Coal production in the Central Appalachian region has a long history, and it remains a major US coal-producing region. The coal industry consensus is that the region is in a state of decline as evidenced by the recent lower regional output. Are Central Appalachian coal reserves adequate for the region to continue as a major supplier of low sulfur coal? To answer that question, this paper focuses on the Central Appalachian coal reserve base estimates and production trends. Central Appalachian (CAPP) reserve evaluations face the difficulty that there are no publicly available databases that provide a thorough analysis of remaining CAPP reserves. Based on best available Energy Information Administration (EIA) data, a coal reserve estimate of 17.6 billion tons is developed. This estimate appears high according to industry perception. Recent United States Geological Survey (USGS), and other state agency coal reserve estimation projects are evaluated as alternative approaches to the re-serve estimation problem. Using the conclusions from these studies, the CAPP reserve base is estimated at 7.1 billion tons. Another perspective on the CAPP reserve base is provided by reserve holdings of major CAPP operating companies reported at 5.2 billion tons. A conceptual mining cost analysis indicates substantial price increases will be necessary to offset this deterioration in the economic viability of the reserve base.

Yesterday, air pollution was somebody else's problem -- today, it is everybody's problem. The coal industry with thermal coal drying, is aware of their problem and the necessity of doing an acceptable job; however, there is much to be said as to how good a job is required and what performance limits should be set up. American Air Filter Company has been one of the pioneers in the solution of the thermal coal dryer dust problems, Because of high moisture content, products of combustion and occasional temperature surges, only wet collection has been considered as the practical approach. Our first installation goes back some 12 years with a total to date of 29 Individual wet collectors, each, fabricated of suitable corrosion-resistant material, at 14 operating plants. To eliminate a potential air pollution problem, a performance requirement of not more than approximately one-quarter (1/4) grains per cubic foot in the dust collector discharge was used. In nearly all installations, operating performance surpassed requirements, but discharge stacks were not entirely free of discoloration. However, plant nuisance and air pollution complaints were eliminated. This satisfactory performance was accomplished by medium priced wet dust collectors operating at a 4-6" W.G. pressure drop with cater drain requirements of about 1 gallon of drain water per 1000 cubic feet of air exhausted.

During developing the Ingulska mine at the Mi-churinske uranium deposit in the central part of Ukraine the radioactive rock dumps have been piled. A height of dumps reaches to 15-25m. They occupy a large territory and can be a source of covering with radioactive dust the area around the Ingulska mine. Uranium content exceeds 0,01% in all dump rocks samples while in the dust fraction samples it ranges from 0,01 to 0,06%. Uranium content in road dust at the dump?s foot reaches 0,137%. A new (for Ukraine) method of f-radiography of tree and bush leaves sampled at the territory about 100km2 has been used. It is based on fission of 235U nucleuses due to heat neutron influence in a nuclear reactor and on following study of the Lausan films with tracks drawn by the fractures of these nucleuses. Uranium content of the dif-fusion-disseminated dust type is (0.9-22.2)?10-6% while in the individual particles it can be considered much more because of burned holes in Lavsan above them. The dust content with uranium in Kirovograd reaches to 20-50 part/cm2 while near the dumps it ranges from 100 part/cm2 to 300 part/cm2 in the radius of 1,5-2km from the Ingulska mine.

An acid mine drainage sludge sample, containing 3.6% Mn, 0.18% Ni, 0.15% Co and 0.39% Zn, was obtained from central West Virginia. The sample was leached at room temperature with a pH 3 sulfuric acid solution. Air was then bubbled through the leach solution at pH 4.5 to precipitate the iron. The leach solution contained 258 ppm Zn, 105 ppm Ni, 90 ppm Co and 2050 ppm Mn. Three solvent extraction studies were performed to selectively extract these metal ions in a sequential operation with DEHPA. Cyanex 272 and Lix 84. The A/O ratio was one, and the extractants were diluted ten times with kerosene. A study of solvent extraction with DEHPA showed that Zn could be extracted without Ni or Co up to a pH of 2.75. A pH of 2.75 is considered to be the optimum pH to maximize the selective separation of Zn from Mn. The separation factor of Co over manganese suggests that the two metal ions should be extracted together by Cyanex 272. The separation factor of Co over Ni indicates that these two metal ions can be separated most effectively around pH 5.3. Also, Ni can be effectively extracted by Lix 84 above pH 5.5.

