Introduction From the days of the Spanish in the eighteenth century, Colorado's San Juan mining district has attracted miners and public interest. The Spanish left behind names - San Juans, La Plata, Animas, legends of lost mines, and the remains of a few scattered mining operations. They came, but did not stay. Again in 1860-61, as a spinoff of the Pike's Peak gold rush, prospectors climbed the mountains and descended into the canyons searching for gold. They found some, not enough to convince them to remain and confront the isolation, often hostile environment and the Utes, who rightfully felt this to be their home. Not until the 1870s did miners come to stay. In their wake little camps grew in the high valleys and squeezed into narrow canyons. Nowhere else in Colorado were there more rugged mountains, a higher average elevation, nor a climate that one old Swede said was "three months of mighty late fall and nine months of winter." The San Juans proved eventually to be a mineral treasure chest. At the moment, however, the prospectors sought gold. Then they discovered silver deposits and the first rush was on. It got started just in time to be completely overcome by the Leadville excitement. At Leadville, investors almost fell over themselves to buy claims and stock in the hopes of becoming another millionaire like Leadville's own Horace Tabor. The San Juaners could only look from the sidelines and speculate how it might have been had fate been kinder. Fate was seldom kind, as these pioneers quickly discovered. From the mid-1870s on, the San Juaners wrestled with some major problems. And the fate of their district rode in the balance. The problems they faced were similar to those of other Colorado districts, compounded by their geographic isolation. Every mining district needed the best transportation system available, experienced investors combined with sound investment, and mineral reserves to develop. The San Juans offered the last in abundance. It was hoped the first two would appear. Railroads - much needed transportation link Nothing was more desired than railroad connections, the penultimate nineteenth century form of transportation. Colorado's own, the Denver & Rio Grande, resolved the issue with its mountain-hugging narrow gauge. As early as the mid-1870s, the D&RG dreamed of tapping this potentially lucrative market in southwestern Colorado. A national economic depression and then the Leadville silver excitement prevented immediate construction. Not until 1879-80 did survey crews start work.

The past year has been difficult for Canada's primary industries. The mining, oil and forestry industries have been hit by low prices and a reduced demand for natural resources. Foreign competition, militant environmentalists, the breakdown of the Asian and European economies and Canada's shrinking dollar have all put additional pressures on the commodity purchaser to buy smarter. It is easy to appreciate why operations and maintenance supervisors want the best performing product. It makes good sense. The challenge is to source that quality product while staying within the budget. The bottom line (price), however, often becomes the control- ling factor, usually at the expense of quality and performance. This is short-term thinking, often with expensive consequences.

