INTRODUCTION The Brightwater conveyance system project in King County, Washington consists of constructing about 21 km (13 mile) of effluent and combined influent and effluent tunnels. The influent tunnels will collect sanitary sewerage from the service area and convey it to the new wastewater treatment plant (WTP) site at Route 9 in Woodinville, Snohomish County, Washington. The effluent tunnels will convey treated effluent from the WTP to an outfall at Puget Sound. The tunnels will be constructed primarily under residential areas, busy suburban roads and state highways. This 21 Km (13-mile) soft ground tunneling project faced many design challenges because of the geologic and hydrostatic conditions, long tunnel reaches, and large overburden depths. Boring depths typically varied from 45.7 M (150 ft) to 114 M(375 ft) with a maximum depth of 185.6 M (566 ft) deep. Conventional empirical methods for non-mountain terrain based on a 1:1 ratio of drilled footage per foot of tunnel bore (National Research Council, 1984) for evenly spaced borings provided a good start for the Phase 1 explorations. However a continuation of this approach with closer spacing was deemed inadequate by the geotechnical team for efficiently allocating geotechnical exploration resources for the final design. This paper presents a rational approach that was used to evaluate the value of a particular geotechnical exploration boring, pump test or other in-situ test. The method of analysis, which was initially developed for rock tunnels (Einstein et al., 1978), was modified for the Brightwater project. The method considers the potential construction cost risks resulting from variable geologic conditions, the cost and reliability of the geotechnical exploration and the earned value (cost risk reduction) of performing the geotechnical exploration. lmenite is a primary ore feed to the DuPont chloride process for the manufacture of titanium diox-ide pigment. We seek to determine ilmenite geochemistry as a function of original source and as-certain which ilmenites have chemistry most amenable to upgrading via iron-leaching (leucoxenization) and that have favorable, with respect to pigment manufacture, trace element content. Ilmenite geochemistry is a function of its primary origin and of subsequent alteration. Heavy mineral sand deposits may contain ilmenite from one or several dominant source rock(s). In addition, ilmenite may alter in the weathering environment, changing the major element compo-sition (iron-leaching) and certain of the minor element content. A primary objective is to classify ilmenites in relation to origin in order to fingerprint source rocks in provenance determination. The changes in trace element chemistry during alteration are also investigated. A “decision tree” is developed to classify ilmenite types and source rock origins. Ultimately, with those methods and by amassing a database of ilmenite types from worldwide locations, it should prove possible to determine ilmenites (and their sources) more susceptible to iron leaching in the weathering en-vironment. Such ilmenites, enhanced in their titanium content, are the preferred ore targets. The method used is electron microprobe analyses at elevated conditions of voltage, cur-rent, and counting time to enable higher precision. In-situ ilmenites from igneous, metamorphic, and altered rocks (saprolites) are analyzed. Initial foci for sedimentary ilmenites are restricted provenance (approaching monogenetic, examples from Spain, Portugal) and polygenetic prove-nance (Denmark). Altered ilmenites, including the DuPont Florida ore, are used to characterize the chemistry of leucoxenization. Trace element concentration, detectability, and cost considera-tion, led to focus on Mn, Mg, V, Cr, and Nb to develop a classification scheme validated by dis-criminant analysis and “classification-regression trees”. Results show a high degree of success for restricted provenance study and an acceptable one for polygenetic provenance.

Pit lake chemistry depends on the lithology and hydrologic characteristics of the ultimate pit surface, the availability of buffering capacity in the wall rock versus oxidizable sulfide content, and the alkalinity of recharging ground water. In this paper, we assess the geochemistry of 11 existing pit lakes, ranging from the acidic Red Hill and Berkeley pit lakes (pH 2.6 to 2.8) to the alkaline Yerington Pit lake (pH 8.45). Predicted pit lake chemistry is similar to that in existing pits with the long-term pit lake chemistry lying on a geochemical continuum between end members consisting of influent calcium bicarbonate ground water, and naturally occurring sulfate-rich evaporite playa lakes.

