Modern transportation systems are one of the most important achievements of our civilization and provide us with tools for broadening individual and social freedom of choice. The transportation system initiated today is handed dawn to the next generation, probably with little choice because of the enormous expenditure of monies involved, and influence their way of life as to where they should live and where they should work. The ever increasing antagonism between the citizens and the planners of the transportation systems necessitates a careful review of the entire planning process. The planning process can be broadly classified into: the goal formulation and decision making process; the plan development process; and the plan implementation process. THE GOAL FORMULATION AND DECISION MAKING PROCESS Goal formulation and decision making is one of the vital phases of the planning process and is primarily based upon social values. In measuring social values, the planner must employ an appropriate scale of measurement since in the absence of this yardstick, these values tend to became vague and abstract ideals. The need for major social programs and concerns (poverty, etc.) of the urban areas should be analyzed to determine the type of transportation system which would contribute to the solution.

Luminescence excited by electron bombardment, or cathodoluminescence (CL), is a very useful tool in petrographic examination of rocks, minerals and ores. Differences in luminescence colors and intensities allow detection and delineation of mineral species and composition zones difficult to separate visually by normal polarized light microscopy. The cold cathode CL chamber at Indiana University is used with a binocular microscope that has interchangeable attachments for a normal film camera, a digital camera and a fiber optic spectrometer. This allows imaging of the specimens as well as limited spectrographic analysis of the emitted luminescence. The chamber on this CL unit is large enough to accommodate several thin sections, polished mounts, grain mounts or rock slices at one time. Luminescence petrographic techniques were used to study alkali syenites and carbonatites from the Arkansas. Alkali feldspars in the syenites reveal a history of growth, fenitization and replacement through color and intensity differences. Primary orthoclase luminesces bright blue and is often zoned with a duller blue overgrowth of microcline. Fenitization of the feldspars is demonstrated by dull to bright red luminescence and replacement veins of albite often have a bright yellow green luminescence. Late microcline and perthites from the syenite pegmatites have a dull yellow to orange luminescence. Easily visible on this background of feldspars are grains of apatite (yellow), fluorite (violet), zircon (greenish), sodalite (orange) and mosandrite (green). Complex pseudoleucite syenites from Magnet Cove, Arkansas show similar minerals but also include xenolithic quartz (violet), manganwollastonite (bright orange), benitoite (intense blue) and lorenzenite (green). Carbonatites from Arkansas contain a wide variety of calcite textures and intensities of luminescence. Grains of carbonatite in well cuttings are easily distinguished from sedimentary calcites by their complex “flame” luminescence and the frequent presence of euhedral apatite grains (yellow). Apatite crystals separated from the Arkansas River Valley carbonatites by acid digestion show complex zoning. The cores of these apatites are yellow luminescing due to CL activation by Mn enrichment while the rims are violet luminescing due to REE enrichment. Complex zonation between the cores and rims is easily visible using CL.

Although the occurrence of deposits of titanium minerals on Kenya’s present day beaches and adjacent dune systems has been well documented, the potential for older formations to host economically viable deposits had not been recognised until recently. The Magarini sands formation in Kenya has been found to contain deposits of ilmenite, rutile and zircon in quantities and grades that have the potential to be commercially exploited. Since 1995, Tiomin Resources Inc. has explored these deposits and has identified one deposit, the Kwale project, as being able to support the development of a mine producing some 300,000 tpa ilmenite, 75,000 tpa rutile and 37,000 tpa zircon. Tiomin plans to start production by late 2002. Construction of a US$137 million operation is set to commence in the first half of 2001.

LKAB’s Kiruna Mine, located in northern Sweden, produces about 24 Mton of iron ore yearly using sublevel caving. For efficiency, the mine must deliver planned quantities of three ore products. We use mixed integer programming to schedule Kiruna’s operations, specifically, which production blocks should be mined, and when they should be mined to minimize deviations from planned production quantities while adhering to mining restrictions (e.g., sequencing). A new production block database and a well-formulated mixed integer programming model dramatically reduce the size of the original problem; in less than ten minutes we generate five-year schedules with time fidelity of months.

The largest structure along the Tauern highway section between Salzburg and Villach is the 6.4-km-long Tauern Tunnel. The major geotechnical problems that came up surprisingly while driving the headings of that tunnel and their successful solution form the content of this article. A detailed discussion is presented of the special construction methods developed by systematic application of the principles of the New Austrian Tunneling Method with which even very heavily squeezing ground with large excavation areas can be mastered reliably and economically.

