Introduction The US coal mining industry is in the midst of a serious economic crisis. To overcome increased operating costs, operators must take advantage of technological advancements in mining systems and equipment. A relatively new concept available to underground operators is that of extending the cutting depth for continuous mining machines (continuous miners). This system is referred to as deep-cut mining, and may be described as mining cuts to depths greater than the standard 6 m (20 ft). Productivity is increased through the reduction in continuous miner tram time since the machine stays longer in each working face. To successfully implement a deep-cut mining system, three problems must be overcome: Exposing personnel to unsupported roof, methane removal, and controlling respirable dust. Remote control cutting The solution to the unsupported roof problem is remote control. Recent advances in remote operation, especially in radio remote controls, have resulted in what is generally accepted as a safe and reliable tool. By installing remote control on the continuous miner, the operator and helper can now be stationed in a supported area. This allows for improved visibility while cutting coal. With this in mind, the limiting factor now becomes the position of the haulage equipment operator. North River No. 1 uses Joy 21SC shuttle cars and Jeffrey 4110 diesel ramcars. These cars are pulled against the bumper of the continuous miner. Thirteen meters (43 ft) can be cut with the shuttle car and 14 m (45 ft) with the Ramcar before the operator of the car is inby permanent supports. By loading away from the bumper, about 1.5 m (5 ft) can be added, bringing total cut depths up to 14.5 and 15 m (48 and 50 ft), respectively. Methane removal The second problem involves methane removal, and the line curtain-to-face distance. In other words, how to maintain the line curtain to allow sufficient ventilation to remove methane and not expose workers to unsupported roof. The solution, in most cases, is to use a blowing-type ventilation system. Unlike the exhausting system that, to be effective, must be installed within 3 m (10 ft) of the working face, the blowing system can be effective at greater distances from the face. Numerous studies have documented the advantages of a blowing-type ventilation system over an exhausting system. Furthermore, a blowing system can be significantly improved by in¬creasing the velocity of the air delivered without increasing the volume of air. With this greater ventilation efficiency, it is possible to secure ventilation plan approval from the Mine Safety and Health Administration (MSHA) for a greater curtain set-back distance. This eliminates the need for personnel to travel inby permanent supports to extend the face brattice. The distance from the face MSHA will approve, however, is on a mine-by-mine basis. MSHA will evaluate the particular mine's face methane liberation rates, along with the specific proposals regarding face ventilation volumes and velocities. Dust control The third problem is controlling respirable dust. This is actually a result of the solution to the second problem. In the blowing system, while mining on the slab cut, both the continuous miner and haulage units are located on the dusty side of the line curtain (Fig. 1). In the early 1970s, underground operators virtually abandoned this system, in order to comply with the 2 mg/m3 (0.87 gr per cu ft) federal dust standards. Since the early 1960s, there have been efforts to develop and produce reliable continuous haulage systems capable of taking the full output of a continuous miner and transporting it, in one continuous flow, from the face to the tipple. The majority of the successful continuous haulage systems were placed in operation in the early 1970s. These were all of the bridge conveyor type. They usually consisted of bridges and mobile bridge carriers (MBC) attached at the inby end to the continuous miner and at the outby end to the panel conveyor itself. These successful bridge conveyor continuous haulage systems are either of the belted or chain type. The most successful belt type continuous haulage systems are those manufactured and marketed by the Long-Airdox Co. Until early 1977, Jeffrey Mining Machinery Division manufactured and marketed the most successful chain conveyor type haulage sys¬tems. In 1977, Long-Airdox reentered the market with a chain-type system to complement its belted system. The original bridge-type continuous haulage system was introduced to the coal mining industry in the early 1960s by the old Long Co., a predecessor to the current Long-Airdox Co. These original units were of the chain conveyor type. In the early 1970s, there were also developments in continuous haulage, employing different material handling media. These in¬cluded the Serpentix, a flexible type belt, introduced by the Joy Manufacturing Co. There was also a serious attempt to introduce hydraulic-type continuous haulage by Consolidation Coal Co. and Conoco Research. Despite some startling successes, particularly with the bridge-type haulage systems, the general and widespread application of continuous haulage has eluded the mining industry. Some of the problems are related to underground conditions; others to people, both management and labor. One of the greatest obstacles to universal success continues to be the difficulty of accepting the philosophy as well as the machinery of continuous haulage. Nevertheless, efforts continue to spread the success of commercial and viable systems in the industry. There is also effort to improve on these systems, and on methods for their successful use. In addition, efforts continue, with private and public support, to develop new types of continuous haulage equipment and systems. Bridge Type System Developments Because they have already been successful in some US and overseas mines, new developments in bridge-type systems will first be touched on. The Long-Airdox Co. has continued to improve both its belted and chain continuous haulage system. In the belted system, the company recently introduced a new design that will be mainly applicable in higher coals and in noncoal mining applications, as shown in the accompanying figure. This new system is equipped with 305-mm-diam (12-in.-diam) pulleys in the bridges and mobile bridge carriers, in place of the 150-mm-diam (6 in.-diam) pulleys in the standard system. The modification is designed primarily to improve belt life and keep belt problems to a minimum. An operator, the Clinchfield Coal Co., a Division of Pittston Coal, developed the detaching of the bridge-type continuous haulage system from the miner by placing a mobile bridge carrier at the head of the string. However, Long-Airdox and Jeffrey have now made this an option to their at¬tached-type system. INTRODUCTION The placement of concrete by means of pumping is one of the fastest growing practices in the construction industry and is widely used in mining applications. In¬troduced in the United States in 1933, this method has been adapted to many aspects of the industry, especially where space for equipment is either limited or inaccessi¬ble. Concrete pumping offers many advantages over other methods of placement. Using pumping equipment, the concrete mixture can be transported in a single operation from a central mixing site to numerous forms in many remote locations, eliminating the need for rehandling the mixture and reducing the labor costs to a minimum. Pressurized pumping provides an extra mix¬ing and blending step, resulting in concrete of improved uniformity and greater density. In turn, this produces high compressive strength and increased durability. Various placement defects can be reduced or pre¬vented by pumping. The steady and even flow of the concrete minimizes the form distortion and delays caused by vibration problems that are common to fast dumping of the concrete mixes. Segregation, planes of weakness, bleeding, and surface faults are diminished considerably. Perhaps the greatest advantages of concrete pump¬ing are the distances and volumes that can be handled. Depending upon the equipment used, pumping rates of from 8 to 115 m'j/h (10 to 150 cu yd per hr) can be achieved, with a horizontal range of up to 460 m (1500 ft) and a vertical range of up to 140 m (450 ft). Theoretically, almost any concrete mixture could be pumped. However, consistency is an important consid¬eration for efficient operation. Mixes that are too wet, too dry, too hard, or poorly graded can cause difficulties that increase the costs. Similarly, mixes containing aggregate material that is over the maximum size or that is porous and highly absorptive can also result in diffi¬culties and