G. Campbell The paper by M. Lonoff looks at the importance of byproduct prices on copper production. The paper develops several interesting points on this topic, but there are some points in the theoretical discussion that could use further development. A couple of these theoretical topics will be considered here using the paper's framework of assumptions without concern about how realistic the assumptions are for the copper industry. Lonoff's theoretical model is based on a static, homogenous world where all copper/byproduct deposits are identical, and these deposits are the main source of these metals. Due to the importance of the byproducts to the production decision, the term coproducts will be substituted for the term byproducts to reflect more accurately this condition. The conclusion is drawn that a rise in coproduct prices necessitates a decrease in copper prices because copper production is increased as a consequence of increased coproduct production. The observation that real world behavior does not always follow this pattern is dismissed as "speculation." However, it can be easily shown that within this simple framework market forces might create the observed behavior. The key question to be answered is what causes coproduct prices to rise. Three possible cases will be used as illustrations. The first case is the one implicity assumed by Lonoff. Here, the demand for coproducts increases at all prices (an outward parallel shift of the demand curve) with the demand for copper remaining constant. As reported in the paper, the results are higher coproduct prices, an increase in coproduct production, and lower copper prices due to the resulting increase in copper production. The second case is when the supply of coproducts are constrained-leading to higher market prices. Copper production, as required by the simple model, is also reduced which Reply by M. Lonoff Campbell's comments give me an opportunity to clarify a few points in "Copper and Its Byproducts." That paper examined the affect of byproducts on the copper market and considered the relative riskiness of multi-metal deposits from an investment standpoint. That brief note made no attempt to be exhaustive. Nevertheless, Campbell's comments miss the point of the paper and necessitate a response. My "theoretical model" was static and I freely conceded after introducing the assumption of identical deposits that "none of the assumptions hold." These simplifying assumptions allowed me to bound the possible effects of higher byproduct prices on the copper price by assuming identical deposits and computing average price effects. I took great pains to subsequently explain that since deposits are not identical the identity of the marginal deposit might change due to byproduct price changes. In this case, average price affects will overstate the affect of byproducts on copper prices. According to Campbell, I dismiss as speculation any "real world behavior that does not always follow this pattern" (of metals prices moving in opposite directions). In the byproducts paper I noted that gold, copper, and silver price movements often parallel each other on an intra-day or day-to-day basis. Such movements are largely due to market anticipation of or reaction to changes in interest rates that affect carrying costs of metals stocks. Other movements may be due to anticipated changes in available supply or physical requirements. I loosely grouped these effects as speculative. To distinguish this statement from the main thrust of the paper, I contined "In the long run if gold and silver prices remain high the equilibrium copper price will be lower." The paper set out long run equilibrium conditions rather than attempting to explain price movements on a daily basis or on a year-to-year basis.

Sequential excavation of the Beacon Hill Station has been accomplished in highly complex and inter-layered sand, silt, and clay soils with multiple perched groundwater tables. Successful excavation has required the installation of a deep dewatering well system used to depressurize sand layers above and within the excavated tunnel faces. In addition, the presence of sand layers in the crown of the Platform Tunnels required jet grouting at depths of up to 49m (160-ft). This paper discusses the design intent, construction, and effectiveness of the dewatering system and the selective jet grouting of sand horizons and shaft break outs for the successful construction of the deepest SEM station excavation ever completed in the United States.

