The basic objectives of current EU waste policy are to prevent waste and promote re-use, recycling and recovery to reduce negative environmental impact (2008/98/EC). In this paper, we focus on drivers and barriers for sustainable development by decreasing amount of waste and increasing material efficiency. Main target is to understand what are the most efficient drivers for environmental friendly decision making for reasonable consumption and use of raw materials. Environmental control instruments usually mean those actions the regulatory authority uses to control and limit environmentally harmful behavior of companies. A major change in the environmental control system took place in the 1980s with the focus moving from specific environmental issues to the environment as a whole. The environmental control system i.e. the legal (administrative), economic and informative instruments focuses on prevention. Before and still, the legislation is one of the main drivers in improving material efficiency. In this paper, we focus on drivers and barriers for effective industrial material use, and mainly on drivers. The objective of this study is to analyze how the drivers are working and are there any possibilities to influence on those. Our aim is also to introduce few examples of the existing supply chains and the drivers for better environmental performance and material efficiency. These examples are also compared with ideal reference scenarios. Our main research question in this article is: ?Are the financial issues the most important driver for environmental friendly strategic decisions?? In addition, retell the story from another perspective: ?The most important barrier for environmental friendly innovations seem to be the investment cost, the high risk involved in committing capital to unproven technology.? Other drivers, like the corporate social responsibility, stakeholder pressure, and general public pressure, will also affect the final decision. This article is based on research projects and literature. THE Pilares mine of the Moctezuma Copper Co. is situated at Los Pilares de Nacozari, Sonora, Mexico, about 75 mi. (120.7 km.) South of the international boundary and about 7 mi. (11.26 kin.) east of the town of Nacozari de Garcia. It is situated at an elevation of 5000 ft. (1524 m.) in one of the northward trending ridges that form part of the mountain mass that culminates in the Sierra Madre de Mexico. To the east, south, and west, the topography is rugged and diversified; to the north less diversity exists, ranges of mountains rise sharply out of almost level ground and give the basin range structure characteristic of the southwest. In 1969, the Congress of the United States declared that "the first priority and concern of all in the mining industry must be the health and safety of its most precious resource - the miner," Therefore, Public Law 91-173, Federal Coal Mine Health and Safety Act of 1969, was enacted. Since haulage accidents account for a high percentage of coal mining accidents, Section 314e, ?Hoisting and Mantrips,? was included in the law. This section states: "Each locomotive and haulage car used in an underground coal mine shall be equipped with automatic brakes, when space permits. Where space does not permit automatic brakes, locomotive and haulage cars shall be subject to speed reduction gear, or similar devices approved by the Secretary which are designed to stop the locomotive and haulage cars with the proper margin of safety."

The Bureau of Mines is concerned with extracting minerals from residual geothermal brines after their heat content and some demineralized water have been recovered. This literature study is based on a survey of the literature and discussions with individuals knowledgeable on various aspects of the subject. This report examines the potential of the domestic geothermal mineral resources, considers the technical problems involved, and outlines possible effects on the environment from reservoir fluid withdrawal and reinjection. Geothermal resources in the Western United States were extensively explored during the 1960's. Limited development operations included exploratory drilling and operating wells producing hot brine, separating steam for experimental electric power generation, and recovering minerals in solar evaporation ponds or in extraction plants. Interest in the recovery of minerals and salts from geothermal fluids waned because of corrosion and scaling problems and low or no market value of the mineral products. Most of these problems can be controlled with existing technology and careful planning of processes and equipment. Extracting geothermal minerals is technically feasible, but the problems of low or no market value for major mineral products, and insufficient amounts of more valuably major products, make mineral recovery uneconomical at present.

