The introduction of continuous mining machines in the late 1940's prompted the mining industry to reassess shuttle car batch-type haulage. Between place changes, the continuous miner could cut and load coal on a nearly continuous basis, but after loading a shuttle car, the high-capacity machine had to wait until the second shuttle car came inby and spotted itself under the miner tail boom. Thus, the wait-for-shuttle-car delay periods became the new bottleneck for increased coal production from the mine section. Recent studies have shown that nearly 25 pct of the continuous miner cycle time is consumed by delays in the haulage system, usually waiting for shuttle cars. Computer simulations of a face operation indicate that up to a 45 pct increase in coal production may be realized through the use of a continuous haulage system, assuming of course that the outby haulage system can handle this increased capacity. Coincidently, there are recent claims by some mines using continuous face haulage of a production increase of 45 pct compared with shuttle car haulage. These documented production records, computer simulations, and common sense indicate the potential of continuous face haulage in underground coal. The late 1960's and early 1970's saw several mining machinery manufacturers market mobile bridge carrier and piggyback bridge conveyor continuous haulage systems for use in underground coal mines. These systems have shown limited potential in some mines and outstanding success in others. It appears that no one system can be universally applicable to all underground mining conditions; thus, the Bureau of Mines has conducted extensive research over the last few years to investigate different types of continuous haulage systems for use in high and low coal seams that will advance the state of the art.

Sulphur as an element has been used for centuries. The technique of storing, handling and transporting it in its various forms has changed through the years. Freeport Sulphur Company, a division of Freeport Minerals Company, has produced sulphur since 1912. The first storing and transporting of this product as a liquid began in 1947. Significant environmental problems occurred in the handling of solid sulphur in the late fifties and early sixties. Since the sulphur WAS produced in the liquid form and the major customers used it in the liquid form, it became obvious that a liquid transportation system was the solution. The liquid sulphur delivery eliminated the dusty and hazardous handling problems and the contamination of the sulphur by dirt, acid, moisture and other materials. The remelting by the customer to use the sulphur is thusly eliminated with a savings in energy. In addition, this change in the mode of handling permitted a broad development of new sulphur mines in the marshy coastal area of Louisiana and offshore in the Gulf of Mexico.

The South African Iron and Steel Company Ltd operates a large Iron Ore Mine in the Cape Province of the Republic of South Africa. The Mine is situated on the farm, Sishen, approximately 600 km west of Johannesburg. The annual capacity of the Mine is 100 million ton of ore and waste and the present production level is 60 million ton. The Mine operates continuously for 6 days a week. The primary equipment used to maintain the above production are 55, 154 t trucks (Wabco and Unit Rig) and 14 P & H shovels. During 1979 an urgent feasibility study into the application of a trolley assist system was launched at the Mine. This was due to the unrealistic escalation in the cost of diesel fuel and the appeal from the South African Government to reduce the use of fossil fuels. Tests and economic evaluations proved the system technical feasible. The estimated discounted cash flow return exceeded 50% and the diesel fuel consumption would be reduced by 120 million litres in the next 10 years. Management subsequently approved the implementation of the system at Sishen. The construction of 7,7 km of line and the conversion of 66, 154 t trucks were completed in March 1982.

The Colorado Geological Survey completed an inventory of environmental degradation associated with abandoned and inactive mines on National Forest System lands in Colorado. In the course of the inventory, areas with naturally occurring acid rock drainage were also noted. Approximately 18,000 abandoned mine- related features were inventoried, including about 900 features that are considered significant enough environmental problems to warrant further investigation. Water quality data, such as pH and conductivity were gathered at all features where water was present, such as draining adits, seepage at the toe of dumps and tailings, and standing water in shafts. Samples were taken where field tests indicated low pH andlor high conductivity, including several areas with naturally occurring acid rock drainage. Samples were analyzed for dissolved and total metals, and for selected anions. All mine locations and data collected by the field geologists were entered on field forms and, subsequently, into a computer database and GIS format. With the information provided by the inventory, the Forest Service, in cooperation with other agencies, has been able to prioritize abandoned mines for reclamation. In most cases, cleanup is approached on a watershed basis. Mines in priority watersheds have been selected for reclamation first. Watersheds where studies prerequisite to cleanup are occurring include the upper Anirnas River, Willow Creek (tributary to the upper Rio Grande), Chalk Creek (tributary to the upper Arkansas River), the Uncompahgre River, and the Alamosa River. During the inventory, evidence of naturally occurring water quality degradation was found in areas where little or no evidence of mining activity exists. These areas include the upper Alamosa River, the Middle Fork of Mineral Creek, Peekaboo Gulch, and Handcart Gulch. Water from these natural sources has been found to significantly exceed Colorado water quality standards for several metals.

Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master's and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it's the one we see as a result of regulation, attitudes and culture from our nation's capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. Perpetual Politics is always a threat to coal. When you cross the Capital Beltway into Washington, D.C., check your wallet and your gold fillings, because you're not likely to run into any friends. "Underground continuous mining machines pose a difficult safety challenge since their operators generally work in close proximity to these machines in very restricted spaces. Intelligent software for use with magnetic proximity detection systems has been shown to accurately locate workers around mining machinery in real time. Calibrating these systems requires the manipulation of a lot of data to determine the calibration constants. Researchers have developed software to analyze, convert, and visualize data acquired during this calibration process to more accurately model magnetic fields and their interaction with the environment. This paper details the background, development, and operation of the resulting application software focusing on the utility of the graphical user interface to visualize the magnetic field calibration data. The refined data developed by this process can then be utilized by the proximity detection system to more accurately identify the location of miners working in an underground mining environment. INTRODUCTION Roughly half of the electricity consumed in the United States is produced with coal, and roughly one-third of all US coal production comes from underground mines [1]. Over the last century underground mining health and safety has seen a continuous and dramatic improvement. However, machine-related injuries and fatalities continue to be a major safety concern [2]. Every year, hundreds of miners are severely injured while operating underground mining equipment, and 39 miners have been killed in striking/pinning accidents involving continuous mining machines (CMMs) since 1984. CMMs, such as the one shown in Figure 1, are large mobile machines that are used to mechanically cut coal in an underground mine. These machines weigh approximately 40 to 50 tons, have hydraulically articulated appendages, and are capable of moving at speeds up to six feet per second [3]. Modern CMMs are remote-controlled, yet the operator and other miners are often in close proximity to the machine. Recent research by the National Institute for Occupational Safety and Health (NIOSH) reveals that the locations workers take relative to the CMM are usually influenced by visibility requirements and safety concerns [4]. The Mine Safety and Health Administration (MSHA) estimates that at least 28 fatalities involving CMMs since October of 1984 may have been prevented with proximity detection technology [5]. MSHA further estimates that proximity detection could prevent 20% of all deaths throughout the industry [6]."

The US Bureau of Mines is investigating the cobalt and manganese resource of the West-Central Arkansas district through field investigations, mineralogical characterization, beneficiation and hydrometallurgical tests. Located within the Ouachita Mountains, these structurally-controlled deposits occur along the axes of anticlines that form the mountain ridges. Brecciated novaculite is cemented with a mixture of manganese oxides, primarily cryptomelane and psilomelane. Cobalt is concentrated within lithiophorite, a particular Mnoxide phase. Chemical analyses of head samples reported up to 25% Mn and 0.17% Co. Magnetic separation yielded products containing up to 41 % Mn and 0.22% Co at recoveries of 95% and 93%, respectively.

The problem of recovering gold from a cyanide solution has been plaguing metallurgists since the cyanidation process was discovered in Glasgow, Scotland.1 The "perfect" method has never been found and this paper will not purport to fill that gap. But we, at Gold Fields, feel that we have developed a workable, cheap and efficient method of producing a refinery - ready product that has several distinct advantages over conventional electroplating techniques. The Gold Fields replating system is presently being used at their Ortiz and Mesquite operations. In short, the system electroplates the gold out on stainless steel wool, instead of mild steel wool as is usually done, then replates the gold by reversing the current onto stainless steel plates. By doing this the steel wool can be reused many times, the gold can be scraped off the plates cleanly and quickly, the operating costs are reduced and the slag production is greatly reduced.

A novel two-stage froth flotation process to remove pyritic sulfur from fine- size coal is described. The process consists of a first-stage, standard coal flotation step in which high-ash refuse and some of the pyrite are removed as tailings. The first-stage clean coal froth concentrate is then repulped in fresh water, and a coal depressant, a pyrite collector, and a frother are added to float the remaining pyritic material. Laboratory and pilot plant flotation results with coals from the Lower Freeport and Pittsburgh beds are given. The pilot plant test results show that up to 80 percent pyritic sulfur reduction was achieved with the Lower Freeport bed coal and up to 50 percent with the Pittsburgh bed coal. Laboratory and pilot plant results were in excellent agreement, indicating that the process is a viable means of removing much of the sulfur from some coals.

The Mount Royal Tunnel (MRT) is a 100-year-old railway tunnel located in Montreal, Canada. The tunnel is approximately 5 km long, 8.7 m wide and 5.5 m high, with a constant 0.6% grade. This existing tunnel will be used by the new Montreal light rail transit network, Réseau Express Métropolitain (REM). This requires the tunnel to be inspected, rehabilitated and made compliant to the recent safety standards. This paper presents the details of the structural inspection and rehabilitation of the tunnel along with the repair methods, addition of a center wall as well as the enlargement of the tunnel section.

