The mode of occurrence of metals in mine wastes is investigated using sequential extractions. Metals are extracted from some or all of seven operationally-defined phases: water-soluble, ion-exchangeable, carbonate, amorphous Fe-oxide, crystalline Fe-oxide, sulfide, and silicate. The quantity of metals extracted from each phase varies with particle size. The presence of jarosite (potassium end-member formula, KFe3[SO4]2[OH]6) influences the selection of the procedure for extracting the crystalline Fe-oxide phase. Anglesite (PbSO4) and cerussite (PbCO3) are extracted as several phases. Extraction results can be explained only in part by X-ray diffraction (XRD) mineralogy because of lack of specificity of the extraction procedures, relatively high XRD detection limits, and the presence of 40% XRD-amorphous matter in each waste. The increasing chemical strength of the sequentially applied methods provides a basis for judging metal availability, water-soluble metals being most available and silicate-bound metals being least available.

During the past several years, the Mine Safety and Health Administration (MSHA) has conducted studies in underground mining operations to obtain information on occupational exposures to diesel particulate (DP), mine environmental DP levels and on the effectiveness of methodologies used to control DP. The studies conducted were representative of four coal mines and 10 metal mines. The metal mines included two lead-zinc mines, one limestone mine, two potash mines, one zinc mine and four salt mines. Three of the four coal mines were using disposable diesel exhaust filters to remove particulate from the exhaust and one was using a reusable wire mesh filter. Results of these studies indicate that average DP levels in coal mines not using exhaust filters range from 0.9 to 2.1 mg/m3, The use of exhaust filtration devices reduced these levels by about 50% to 90%. Studies conducted in metal and nonmetal mines showed average DP levels ranging from 0.3 to 1.6 mg/m3.

This poses an even greater threat to the future of civilization than continued wars and even "The Bomb" itself. Just the predictions of the world's population trend are awesome and demand our serious thought. This trend has been given the now well-known term, "The Population Explosion" - and this is literally what is taking place throughout most of the countries around the globe. Today, the world's resources support approximately 3.3 billion people. Based on the present world population growth rate of 2.1 percent, there will be another 65, million just one year from today. Such an increase in one year means that the world will add a greater population than that of Mexico and Canada combined. Projecting at this remarkable, but unchecked, growth rate, 6.7 billion people will be competing for survival by the end of this century.

GENERAL DESCRIPTION OF THE METHOD The original application of sublevel caving was in ground so weak that it would collapse even in small headings when the support was removed. Heavily tim¬bered drifts were driven across the ore body; the timber was removed at the end of the drift, and the ore caved and slushed out. When dilution became excessive the next set was removed and so on. This method gave high dilution and poor recovery and was slow, but it was the only way to mine this type of ore body at that time. In more recent times the method has been adapted to stronger ground which needs to be drilled and blasted, so it is not a caving method as far as the ore is con¬cerned. However, the method does rely on the walls to cave and so the name sublevel caving has been retained. The method as presently generally applied is shown in Figs. 1, 2, and 3. Sublevels are established at approximately 7.6 to 12.2-m (25 to 40-ft) vertical intervals. They are usually accessed from a ramp system. A haulage drift is driven down the strike of the ore body, but in the waste. Production drifts are turned off the haulage drift and driven across the ore body on about 10.7-m (35-ft) horizontal centers. This divides the ore body into a geometrical pattern. Slot raises are driven at the end of the drifts near the ore-waste contact and the slot is expanded to the shape of the fan drilling. Up holes are drilled to break towards the slot at burdens of 1.2 to 1.8 m (4 to 6 ft). They are drilled past the next sublevel to the production drift im¬mediately above. When a sufficient number of fans has been drilled, production can start by blasting one or two fans at a time towards the slot. Load-haul-dump (LHD) units are used to muck the ore, which rills out into the drift. At first, when only a small area is mined, the walls may not cave, and the operation will be similar to open stoping. Later, sloughing from the walls will fill any voids created, and the ore after blasting will be con¬tained by the caved waste and gravitate downwards as mucking proceeds. For many years excavations were made in rock exclusively by conventional blasting methods, and without concern for damage to the rock surfaces which remained after the excavation was completed. Recently, however, there is an increasing awareness for the importance of making rock excavations with as little damage as possible to the remaining rock surfaces; consequently, several revolutionary new precision blasting techniques have been developed during the past few years. These techniques, variously known as cushion, smooth- wall, perimeter, pre-shear, and pre-split blasting, basically involve the creation of a fracture plane in the rock between a series of blasted holes. The variations in each of these techniques are largely due to the differences in hole diameters, hole spacings, methods of charging, and sequence of blasting used to achieve certain specific results. The development of these precision blasting techniques was initiated by Canadian Industries Limited in 1953 at the time the Sir Adam Beck No. 2 Hydro-electric Project was under construction by the Hydro-Electric Power Commission of Ontario. Since then, these techniques have been somewhat advanced, and they have been applied with varying degrees of success to a number of projects. These projects include railroad and high- way cuts, dam spillway channel excavations, canal excavations, tunnel driving, shaft sinking, and other underground applications.