INTRODUCTION In February 1981, the Canadian Institute for Radiation Safety (CAIRS) initiated a routine Personal Alpha Dosimetry service for personnel of the Canadian uranium mining industry. This service is based on the use of the [Personal Alpha Dosimeter] developed by the French Atomic Energy Commission (CEA). The origins of personal alpha dosimetry and its rational are briefly described. Technical and organizational aspects of a routine personal alpha dosimetry service are outlined in this paper. HISTORICAL BACKGROUND International recommendations (1) and Canadian regulations have established Maximum Permissible Exposures (MPE) for each source of radiation exposure. Uranium workers in mines and mills are exposed to external radiation ( [y] rays) and to internal radiations ( [B] and [a] particles) which are delivered to the respiratory track by airborne alpha emitters (Rn and Th daughters and Long Lived Dust). To date, dosimetry for uranium workers has been performed by area monitoring/collective dosimetry. In North America the concentration of radon daughters is routinely measured by grab samples taken at the work place and by on-site gross alpha counting. The concentration of potential alpha energy is then calculated (usually by Kusnetz method) and expressed in Working Levels (WL). The time spent by each worker at a given work place is determined from his time sheets and used to calculate the individual monthly exposures to airborne alpha emitters, which is then expressed in Working Level Months (WLM). The uncertainties attached to such a procedure are obvious even in the case of frequent grab samplings and can be expected to lead to an underestimation of individual doses. Among fifteen possible sources identified in a mine situation, (2) four may stretch the standard deviation of the measurements' distribution, nine may lead to an underestimation and two may lead to either an underestimation or to an overestimation. To improve this situation, in 1971 the Atomic Energy Commission began studying the use of personal alpha dosimeters to determine individual exposures from the airborne alpha emitters encountered in the uranium industry environments. Criteria for a Personal Alpha Dosimeter In order to minimize the difficulties encountered in determining exposures received by uranium workers, the CEA in co-operation with the Atomic Energy Control Board of Canada (AECB), has developed a set of criteria for personal alpha dosimeters. Exposures may be determined easily and accurately using this criteria. Autonomy The dosimeter must operate for at least 10 to 12 hours. Excess time spent in the mine or in the facility may possibly be related to an accidental situation causing unusual levels of radioactivity. Since the dosimeter may be needed in non-underground settings where a cap lamp is not used, full autonomy is desirable. Maintenance, Periodicity of Reading In order to complement other dosimetry systems, the personal alpha dosimeter should be read monthly when the filter should also be changed. Routine air flow checks can be made according to local conditions (e.g. diesel loading). Radioisotopes Identification Since the exposure unit (WLM) is based on the concentration of potential alpha energy in the air, the personal alpha dosimeter should be capable of identifying each short lived alpha emitter included in the calculation of the WI, and WLM. Permanent Exposure Record Three points may be considered here: 1. In many countries, lung cancer in uranium workers is a compensable occupational disease. In some instances, compensation is awarded when it can be proven that the worker has received an exposure above a certain limit. The present uncertainty of the individual exposure makes the compensation procedure difficult. 2. By design, a personal alpha dosimeter must representatively sample all airborne particles, ranging in size from the unattached fraction to the upper limit of respirable aerosols (0.001 to 5 µm). The dosimeter must offer minimal resistance to the penetration of these aerosols. While the mining/ milling environment presents harsh conditions which may accidentally contaminate the dosimeter, it is important to be able to distinguish these cases of contamination and still obtain accurate readings. 3. A dependable dose register is most valuable for further epidimiological studies. The dependability of such a data base increases with the possibility of a second assessment of the dosimeters' reading (filter, film).

The world-famous beryllium deposits at Spor Mountain, northwest of Delta, Utah, are the principal resource of beryllium in the United States. Beryllium metal, beryllium-metal alloys, and beryllium oxide ceramics have a long history of specialty applications. Beryllium is used in X-ray windows, nuclear reactors: and a wide variety of industrial and electronic products. The Spor Mountain deposits are located on the western rim of the Thomas caldera, one of at least three volcanic depressions that subsided during voluminous eruption of rhyolitic ash-flow tuff in early Oligocene time. Beginning in early Miocene time, the caldera rim and its volcanic fill were cut extensively by basin-and-range faults. Basin-and-range faulting was accompanied by local eruption of high-silica rhyolite. High-silica topaz rhyolites at Spor Mountain (21 Ma) and Topaz Mountain (6 to 7 Ma) are especially rich in fluorine and lithophile trace elements such as beryllium. Topaz rhyolite of the Miocene Spor Mountain Formation, or its magma was the source of the Spor Mountain beryllium deposits. At Spor Mountain, deposits of beryllium, as submicroscopic bertrandite, Be4Si207(OH)2, occur in rhyolite tuff beneath flows and domes of topaz rhyolite. The beryllium deposits also contain minor disseminated fluorite, lithium, uranium, and anomalous traces of other lithophile elements. The host tuff, originally composed of glass, zeolite, and abundant clasts of carbonate rock, has been altered to clay and potassium feldspar. Fluorite, quartz, and opal replaced carbonate clasts in the tuff. Beryllium was deposited with fluorite in altered clasts and in the matrix of altered tuff. Fluorspar and uranium deposits are spatially and genetically associated with the beryllium deposits at Spor Mountain. Fluorspar deposits at Spor Mountain occur mostly in breccia pipes. Some fluorspar pipes contain uranium, thought to be dispersed in the structure of fluorite. Secondary uranium minerals are dispersed throughout the tuff that hosts beryllium deposits and comprise lenses of ore-grade uranium at the Yellow Chief mine.

The need to feed an established talc mill from a crude are source located closer to the mill prompted the drilling in 1986 of a previously mapped talc-carbonate deposit. This talc-bearing rock had never been considered as a potential source of crude talc are because of the high carbonate content and other deleterious minerals that were observed in outcrops. Selective mining, in-pit grade control and creative processing has allowed this deposit to be developed into an orebody. By definition, an orebody has to be a source of positive cash flow. With industrial minerals, this is determined as much by market acceptance as by are tenor.