This paper reviews the procedure used to quantify the conveyor frictional resistance on a 3.9 km (2.4 mile) long overland conveyor belt. Field torque measurements of the three drives were used to help fine tune a computer simulation of the conveyor. This enabled the prediction of the effect on various conveyor components that cold temperatures will have on increasing the throughput tonnage.

The results of column flotation tests conducted on a bulk sample of ultrafines discarded from the fine coal desliming cyclones at the Riverside coal preparation plant of Theiss Dampier Mitsui Coal Limited are presented. A 9% ash concentrate was obtained from a 51% ash ultrafine feed at 75-80% recovery of combustibles in a single stage of column flotation. From this result it is predicted that installation of column flotation at Riverside would lead to the annual recovery of additional coal worth $US5.1M. The operating conditions for coal and copper column flotation are compared and some differences which may result in a variation in column design are noted.

"For a long time, the recultivation of depleted opencast mines and operating systems was aimed at restoring the original state. The focus, as desired by policy-makers and the local population alike, was on restoring high-quality agricultural land and on creating reforested areas of value that suit their location. Until the turn of the millennium, recultivation measures were only rarely the subject matter of public planning processes beyond these general objectives. They were never regarded as nucleus and origin of sustainable structural developments. The rehabilitation of inactive lignite opencast mines in central and eastern Germany brought about a change in mind-set that understood recultivation to be a unique opportunity to completely redesign a landscape and gear it towards the future in the Rhenish mining area as well. The ""Inden residual lake"" and ""terra nova"" projects, planned in the last 10 years in cooperation with policy-makers and authorities, are two undertakings that provide sustainable structural impetus for the future today."

Zinc oxide based electronic ceramics are being used increasingly to protect electric and electronic circuits against transient voltage surges. Varistors are produced by sintering and annealing ZnO based powder compacts through long sintering and annealing cycles. Because of the length of these cycles, a manufacturing plant is saddled with expensive high temperature equipment with low throughput. Ceramics Kingston Inc. has developed a new technology that uses 2.45 GHz microwave energy for sintering and annealing. The new technology has the potential for increasing equipment and labour productivity very considerably. Additionally, the new technology will result in appreciable energy savings and add flexibility to the manufacturing process. Microstructural examination of varistors sintered conventionally and by microwave technology showed considerably smaller grain size in the microwave sintered materials. The electrical properties of the microwave sintered ceramics compare very favorably with those of the ones sintered conventionally.

INTRODUCTION The extraction of gold and silver from ores, concentrates, and various metallurgical products can be achieved by a number of hydrometallurgical techniques. The solvation properties of alkali cyanide solutions on gold and silver were recognized 200 years ago. A cyanidation process for leaching gold from its ore was patented in 1887 and 1889 by MacArthur and Forrest. The solvent action of thiosulfate on gold and silver was observed over 100 years ago. Recently, several patents have been issued for processes using ammonium thiosulfate as lixiviant for precious metals, Berezowsky, et. al (1978) and Kerley (1981). Tozawa and and coworkers also examined the dissolution of gold in ammoniacal thiosulfate solution. Thiourea leaching of gold and silver initially discussed by Plaksin and Kozhukhova in 1941 but has received only limited attention since that early work. Use of thiourea as an alternative to cyanide was the topic of several papers presented at the 1981 AIME annual meeting In Chicago, Illinois. Hiskey provided a review of the fundamental chemistry of the dissolution of gold and silver in acidic thiourea solutions. Pyper and Hendrix reported on the leaching of a finely disseminated gold ore using thiourea as a lixiviant. The review article(6) previously presented was fairly comprehensive covering Important contributions to the chemistry of thiourea and the processing of gold and silver with acidic thiourea solutions. A search of the technical literature was made to determine recent (since 1981) progress and developments in applying thiourea to the processing of gold and silver. This review reveals that Soviet and Eastern European scientists are continuing to make major contributions to our understanding of thiourea/precious metal systems.

