1. HISTORICAL REVIEW AND INTRODUCTION. THE development of the mining industry in Sardinia dates from the application of the minim law of 1859, which, following the example of the French mining law of 1810, declared prospecting to be free, and suppressed the liens which had previously attached the mine to surface ownership. The first ore-dressing plants were installed by German engineers upon the classic models of the Harz and of Freiberg; but in 1880 Sardinia commenced to open a new path in that industry, utilizing the refuse from the mining of rich, selected minerals, of poor deposits, and of mixed ores. The first experiments were attempts to adapt the existing apparatus to local conditions, but progress was rapid, as was demonstrated already in 1887 by the calamine-dressing-mill of Monteponi, which exhibited a large plant designed in accordance with the experience gained, and constructed entirely in the machine-shops of the country, after new models and designs.1 This example was followed two years later by the Société Malfidano, with a large plant of the same sort, and with the reconstruction of the old-fashioned-dressing-mill, built in 1880 by the Austro-Belgian Company. In 1900, almost all the mines of Sardinia had adopted the new designs, and the island contained 32 concentrating-works, employing 2,000 h.p. and 1,924 workmen. Since that time, there have been added a large dressing-mill for blende at Gennamari, and two for calamine, at San Giovanni and at Masua, while the establishments at other mines have been enlarged and perfected. The Riley Pass strip mine is an abandoned uranium-bearing lignite deposit in Harding County, South Dakota, covering about 150 acres of highwalls, pit floor and mine spoils exhibiting elevated levels of radioactivity. Six reclamation design alternatives were developed, ranging from doing nothing to reclaiming to approximate original con-tour. The alternatives were evaluated for expense, site stabilization, and mitigation of public safety hazards. A comparative economic evaluation on three of the alternatives was completed for the Forest Service in selecting an alternative and substantiating federal funding requests. This evaluation included economic impacts associated with physical and radiologic health hazards, affects on recreational users, socioeconomic impacts and environmental improvement.

"The US coal mining industry has suffered a recent decline in profits caused by a combination of decline in commodity demand and more restrictive government regulation, forcing coal mining companies to cease production in numerous mines. A 40% decrease in the total number of coal mines occurred from 1994 to 2000. The number of mines remained relatively constant until 2008 when a change of government sparked a series of new environmental regulations which have contributed to another 15% decrease from 2008 to 2016. In contrast, production has only decreased by 3%, increasing from 1994 to 2008, and then decreasing since 2008. However, this value is skewed by large increases in sub-bituminous coal production and decreases in other coal ranks. Several aspects assist in executive decisions on mine longevity and economic worth. Studies of open source mine data collected by mandated government surveys coupled with commodity history can be used to find relationships between mine closures and these elements, which include statistics on production tonnage, seam height, coal rank, etc. This paper looks at coal mining trends since 1994 by comparing mine, market, and regulation factors that may influence mine closure. INTRODUCTION The US coal mining industry is currently experiencing a decline in both demand and commodity price while facing implementation of more stringent air and water pollution regulations. Company profits have decreased significantly, forcing several major companies to declare bankruptcy. The industry was required to adapt to survive. Many of these companies have adjusted by abandoning mines; the last two decades have seen a drastic decrease in the number of mines. To discover the primary causes of this downturn, three major aspects must be studied: properties of abandoned mines, commodity history, and regulatory impact. TRENDS SINCE 1994 Each year, US coal mines are required to submit data on a wide variety of categories to the Mine Safety and Health Administration (MSHA) and the US Energy Information Administration (EIA). This data includes administrative records, production values, and information regarding the attributes of the mined material and the mine itself. Each year since 1996, EIA has released a report summarizing the data from two years prior. Additionally, MSHA maintains a database containing a collection of all the most current data. These resources are the primary sources for the following figures."

A computer program has been written to simulate ground vibrations induced by multiple-hole surface blasts. The program is an inexpensive and relatively easy to use tool for predicting the principal blast vibration characteristics that determine damage and annoyance potential: peak particle velocity, frequency content and pulse duration. The program generates a complete ground motion history by superposing, at any surface position, the vibrations induced by each individual explosives charge. It requires specification of (hence allows accounting for) the blast geometry, initiation sequence (including random delays), position with respect to blast, pulse characteristics induced by each charge, and propagation laws. A methodology is outlined to determine the necessary variables either on the basis of site investigations (e.g. velocity, attenuation, pulse), or by backcalculation from measured blast vibration records. The latter procedure has been applied to blasts from two coal strip mines. Main difficulties are backcalculating individual pulses, propagation (especially dispersion) parameters and delays. A normal distribution of delays, based on published results, has been shown to influence the results and the response of a single degree of freedom structure significantly. Broadening of the wave types included and additional verifications with field results are required.

