The proposed Second Avenue Subway Project in New York City is approximately 8.5 miles long, up to a depth of 120 feet beneath grade and runs the length of the eastern side of the island of Manhattan from Harlem in the north to the financial district in the south. It will reduce overcrowding and delays on the existing parallel line, improving travel for both city and suburban commuters, and upgrading access to mass transit for residents of the East Side of Manhattan. This subway line will have 16 new stations providing transfers to the existing Metro-North commuter rail service and to New York City Transit subway lines and bus services. The first phase of construction includes two TBM rock tunnels 2.4 miles long and two new large and shallow rock cavern stations with clear span openings ranging from 70 to 100 feet and length in excess of 1000 feet with 615 feet center platform, coupled with low rock cover ranging from 20 feet to 40 feet. The design methodology for these large and shallow rock caverns consists of using well known empirical methods for initial estimate of support requirements and then two and three dimensional continuum and discontinuum analyses for verification of the selected excavation sequence and support system. This paper describes the analysis and design methodologies used for the two large and shallow rock caverns with insight into how to overcome the design complexities and construction challenges of the urban underground.

The North-South Bypass Tunnel is a new $AUD1.5 billion underground traffic route in Queensland, Australia, a project of the Brisbane City Council. The tunnel is approximately 5.2 km long, bypassing the Central Business District, and is adjacent to and below major buildings and services. Road tunnel alignment issues include the complex southern connections to the Pacific Motorway and the design of ramps to the east and the north. A review of road tunnel alignment criteria and accident data for Australian and overseas tunnels, similar to the proposed NSBT, are discussed. The key findings of this review lead to a rationalization of the traditional tunnel cross sectional width allocation. The road alignment design elements adopted for the NSBT are also discussed. The NSBT route crosses beneath the Brisbane River. Geotechnical investigations and hydrogeological modelling are described. The crossing has a fundamental impact on the alignment and the tunnelling methods. The tunnelling methods to be adopted and the tunnel support are described. The geotechnical investigations and hydrogeology analysis culminate in the selection of a single shielded TBM for the reference design. These outcomes are related to complex issues of hydrogeology and contaminated groundwater. These are discussed in detail.

The number of Native Americans presently working as mining engineers is extremely low-perhaps three in the entire US. At the New Mexico Institute of Mining and Technology, it was felt that introducing high ability students to mining engineering at the high school level would encourage more to consider mining engineering as a career. New Mexico Tech, in Socorro, NM, has initiated a continuing summer college program for Native American high school students. The program, which began in the summer of 1980, is designed to introduce participants to college life, enrich their high school curricula, and expose them to the problems and challenges of a career in mining and related engineering fields. Students From reservations throughout New Mexico with a demonstrated aptitude for science and mathematics were encouraged to apply for admission. Preference was given to high school sophomores and juniors since it is hoped that students will want to return for a second year before graduating from high school and beginning university studies. The program seeks to impress upon the students the need fir Native Americans in the fields of seience and mineral engineering.

San Martin Mine is an open pit, gold heap leach operation located approximately 70 kilometers from the Honduran capital of Tegucigalpa. Mining operations commenced in 2000 and were completed late in 2007, while heap leaching operations continue. Reclamation was executed concurrently with operations to the extent practical. The area has distinct rainy and dry seasons and closure objectives include: prevention and mitigation of acid rock drainage, sediment and erosion control, and mitigation of visual impacts. Final closure is well underway at San Martin and this paper describes the closure processes conducted to date, problems encountered, and the subsequent lessons learned.