Overshot loaders are loading machines which fill a front-mounted bucket by crowding and bucket lifting, passing the loaded bucket over the machine and throw¬ing the load into a haulage unit to the rear. The load is retained in the bucket as the load mass is accelerated in its path over the machine. At the point of discharge, the bucket is stopped suddenly and the load leaves the bucket, following the throw trajectory past the rear of the loader. Fig. 1 shows a typical overshot loader of this type. Overshot loaders were developed for loading in nar¬row drift headings and drawpoints, where it is impossible to place or pass a haulage unit alongside the loader. Haulage access is to the rear of all overshot loaders. The first overshot loader was developed in the early 1930s. The early machines were rail-mounted, air¬powered, and had small loading capacities. To this day, the same basic design configuration exists, and all suc¬cessful overshot loaders still use compressed air. Bucket sizes range from 0.14 to 0.59 m3 (5 to 21 cu ft). The most commonly used machines are rail-mounted, al¬though crawler versions are popular for special applica¬tions, particularly shaft sinking. Rubber-tired machines have found some application where a greater travel distance is required between the loading and discharge points. CONDITIONS INFLUENCING APPLICATION Roadway Type Rail-mounted loaders are used where soft bottom requires rail support or where the long haul is ac¬complished with rail. This situation usually occurs in civil tunnels or in mine drifts that will continue to utilize rail-bound main haulage after development work is completed. Crawler and rubber-tire mounted loaders are used where the roadway surface is rough and lateral travel beyond the range of rail-bound machines is required. Work Area Dimensions The largest rail-bound loaders can clean roadways as wide as 4 m (13 ft) from a single track. Wider headings require multiple trackage. Headroom require¬ments are dependent upon the path described by the bucket as it passes over the machine. The largest over¬shot loader requires approximately 3.4 m (11 ft) of headroom. It follows that the largest heading that can be driven by overshot loaders from a single set of rails is approximately 4 m (13 ft) wide and a minimum of 3.5 m (11.5 ft) high above the rail. The smallest rail-bound loaders can work efficiently in headings as small as 1.8 m (6 ft) wide by 1.8 m (6 ft) high above the rail.