This bulletin is a detailed study of low-temperature, entrained-bed carbonization of a Texas lignite. The lignite studied was from the Sandow strip mine and is representative of the Rockdale formation of the Wilcox formational group. Carbonization was conducted in a continuous entrained-bed reactor at several temperatures in the 8801 to 1,52°C F range, and at air-coal ratios it the 0 to 10.30 scf/lb range (moisture- and ash-free basis). Carbonization rates ranged from 97.1 to 410.0 lb/hr (as-received basis), At the higher air-to-coal ratios employed, all or most of the carbonization heat was provided by internal combustion with air in the reactor. At the lower air-to-coal ratios, parts of the heat for carbonization was supplied externally. It was demonstrated that the entrained-bed carbonization of lignite is a complex reaction and that several variables, of which carbonization temperature, air-to-lignite ratio, and the average size of lignite are important, act together to influence both the carbonization yields and the properties of the resultant products, Process variables established by pant tests were used to design the industrial scale carbonizer operated at Rockdale, Texas, by the Texas Power & Light Company as agents for the Aluminum Company of America. Properties of the carbonization product obtained from the industrial scale reactor were essentially the same as those obtained from the pilot plant reactor operated under the same conditions.

The method of chloride-hypochlorite leaching has the advantages of short process, low pollution and higher in reaction rate compared with the traditional leaching method. In this research, NaCl - NaClO solution is used to leaching gold from a refractory gold concentrate, and the influence of NaCl and NaClO concentration, reaction time to the leaching rate were investigated in this experiment. The raw materials and the leaching residue were characterized by a series of analysis methods such as XRD, XRF, SEM and EDS. Results indicate that the leaching rate and the desulfurization rate can be achieved at 96.26% and 98% with most optimum conditions as follows: NaCl concentration 50g/L, NaClO concentration 200g/L, Liquid-solid ratio 10:1, the best reaction time was 150 mins. And these conditions should be guaranteed pH<8.0, ORP>900mV.

The principal equipment in the catalyst plants at Ludwigshafen-Oppau was inspected and is presented in the form of flow sheets for the manufacture of four of the principal catalysts. The equipment is in many cases of special design rather than stock items that was built by the company and modified in the coarse of the growth of the high-pressure synthesis of hydrocarbons in Germany. It is believed that if the manufacture of catalysts were to be undertaken elsewhere, the selection of equipment for the operations involved could be made successfully from the guidance furnished by this rather general report. Five additional catalysts are described, also. II. CATALYST 5058 FROM FRESH TUNGSTIC ACID In a supply tank of about 2,000 liters capacity, 500 kg. of tungstic acid (W03.H2O) that contains about 92-93 percent of W03 is dissolved at 60-70° C. in 1,500 liters of mother liquor. The solution is-effected by stirring for about 1-1/2 hours. The mother liquor is obtained from a previous, lot of catalyst and is first adjusted to a concentration of 13 percent 1H3 by passing in gaseous ammonia. The solution is allowed to stand without stirring for 1 hour, then is pumped into the saturating vessel through a cloth filter (three-quarters hr. to one hr.). The saturator is purged with H2S and thereafter the solution, which has been cooled to about 75° C., is heated in an atmosphere of hydrogen sulfide with stirring to about 70° C. This charge is slowly cooled to 50°, and then more rapidly to about 20° C. (time of cooling 6-7 hours).

The stone-quarrying industry of the United States, including such related operations as rock crushing, rock dressing, and the manufacture of cement and lime, reported a larger volume of employment in 1934 than in 1933. Reports from the operating companies to the United States Bureau of Mines showed an increase in the number of men employed, number of man-days of employment, and total number of man-hours of labor performed during the year. Moreover, the average worker had a longer period of employment during 1934, the gain amounting to 11 percent over 1933. The increase in employment was accompanied by no increase in accidents for the industry as a whole; in fact, the accident rate for 1934 was a fraction lower than the rate for 1933. In some branches of the industry the frequency of accidents increased, but these increases were more than offset by reductions in rates for other branches. Reports for 1934 were received from 1,403 active plants. The working force averaged 64,331 men for 204 days per man, and the total period of employment for all of the men was 95,258,880 man-hours. Each employee averaged 1,481 hours of work during the year. The total number of hours of labor represented a gain of more than 8 percent, and the average working time per employee showed a gain of 62 hours per man.

