The new Tren Urbano heavy rail transit project in San Juan, Puerto Rico has one very significant part, the Río Piedras Contract, being constructed underground. This paper will give an overview of the tunneling work that started construction in1997. Design-Build procurement for tunneling is addressed. The new and modern transit system in San Juan will be 17.2 km (10.7 mi)long and have 16 stations in its first segment of construction, which is due to open in 2001. The line connects the city center district of Santurce to the outlying suburban municipality of Bayamón. All construction is being done under design-build contracts as a demonstration project funded by the Commonwealth of Puerto Rico and the Federal Transit Administration (FTA). The Río Piedras Contract is completely underground and involves practically all types of construction in soft ground. One station is built as cut-and-cover at the University of Puerto Rico. One portion has twin tunnels to be driven with an Earth Pressure Balance Machine (EPBM) and lined with one-pass precast concrete segments. Another has four short tunnel drives at a turnout that will be constructed with an initial support of shotcrete and lattice girders (i.e., the New Austrian Tunneling Method of construction). The most complex construction is the Río Piedras Station, which is being built as a stacked drift with a total of 15 individual tunnel drifts. After being sequentially excavated and concreted, they will form the arch of the 19 m (62 ft.) wide by 16 m (53 ft.) high cavern station. This structure is excavated in soil with less than 5 m (16 ft.) of cover to overlying historic buildings.

THE FUTUREGEN CLEAN Coal project will be the recipient of $1 billion worth of federal stimulus money by way of the U.S. Department of Energy (DOE), which announced the commitment to the project. The money is expected to kick off years of further work that could finally see the project completed. One of the companies involved, Ameren Corp., said the $1.2 billion project ? which will include some private funding ? still has a number of hurdles to clear.

The characteristic problems related to drilling a hole for evaluation of an orebody are generally quite similar, whether we're drilling a core hole, or a hole to obtain chip samples. The basic objective in each case is fundamentally an economic factor; to produce the maximum amount of usable information per hole at a reasonable footage price. The success of the drilled hole depends largely upon the amount of investigation and research spent on the prospective area and the ability to forecast the capable personnel needed plus the right kind of drills, ancillary equipment such as bits, muds and various additives necessary to make the drilling program successful. The driller is confronted with a wide variation of drilling problems due to the nature of subsurface conditions. Some of these problems are: overburden, which may consist of clays; sand; boulders; or glacial till. These surface conditions may exist up to 2,000 feet in depth and upon reaching bedrock, formations may consist of swelling shales, broken sandstones, and every conceivable rock-type, coupled with every known structural problem such as dips, faults, folds, etc., and to this added extras such as permafrost and/or ground water problems combine to increase the necessity why an understanding of the problems along with the proper reaction of the driller plus the formula to compensate for ground conditions is necessary to complete a drill hole. Since most geologists are familiar with diamond core drilling techniques, I would like to discuss other methods used in evaluating ore deposits.

Cyanidation of gold and silver ores by conventional mining and milling techniques has been practiced for over a century. During the past decade, heap leaching has emerged as a viable process for treating certain gold and silver ores. (1) The rapid development of heap leaching for gold and silver ores is largely a result of lower capital and operating costs and faster start-up time than that offered by conventional mining and milling. In general, these features make heap leaching an ideal approach for exploiting either small or large low-grade disseminated deposits of gold and silver considered to be uneconomic by conventional methods. The development of heap leaching technology has evolved from the operations initiated in the western United States. The basic components of a typical heap leaching operation are depicted in Figure 1. Run-of-mine or crushed ore (usually 1 to 5 ppm gold) is delivered to specifically prepared impervious pads. Alkaline cyanide solution is applied to the surface of the heap and allowed to percolate through the heap (typically 10-30 ft high). Pregnant leach solution which drains from the heap is collected and stored in tanks of sufficient size or in collection reservoirs. Gold and silver are recovered from the pregnant solution and the barren solution is recirculated back to the heaps after reagent make-up.

