The recently completed Lower Northwest Interceptor Program (LNWI) in Sacramento, California comprises, ten pairs of micro tunnels totaling 4,369 m (14,417 ft),three horizontal directionally drilled bores totaling 956 m (3,154 ft), and two large diameter tunnels under the Sacramento River totaling 1,198 m (3,953 ft). This paper briefly summarizes surface and subsurface conditions, and planning and design considerations. It then goes on to describe problems encounterd with each trenchless crossing, as well as lessons learned with respect to shaft construction, ground control at shafts during tunnel break-in and break-out, frac-out and heave, settlement, obstructions, coordination with permitting agencies, and application of geotechnical baseline reports.

Construction of Ontario Power Generation?s 12.8-m diameter, 10.4-km long water diversion tunnel in Niagara Falls, Ontario, is underway. The tunnel is being excavated by means of a 14.44-m diameter open gripper Tunnel Boring Machine. The tunnel lining is constructed as a two-pass system with the initial lining consisting of rock bolts, mesh, steel channels or ribs, and shotcrete, and the final lining consisting of pre-stressed cast-in-place concrete with a waterproof membrane. Mine seals are used in underground coal mines throughout the United States to isolate abandoned mining areas from the active mine workings. The objective of adding inert gas to a sealed mine area is to quickly reduce the oxygen concentration in the sealed area to a level that will not support combustion. In the US, this process is typically conducted from the ground surface and because surface-to-mine access is constrained by so many variables, it is very difficult to provide a source of inert gas to the place where it is needed underground. To alleviate this problem On Site Gas Systems, under a NIOSH contract, built a nitrogen (N2) generation plant that operates in the underground environment. The purpose of this work was to create a reliable in-mine mobile plant that would extract N2 gas from the mine atmosphere and use the gas to create and maintain a safe sealed mine area. The plant is based on a novel design using pressure swing adsorption technology and is sized to fit on a standard shield car or mine dolly for easy transport in and around an underground coal mine. The plant is capable of producing about 900 scf/min of N2 gas at ambient mine conditions. After an exhaustive series of laboratory tests, the plant was field tested at the NIOSH Safety Research Coal Mine (SRCM) where a portion of the mine was sealed and rendered inert. During the test, the movement of the injected gas was monitored at several underground points to observe the progress and extent of the inerting process. This paper describes the plant design and the results of the field test at the SRCM. When a fan or blower breaks down or becomes worn, customers have two choices. They can replace it or they can have it repaired. In the past, replacement was the preferred option, especially when the equipment was severely damaged or worn. Now, however, customers are discovering the benefits of repairing or rebuilding. Even when the cost of repair is more than 60 percent of the cost of a new fan, customers are choosing the repair option. The cost savings can range from 20 percent to 80 percent. In many cases, the quality of the repaired part or component will exceed the quality of the original. This is because repair engineers have an advantage over the original designers. They can see how the existing fan performed — or failed to perform — in a specific application.

This paper focuses on the underground tunnel work at the Hollywood Water Quality Improvement Project (HWQIP) in Los Angeles, CA. The HWQIP is being constructed to provide a water distribution system to bypass the existing Hollywood Reservoir System, which supplies drinking water for 500,000 people. The major project features include, a 2.9-meter diameter 1,829 meter long bypass tunnel, a 1.8-meterdiameter 366 meter long utility tunnel, 3 jack and bore tunnels, two 136 million liters underground circumferentially wrapped pre-stressed concrete water storage tanks, associated piping, and mechanical facilities. The physical project location coupled with strong community involvement and stringent environmental concerns was a considerable driving force for this project located in the Cahuenga Pass area of the Hollywood Hills north of Los Angeles, CA.

This paper reviews difficult ground conditions encountered along the alignment of large-diameter sewage tunnels for the City of Los Angeles. It offers a detailed one-of-a-kind solution to a unique problem for shallow urban underground tunnels in a seismic zone, using state-of-the-art materials, technology, and equipment. Drill cores from uranium roll-front deposits, hosted in lower Cretaceous strata, were examined from the proposed Dewey Burdock in-situ uranium recovery site in the northern part of the Edgemont uranium district, South Dakota. Uraninite (UO2), coffinite U(SiO4)0.9(OH)0.4, and doloresite (H8V6O16) occur as pore-occluding cements within the Fall River Formation in the Dewey area. In contrast, within the Lakota Formation in the Burdock area, uranium (with very little vanadium) is absorbed onto woody fragments and amorphous carbonaceous material in pressure-solution seams. Both areas have typical uranium roll-front mineralogy with 0.5 wt. % pyrite in the reduced solid phase and no pyrite in the oxidized solid phase. The groundwater at the ore zone is not oxygenated, so the uranium is relatively insoluble. Uranium in solution in ground waters is <10µg/L at Dewey and <22 µg/L at Burdock. Micromineralogic and geochemical data are being used to understand water/rock interactions, uranium distribution and movement, and as input factors for predictive reactive transport models.