The Detroit Water and Sewerage Department has undertaken a $1.2 billion effort to capture and treat combined sewage overflows from various outfalls along the Detroit and Rouge Rivers in Detroit, Michigan. This program is planned to include a 455,000 m3 (120 million gallon) storage and treatment tunnel which will capture overflows from 19 outfalls along the Rouge River. The tunnel is currently in the conceptual design phase, with the bid date planned for mid-year in 2001,and completion planned for August 2005. The total design and construction cost is currently estimated to be approximately $450 million. Current concepts are for the storage and transport tunnel will be 6.1 m (20feet) in finished diameter, with a total alignment length of approximately 12,200 m(40,000 feet). The main tunnel will extend through the Traverse and Antrim Shalerock formations, while approximately 5,500 m (18,000 feet) of various diameter connecting tunnel will extend through both rock and soft ground. The project will include a total of 10 drop shafts, 13 riser shafts, various connecting structures, and a 455,000 m3/day (20 mgd) pumping station. This paper will present a discussion of the design philosophy, subsurface conditions, the various planned components, and the expected design and construction considerations for the proposed Upper Rouge Combined Sewage Overflow Tunnel.

The Mount Gunnison No. 1 Mine of the West Elk Coal Company (wholly owned subsidiary of ARCO Coal) had secured contracts to provide low sulfur, high Btu steam coal to various utility companies. This called for the development of the B-Seam at the Mount Gunnison Mine located some 400 feet below the operating F-Seam workings being mined with conventional room and pillar techniques. The B-Seam, to meet production goals, will be mined by a new 600-foot longwall machine making a 13-foot high cut. American Mine Services was awarded a competitively bid contract to drive two 2000-foot, 13-foot by 16-foot slopes at -15 percent, sink a 16-foot diameter ventilation shaft 400 feet between the F- and B-Seams, install a 60-inch conveyor in one of the slopes, remove 7000 feet of existing conveyor and rehabilitate 7000 feet in two entries to accommodate the placement of the longwall machinery. The slope portals were located 7000 feet in by the surface portal. Unique to the project was the placement of work shops and other infrastructure 7000 feet underground with an entry height of 6 feet. The $7 million contract was completed in less than one year using a mix of permissible (Schedule 31) and standard (Schedule 24) LHD equipment, all pneumatic jumbos and shaft sinking gear.