The U.S. Bureau of Mines (USBM) has been monitoring and studying seismic activity associated with mining in the Coeur d&apos;Alene silver district of northern Idaho. New statistical methods of studying the stope-scale (1-to l00-m) seismicity at one Idaho silver mine are used in this report (part 1) and its companion (part 2). This report deals with methodology and its limitations. The recent concept of fractals and their seismological use is discussed and applied to mining-induced seismicity. Three types of fractal studies are addressed: spatial analyses (including temporal changes of spatial patterns), temporal analyses, and size analyses. Other statistical measures of mine seismicity are also addressed: event mean location, inter-event distance distribution skewness, temporal coefficient of variation, nearest neighbor and next event statistics, and event location planarity patterns. Each of the methodologies discussed (fractal and nonfractal) is presented using sample data from two stopes in the mine. It is shown that stope-scale, mining-associated microseismicity has a fractal nature. The usefulness of demonstrating fractality (scale invariance) for predictive or descriptive purposes depends on recognition of the factors affecting the calculation of fractal dimensions. Several methodological traps are illustrated that can lead to an incorrect conclusion.

Chlorofluorocarbons (CFC&apos;s), once universally accepted as ideal compounds for use in cooling and refrigeration, in foam production, and in cleaning electronic components, are being phased out and eventually banned under extensive international agreements because the chlorine in CFC&apos;s is thought to deplete the Earth&apos;s ozone layer. The industry has responded with the introduction of alternatives in the form of hydrofluorocarbons (HFC&apos;s), which contain no chlorine, and with hydrochlorofluorocarbons (HCFC&apos;s), which fill an intermediate gap in the replacement of CFC&apos;s. As a result of the elimination of chlorine in the HFC&apos;s and the reduction of it in the HCFC&apos;s, these alternatives contain more fluorine than the CFC&apos;s do. Other nonfluorocarbon substitutes, known as not-in-kind alternatives, contain no fluorine at all. As a result, the fluorspar mining industry, which is the source of fluorine in fluorocarbons through intermediate hydrofluoric acid, is being affected. Concern for this impact has led the U.S. Bureau of Mines to employ its capabilities to analyze various scenarios in the evolution of CFC replacements and substitutes to determine their effect on fluorspar mining. This report utilizes a network flow model to examine the effects of proposed replacements for CFC&apos;s, in terms of fluorine content, on fluorspar operations worldwide and on hydrofluoric acid plants in North America and Europe.

A key step in changing coals to fluid fuels and chemicals is the conversion of coal to synthesis gas by gasification with steam and oxygen. As oxygen represents one of the largest single expenses in gasification, its cost is a vital factor in the economy of the process. At present, the most economical method for producing tonnage oxygen is by the conventional rectification of liquefied air. Several alternate methods have been proposed for producing oxygen from air: (1) methods based on physical or chemical sorption of oxygen from air by liquids or solids or (2) the oxidation of certain inorganic com-pounds to higher oxides unstable at higher temperature levels. Economic limitations are discussed by which these methods may be evaluated. Chelated metals of the salcomine type are promising chemical sorbents of oxygen from air. This report covers a study of the reversible sorption of oxygen by salcomine and other chelates. The presence of water in the salcomine structure was verified; it is the loss of this water that causes slow deterioration of salcomine during cycling.