Extensive investigation has been conducted to determine the causes of a series of roof falls occurring in a room-and-pillar working located in southern West Virginia. Underground observation, along with laboratory testings and finite element analyses were conducted to search for possible mechanisms for the roof falls. Results of the investigation have led to a better understanding of the mechanisms involved in the roof falls. Necessary modifications of mine layout and roof support plan are proposed for improving safety and profitability at the mine.

In an effort to increase recovery in thick and closely spaced coal seams, the Bureau of Hines, U.S. Department of the Interior, is studying the feasibility of introducing three mining methods-high-face longwall, multi-slice longwall, and longwall caving-in western coal operations. Geology plays a significant role in determining the success of such methods. Some of the factors that will affect development are as follows: (1) thickness and three-dimensional configuration of the seam, (2) cleats, joints, and fractures in the coal and roof rock, (3) roof composition and variability, and (4) coal quality and changes in quality within the seam. Through geologic mapping, the presence of many of these factors is predictable prior to development.

The South Bay Ocean Outfall tunnel is located at the U.S./Mexico Border and is one link in a system designed to treat and dispose of raw sewage entering the Tijuana River Valley from Mexico. The 11 finished diameter tunnel extends 19,000’west from the bottom of a 200 deep, 36 diameter drop shaft. At the western terminus of the tunnel, a Riser shaft connects the tunnel to conveyance and diffuser pipes on the seabed. The tunnel runs through the San Diego Formation, consisting of clay, silt, sand, gravels, cobbles, and boulders. A Mitsubishi Earth Pressure Balance (EPB) Tunnel Boring Machine equipped with a large variety of monitoring and control devices was used. This paper will provide an overview of the Project’s construction, with special emphasis on the value of the electronic data acquisition system.

Although the basic techniques employed in hydraulic pumping in open pit mining have been practiced throughout the better part of this century, only relatively recently have studies of' sufficient depth and scope been conducted to improve these techniques. This paper will point out the basic techniques involved and some of the more recently discovered data concerning hydraulic pumping, Inherent in all hydraulic transportation systems apart from the consideration of transportation cast, is the outstanding advantage of slurrying the matrix at the mining pit so as to provide a lengthy and thorough soaking and washing of the material while in the pipe line and thereby reduce the necessity for washing, scrubbing and other treatment in the beneficiation plant. This is quite important in view of the constant increase in demand for a cleaner product.

In recent years, there have been many articles and papers written on the use of specially designed belt conveyor systems in mining operations, either economic studies or actual experience. These papers generally conclude that the use of these systems can reduce overall costs from 10% to 40% over conventional methods using general purpose equipment (truck/shovel, scrapers, etc.). However, they also generally conclude that conveyor systems are inflexible and capital intensive. With the increasing cost of mobile equipment, the capital cost conclusion is losing steam, particularly when the costs of maintenance shops, road and ramp construction and other related start-up costs are thrown in. Attention here will be focused on answers to flexibility related questions, but first, a look at costs in general. Basic production economics tell us that when we have a small job to do, it is cost effective to use simple, low cost, general purpose tools which will have a minimum impact on total cost. It also tells us that when we have a large project, we can employ methods using special, relatively expensive production tools. Figure 1 illustrates what occurs on projects, of different sizes, with various quantities of production. With small quantities of work, the cost per unit of work starts out much lower using general purpose equipment, rather than using special purpose methods and equipment. However, at a relatively low quantity of work, the cost hits a lower limit and, regardless of how great the quantity of work, the unit cost can never go any lower.