increased costs. For the best efficiency, the mix formulation must have a well-graded sand and aggregate combination, with enough fines to provide flowability. If additional water is required for pumping, additional cement must be used to meet the design criteria of the structure. Each pump manufacturer can provide recommended mix formulations for the specific equipment furnished. Since the 1950s, many improvements have been made in pumping technology. Originally, only rigid steel pipe of 168 to 245 mm (6.625 to 9.625 in.) diam was used; today, both rigid steel pipe and flexible conduit are available in diameters of from 76 to 203 mm (3.0 to 8.0 in.). Improved pumps have been developed, and the introduction of power-coordinated booms has in¬creased the versatility of concrete pumping. The older and more conventional placement methods can no longer compete with the flexibility, efficiency, and econ¬omy of the pumping method, and continued research and development can only improve the system and expand its use throughout the mining industry. PUMPING EQUIPMENT The three major types of concrete pumping units currently available are the piston pumps, the pneumatic pumps, and the squeeze-type pumps. Table I provides a comparison of capacities, horizontal ranges, and vertical ranges for pumps of all three types. INTRODUCTION The use of specialty chemicals In mining Is an Important consideration In determining the economic efficiency of a floatation plant. The plant metallurgist would like to maximize the recovery of valuable minerals while maintaining an acceptable grade product. The direct cost of the reagents, while significant, Is only a part of their economic effect. Reagents determine the flotation rates and the selectivity of the mineral separation. In flotation practice, mineral selectivity can be achieved through the addition of various reagents that can control the wettablllty of a particular mineral In the flotation pulp. The reagents which will generally optimize the flotation process are commonly classified Into three distinctive categories: collectors frothers and modifiers. Large tonnages of metal sulphide concentrates which are the source of most of the common base metals are produced economically by fairly standard flotation techniques. The advent of modern technology coupled with the necessity of processing finely disseminated and complex ores of low grade has Increased the need for utilization of non traditional and high selective chemicals reagents for the economic recovery of metals and raw materials. Mining operations in developing countries continue to progress at a rapid growth as many countries mine and process both metallic and nonmetallic ores. The total mine production of base metals, precious metals, Iron ores and coal In developing countries In Africa, Asia and South America has been much higher as compared to the western world production In terms of tonnage and dollar value. Global capital Investments In mining during 1991-95 Is $ 55.1 billion and It Is anticipated that the development of new and specialty reagents may be concentrated In the processing of aluminum , copper, precious metals and Industrial minerals with special reference to potash, phosphates, kaolin and silica sands.(1) The challenge for the design and development of new specialty chemicals Is dependent on Its cost performance and environmental acceptability. Information on the theory and application on the development of mining chemicals has been reviewed In several conference proceedlngs,(2-4) publications(5) and also discussed by several Individual authors.(1,6-10) These publications serve as a comprehensive reference source on the reagents used In several flotation processes. This paper discusses the present trend in the use of specialty mining chemicals In diversified mining operations on several mineral systems with particular reference to sulfide ore systems. The necessity to expose these specialty chemicals through aggressive marketing techniques In mining operations In many developing countries Is also presented. SPECIALTY CHEMICALS Specialty mining chemicals, like other specialty chemicals, share common business characteristics that transcend geographic boundaries. They are manufactured 1n a few selected areas, generally expensive relative to commodity chemicals, shipped and compete globally and usually require specialized knowledge for proper use. Specialty mining chemicals are relative newcomers to chemical markets. The vast majority of mining chemicals are derived from products that are less than two decades old. Traditional collectors and frothers have been available for a considerably longer time. The emphasis on adding value to existing products and byproducts Is responsible for several characteristic features of the mining chemicals business. Most raw materials for these chemicals are related to oil and gas byproducts, chemical refineries, pulp and paper mills and all chemical manufacturers. Until the last several years these operations were located In Industrialized countries, while a significant number of mining chemical users were In developing countries. Therefore International trade In mining chemicals developed through agencies or agents in each particular country.

For all the attention given to mining activities in Central and South America, Mexico, Indonesia and Papua New Guinea, it is sometimes easy to forget the activities taking place in one of North America's most important and largely untapped regions -Alaska. The Alaskan minerals industry employed about 3,406 people during 1995. That is a 23% increase from - - 1994. It also contributed about $719.8 million to the state's economy during 1995, a 10% increase. During the past few years, Alaska has seen significant increases in exploration and mining activity. Fairbanks Mining, an arm of Cyprus Amax, began producing gold during 1996 at its Fort Knox Mine, as did Nevada Goldfields' Nixon Fork gold mine. Kennecott's Greens Creek lead-silver-gold mine also reopened and USMX began operations at its Illinois Creek gold mine. In addition, several impressive exploration projects were under way in Alaska. Placer Dome reported good results at Donlin Creek project in southwest Alaska. Likewise, Newmont Exploration is getting serious about its True North gold project. And Nerox is nearing production at its Jonesville coal project in Alaska's interior. In November, about 400 miners gathered in Anchor- age for the Alaska Miners Convention. Throughout the conference and exhibition, attendees listened to updates on these precious- and base-metal and coal exploration and mining operations. They also learned that the state wants more miners to head north and help develop its natural resources. Alaska is ripe for a smelter The mining industry -Alaska's miners in particular - has a powerful ally in Sen. Frank Murkowski (R-AK). He is the chairman of the Senate Energy and Natural Resources Committee. During his luncheon address, Murkowski said it appears that it is economically feasible to extend the Alaska Railroad to northwest Alaska, taking advantage of the large coal and hard-rock mineral tracts in the Ambler mining district. He also renewed his push for building a major smelter in Alaska to process ore that would come from the Ambler mining district. Murkowski believes that Alaska's economy can be expanded by extending the railroad from Nenana to the Point Lay coal fields to open coal development. Along the way, the railroad would pass through the Ambler district, helping to develop the hard-rock deposits. An outgrowth of this additional mineral development, Murkowski said, could be a new smelter in Alaska. It could use power from the Tyee hydroelectric facility near Wrangell or from the Makushin geothermal project near Unalaska. Either site, he added, offers access to plentiful, relatively low-cost power, at tidewater to facilitate ore deliveries to the Pacific Rim. The Congressional Research Service has determined that there are enough mineral deposits and coal beds to make it possible to finance the extended railroad, he said. The 1,200-km (744- mile) rail extension would cost about $4.2 billion. The North Slope of Alaska contains up to 3.6 Tt (4 trillion st) of coal, Murkowski said, that contains less than 0.25% of sulfur and less than 4% moisture. It aver- ages 12,300 Btu in heat content. "That is a tremendous resource," he said. The Ambler mining district, meanwhile, has at least eight identifiable hard-rock deposits, Murkowski continued. These contain zinc, lead, copper, nickel, chromium, tin, barite, gold and silver. "All eight of these can generate ore concentrates at rates similar to Red Dog's cur- rent 725 ktla (800,000 stpy)" of zinc, he said.

