In the course of the last decade, the concept of sustainability has turned from a catchword into a vision - a vision to which politics and industry feel increasingly committed. In terms of the energy industry, the key criteria for sustainable development are supply security, economic efficiency and social responsibility. Coal is able to meet all these criteria if it is produced in conformity with high safety standards through the use of modern mining technology and converted into electricity with the aid of environmentally friendly methods. Among the fossil energy resources, coal will, according to the vast majority of global energy scenarios, continue to be the most important input energy in power generation for the foreseeable future. Coal is therefore today, and will in future continue to be, an important element in ensuring sustainable energy and raw material supply, worldwide, in Europe and also in Germany.

Not since 1917 has a foreign company developed a standalone, grass roots gold mine in Russia. With Russia's political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. Cyprus Amax's interest in Russia began before the mid-1991 breakup of the former Soviet Union. In 1990, Cyprus Amax began searching for such an opportunity. Early this year, production will begin at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1.75-kt/d (1,930-stpd) open-pit operation that will produce more than 9.3 t/a (300,000 oz/year) of gold. Identifying Russian mining opportunities In late 1990, the first Cyprus Amax people travelled to Russia. The trip was to determine the potential for western firms to develop profitable mines. This encouraging visit suggested that Cyprus Amax focus on the Russian Far East with its mineral riches and its easier access to the United States. The company's initial efforts thus focused on working with the Soviet Union's Northeast Geologic Expedition, the then government agency for exploration and geology in Russia's Far East. After the breakup of the Soviet Union, Cyprus Amax continued working with the same people, but they now represented new independent, nongovernmental entities. For three years, Cyprus Amax investigated numerous deposits. This resulted in the identification of two properties of significant interest, one of which was Kubaka. Location Kubaka is located in the Northern Evensk District of the Magadan Oblast in the Russian Far East. This is an area east of Siberia. The project is situated in a mountainous area of the Kolyma Range, about 300 km (985 miles) south of the Arctic Circle. It is 285 km (180 miles) north of the fishing village of Evensk and 380 km (235 miles) northeast of the silver-mining town Omsukchan. The site is 950 km (590 miles) northeast of the regional capital city of Magadan. Magadan, the political and economic center of the Oblast, has a population of about 150,000 people. This paper presents an analysis of surface subsidence characteristics in room and pillar mining using physical models and laser holographic interferometry (holometry). The analysis included the effect of various geometric parameters and different overburden materials (sand and gelatin) and resulted in the formulation of a more realistic model material for laboratory simulation of typical geologic overburden. Previous work using this technique involved the use of sand to model over- burden and detailed results are presented elsewhere (1). The main emphasis of this work was to develop a gelatin based mixture which would provide a better model. Initial work during the development of this model included testing various ingredients and monitoring the time dependent characteristics of the model, such as the surface penetration resistance. This value indicated changing deformability/ridgidity of the model with time. Once several models had been developed, holometry techniques were applied. Initial tests showed that the stiffness of gelatin created a bridging effect over the mine models, thus restricting deformation. At this point, a 0.5 inch (1.27 cm.) layer of sand was placed directly over the mine model with the gelatin mixture on top. The approach was to model different zones of overburden movement that exist as an extraction occurs (2). The sand would represent the caved and fractured zones which occur above the excavated area. The gelatin models the continuously deformed zone which occurs between the fractured zone and the surface. Holometry techniques applied to this model yielded successful results.

The City of Los Angeles will rehabilitate approximately 9 miles of its North Outfall Sewer. This sewer was constructed in the 1920s as an unreinforced concrete semi-elliptical sewer. One of the methods for rehabilitation is to approach the sewer as a pre-excavated tunnel and install pre-cast segmental liners to provide a single pass corrosion resistant, structurally self sufficient project. The estimated cost for this project is $46 million. The project has completed the pre-design study, and the design is now underway.