INTRODUCTION The process engineer usually is responsible for the design operating philosophy and/or day-to-day operations of a process. Since instrumentation is an integral part of the operation, it is essential that engineers understand the general capabilities of the different types of control equipment available. Many "noncontrol" engineers have become involved with instrumentation for machinery monitoring and control as well as other plant applications. The advent of the microprocessor has led to significant changes in control, both in systems configurations and man-machine interfaces. Today's concept is called simply "distributed control." What is distributed control? Distributed control is exactly what the name implies; the control system is divided into several functional segments and spread out to cover a process. The systems are distributed for physical, functional, and risk reasons. Before delving further into the specifics of distributed control, let's look at the evolution of control systems to see how we got here. Instruments initially were located near measurement and control points in the field. Operators physically had to go to the instrument to change setpoints or take measurements. As processes became more complex, it became evident that a central control area was required. This allowed an operator to monitor and control many variables. The operator's effectiveness was increased dramatically, which resulted in greater efficiency, better quality control, and lower personnel requirements. At the same time, plants became much larger, control applications became more complex, energy became expensive, and the industry became more competitive. All of these factors placed pressure on process and production engineers to get the most for the money. The result was a continuing push to put more instrumentation into a central control room to maximize efficiency and productivity and minimize manpower. This chapter deals in some detail with devices for measuring physical and chemical properties of coal; devices for measuring the weight and weight-rate of flow of coal; devices for the monitoring and control of conveyor systems, solids inventory, fluid flow, liquid level, density, and specific gravity. These instruments have a multitude of uses throughout a coal preparation plant. It seems appropriate to review the history of mechanization of our underground coal mines at this time when many favorable flags are flying for this industry. It is a reasonable hope that such a review may stimulate thinking as to the directions that new technological developments are apt to take and in which members of the Society of Mining Engineers are destined to play important roles. Discussion of the relative importance of the various changes that have taken place since the advent of electric power provides the starting point. It is in the economic factors utilized that we find conditions which permit more efficient utilization of the capital committed to the industry. Concepts rather than specific items are emphasized in the following discussion because once the value of a concept, such as mechanical conveyors, is established, it then spawns many variations which are not significantly different. The shift from animate to inanimate energy has been the most important change in the modern industrial scene, including coal mining. Although introduced into coal mines for some purposes early in the period of general electrification, the coal industry adopted mechanical power relatively slowly, and 1944 was the first year in which a majority of deep-mined coal was mechanically loaded.

The relationship between coal characteristics and power plant performance has become a matter of increasing interest to utilities. This relationship can affect the value of coals, decisions as to coal washing, setting penalties for delivery of coal that fails to meet specifications, and justifying buying better coals (at higher costs) before public utility commissions. The study described in this paper was directed to identifying how coal characteristics impact on boilers and related coal and gas handling systems. TVA data for the period 1962-1980 was the basis for the study. Models were developed for boiler efficiency, boiler availability, and maintenance costs as a function of such coal characteristics as ash, sulfur, and moisture content and boiler age. Boiler load and maintenance efforts were considered as variables in some of the models, but were found not to be statistically significant. Although the results of this study are strictly applicable to only the TVA system, they can serve as guides or first approximations for other utilities.

The addition of dolomite to iron ore pellets improves their high-temperature reduction properties primarily by increasing their reducibility and raising their softening temperature. In this study we prepared dolomite-fluxed pellets from three different concentrates; Hibbing, a magnetic taconite, Knob Lake, an earthy hematite; and Carol Lake, a mixture of specular hematite with magnetite. The composition n of the concentrates is given in Table I. The pellets were subjected to standard physical tests and the following reduction tests: low temperature degradation, swelling, softening, and thermogravimetric analysis. Petrographic examination and electron microprobe analysis allowed us to evaluate the effect of composition and firing on the phase assemblage. Further, we were able to interpret the test results in terms of chemistry and microstructure. This approach enabled us to determine which fluxed composition best suited each of the concentrates.