The market prices received by producers of internationally traded commodity metals have been, and continue to be remarkably volatile and unpredictable compared with most other traded goods and services. This volatility results in an erratic financial performance on the part of producing companies, disruptive and often inflationary cost changes for consumers, unreliable tax revenues and export earnings for host governments and severe social and economic pressures on local, sometimes remote, communities which are dependent on the activity in question. Generally speaking, price volatility appears to be associated with the inability of the metal producing side of the industry to regulate the volume of supply in a manner that is consistent with metal demand, which in turn reflects broad macroeconomic and industrial developments around the world. This statement does not purport to apply to all metals or to all instances of volatility of course. Price movements may occur as a result of pure speculation or even illegal manipulation of the commodity markets. Embargoes, boycotts and other politically induced supply changes may contribute. Threatened or actual strikes also cause artificial swings in sales volumes and prices. How- ever, most of these developments are of a short-term nature. Yet metals price cycles may last for several years, as demonstrated by the extended copper price trough from 1981 to 1986. This paper deals with price volatility which reflects long-term economic cycles and the adaptive processes that exist within the industry in response to such cycles. Special emphasis is placed on the role of forecasts and forecasters in these processes. It should be said at the outset that this reflects the personal experience of one forecaster working in private sector commercial consulting practices that are independent of producers, consumers and host governments. However, the experience does cover the entire period since 1973 and has involved working with a substantial majority of the major companies that supply high volume commodity metals. By way of background it should be stated that the post-1973 world economy has provided a challenging environment for forecasters. One cannot be precise about the forecasting record of either industry insiders or outside consultants, financial analysts and academic forecasters because comprehensive records have not been kept, or if they have the results are too embarrassing to be published. Institutions such as the World Bank have published forecasts of the prices of major commodities on a regular basis and these have, presumably, had some influence on financing decisions in the industry. This record along with our own experience and numerous discussions with metal producers, major consumers and host governments permits certain generalizations to be made. The most important of these is that during the early 1980s. from about 1980 through 1985/6, the forecasters system- atically and substantially over- estimated metal prices. While some fore- casters did correctly anticipate a recession in the early 1980s and some consequential decline in prices, the magnitude and duration of the decline was far greater than anyone foresaw. This systematic forecasting "failure" appears to have occurred independently of the forecasting methodology employed. Moreover, its extent cannot be explained by obvious factors such as incorrect macroeconomic assumptions. Introduction Although innovative coal extraction technology can be approached from many angles, this paper focuses on three: innovation in response to rising costs, to changing mining conditions, and to regulatory issues. Before exploring these three subjects, however, a basic question needs to be raised. Why Innovation? Coal is widely heralded, and quite correctly so, as the United States' "ace in the hole." It has been said that the U.S. is to coal what the Arabs are to oil. The implication is that we have nearly inexhaustible reserves - that coal is cheap, plentiful, and easy to extract. Indeed, because our current productive capacity is estimated to be 15-20% greater than demand, we have been given a false sense of security about the ease of future coal extraction. Therefore, innovative measures are being concentrated on developing technologies for the demand side of coal, including power generation, synthetic fuels, and industrial applications. What is often forgotten is that the unit cost of producing energy from these new technologies depends critically on the cost of the coal feedstock -in some cases the coal consumed accounts for more than one-third the total cost. Thus, while the developers of the end-use technologies struggle to improve the overall thermal efficiency of their process by one or two per¬centage points to make the energy produced competitive in the marketplace, they often are unaware of the risk of a 3 to 6% increase in coal costs wiping out the expensive, hard-earned results of their research. Energy planners are just beginning to realize that coal is not a uniform commodity available at low cost in infinite quantities. Coal is a heterogeneous material whose cost and quality vary widely with local conditions. To produce the massive amounts of projected coal-based energy at reasonable costs, we urgently need devel¬opments in extraction technology, as well as in end-use technology. Thus, coal extraction, coal conversion and utilization, and end -use energy consumption must be viewed as highly interdependent parts of an energy supply network (Fig. 1). And current emphasis on conversion and utilization must be balanced by more emphasis on upstream technologies, including coal extraction. Even more important, the impacts of innovation (or the lack thereof) in any one technology area in the energy supply network need to be discussed and understood by those working in each of the other areas. Why innovation in coal ex¬traction technology? Figuratively, we are all in the "coal boat" together - geologists, miners, transporters, processors, power producers, distributors, and consumers. Innovation is required from each of these sectors to overcome the obstacles that prevent greater use of our most abundant national energy resource. All other links in the coal energy supply network depend on large volumes of coal produced at reasonable costs. Declines in productivity, therefore, must be reversed; the more difficult mining conditions that will be encountered call for new methods and equipment, and regulatory issues must be resolved if the coal ex¬traction link is to be a strength rather than a weakness in the planned U.S. transition to an economy based more on coal and less on imported petroleum. INTRODUCTION The finding or acquisition of ore bodies containing 200,000 opt gold and greater is becoming more difficult. There are more investors and small heap leach operators who have or can raise the capital to make the investments in the large ore bodies. Echo Bay Mines' approach has been to regionally develop small ore bodies, two or three in the same geographic location, which when considered together contain over 200,000 opt gold. CONCEPT The "world class" ore body syndrome, which many large gold producing companies maintain, can restrict company growth if the finding or acquisition of these large ore bodies is not forthcoming. Another approach has been taken by Echo Bay Mines. The concept is to regionally develop two or three small ore bodies suitable for processing with portable equipment. The systematic scheduling of mining, processing with a single flexible processing plant using the same management/ operator team can reduce your overall investment. The initial selection of mining and crushing equipment suitable for sun11 open pit operations is essential. A very viable option in the mining sequence is to use contract mining/crushing/screening/agglomerating and stacking. This option also lowers your initial capital investment and increases the flexibility in mining as you move from one mining operation to another. LOCATION AND SEQUENCING One single small ore body of itself is not attractive enough for the large producer. The recovery of the initial capital investment, although very rapid, does not make a viable project. The only alternative is to find two or more small ore bodies close enough geographically to each other so that the same management/operator team can be used to run the operations as each is put into operation. Echo Bay Mines has regionally located several ore bodies ranging in recoverable ounces up to 100,000 oz. These small separate ore bodies, located within a 30-mile radius of each other, for planning purposes have