Investment in the ferrous sector between 1981 and 1985 will total about $9 billion, or 7.6% of the state budget for capital assets. The money will primarily go to complete the first stage of the Baoshan Iron and Steel complex and to increase steel production by 3 Mt* (3.3 million st) and seamless tubing by 0.5 Mt (551,000 st). Investment in 1983 will be about $3.5 billion, a 28% increase over 1981. Although data on nonferrous investment is less specific, the Chinese announced early this spring that the country's investment would be 2.6 times greater than the average spent during the previous five year plans. Geological surveying will also be stepped up. The Ministry of Geology and Minerals recently announced it will incorporate a search for metal and mineral resources into its second round of oil and gas surveys. The Sixth Five-Year Plan desig¬nates some actual production targets. Steel is to increase to more than 72 Mt (79.4 million st). The country's production of 10 priority nonferrous metals - aluminum (and bauxite), copper, lead, zinc, nickel, tin, antimony, mercury, magnesium, and titanium - is to increase 12.7%. Top priority is to develop aluminum production. Renewed efforts are to be made to develop gold and silver production and to increase rare earth and rare metal production. By April 1983 when the China Nonferrous Metal Industry Corp. was established, some five months after publication of the Five-Year Plan, the goals for nonferrous development had already been upgraded and changed to include: • development priority status equal to that of coal's; • an increase of more than 150% in the 1985 projected production level for the 10 top nonferrous metals (a move from the Sixth Five-year Plan's production increase of 12.7% to one of 34%); and • modification of the top 10 nonferrous metals list to include tungsten, molybdenum, and rare earths. Aluminum, copper, lead, and zinc maintained primary importance, while mercury, magnesium, and titanium were deleted. It is likely that the modification will be taken one step further and titanium will be substituted for antimony. China has already indicated its intentions to stabilize rather than expand its antimony industry, while press reports play up the titanium industry's importance to the country's development. In addition, the China Nonferrous Metal Industry Corp. announced that it expects to register a progressive annual increase of 4% in foreign currency earnings through export. China's nonferrous development efforts, therefore, appear two-pronged. First, the country's efforts will be directed toward self-sufficiency in its four major process and primary metals - aluminum, copper, zinc, and lead - and a number of other nonferrous metals that are in increasing demand by its light industry sector. At present, 96% of China's non¬ferrous consumption is composed of aluminum, copper, lead, and zinc. Substantial portions of that must be imported to meet rising demand. Second, efforts will concentrate on those metals that can be developed the fastest and are in "urgent demand" on the international market. Metals such as tungsten, tin, molybdenum, titanium, nickel, and rare earths will be given freer use of foreign capital and technology to increase production levels and raise quality. Recently the operating philosophy at concentrators processing platinum bearing ores has started to move from a recovery dominated system to one in which the production of high grade concentrates at the expense of some recovery would provide greater benefits in the further upgrading of the platinum group minerals (PGM). The low grades usually obtained are associated with the presence of naturally floatable talcaceous gangue minerals in all PGM ores. Polysaccharide depressants such as guar gum and carboxymethyl cellulose (CMC) are used to improve the grades of the concentrates. Recent testwork has shown that the use of high depressant concentrations can prevent any naturally floatable gangue from reporting to the concentrate. The only gangue present in the concentrates would be due to its entrainment in the froth. Under these conditions much higher grades can be achieved. The sulphide minerals themselves, however, become susceptible to depression at high depressant concentrations. This work examines how the recovery of sulphide minerals in two Merensky ores was affected by the type and concentration of the collector in the presence of high depressant concentration (500 g/t) and that the response of the sulphide minerals was also dependent on the type of depressant used (guar or CMC).

The Mid-Tennessee Zinc (MTZ) mines, comprised of the Gordonsville, Elmwood, and Cumberland sites, last operated 4 years ago and are undergoing rehabilitation to begin production in 2008. The mines utilize a random room-and-pillar mining method that results in complex ventilation networks. Upon decommissioning, the mechanical ventilation units were removed and disposed of and several shafts sealed. In an effort to re-open the mines and operate in compliance with imminent Mine Safety Health and Administration (MSHA) diesel particulate matter (DPM) regulatory limits of 160TC µg/m3, a new ventilation system was required. The new ventilation system was developed primarily based on the diesel equipment required to meet production. Particular emphasis was placed on the DPM, diesel equipment utilization, main fan sizing, and fan locations to enable the mines to meet MSHA?s ventilation requirements in a cost efficient manner.

