INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. Jigging is a process of particle stratification in which the particle re- arrangement results from an alternate expansion and compaction of a bed of particles by pulsating fluid flow. The vertical direction of fluid flow is reversed periodically. The rearrangement results in layers of particles that are arranged by increasing density from top to bottom of the bed. This response, developed from the many and continuously varying forces acting upon the particles, permits a solid-solid separation more related to particle density and less to particle size than any other "hydraulic-type" process. The stratification is usually carried out in a rectangular, open-top container called a jig, in which the mass of particles (termed a "bed") is supported on a perforated base through which the water flows in alternating directions. The coal particles, in addition to the vertically expanded and compacted bed motion, move continuously, horizontally across the supporting screen. Following the particle stratification, the particle bed is physically "cut" at a desired horizontal particle density plane to separate the desired clean coal product from the more dense refuse. The jig system includes means for continuously introducing the raw coal and for moving the water through the coal bed in a controllable manner, as well as for separating and removing the stratified particles from the system as two or more product streams. In coal preparation, this highly versatile unit operation is applied preferably to a wide size range of particles with top sizes up to 8 in. (20 cm) rather than to a closely sized fraction. In gravity ranges, the process has been applied to gold particles with a density of 19.3 and to coal particles having densities less than 1.30. Single jig washers have capacities from 5 (4.6) to greater than 700 tph (637 t/h) of feed coal. The separation results attainable by jigging have favored this unit operation as optimum for creating a clean coal product as required by steam coal specifications. Al- though the jig is used in preparing coals which are difficult to separate, its limitations to achieve both quality products and high recovery are being recognized in comparison with heavy media-based processes which make sharper separations from feeds having high "near-gravity" contents. The accu- racy of the densimetric stratification in the upper portions of the jig bed are less precise. It follows that coals with more than 10% near-gravity material

The thickening and dewatering characteristics of refuse slurries are as variable as the coal mining operations and preparation plants that create them. This paper discusses these characteristics based on field studies at a number of mine sites. The connection between bench and full scale performance is confirmed with the design, construction and operation of an integrated 18m (60 ft) diameter thickener and 2.5 meter belt filter press system in Western Kentucky. The data from this system are presented.

"A Yieldable Structure for Use in Areas of High Rock Stress & Deformation." Rock stress of up to 9000 psi have been recorded in the mines of the Coeur d'Alene Mining district. Associated with these large stresses are rock fractures and deformation. In order to maintain openings required for mining, large wood preparation structures are constructed to provide access to the work areas for men and materials. These wood raise preparation structures are costly to construct and maintain. Therefore a steel-foam concrete structure was designed and proposed for testing which would be less costly to construct, require no maintainence and maintain its structural integrity while allowing up to 53 inches of wall rock deformation.

Computer aided design and inter active graphics have been well established in the electronics, automotive and mechanical engineering industries. The use of such aids in underground mine design and planning, however, has been noticeably absent. The large expense involved in the research and development of CAD and graphics systems and their highly specialized techniques have rendered investment in these areas difficult to justify. Optimum mine planning involves an interactive procedure of evaluation of several alternative plans. Generally the development of each mine plan of a given operation can take many man-months. This time constraint on planning precludes any comparative analysis and evaluation of alternatives, thereby introducing the possibility of unrealized gains. This paper outlines the development of a computer aided mine design program utilizing interactive graphics for the design, simulation and scheduling of underground coal mines. The program developed examines exploratory borehole information and produces a structured database of the sampled data. This database is utilized to generate seam sections and different mine layouts. A simulation of mine extraction and production levels and a schedule of proposed alternatives are then performed.

In order to develop the pulsating high gradient magnetic separation technology, a type of laboratory pulsating high gradient magnetic separator (PHGMS) has been manufactured. Experiments of its separating performance were carried out. They show that PHGMS can significantly increase the grade of the magnetic product and avoid the matrix to be blocked. The characteristic curve of the pulsating fluid was measured and a formula for estimating the grade of the magnetic product was established in PHGMS.

The Optimum Production Rate (OPR) is one of the most important parameters in the evaluation of a mineral deposit. The OPR cam also be expressed as the Optimum Mime Life (OML) in years since the expected mime life is determined by dividing the OPR per year into the estimated ore reserves. Unfortunately, very little time and effort has been directed towards the determination of the OPR. Instead, "rules of thumb" are often applied to select a mime life without due consideration of the economic implications of such a selection. A "justification" for a particular production rate is often based on a pre-conceived arbitrary requirement for a mime life of 5, 10, or 15 years, for example. In this paper it is demonstrated that such arbitrary selections for high-grade/low¬-tonnage mines (such as many underground gold/silver deposits) often lead to sub¬optimal results. In fact, am apparently uneconomic deposit at am arbitrary production rate may be economic at the OPR. Consequently, investment opportunities may be overlooked if one analyzes mime' properties based on arbitrary production rates.