INTRODUCTION Countries that are currently developing their mineral potential have unique information systems requirements to support these activities. The mining laws usually grant the State considerable authority over the process. In many instances, the mining laws give a government agency the responsibility for granting and controlling exploration permits and development concessions. This is the case in Costa Rica. The Direcion of Geologia, Minas, y Hidrocarburos (DGMH) of the Ministerio de Industria, Energia y Minas (MIEM) is responsible for the management and operation of the National Mining Register. This paper describes the results of two studies of the information system requirements to support the National Mining Registry as well as those supporting some of the other function of the DGMH. The first of the studies reviewed the situation before the installation of computer equipment. The second study evaluated the installed systems. BACKGROUND Historical Perspective Mining in Costa Rica is at present a relatively minor part of the economy. It consists primarily of industrial minerals and gold production. Gold production is largely by small-scale miners and may be more substantial than reported. There is considerable interest on the part of the Government in both having a better understanding of the existing mining industry and promoting future development. Mining law was first provided by the Ordinanza de Mineral (of 1830). This was replaced by the first Mining Code of 1953. Apparently, one of the first problems caused by the 1953 law was the granting of concessions which were not worked. A 1968 agreement with ALCOA also resulted in political conflict. The Government worked on a new Mining Code for many years and in 1982 the current Mining Code was enacted. Draft implementing regulations were prepared in April 1984. Mining Code of 1982 The Mining Code of 1982 addresses most aspects of mining in Costa Rica including the declaration that all mineral resources are to be the property of the State. The State may grant exploration permits and exploitation permits. The exploitation of hydrocarbons, radioactive minerals and certain water resources was reserved to the state. The DGMH was given authority to settle placer claim disputes, maintain a registry of exploration permits, and exploitation concessions. and generally supervise mining activity. Towards this, the Mining Code of 1982 includes rather detailed requirements for the processing of application for permits and concessions. Mining Code Application Requirements The following briefly describes the requirements to give the reader a feeling for the complexity of the process. Currently, over 1,000 active applications, exploration permits and exploitation concessions are being monitored under the process. The number remains relatively consistent in that the number of new applications is usually about the same as the applications that are put aside. The time and date of the filing must be certified by the DGMH. The application must include all the information specified in the Mining Code. If incomplete, DGMH must notify the applicant of the deficiencies or omissions and direct that the applicant correct the deficiencies or omissions within 8 business days (a single 30 business-day extension is allowable). If the applicant does not respond as directed, the application is deemed as not having been filed and the pertinent information is placed in the files. The DGMH must reject the application outright and direct it be placed in the files in the following cases: (a). If the new application covers the area of a previous permit or concession, either being processed or already granted.

The present U.S. production of bromine is from inland brines located in Arkansas and Michigan. The most concentrated domestic brines (up to 5,000 ppm bromide)are situated in Arkansas. Less concentrated brines(about 2,500 ppm bromide) are located in Michigan. The amount of bromine sold or used in the United States came from three companies operating in those two states. Its value was $191 million. In 2004, the estimated U.S. bromine production was 222 kt (244,000 st). That compared with 216 kt (238,000st) produced in 2003.

India bestowed with 6000km of the coastal belt, contains some of the richest and largest placer deposits with a mixture of heavy minerals like ilmenite, rutile, leucoxene, zircon, monazite, sillimanite and garnet. Each of the minerals is having economic value due to its inherent characteristics for industrial use in fields of paints, metallurgy, refractory, abrasive and so on. The reserves of titanium bearing minerals (ilmenite, leucoxene, and rutile) in the country is around 378 million tonnes. More than 90% of the titanium based minerals produced worldwide are utilised for making value added products in the pigment industries. Approximately 8 million tonnes of monazite reserves are available in the country from which several rare earth elements like cerium, neodymium, lanthanum, yttrium etc. can be extracted for use in several industries. The country contains a deposit of about 20 million tonnes of zircon, which is used in foundries, refractories, ceramics and chemicals. India has a reserve of 107 million tonnes of garnet and 131 million tonnes of sillimanite required for the abrasive and refractory industries respectively. Keeping in view the multifarious uses, the beach sand minerals are being exploited to have the economic growth of the nation. Although the process adopted for the separations are simple, the equipment involved are specially designed because of the nature of the material of construction. Starting from the spirals to magnetic separators, all equipments are manufactured outside India, which is not only costly, but the availability also takes much time for fulfilling the import formalities. Unlike open cast mining, beach sand mining is a environment friendly mining because dredging is implemented to cut and pump the loose sand through a slurry pump causing less damage to the surface topography as both mining and backfilling takes place simultaneously. Therefore all out efforts are made to explore the beach sand placer deposits in an economic manner to emerge as a leader in the global mineral industries.