been considered as one single ore body. The first small ore body has the initial burden to recover the capital invested in the office, laboratory, power plant and processing plant. Other capital investments such as water supply, access and haul road, fencing, septic system, pads and ponds are reoccurring at each mine site. The first small ore body must recover the initial capital investment in the movable structures as well as the reoccurring capital investment in the fixed structures very rapidly. A total capital recovery time of 6 to 9 months should be used as an economic decision point for both choosing which small ore body should be processed first, and what the plant design capability should be. The sequencing of the small mines is very critical. All the fixed structures mentioned above must be installed at the second mine site before the first mine has been mined out. The ideal sequencing will allow for only one month between shutdown of the first small mine and production from the second. SPECIFIC OPERATION Echo Bay Mines has completed the construction of the Illipah Mine located in White Pine County, Nevada, with this small mine sequence approach. The Illipah Mine is a 40,000 ounce recoverable gold ore body. This ore body met all the necessary requirements. Jade is a commercial term encompassing green, white, black or yellow-brown jadeitite and nephrite. Jadeitite consists of Na-rich pyroxene, whereas nephrite consists of prismatic to acicular amphiboles of the tremolite-actinolite series forming bundles that are randomly oriented and interlocked. Nephrite is tougher (harder to break) than jadeitite. Its fracture strength is about 200 MN/m2 whereas that of jadeitite is about 100 MN/m2. On the other hand, jadeitite has a higher hardness (7 compared to 6.5 on the Mohs scale). There are over fifty known nephrite occurrences in British Columbia (B.C.). These occurrences consist of individual blocks, boulder fields, talus blocks and in situ occurrences. Most of the in situ occurrences are lens or cigar shaped. They occur at, or near the contact of ultramafic/mafic rocks (mainly serpentinites) with cherts, and other metasedimentary or igneous felsic rocks of Mississippian to Jurassic oceanic terranes such as Cache Creek and Slide Mountain. These contacts are commonly interpreted as shear/fault related. In general, it is believed that the B.C. nephrite formed by metasomatic exchange between ultramafic and silica-bearing rocks. Impurities in B.C. nephrite are spinel group minerals (chromite, magnetite, picolite), diopside, uvarovite, titanite, chlorite, and talc. Jadeitite is slightly denser than nephrite and good quality material sinks in methyl iodine. There are no known jadeitite occurrences of economic interest in B.C., but there are at least four geographic areas where favorable lithologies, and metamorphic conditions (Pn) required for the formation of jadeitite coincide. These are Bridge River, Pinchi Lake, Dease Lake, and Jennings River. These areas are known to contain small concentrations of jadeite, or are characterized by blueschist or eclogite-grade metamorphic conditions. Rhodonite and pyroxmangite are MnSi03 polymorphs. These minerals are pyroxenoids and are macroscopically and microscopically very similar. For brevity, both are grouped together under the term "rhodonite". Most of the B.C. occurrences are hosted by late Paleozoic chert sequences and are lens shaped and concordant. The common association of rhodonite with iron formations, jasperoids, and/or volcanogenic sulphide deposits in southwestern B.C. permits the delineation of favorable horizons using magnetic or electro-magnetic geophysical methods. Geographic associations between manganese showings and sulphide deposits, and the hydrothermal chemical signature of the rhodonite occurrences from this area, suggest a genetic link between rhodonite and volcanogenic sulphide deposits. The typical rhodonite rocks consist of rhodonite, pyroxmangite, neotocite, black amorphous Mn-oxides, Mn-bearing garnet, ± epidote, ±chlorite, ±rhodochrosite, ± parakutnah-orite, ± Mn-bearing calcite, ± iron oxides and hydroxides. Garnet ± epidote forms yellow patches and layers within the rhodonite. Within some of the rhodonite occurrences, the garnet is altered to chlorite. Rhodonite-bearing rock is commonly cross cut by secondary manganese oxide veins, creating a characteristic web-like texture. In several localities, the contorted bedding planes are readily recognized. Mn-calcite and quartz also crosscut rhodonite. Rhodonite deposits hosted by high grade metamorphic rocks may contain pyroxmangite. Rhodonite is an important gemstone and ornamental stone in B.C., second only to nephrite in dollar value. B.C. nephrite and rhodonite have been used for the past 100 years in local jewelry and ornamental applications. More recently they have been used in table tops, and they have potential as upscale materials in tile-making. There may be a market for tiles made from lower grade materials that were previously extracted and stockpiled. The prices of nephrite, jadeitite, and rhodonite vary widely with quality, but gem and ornamental grade stones are relatively highly priced materials and they trade world-wide.

Demand for nonfuel minerals depends in large measure on economic activity, which rose in each quarter of 1985. However, despite 1.7 million new housing starts and a 7% increase in motor vehicle production, many domestic metal mining operations experienced continued difficulties as a result of import competition, greater use of newer engineered materials, emphasis on multi-unit housing, and downsizing of motor vehicles. Recognizing the continued difficulties of the domestic metal mining industry, many corporations made major efforts to retrench and rationalize - selling, closing, or spinning off less profitable operations, renegotiating labor contracts, and inviting increased participation by foreign firms. About 15% of US energy was imported in 1985. This included $52 billion worth of crude oil and refined products, adding significantly to the overall merchandise trade deficit of $149 billion. With the exception of a few large-bulk, low-value raw materials, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult US nonfuel minerals trade deficit totalled $17 billion. The US continued to rely on imports for many important strategic minerals in 1985 (see accompanying Table). Increased pressures for protection included major mineral products such as steel, ferroalloys, and copper. But President Reagan, in his Feb. 1986 "Economic Report to the Congress" stated: "Our international trade policy rests firmly on the foundation of free and open markets." He also stressed the need for fair trade and more open markets internationally. The National Critical Materials Council, created by law in the latter part of 1984, was activated in the latter part of 1985. Its first public hearing was held in January 1986. The Council is to review the nation's materials posture and advise the President on such matters. Compared with 1984, the value of US raw nonfuel mineral output rose 2%, to $24 billion. This supported the production of $244 billion worth of processed materials of mineral origin. Raw steel production - a major indicator of both material use and mineral production - fell 4% to 81 Mt (89 million st). Consequently, domestic iron ore production fell to 49 Mt (55 million st), about 97% pelletized. Iron ore imports fell 7% to 16 Mt (18 million st). Raw steelmaking capacity fell 4% to 117 Mt (129 million st). Pacts with 16 leading steel exporting nations have been negotiated in an effort to reduce import penetration of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 40% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production increased slightly to 49 kt (54,000 st). Mine shipments of tungsten, another mineral tied to steel production, also fell slightly to 1.1 kt (1200 st) of contained metal. Even the domestic aluminum smelting industry suffered reverses as high stocks and low prices reduced production 16% to 3.5 Mt (3.8 million st). Similarly, imports of bauxite fell 7% and alumina 10%. Production of magnesium metal fell 6% to 136 kt (150,000 st), while titanium metal production remained unchanged at 22 kt (24,000 st). Copper mine production was unchanged at 1.1 Mt (1.2 million st). Copper refinery production fell slightly to 1.1 Mt (1.2 million st). Lead mine production rose 24% to 400 kt (440,000 st). Zinc mine output was down 10%, to 225 kt (250,000 st). Refined lead production increased 28%, to 510 kt (560,000 st). Primary slab zinc production fell 5% to 240 kt (260,000 st).