The work described in this paper is sponsored by the Bureau of Mines for the purpose of accelerating the drilling of roof bolt holes and reducing the quantity of materials needed to fill each hole. A high-speed small-hole drill has been fabricated and tested in the laboratory. High priority has been given to safety, reliability, and compatibility with underground coal mining practice. The combination of drag bits and erosion jets is designed for high penetration rate, long wear life, and uniform hole size in a variety of sedimentary strata. A reliable high-pressure high-speed swivel feeds water to the bit at about 4 1/min (1 gpm). The duplex hydraulic intensifier which drives the jets has a 40 kw capacity (30hhp) Results of recent full-scale laboratory testing are presented.

A prototype remote placer drill (RPD) has been designed and successfully tested in the offshore gold district of Nome, AK. The RPD system is unique in its design and in the cooperative support that was provided during its development by industry, academia and government. The RPD was conceived as a low-cost, rapid drill sampling system for the reconnaissance of marine precious metal placer deposits. The drill functions as a counter- f lush system. It incorporates a dual wall casing and a rotating percussion bit driven by way of a drill rod through the central eductor casing by a heavy duty pneumatic rock drill. The cost of drill sampling in the exploration of marine precious metal placers has traditionally been high due to the technical difficulties imposed by the environment and the remoteness of the sampling target. The objective was to reduce capital and operating costs of a drilling program through the development of a portable system incorporating drill compoments having a high power-weight ratio that could be deployed from work vessels of opportunity. A principal design requirement was to operate the system remotely from the sea floor with only flexible connections to the surface. This includes cable for deployment and retrieval and hoses for air supply and sample recovery, thus making the drill system semi-independent of the vessel's sea-induced motion. The prototype RPD underwent full operational test off Nome, AK in late summer 1988. It was deployed from the landing door of a modified LCT vessel, and rigged for a single pass of 5 m (16.5 ft). More than 50 holes were drilled in a wide variety of bottom materials typical of the off shore Nome submerged beach placers. The prototype RPD proved to be an overall success, recovering representative samples throughout the section in all but the heavy boulder ground. Compared with a conventional drill system on board that was assigned to a production drilling system, the RPD was capable of reliably sampling moderate ground less than 6 m (20 ft) in thickness, using a smaller crew and operating in higher sea conditions.

INTRODUCTION Nonfuel mineral markets have always tended to be volatile due to the cyclical nature of demand and the difficulty of fine-tuning capacity and output levels. Experiences over the past two decades, however, have been especially perverse. This short volume attempts to provide insights into this era and some guidance for the future. The papers are linked together by their focus on issues of productive capacity. At the same time, they provide a useful description, explanation and evaluation of the industry's evolution and its implications for the near-term. The regnant pessimism of the 1980s was very much alive during the early months of 1987 when the theme of this symposium was formalized. Indices of real metal prices had only inched-up from all-time lows in 1986. The hemorrhage of corporate red-ink was still a powerful memory. Frustration with the apparent inability of closures and reduced capacity utilization to re-establish market balance was strong. To the more pessimistic, the industry appeared destined to a quarter century of persistent excess capacity and nonremunerative prices. The conditions to support this pessimism were readily apparent. Economic literature tells us that surplus capacity is a complex, usually unexpected and often long-lived phenomenon caused by the interaction of at least three factors. The first is a rising capital-intensity of production. The second is the presence of aggressive new entrants whose capacity additions are typically (1) trade- dedicated because local market absorption is low; (2) cost-competitive for natural or policy-support reasons; (3) heavily burdened by debt-repayment obligations; and (4) viewed as important sources of employment, regional development and foreign exchange. The third, and often decisive, factor is an unanticipated decline or stagnation in demand growth for the sector's output. The first two factors combine to increase competitive pressures and to raise the actual or perceived cost of idle capacity. Market rigidity reduces responsiveness to price signals and distorts the burden of adjustment. Demand atrophy exacerbates these pressures especially on unprotected producers in the higher quadrants of the global supply function. In the mid-1980s, evidence of the existence of all these factors were easy to cite. Culprits were often identified. Claims for protection, global sharing of adjustment burdens, and imposition of disincentives to new capacity regardless of inherent economic status were co-dominant themes with the buzz-words of "competitiveness" and "level playing fields." This, notwithstanding the suggestions of the same economic literature that excess capacity persists longest when interventionist remedies permit it to continue. Today, only eighteen months later, the mood is decidedly more buoyant and most analysts are cautiously optimistic about the next few years. Many informed analysts have concluded that the excess capacity of the recent past has disappeared. For the present, the marketplace seems to have restored a balance between supply and demand. That the adjustment took five or six years longer than anticipated attests to the dramatic structural changes which have characterized the industry. The implications of these changes for the future are unclear. Were the macroeconomic shocks, coupled with industry transitions, so extraordinary in magnitude and timing that experiences were unique? If so, the next years may hold more stable and cautious times for the industry. Alternatively, is the inherently volatile metals industry facing a future of cycles equally perverse in terms of amplitude and duration due to economic uncertainities and inflexible industry response capabilities?