IN 1945, Illinois produced 75,210,000 bid. of oil, or 4.4 percent of the total for the United States, and ranked sixth in the nation in oil production for the third consecutive year. Production decreased about 3 per cent from that of 1944, when the total Illinois production was 77,413,000 bbl. This is the smallest percentage of decrease in production in the state for any year since a peak was reached in 1940. Daily average production for 1945 was approximately 206,000 bbl. The cost of finding and developing new reserves is continually rising. We must meet these rising costs with more economical operations. This can he accomplished if we revise our ideas of proper well spacing and well allowable to consider the concept of optimum well spacing. According to this concept, the optimum spacing is the one which leads to the maximum present worth for a reservoir when ail factors affecting total cost and total revenue are considered and when the wells are produced in the most eficient manner. Application of this principle efficiently utilizes available well potential and properly considers the recovery eficiency in addition to fixing the spacing on the basis of the amount and value of the oil to he recovered. This Study presents an analysis of one producing zone containing low gravity crude to illustrate the effect of these factors on the present worth and on the optimum economic spacing under two production drives—-evolved gas and water drive. The maximum present worth occurs when the optimum number of wells for open-flow operation is employed. Frequently, this optimum development cal1s for very wide spacing and the ideal field rates are not unreasonable. Under other circumstance. where proration is necessary, an optimum combination of well spacing and well allowable exists which permits production at relatively high rates. The optimum well density in a field depends on the recovery efficiency and the valule of the oil. In solution gas-driven reservoirs this optimum spacing for operation at high producing rates can vary from extremely wide spacing to handle viscous low gravity oil in thin formations to relatively close spacing in thick sands where good recoveries are expected. Because of the better recovery from water-driven fields, the optimum spacing in these fields is closer than in solution gas-driven fields. Also, the water encroachment pattern is dependent upon the well spacing, and an adequate numher of wells is needed to assure a good sweep eficiency. The economic optimum well density in a water-driven field is high enough for this purpose. INTRODUCTION From year to year domestic oil becomes more difficult to find. The fields we do locate are frequently smaller and deeper than older fields and the costs for men, material and equipment are continually rising. To replenish our reserves we must continue to search for and develop new fields, but experience has shown we cannot expect prices to rise in proportion to costs. Consequently, we must meet increasing costs by more economical operations. A vigorous effort is being made within the industry to improve exploration methods, to cope with the problems of deeper drilling, and to obtain a secondary yield from older fields. Many significant contributions have resulted from these efforts. The economic operation of new fields can be further improved by developing these fields on optimum spacing and producing the wells at higher rates. This would avoid the drilling of unnecessary wells and provide additional capital for seeking new oil. While the benefits of these practices are obvious, the problem of defining the optimum development of a field for natural depletion can become very complex. A study of the effect of well spacing and several reservoir variables on economic worth of a specific field is reported here to illustrate the problem and to show the magnitude of the benefits to be realized. This study is necessarily limited to the field conditions selected and is not intended as a general solution of the well spacing problem. It does, however, indicate factors to be considered, the trends to be expected, and the direction in which we should proceed in developing new fields. NO consideration is given to land and legal considerations which might arise. METHOD OF ANALYSIS The optimum method of developing and producing a field is to use the combination of spacing and prora-tion which gives the maximum return. In addition, we do not want to lose recovery. These considerations of maximum return and maximum recovery present no serious conflict. The value of each method of operation is conveniently expressed in terms of its present worth. According to the present worth method of evaluation,&apos; an acceptable annual percentage return is assigned to the operation, and all incomes, capital costs, and expenses are discounted at this rate to the start of the operation. This net value is the present worth. If we apply the same discount rate to several alternate methods of operation, the one yielding the greatest present worth is the best method. Material transport plays a significant role in the efficiency of horizontal grinding mills - autogenous (AG)/semi-autogenous (SAG)/ball mills. The magnitude of benefits that can be achieved with efficient material transport in AG/SAG mills has been demonstrated in a greenfield milling operation at Mirabela MineratpoÆs SantaRita Nickel operation located in north eastern Bahia in Brazil. This grinding circuit was commissioned in October 2009, was designed as a typical SABC circuit to grind 4.6 Mt/a (575 t/h) to produce a P80 of 125 ¦m with ten to 12 per cent ball charge in the SAG mill. However, it has been operating as an ABC circuit without any grinding media in SAG mill. The nameplate design capacity was achieved in few days and was gradually increased to an average of +800 t/h, still operating in ABC mode. The Santa Rita grinding circuit consists of one 30 ft + 15.4 ft 8.5 MW SAG mill fitted with Outotec patented Turbo Pulp Lifters (TPLÖ) in closed circuit with a HP400 short head pebble crusher and one 20 ft + 28.4 ft 5.5 MW Ball Mill in closed circuit with a Warman cyclone cluster fitted with 10 + 26 in CAVEX cyclones. This paper examines the comminution design process, operating philosophies, experiences, post commissioning optimisation and future development works. Since the flow behaviour of slurry containing both coarse and very fine particles has not been sufficiently clarified, the paper focuses on the experimental study of the particle size distribution, time and intensity of shearing and the effect of chemical agents on the hydraulic gradient versus the average velocity relationship of fluidic ash slurries in the laminar and turbulent regimes. The recirculation pipe loop with smooth stainless steel pipes of inner diameters 26.8 and 36 mm was used for measuring the ash-water mixtures flow parameters. The dense fluidic ash-water mixtures behave as time dependent non-Newtonian slurries. Shearing, the addition of bottom ash or chemical agents, favourably affects the flow behaviour of dense fluidic ash-water slurries. The hydraulic gradient in the laminar region significantly decreases; also the laminar/turbulent transition region is reached for lower flow velocity.