This Bureau of Mines report describes experimental and theoretical studies of diffusion flames in free convection. The cross-coupling between buoyancy-induced flows and the combustion process is explored as it relates to the size, structure, and radiative balance of flames. New data are presented for the size-dependent radiance oscillations of diffusion flames and for the angular distribution of the total radiant intensity from a small methanol pool flame. Both amplitude and frequency of the measured oscillations are compared with theoretical predictions that are based on a new view of the structure of diffusion flames. This new view, which is at variance with the traditional one, assumes uniform reaction in the diffusive mixing zone, and recognizes the significance of the role played by convective buoyancy and its duality in both aiding and impeding flame propagation. Buoyancy quenches propagation at low burning velocities, introducing a real discontinuity in the combustion rate. A "flammable volume" is thus defined as that bound between lean- and rich-limit contours. However, in the flow disturbances generated by combustion waves that consume that volume, buoyancy aids propagation by promoting the convective mixing of a new flammable volume. The measured radiance oscillations are manifestations of these propagation and remixing cycles.

In conventional noncoal, room-and-pillar mining, the cutting machine is frequently a major source of airborne dust. Water is often used for dust control. An evaluation of typically used water systems during this program showed that they reduced dust levels by 60 to 70 percent over dry cutting when at least 0.5 gpm of water was applied. These systems, however, are only marginally effective in maintaining compliance levels and the added moisture causes operational problems. During the program, three additional dust control systems were designed, fabricated, and evaluated. The first, a hollow cutter bar, was designed to capture dust in the kerf at the cutting zone. The system was only marginally effective in reducing dust levels due to its lack of control of other sources. Large quantities of material captured by the system made it operationally questionable. The second, a machine mounted exhaust system, was extremely effective in capturing virtually all the dust generated in the heading. The captured dust was ducted out of the heading and exhausted downstream in the crosscut. Exhausting the dust without scrubbing, however, creates problems for personnel working downstream of the cutting machine. Successful application would require changes to the mine ventilation system and mining sequence. The third, foam, injected foam from an onboard generator through a channel to the cutting zone at the tip of the bar. Test results showed that foam, using 1/3 to 1/2 the total fluid quantity, was equally effective when compared to the mine's current water system.

This is particularly true of the eastern portion of Canada and especially so of the ( authors') province of Nova Scotia. Much has been said about the trying economic straits of the coal industry in Nova Scotia ( 1), faced, as it is, with difficult mining problems, with considerable distance from large markets, and with •competition from other (and usually foreign) fuels. IN ALABAMA there are three distinct groups of bauxite deposits, as follows: (1) Cambro-Ordovician contact with the principal-deposits located in Talla-dega, Calhoun, DeKalb, and Cherokee Counties, and in adjacent portions of the State of Georgia. (2) Midway-Nanafalia contact, with the principal deposits in Barbour and Henry Counties, and in adjacent portions of Georgia; also in North-eastern Mississippi. (3) Mississippian - Cretaceous contact, with a group of deposits centered around Margerum in Colbert County. For the purpose of more clearly describing bauxite mining in the state, past, present and possible future, these three groups will be described separately.