Laboratory testing for flotation circuit design is carried out on a routine basis in a large number of lab- oratories throughout the world. Usually a sample of ore, assumed to be characteristic of the material to be processed in a future plant, having a mass of the order of a few kilograms, is ground in a batch ball or rod mill, in the presence of water and some re- agents (for pH control, etc. .. ); after dilution to the adequate solid concentration, the resulting slurry is transferred into a laboratory batch flotation machine, having a volume which can vary from 0.5 to 8 10 -3m3. Various types of machines are in common use, manufactured by the same companies that market industrial size flotation machines. The operation of flotation in the laboratory is carried out by an experienced technician, who uses parameters such as impeller rotation speed, air flowrate addition, froth height, froth removal rate, in conjonction with reagent addition sequence, to "test" the ore. After flotation, the froth products ("concentrates"), and the solids remaining in the cell are filtered, dried, and analyzed for the various elements of interest. For flotation circuit design, a kinetic test is usually carried out, in which the froth products obtained at various times are collected to assess the time response of the ore in the laboratory machine with the combination of reagents used. Although this description is rather sketchy, it enables to outline some of the major difficulties in using laboratory data for flotation circuit design: 1. ore sample representatively 2. feed preparation procedure (laboratory compared to industrial scale) 3. laboratory procedures (type of ma- chine, type of operation, experimental errors. . . ) 4. flotation machine scale-up 5. flotation kinetic scale-up 6. flotation circuit design using laboratory data These various points will be discussed in the present paper, in order to stress the problem areas as well as possible solutions. ORE SAMPLE REPRESENTATIVITY It has been stated many times that one of the major problem in designing a flotation circuit is the representatively of the sample to be taken. In the non-operational ?Górka? quarry, there are situated both a waste disposal site of an area of 6.7 ha, containing approximately 1 million ton wastes from high aluminium content materials (incl. about 400000 t of wastes from aluminum hydroxide production), and a pond of an area of roughly 3 ha, up to 15 m deep, with about 400000 m3 of polluted water and infiltrates from the disposal site mentioned. The basic problem related to the effluents in the Górka pond is both their high alkalinity (pH 12-13.4) and a variable analysis of pollutants whose level increases appreciably with the pond?s depth. The solution offered provides, first of all, remedial pumping and a treatment of effluents retained in the Górka reservoir. Effluents would be treated in a reverse osmosis plant according to a process verified so far on a quarter-commercial scale. The treatment process by-product, a brine solution (containing about 25% NaCl) whose amount may reach up to 100000 m3 might be supplied to the Debiensko Mine, which produces technological salt from salt-bearing mine waters. In parallel, an intake of underflows of infiltrates would be provided (previous geochemical identification) in order to take them away from the high aluminum site (by means of deep wells, and possibly girdling ditches). Such effluents would be subject to treatment. The successive stage is the utilization of approx. 50000 m3 of bottom slurry, left in the emptied reservoir, in the production of self-solidifying mixtures, which would be then used for sealing the bottom and the banks of the Górka reservoir. The empty and sealed reservoir would be filled up with a volume of approx. 600000 t of ashes, coming from coal burning in the thermal-electric power station. For the last stage, instead, is scheduled the rehabilitation of the entire waste disposal site in the Górka quarry. The site will be drained, covered with a leveling, sealing and rehabilitating layer, which will allow to introduce plants on the rehabilitated waste site. Coals capable of emitting 2 lbs SO2/106 Btu heat input must be defined as high sulfur coals. This is because electric utility plants built after 1971 may not emit more than 1.2 lbs SO2, and those built before 1971, and regulated under the State Implementation Plans (SIP), may exceed the 2 lbs S0 limit only under closely defined restrictions concerning ambient air quality and prevention of air quality deterioration. Coals produced in Kentucky, Illinois, West Virginia, Ohio, Pennsylvania, and Indiana account for 77% of SO2 pollution potential and are, therefore, the subject of this investigation. These coals have suffered market share losses in the 10 years from 1974 through 1984. This is due to their sulfur content as well as their lack of price competitiveness with low sulfur western and imported coals. Kentucky and West Virginia have been able to increase their compliance quality coal production substantially, but other states have largely been unable to do so because of nonavailability of low sulfur coal deposits. Assuming that the current relative productivity and cost competitiveness of coal producing states will not change significantly by 1994, this paper makes two projections of coal production in the selected states. In scenario I, the current clean air regulations are assumed to apply until 1994, and coal production in the selected states is projected to in¬crease by about 6% in 1994 compared to 1984. In scenario II, it is assumed that acid rain legislation will be implemented, which will adversely affect the markets for high sulfur coals. Coal production in the selected states under this scenario is projected to decline about 10% between 1984 and 1994, jeopardizing up to 13,000 mining jobs. The author concludes that better coal quality and greater cost competitiveness are both essential to stem the market losses and to regain strength.