"The Sierra Gorda SCM sulfide ore processing plant began commissioning in the third quarter of 2014. Located in the Atacama Desert in northern Chile, the project is an open pit mine and Copper-Molybdenum processing plant is one of the most highly-instrumented operations in the world. It is the first hard rock operation in Chile and the second in South America to utilize HPGR technology. It is a significant Molybdenum resource especially in the first five years and the Molybdenum separation plant is complex. Designed to process up to 60 million lbs. of fine Molybdenum per year, it uses the latest technology and equipment to ensure superior recovery and product quality. It also has gas handling and alarm systems to fulfil the Company’s vision of “Zero Harm”. This paper discusses the overall operation and issues relating to the concentrator start-up. These include a review of the mineral processing design, the unified process control center and management information systems, and the correlation of geological and metallurgical performance data (mine-to-mill) for use in anticipating and preparing for treatment of diverse ore deliveries. INTRODUCTION Sierra Gorda SCM is a joint venture partnership with KGHM International (owned by KGHM SA, Poland), Sumitomo Metal Mining, and Sumitomo Corporation (Japan) operating in northern Chile. The Sierra Gorda open pit mine and Copper-Molybdenum processing plant will become one of the largest mines in the world. The need for optimum production efficiency and sustainability has driven the creation of the most modern, well-instrumented mine in Chile. This paper contains a general review of the project including geology and history. This was a very fast-track project going from greenfield site acquisition to mill start-up in 10 years. Highly-experienced and motivated engineers and technical staff have overcome many significant challenges resulting in a rapid ramp-up of production capacity. A potential expansion to double the production rate in the fourth year of operation has also been intensely studied. The Sierra Gorda property is located in the Atacama Desert of northern Chile, in the District of Sierra Gorda, Region II of Antofagasta, Chile (see Figure 1). There is almost no precipitation in this area. The mine site is generally flat with some rolling hills. The project is located about 5 km from the village of Sierra Gorda at an elevation of approximately 1,700 m above mean sea level. The village is near a highway and railway line. The city of Calama, home of the famous Chuquicamata Mine, is located about 60 km northeast of Sierra Gorda. In addition, the SG mine is in the midst of numerous other mines including Spence, Esperanza, Mantos Blancos, El Tesoro, Lomas Bayas, Gabriela Mistral, El Abra, Radomiro Tomic, and Escondida, to name a few."

The geology of the Gulf Coast Salt domes has been extensively studied by Kupfer (1,2,3,4,5), Atwater (6,7), Balk (81, Hawkins (9), and Wharton (10). dominant geological feature of Southern Louisiana is the Gulf Coast Geosyncline. The axis of this geosyncline corresponds with the present day coastline of Texas, Louisiana, Mississippi, Alabama and Florida. This geosyncline has been continually subsiding since Cretaceous times and receiving large deltaic accumulations of sediments from Central North America. These accumulations progressively thicken toward the South. In the vicinity of the Coast, these sediments are reported to be about 40,000 feet thick. Another dominant feature of the region is the large number of salt domes scattered along the Gulf Coast (fig. 1). Typically, these domes are roughly cylindrical in shape, 1 to 5 miles in diameter, and extend to more than 20,000 feet in depth. It is hypothesized that these domes are derived from the thick Louann salt formation lying below the deltaic sediments. Due to its low specific gravity and buoyancy, the salt layer protruded upwards plastically and pierced the overlying strata. As a result of this upward flow, the adjacent strata are locally lifted upwards, creating excellent traps for petroleum accumulation.

The xanthate adsorption mechanism on pyrite was investigated with an emphasis on solubility studies. Additionally, adsorption studies, Eh and infrared spectrophotometer measurements were performed. Pyrite floats at pH levels between 3 and 6 using ethyl and amyl xanthates with a maximum at pH 4. The solubility of pyrite in the absence and presence of xanthate was investigated in detail with respect to pH and conditioning time. Experimental results showed that the solubility of pyrite increases from 60 to 120 ppm (10-3 to 2x10-3 mol/ L) in the presence of xanthate at pH 3. Fourier transform infrared (FTIR) spectra of ferric xanthate, dixanthogen and pyrite conditioned with xanthate indicated that dixanthogen is the only species that can be determined on the pyrite surface. Adsorption tests showed that the highest level of xanthate adsorption was in the acidic range; yet higher adsorption densities were detected in neutral solutions compared to alkaline conditions. Electrochemical data suggest that the doubling of the iron concentration is due to the reduction of ferric ion to ferrous by xanthate while xanthate is oxidized to dixanthogen. Dixanthogen formation together with the hydrophobic iron hydroxy-xanthate complex on the surface is proposed to be responsible for pyrite flotation. Point load strength (Is50) and slake durability (ID2) indices provide a measure of the strength and durability of rock fragments and are related to the alteration intensity and frictional resistance of the materials. Samples were collected from the rock piles, alteration scars and debris flows at the Questa mine with the purpose of examining relationships between Is50 and ID2, mineralogy, chemistry, weathering, hydrothermal alteration, and other geotechnical parameters. The Is50 from the various rock piles ranges from 0.6-8.2 MPa and the ID2 ranges from 80.9-99.5%. The Is50 and ID2 results indicate that the samples from the debris flows are stronger (average Is50= 4.0 MPa and ID2= 98.4%) than the rock-pile samples and that the alteration scar samples are weaker (average Is50 = 2.8 MPa and ID2 = 89.2%) than the rock-pile samples, but still most of these rocks are strong in terms of their Is50 and ID2. The Is50 decreases as the degree of alteration increases in some rock pile and alteration scar samples, but not in all. However, the majority of the rock fragments within the rock piles still indicate high strength, even after 25-40 years of weathering.