The worldwide budget for nonferrous, nonfuel mineral exploration was expected to increase by 58 percent in 2004 from the 2003 budget, according to Metals Economics Group (MEG) of Halifax, Nova Scotia. The increase comes two years after a five-year period of declining spending for mineral exploration (1998 to2002). Figures suggest a subsequent 27 percent increase in budgeted expenditures from 2002 to 2003. For the second consecutive year, all regional exploration budget estimates were anticipated to increase. The worldwide budget for gold exploration achieved about 50 percent of the total amount budgeted in 2004.This was 68 percent, or US$715 million, higher than the reported 2003 budget. The 2004 worldwide exploration budget estimates for copper increased by 70 percent, orUS$237 million, to US$577 million from the 2003 budget. The budget for nickel exploration increased 52 percent, or US$89 million more than in 2003. The 2004 exploration budget for other mineral targets (primarily cobalt, heavy minerals, industrial minerals and silver) increased114 percent, or US$118 million.

Seven pairs of drop and ventilation shafts, between two and nine feet in diameter, will convey combined sewer flow to a 230-foot-deep, 26-foot diameter storage tunnel. This paper will present case histories for each site. Discussion will include functional requirements, program and site access constraints, structural design, geology, the variety of excavation and lining construction methods used, and lessons learned. Noteworthy observations include the importance of assuring competent ground sup-port at the soil-bedrock interface and of achieving tight verticality tolerance using both top-down and raise bore excavation methods.

National Institute for Occupational Safety and Health (NIOSH) researchers are conducting a cross-sectional survey of equipment noise and worker noise exposures in the mining industry. Surface and underground limestone is one commodity recently surveyed. The sound levels of mining and processing equipment were recorded to identify noise sources. Full-shift worker noise exposures were completed to determine the exposure of various occupations. This paper presents the results of the noise research conducted in both underground and surface limestone mines, detailing the equipment likely to cause worker overexposures, and the occupations experiencing overexposures. Implications for worker noise exposure reduction are also reported.

Many technical professionals (tp)* desire to occupy upper level management positions. But career paths for most scientists and engineers do not extend beyond their specific disciplines. This is unfortunate. Our technical frontiers are expanding so rapdily that it is difficult, if not impossible, to make sound top management decisions without understanding the technical complexities involved. Technical professionals often are not considered for upper level management positions because they lack the managerial and interpersonal skills necessary to become successful administrators. You&apos;ve heard this before, but a key component of these skills is the ability to communicate. Technical professionals are often unable to communicate as well as they should with nontechnical professionals and nonprofessionals within the organizations that employ them. Communication is important for managerial success Communication is the network of interactions whereby knowledge and understanding are conveyed from one social set to another (Flippo and Munsinger, 1982). In order to be successful, managers must not only be "good" communicators, they must be "effective" communicators as well. Good communication occurs when managers are able to formulate and transmit their messages in such a way that they are received and understood. Effective communication goes one step further: It occurs when recipients accept messages as legitimate and respond to these messages in the manner desired. Before promotion into upper level positions, managers must have developed organizational skills (planning, decision making, organizing, and controlling) and interpersonal skills (directing, influencing, and motivating). Applying these skills effectively is difficult without a highly refined ability to communicate. Effective communication, then, is basic to managerial success. Nowhere, perhaps, has the importance of being able to communicate effectively been emphasized more than in Mintzberg&apos;s landmark study of managerial roles (Mintzberg, 1973). Mintzberg&apos;s results indicate that executives typically averaged 36 written and 16 verbal contacts a day. These contacts were both important and trivial. They generally occurred in a random manner. Time spent on each varied. Scheduled meetings averaged over an hour. Desk work, telephone calls, and unscheduled meetings required an average of 15 minutes or less. Why technical professionals have difficulty communicating Three reasons why technical professionals do not communicate well are: • The work motivational patterns and personal attitudes of technical professionals are not conducive to effective communication. • Students in technical professions are not encouraged by educational institutions to develop their communication skills. • Organizations do not insist that all technical professionals be able to communicate in the language of business. The work motivational patterns of most technical professionals are indicative of internals and high achievers (Hunt, Salisbury, and Whittington, 1968). As internals, they believe they control their own destinies. As high achievers, they believe that task accomplishment is a primary indicator of success. To ensure a task is completed in the manner desired, tp&apos;s attempt to structure and define work situations so they alone are responsible for results. TPs consider the task accomplished when they, and perhaps other tp&apos;s, are satisfied with the results. From the tp&apos;s perspective, the task may have been completed. From a communication standpoint, two other factors may apply. First, solving the problem required very little interaction (and thus, communication) with others. Second, the tp&apos;s, considering the task accomplished, have little concern for how their "technical" answers will be translated to nontechnical persons needing