Kaolin, normally an inert filler when compounded with polymers, is converted into a strongly reinforcing pigment by prereaction with certain functional silanes. Modification of kaolin with amino and mercapto silanes allows it to form crosslinks and confers significant improvements in modulus, abrasion resistance, compression set and other physical properties of a broad range of polymers.

In this study, research on the use of monosodium glutamate for copper leaching, with emphasis on the thermodynamics and oxidant characteristics, is presented. Copper dissolution was conducted following a hydrometallurgical route, using monosodium glutamate in alkaline solutions. The effect of oxidizing agents such as hydrogen peroxide (H2O2) and potassium permanganate (KMnO4), and the efficiency of copper leaching with glutamate compared with glycine have been studied. Results, obtained at room temperature, showed 92% recovery of copper using 0.03 M hydrogen peroxide, 0.5 M monosodium glutamate at a pH of 9.44.

"Diesel exhaust is a major cause of large number of occupational diseases. Acute and continuous exposure to Diesel Particulate Matter (DPM) can cause numerous health issues including respiratory disease, reduced lung capacity, heart disease etc. The National Institute of Occupational Safety and Health (NIOSH) and the International Agency for Research on Cancer (IARC) consider diesel engine exhaust as carcinogenic. In large underground metal and nonmetal mining operations, regulatory compliance regarding miner’s exposure to airborne particles especially DPM is a big challenge. Complex mine networks add more difficulties in controlling DPM. MSHA relies on the NIOSH 5040 method for DPM compliance. The NIOSH 5040 method is a shift average based method which inherits some limitations. Due to these inherent limitations of the NIOSH 5040 method the concept of real-time DPM monitoring is promoted in the mining industry. Several real-time DPM monitors have been used by the researchers and efforts still continues to improve their measuring techniques and understanding. Real-time monitoring of DPM is vital to gain understanding of rapid changes in the mine atmosphere. The current study highlights the advancement in real-time DPM monitoring and mainly covers a review of several studies in which DPM concentrations were measured by utilizing real-time DPM monitors. INTRODUCTION Ventilation of underground mines is an important aspect of mining operations. Mining is a continuous activity and the ventilation networks in modern mines change with extended developments. Proper understanding of the ventilation network is a key design factor of an optimum mine ventilation plan. An important task of underground mine ventilation engineers is to provide clean air with sufficient quantity to the underground miners (Khan M. U. and Gillies A.D.S. 2015). The amount of fresh air supplied to the mine should be adequate to dilute the concentrations of contaminants present in the mine atmosphere. In the United States it is estimated that diesel powered equipment is used in thousands of mining operations (Stephenson D. J. et al. 2006). Use of diesel powered equipment is an attractive option in underground mines due to its several advantages over other available alternates. Diesel engines are rugged, dependable and fuel efficient (McKinnon 1999). It is common for diesel engines in heavy duty trucks to have a life of 1.6 million kilometers (McKinnon 1999). Looking at the developments in other energy alternatives, it can be assumed that the underground mining industry will maintain its reliance on diesel powered equipment (Anon 2001). DPM is an important source of mine air contamination in many non-gassy underground mines (Khan M. U. and Gillies A.D.S. 2015). Diesel exhaust is harmful for humans. Acute and continuous exposure to diesel exhaust concentrations can cause several health issues. Some of the health diseases caused by DPM exposure are respiratory diseases, reduced lung capacity, heart disease, and lung cancer (National Research Council. 1981, Mine Safety. 2005). In addition, NIOSH regards diesel exhaust as “potential carcinogen” (Centers for Disease Control 1988) and IARC has declared that “diesel engine exhaust is carcinogenic to humans” (IARC 2012). NIOSH has also declared that the reductions in DPM exposure would reduce cancer risks (Centers for Disease Control 1988)."

The advent of larger quantities of -1/4 inch coal in the raw feed to the preparation plant and the necessity of recovering this material has made the problem of meeting product moisture specifications more difficult. For a number of years thermal dryers have been used advantageously as a means of reducing fine coal moisture content where the over-all economics would justify such an installation. However, these units are not without their drawbacks because of high capital and operating costs, safety hazards and possible degradation of the product, and thus an alternative method of moisture reduction is highly desirable. After the various mechanical variables associated with filtration have been optimized, an examination of theory shows that surface tension and liquid viscosity are the only two remaining variables which might be altered to reduce moisture content.

In Pennsylvania there are two distinct coal regions, bituminous and anthracite, in which the mining conditions and production trends are different. Bituminous mining is more mechanized, and production is increasing. This report is concerned specifically with the bituminous area. The bituminous coal industry apparently is facing a shortage of miners and mine officials which may become acute by 1970. Since 1949, when Pennsylvania had more than 100,000 bituminous coal miners, the number has steadily decreased. There are two principal reasons for the decrease of certified miners and mine officials. These reasons are the fact that apprentices are almost a thing of the past and the fact that the image of the coal miner is a poor one to people in general and to parents in particular. This has contributed greatly to the high average age of our miners today. The average age of all those employed in the mines is 50. Yet it is known that the progress in mine mechanization requires younger and more alert men to operate the newer type equipment.