PURE copper that has been allowed to oxidize at an elevated tempera-ture in the air is found to be covered with two distinguishable layers of oxide scale. The outer of these, which is very thin, is composed of cupric oxide, while the inner layer, comprising the bulk of the scale, is made up chiefly of cuprous oxide (Fig. 1a). If a small quantity of an alloying element, such as silicon, is present in the copper, silica particles are found disseminated through the cuprous oxide, deposited most abundantly near the metal surface, and, in addition, silica particles occur to a limited depth within the copper itself (Fig. 1b). It is this inner layer, composed of oxide particles precipitated in a matrix of metallic copper that is known as the "subscale" or the zone of internal oxidation. Under a low oxygen pressure it is possible to produce the subscale without the formation of external layers of copper oxides, thus leaving the metal surface bright and apparently clean while oxidation has occurred, in fact, to a considerable depth within the metal (Fig. 2). Although little is yet known in a detailed way of the mechanism of internal oxidation, the general nature of the process is evident. By virtue of the considerable solubility of oxygen in copper,1 it is possible to bring the alloying element in contact with oxygen within the metallic solid solution. If the oxide of the alloying element is more stable than cuprous oxide, the foreign oxide may form and, since most oxides are relatively insoluble in copper, it will not long remain in solution, but will separate as a precipitate. As the metallic solute is exhausted in the zone of precipitation, oxygen that is constantly being supplied at the surface diffuses farther into the alloy and thus produces an ever-thickening shell of subscale. The distribution of the reacting elements in the subscale and adjoining zones must be somewhat as indicated in Fig. 3. The application of secondary producing methods for recovering additional oil from known fields has been recognized for many years as important to the economy of the nation. One of the most successful secondary methods is waterflooding, which conserves our natural resources by preventing premature abandoment of stripper leases and revitalizing previously abandoned areas. Waterflooding as a secondary-recovery method was introduced into the Midcontinent region in 1931, and its use as such has become widespread. As with most new methods, the most favorable fields and leases received primary attention, whereas those with viscous oil or less favorable sand characteristics were bypassed. All industrial water users are required to hold Water Rights, which are in effect licences to take, use, dam, divert or discharge water. Water Rights are obtained through a legally defined process and any potentially affected party has the per to object to their granting. A special tribunal hears the evidence for and against an application, and issues its decision, which is reviewable in a higher court on Appeal. Rights, if granted, are issued subject to conditions and, in the case of mining discharges, limits would be set on flaw rate, suspended solids concentrations, turbidity, pH and the concentrations of any potential toxicants. This paper presents a case study of an integrated, catchment wide water management plan for Lake Waahi, that was prepared by the author, and others while the author was in the employ of CoalCorp, and its predecessor, State Coal Mines. A pilot mining robot, named MineRo-II, has been developed by KIOST during 2011-2012. The pilot scale was defined as 1/5 of the commercial mining capacity, 1.5 million dry-tons of nodules per year. The development purpose of MineRo-II is to use for the pilot mining test planned in 2015. MineRo-II was designed to be self-propelled by electric-hydraulic power and remotely operated in real-time from aboard. The main operational functions are crawling on seafloor, pick-up and crushing of nodules, discharging nodules out to buffer. Prior to MineRo-II, a test miner (MineRo-I) was developed in scale of 1/20th in 2007, and performed two times sea trials in 2009 and 2010. The results of performance tests were evaluated and utilized for the concept of MineRo-II. The design concept aimed at the expandability of the mining capacity based on modularity of configuration, maintenance simplicity and multiplicity of backup solution. The pilot-scale mining capacity is achieved by four pick-up modules of each 1m wide, which are moving forward with robot vehicle and sweep the nodules entering below the pick-up heads. Principally, by adding the pickup modules in lateral dimension the mining capacity may increase linearly. MineRo-II was designed and constructed in unit-module wise. The robot consists of two unit-modules having an identical mechanical and hydraulic configuration. Each unitmodule has two tracks, two pick-up devices with attitude control devices, two crushers, one discharge pump, and one hydraulic system. Two series of laboratory flotation tests were carried out to study the treatment of Faraday ore by two-stage flotation. First the acid-consumers and then the uranium minerals were floated. On ore ground in the Faraday mill grinding circuit, and using Faraday mill water in the flotation step, a recovery in the flotation concentrate of from 91 to 93 percent of the uranium was obtained in 45 to 50 per cent of the weight at a grade of 0.24 per cent U30s. The saving of acid in leaching the uranium-bearing flotation concentrate, as compared to leaching the whole ore, ranged from 30 to 46 per cent. The average over-all extraction resulting from flotation and leaching of the flotation concentrate was 88.1 per cent. The best collector for the acid-consumers was sodium oleate. Acintol F A-1 emulsion was the best collector for the uranium minerals, and, in the uranium flotation step, an acid pH in the slurry was found to be necessary. The reagent costs were estimated to be 22 to 26 cents per ton of ore.