This technical note describes an alternative procedure that can be used in linear programming calculations where the compliance limit of lbs SO2/million Btu for the blending coal is subject to change. Dr. Mateer in his technical note titled "Coal blending for sulfur compliance" (ME, September 1994, p. 1103) defined an "excess sulfur" parameter that provides a valid constraint equation for a linear program optimization. The coals used by Dr. Mateer in his examples are shown in Table 1. To create the parameters for the constraint equations to blend to an SO2 content of 1.2 lbs SO2/million Btu, the excess sulfur for Coal A was defined as Sulfur excess% = 0.5 - 0.6*13,000/10,000 = -0.28 This equation was used to create the constraint equation -0.28A + 0.44B + 1.36C[<] 0.0 Another way to create the parameters for the constraint equation is given below. In these equations: •W is the total weight; •A, B and C are the fractional proportions of each potential blend stocks; •Sa, Sb and Sc represent the percent sulfur content of the blend stocks; •Ha, Hb and Hc represent the calorific content of the blend stocks in Btu/lb; and •H and S represent calorific and sulfur contents of the composite blend. The Crosstown 7 Collector System, Contract C28G11, is part of the Milwaukee Metropolitan Sewerage District&apos;s Waste Pollution Abatement Program. The contract involves the construction of 1.6 km (1 mile) of 3 m (10 ft.) diameter tunnel in soft ground. The tunnel is 10 m (35 Ft.) below surface and passes through a variety of soils. The eastern leg of the tunnel along Bruce Street is mainly in till material, a stiff, relatively dry clay. The northern leg along 16th Street starts in till, and continues in estuarine deposits - moist sticky clay, with intrusions of alluvial sand and gravel. The contract specifications required that the tunnel be constructed either under compressed air or with an earth pressure balance tunnel boring machine. The S. A. Healy Co., the general contractor, chose the latter option. Additionally, a single pass, pre-cast concrete segmental liner was selected as the lining system. The mining machine was manufactured by Lovat Tunnel of Canada and the segments were made by the Sehulster Company of Milwaukee. The use of this combination of machine and lining is relatively new to the United States and this tunnel is the most extensive built to date with a gasketed, segmental single pass lining for transportation of fluids. This paper details the various aspects of the construction of the tunnel and associated shafts.

Application of shallow, seismic reflection to problems associated with mineral exploration, mine planning, abandoned-mine detection and environmental evaluation has been successful in many geologic settings. The increased dynamic range of recording equipment and the decreased cost of processing hardware and software have made shallow, seismic reflection a cost-effective means of imaging geologic targets significant to mining operations. Seismic data possess sufficient resolution in many areas to detect faulting with displacement of less than 3 m (10 ft) in coal seams as thin as 2 m (6.5 ft) at depths of 200 m (655 ft). Subsurface voids associated with abandoned mines at depths of less than 20 m (65 ft) can he detected and mapped. Seismic reflection has been successful mapping disturbed subsurface associated with dissolution mining of salt. Complex geologic features associated with deposition of various hydrothermal minerals have been mapped with high-resolution seismic reflection at depths from 80 m (260 ft) to more than 300 m (985 ft). Faults in sulfur-hearing cap rock over salt domes have been accurately located, allowing improved efficiency of the dissolution mining process. Shallow, high-resolution seismic reflection has the potential to enhance the economics and safety of mine operations.

