The Athabasca tar sands of Alberta are an increasingly important source of crude oil for the North American continent. Published figures indicate estimates of recoverable resources in the tar sands at some 300 billion barrels of synthetic crude of which some 86 billion barrels can be recovered by surface mining techniques. At the present time, two commercial plants are in operation, Great Canadian Oil Sands Limited and Syncrude Canada Ltd. Their present combined capacity is approximately 150,000 barrels per day. Some of the factors which will make this oil expensive will be noted here. The location of the present producing plants is 500 kilometres north of Edmonton at an elevation of approximately 320 metres. Recorded temperatures range from +38 to -55 degrees Celsius. Wind velocities are not high but the chill factor with even a slight breeze and minus 40 degrees is very uncomfortable.

Clinoptilolite zeolite may offer attractive, cost-effective alternatives for remedial cleanup of old minesites, smelters and other sites with heavy metal contamination. Previous research demonstrates the relatively strong affinity of clinoptilolite for numerous metals and clinoptilolite displays a particularly strong affinity for lead (Loizidou and Townsend, 1987), one of the most toxic and problematic heavy metals. Since clinoptilolite can also selectively absorb some radionuclides and organic compounds, it may offer practical solutions to a wide variety of environmental problems.

In the event of fire underground, it is essential that all miners be warned as quickly as possible. With mine air, rapidly depleted of oxygen and contaminated with smoke and toxic fire gases, any delay in the warning signal could have disastrous consequences. Unfortunately, present mine, fire warning systems, such as stench, audible or visual alarms, telephones, and messengers, are often slow, unreliable, and limited in coverage.

The recession that began in late 1980 has proved to be not only prolonged and severe, but in certain ways unique in its effect on the mineral industries among the periods of economic slowdown experienced in the Western world since the end of World War II. This time almost all minerals have been affected. In previous business turndowns, by contrast, some mineral sectors have with-stood economic adversity well. They experienced little or no adverse effect-thanks either to a strong secular expansion in the markets for their particular product or to specific factors that caused demand to be well maintained. For example, aluminum, molybdenum, and nickel are three metals that enjoyed extraordinary growth in applications during the years 1946-1973. These metals were little affected during the recessions that occurred in that era. Similarly, coal did not suffer a pronounced drop in sales in the 1974-75 turndown because, with the price of oil rising sharply, a switch away from oil and back to coal was clearly indicated for some energy-intensive applications. Oil itself was largely impervious to the ups and downs of the business cycle until very recently. And the precious metals, gold and silver, have often been regarded as benefiting from reduced economic activity because labor becomes more available, productivity rises, and operating costs diminish. In the current recession, however, no major mineral has escaped the broad trend. The secular growth factors that were previously so evident for aluminum, molybdenum, and nickel have disappeared, at least temporarily. The stable pricing behavior that previously characterized all three of these commodities has been replaced by extreme price weakness and apparent inability of the major producers to continue their roles as market leaders. Coal and oil both have suffered from a sharp drop in energy requirements. There are those who now anticipate a collapse of the market control over oil prices so clearly exercised by OPEC since 1973. If oil prices are no longer effectively controlled by the governments of the exporting countries, then coal prices are also certain to be affected. And the combination of high interest rates, tight money, and a change in public perceptions of precious metals put the skid under gold and silver quotations in 1981 and early 1982. Although inflation has been viewed as the scourge of most Western countries ever since the oil crises of 1973-74, prices-in constant dollars-of most minerals have not risen. On the contrary, with the exception of the precious metals and oil, for most minerals the prices that prevailed at the end of 1982 were close to the levels of the Great Depression of the 1930s in constant dollar terms. Table 1 compares prices for copper, lead, zinc, and aluminum at the end of 1982 with the average prices in 1934, stated in constant 1967 dollars. This emphasis on prices for mineral commodities reflects the fact that profits of mining enterprises vary directly with the level of prices. Manufacturing and retailing enterprises march to a different tune. They establish sales prices based on costs. Their profits tend to vary with volume. Commodities are for all practical purposes fungible, that is the advantages of known brands in marketing manufactured goods have little application in a commodity market. Thus the individual seller of minerals is unable to establish his sales prices. Except where a monopoly is present, he must sell at the going market. His option is to abstain from selling if he finds the price unremunerative. In past recessions, some mineral producers chose to do precisely that-either accumulating a substantial share of their output in inventory or, in prolonged downturns, abstaining from production. During the current recession, however, private-sector mining companies did not have the option of accumulating inventories to any great extent. Capital costs for new mineral projects or for expansion of existing facilities have escalated at an alarming rate since the early 1970s. Added to this has been the heavy cost of installing pollution control or safety equipment to comply with the regulations adopted in most industrialized countries (and particularly the United States) since 1968. The consequence has been that the financial position of most major mineral enterprises in mid-1980 was already strained. To finance increased inventories meant incurring additional funded debt at high interest costs, thus impairing the concern's credit rating. Management Choices Private-sector managements have had to face up to the alternative of either continuing to produce at an unchanged rate and marketing output at unremunerative prices or reducing output. In tunnel condition assessment, the trend is towards comprehensive 3D measurement combined with high quality image texture to document and quantify damages to the tunnel surface and to create a cohesive data base of the structural conditions throughout its lifespan. The faster such measurements can be made on site, the less it impacts traffic conditions of the highly sophisticated subway systems. The Dibit high-speed 3D scanning system which is based on Photogrammetry and LiDAR technology enables data acquisition in tunnels at a speed of up to 60 mph. Given the high rate of speed the system can operate, tunnel shutdowns can be drastically reduced, and tunnel safety increased. The photorealistic texturing of the 3D-model allows the identification and analysis of smallest material damage (e.g., cracks ≥0.3 mm wide). The publication illustrates technical details and 3D results of the innovative system from measurements that were performed in the subway tunnels of the Bay Area Rapid Transit System in San Francisco, CA (total length 66.23 km).