The Camp Dresser & McKee (CDM) has been retained by the Sacramento Regional County Sanitation District (SRCSD) to design the Mather Interceptor, a portion of the South Interceptor and Mather Interceptor program. The Mather Interceptor consists of 14,667 feet of 54 to 72 inch gravity interceptor. Approximately 90 percent of the alignment will be constructed via tunneling. Cobbles and boulders in a sand/gravel matrix dominate the ground conditions combined with seasonal perched groundwater table at some of the deeper reaches of the alignment, impacting design consideration. This paper will present the results of a comprehensive geotechnical investigation conducted for this project and in-depth technical evaluation of various trenchless techniques feasible for tunneling in the cobble and boulder laden formations of this project. This paper will also present the risks and issues of the design alternatives and selection criteria.

In January we published a questionnaire asking about the content of MINING ENGINEERING and about your interests. At the same time we hired an outside firm, READEX Inc., of St. Paul, MN, to send the same questionnaire to a sampling of about 1000 US members, selected on an nth name basis, so that we could have some preliminary numbers for the Annual Meeting in February. READEX sent us the final results of its survey in March. At that time, 525 responses of the 992 surveys sent out had been returned, for a 52.9% response, an extraordinarily high return for a low-key (no incentive for return) random sampling. On May 7, we cut off on tabulating returns from the magazine so that we could report the results to you in this issue. At that time, we had 594 questionnaires returned. Our 594 and READEX&apos;s 525 (we have assumed that relatively few people returned both), represent a 1119 return, about 3.5% of the approximately 32,000 who received the January issue of ME. About ME Through responses to the questionnaire, we were hoping to learn more about you, your interests, and how the magazine could better serve you. Those of you who responded, told us something positive-you look at or read the magazine. Of the 1119 respondents, 1068 or 95.4% indicated that they had read or looked through the November and/or December issues. Those of you who refer to the magazine once are 466 or 42.6%. Those of you who refer to the magazine two or three times are 559 or 51.1%. Those of you who refer to the magazine four or more times are 68 or 6.2%. How much time do you spend reading the magazine? Of those responding to this question: 186 spent up to 1/2 hr 16.6% 590 spent up to 1 hr 52.7% 292 spent 1-2 hr 26.1% 51 spent more than 2 hr 4.6% In an informal survey among our staff, we determined that most people spend 1/2 to 1 hr reading magazines to which they subscribe at home. Does that match your experience? Many of you, 764 or 69.4%, clip your magazine for further reference. Also, many of you, 513 or 64.2%, do not pass your copy on to another reader, indicating perhaps that you are clipping it or receiving the magazine at home. Those magazines that are passed on reach: 2 people - 159 - 20.0% 3-5 people - 95 - 11.9% 5 or more - 31 - 3.9% Answers to what portions of the magazine you find useful indicated that the top three were Industry News, feature articles, and Technical Papers; see Table 1. The "other" category included advertising-display, classified, and employment-Coming Events, product information, Washington Survey, new books, the reader service card, and Engineering Fundamentals. Of those responding, 797 or 75.3% indicated a preference for dual notation of SI (metric) with English units; 228 or 21.5% preferred all SI units; while 34 or 3.2% preferred SI with dual notation of other metric units. Based on the preliminary numbers reported by READEX for this question, the MINING ENGINEERING Committee in February voted to return to a policy of dual notation. This decision has been implemented. We asked for your appraisal of the technical level of the magazine. Of those responding, 78 or 7.4% indicated it is too technical, 147 or 13.8% indicated it is not technical enough, and 836 or 78.8% judged it to have the correct tech¬nical level. In response to the question about whether you like to read an occasional feature that is not technically oriented, 32 said no, but an overwhelming 97% (1024) said yes. Increasing pressure from State and Federal agencies to mitigate mining-induced subsidence damage to overlying structures has presented a unique problem to the coal industry in the western United States. Because sandstone escarpments are an environmental issue, millions of tons of coal reserves that underlie these escarpments risk being classified as unminable by regulatory agencies. At this time, the effect of subsidence on escarpments has not been well documented or characterized. The Bureau of Mines is using numerical modeling techniques to analyze escarpment response to longwall mining. Two- and three-dimensional finite element models have been constructed for a study area near Price, Utah, where longwall panels were mined near an escarpment. This status report includes preliminary results showing that the pattern of subsidence surrounding the escarpment can be simulated through numerical modeling. Models that include such structural details as joint and fracture patterns will better simulate subsidence patterns .and magnitude. By locating longwall panels strategically in relation to the escarpment, stability may be preserved throughout the mining process. Numerical modeling provides a method to analyze relatively quickly the effects of longwall panel location and resulting subsidence on escarpment stability. The goal is to provide a relatively accurate predictive tool for mine planning to determine if escarpment stability can be maintained while maximizing extraction of the coal reserves.