INTRODUCTION The inelastic stress-strain behavior of rocks has urged engineers to seek for the possible application of plasticity to engineering pro¬jects such as tunnels, oil wells, dams, etc. for a long time. Early efforts in this direction have tentatively used the classical theories to solve some axisymmetric problems, in which the rocks were treated as perfectly plastic and nonfrictional materials (Talobre, J. A., 1957). Meanwhile, one of the fundamental assumptions is that the volume strain of elastoplastic material is purely elastic. Drucker and Prager (1952) developed a perfectly plastic and frictional model with a generalized form of Mohr-Coulomb law, which serves as both failure criterion and yield criterion. Although the associated flow rule gives unacceptably large dilatancy, this model is a very important step to deal with the frictional behavior of geological materials. As a further step, Roscoe et al (1963) and Schofield and Wroth (1968) proposed a Cam-clay model, which accounts for the yielding before the material reaches a failure envelope and reflects the plastic volume strain as a strain hardening factor, and the open end of the Drucker-Prager envelope is capped by a family of yield surfaces, the envelope is made conforming with crit¬ical void ratio line. The proposed shapes of the cap have been based on experimental data and on convenience of mathematical descrip¬tions. Drucker, Gibson and Henkel (1957) introduced a spherical cap for soils, while in Cam-clay model the cap is semi-logarithmic yield function derived from the result of triaxial tests. DiMaggio and Sandler (1971) proposed an elliptical model for sand, in which the hardening function depends exponentially on plastic strain. Sandler et al (1976) used a plane cap model to express the behavior of a wide range of geological materials of which the nonlinear hysteretic nature is significant. Mizuno and Chen (1982) illustrated the physical mean¬ing of cap models and their adaption to finite element calculation. In recent years, Carroll et al (1972, 1980) have studied the com¬paction of porous materials under hydrostatic pressure and discussed the mechanism of the nonlinear response thoroughly. Analytical and numerical analysis of the hollow sphere model by Curran and Carroll (1979) predicted an initial yielding surface, dependent on the initial porosity, and showed a strong coupling between hydrostatic and deviatoric effects. All these main features from the abovementioned theoretical research are visualized by the experimental data on Boise sandstone (1984). The combination of such previous work would be logically the construction of a plasticity model for porous rocks which, following the tradition of assigning the name of birthplace to a special model, is called Cal-Rock model (Carrol, M. M., 1984). The results of triaxial tests along different loading paths reveal the compaction characteristics for deviatoric and hydrostatic stress separately. the fitting of the nonlinear stress-strain curves leads to a construction of yield surfaces. Moreover, an uniaxial strain test gives the strength envelope which is the critical state line. The whole model is composed in the frame of elasticity theory. The concept and representation of plasticity used here are in the spirit of Naghdi¬Casey theory (Casey and Naghdi, 1984 and 1984, Naghdi and Trapp, 1975). In order to find the way of using such a plasticity model in engineering problems, the stress field in a thick-walled cylinder of porous material is calculated. This is an axisymmetrical problem with plane strain, which is an idealization of oil well in an infinite medium. Because the constitutive relation is highly nonlinear, a numerical method has been utilized to obtain the solution. CONSTRUCTION OF CAL-ROCK MODEL (1). The purpose of this paper is to present a design procedure for the quantitative estimation of support load requirements in underground mines. Emphasis is upon the basic features of support behavior common to a large variety of support systems-bolts, timber sets, stope fill, steel arches, concrete liners and so forth. A strong reliance is placed upon fundamental principles and modern computing techniques for their quantitative implementation. Example problems illustrate the approach. Where artificial support is required, the ground in the vicinity of the face usually stands unsupported long enough for the support to be installed. At the time of installation, the load transferred to the support from the adjacent rock is essentially zero, although in some cases there may be an initial set load, for example, from timber blocking. With the passage of time and advance of the face, ground motion loads the supports. If the support system is properly designed, then the additional loading poses no threat to the safety and productivity of operations. If not, then difficulties may arise including high maintenance costs, hazardous work conditions and reduced productivity. Of course, over-design can be equally wasteful. Quantitative estimation of support loads is therefore essential to overall efficiency in mining.

The longwall face supports are provided to prevent the caving of the immediate roof at the working face. The thickmess of the immediate roof may be obtained from the working height and the average bulking factor. A strong bed, capable of withstanding maximum bending moment among the beds within the above roof, can be identified. The load on the strong bed may be obtained by finding out the overlying beds that will rest on the former during sagging. The limiting span, L, for this unsupported loaded bed, as a beam with built-in ends, can be calculated. The support density required at the supported span (face to goaf edge), a, during the first fall, is now estimated with a view to have a safety factor 2 at the face end, when bending failure occurs at the barrier end. However, the above value is inadequate to provide necessary safety margin against bending failure at the face end, during the subsequent cavings as cantilever, for L/a less than 20.6. d For the latter case a separate expression is derived.

