscured areas should have the same potential for gold concentration as has exposed bedrock. • The Hemlo style of mineralization, a roughly tabular ore body where gold is associated with disseminated sulfides, is different from the traditional prospecting target. For several years, or from about 1932 to 1935, inclusive, the coal industry of the United States had an excellent record as to coal-mine explosions. In 1937 and in 1938 to date there has been a definite increase in the number of explosions attended by considerable loss of life and property damage. In most of these explosions one important underlying and contributing cause has been lack of sufficient (or at least efficient) ventilation to properly dilute and remove explosive gas from the mine. This increase in explosions indicates that. the lesson taught through bitter experience, many times in the not far-distant past, of the need for good ventilation is frequently being overlooked, partly because the relatively good experience of the industry in the past several years has made many mining people forgetful. Moreover mining practices are rapidly changing, and in some instances the changes are being made with little if any regard for safety. It appears, therefore, that a review of some ventilation principles and practices should be of value in preventing further disasters; this paper has been prepared with that object in mind. In coal mining the need for thorough ventilation of all underground working places is recognized by both mining practice and law; such ventilation is generally obtained by the use of fans that circulate a quantity of air much in excess of the quantity of coal produced, by weight as well as by volume. For example, in a relatively small mine producing 1,000 tons of coal per day and circulating 100,000 cubic feet of air, which is by no means abnormal, 2,000,000 pounds of coal and approximately 10,900,000 pounds of air would be moved out of the mine every 24 hours. Because of the need for adequate dilution and removal of methane issuing or likely to issue from mine strata and for removal of the carbon dioxide formed by coal and timber oxidation up-to-date coal mines usually provide an air volume which if adequately coursed not only removes these gases but also the gaseous products of the detonation of explosives (which may include carbon monoxide, hydrogen sulphide, nitrogen oxides, carbon dioxide, and nitrogen) and the carbon

Flexible Dilatometer Test (FDT) is one of the in-situ test methods for determining the deformational characteristics of rock masses. In this study, several dilatometer tests have been conducted in different geotechnical phases of site investigations by means of two types of FDTs. The purpose of this paper is comparison of the performance of these two types of dilatometers and analysis of the differences in the results of the tests.

Nuclear power currently produces about 20% of the electricity in the US, with 104 nuclear power plants located in 31 states. The commercial US nuclear industry contributes over $4 billion annually to US workers in salaries and wages. 25,000 new jobs need to be filled in the next 5 years. There are over 30 new power plants under consideration by US utilities. The operating reactors use uranium oxide fuel enriched to about 4% U235 and fission is the process used to generate heat to form steam to drive the turbine generators. Nuclear energy is an important element in the US generation portfolio and represents the largest producer of nearly emission-free electricity. Most, if not all, of the operating plants will secure an extended 20 years of operation or more. The last plant constructed was ordered in 1978. New smaller, modular reactors are under design to provide less expensive, expandable generation options.

"The Strathcona Concentrator is one of three concentrators presently operated in the Sudbury District by the Nickel Division of Falconbridge Nickel Mines Limited. Production commenced in 1968 at a milling rate of 6,300 tons per operating day. Milling capacity was increased in 1970 to 7,200 tons per operating day. 7he ore contains iron, nickel and copper primarily in the form of pyrrhotite, pentlandite and chalcopyrite, while the common gangue minerals are feldspar, quartz, mica, talc and chlorite. The primary function of the concentrators is not only to liberate sulphides from silicate gangue minerals but also to separate pyrrhotite from the more valuable minerals pentlandite and chalcopyrite.SummaryExcessive wear on steel liners and blinding of grates in a regrind pebble mill of the Hardy Concentrator was corrected by the use of rubber liners and grates. The success of these resulted in their installation as original linings In all grinding units except the rod mills at the Strathcona Concentrator. The operation of rubber liners and grates when sized mine ore was used as the grinding medium was satisfactory confirming the Hardy Concentrator experience. Problems developed when the grinding medium was changed from sized mine ore to steel balls in that blinding of the grates occurred. This resulted in conversion of the units to overflow type mills through removal of the grates. The lifter bar life was significantly increased by using higher lifter bars.Grinding PracticeOperation of a regrind pebble mill commenced in 1961 in the Hardy Concentrator. This operation demonstrated the economic feasibility of using sized mine ore as grinding medium. Problems caused by excessive wear of metal liners and grates combined with blinding of the grates were corrected in 1964 through installation of rubber liners and grates."

The answer has been the subject of many textbooks. Dr. Ken Blanchard, author and consultant, addressed this issue concisely when he said that effective managers and organizations must do two things, ""get results and develop people"". lPeople development at IOC is best illustrated through its supervisory training and management development programs. For the past twenty-five years IOC has been recognized as an industry leader in the training field. Periodic studies have played their role in establishing and maintaining this distinction. For example, in 1974, the company decided to review and up-date all its training programs. At this time, it established its own Task Force on Training and this resulted in the development of many of our present programs. Today, Supervisory Training (i.e. for first and second level management) at the Carol Project in the Labrador City area consists of various programs including: New Foreman Induction, Foreman Entrance School, Basic Management Skills, Management II, and Effective Presentations."