INTRODUCTION Geology, the science of the earth, is the fundamental science in the construction of a tunnel. The approximate site of a tunnel is determined by its purpose. The geology of the tunnel site will determine the cost--or feasibility of a tunnel--the specific alignment to accomplish the purpose of the tunnel, the design of the tunnel (within the limits of the purpose of the tunnel), and the methods of construction. The more accurately the geology of a proposed tunnel can be depicted, the more accurately can the cost of a tunnel be estimated. The factors that should be defined for tunnel design and construction are the physical characteristics of the material in which the tunnel is to be constructed. The physical characteristics of the material are determined by the genesis of the material, and subsequent geologic processes that have affected the material. The geologic materials in which tunnels are constructed can be broadly classified as unconsolidated and consolidated. The unconsolidated materials include chiefly deposits of recent geologic time that occur near the surface. Because these deposits occur near the surface, and tunnels constructed in them will be at shallow depth, methods of physical exploration such as geophysical methods, trenching, and drilling will give more data at relatively low cost--therefore the physical exploration is generally, or should be, quite extensive--and the

Grouting is a frequently utilized remedy in the planning and implementation of ground improvement and tunnel rehabilitation practice. The state-of-art grouting application used for Chicago’s McCook Reservoir project offers a unique alternative to the tunneling industry for pre-excavation grouting as well as tunnel rehabilitation, rescue and post-excavation ground improvements. The McCook Reservoir project included a computerized grouting control and data collection system for a precise and highly effective groundwater cutoff in fractured dolomites. By using balanced and stabilized grout mixes, the effective permeability of the rock mass was reduced over two orders of magnitude to less than 0.1 Lugeon by installing a double line grout curtain. The stable grout mix designs allowed high pressure and effective grouting at depths up to 125 m (410 ft).

Most geologic and mining engineering consulting firms* began to experience the recession with declining billing levels, number of inquiries, and proposal requests in late 1981 or early 1982. As of today, most of them have been functioning at reduced income levels for nearly a year. And while many consulting firms have apparently reached a stabilized income level, they can see little prospect for attaining normal (pre-late 1981) billing levels and income for the remainder of 1983. A few firms have escaped being affected by the recession. Such com panies almost without exception are small (fewer than 20 personnel), offer a limited range in technical capabilities, and tend to be highly specialized in a particular niche. They include those specializing in the heap leaching of precious metals ores, in ground water testing programs, and in the derivation of computer-aided programs to monitor particular mineral processing functions. Those firms affected by the economic downturn have instituted a variety of policies and undertaken actions to cope with significantly reduced incomes to bring fixed costs in line with the depressed demand for services. These changes fall into the following broad categories: • management and management practices; • markets and market definition; • marketing and the pursuit of assignments; and • administration and personnel relationships. Not all of the perceived changes have necessarily been instituted by every consulting firm, and any one appears sporadically instituted. Management and Management Practices In favorable times the managers, and often the owners of the equity, of consulting firms tend to concentrate their attention on the part of the business they find most satisfying and enjoyable. For some, this means acting as project or assignment leaders, even undertaking a specific technical aspect of the job. For others, it means constant marketing with the associated heavy travel and entertainment schedules. In unfavorable conditions, such as the current recession, managers tend to spread themselves far more thinly, expending time and effort on all facets of the business including marketing, proposal preparation and cost estimating, budgeting, general administration, accounting and cash flow monitoring, project/assignment overview, and actual client work. The manager who in favorable times concentrated on client work is now less billable. The manager who concentrated on marketing is somewhat more billable. The manager now needs to pay attention to and expend equal effort on each facet of the business just to keep all the facets in relative balance. Falling behind schedule on a client job or carrying an unduly large percentage of accounts receivable exact a cost to the firm. Clearly the absolute cost to the firm is the same whether demand for service is good or slack. But in periods of slack demand the firm is frequently less able or even unable to bear such costs. Marketing and Market Definition Markets appear to have undergone some significant changes: • Federal and state governments have assumed a greater importance as providers of work vis-a-vis both industry and private groups. • Projects with increase-in-capacity aspects have given way to projects with maintenance or reduced operating cost aspects. • Projects searching for new deposits of minerals in generally new locations have given way to projects reviewing known mineral districts or known deposits. • Industrial mineral and mining companies have exhibited a great propensity to cut back the use of consultants and to undertake as much work as possible in-house. Further-more, a number of industrial mineral and mining companies have entered the competitive arena with consulting firms, submitting proposals (usually to the federal government) in an effort to keep their staffs intact and occupied. In response, consulting firms have reevaluated their capabilities by reviewing old work and reassessing personnel. The purpose is to broaden the services offered and the potential client base, thus redefining the available market. For example, a firm specializing in assessment of technical and cost parameters of a deposit would normally assist a prospective lender in judging the deposit's suitability for project financing. That same company could easily expand into the field of analyzing production costs for an individual operation -something that is needed in periods when lower prices reduce profit margins. Similarly, a firm that has confined such economic assistance to commercial banks could expand to provide its expertise to other lending and even equity buying in-stitutions such as insurance companies. Acid mine drainage (AMD) is difficult to treat due to its physicochemical characteristics, such as high pH and high heavy metal concentrations, so it causes great harm to the environment and human health. If acid mine drainage is discharged arbitrarily without treatment, it will lead to a series of environmental problems and cause long-term environmental pollution. In this paper, the source and hazards of acid mine drainage are introduced in detail. And the principle, the mechanism, the application, and basic information of the current primary technology of the treatment for acid mine drainage are comprehensively introduced and summarized. The summarized treatment technologies for acid mine drainage mainly include neutralization, sulfidization, constructed wetland method, adsorption method, microbiological method, ion exchange method, membrane technology, and microbial fuel cell technology. Also, the primary technology of treatment for acid mine drainage is systematically compared and evaluated. Moreover, some suggestions on the development direction of water treatment technology in the future are put forward. This paper provides a scientific reference for scientific and technical works to treat acid mine drainage.