Nearly 30 estimates of the minimum earth stress were obtained from hydraulic stimulation tests in 5 boreholes at depths varying from 0.6 to 4.3 km in jointed granitic rock near the Valles Caldera in New Mexico. This site is located within the transition between the Colorado Plateau and Basin and Range provinces. Stresses were determined from open hole hydraulic fracturing experiments conducted with water at pressures up to 48.3 MPa (surface). The virgin bottomhol e temperatures ranged up to 327°C. Pressure records show no evidence of rock breakdown, indicating injection into pre-existing joints. A typical pressure response consists of an early wellbore storage period followed by linear fracture flow, which then evolves into a steady pressure, fracture extension mode. Shut-in behavior is characterized by a sharp pressure drop followed by a more gradual decay. The minimum earth stress shows a general linear trend with depth, increasing with a gradient of 19 MPa/km. A low stress anomaly occurs from 2490 to 3100 m where the minimum stresses are as much as 28 MPa lower.

"Since 1994 the Bureau of Reclamation (BOR) has used risk analysis to evaluate dams. Risk considers both the likelihood of failure and the expected consequences should failure occur. Risk analysis relies on the detailed formulation and critical analysis of all possible potential failure modes. Potential failure modes are formulated by describing the sequence of events that must occur to result in failure, where failure is defined as the uncontrolled release of the impounded reservoir. Failure occurs in response to loadings such as water seepage through a dam (static forces), shaking from an earthquake (dynamic forces), sudden flood inflows (hydrologic forces), or accidental overfilling (operational errors). Reclamation has, to a limited extent, applied risk analysis to inactive and abandoned mines to evaluate tailings dams, pit lakes and flooded underground mines. Case histories of potential failure mode analysis, as applied to mine impounded water, illustrate what critical technical information is needed to determine if failure is likely, what the consequences of failure are likely to be, and what are the highest risks that should be addressed first.IntroductionImpounded water and high water content wastes at mining and industrial processing sites are potential threats to public safety and the environment. Recent failures such as the TVA Kingston flyash impoundment failure in Tennessee in 2008 (4.1 million m3 or 5.4 million cu yd) release, the Mt. Poly Tailings Dam failure in British Columbia in 2014 (4.4 million m3 or 5.8 million cu yd) release, and the Samarco Fundao Tailings Dam failure in Brazil in 2015 (59 millon m3 or 78 million cu yd) release have renewed attention to this issue. Potential risks from impounded water at mining and industrial sites originate not only from tailing dams, but also from water in process ponds and conveyance pipelines, sediment retention dams, water retention dams, mine pit lakes and flooded underground mine workings.Conventional water retaining dams also have a record of failure. Notable examples of failure include Vajont Dam in Italy in 1963 (2,600 lives lost), Banqiao and Shimantan Dams in China in 1975 (171,000 lives lost), and Machhu-II Dam in India (10,000 lives lost). After the 1976 Teton Dam failure in Idaho, the U.S. Bureau of Reclamation (BOR) established a Dam Safety Program. By 1984, the agency developed and began using risk analysis methods. BOR operates and maintains an inventory of hundreds of aging dams which were designed and constructed over a period of 100 years. Many of these facilities were designed and constructed prior to the development and adaptation of modern soil mechanics in dam engineering. Diligent observational monitoring, detailed site investigations and the application of risk evaluation to the BOR dam inventory has identified many deficiencies resulting in significant demands on available funding for remediation efforts. The application of risk analysis has allowed the agency to rank sites by risk. By giving priority of remedial efforts to high-risk sites, significant improvements to dam safety have been achieved."