What is your assessment of the status of the mining industry as we see some evidence of an economic recovery? I am optimistic about the short and midterm prospects for the industry and, hence, for the professionals in the industry that constitute the majority of the SME membership. All who will read this interview recognize that the quality of life we enjoy today is largely a result of our achievements in the mining and minerals processing sectors. I believe that the sustainability of that quality of life and the aspirations of other sectors of the global community to attain that same lifestyle will significantly depend on the continued successes of these industries. Looking at some of the traditional economic indicators, we see predictions of continued increases in gold prices during the next 12 months as a new round of quantitative easing keeps real interest rates low and drives excess capital flows from countries with trade surpluses - who have traditionally parked their money in U.S. government bonds - into other investable assets, such as gold. On the fuel side of the industry, we have during the last decade seen a steady rise in the cost of coal, and some of the recent spot prices have seen dramatic increases. Some suggest that coal prices may rise sooner than anyone expects, as global reserves are revised downward. This is based on the hypothesis that some of the main coal-producing countries are overestimating supplies and that coal prices could start rising far sooner than anyone thinks - with obvious serious implications for energy policy. Those forecasters note that, for the past couple of decades, global supply has been dropping at a faster rate than consumption.

The Fort Lawton Parallel Tunnel was built in 1990 - 1991 by Morrison Knudsen Corporation (MK) as an integral part of Seattle METRO's planned expansion of the Westpoint Treatment Plant. The project included a concrete lined 2542 m (8,340 ft) long tunnel bored in sands and clays under the presence of methane gas and over 27.4 m (90 ft) of ground water table. The tunnel roughly paral¬lels an existing and still operating 3.65 m (12 ft) diameter tunnel originally completed in 1909. The parallel tunnel was constructed using a Lovat 4.72 m (15 ft-6 in) earth pressure balanced TBM with ribs and timber lagging as primary support. The tunnel alignment crossed under as much as 91.4 m (300 ft) of overburden as well as twin mainline railway tracks; terminating in a shaft adja¬cent to the Seattle ship canal. The project was completed in June, 1991 after a final "wet-tap" tie-in to the existing brick-lined sewer; over five months ahead of the contract schedule. This paper will describe the construction methods, job site conditions and difficulties encoun¬tered on this very challenging and successful project.