The Van Stone zinc-lead mine is located in northeastern Washing- ton in Stevens County. It is about 24 km (15 miles) south of the Canadian border and 48 km (30 miles) west of the Idaho line. The deposits occur in late Cambrian age limestones and dolomites of the Metaline Formation. The bedding controls the trend of the zones containing the lenses of zinc-lead mineralization. The Van Stone property and vicinity is almost entirely covered with glacial drift averaging perhaps 6 m (20 ft) in thickness. Outcrops are very sparse. Outcropping gossan with zinc mineralization was first discovered by George Van Stone in 19 13, in what is now known as the South Ore Zone. Only minor trenching was done at that time. The property was idle until the mid- 1920s when Hecla Mining Co. drove several short adits and performed minor diamond drilling. In 1938, Willow Creek Mines of Nevada Inc. acquired the Van Stone plus adjacent parcels and commenced drilling on the known South Ore Zone. In the course of an expanded drilling program, the nonoutcropping North Ore Zone was discovered and was drilled out along a N30°E strike for about 305 m (1000 ft), beyond which point no mineralization was intersected.

When a solid-liquid mixture is conveyed through a pipe,&apos; four hydrodynamic conditions may develop depending upon the properties of the transporting medium, the properties of the transported material, the properties of the pipeline and the flow characteristics. They are classified as homogeneous flow, heterogeneous flow, intermediate flow and saltation. Heterogeneous flow, which is the subject of the present analysis, occurs when solid particles are coarse, of high density, and the mean velocity of the flow is relatively low, such that the combination allows the establishment of a pronounced concentration gradient in the cross-section of the pipe. In this type of system the suspended matter does not change the rheological properties of the conveying fluid, and solid and fluid phases behave somewhat separately. In recent years much work has been directed toward gaining more insight into the hydrodynamics of heterogeneous flow (1,2,3,4,5,) However, almost all knowledge obtained is empirical in nature and limited in scope. Much effort has been extended to collect experimental information on the energy losses associated with systems of slurry flow (6-13) The work of Durand and Condolios(14,15) represents one of the most extensive experimentations in this field. Through systematic test runs, the effects of the major flow-parameters were studied one at a time. From the results, they concluded empirically that:

Demand for multifunctional drilling fluids continuously increases. In the quest for more hydrocarbons, drilling has extended to deep water areas (now in excess of 2.000 m) and to very deep wells (now in excess of 6.000 m). In these extreme conditions, low temperatures, as low as 1-5°C on the sea bed, high temperatures, in excess of 200°C, and high pressures, more than 1.000 bars, in the bottom of the well, are frequently encountered. In these harsh environments, synthetic oil and oil based drilling fluids are used, but the former are expensive while strict environmental requirements have limited the use of the latter. Thus, drilling industry has turned back to water based drilling fluids which use bentonite as primary viscosifier and as a fluid loss control additive. However, in conditions of high temperatures, bentonite suspensions gel and loose their exceptional low temperatures properties, thus, additives are needed to overcome such problems. In this article we review these challenging drilling environments and establish the requirements for the multifunctional drilling fluids. Our research indicates that demand for continuing use of bentonite by drilling fluid industry is strong. Furthermore, we bring forward the opportunities for new additive development which can expand the operational ranges of bentonite suspensions.