I have been following the discussions on coal degradation started by the article "Degradation process in coal slurry pipe-lines," by M.G. Ayat and B.C. Scott. I agree with Mr. Dasher's comments in January that the title of the article was perhaps misleading as the information appeared to pertain more to processing the coal than to transportation. Specifically, the authors' conclude that the cyclone had an important impact on the degradation. Dr. Ferri's comments on degradation in other physical processes was very correct, handling of coal in a turbulent manner has an impact on the size distribution of the coal. This is one reason that when I design a coal system (mine to rail car) I try to minimize the total number of transfer and processing steps consistent with achieving the desired product specifications. Another area, mentioned in passing in the article, the impact of natural causes and the mining step, is of particular interest to me. A mine in West Virginia had a variation of 50% in the -6.35 mm (-0.25 in.) raw coal depending upon the direction of mining. Since it was a single unit mine, this significantly impacted the final product. Two articles on mining's impact on size distribution are: • Stefanko, R., Chopra, I. K., and Ramani, R. V., 1974, "Mining influence on size consistency and washability char¬acteristics of coal," SME Fall Meeting. September; and • Albrecht, M., and Olsen, D., 1980, "Mining methods impact on coal preparation plant design." 1st International Mine Planning and Development Symposium. September. Both articles presented information on variation of size distribution and cleaning plant performance on a coal depending on the mining method used. Both articles considered a single coal seam at one mining operation. Stefanko's article considered continuous and conventional mining of coal in Pennsylvania. Albrecht's article considered surface, underground continuous, and underground hydraulic mining of a coal in British Columbia. Both concluded that mining methods do impact coal characteristics. I agree with Mr. Ayat's comments in reply to Dr. Ferri's discussion, "... degradation is a multi-faceted phenomenon involving many natural and man-made factors." As efforts are being made to produce a higher quality (lower sulfur) coal, this topic becomes even more important

The Blind Springs Hill pumice beds are located 5 miles southwest of Benton, California in the foothills between the Benton Mountain Range and Blind Springs Valley. The best exposures of the pumice are in an area 0.75 miles west of Blind Springs Hill. The pumice is Quaternary ejecta material which came from the rhyolitic volcanoes in the Glass Mountain-Volcanic Tablelands area of Mono County. The pumice beds occur in two distinct layers separated by an unconformity. The upper layer is 0 to 11 feet thick and consists of coarse subangular pumice fragments, some of which are over 1.75 inches in diameter. The lower bed is medium to coarse grained with subangular fragments up to 1.0 inch. The lower bed is 0 to 9 feet thick. Overburden at the Blind Springs Hill deposit varies from 0 to 15 feet. There are approximately 1 million cubic yards of material in the deposit that can be mined. The size distribution in the deposit is mostly fine with only 10.6% of the pumice fragments being over 0.5 inch in diameter, the minimum size needed for stone-wash or acid-wash applications. Suitability of pumice for the textile industry is quantified by standard 15-minute abrasion and absorption tests. In the Blind Springs Hill deposit, the plus 0.5 inch fraction has an abrasion loss of 33% which is too high for stone-wash application but it has an absorption capacity of 36% which makes it suitable for acid-wash applications in the textile industry. The abrasion and absorption properties of this deposit are within the range of those which have been measured for other pumice deposits within the United States.