INTRODUCTION The utilization of longwall mining technology in the United States has steadily increased since the first longwall plow system was installed in 1952. At the errs of FY 1992, some 76 coal mines were employing longwall mining systems for coal extraction, and approximately 78 shearer and 3 plow faces are operating nationwide at any given time. Although the number of operating longwalls has remained relatively constant over the last five years, longwall production levels have increased significantly during this period. During the same timeframe, the number of continuous miner sections has decreased by 13 pct., from approximately 1438 in FY 1988 to less than 1250 in FY 1992. According to Mine Safety and Health Administration (MSHA) data, the average production of longwall sections increased from approximately 2400 tons per shift (tps) in FY 1988 to more than 3100 tps FY 1992. In fact, the average production has more than tripled since 1978, when it was only 850 tps. Approximately 25 pct. of operating longwalls are capable of producing in excess of 4000 tps. Longwall production currently accounts for nearly 36 percent of U.S. underground coal production, compared to 4 pct. in 1978. These improvements are attributed to improved longwall equipment and increased availability, larger longwall panels and automation. While longwalls are highly productive and offer other advantages, operations employing this method of mining continue to experience dust compliance problems more frequently than other mining system. Although dust levels have remained relatively unchanged over the past five years, averaging 1.6 mg/m3 and 1.9 mg/m3 based on results of operator and inspector sampling, respectively, during FY 1992, approximately 25 pct. of the operating longwalls were in noncompliance during any given bimonthly sampling cycle. Although modest gains in longwall dust control technology have been made, these have been overshadowed by significant increases in production rates. As more coal is mined, more dust is generated (Figure 1). Therefore, the increase in longwall productivity has meant that far more dust is being produced which must be controlled. [ ] In view of the current compliance record, any efforts to further increase longwall output, as has been forecasted, must be accompanied by: (1) the reduction of dust levels at existing operations through the proper installation and maintenance of suitable engineering dust controls; and (2) the advancement of dust control technology for today's and future longwalls that will enable all face personnel o work in an environment that is free of excessive levels of respirable coal mine dust. MSHA'S RESPIRABLE DUST CONTROL PROGRAM Since 1972, federal regulations have required each coal mine operator to continuously maintain the average concentration of respirable dust in the mine atmosphere during each shift in the active workings at or below 2.0 mg/m3 through the application of environmental dust control methods. Introduction and Historical Background Although both sluices and devices using a simple flowing film are among the oldest known methods of concentration, they are still extensively employed in a variety of situations where they are not only efficient but also have a low operating cost. More particularly, they are valuable for making a bulk concentrate of high specific gravity minerals from alluvials and beach sand and in upgrading low value ores. The antiquity of some of the basic concepts can be seen in the fact that they are found in Agricola's De Re Metallica which was published at Basic in 1546, while in 1602, Carew114 gave a fairly clear account of tin ore dressing in Cornwall in which grass turves were used to catch the cassiterite. This is perhaps one of the forerun¬ners of the blanket strake. The planilla of Mexico, the lanchute of Malaysia and the old Cornish box huddle are also descended from these early strakes. In fact, a sluice with holes in the bottom for concentrate discharge was shown by Agricola, not unlike the principle used in the plane table and the lamflo sluice. The convex huddle for the treatment of sandy material appeared about 1848 and the concave form eight to ten years later. For the treatment of "slime" sizes, wooden dead frames which were manually worked were used in Cornwall for many years but gave way to the automatic water-operated type in 1860, and even a mechanically tilted frame was described by Henderson115 in 1857. Theoretical Considerations The behavior of solid particles in suspension depends to a great extent upon the pulp density and the size of the suspended particles. In a fairly dilute suspension, such as that normally used when dealing with small particle sizes, the behavior of particles in a flowing film results from two effects. These are the lateral displacement, which is determined by the time taken for each particle to penetrate the flowing film and reach the solid surface, and the resistance offered by each particle to further displacement after it has reached this surface. The initial penetration through the flowing film depends on the size and specific gravity of the particle and the thickness and viscosity of the film. As a result the smaller particles will migrate further before their movement is retarded relative to larger particles of the same specific gravity. The behavior on reaching the solid surface de¬pends on whether there is a single particle layer or, as is more often the case, a multiple layer or thin bed of material which is sufficiently dilated, permits the penetration of higher specific gravity grains. Thrust of Flowing Films. When a thin film of liquid flows over a plane solid surface, the layer next to the surface remains at rest but the velocity of the film increases with the distance from the surface and becomes a maximum near, but not quite at, the free surface. Therefore, a particle in suspension in such a film is acted upon by a greater force near the upper part of the film than at the lower part, resulting in an overturning effect. After a particle reaches the separating surface or an accumulated densely packed bed of other particles, the liquid flow causes it to move downstream by rolling, sliding, or by a movement involving alternating suspension and deposi¬tion (saltation). In rolling and sliding, which are brought about by a substantially noneddying stream, the large submerged particles are acted upon to the greatest extent and they move more rapidly than smaller ones, notwithstanding their greater mass. When two particles of the same size but of different specific gravity are considered, the higher density one moves more slowly by reason of its greater mass. As a result the particles tend to become arranged in the manner shown in Fig. 29. If any particle is so large as to stand above the water surface, the transporting force on such a particle, although the maximum available, will have less effect than that on a submerged one. Such large grains are therefore carried a lesser distance. Fluid Velocity in a Flowing Film It can be shown that if y is the distance within the flowing film from the interface, the fluid velocity v' at this point is given by IIn this equation p' is the fluid density, g the acceleration due to gravity, a the viscosity, a the angle made by the film to the horizontal, and 0 the film thickness (in cgs units). Furthermore, the volume Q of fluid per unit time and unit width is related to the film thickness and can be calculated, since which upon integration gives Consideration of the velocity v' (Eq. l) and the terminal falling velocity µ derived from Stokes law enables the horizontal travel dz in time dt to be calculated as follows: Again integration and substitution of Eq. 3 gives In this equation, z is the distance travelled before a particle of density p at the top of the fluid film has settled on the concentrating surface. From these expressions it can be seen that the depth of the flowing film varies as the cube root of the volume of fluid and inversely as the cube root of the sine of the plane surface inclination. Similarly the distance a particle can travel before reaching the surface is directly related to the quantity of fluid and its viscosity. The viscosity of pulp is greatly increased by the presence of near colloidal particles and consequently the penetration of the somewhat larger grains through the flowing film is retarded, resulting in them being carried further across the concentrator deck. Obviously this effect can be reduced by prior removal of some or all of the ultra¬fine particles. The detrimental effect of kaolin on the separation of fine ferrosilicon from quartz has also been demonstrated by Johnston,116 the relationship between viscosity and efficiency of separation being shown in Fig. 30. The pH value also has a very marked influence on the viscosity and the use of acid mine water, for example, can increase viscosity materially and thereby result in lower efficiency. Dilation of Multi-Particle Systems Except during washing (when a single particle layer may exist) concentration usually takes place in a bed of particles which is partially dilated or stirred by eddy currents. The extreme case is seen in various forms of the sluice where the flow of water and the presence of riffles combine to create a fluid bed in which reverse classification takes