Method of tunnel excavation is generally classified such as full-face excavation, bench-cut excavation, diaphragm with center pillar excavation, center drift advancing excavation and so on. These excavation methods should be selected properly in terms of ground condition, the area of tunnel section, the arrangement of construction. Center drift advancing excavation method in mountain tunnel construction, is often applied under quite weak ground condition, prior to the main tunnel widening excavation. Recently, the advancing drift is for the excavation of extreme larger section in main tunnel to confirm the stability of face. In addition, we make advancing deformation occur in drift when the construction was done in poor ground like squeezing and swelling ground, and the force occurred in main tunnel was expected to reduce by the effect of ‘dodging’ for support structure. Mechanical relation between drift and main tunnel has been mainly grasped on past experiences in Japan. However, the characteristic of tunnel enlargement was partially discussed by using the three dimensional analysis and the result was grasped by past experiences on the basis of each tunnel construction. It is considered that the natural ground stress is normally released as the advance displacement, but it was released after the main tunnel widening, causing a displacement and deformation increase. Up to now, the construction practice has shown the reduced displacement during the main tunnel widening excavation by the drift, and the numerical analysis agreed with above observation. However, there is no report found that the displacement and deformation at the time of widening excavation of the main tunnel become larger in case of a drift application. In Kyusyu area, western part of Japan, the northern part of Yoshinomoto tunnel was applied an advancing bench-cutting method for a center drift for the purpose of obtaining the geological information for support selection of the main tunnel in widening excavation. The shape of center drift was a perfect circle with a diameter of 4.0 m or 6.0 m and the same temporary support regardless of the geological situation. As a result, the displacement and deformation of the main tunnel after widening excavation were larger than the section where the center drift was not applied. Furthermore, the displacement and deformation of the main tunnel after its widening excavation was considered larger in the section where the cross-section of the center drift with 4.0 m diameter was applied than one with 6.0 m. Therefore, the center drift with a high rigidity support structure had the effect of suppressing the advancing deformation prior to the main tunnel widening excavation.

Many developing countries with little or no previous environmental regulation are now promulgating air quality regulations which require facilities to demonstrate compliance with both process parameter based emission limits and ambient air quality standards. For many companies with operations in developing countries, an air quality compliance program at the facility level is lacking and these companies have very little background information to work with in developing a program for assessing and maintaining compliance. This paper will present a methodology for development of a comprehensive air quality compliance program for operations located in developing countries with new environmental regulations. The experiences of the authors in developing an air quality compliance program for a mining operation located in South America will be used as a basis. A program for meeting new air quality requirements can be developed in seven steps. The seven steps are: (1) regulatory review and project scope; (2) design and implementation of a baseline air quality monitoring program; (3) site visit, (4) development of a complete air emission inventory; (5) dispersion modeling; (6) compliance analysis and compliance plan; and (7) project completion.

This can be done with a number of assessments: 1) accurately measure KWH usage and track peak demand periods first; 2) identify the electrical equipment that affects your usage and the conditions that require it to be running; 3) remotely monitor and control as much equipment as possible, especially larger pieces of equipment; 4) with your utility determine that you are on the most suitable rate for your usage profile, then understand how your utility company calculates your electrical bill; 5) recognize how production affects energy usage and utility costs; 6) keep historical records of everything you monitor; 7) make information, live and historical, available to everyone; and finally, with the knowledge of your equipment and energy needs, automate controls that you have identified to optimize your energy usage and time of usage.

Appalachian coal mines include operations in eastern Kentucky, Maryland, Pennsylvania, Virginia and West Virginia. During 1994, they produced a total of about 342.5 Mt (377.6 million st) of bituminous coal. This figure represents 37% of the total production from the United States. This region contains nearly all of the nation's coking coal reserves and high-quality compliance steam coal that will be in demand after the turn of the century as utilities comply with phase two of the 1990 Clean Air Act Amendment. Figure 1 shows the location of the study area and the general regions that supply various coal types. Data for the study reviewed here were compiled and interpreted from Mine Safety and Health Administration (MSHA) production reports, Federal Energy Regulatory Commission 423 reports, King's Export database and additional data from the US Department of Energy's (DOE) Energy Information Administration (EIA). Table I is an overview of the total production from Appalachia and the delivered tonnage to various sales categories.

An alternative flowsheet was designed for the flotation treatment of a complex sulfide ore from the Sotiel Mine in Spain. The ore contains 0.71% Cu, 2.24% Pb and 5.63% Zn. Two specially developed synthetic collectors, methyl-mercapto-benzoxazole (MMBO) and 6n-propoxy-mercapto-benzo-thiazole (PMBT), were examined. MMBO exerts a specific action on copper and zinc minerals after treatment with copper sulfate, and PMBT exerts a specific action on Pb minerals. Flotation operating variables (pH, frother type, frother quantity and feed particle size) were examined by means of rougher flotation tests to determine the optimum conditions for the new collectors. Once the optimum conditions were determined, a series of open flotation circuits were run on feeds of various particle sizes (obtained by different types of grinding). The objective was to obtain high-grade Cu and Zn concentrates. The results of the open-circuit tests demonstrated that a Cu concentrate grading from 18% to 23% Cu and a Zn concentrate grading from 40% to 48% Zn can be produced.