Justifying refinery material handling equipment jointly involves economics and indirect benefits. The simple evaluation method is applicable when either retrofitting facilities or costing new metal refineries. The text includes points of interest regarding equipment selection as an additional guide. Although the copper industry was used as a basis, it is recognized that similarities in material handling may exist within the parallel electrolytic refining and winning of metals such as copper, nickel, lead, zinc, tin, and cobalt. The analysis of four major automatic systems, typically implemented in many tank houses, includes tabulated data plus a detailed description of additional benefits. General information regarding auxiliary material handling equipment and an overview are included for subject completeness. It is suggested that the quantitative and qualitative aspects presented may contribute to the basis for justification of automated material handling. The labor-oriented economics plus related intangible benefits described herein should provide incentives to modernize or replace manual operations where practical.

To the safety engineer, mine planning engineer, and mine inspector associated with an underground operation, stability of the underground structure is of the utmost importance. In the United States in 1961 rock falls killed 167 miners, crippled many more, and cost the industry a fortune in lost equipment and production. Much research has been carried on to try to find ways to eliminate this loss of life and property. Within the past few years the interest in rock mechanics as a science has been at its highest point, Private industry, government agencies, universities and foundations have launched studies to gain a better basic understanding of the stability of underground openings.

Good morning, it is truly an honor to have been invited to speak before you today Before I begin my update on MSHA's activities, I?d Like t o quickly say a few words about the American mining congress and its mission in Washington, AMC is a national trade association representing most of the producers of the nation's metals, nonmetals and coal, we also represent the manufacturers of mining equipment and supplies and the financial and consulting institutions which service the mining industry. It is the diversity of our representation which gives us our greatest strength in our petitioning efforts, the administration and the members of congress know that an AMC position is the result of the careful consideration of a vastly diverse group of mining concerns. Our president, Al Overton, perhaps has the best description of AMC when he speaks of us as "the mining industry's eyes and ears and its collective voice in Washington."

The Iron Ore Industry has perhaps seen more varied and drastic changes in its approach to crushing and grinding in the last 5 years than any of the other mineral industries, Multimillion ton per year plants have become common place. Centralized control and computers have become an established benefit. Autogenous grinding along with a variety of rod and ball grinding flowsheets are in use. This morning I will discuss a few of the more important and new concepts in the control of these crushing and grinding circuits.

"The excavation of a tunnel in highly weathered and strongly fractured rock masses due to tectonic actions is still a challenge. In order to maintain reasonable productivity, excavation through a wide zone of highly tectonized rock mass requires a detailed, integrated study of the construction solutions and a monitoring system to minimize the process time and to optimize the adopted consolidation measures in accordance with a predefined matrix of possible support systems. This paper summarizes some interesting data acquired during the excavation of the Brenner Railway Base Tunnel system between Italy and Austria. The Brenner Base Tunnel (BBT) runs through the fault line between the European and the African tectonic plate. This big fault zone is called “Periadriatic Line.” In particular, data acquired in the exploratory-service tunnel have been analyzed. Furthermore, the base concepts for defining the consolidation and support solutions adopted for the excavation of the exploratory tunnel are described. INTRODUCTION The Brenner Railway Base Tunnel (BBT) is a system of underground structures and tunnels that is designed to connect Italy and Austria using new railway standards. It is based on high speed (HS) concepts and applies the European Standards for Interoperability (TSI). The railway includes twin tunnels for a total length of about 55.0 Km without considering the connection tunnels to the existing underground railway in Innsbruck. Including the latter, the total length of the tunnel system reaches 64 Km, and is among the longest tunnels in the world. The Italian section passes through the so-called ""Periadriatic Line,"" which is an important tectonic structure generated by the collision between the European and the African tectonic plates. Despite the extensive investigations carried out (boreholes down to 700 meter depth), significant geological and mechanical uncertainties inside the Periadriatic formations remained unsolved. In order to elevate the level of confidence and observe the behavior of the rock mass at a representative scale, the BBT Authority decided to excavate in advance the service tunnel, which has taken the function of an exploratory tunnel. The data and observations collected during its excavation would provide important insights for the design of the main tunnels."