INTRODUCTION The mine hoisting equipment that is selected and installed at a mine is for the lifetime of the mine and, therefore, it is extremely important that a proper choice be made. Several types of mine hoist designs, including double drum hoists, single drum hoists, friction hoists, and various special designs of these, are available to¬day. Each has advantages and disadvantages and they should only be used in suitable applications. Drive systems for mine hoists must be evaluated together with the mechanical systems for each hoist application. It does not make sense to properly select the hoist mechanical system and then choose a drive system that turns out to be a bottleneck. MINE HOIST TYPES There are two basic types of mine hoists available in the world today: the drum hoist, on which the hoist rope is actually stored during the hoisting cycle, and the friction (Koepe) hoist, which merely passes the rope over the wheel during the hoisting process. Drum Hoists Single Drum Hoist: A single drum hoist (shown diagrammatically in Fig. 1) can be used as a service or production hoist with the cage or skip in balance with a counterweight (Figs. 2 and 3). It can efficiently service one or more levels, since the location of the counterweight at any time is not important. As a pro¬duction hoist with skips in balance, the single drum hoist is best used for single level hoisting. All rope adjustments for proper spotting must be done manually for the single drum hoist. This has to be done periodi¬cally to compensate for rope stretch. A variation of the single drum hoist is the divided drum hoist. If multilayer winding is necessary, the single drum hoist must have a divider to allow a sep¬arate compartment for each rope. If a counterweight is used with a divided drum application, the counter¬ weight rope can be wound on a smaller diameter (Fig. 4). Consequently, it moves a lesser distance than the main conveyance and rope adjustment problems are re¬duced. Double Drum Hoist: A double drum hoist in oper¬ation is shown in Fig. 5. Double Drum Hoist With One Drum Clutched: As a service hoist with cage and counterweight, a double drum hoist with one drum clutched (Fig. 6) can serve several levels efficiently. The advantage of having the clutched drum is that it allows rapid adjustment of ropes due to initial stretch. Some users may prefer the single drum hoist with manual rope adjustment, while others consider the added expense of the second drum and clutch is justified to make rope adjustments quickly. The value of this feature for a particular application should be discussed with the hoist manufacturer. As a production hoist with skips in balance for a multi¬level operation, the clutch can be adjusted for efficient hoisting from any level. Double Drum Hoists with Both Drums Clutched: There are also double drum hoists that have both drums clutched (Fig. 7). The main advantage claimed for this type of hoist is that if something happens in one of the two compartments, the hoist can operate in the other compartment to raise and lower men and sup¬plies. This feature is particularly favorable if there is only one shaft entrance to the mine. Multiple Drum Hoist: The multiple drum hoist, a South African innovation, is a type of drum hoist about which everyone should be aware. Basically, it uses two hoist ropes per conveyance which at great depths per¬mits use of smaller ropes and smaller drums. There are none in use in the United States today. However, they should be considered in very deep mines. Friction (Koepe) Hoists This hoist (Fig. 8) was introduced to the mining world by Frederick Koepe in 1877. INTRODUCTION The Wyodak Mine is located in the northern Powder River Basin of Wyoming and is thought to be the oldest continuously operating coal mine in the United States, having recorded yearly production since 1923. The mine has expanded over its 80-plus-year history from an underground room and pillar operation to a modem surface snip mine. Currently, the mine feeds four on-site power plants using conveyors, has a filly automated truck load-out, and ships coal by rail to nearby Wyoming power plants. Annual production of 4.8 MTFT is accomplished on a single-shift basis with 53 fill-time production, maintenance and administrative personnel. In 1990 a decision was made to modernize the coal feed system to the power plant complex with modular conveying equipment. The project involved constructing coal storage silos, overland conveyors, feeder breakers and modular conveyors to follow the mining benches. Total project cost in excess of $25 million was used to construe or commission: A 2,150-TPH 48-inch overland conveyor with horizontal curve A 2,150-TPH 48-inch plant feed conveyor 13 shuttle conveyors, each 150 feet in length 2 front-end loaders equipped with large coal buckets 2 crawler-mounted feeder breakers with compatible discharge conveyor 1 high-lift shuttle conveyor with adjustable discharge height 1 high-angle conveyor 2 4,500-ton coal silos with automated truck load- out capabilities. Conceptually, the plan was to develop 33 MTONS of reserve adjacent to the plant complex and use front-end loaders to tram ROM coal to in-pit feeder breakers. The primary crushing would reduce coal to 6-inch minus and feed through a series of shuttle conveyors to an overland supply conveyor. The overland conveyor would feed the secondary crusher, and the crushed product would be moved to any of four storage silos using conveyors. The in-pit crushing and conveying system is a unique fit for the power plants and provided many interesting challenges for the coal mine to overcome. System integration, maintenance windows, equipment availability and the like had a major role in engineering the system to a power plant complex having no emergency coal stock- pile and limited plant storage. In crediting the designers and operators, the in-pit conveying system at the Wyodak Mine has delivered coal to the power generators since 1994 with little or no downtime. ENGINEERING CONSIDERATIONS Yearly production for the mine is based on 3.5 MTPY which requires about 1,550 TPH on an 8 hour, one-shift- per-day, 5-days-per-week basis. Considering efficiencies for starting and stopping, crew transport, loader trams, and operational delays, a nominal conveyor feed rate of 2,150 TPH or 72% system utilization was used in engineering design application. This ton-per-hour basis is used to size and commission the remaining components of the in-pit system. Coal quality requirements also played a role in equipment selection. The mine reserve grades vertically and coal from Upper and Lower benches needed to be mixed in any given proportion. This required equipment to be filly variable and capable of producing all or part of the 2,150-ton-per-hour requirement. Bisecting the 80-foot- high coal face for quality required construction of a high lift module capable of reaching a single overland conveyor 40 to 50 feet above the pit floor. Designers built a high-lift, adjustable and portable module specific for this application Having two bench systems capable of each producing the required feed for the power plants required computerized control processes to control on-line production. RSLinx, RSLogix, and RSView were chosen as the communication and control software, and a Data Highway Plus serves as the communication backbone. Each of the two in-pit benches are controlled with a data center equipped with Allen Bradley 5-40 processors. This

INTRODUCTION Alpha-emitting radon daughter products are a recognized health hazard contributing to the development of lung cancer in persons exposed to excessive concentrations over an extended period. The primary control technique used by the mining industry is dilution with fresh air. Because the uranium is deposited in porous sandstone in most U.S. mines, the control of this hazard with dilution requires excessive volumes of air. As the mines become larger and deeper, the cost for ventilation becomes a major expenditure for the mining industry Most mines are maintaining levels of radon daughters lower than required by law but to maintain these present levels the mining companies are going to be drilling more vent holes or using other control techniques as the mine expands. These control techniques are being investigated by the U.S. Bureau of Mines to determine their effectiveness, cost, and safety for underground use. [Instrumentation] The Bureau's early research used batch sampling of both radon and radon daughters for determining the concentrations. In both cases it was determined that batch sampling did not give a complete understanding of what was happening to the concentrations. Therefore, continuous monitoring systems were developed for both. A continuous flow-through radon monitor was developed by the Bureau (Franklin, et al.., 1976) using a modified Lucas flask mounted on a photo-multiplier-tube (PMT). The air was filtered twice prior to entering the flask to remove dust, diesel smoke, moisture, and radon daughters. The signal from the PMT was then inverted, shaped, and driven to a data acquisition system (DAS) which accumulated the signals. The DAS has two comparators for setting the scan time and interval, a 24-hour clock with Julian date, a printer, and a perforated paper tape punch. Sampling time is determined by the type of experiment being conducted. Our normal sampling time is one 10-minute scan every 15 minutes, but could be set as low as one scan every minute or as long as a 16-minute scan every 167 minutes. There are two models of the DAS. One is a 10-channel system and the other a 30-channel system. On a 10channel system normally 6 channels are used for radon and radon daughters and the other four channels are used for temperature, absolute pressure, air velocity, and relative humidity as described by McVey (1977). Figure 1 shows a scan of five channels monitoring the radon concentration from intake to exhaust in a stope for a non-work day. If the radon concentration stayed this constant during work days, then continuous monitoring would not be necessary. [ ] Droullard (1977) developed a continuous alpha-beta monitor. This monitor has been modified so that it can be used with the DAS previously mentioned. Control Techniques The U.S. Bureau of Mines has conducted research in controlling airborne radon/radon daughter for 10 years. Major efforts have been conducted in sealing the rock to prevent the release of radon, bulkheading to seal nonproductive areas, backfilling with classified mill tailings, and positive pressure ventilation. Also, tests have been conducted to determine the mining cycles contribution to the radon problem. Surveys One stope with two intakes and one exhaust was continuously monitored to determine the effects of blasting, mucking, and drilling on the airborne radon concentrations (Franklin, et al., 1976). Two other detectors were located inside the stope which were close to the mining activity. In this stope no appreciable change in radon was observed during drilling holes for blasting and roofbolts. This study showed increases up to 40 percent in radon for slushing in the exhaust drift. The radon remained high and very eratic during slushing, as can