The success of the industrial minerals end of the mining industry is often overshadowed by the high price of copper, the glamour of gold, and the nation's huge reserves of coal. Those three segments of the industry, however, along with every other business in the world, could not function without the products that are composed of a variety of industrial minerals. And, according to Haydn H. Murray, past president of SME, the value of industrial minerals in the United States is more than triple that of metals, about $19 billion a year versus $6 billion. In the developed countries of the world, he said, the value of industrial minerals is nearly always greater than the value of metallic minerals. Murray, also a professor of geology at Indiana University, was the luncheon speaker at the SME-sponsored Grinding of Industrial Minerals conference held in Asheville, NC this past September. Producers of industrial minerals know they must squeeze the maximum value out of the industrial mineral being mined and processed, Murray told the audience of about 100 people. Grinding and particle size, then, are vital to a commodity's profitability.

In a joint exercise, the European Commission, (led by DG Enterprise), the EU Member States, the various sectors of the Extractive Industry, and WWF have developed a set of Sustainable Development Indicators specific to the non-energy extractive industries. Of equal significance, a Voluntary Scheme for publicly reporting the data has been created. This paper presents these indicators at the company level and explains the role of companies and trade federations in establishing the reporting process. This has been achieved in just 18 months and the paper identifies 6 Success Factors, which have made this possible. It is believed this is the first Scheme of its kind to be put into place and to have begun operation. It is a model for co-operation between government, the NGO sector and industry. The first set of data, based on the reference year 2001, has been gathered. The SD performances of the European Minerals Industry will be publicly reported on for the first time, on the basis of these 2001 data by industry sub-sector. The Member State level Indicators will follow to complete the picture.

Contract 75-124-211 extends along the Chicago River from Roosevelt Road on the south to Ogden Avenue on the north. In addition a branch tunnel runs east from approximately mid-project ending near Lake Michigan. The contract was bid on December 14, 1977 with three joint-ventures submitting bids. Of these the joint venture of J.F. Shea Co., Inc. Walnut, California, (Sponsor), Peter Kiewit Sons' Co., Omaha, Nebraska and Shea Company and Associates, Walnut, California was low with a bid of $101,976,680.00. The MSD awarded the job to the Joint-Venture on January 5, 1978 with a scheduled completion date of January 23, 1983. The project consists of the following major items of work: (1.) A 25'-0" minimum diameter Construction Shaft, 220 feet deep (2.) 13,726 Linear Feet of 30'-0" Concrete lined Tunnel in rock (3.) 6,648 Linear Feet of 13'-0" Concrete lined Tunnel in rock (4.) Seventeen concrete lined Drop Shafts varying in finished diameter from 4'-0" to 12'-0", and each approximately 250 feet deep with chambers and connections to the tunnels varying from 100 to 1300 feet in length.

Launching a full-size pressurized-face Tunnel Boring Machine (TBM) in difficult ground conditions is always challenging. Recently, few projects have innovated the process by scaling the trenchless method of pipe jacking, and modified steel bell approach, to facilitate the launching of a full-size TBM without the need for large and deep trenches, starter/tail tunnels, or for incrementally installing supporting gear as the machine advances. This paper presents three such projects; evaluates the post-bid contractor proposed modifications; details the innovative use of pre-cast pipe segments to facilitate machine launch; and, provides an overall assessment of the benefits, challenges and lessons learned related to the modified approach.