CANMET-MMSL, in cooperation with Dry Systems Technologies and Quinsam Mine, conducted a study to determine the effects of B50 biodiesel on the emissions of a flameproof diesel power package in comparison with mining diesel fuel for application in underground coal mines. The emissions testing for coal mine application requires that the intake air mixture to the engine should be at 1.25 percent methane by volume in air. The tested power package system included a naturally aspirated, mechanically-controlled diesel engine with a diesel oxidation catalyst (DOC), a heat exchanger, flame arresters, and a low temperature disposable diesel particulate filter. The engine dynamometer tests were conducted at the CANMET-MMSL Diesel Emissions Research Laboratory in Ottawa using the ISO 8178-C1 test protocol. The separate and combined effects of a B50 biodiesel blended fuel, and with and without 1.25% methane enriched intake air were measured on a diesel power package. Fuelling the baseline engine (without methane), with B50 biodiesel blend reduced carbon monoxide (CO) by 44%, and increased nitrogen dioxide (NO2) by 19%, and particulate matter by 31% relative to the mining diesel fuel. Similarly, injection of 1.25% methane to the intake air for baseline engine with mining diesel fuel increased engine power by 15%, CO by 124%, and NO by 15%, and decreased NO2 by 13%. The effect of B50 biodiesel relative to the mining diesel for coal mines application (with methane for both fuels) was to reduce CO by 27%, and NO by 6%, and increase NO2 by 23%, with no change in engine power. The overall results indicate that the minimum ventilation rate for the equipment application in coal mines with B50 biodiesel was 4.11 m3/s (8,700 cfm), slightly higher than the ventilation rate of 4.01 m3/s (8,500 cfm) with the mining diesel fuel. This slight increase in ventilation rate for B50 biodiesel fuel was due to an increase in NO2 at one of the operating test points, and the ventilation rate for this equipment was governed by NO2 in the exhaust gas.

Hydro-Jex© releaching was undertaken during the summer of 2010 at the Valley Leach Facility (VLF) at AngloGold Ashanti?s Cripple Creek & Victor Gold Mine. Several advancements to the technique were made in response to the technical design and operational challenges posed by the unique site conditions. New geophysical resistivity monitoring techniques were developed to monitor solution migration during the injections. These developments are presented along with discussion of gold production resulting from the project.

The phenomena of dripping into cavities (e.g. tunnels and drifts) within an unsaturated fractured porous medium under ventilated conditions is studied to improve estimates of dripping rates, drop sizes, and chemical composition of droplets that could affect the integrity of high-level nuclear waste packages placed in drifts. The sensitivity of dripping rates and water chemistry to ventilation is analyzed at various flow rates using analytical expressions linking flow on fracture surfaces to drop formation and evaporation. The model was tested using laboratory experiments involving machined aluminum slabs designed to represent a simplified morphology of a fracture face intersecting a cavity and using natural fracture surfaces from a welded tuff. Comparison with ten years of data on dripping in natural caves showed good agreement with model predictions. In particular, for low dripping rates, evaporation due to ventilation leads to larger drop sizes and alters drop chemistry by increasing the concentration of solutes in the drop relative to that in the water flowing on the fracture face.

Fan applications in the mining industry have changed during the last 70 years. In 1922, J.R. Robinson authored a technical volume entitled Practical Mine Ventilation. At that time, atmospheric control had only recently shifted from natural to mechanical. The large, mechanical draft fans that were used then were centrifugal. The fans ran at low speeds, about300 rpm. Most were steam-engine driven. In the late 1920s and early 1930s, mines became larger, increasing the pressure and volume requirements of the fan equipment. Axial fans were designed to run at much higher speeds (710 to 880 rpm) and were driven by electric motors. They were also smaller and less expensive to install than the cumbersome centrifugal units. However, changes in mining have resulted in progressively higher static-pressure requirements. So centrifugal fans are once again proving to be a good choice.