Perceived environmental impacts from flotation reagents used in the phosphate industry have been of concern for nearly a decade. A research program was initiated to determine the distribution, fate, and consequences of flotation reagents (fatty acids, fuel oils, and amines) within the environment. Therefore, laboratory investigations of biodegradation and soil attenuation of the reagents were conducted along with field flotation mass balances and groundwater investigations in clay settling, sand tailings, and undisturbed areas. Sample analysis and a reagent mass-balance model indicated that most reagents are distributed in clay settling and sand tailings areas. Groundwater analyses showed no fatty acids or amines in any of 19 surficial or intermediate aquifer water samples. In contrast, fuel oils were detected in the surficial aquifer at all sand tailings areas in concentrations ranging between 8.5 and 0.5 mg/L. Fuel oil was also detected in trace amounts (0.6 mg/L) in one intermediate aquifer well located in an active sand tailings area. All fuel oil concentrations detected were very low and, coupled with a biodegradation rate of approximately 10% per month, all concentrations should be within reference levels in six months. Based upon the results of this study, use of flotation reagents in the beneficiation process of the Florida phosphate industry present no long-term threat to the environment.

INTRODUCTION For more than a century, artificial ground freezing has been used for groundwater control and structural support for excavations. Most of the early uses of the freezing method were for sinking deep access shafts for mines and tunnels (1,2,3,4). More recently, ground freezing has increasingly been used for construction of large diameter cofferdams and soft-ground and mixed-face tunnels (5). Although ground freezing has been used in the past-for tunnels, it was invariably used as a last resort measure, where more conventional measures could not be used. The more recent freezing applications, however, have become increasingly cost competitive with more conventional techniques, and are now being included as part of the design concept (6,7,8,9,10,11,12). The purpose of this paper is to describe some of the more recent applications of ground freezing for tunnel construction. The paper begins with a brief description of the most commonly used freezing system, the Poetsch process. Recent tunneling projects utilizing ground freezing for structural support are then discussed. DESCRIPTION OF THE FREEZING METHOD The most commonly used freezing method is the Poetsch process, which was originally developed by F. H. Poetsch in the late 1800&apos;s. 10.1 INTRODUCTION This chapter presents considerations which should be applied to heap leach pad site selection, site evaluation, and design, relative to the geotechnics of the site and ore. 10.1.1 General Guidelines are presented covering the topics encountered in design and construction of heap leach faci1ities. Because geotechnical characteristics vary from site to site, not all geotechnical topics associated with a specific heap leach facility are presented, and there may be exceptions to some of these guidelines. The general features of a heap leach facility (from Chapter 1) to be discussed in this chapter are: • Leach pad (including leach pad foundation and liner); • Heap; • Solution storage faci1ities (for pregnant and barren process solutions) ; and • Solution collection facilities (which collect and convey solutions in the heap and convey them to solution storage facilities). These general features are illustrated in Figure 10.1. Liners for these facilities are discussed in Chapter 11. Solution application systems and the sizing aspects of solution storage facilities are discussed in Chapters 6, 7, and 12. The general features listed above are constructed with and overlie naturally occurring materials (such as ore, borrow soils, and subsurface soils and rock). These natural materials are relied upon to perform in an acceptable manner as a component of the leach facility (such as the liner, drain material, and foundation).

Jigging of the -2.8 +0.7-mm size fraction of a friable, low-grade manganese ore sample from Andhra Pradesh increased the Mn content of a concentrate by 7% to 8%, with an average recovery of 57%. The jig concentrate was mixed with the unjigged -0.7-mm size fraction and ground to -150 µm. The sample was then subjected to wet high-intensity magnetic separation (WHIMS). The magnetic fraction thus obtained showed an increase in Mn content of 6%, but with an overall recovery of only 50%. The results of hydrocyclone classification of -150- µm ground ore indicated that the method is not capable of upgrading the manganese content, as both ferromanganese oxides and aluminosilicate gangue minerals constitute the fine size fraction. However, when the nonmagnetic fraction obtained from the WHIMS of -150- µm ore is subjected to hydrocyclone classification and the underflow obtained is subjected to WHIMS again, an overall recovery of about 50% to 52% is obtained with at least a 7% to 8% increase in the Mn content of the product. The phosphorus content in the product is not reduced by either of the two combinations of methods. The complex association of phosphorus with all the major phases in the ore has been clearly demonstrated from the linear correlation between the distribution ratios of major constituent phases and phosphorus.