Thee Brightwater water treatment facilities, currently scheduled to be completed in 2010 and begin operating in 2011, will serve the northern part of King County, WA. The facility includes a new treatment plant and extensive conveyance system consisting of more than 21 km (13 miles) of influent and effluent conveyance tunnels and five portals. The majority of the conveyance system tunnels are mined by tunnel boring machines (TBM) and microtunnel boring machines (MTBM). Tunnel and portal construction is divided into three main contracts. The Ballinger Way receiving portal, constructed under the central tunnel contract, is the terminus for the BT-3 leg of the central contract and the BT-4 terminus of the west contract. The shaft has a 7.3-m (24-ft) finished inside diameter (ID) to accommodate removal of the central project TBM and the west contract TBM and extends to a depth of 66 m (216 ft) below grade through a complex and challenging soil profile characterized by multiple ground water tables. Vinci Grand Projects/Parsons/Frontier-Kemper Constructors (VCFK) was the joint venture team for the Ballinger Way portal. Frontier-Kemper was responsible for the shaft sinking. VCFK evaluated either slurry wall techniques or ground freezing for earth support during excavation of the portal and liner installation. The selection process took into account the vertical depth, cost, past practice, geology, water tables and a 9-m- (30-ft-) thick zone of contaminated soil at the top of the shaft. Ground freezing, which would also act as a hydraulic barrier, was deemed the better option for this project. The contract was awarded to New Jersey-based geotechnical contractor Moretrench. Typically, frozen walls, by design, key into an underlying cutoff. At the Ballinger Way portal, however, the [ ] freeze bottomed out in a substantially thick stratum consisting of predominantly clay, but with some inclusions of permeable soil that indicated significant ground water pressures. To ensure stable conditions at the bottom of the shaft, Moretrench, which also specializes in dewatering, designed and installed a perimeter array of deep wells to temporarily depressurize the permeable soils. Utah produces a wide variety of industrial rock and mineral commodities, valued in 2005 at a record $758 million (21 percent of the total non-fuel mineral production of Utah). Major commodities produced in 2005 include salts (halite, potash, and magnesium salts), Portland cement, sand and gravel, carbonates (lime, limestone, and dolomite), phosphate, crushed stone, clays, lightweight aggregate (expanded shale and perlite), gypsum, silica, sulfur and sulfuric acid, and building stone. Commodities produced in smaller amounts include diatomite, pumice, gemstones, ornamental stone, fluorspar, and mineral and fossil specimens. Utah is in a period of rapid growth in industrial rock and mineral production; however, some commodities have grown faster than others. The robust western economy has stimulated production of construction-related commodities like sand and gravel, Portland cement raw materials, lime, and building stone, resulting in exploration for raw materials, development of new quarries, and expansion of existing plants

Inter-Mountain Labs, IML, performed a study comparing mining waste rock sample analysis by Net Carbonate Value (NCV) and Modified Sobek acid-base accounting procedures. The study looked at 468 waste rock samples and compared the data for Neutralization Potential (NP), Acid Generation Potential (AGP), Net Neutralization Potential (NNP), and the ratio of NP/AGP. The study found that a majority of the samples were below 50 Tons CaCO3/kTons. This subset of ?low-level? samples was also examined separately for Acid Base Accounting parameters. The analysis compared the NCV procedures to the Modified Sobek procedures and concludes that the NCV procedures are as protective of the environment as Modified Sobek procedures.

As part of a purchase of a fleet of Caterpillar 785 trucks, Round Mountain Gold Corp., Cashman Equipment Co. and Caterpillar Inc. entered into a four-year contract for the major maintenance of the fleet of trucks. This contract includes fixed costs and guaranteed availability. The results have been excellent, and the fleet of trucks performs well. History The Smoky Valley Common Operation is a unique mine. Through a mixture of diligence and foresight, it has become the largest open-pit, heap leaching gold mine in the world. This was no small feat considering the remote area surrounding the mine. Round Mountain is located in north-central Nye County, NV. To the east of the town and mine lies the Central Toquima mountain range. To the west is the Toiyabe mountain range. Between them is the Big Smoky Valley, a flat expanse of sagebrush, salt grass and fine dirt.

Evaluating the performance of a shielded tunnel boring machine (TBM) can be difficult because the ground cannot be observed directly and in relation to the TBM attitude within the excavation. It is difficult to determine whether performance problems are caused by ground loading, steering issues, fine muck packing against the shield, or migration of annular grout around the shield. The Arrowhead Tunnels Project in Southern California uses strain gauges on its shielded hard rock TBMs to detect shield strains early and correlate them with tunneling conditions, thereby increasing the chances that problems will be correctly diagnosed and addressed to optimize TBM performance. The frequent automatic measurement of shield strain has also been valuable by confirming whether remedial methods used to free the machine after stoppages are effective. This paper discusses the qualitative interpretation of characteristic strain patterns on the Arrowhead Tunnels TBM shields and discusses installation details and special considerations for setting up a strain measurement system.