"The Indianapolis Deep Rock Tunnel Connector (DRTC)—first in a vast network of storm water storage tunnels below Indiana, USA—was a wildly successful endeavor. Crews for the Shea/Kiewit JV drove a 6.2 m Robbins Main Beam TBM to world record rates. The machine achieved 124.9 m/day, 515.1 m/week, and 1,754 m/month in limestone and dolomite rock. The advance rates can be attributed to many factors including ground conditions and knowledgeable crew, but continuous conveyors are also of key importance. The novel conveyor system, manufactured by The Robbins Company, enabled continuous tunneling in a difficult layout that included two 90-degree curves and two S-curves. Spanning 11,777 m in its longest iteration, the system included nine booster drives plus a main drive. A vertical belt moved muck up the 76 m deep shaft to a radial stacker for temporary storage. The system, one of the most complex in North America and the first to operate in 90-degree curves, made swift tunneling possible. This paper will examine the world-class tunneling done at the Indianapolis DRTC and the role of continuous conveyance in reaching high advance rates. The logistics of the system will also be examined as it could apply to future tunneling projects with similarly complex layouts. INTRODUCTION The Indianapolis Deep Rock Tunnel Connector (DRTC) is the first phase of a nearly 28-mile long network of deep rock tunnels being built 76 m beneath the City of Indianapolis, Indiana by Citizens Energy Group. The Deep Rock Tunnel Connector (DRTC) Project is a 12.2 km, 5.5 m diameter tunnel constructed by S-K JV, a joint venture between J.F. Shea Construction and Kiewit Infrastructure Co. The tunnel is a $179 million project and is the first segment and southernmost portion of a deep, large diameter conveyance and storage tunnel system to provide overflow relief during wet weather events. The project is estimated to be completed in 2017 and will initially deliver 204,000 cubic meters of the planned 1 million cubic meters of CSO storage for treatment, as well as provide future connections to other tunnels in the overall system (see Figure 1)."

Eisenhower Memorial Tunnel, called Straight Creek Tunnel during construction is located 60 miles west of Denver, Colorado at 11, 160 ft. elevation. It is 8, 510 feet long, and carries two lanes of 1-70 traffic under the Continental Divide. This paper describes improvements and changes made in construction methods for utilities, concrete lining, ceiling, wall covering and paving to allow maximum offsite fabrication and activity overlap resulting in a one-year faster completion for traffic. The substantial changes proposed on a design-and-construct basis by the contractor and put into effect after State approval were: 1. Substitution of ductile iron and thick-wall P.V. C. pipes for clay pipes allowing placement and operation before hole-thru. 2. Outside pre-assembly of large rebar mats, using a novel tension-splice with cable clamps. 3. Arch concrete placement method modified to make 4, 322 ft. of lining in 10 weeks possible. 4. Safety barriers precast and epoxy coated offsite instead of cast-in-place and tile faced. 5. Prestressed hollow ceiling slabs with porcelainenamel coated steel sheets assembled offsite, instead of in-place glazed tile and in-place cast concrete ceiling. 6. Glazed tile wall panels 8 ft. long by 11 ft. high assembled off site and erected using vacuum pad mounted on special lift. 7. Asphalt paving while other work proceeded, instead of reinforced concrete slab and asphalt overlay. Work started in January 1968, but advance came to a one-year standstill for major structural redesign and negotiations of a new agreement during 1970. Using multiple drift construction followed by top-heading and bench excavation, it then progressed to hole-thru in July 1972. As a result of art 18-month overlap of activities the tunnel was opened for traffic only eight months later in March 1973. Gibbons and Reed Company of Salt Lake City, Utah sponsored the joint Venture of Al Johnson-Gibbons and Reed-Western Paving-Kemper during 1971, 1972, and 1973. The tunnel was the subject of a previous paper delivered at the RETC '72 in Chicago by R. C. Hopper, T. A. Lang, and A. A. Mathews, describing geology, unusually severe structural loading and multiple-drift tunnel excavation.