INTRODUCTION Controlled blasting is used at some time during most civil engineering projects where there is rock excavation. Controlled blasting is often necessary because the blasting must take place in the near proximity of adjacent structures. In other instances, the blasting is controlled because a smooth perimeter is desired to minimize rock support and overbreak. The construction of tunnels and shafts for subways, rock excavations for foundations and the excavation of road cuts for interstate highways, sometimes require blasting operations which must be conducted in an urban environment. Unfortunately, blasting operations produce unwanted sounds and vibration along with their beneficial effects. Thus, in the writing of specifications for blasting in an urban environment, potential damage to adjacent structures by ground vibrations must be considered, possible damage to windows from airblasts must be considered, potential damage from fly rock must be considered, and the discomfort to people from ground vibrations, airblast, and noise must be taken into account. The contractor or the owner's engineer is faced with determining the maximum weight of explosives which may be detonated without damage to structures on adjacent property. If the weight of explosive is overestimated, the resulting damage to adjacent structures may result in costly losses. But, if the engineer or contractor is too conservative, and the weight of explosive becomes too restrictive, progress of the project may be curtailed and the cost of excavation will increase accordingly. "Very low strength alluvial peat soil was found under two old drainage galleries with just 4.3m cover above a twin tunnel due to be excavated by a 10.6m diameter EPB Shield for São Paulo Metro’s Line 5. Alignment was required to strengthen soil and drive the TBM through safely without damaging the galleries. The design included six levels of self-drilling forepoling with lengths up to 15m, using 100 mm-diameter SCH160 metal tubing and injection bulbs with estimated 0.20m diameter. Two 6m-diameter circular shafts were excavated along the shield-tunnel axis, one each side of the galleries, and forepoling fanned out under gallery foundations. Given the peculiar soil and confined working space, more data were needed for correct drilling geometry. Ground mass treatment was successfully designed and executed and galleries were fitted with instruments to enable the shield’s advance. DESCRIPTION São Paulo Metro’s Line 5 (aka Lilas or purple line) is adding 11 stations along an 11.5km extension and three EPB TBMs are being used simultaneously (three EPBs on the same job for the first time in Brazil) with one of them excavating a large cross- section twin-track tunnel. Currently the largest work-in-progress for São Paulo Metro, this project has been divided into seven lots and 9km are already operational. This study refers to Lot 6 where the 10.6m - diameter EPB shield excavation is only 4.3m below two galleries running through a 10m layer of very soft peat soil in an old alluvial riverside region ringed by major roads. After recent filling, this area (Parque das Bicicletas) was used for recreation, although temporarily it has become a construction site. This paper will describe the original basic design; precautions in relation to the structural condition of the galleries after inspection; the problem of absence of data for their foundations; subsoil bore tests; evolution of the engineering design for the galleries and conditioning and reinforcing the soft soil below the galleries to ensure safe advance of the EPB shield, and finally the successful outcome of the solution used."

Three transportation and handling alternatives for delivering dry coal combustion residues from power plants to underground coal mines were evaluated both technically and economically. The objective was to transport, handle and inject the residues into the old workings of the mine at minimum cost. This was accomplished in the following two steps: simulation models were developed and utilized in identifying technically feasible designs for each alternative and the technically feasible designs were economically evaluated to obtain the cost per ton of material transported. An analysis was conducted for varyous distances and tonnages to reveal favorable operating ranges for each alternative.

The Helvetia copper deposit is a large undeveloped Laramide porphyry copper system located in the Santa Rita Mountains, Pima County, Arizona. This porphyry copper system consists of four areas of copper mineralization: Rosemont, Peach-Elgin, Broadtop Butte, and Copper World. Asarco refers to the four areas collectively as the "Helvetia Deposit". Mineralization and alteration are primarily contact pyrometasomatic, and zoning of hydrothermal alteration and sulfide mineral assemblages are similar to those observed at the Twin Buttes and Mission copper mines located approximately 32 km west of Helvetia. Asarco acquired the Helvetia Deposit in 1988 and has continued the exploration and development effort since then. A considerable amount of excellent geological work has been completed in the area but little information has been published on developments since the mid-1950's. The geology of the deposit as developed by numerous geologists over the past 75 years and the large, bulk tonnage low grade copper deposits outlined in recent years will be briefly reviewed in this paper.

Increased emphasis has been placed on recycling consumer and industrial waste products. This trend has created a new industry that is focused on recovery/ separation of byproducts from waste material. As a result, interest has increased in the development of separation systems designed for the recycling industry. Much work has been done in this area. However, existing techniques developed for minerals beneficiation are often ignored. An example of is the foundry industry. There are currently more than 3,000 foundries in operation throughout the United States. Each consumes between 9 and 900 t/d (10 and 1,000 stpd) of sand for mold production. Either silica, chromite or zircon is, used in various combinations with chemical or clay binders. After casting, the sands are typically discarded into a landfill. This practice has become an environmental concern, especially the disposal of chromite and zircon. Silica sand is not environmentally sensitive. But it is used in greater abundance (6 to 7 Mt/a or 6.6 to 7.7 million stpy)and thus has prohibitive haulage and landfill costs. Current technology for sand reclamation involves thermal treatment to remove residual binders followed by dry mechanical attritioning (Leidel, 1993; Klein, 1994). This approach results in high losses due to fines generation and high costs associated with thermal treatment. As a result, this approach has shown only limited success. Stringent regulations are also affecting the disposal of secondary materials, such as plastics and metals. This is particularly true for the ferrous and nonferrous scrap metal industry. It plays a major role in industrial recycling of steel, aluminum and copper. Applications such as wire recycling present challenging problems since a hazardous byproduct (plastic insulation) is generated by the recycling.