GENERAL In mid-1974, a representative of ARCO Petroleum Company walked into our Austin offices and asked for a permit for ARCO&apos;s first Clay West Mine site. This was the first in situ uranium mining permit issued in the United States. That initial permit, issued in January 1975, was for three acres. The four years since have been characterized by growth and change. Today there are 16 permits approved for approximately 1,540 production acres issued to five companies at eight sites in four counties. There are approximately seven additional permit applications being processed or on the verge of being submitted for an estimated 2,000 additional acres of production. As a rough gauge of the financial scope of this activity, at the typical 40 production wells per acre and an estimated $2,000/well, operators hale installed or committed $122 million for production wells. This does not account for the exploration and development wells installed to delineate the ore or the cost of processing facilities for extracting the uranium. HISTORY OF URANIUM MINING IN TEXAS Information I have concerning early in situ uranium mining activities is "sketchy" but the apparent first on-site test of in situ uranium mining was conducted between 1967 and 1971 at the Dueterstat site, north of Yorktown in Gonzales County, by City Service. Others ran tests at the Bruni site in Webb County and the Burns and Clay West sites in Live Oak County in the mid-70&apos;s. During this period, Texas Water Quality Board personnel in the central and district offices maintained a general surveillance of these various test activities. Regulation of in situ uranium mining was formalized with the issuance of a permit in January 1975 with the advent of ARCO&apos;s initial production scale (3 acre) effort in the Clay West area at the Moser mine site. Since 1975, the accelerating rate of mining and exploration activity is noticeable. There were 16 exploratory rigs operating early in 1977. This year, the rig count is averaging 46--a 287% increase. HISTORY OF LEGISLATION Paralleling this mining activity was state and federal legislation which subjected in situ mining to environmental regulation. The following is a brief chronology of the legislation that is directly or indirectly related to uranium mining. As most of you know, disposal wells are an integral part of most in situ uranium mines operating in Texas. They are used both during production and during aquifer restoration following production. The wells are regulated by the Texas Injection Well Act, enacted in 1961 by the Texas Legislature. In 1967, the Water Quality Act established the Texas Water Quality Board, and provided for the regulation of water quality by the so-called permit system. In 1969, the Solid Waste Act was enacted by the Texas Legislature. The legislation provides for control of wastes from manufacturing, mining, and agriculture. This Act regulated uranium surface mining activities until 1975 when the Texas Surface and Mining Reclamation Act placed responsibility with the Railroad Commission for uranium open-pit mining and surface mining of coal and lignite. In 1972, the Federal Water Pollution Control Act (Public Law 92-500) was passed. This legislation forms the legal base for the NPDES (National Pollutant Discharge Elimination System) and the subsequent point source effluent guidelines and standards. The November 6, 1975 issue of the Federal Register published interim final rules for Best Practical Treatment levels for effluent discharges from ore mining and dressing operations. Litigation was immediately initiated by eleven companies against these proposed rules, and they are currently being reconsidered for reissuance in 1979. In 1974, the Federal Safe Drinking Water Act (Public Law 93-523) was enacted. A part of this legislation is the Underground Injection Congrol Program. The regulations implementing this program have undergone various public hearings and it is expected that they will be published in the Federal Register before the end of 1978. In 1975, the Texas Surface Mining and Reclamation Act (Senate Bill 55), providing for the Railroad Commission&apos;s authority to require reclamation of surface mines, was passed. El presente trabajo desarrolla un estudio comparativo de la producción de dos tipos de hornos usados en la fundición de cátodos de zinc en la planta de La Oroya, para asi determinar cúal es el equipo más idóneo para futuras expansiones del proyecto. De los puntos comparativos se encontró que el horno SICE desarrolla más productividad de personal en operaciones, así como en el rendimiento de la energía eléctrica. Mientras que respecto de las consecuencias de las filtraciones del metal, se encontró que el horno Ajax es el más adecuado, dado que la producción de barras se afecta solo en la producción que el horno afectado representa en la instalación total. Por ende, es conveniente el uso de dos hornos SICE tamaño mediano dada la capacidad y productividad de esta.