As an advanced method of rock engineering construction safety monitoring, microseismic monitoring technology can monitor the micro-fracture of rock masses within an effective range, and then perform forecast analysis of rockburst, cracking, falling blocks and other disasters. Although the application of microseismic monitoring technology has become more mature, how to improve its application efficiency remains to be further studied. At present, artificial intelligence has been extensively developed, and the use of intelligent algorithms to improve the efficiency of rockburst forecast can provide a valuable reference for the safe construction of underground engineering. To this end, this paper proposes a microseismic multi-parameter rockburst early warning model based on dynamic Bayesian networks. First, the sensitivity of microseismic source parameters to rockburst forecast is analyzed based on microseismic monitoring data and actual rockburst information of a hydropower station. Second, the main seismic source parameters and their data are selected and imported into a dynamic Bayesian network for learning to obtain the rockburst forecast model. The model is confirmed in its self-validation and K times cross-validation, and the receiver operating characteristic curve of the model is also analyzed, it is found that the area under the curve is close to 1, indicating that the model has good accuracy. Finally, the analysis of the influence strength of the parent and child nodes in the model reveals that the moment magnitude and source scale are the most sensitive parameters, which can be used as an important reference for rockburst forecast.

While many mine tunnels are developed through ground that must be riddled with the sources of small (and larger) mining induced seismic events, recorded by the mine seismic monitoring systems, we do not see planar discontinuities classified as seismic sources in the geotechnical databases. Here we list criteria that may be useful to identify discontinuities in drill core which are dynamic slip surfaces, parts of mining induced seismic sources. Such shear rupture surfaces in core would generally be powdery, cohesionless, and rough on cm scale. Finely broken rock and rock flour may be found in the core boxes at the discontinuities. Slickensides would be soft (easily destroyed) and kinematically consistent with the local stress field. In some cases, a cross fabric would be present, orthogonal to the slickensides, being the intersections of en-echelon extension fractures, within the dynamic shear zones, with the shear zone walls.

Mr. Chairman, Officers, Members and Guests of the AIME, I want to express my appreciation for the privilege of being on your program at this meeting. Coal mining, in recent years, has become much more competitive than it formerly was. To stay in business, it has been necessary for coal mines to mechanize. This, in itself, has not been enough for after one has mechanized his mine, he must keep replacing the equipment with the latest type and model machines. We, at Olga, have been doing this very thing for the past several years. Olga No. 2 Mine is located at Caretta, West Virginia, in McDovell County, about twelve miles south of Welch, It is a shaft mine, operating in the No. 4 Pocahontas seam. The thickness in the area, we are presently mining, varies from five to six feet. In some areas the immediate roof is slate, ranging in thickness from a few inches to four and five feet; in other places, the sandstone lies on top of the coal, This sandstone is about twenty-five feet thick.

At Tahawus, New York, National Lead Company operates the MacIntyre Development, This operation produces 10,600 long tons of ore per day for crushing, 8,000 tons for grinding and processing, of which 2,000 tons per day reports as tailing for disposal in an impounded tailing storage area. With the change in location of mining operations at the mine of National Lead Company, a change in the area for tailing disposal by gravity became necessary, This called for the diversion of tailing from near the proposed mining area to areas more favorable for long term storage by gravity. In order to avail the operation of maximum storage for the future, a uniform minimum grade launder was proposed with a minimum velocity and maximum outfall at the discharge. Disposal of the gravity and flotation tailing was formerly accomplished in open ditch from the concentrator at a grade of 1.5 percent. It was desirable to design the new launder at grades less than this for the greater storage elevation.

Water is our most important natural resource, for without it there is no life. It is also the principal natural resource for all manufacturing processes, in particular for the development of power. For these reasons it is essential that water be protected and conserved, with the realization that its quality 18 as important as the water itself. A significant factor in the quality of ground water is the mining of coal -- that other main ingredient of Power. In the mining of coal it is necessary to disturb the geological strata overlying or adjacent to the coal seam. This procedure not only releases water from water-bearing strata or underground aquifers but also exposes other minerals which eventually become the source of pollution or deterioration of the released water as well as of the surface stream into which It is discharged It is then evident that in attempting to utilize one essential natural resource there is degradation of the quality of the other. Many selfishly assume that the principal function of a stream is fishing and recreation, but the real function is the support of industry and agriculture upon which civilization is dependent.