What is your personal view and assessment of the overall health of the industry in the current global economy? The economic outlook remains soft for the near future and, although the global economy is showing signs of recovery, uncertainty has tempered the pace of recovery. In addition to uncertainty, we are still facing significant economic challenges in many parts of the world, including Europe and the United States. The rapid expansion of China?s economy has recently slowed, further contributing to the sense of uncertainty in the overall health of the global economy. This situation is both a blessing and a curse, depending on which sector of the mining industry we are considering. For example, coal, industrial minerals, aggregates, base metal and precious metals markets are impacted by different forces and drivers and will experience different outcomes within the same economic environment. Let me give a few concrete examples to illustrate this concept. The prevailing economic uncertainty that I have just described tends to drive investors toward safe havens. Gold has historically been viewed as a safe haven and as long as investors shy away from traditional investments, gold prices will remain high and gold mining companies will continue to expand and invest capital in their operations. The same sluggish economy that drives gold prices higher has the opposite effect on other segments of the minerals industry. A great example of this is industrial minerals and aggregates used in construction. The markets that consume these minerals have contracted significantly over the past five years. The outlook for this segment is poor, as the glut of available housing continues to inhibit demand for new construction and, thus, many industrial minerals. In addition to this, the federal government?s lack of political will to enact long-term legislation funding transportation and infrastructure projects continues to be a drag on the U.S. aggregates industry.

The microtunneling test program is one of three main elements of the research project, "Trenchless Construction: Evaluation of Methods and Materials to Install and Rehabilitate Underground Utilities." The other elements of this project include an evaluation and demonstration of horizontal directional drilling technology and pipeline rehabilitation systems. The research is a Corps and Industry cost-shared project funded under the Construction Productivity Advancement Research (CPAR) program. The laboratory partner is the U.S. Army Engineer Waterways Experiment Station (WES), Geotechnical Laboratory. The industry partner is the Louisiana Tech University's Trenchless Technology Center. Industry participants are contributing over half the total cost of this research. The overall objective of the CPAR program is to improve productivity in the U.S. construction industry, thereby enhancing the competitiveness of the U.S. industry in domestic and overseas markets. The Corps and other federal and state agencies will benefit by realizing reduced costs, enhanced safety and better products and services as the products of this research program are developed, tested, and pushed into the market place. The microtunneling demonstrations and evaluations were performed during September and October 1992 at a specially constructed test facility built at WES in Vicksburg, MS. The test facility is 104 m (340-ft) long, 5 m (16-ft) wide, and 4 m (13-ft) deep. It was constructed, ironically, by first excavating a trench into which 6 different types of soils were placed and compacted in approximately 18.3 m (60-ft) long sections. The soil profiles include a lean silty clay (loess), a dry sand, highly plastic buckshot clay, wet sand, clay gravel and silt. The interfaces between soil profiles were sloped to simulate mixed face conditions as the machines exit one zone and enter another, and provided challenges to ground control and alignment and grade control during these transitions. Moisture and density tests were performed on all materials in each lift to assure uniformity. Horizontal inclinometers and 3 levels of settlement plates were installed at key locations in the test bed. The settlement plates and rods and the horizontal inclinometers, together with surface survey points, provided data to evaluate settlement and heave along the test section. Penetration resistance was measured in each section of the completed test bed. Strain gages were installed in 8 of the 0.6 m (24 in.) diam. Hobas pipe sections to measure strains in the pipe as it was being jacked into place. Steering jack loads, jacking thrust loads, and cutterhead torque were also measured during the drives. The results of these tests will be used together with other information to develop guidelines for conducting feasibility studies and selecting proper methods compatible with anticipated conditions.

In a complex society such as ours, the range of "negotiating" relationships is constantly increasing. These negotiating relationships have emerged as a direct result of the diffusion of power or influence to new sectors and emerging concerns. Even within organizations, the myth of the authority-based heirarchical structure has given way to the reality of constant negotiations between superior and subordinate and with peers in the organizational structure. In the broader context, the corporate organization finds it necessary to reckon and often negotiate with organized employees, suppliers, buyers, government agencies and a range of organized private interests ranging from minority groups to environmental organizations. In response to this diffusion of power and the conflicts which it has engendered, a variety of conflict avoidance, conflict managing or conflict resolution techniques has developed. The purpose of this paper is to attempt to differentiate between some of the conflict intervention approaches which have appeared "on the market", and to suggest three bases for selecting among them: 1. The "role" of the conflict intervenor; 2. How far the conflict has developed; and 3. The breadth and impact of the issues involved.