Clay shales are currently being assessed as possible host rock formations for the deep geological disposal of radioactive waste. However, one main concern is that the favourable long-term isolation properties of the intact rock mass could be negatively affected by the formation of an excavation damaged zone (EDZ) around the underground openings. The goal of this thesis was to develop and validate a mechanically-based model of the deformation and failure process of a clay shale, namely Opalinus Clay (OPA), with particular focus on the influence of anisotropy on the short-term response of circular tunnels. To achieve this goal, a hybrid continuum-discontinuum numerical approach was developed in combination with new field measurements from the Mont Terri underground research laboratory. The response of OPA during the excavation of a full-scale emplacement (FE) test tunnel was characterized by geodetic monitoring of wall displacements, radial extensometers and longitudinal inclinometers. The deformation measurements indicated strong directionality induced by the combined effect of in-situ stress field and bedding planes striking parallel to the tunnel axis, with the most severe deformation occurring in the direction approximately perpendicular to the material layering. Computer simulations were conducted using a newly-extended combined finite-discrete element method (FEM/DEM), a numerical technique which allows the explicit simulation of brittle fracturing and associated seismicity. The numerical experimentation firstly focused on the laboratory-scale analysis of failure processes (e.g., acoustic activity) in brittle rocks, and on the role of strength and modulus anisotropy in the failure behaviour of OPA in tension and compression. The fracturing behaviour of unsupported circular excavations in laminated rock masses was then analyzed under different in-situ stress conditions. Lastly, the proposed modelling methodology was applied to the aforementioned FE tunnel to obtain unique insights into the EDZ formation process around emplacement tunnels for nuclear waste. The calibrated numerical model suggested delamination along bedding planes and subsequent extensional fracturing as key mechanisms of the damage process potentially leading to buckling and spalling phenomena. Overall, the research findings are already having a direct impact on the preliminary design process of an underground repository for nuclear waste in Switzerland.

Cassiterite was discovered in Coosa County, Ala. in 1880 by Judge John S. Bentley. Since that time intensive surface prospecting has revealed the presence of cassiterite in pegmatite bodies that occur in a zone about 20 miles long and 3 miles wide. Numerous trenches and test pits and several shafts were sunk, and one attempt was made to nine and concentrate the cassiterite commercially. The problem of a domestic tin industry and the question of the extent of the Alabama tin deposits have long been of public interest and concern. The deposits have been examined by numerous geologists and several governmental agencies, including the Geological Survey of Alabama, the Geological Survey and the Bureau of, Mines. of the Department of Interior, and others. The Bureau of Mines and the owners of the properties, Charles A. Dean and Robert A. Russell, investigated the Coosa County tin deposits under a cooperative agreement from October 1, 1948, to June 10, 1949. Sixteen hand trenches totaling 527 linear feet and 33 machine trenches totaling 6,780 linear feet were dug. Two shafts wore sunk for a total of 72 feet, and 44.4 feet of drifting was done. Thirty-one diamond-drill holes totaling 2,776 feet were drilled.. Four hundred thirty samples, representing 1,192.6 linear feet, were taken for assay and wore analyzed by the Southern Experiment Station at Tuscaloosa, Ala.

A new analytical formula for predicting ground vibrations induced by blasting is proposed. One factor accounts for geometrical spreading. One factor corresponds to inelastic attenuation. The geometrical spreading function is based on likely source geometries, idealized as either square-root, cube-root or site-specific scaling, and on the propagation characteristics of predominant wave types. The inelastic attenuation is approximated by an exponential function. The empirical constants in these functions are backcalculated from field measurements. Regression analysis has been performed on twenty-three sets of measured data in order to determine the validity and the effectiveness of the proposed method. In many cases, the proposed method gives better correlation than the conventional method. In most of the remaining cases, there was no difference between the two methods. Best-fit lines given by the proposed method fit the data trend very well, especially at large scaled distances. At large distances the proposed method gives a prediction much closer to the actual values than the conventional methods. The statistical analysis shows not much difference between square-root, cube-root or site-specific scalings.

That is, although the furnace had in its charge a large portion of sinter, it also handled considerable quantities of naturally oxidized direct-smelting ore. Other ingredients, such as the limestone, were also added as fairly coarse material. The charges contained only about 24 per cent of lead. Until the changes incident to modern flotation began to take effect, many lead plants doing semicustom smelting in districts where competition was keen and much of the bonanza ore was exhausted were faced with the difficulty of obtaining enough lead to get a sufficient "lead fall" in the blast furnaces to clean the slag thoroughly and to separate it from the lead. A charge containing 24 per cent of lead would have been considered a very rich one by such smelters.