The use of electrokinetic or zeta-potential phenomena in studies of the properties of mineral sulphides has increased greatly over recent years. This review aims to examine and discuss the body of literature on the subject of electrokinetic properties of sulphides in a comprehensive and critical manner. Although the review covers the period from 1925 to 1975, it is only in the past ten years that researchers have been fully aware of the implications and problems of chemical reactions, notably oxidation and precipitation reactions, on the surface properties of sulphide minerals. These papers are discussed in more detail than the earlier publications. A table containing a list of determinations of iso-electric- points and points-of-zero-charge of mineral sulphides, and the methods employed in obtaining these results, is presented.

Plants obtain nutrients from both air and soil. They absorb carbon dioxide mainly from the air, although some carbon dioxide may be dissolved in soil water which is absorbed by plant roots. Carbon dioxide, a gaseous form of carbon and oxygen, supplies the carbon which usually makes up 50% or more of plant structure. Growing plants use water more than any other biological substance. Plant nutrients dissolve in soil water and enter the plant via root absorption. Water is then given off into the air as the plant breathes or transpires. Water also supplies hydrogen and oxygen to plants. Plant roots absorb nutrient cations or anions by contact exchange with soil clay particles. Inorganic or mineral nutrients essential to plants are supplied through the soil. Inorganic or mineral composition of plants usually is less than 5% of their weight. In most crop-growing areas, much of this nutrition is inadequately supplied from soil reserves and must be provided by fertilizers. The role of the fertilizer industry is to provide economical, efficient, good quality fertilizers to improve or maintain soil productivity for optimum crop production. The essential plant nutrients other than carbon, hydrogen, and oxygen which often must be added to soils or plants are categorized as primary nutrients (nitrogen, phosphorus, and potassium), secondary nutrients (calcium, magnesium, and sulfur), and micronutrients (boron, chlorine, copper iron, manganese, molybdenum, and zinc). These classifications are based on quantity of nutrients utilized by plants and do not imply their function or degree of necessity. One point of major significance to the fertilizer industry is that not all fertilizer minerals contain the plant nutrients in a chemical form available to the plant. A product which may be considered a fertilizer mineral may require substantial processing or treatment before it becomes useful as a nutrient source or fertilizer.