Although vegetation can be successfully established on fine taconite tailings, innovative approaches are needed to reclaim the coarse tailings used for dam construction. Through a series of cooperative projects with various government agencies and industries, EVTAC has been able to develop a unique closure plan. This plan will not only meet current reclamation standards, but also provide mitigation for a disturbed wetland and possibly create a tree plantation in the interior of the basin. By using waste products and exchanging materials, reclamation of the entire basin will be accomplised in a cost effective manner.

Worldwide minerals exploration slipped in 1992 from 1991 levels. Although industrial production figures showed the US economy emerging from recession in early 1992, it was not until February 1993 that the lagging indicator of unemployment dropped to 7%. Most other industrialized countries are still in recession. Preliminary data for 1992 showed industrial production dropping in Japan (5%), Germany (1.4%), the United Kingdom (0.5%) and France (1.4%). The slowdown in industrial production led to reduced mineral demand. This resulted in lean cash flows from mining operations, which squeezed exploration funding. Although mineral prices were steady during most of 1992, some mineral commodity prices began falling in late 1992 and early this year. Exploration 1991-1992 According to Metals Economics Group (MEG), planned 1992 exploration expenditures were down by about 5%. Geographically, the leading exploration target was the United States with 21 % of the expenditures, followed by Australia (19%), Canada (18%), Latin America (15%), South Africa (9%) and the western Pacific (7.5%). The remaining 10% was split between Europe and Africa. There were absolute increases in exploration expenditures in the United States and Latin America. Latin America showed the largest increase. The change in the Mexican mining law allowing foreign ownership of mines should result in the inflow of direct foreign investment in Mexico's mining industry.

Supply and Demand After a dismal first half, the industry saw a marked improvement in its markets during the final six months of 1983. Domestic consumption was 17.6% higher in the second half of the year, primarily due to a surge in electric power requirements. The sharp increase in demand for electric power during the third and fourth quarters afforded utilities the opportunity to lower stocks that had accumulated to record levels during 1982. Consumer stocks were reduced from 179 Mt (197 million st) at the end of June to 153 Mt (169 million st) by the end of the year. That is the largest inventory drawdown on record during a six-month period without a major coal strike. Despite the huge depletion in inventories, coal production in the second half of 1983 rose 1.3% above output in the second half of 1982. However, because of the disappointing first half, production in 1983 totaled only 712 Mt (785 million st), 6.4% less than the 760 Mt (838 million st) produced in 1982. Demand The extent to which the economic recovery affected coal markets in 1983 varied: • total domestic coal consumption increased 4.2%; • electric utility coal consumption increased 5.3%; • exports declined by about one-fourth; • coal consumption at coke plants declined 9.5%; and • coal consumption in the other industrial sectors increased 2.9%. Domestic coal consumption totaled 667 Mt (737 million st) it 1983, 27 Mt (30 million st) more than 1982. Electric utility consumption increased from 539 M1 (594 million st) in 1982 to 567 M1 (625 million st) in 1983. Coal consumption at coke plants declined from 37 Mt (41 million st) to 34 M1 (37 million st). Residential and commercial use increased 181 kt (200,000 st) - from 7.4 to 7.6 Mt (8.2 to 8.4 million st). Electric Utilities: Electric power generation increased 3.1% in 1983. Demand for electric power increased in all major consumer categories. Residential and commercial use rose 2.7% and 3.3%, respectively. The most striking increase, however, and indicative of the economy's strong upturn, was the increase in industrial electric power use. Industrial power requirements, which declined 9.8% in 1982, rose 4.1% in 1983. A few months ago, Congress passed, and President Bush signed, a national energy bill. Designed to decrease the nation’s dependence on foreign sources of energy, the bill earmarked several billion dollars to increase the use of U.S. coal reserves. The bill also modified permitting regulations to speed up development of the coal reserves located on federal land. Coal currently supplies more than half of the nation’s electricity needs. And as housing starts continue to in-crease and with the nation’s appetite for electronic gadgetry, the demand for energy in the United States will only go up. That means coal producers must expand production while at the same time containing costs so they can enjoy this period of improved coal prices.