In April 1984 a subsidence depression formed directly beneath a two-story frame residence, near Linton, IN, causing 2 ft of separation between the floor and walls, and damaging both the foundation and interior of the building. The Office of Surface Mining undertook the rehabilitation of the area under its emergency response program. This paper describes the investigation performed to determine the cause, severity, and extent of the problem. Abandoned mine workings were found approximately 55 to 60 ft below the house. Based on the findings, remedial measures were prescribed. An abatement program consisting of grouting the mine voids was recommended, and specifications prepared. These were implemented, and the area has been successfully stabilized.

The separation of rare earth elements is a complex process that is industrially carried out using liquid/liquid extraction. Detailed flow sheets of solvent extraction plants for the separation of rare earth elements are rarely available in the literature which limits the opportunity to teach and test the application of data reconciliation, process optimization and control to these types of plants. The basis of a simulator for a rare earth elements separation plant is described in this paper. The simulator is used to adjust the organic phase and stripping acid flow rate in a separation circuit of heavy rare earth elements from light one?s.

In Australia during the 1990s, Zeni Drilling took on several demanding shaft boring contracts. This paper describes the safety, operational, technical and environmental advantages derived through the implementation of mechanized boring methods for two of these projects. The paper first describes a 3-meter (10 ft) diameter access shaft blind bored from an underground location to 440 meters (1,444 ft) deep for a gold mine in Tasmania. The construction of a 5.8-meter (19 ft) diameter, 515-meter (1,690 ft)deep ventilation shaft for a longwall coal mine in New South Wales is also described.

Mexico’s role in the world economic community continues to grow. And it is important that the country makes use of its natural wealth, including its large underground deposits of minerals and metals. With that in mind, Industrias Peñoles S.A. de C.V.(Peñoles), a mining, smelting and refining company, began mining lead, zinc and other metals from the Francisco I. Madero Project (FIM). The mine is located about 600 km (370 miles) northwest of Mexico City in the state of Zacatecas. Peñoles plans to remove about 3 Mt/a (3.3 million stpy) of ore from FIM. To achieve this goal, the company needs to optimize its processing, to maximize the amount of metal it extracts through FIM’s large flotation lead-zinc concentrator. To ensure high productivity, Peñoles and its contract engineering firm, M3 Engineering and Technology, of Tucson, AZ, have implemented anore processing system.

Until 1956, drill and blast was the only way to excavate rock. In that year, a tunneling machine using disc type cutters economically bored a small Toronto tunnel. Its amazing 105 ft/day set a new world record and set the stage for a new industry. The Disc Cutter Role in Excavation Mechanical excavation of hard rock is by now deeply ensconced in the heavy civil construction industry. All over the world, from the Swiss Alp Melange to Hong Kong Granite, to New York Gneiss, huge Tunneling Boring Machines (TBMs) create transportation, water and sewer tunnels. Powerful machines, boasting as much as 6000 hp, bore through rock, excavating in excess of 1400 tons per hour. The tool that makes this tunneling phenomenon possible is the single blade, rolling disc cutter. These hardened steel discs, from 15 1/2 to 19 inches diameter are arranged on a rotating cutterhead, to cut concentric circles in the rock. As the machine is propelled forward under great pressure, rock below each cutter is crushed. But the efficiency of the cutterhead is derived from the science of cutter spacing (distance between cutter paths). The majority of the rock excavated is not crushed, but flakes off in chips and chunks. No pick, tooth, or drag type cutting tool can duplicate the performance of a disc cutter. The economic use of drag type tools is limited to as low as 5,000 psi UCS rock strength in massive formations. In weakly bonded, foliated rock, drag tools do better, but are still limited to rock generally less than 15,000 psi.