Universities have education as their primary purpose. This appears to be an innocuous statement with simple meaning. In an age of conflicting semantics, however, cords and meanings are often lost or changed. The term education is often broadly expanded to encompass any form of learning process, or the accumulation of knowledge, and even to the beneficial application of knowledge to man's problems, hence one find that education in universities is not solely the formal process of texts, lectures, recitations, and testing by a batch process known as class room teaching. Despite critics of education batch is spelled with an "a", instead of an "o" - at least we hope so If one defines teaching as causing to learn, then the learning objectives may necessitate a variety of approaches within the teaching concept and research is among those favored at the graduate and some undergraduate levels. Research has been among the glamour words and certain fields such as oceanography and space science have had more than their share of glamour. Unfortunately, industrial mineral research has not had the competitive drawing power of enamoring students of the "note" generation in terms of glamorous accomplishment. Research today usually requires sophisticated equipment and such equipment is expensive, both for initial purchase and operation. Microcystaline silica has been mined in Illinois from the Clear Creek formation since the turn of the century, especially in the area around Tamms in Alexander County, in the southernmost part of the state. Production of this silica, consumed mainly by the abrasives and coatings industries but also sought after for many filler/extender uses, has grown with the economy with several new applications overshadowing traditional markets in recent years. Such an important commodity was given the early attention of the Illinois State Geological Survey and a very complete report was issued in 1953 (Report of Investigations No. 166), authored by J. E. Lamar. The mining and processing of the silica ore has changed very little since the first reported production in 1906, although emphasis has been placed on the production of the finer sized grades to meet newer market requirements. Industrial Mineral Notes 40, published by the Illinois State Geological Survey in June 1970, describes a method by which a less than 1-micron fraction could be commercially produced from the readily available finest commercial grade presently being marketed (99% minus 10 microns). The finer grades exhibit to a lesser degree the reinforcement, high flatting efficiency, thickening and dry brightness properties associated with the synthetically produced silicas. It is expected that the extremely fine grades of microcrystaline silica will become accepted in the markets that now use a combination of precipitated silica and less expensive extender/filler minerals such as kaolin or calcium carbonate.

The dispersion of oily collector has significant effect on the flotation recovery of ultrafine coal. Generally, reagent dispersion is accomplished by mechanical mixing and/or ultrasonic agitation, followed by direct addition of dispersed collector into the flotation cell. However, such dispersion and reagent addition techniques are invariably inadequate and non-selective. A new collector utilization technique involving gas phase transport of atomized collector has shown improved results when compared to conventional reagent addition techniques. This new technique involves atomization of the collector into the gas stream. Under these circumstances an aerosol is introduced into the flotation cell. Initially, the oil is dispersed within the gas phase (continuous with respect to oil) and the gas phase is dispersed within the pulp (continuous with respect to aerosol). In the flotation cell, the atomized oil droplets coalesce on the bubble's surface and create a de-facto oil-encapsulated bubble. This approach provides excellent dispersion, increases selectivity, and most significantly increases the flotation rate of ultrafine coal. Furthermore, atomization of collector/frother combinations yielded improved flotation yields and maintained near uniform froth levels which is a desirable feature in coal flotation. In addition to flotation experiments, microscopic examinations of the attachment of oil-coated bubbles at a coal surface were conducted by attachment-time and contact-angle measurements. The oil coated bubbles attach at significantly faster rates and with a higher contact angle than do oil free bubbles.

The Simon Silver Mine is located near Mina, Nevada, approximately 50 miles northwest of Tonopah and 40 miles east of Hawthorne. It is an old property which was last worked in 1932 and closed operations due to problems arising from low metal prices. Federal Resources Corp. acquired the property in 1963 and undertook a completely new development program since the old surface plant and underground workings were beyond feasible repair. The deposit of silver, lead, zinc and copper is predominantly replacement of limestone. In the summer of 1964, a new surface plant was constructed and on December 2, 1964, sinking of a three compartment vertical shaft started and was completed to a depth of 1088 feet in April of 1965. Following the sinking program an 850 foot crosscut was driven to intersect the mineral zone on the 1000 level after which drifting, crosscutting and raising totaling some additional 4280 feet has been completed along with considerable diamond drilling and long holing into the walls. To date, two ore bodies have been encountered and test stoping operations are underway together with development of the 800 level for servicing, ventilation and access. The present development of ore is directed towards substantiating sufficient reserves to warrant the construction of a flotation mill.