Until well into the 20th century, most construction work was performed under the auspices of a master builder or in a manner that would be described today as design-build. In addition, many civil engineers served as ?interns? under the tutelage of a master builder in order to learn how to design and construct a certain type of structure. This was certainly the case for tunneling projects with various individuals having been identified as tunneling experts as a result of successfully completed projects The master builder approach began to change in the early 1900s to a model that would be referred to today as design-bid-build. A design-bid-build approach to project procurement gives the owner more control over the final product and al-lows the contractor to know exactly what is expected of them before the work is constructed. As a result of this transition in project procurement, civil engineering schools placed a greater emphasis on the training of ?design? professionals. This article will document how the training of tunnel design professionals progressed within the United States. Although it is difficult to generalize about the hundreds of tunnels that were constructed in the first four decades of the 20th century, there is one project that stands out as having resulted in a university program related directly to tunneling and that is the Chicago Subway. During a visit to the United States in 1938, Dr. Karl Terzaghi met a student named Ralph Peck who was then studying at Harvard University in a pro-gram established by Arthur Casagrande. Shortly thereafter, Terzaghi traveled to Chicago for a lecture and was asked to consult on the Chicago subway project that was then under construction. The Chicago subway was being constructed in clay, and the owners were worried about possible settlements to nearby buildings. Terzaghi asked Peck to serve as his field engineer for that project. Thus was established one of the most productive relationships in the history of civil engineering in the United States. Peck, who would become Dr. Peck, moved to Chicago in 1939 to participate in an extensive research project that con-tinued until subway construction was halted in 1941 because of World War II. During that time, the cost of subway construction in Chicago was reduced substantially as a result of Peck?s observations and Terzaghi?s recommendations. In fact, it was reported that subway construction in Chicago cost less than one-half of similar projects in London even though the clay in London is considerably stiffer compared to Chicago. Upon the completion of his work on the Chicago Subway, Peck accepted a professorship with the University of Illinois in Champaign/Urbana.

Rock mechanics models are “data-limited,” i.e., one seldom knows enough about a rock mass to use computational models unambiguously. Statistical methods, however, are capable of being applied where there are good data but a limited understanding of certain natural phenomena, such as the creep of rock salt or elevated risk domains associated with violent failure of strata commonly referred to as coal bumps and coal bursts. Important to these evaluations are (1) having statistically valid data collected consistently and (2) incorporation of analytical calculations for quantifying geologic, mining and particularly geotechnical variables. By combining the strength of the statistical and analytical models, an improved “hybrid” model is created and utilized. To demonstrate the use of hybrid statistical-analytical techniques in rock mechanics problems, three case studies are used. The first case study involves a historic examination of a nuclear waste repository in rock salt, where mathematical models are built using excavation con- vergence data to identify significant variables and estimate future deformation and stability. This case study uses the convergence rate at up to 121 locations of different ages and geometries using monitoring data over the facilities' footprint excavated through 1998. The second case study focuses on ongoing analysis of coal burst mechanics and associated factors. Within the last three decades, a hybrid statistical-analytical methodology has been applied for identifying significant factors affecting coal bursts. This final hybrid model utilizes data from 30 case studies from Utah, Colorado, Kentucky, and other Eastern U.S. mines providing predictive capability for the entire United States coal fields. The last case study is the assessment of Castlegate Sandstone escarpment stability using historic data collected over 17,000-ft of sandstone escarpment exposure in the vicinity of longwall operations in Utah. Results from all three case studies are used for demonstrating the utility of the method in solving ground control problems.

Tg Soda Ash has operated a shortwall mining system in the Green River, WY trona district since August 1982. The system has proven to be highly productive. In an effort to reduce the amount of relatively expensive development mining and improve mine planning flexibility, a method to mine the return air tailgate during the shortwall retreat was tested beginning in April 1987. As of June 1988, four shortwall panels had been completed using the advancing tailgate, producing more than 739 kt (815,000 st). This paper discusses the effects of the advancing tailgate on shortwall production, development mining requirements, costs, strata mechanics, and ventilation. Shortwall mining is a hybrid extraction method combining the self-advancing hydraulic roof supports from longwall mining and continuous mining machines (Fig. 1). The technique has been only marginally successful at the majority of the nearly 20 installations worldwide. At present, the face at Tg Soda Ash Inc. is the only shortwall operating in the United States and the only noncoal shortwall in existence. Despite the method's record of limited success, the staff at Tg Soda Ash determined that the conditions in its trona mine were well suited for shortwall mining. The commitment to install a shortwall was made in late 1981 and the first panel commenced in August 1982. Between that time and June 1988, about 3.33 Mt (3.67 million st) of trona have been mined with the system from 15 panels. Annual average productivities have ranged from 818 t/shift (902 st per shift) in 1982 to 1.4 kt/t shift (1591 st per shift) in 1987. Overall, the system has produced an average of 1.3 kt/ shift (1450 st per shift). In April 1987, a method of mining the return air tailgate during shortwall retreat was tested (Fig. 2). The objective was to determine if a return airway could be established and maintained by mining a series of rooms and pillars about 7.6 m (25 ft) past the face support line. The method would allow a barrier pillar to be left between shortwall panels without requiring the mining of a separate return air tailgate.