There was a time, not too long ago, when the most daunting challenges facing those in the mining and mineral processing industries could be solved through better technologies and better practices. But now the challenges that come from the actual acts of mining and processing are just part of the bigger picture. SME?s Colorado Section of the Mineral Processing Division (MPD) hosted its 63rd annual meeting at the Broadmoor Hotel in Colorado Springs, April 25-27 and, while the conference had its fair share or mineralolgy and processing presentations that were heavy on the technical side of things, this year?s conference was also focused on the issues of permitting, regulation compliance and legislative issues. The so-called ?softer? issues, that, if not addressed, can lead to very real and very hard challenges. Under the theme ?Mine your own business - permits, startups, expansions and resources,? even the most dedicated metallurgists were drawn into the discussions of politics and legislation, and how those issues affect their business. Fittingly, Colorado Mining Association (CMA) president Stuart Sanderson was honored with the Arthur C. Daman Lifetime Achievement Award. Sanderson, an outspoken proponent for the mining industry in Colorado and beyond, also presented the keynote address to the lunch crowd where he spoke about framing public opinion toward mining and the efforts of the CMA to move the public opinion dial in a direction more favorable to mining. Sanderson explained that Colorado, once a Republican stronghold, turned after 2002 and now is controlled by Democrats who are traditionally less supportive of the mining industry. Sanderson said the deciding factor in the power shift was money, as supporters of Democrats outspent Republicans in the most recent election cycles. CMA has done its part to keep mining going in the state with a broad marketing campaign that was outlined by Sanderson.

The behavior of gold in a conventional copper electrorefinery anode slimes treatment process is expounded on in this study. In the raw anode slimes generated in a copper electrorefinery, gold occurs mainly as tiny particles of metallic gold, which are commonly attached to selenide particles. Some gold is also present in selenide form. Decopperizing the anode slimes retains much of the metallic gold, but also promotes the incorporation of gold in the structure of silver-rich selenide species. A greater fraction of the gold is converted to (Ag,Au)2Se or Ag3AuSe2 when high-Se and high-Ag anode slimes are decopperized at elevated temperatures and pressures. After pelletization and roasting of the slimes, the gold is converted to a (Ag,Au)-alloy and Ag3AuSe2. Smelting of the roaster products eliminates the selenium and converts the gold to a silver-rich (Ag,Au,Pd)-alloy in the dore metal. In the subsequent silver electrorefining process, gold collects as a gold-rich (Au,Ag,Pd)-alloy in the gold mud. Dore smelting rejects many impurities as a silica slag; minor amounts of gold are present as a (Ag,Au,Pd)-alloy in the silica slag. This gold is recovered by flotation and is recycled to the dore furnace. Gold is identified in both the tellurium caustic leach residue and the parting plant wash water mud as tiny particles of metallic gold. These products are also recycled to the dore furnace to recover their gold values.

Occupational noise-induced hearing loss (NIHL) has been recognized by the National Occupational Research Agenda (NORA) as the most common job-related disease in the United States. Roughly 30 million workers are exposed to excessive noise levels or toxins that are potentially hazardous to their hearing. The National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR)is investigating noise controls to reduce operator overexposures caused by haul trucks used in underground metal/non-metal mines. To identify the most significant contributors to the overall sound level, Source Path Contribution (SPC) analysis was conducted. Noise dosimetry and time-motion analysis were also conducted to quantify operator noise exposure. SPC analysis determined that, under high idle conditions, a source near a hydraulic pump mounted to the rear of the engine and the engine cooling fan were the major noise sources. The time-motion/dosimetry analysis showed that the operators accumulated more than 90% of their noise exposures while they were hauling ore to the dump site and traveling back to the load site unloaded.