Managers always look for systems with minimum hazards. The hazards create problems for performance of projects. The largest and most important hazards of working underground mine can be related to health, safety and environmental, because if one of these sectors be in hazard, maybe lead to close mine. Failure mode and effects analysis (FMEA) is a widely used quality improvement tool to identify the potential failure modes for measuring reliability of a product or a process. FMEA is performed by developing a risk priority number (RPN), which is the product of severity, occurrence, and detection ratings. On the other hand, with regard to uncertainty in the decision-making, fuzzy theory will be able to model this uncertainty. Fuzzy FMEA provides a tool that can work in a better way with vague concepts and without sufficient information than conventional FMEA. This article by using Fuzzy FMEA and based on HSE criteria evaluate hazards of Parvade No. 1 Mine in Tabas Coal Mine. The results demonstrate the most hazardous parameter is rock burst in this mine.

Since Sept. 11, 2001, the author has been asked by several mining companies and mining publications to share some of his insights on how the terrorist attacks on the World Trade Center (WTC) and Pentagon might affect the mining industry globally. Until now, the author has been reluctant to express his thoughts in a publication that could possibly fall into the hands of terrorists and give them some ideas that they may not have been previously considering. However, the author discussed the contents of this article with several friends and acquaintances in the international intelligence community. They said that nothing commented on here is new to the terrorists. Potential terrorist targets Sources within the worldwide intelligence gathering community have told the author that current intelligence data indicates that it is likely that the Islamic fundamentalist groups responsible for the attacks on Sept. 11, 2001will likely be directing their effort at foreign business entities. Any overseas or any domestic businesses of highly visible companies that are part of the anti-terrorism alliance should consider themselves a potential target.

As the current boom in the global mining industry rumbles on, mining companies have had to step up their efforts to replace mined reserves. Many of the majors are replacing and adding to their reserves and resources through acquisitions. This situation has allowed junior mining and exploration companies to do what they do best. They have been re-examining once uneconomic gold, copper and other metals properties with an eye to partnering with a major to develop them. And mines that have been closed for years due to poor economics are being given another look.

The 30th annual short course ?Grouting Fundamentals and Current Practice? was held at the Colorado School of Mines, June 22-26, 2009. The field demonstration portion of the course was conducted June 25, at Hayward Baker, Inc.?s yard in Broomfield, CO. The full-scale field demonstration annually presents many different types of drilling equipment being operated as well as various grouting methods being performed under different field conditions. As part of the field demonstration, the class is shown the proportioning, mixing, testing and injection of various cement grout mixes into sand columns under controlled and measured conditions. These sand column demonstrations have been conducted under controlled and measured conditions each year since 1999 as part of the short course. The sand column demonstrations were conducted prior to 1999, but with less quality control and minimal record keeping of the proportioning, mixing, testing, injection pressures and the final permeation results. The goal of the sand column demonstration is to show the students the effect of the water cement ratio and the use of admixture as well as the fineness of the cement, portland versus ultrafine, used has on the engineering properties of the grout and the grout?s vertical permeation through the sand. Test results for the demonstrations conducted in 1999 and for two separate demonstrations, one at the grout course and one at Geo Denver, conducted in 2000 were published in the 2001 proceedings of the Rapid Excavation and Tunneling Conference (RETC) (Henn et al. 2001). The test results for the 2002 and the 2003 demonstrations were published in the 2005 proceeding of the RETC (Henn et al. 2005).

Spent potliner is generated in the electrolytic process of reducing alumina to make aluminum metal using molten fluoride electrolytes. Spent potliner (SPL), obtained at the end of the pots life contains a small amount of cyanide and fluoride which present environmental problems. SPL became a listed hazardous waste under RCRA (KO88) in July, 1990. One of the possible uses of spent potliner is as a substitute for Calcium Fluoride (CaF2) as a fluidizer in iron- and steelmaking and in the glass industry. A low viscosity and a low melting point are prime requirements for accomplishing the above. In the present study, viscosity measurements were performed. Effect of various additives, such as sand, limestone, dicalcium silicate dust, and MgO baghouse dust on the viscosity of SPL was studied. The results showed that with the addition of sand and limestone, very high fluidity of SPL melt can be obtained at significantly low temperatures. The results suggest that spent potliner mixed with additives could potentially be used as a substitute fluidizer.