The electrostatic charge on spray droplets of ionic surfactant solutions and coal particles was measured and the results were correlated with the dust collection efficiency. When various surfactant were added, the magnitude of the droplet charge increased significantly and it was observed to be a function of surfactant type and concentration. The concentration of maximum droplet charge coincided with surfactant concentration where maximum collection efficiency was observed for these surfactants. Particles of coal also carried substantial amount of charge magnitude of which seemed to be a function of coal rank. Based on the results presented in this paper, it was concluded that ionic surfactant primarily act as a strong electrostatic charge inducer for droplets. Due to interactions between these highly charged droplets and naturally charged particles, the efficiency of droplet-particle collisions play a primary role when compared to the wetting and engulfment phenomenon which could only follow a successful collision. INTRODUCTION Water spray are widely used to suppress airborne dust in mine atmospheres (Walton and Woolcock, 1960; Kobrick, 1970; Hamilton, 1974; Jayaraman et al., 1986). Several investigators have considered the use of surfactants to enhance the effectiveness of water sprays especially for difficult to wet particles such as those of coal (Glanville and Wightman, 1979). The capture of dust particles by water droplets involves droplet-particle collisions, adhesion of particles to droplets, and engulfment of particles into droplets. Surfactants affect these sub processes through their influence on droplet charge, surface tension, and wetting. The last two mechanism have been thoroughly studied in recent years (Walker et al., 1952; Cohen and Rosen, 1981; Glenville and Haley, 1982; Chander et al., 1988; 1991). However, little attention has been paid to the role of electrical charge on particles and droplets on the collision and adhesion of spray droplets and dust particles. Airborne particles of dust have long been known to carry a significant amount of electrostatic charge (Hopper and Laby, 1941; Kunkel, 1948; Kunkel, 1950; Dodd, 1952; Liu et al., 1987; Kutsuwada and Nakamura, 1989). It is reasonable to assume that presence of charge on particles will effect their agglomeration and particle-droplet interactions. Polat et al., (1991) showed that virtually all freshly generated dust particles were agglomerated in air. They suggested that electrostatic charge and humidity were important factors responsible for agglomeration. Previous theoretical studies on the interactions between charged particles and collectors by Nielsen and Hill (1976) show that, the collision efficiency is a strong function of the particle charge. In addition to charge on particles, spray droplets might also carry substantial amount of charge (Chapman, 1937;1938; Blanchard, 1958; Iribarne and Mason, 1967; Jonas and Mason, 1968; Byrne, 1977; Bailey, 1988). In theoretical studies of interactions between a spherical collector and airborne particle, it was found that the collision efficiency was significantly altered depending on whether the collector and the particles were charged. If neither the collector nor the particles carried a charge, the collision occurred by inertial and gravitational forces. The collisions took place on the front part of the collector (the front capture). If either of the collector or the particles were charged, the collision was enhanced due to the induced image forces. If both the collector and the particles were charged, the collision efficiency was significantly affected by the sign of the charge as well as its magnitude. For oppositely charged collector-particle pairs a collision could take place on the rear of the collector even if the particle flied past the collector upon approach (the rear capture) (Nielsen and Hill, 1976; Wang et al., 1986; Chang et al., 1987). On the other hand, the columbic force became negligible as the particle size increased and the inertial force became dominant. The electrostatic attraction was predominant for particles of less than about 2.5 µm in diameter. For particles larger than about 8 µm the inertia of particles was sufficient to overcome the columbic force and inertial impaction became the dominant collision mechanism (Grover and Beard, 1975; Chang, 1987). Previous studies of dust suppression using charged spray droplets generated by applying high voltage to the spray nozzle showed significant improvements in collection efficiencies (USBM open file report, 1983; McCoy et al., 1985). It is a distinct privilege to have the opportunity of addressing this group today. Although I, myself, am not a mining engineer, I have always had profound admiration and respect for those of you who each day live and work according to the tenets of Murphy's Law. Murphy, as some of you may know, was an Irish philosopher whose sole contribution to his field was the observation, "In the mining industry, if anything can possibly go wrong, it will!" You have heard this afternoon a variety of papers, touching on or describing in some detail imminent problems which presently face the coal industry. Many of these problems show no signs of diminishing. Actually, there is good reason to believe that they will intensify as governing bodies pass additional enabling legislation and regulatory agencies adopt more stringent "Rules and Regulations". In many cases, these groups are seemingly oblivious or indifferent to either cost factors or technical problems involved in achieving the desired goals.

This overview briefly describes some examples of applications and difficulties in using plants that are drawn from the literature and from field experience. Because of the generally low Au concentra¬tions found in plants, the analysis of plant tissue is critical to the successful application of the biogeochemical method of prospecting. Neutron activation analysis is the most widely used method to detect Au in plants, due largely to its sensitivity; levels in the parts per billion range are easily attained. Two general types of sampling media are used in prospecting for Au: humus and living plants. Humus has been widely used in Canada, but the sampling of plants has increased there and elsewhere in recent years. The use of douglas-fir (Paeudotsuga menziesii) at a Au-bearing stockwork in Idaho is a prime example. A maximum Au concentration of 14 ppm was detected in the wood ash of this coniferous tree, well above the normal background concentration of about 0.15 ppm. Among shrubs that might be useful in Au prospecting, sagebrush or wormwood (genus Artemisia) could be sampled because it is extremely responsive to concealed mineralization. It has been used extensively in the Soviet Union and could be used in areas of the western United States where disseminated Au occurrences might be located. Among the problems one may encounter in using plants for Au prospecting are (1) physiological barriers, by which many plant species simply do not absorb Au at detectable levels; (2) misconceptions of soil-plant correlations; (3) localization of Au in plant tissue; and (4) the variation of Au concentrations due to season. Despite these limitations, biogeochemical techniques can complement or replace other geochemical methods currently used.