"Metallurgical process development in greenfield projects must define the comminution flowsheet and establish the equipment sizes that are required to deliver the project design criteria. These are critical steps that heavily influence the financial performance of the project, requiring a detailed understanding of the ore properties of the project resources and the best practice methods to size comminution machines. This paper reviews current practices for determining the ore characteristics relevant to comminution circuit design. Particular attention is given to the design of sampling and testing programs, and the methods commonly applied to size crushers and mills for conventional size reduction applications in mineral processing. IntroductionMetallurgical process development in greenfield projects requires the selection of a comminution flow sheet and must establish the equipment sizes required to deliver the project design criteria. This necessitates a detailed understanding of the ore properties that define the project resource. For brownfield projects the same objectives may apply for plant expansions, or the project objective may be simply to define the capacity and operating cost of an existing facility for a new ore source. The process development phase in either instance will typically comprise the following key activities:• Geometallurgical classification and sampling of the ore deposit or deposits.• Determination of comminution energy requirements.• Benchmarking similar projects.• Identification of flow sheet options.• Equipment selection and sizing.This paper is concerned specifically with process development testing and will as such focus on the first two activities on the list: sampling and testing of the deposit. The discussion will focus on testwork programs to support the design of comminution circuits commonly in use in mineral processing today, specifically crusher, tumbling mill and stirred mill technologies.It is important that any testwork program is designed giving consideration to the types of flow sheets that are viable for the project, and the data that will need to be generated to support the final equipment sizing. Designing a testwork program to only provide information about one particular type of flow sheet will not allow sufficient information to be generated for a rigorous trade-off analysis of options, and may therefore preclude financial optimization of the project. Testing programs should be designed to collect sufficient data to ensure that any backtracking at a later stage to fill in missing information is minimal."

The determination of the proper cutoff grade for an open pit metal mine is based on economic criteria and the operating philosophy of the mining company. Previous papers have dealt with the balance of a fixed mine production capacity versus economic return. Mine production capacity is often controlled by the amount of mining equipment and the working area in the pit. A complete cutoff grade strategy is a balance of economic return of mining higher grade material versus the capital costs of additional production capacity and the operating cost of moving the waste and low grade material to assure proper ore release. An approach to the problem is presented which is based in part on work by previous authors and provides guidelines to proper cutoff grade strategy encompassing the time value of money and variable commodity prices.

"Location: The Menominee district has been described geologically in several units, because the known iron-bearing formations of the larger region are not a really connected. From the commercial and mining standpoint, however, the district em¬braces, all that territory extending from a point about five miles east of Vulcan to a point a few miles west of Iron River, an east-west distance of about fifty miles, and from a line about two miles south of Vulcan to one ten miles north of Crystal Falls, a north-south distance of about thirty-five miles. This area is largely in the State of Michigan, but includes more than two hundred square miles in Florence County, Wisconsin. The chief towns of the district are Vulcan, Iron Mountain, Iron River, and Crystal Falls, in Michigan, and . Florence in Wisconsin. The Wisconsin portion of the district has not produced a large portion of the output of the area.History: The earliest reports of iron ore in the Menominee district were made by J. W. Foster and S. W. Hill, who conducted a geological exploration from Lake Superior to Green Bay in the fall of 1848. It is a remarkable fact that in spite of their plain statements regarding their discoveries, these state¬ments were apparently forgotten for a period of nearly twenty years. Foster states that ""about two miles southeast of the lower falls (of the Twin Falls on the Menominee River) near Sec. 30, T. 40 N., R. 30 W. there is a large bed of specular iron ore associated with the talcose and argillaceous slates. It makes its appearance on the north side of the Lake and can be traced a mile and a half in length and in places is exposed one hundred feet in width."""