Invented by Pierre Boutin in the early 1960s the column was a complete break from the conventional flotation cell. 1. When used as a rougher-scavenger, the column is excellent. 2. When used as a cleaner, the results can be spectacular. The very first column tests were carried out using it as a rougher-scavenger in a reverse float where silica was floated from iron. It produced a concentrate underflow as good or better than that produced from roughing and scavenging stages in cells, The froth tailing overflow was better than that produced by several stages of cell cleaning. Column scaleup progressed rapidly from the two inch diameter unit to a semi automated 12 inch diameter column on material from the Iron Ore Company of Canada. A change in operating philosophy within IOCC brought all flotation development, column or conventional, to a halt. At that time, IOCC had an exclusive right to the use of the column in Canada in the field of iron ore. We moved into the field of sulphides. A Canadian copper producer sent ore for testing and the results led to their purchase of the first commercial size of column - a 36 inch diameter machine. It was a mechanical disaster. It took several years to raise sufficient funds to return to that mill with our basic 18 inch square unit. It was to be tested and modified in order to learn how to properly design a large column. Originally used as a rougher- scavenger, it had to produce tails equal to the final tailings from this well run plant. It did, and did so while producing a rougher-scavenger concentrate almost equal to the plant final concentrate. It was finally used as a cleaner and produced concentrate 5% higher in copper than the plant final concentrate with equal cleaner tails. This phase of the column development was carried out under very difficult circumstances. The mill superintendent had realized that if he took the froth removal system from our original mechanical disaster and applied it to a conditioner while injecting air, he would have a flotation cell. He had personally applied for patents on this Maxwell Cell. Our development work was done in his mill and as our results became better and better, our difficulties became worse and worse. We finally had to terminate this work. The 18 inch column installed at Mines Gaspé 14 years later was identical to the one removed from Opemiska. The 18 inch column was tried on various ores over the following years and always produced excellent results. However, it was not really a production size unit. We had always aimed for the 72 inch column (72" x 72" x 44' 9"). Prior to this huge machine, we needed the intermediate 36 inch column. The failure of the original 36 inch diameter unit at Opemiska had raised the possibility of short circuiting inside the column as the cross section increased. The first 36 inch square unit was tested in parallel with the proven 18 inch column. If the underflow of the 36 incher was not as good as that of the 18 incher, short circuiting was a possibility in the larger unit. It had been designed for insertion of drop in partitions, four feed points had been provided and the 36 inch column would have become a modular unit of four 18 inch columns. Testing showed the underflows of both columns to be identical. There was no short circuiting in the 36 inch column. Once we had the 36 incher, we had no fear of the 72 inch column. It is permanently partitioned into four 36 inch columns but uses only one set of instrumentation. All the component parts of the 72 inch column come from the 36 inch unit. In spite of our results, the mining community did not believe the column could work. Finally, in 1980, Mines Gasp6 ordered an 18 and 36 inch column for their byproduct molybdenum

Pea Ridge Iron Ore Co., previously Meramec Mining Co., a joint venture by Bethlehem Steel Corp. and St. Joe Minerals Corp., mines and pelletizes iron ore at the Pea Ridge mine. The Pea Ridge property, now wholly owned by St. Joe, is located near Sullivan, MO, about 112 km (70 miles) southwest of St. Louis. The ore body was delineated in the mid-1950s by St. Joe during a lead exploration program. The first test holes drilled on the Pea Ridge magnetic anomaly revealed the presence of a large magnetite deposit; further drill¬ing in 1956 and 1957 confirmed that the ore body was minable. Meramec Mining Co. was incorporated in 1957 and shaft sinking began late in the year. Pro¬duction commenced in April 1964. The ore body is overlain by about 396 m (1300 ft) of flat-bedded sediments. It is tabular, about 792 m (2600 ft) long, and up to 182 m (600 ft) thick. It dips about 1.39 rad (80°) and is of unknown depth. The ore is mainly high grade magnetite with small zones of specular hematite. The wall rock is a Precambrian rhyolite porphyry. The mine was initially started with five major levels on 45-m (150-ft) intervals. Crosscuts were driven across the ore body on 58-m (190-ft) centers. Banks of stopes were mined between the crosscuts by a modi¬fied shrinkage stoping method (Fig. 1). This was done by undercutting a 12 m (40 ft) wide by 45-m (150-ft) long block and blasting horizontal "lifts" drilled on 1.5-m (5-ft) intervals. A 20-m (65-ft) sill was left between levels which contained the slushing drift, fin¬gers, crown pillar, and adequate thickness for support. By 1971 a "lattice" of pillars had been left and mining had progressed to the point that an orderly pillar re¬covery program was necessary (Fig. 2). INITIAL PILLAR RECOVERY PROGRAM The program was started in the upper western por¬tion of the ore body, furthest from the shafts. Due to the fact that the ore body narrows in the western extremity, the stope orientation was changed to mini¬mize required development. This left pillars 18 to 24 m (60 to 80 ft) wide and up to 79 m (260 ft) in length. The area selected for the start of the program had been developed between the uppermost level at 419 m (1375 ft) below surface and the 510-m (1675-ft) level. Due to the 91-m (300-ft) difference in depth, sublevels were driven on 15-m (50-ft) intervals and the ore was taken by rather classical sublevel stoping methods (Fig. 3). This left a structure with accesses compatible with drilling with 114-mm (41/2-in.) bore drifters mounted on columns. Most holes were drilled 63.5 mm (21h in.) diam and reamed to 100 or 127 mm (4 or 5 in.). Practical depth capability was about 21 m (70 ft) for holes above horizontal and 13 to 15 m (45 to 50 ft) for holes below horizontal. The interdependence of these long pillars necessitated that several of them be blasted simultaneously, making large blasts the only practical approach. Due to the required length of such loading cam¬paigns, it was necessary to select an explosive which could stand in the hole in an underground mine for a 4 to 6 week period. After some consideration a pump¬ able water gel was selected for both uphole and down¬hole loading. This afforded a high velocity, high density explosive which could be handled in large quantities. Loading the downholes was a fairly straightforward process. The holes were lined with an 8 mil polybutylene plastic sleeve and water gel was pumped into them with a double diaphragm pump mounted on the bottom of a stainless steel tub with a 81-kg (180-1b) capacity. Introduction Millions of tons of coal are shipped by rail each year in the US. Loading those trains efficiently is a topic being studied by coal producers and railroads. Alternatives range from volumetric loadouts to systems that weigh the product, using either belt conveyor scales, track scales, or weighbins. Each system has its proper application and each has pros and cons, depending on the volume, nature, and layout of the specific loading facility. In recent years, a batch weighing system has been developed that offers significant benefits to higher volume operations shipping by a unit train. The Unitrain Loadout System (ULS) features a precision electronic batch weighing system married to a mechanical loadout system by a microprocessor-based digital control system. A batch weighing loadout could be designed using analog electronics or even a mechanical weighbin. But it is the adaption and use of a microprocessor that provides the primary benefits of a unit train loading facility. Those benefits are accurate weight determination, optimum car use, overload prevention, speed in loading, optimum labor use, and documentation of the loading process. Unitrain History The first ULS was erected for iron ore applications in Canada during the 1960s. The first domestic system on coal was installed at Pittsburg and Midway Coal Co.'s McKinley mine at Gallup, NM, in 1978. At present, there are more than 20 Unitrain Loadout Systems in operation worldwide. They are loading minerals, concentrates, and