A new generated NaNO3 ? NaNO2 ? KNO3 ternary thermal energy storage system which has low melting point as 124°C and high specific heat capacity was studied for the short and long?term thermal stability by using the Thermogravimetric Analyzer (TGA). Based on the actual working condition of molten salt in solar two, the simulated cyclic thermal stability measurement was also conducted. The ternary system demonstrates excellent short ? term thermal stability and thermal reliability after cyclic heating and cooling processes. However, in the long ? term as well as the simulated cyclic stability measurement, large amount of weight loss was observed. Moreover, the stepwise long ? term isothermal study reveals that below 440°C the weight change is minimal and this temperature is viewed as the upper limit temperature of thermal stability for this ternary system. To determine the lost phases at high temperature above the upper thermal stability limit, techniques such as XRD and SEM are used to compare the condition of the salt mixture before and after the long ? term thermal stability study. On the basis of the comparison, it can be concluded that the major weight loss was due to the decomposition of sodium nitrite.

Let’s start off with your assessment of the mining industry. Today, the status of the mining industry is stronger than it has been over the previous few years. While mining continues to be a major part of the world’s economic foundation, the industry is gaining strength due to rebounding metals and minerals prices. And now, with these rising prices and the changes the industry instituted during the years when mining-related commodities were selling at low prices, our stronger, more productive and internationally competitive industry should flourish. Mining remains an essential business and the industry is far ahead of the game when it comes to the trend of globalization as a key to sustained growth. Also, the industry continues to realize increased productivity through technological innovations. And an increasing number of countries are moving towards capitalism, which opens doors for exploration and mining within their borders. After looking at all of these factors, I believe that the mining industry will only continue to gain momentum in the future.

At the Porce III Underground Powerhouse Complex in Colombia, the observational method (Peck, 1969), was used to provide information to an underground wedge and a 2D Finite Element Method numerical models, both used to estimate the mechanical behavior of the hoisting rock mass. The observation process consisted in collecting fault events in the field and in interpreting Multiple Point Borehole Extensometers and Surface Convergence Displacement Points readings. The calibrated models were employed to predict the behavior of the pillars formed between the machine and transformer caverns. The observational method is an important activity during excavation of large openings and provides arguments to understand the rock mass mechanical behavior.

A great deal of attention has been directed toward the complexities and inadequacies of exploration and pre-bid geotechnical information for heavy construction projects, differing site conditions, and the adversary relationships which generally develop as a result. The adversary position has been maintained at all cost. The solution is simple, if not easy. The solution requires strict and equal adherence to given principles by all parties involved, throughout the life of the project, from conception to completion. It is necessary to review and redefine some basic concepts, without value judgements, from a context of getting the job done. In a recreated context, the role of truth, judgement, responsibility, and integrity, in exploration, engineering design, construction estimating, and project construction, will be examined. It is suggested that anticipated geotechnical conditions be defined unconditionally. The alternative choice is to give the bidder the opportunity of making the interpretive judgements based on geotechnical data. Similarly, a unilateral method of establishing encountered conditions that are agreeable to both owner and contractor, must be outlined prior to contracting. As anticipated and encountered conditions are firmly and accurately established, significant differences can evaluated based upon limitations specified in the contract documents. Impact of differences on project costs can be fixed by pre-defined methods.

In this study, a process to separate manganese and iron from manganiferous iron ores by reductive acid leaching followed by magnetic separation was conceived and experimentally tested. In the leaching process, sulfuric acid was used as lixiviant and oxalic acid was used as reductant. The experimental results showed that the manganese and iron separation was optimum when the concentration of the sulfuric acid and oxalic acid were 0.75 M and 30 g/L, respectively, at a temperature of 80 °C, a solid/ liquid ratio of 67 g/L, stirring speed of 400 rpm, and leaching duration of 60 min. Under this condition, 90.49% and 6.78% of Mn and Fe were dissolved, respectively, from the ore sample with a size fraction of − 106 μm. It was determined that the leaching of manganese from the ores was a second-order reaction with an activation energy (Ea) of 53.38 kJ/mol. The leaching residues obtained under the optimum condition were subjected to high-intensity wet magnetic separation tests to recover the remaining iron content. This separation process produced a concentrate containing 56.20% Fe and 1.79% Mn with iron and manganese recoveries of 56.83% and 66.73%, respectively. A magnetic separation test from an unleached ore sample was also carried out as a benchmark. To the best of our knowledge, this is the first time that a magnetic separation process was used to a residue obtained from reductive acid leaching of manganiferous iron ores to recover iron.