Homestake crushing and grinding, practice-was completely revised during the period of 1951-1953. During the conversion, both crushing plants at the head frames the Ross and the Yates, were changes at each plant involved replacing the two 8K gyratories with a rebuilt, The flow sheet single thirty inch gyratory for primary crushing to four inch. The gyratory discharges to a seven foot Symons standard cone crusher set at 1-1/8 inch opening. The cone discharge goes to Tyrock screens fed by vibrating feeders. Screen openings, are l/2 inch by 5 inches: at the Ross. Plant, and 3/8 inch by 5; inches at the Yates. Screen oversize goes to a seven foot Symons cone brusher converted to the short head type; the crusher setting is 5/16 inch. Crusher, discharge; is closed circuited with the Tyrock screens, The above crushing installation delivers a minus 5/8 inch rod mill feed to the mill bins. The crushing revision eliminated the-180 heavy South African type stamps, which had previously reduced the 2 inch crushing plant product to a minus 5/8 inch feed for the 10 rod mills, and 8 ball and pebble.; mills, other revisions in the mill flow sheet, resulted in 3 identical units of about 1350 tons per day, capacity per unit, Each unit consists of an open, circuit 6 foot by 12 foot rod mill, fed from two 24 in by 48 inch vibrating feeders of the four feeders available per unit. A gathering belt delivers the ore discharge of the feeders to the Transportoweigher, which in turn discharge s, into the rod; mill feed spout. Rod Mill discharge is the feed for the 9 foot by 11 foot ball mill, The ball mill is closed circuited with a 16 foot by 30 foot Dorr Classifier. The Homestake make amalgamator, for coarse gold recovery in the ball mill circuit, made' necessary a 36 inch spiral conveyor between the classifier rake discharge and, the combination drum and double scoop feeder on the ball mill See Figure l - the flow sheet of the two stage grinding units.

"Mine water generated from underground coal mining operations contains both dissolved and particulate solids. Dissolved solids primarily consist of sodium, calcium, magnesium, potassium, chlorides and sulfates. When discharged to a receiving stream without treatment, these constituents create a potentially toxic environment for aquatic life. A case study is presented to discuss how a centralized treatment plant treats mine water from six locations to meet discharge limitations for chlorides. Located in West Virginia, this facility consistently achieves less than the NPDES permit limitation of 218 mg/L chlorides in the discharge while generating almost zero liquid waste. The dissolved solids concentration in the influent ranges between 5,000 and 10,000 mg/L, with chloride concentrations of 1,000 to 2,000 mg/L and sulfate concentrations of 2,000 to 6,000 mg/L. The mine water is treated using advanced treatment technology to produce clean water for discharge or reuse. The treatment process comprises aeration, softening, filtration, reverse osmosis, RO reject softening, evaporation, crystallization, final effluent remineralization and sludge dewatering. The solid waste generated in the treatment process is landfilled on site. The leachate is sent back to the facility’s thermal treatment process. Because no liquid waste leaves the property, this plant is termed a “Zero Liquid Waste” (ZLW) facility. INTRODUCTION The advanced water treatment system was built to meet a new 218 mg/l regulatory limitation imposed by the West Virginia Department of Environmental Protection for chlorides discharged to surface waters. The system is designed to treat a maximum flow of approximately 5 million gallons per day (795 m3/h) of mine water. The treatment process utilizes reverse osmosis (RO) membrane treatment to achieve the effluent criteria, and evaporation and crystallization technology to manage the RO concentrate from the water treatment process. As a result, the system produces clean water for discharge while generating zero liquid waste. The effluent water can be used for industrial purposes or discharged to a receiving stream. A Water Impact Index (WIIx) study indicated that discharge of this high-quality water into the Monongahela River watershed may improve the water quality for downstream water users. The waste produced in the treatment process, including softening sludge and salt, is disposed of in an on-site landfill."