INTRODUCTION In 1957, diamond drilling on a magnetic anomaly indicated an extensive zone of copper mineralization on what is now the Craigmont Mines property. By mid¬1958, drilling established a copper ore body. Milling commenced in September 1961 at 4536 t/d (5000 stpd) and by the end of October 1977 the mine had produced 339 662.04 t (374,363.9 st) of copper. At present, two-thirds of the mill feed is derived from underground operations and one-third from low-grade surface stockpiles. Craigmont Mines is situated 209 km (130 air miles) northeast of Vancouver (see Fig. 1), 16 km (10 miles) west of the town of Merritt, a logging, ranching, and mining community of about 7000 people. It is serviced by paved highways, Canadian Pacific Railway, British Columbia Hydro, and Inland Natural Gas Co. Water is pumped from the Nicola River, a distance of 6 km (4 miles) and a lift of 244 m (800 ft). In March 1967, the open pit mining operations at Craigmont Mines reached their economic limit and were suspended. Before this, it had been decided that a sub¬level caving method of underground mining would be used to supply ore to the concentrator after the cessation of open pit production. This chapter describes the fac¬tors influencing the choice of mining method, some of the problems encountered, mining practices, and results. GEOLOGY The ore bodies of upper Triassic age are located in a limy horizon striking east-west, closely paralleling the intrusive Guichon batholith, bounded on the south by rhyolites and on the north by graywackes, and dipping steeply to the south (Figs. 2a, b). The ore bodies are relatively narrow with a maxi¬mum width of 79 m (260 ft), a combined strike length of 853 m (2800 ft), and a vertical extent of 610 m (2000 ft). Chalcopyrite is virtually the only copper mineral, and 20% of the ore zone consists of acid solu¬ble magnetite and hematite. The area has been subjected to considerable faulting and brecciation, which is a major factor in the mining operation. Total geological reserves, at 0.7% Cu cutoff, for the deposit were 22 316 743 t (24,600,000 st) at 1.89% Cu. An additional 5 236 270 t (5,772,000 st) at 0.6% Cu were mined from the open pit. Ground Conditions The waste rocks-graywacke, andesites, and diorite -are relatively incompetent due to the high degree of fracturing and jointing, and all require varying degrees of support. The ore zones are somewhat less fractured; ground support is still required, however, although to a lesser extent than in the country rock. Ground conditions in the main ore body are better than in the smaller, nar¬rower ore bodies. Clayey fault gouge is present in most of the faults; gouge zones may be up to 6 or 9 m (20 or 30 ft) wide. The main ground problems are associated with local weakness rather than pressure. Shape of Ore Bodies (Figs. 2a, b and 3a, b) The main No. 1 ore body is approximately 244 m (800 ft) long and 46 m (150 ft) wide. It extends ver¬tically from the original top of the open pit at 4200 ele¬vation to just below the 3060 level. The No. 2 ore body is approximately 304 m (1000 ft) long, varies from stringer width at the extremities up to 79 m (260 ft) wide, and extends from 3060 level to 2400 level. Both these ore bodies have extensions re¬sulting in additional small irregular bodies. Ore bodies are mostly steep dipping, though part of the Wing ore body, an extension of No. 2 ore body, dips at 0.87 rad (50'). This ore body varies in size, but is approximately 122 m (400 ft) long, 21 m (70 ft) wide, and about 213 m (700 ft) high. No. 1 Limb ore body is a narrow extension of the No. I Main with a vertical extent of 137 m (450 ft), average width of 18 ft (60 ft), a strike length of 152 m (500 ft), and dips steeply at 1.4 rad (80°). No. 1 East is an eastern extension of the No. 1 Main with a vertical extent of 183 m (600 ft), a strike length of 91 m (300 ft), an average width of 30 m (100 ft), and dips at 1.2 to 1.4 rad (70 to 80°). No. 1 South is at the upper west end of the open pit with a vertical extent of 76 m (250 ft), a strike length

Mine Development Associates, Inc. was formed in March of 1987 to provide mine engineering assistance to the mineral industry. To be competitive with other firms, Mine Development must be able to provide quick and accurate ore reserves and mine plans for clients. Commercially available mining software was necessary for Mine Development to assist the client. This paper describes how Mine Development chose mining software, the time involved in getting up to speed, and several case histories of how the software is used.