Three nutrient amendments and a biological seed inoculant were evaluated for use in establishing vegetative cover on waste rock substrates. Randomized blocks were placed on three substrates. Treatments included two types of organic fertilizer, mineral fertilizer, Azospirillum bacterial inoculant, plus controls. The seed mix consisted of native grass species adapted to low nutrient conditions. Canopy cover has been monitored for three growing seasons. Results indicate: 1) two of three substrates support plant growth following amendment with organic fertilizers; 2) organic fertilizers increase cover substantially over mineral fertilizer; and 3) Azospirillum had no effect on canopy cover.

Scrubbing is gaining increasing recognition as a valuable tool in the treatment of Mesabi Range intermediate iron ores. In general, the earliest washing plants included log-washers in their various flowsheets. While log-washers certainly did impart a degree of scrubbing to the crude ore, such treatment bears little resemblance to the type of scrubbing being practiced today. At the time that these early plants were erected, only the true wash-ores were being processd. ("Wash-ores" are defined as crude ores in which relatively coarse chunks of almost completely liberated iron are found in a matrix of loosely-consolidated fine sand.) To treat ores of this type, sizing at approximately 65 to 100 mesh was sufficient to produce a merchantable concentrate. As crudes were being treated in which there was little "locking" of iron and silica, log-washers tended to disappear and large screens and classifiers took their place in Mesabi range flowsheets. The "screening and classification" type of flowsheet 'had its greatest usage in the 1945-55 period, generally speaking. During this same period, many operators found it necessary to supplement the "wash-ore" type flowsheet with heavy-media treatment.

Although there has been an increased interest in the electrokinetic properties of coal (1) research on the subject is still in an early stage of development (2,3,4,5,6,7) To the author's knowledge, no electrokinetic studies have been made on coal lithotypes - particularly anthracite lithotypes. This paper presents the results of an investigation of the double layer properties displayed at the anthracite/water interface (whole coal and lithotypes) as determined by streaming potential methods, It is hoped that this investigation and related future investigations will provide correlations from which the surface properties of any coal can be predicted and then related to surface dependent processes such as froth flotation and flocculation. Another aspect of this research, undertaken to determine the physical and chemical parameters necessary for anthracite lithotype differentiation, was previously published (8). The number of parameters involved, lithologic, organic and inorganic, and the wide divergence of these parameters within an individual coal limits the practical utilization of the results, however, the results are of value and of interest in guiding theoretical developments. Keeping the limitations in mind, the results are analyzed in terms of their application to froth flotation processes and are used to indicate the feasibility of making a lithotype separation by flotation.

This paper presents the results of column flotation of a fine feed sample of Florida phosphate. A central composite design is used to study the main and interaction effects of parameters affecting column efficiency. The statistical design is also used to determine the optimum conditions. The results indicate that, depending on the experimental conditions, it is possible to achieve a concentrate of high grade and recovery. A concentration of 15 ppm of non-ionic frother is found to be enough to maximize the recovery at the pH of 9.5.

INTRODUCTION The authors, by means of this paper, will attempt to show the role of Induced Polarization and Resistivity surveys in the discovery of the orebodies of Gibraltar Mines Limited (N.P.L.). In this paper, we will also attempt to show the importance of conducting large enough surveys in order to properly evaluate the results obtained from these surveys. LOCATION The orebodies of Gibraltar Mines Limited (N.P.L.) are located on the western slope of Granite Mountain, central British Columbia (52°30' north, 122°16' west) (See Fig. 1). The property lies approximately 28 miles north of Williams Lake, B.C. and can be reached by way of 10 miles of newly improved road from McLeese Lake, on the Cariboo Highway. The area in and around Gibraltar Mines has a moderate topographic relief with elevations between 3,500 and 4,100 feet. {EARLY HISTORY AND GEOLOGY The present Gibraltar Mines property before amalgamation consisted of the Pollyanna property (Duval-Canex) and the Gibraltar property (original Gibraltar Mines) as well as some Coast Silver and McLeese Lake Copper claims (See Fig. 2). The Pollyanna property was first described in the 1917 B.C. Minister of Mines Report which referred to it as the "Rainbow Group". The development at that time consisted of several open-cuts on copper bearing quartz veins.

A quantitative damage evaluation caused by ground motions associated with strong roof caving is presented. The strong roofs are modeled as either cantilevering or bridging beams over continuous elastic foundations subject to an exponentially distributed vertical stress. Major factors influencing roof caveability and strain energy buildup are identified and investigated. A methodology to evaluate the strain energy accumulation caused by overhanging roof is presented. The potential for mine tremors is determined in terms of the local Richter magnitude ML which depends on the seismic energy transformed from the stored strain energy released when the roof fails. A particle velocity model is applied to estimate the damage area associated with roof collapse. A case study from a Utah coal mine shows that estimations of bump severity and damage area agree well with the field observations.