coal. Eleven systems are presently in service or under construction in the US. In the last several years, a number of comparable systems have also been installed. As a result, the concept has been well proven and is now commercially available from several sources. Unitrain Operation The basic operation of a ULS involves loading a unit train with individually weighed batches of coal while it moves slowly under a loadout tower. Typical coal systems are designed to load at rates of 2.7 to 6.3 kt/h (3000 to 7000 stph). The contents of each car can be accurately weighed. This meets the requirements of the National Bureau of Standards Handbook No. 44 for static weighing. Also, cars can be loaded within very close tolerances. This optimizes railcar usage and prevents overloads. Principal components of the loadout system are the main feed conveyor, the surge bin, surge bin gates, weighbin, weighbin gate, flood loading chute, control room, calibration weights, and hydraulic and electrical systems (Fig. 1). Main feed conveyor: Coal is delivered from a storage area by the main feed conveyor. The conveyor fills the surge bin. It should be capable of conveying coal at the same rate at which it is being loaded. Usually the feed conveyor is equipped with a conveyor scale that can display rate in the control room and control feed to the belt. The surge bin will typically store 227 to 272 t (250 to 300 st) of coal. If the loadout is installed in an over-the-track silo, there is no need for a surge bin. Four double-bladed, hydraulically actuated gates are incorporated into the bottom of the surge bin. These gates open to fill the weighbin. Automatic pre-act points are selected by the control system. They shut these gates as the desired weight is approached. The final amount of coal is added by a single gate that closes. This results in a weighed batch of coal within ± 0.5% of the selected optimum load per railcar. Thus, if loading 91-t (100-st) capacity cars, the system is set to batch up 90.2 t (99.5 st) batches. Until about three years ago, Asarco's copper business consisted predomi¬nantly of custom smelting of ores and concentrates produced by other mining companies. Since then, the company has been transforming itself into a fully integrated producer in copper mining, smelting, and refining. In doing this, Asarco has lowered its costs and restructured its operations and finances. Now, Asarco hopes to complete this process by spending $260 million over the next three years, to expand and modernize its copper facilities and boost production by some 40%. The capital spending program includes: • $130 million at the Ray mine about 113 km (70 miles) north of Tucson, AZ, to expand mining capacity and install an in-pit ore crusher, mill, and concentrator; • $100 million, to expand the mining capacity at the Mission Complex located south of Tucson, AZ, and refurbish the adjacent, idle Pima mill and concentrator. (Asarco had earlier exercised an option to purchase the Pima mill for about $6 million); and • $30 million, to modernize the copper smelter in El Paso, TX, with a new flash smelting process. The new program is in addition to a recently completed first-phase expansion of the Mission mine, mill, and concentrator. This $13 million debottlenecking of existing operations in¬creased production capacity by 46% or 24.5 kt/a (27,000 stpy), to 79 kt/a (87,000 stpy) of copper in concentrates. In addition, a previously an¬nounced $12 million expansion program at the Ray mine is scheduled for completion in early 1990. It will expand mill capacity, to offset the anticipated effects of increasing ore hardness as the pit deepens. Ray produces 68 kt/a (75,000 stpy) of copper in concen¬trates and an additional 36 kt/a (40,000 stpy) of electrowon copper. By 1992, when Asarco's expanded and modernized copper facilities are operating at capacity, the company's mine output will have increased by 67 kt/a (74,000 stpy), to 263 kt/a (290,000 stpy) of contained copper. That will be enough to provide all of the feed required for Asarco's two copper smelters - by then, both of them modern, state-of-the-art facilities. Asarco's expansion and modernization program will further reduce costs and provide added assurance that the company's copper business will be profitable at the bottom of the cycle, according to Chairman Richard de J. Osborne The Ray mine portion of the new program will include construction at the mine of a new mill and concentrator, with a capacity of 18 kt/d (20,000 stpd) of ore. These new semiautogenous grinding mills and large capacity flotation cells will augment the present 27.2 kt/d (30,000 stpd) concentrator located 29 km (18 miles) away, in Hayden, AZ. A 29 km (18 mile) pipeline will be built to carry tailings in slurry form from the new Ray mill to the present tailings pond. Concentrates from the new facility will be shipped by rail to Asarco's Hayden copper smelter. Ray's present 27.2 kt/d (30,000 stpd) crusher, adjacent to the open-pit, will be replaced by a 54.4 kt/d (60,000 stpd), portable in-pit crusher and conveying system. This will reduce the more expensive ore haulage by truck. The Ray project is scheduled for completion by 1992. It will increase the mine's annual output of copper in concentrates by an additional 33.5 kt/a (37,000 st), to 102 kt (112,000 st). And the project could mean an additional 400 jobs at the 730 employee Ray operation. Work at the Mission Complex involves reactivation of the Pima mill and concentrator and expansion of mine output sufficient to provide ore to both the Pima mill and the present Mission mill. In 1985, Asarco purchased the Pima mine, which occupies one end of the Mission pit. The work at Mission will increase its annual capacity by 33.5 kt (37,000 st), to 112 kt/a (124,000 st) of contained

INTRODUCTION Application Measurement of rock deformation is essential to stability and behavioral monitoring of underground openings. The difficulties of obtaining adequate sample distribution, density, and orientation can frequently be overcome by the use of single and multiple position borehole extensometers. In its simplest form, a borehole extensometer consists of an instrument head, usually anchored in the collar of a borehole, and a number of in-hole anchors, each of which is fixed in place at a known distance from the collar. As rock adjacent to the borehole deforms, the component parallel to the borehole direction causes a distance change between adjacent in-hole anchors, as well as a distance change between individual anchors and the instrument head. These changes are measured by means of a mechanical link (usually wire or rod) extending to the instrument head from each anchor. The resulting data can be used to compute the distribution, magnitude, rate, and acceleration of deformation in the material intersected by the extensometer's borehole. Wire Vs. Rod Extensometers Since the early 1960s myriad varieties of borehole extensometers have become available through the combination of various special features of two basic instruments, the wire and rod versions of borehole extensometers. Recent publications have recommended shallow depth limitations for wire extensometers, and favor rod extensometers for a broad range of borehole inclinations and depths. There are three main reasons for using a deep wire system: its cost effectiveness; the fact that tremendous depth means tremendous rod weight which will cause the rod to buckle or rub against the borehole or casing wall; and users' attitude and proper understanding of how to install and apply a wire-type extensometer. Here experience plays a big role. Over the years, many have learned the hard way that untensioned rod extensometers are simple and inherently inexpensive, but limited to vertical up holes where sensitivity is not influenced by friction between the rod elements and the borehole wall or protective conduit, the inertia of the rod elements, or the direction of the movement to be measured. In deep, horizontal, or inclined holes, and in instances where compressive as well as tensile strains or displacements are anticipated, tensioned rod or wire systems are preferred. System Components Borehole extensometers are made up of at least the following five principal components: the instrument head; the collar anchor assembly; the downhole system of anchors and rods or wires; the signal cable if the head is equipped for electronic readout; and the readout apparatus, whether mechanical or electronic. These components are shown in Fig. 1. Borehole Requirements Most extensometers are designed for installation in nominal 75 to 57-mm (3.0 to 2.25-in.) diam drill holes. Either a diamond drill or a percussion drill hole is satisfactory, provided the variation in drill-hole diameter is within the tolerance of the standard anchor design. The basic system may be modified for other hole diameters by changing the dimensions of the collar anchor and downhole anchor assemblies. Some instrument heads and collar anchor assemblies require enlarged borehole collars, though usually not over 150 mm (6 in.) for a depth of 1 m (3 ft). It is desirable, although not essential, that holes be free-draining. Holes must be clean and free of debris before installation. Depth/Orientation of Extensometer Boreholes Extensometers are designed to measure axial strain components in the instrumented drill hole. As the drill hole is axially deformed, the distances between individual downhole anchors and the instrument head change, as do the distances between adjacent anchors. The distance changes measured by a multiple position borehole extensometer, for example, are reduced to functions of time, hole depth, anchor position, or other parameters of significance in terms of the structure under investigation.