The 21st Annual American Mining Hall of Fame Awards Banquet sponsored by the Mining Foundation of the Southwest will be held at the Sheraton Tucson Hotel in Tucson, AZ on Saturday, Dec. 6, 2003. This year’s inductee, guest of honor and featured speaker at the banquet will be Thomas J. O’Neil, recently retired president and chief operating officer of Cleveland Cliffs Mining. Prior to Cliffs, O’Neil spent 10 years with Cyprus Minerals. He was also professor and head of the Department of Mining and Geological Engineering at the University of Arizona. As representatives of mining heritage, the Hall of Fame will induct James Boyd and Thomas F. Walsh. Walsh discovered a rich gold telluride vein in Ouray, CO, which became the Camp Bird gold mine. Boyd was a former director of the U.S. Bureau of Mines, vice president of Kennecott Copper and later president of Copper Range.

The history of mining education, like the history of the mining industry, is typified by “boom and bust” cycles. In academia, the perpetual problem can be stated as “too many graduates for the jobs or too many jobs for the graduates.” The deep “bust cycle” that spanned the 1990s through 2003 spawned renewed efforts to eliminate, consolidate, restructure, rename, reinvent or otherwise change mining education to make it (for some) more fiscally or socially acceptable. During this period, a number of mining programs were eliminated, and by the late 1990s senior people in academia and their counter-parts in industry became increasing concerned about the very real possibility that strategic disciplines may disappear altogether. As a result, the Mining and Metallurgy Society of America (MMSA) created an educational committee to explore how industry could help preserve key programs necessary to provide future professionals. Several meetings were held to assess the problems and look for solutions. In 2004, this effort culminated in the first of the “Engineering Education” sessions to be held at the SME Annual Meetings. In response to the information presented in this first meeting, Marc LeVier (then president of MMSA) invited a number of the participants to reconvene the following day. An action plan was formulated and a task force was organized. To more fully represent all industry sectors, SME later that year assumed the sponsorship role for the task force.

Proper analysis of washabiity data can lead to the development of a maximum yield coal preparation plant flow sheet. Simulations, as simple as spreadsheet mass and water balancing, are important in examining yield maximization and middlings liberation. Key to such attribute tracking flow sheet simulations is the distribution model, expressing the probability of a species reporting to the product stream. There are many such models in the literature. This paper examines a functional form that can represent or fit most of the proposed distribution functions.

Continued development and intensification are fuelling the urgent need for new trunk infrastructure within The Regional Municipality of York and throughout the Greater Toronto Area. Permitting of these projects is increasingly subject to public scrutiny to severely restrict dewatering through construction technologies and the requirement for a comprehensive and effective Environmental Management Plan. Modern field data collection techniques add another dimension to the use of data in the field and enhance the utilization of GIS for mining applications. This discussion will review how field data is collected and how office data and maps can be taken into the field to be analyzed and verified using pen-based computers and differentially corrected GPS.

Many modern industries rely on rare earth elements (REEs) to produce products that are essential to both civil and defense applications. In a prior study (Vass et al., 2019), the authors showed that REE grades in acid mine drainage (AMD) and associated byproduct precipitates from AMD treatment (AMDp) warrant evaluation as a feedstock for REE production. The current work extends that effort through a broad survey of 141 AMD treatment sites in Northern and Central Appalachia. In this study, 185 raw AMD and 623 AMDp field samples were obtained and analyzed to assess the REE and major metal concentrations. Results show that an average of 282 μg/L and 724 g/tonne of REEs occur in AMD and AMDp respectively. Additionally, both basins contained similar distributions of REEs, and these distributions tended to favor heavy and critical REEs when compared with traditional REE ore deposits. Geospatial analysis identified a total resource of 340 tonnes stored at the 141 sites sampled in this study. While this analysis did not quantify the basin-wide REE inventory, it does indicate the impact that processing cut-off grades will have on the overall AMDp resource base.