INTRODUCTION A current need of the phosphate industry is the development of process technology for treatment of high carbonate content ore. About 75 to 80 percent of the world phosphate reserves (1) are associated with carbonate gangue, which is not amenable to treatment by the existing techniques. Numerous laboratory and pilot plant studies have been devoted to carbonate-phosphate separation. Different techniques were involved (washing, sieving, attrition, flotation, calcination, and leaching). For technical and economical considerations, flotation appears to be an efficient process for this problem. Separation of carbonates (calcite and dolomite) from igneous phosphate is applied in industrial plants in Brazil, Finland, and South Africa. But, for sedimentary phosphate, no industrial realization exists at this time, with the possible exception of some plants in China. The main problems with sedimentary phosphates are: • high substitution by CO3-2 and F- for P04 -3 in the apatite lattice. • larger surface area of the phosphate particles because their surface is porous and irregular. • tendency of sedimentary minerals to produce more slimes in conditioning than the crystalline minerals, hence, larger dosages of collectors are required for sedimentary minerals. Investigations reported in the literature indicate that most processes developed for sedimentary carbonate-phosphate separation involved inverse flotation of carbonates using fatty acids as collectors (2), (3) associated with phosphoric acid (4), monosodium phosphate (5), F- (6), or SiF6 -2 (7) as phosphate depressants. Later investigations, conducted by A. Henchiri and G. Baudet (8), (9), (10), (11), (12), (13) in the BRGM technology department, of phosphoric esters revealed that these reagents are selective collectors for carbonate-phosphate separation. The above investigators developed a process which used phosphoric esters to collect carbonate minerals and sulfuric acid or sodium fluorosilicate as depressants for phosphate. Extensive comparative tests for different processes on the same phosphate sample show that the process developed at BRGM is one of the most promising methods proposed for sedimentary phosphate-carbonate separation. It should be pointed out, however, that phosphoric esters make abundant froths. The handling of these excessive froths will be a problem in an industrial-scale plant. This paper outlines test work performed in order to optimize and to improve the efficiency of the flotation process on a sedimentary phosphate ore selected from the Sra Ouertane orebody. The Sra Ouertane flotation process, illustrated on Figure 1, first removes carbonate minerals by inverse flotation and then recovers phosphate as a froth product, leaving quartz as a cell product.

Inflation has received much attention due to its effect on capital budgeting, associated cost overruns, and declining real profits. This study focuses on the effects of inflation on the evaluation of a mining investment and the estimation of a mining project's revenues. The study indicates that the best method for estimating future returns is the fore- cast dollar scheme. In this scheme, the metal price was held constant, and the operating costs were "inflated" along a historical regression line. The conclusion was reached by comparing the "actual" performance of a 3000 tpd (tonnes per day) lead mine model with 'its estimated performance during four time periods (1950-1960, 1955-1965, 1960-1970, 1965-1975). The individual data files for each time period and estimating method (6 files by 4 time periods) were pro- cessed by a suite of cash flow computational and investment analysis sub- routines. The analysis presumed that the mine was part of a large corporation which could utilize the expensed, development and exploration costs and any investment tax credits, in the year that they were incurred.

From 1996 to 2001, Wayne County and 13 suburban Detroit communities constructed the Downriver Regional Storage and Transport System (DRSTS) to improve area water quality, protect public health and alleviate basement flooding. The project consisted of a 10-mile long storage and transport tunnel, a pump station at the existing wastewater treatment plant, 9 miles of relief sewers (6 in tunnel and 3 in open cut). The work was separated into 10 contracts. Due to hydraulic design requirements and other constraints, the tunnel profile was located generally 65 feet below ground surface within a soft to medium clay strata which skimmed along the top of a very dense glacial till “hardpan” overlaying bedrock. Boulders within the tunnel bore were recognized as a significant, but indeterminate risk. This paper presents a case history of the owner’s contracting strategy for risk assumption and management of the boulder impacts on the project. Actual conditions encountered during construction and contractual adjustments made to address problems are reviewed, and recommendations for future contracts are included.
