Smart defense: that?s what the industry needs to play for the next four years, according to panelists at the 118th Annual Meeting of the Northwest Mining Association (NWMA), which met December 2-7 in Spokane, WA. The conference was well attended, with approximately 2,200 attendees, 244 booths in the two packed exhibition halls, and a rich offering of short courses, field trips, social events and technical sessions. Speakers at the packed legislative session articulated many of the frustrations felt by members of the mining community after the U.S. elections in November, and offered words of advice. Matthew Ellsworth, the new Government Affairs hire at NWMA, stated it best: ?Elections are like Christmas: you find out who?s naughty and nice ? and it?s always going to come again.?

The term sustainable development shortly appeared in international use in the run of UNO Environmental Protection Conference held in Rio de Janeim in 1992, bears the concept, that evolution process ( associated either with a region or society) should provide mutual interests concern in three aspects - environmental, economic and social ones, admitting as well the fact , that environmental protection should become an integral part of each process and cannot be regarded separately. In this connection it seems quite reasonable to employ the principal of sustainable development, while creating the model of industrial mastering the territory constraint lands viewing their future, for a example, in rich mineral deposit's development. In Kuznetsk coal basin in Russia ( west Siberia) the development of a big coal deposit Erunakovsky is now being underway. The major part of coal will be mined with open cast method, resulting the number of local environmental adverse impacts' occurrence. In such a situation mastering of sustainable development model is given the top priority, demonstrating the essential result of its application in a form of possibility to define the best correlation between economically expedient and environmentally tolerable loads during coal mining. The given paper is an attempt to work out the main principals to approach the creation of sustainable development model in regard of the definite region case. To simplify the presentation of employed approach's main idea, the given below accepts as its component only one of many actually existing environmental profiles, that define mining pro- cess impact on environmental situation -the size of infringed (de- graded) lithosphere surface. Basically, the actually existed correlation between spheres. grounding the model of sustainable development - economic, environmental and social- is given in a form of nomogram under Fig.1. Over the past several years, state governments have been vigorously refurbishing old health department agencies and smoke control laws in anticipation of pending federal developments. Many states now possess a mature air pollution control administrative organization and a fairly sophisticated set of regulations on air pollution, This developing network of state control legislation and regulation is the machinery which will be called upon to implement federal standards, In order to prevent the wasted effort and resources which inevitably result from hasty action, industry should be in con- tact with local and state control agencies and be familiar with lines of communication to agency representatives. Thorough knowledge of applicable laws and regulations, both current and pending, is required. Moreover, federal law and future federal air pollution control plans, should be well known. Industrial air pollution control should be geared to a long range plan which utilizes existing technology while at the same the recognizing that today's technology will be improved upon with time, Regulation, too, can be expected to become more stringent. The implications of air pollution control in the Appalachian region of the United States will be felt most strongly by the coal industry of this area. Either directly or indirectly most regulations in these states have a significant bearing on coal mining, processing, utilization or waste disposal. The extent of coal-related activity in the Appalachian States of West Virginia, Pennsylvania, Maryland, Virginia, Kentucky, and Tennessee can be observed from the data provided in Table I. This data indicates that 86 percent of active bituminous coal mines and 69 percent of bituminous coal production were accounted for by these states. The purpose of this paper is to provide information on current and proposed legislation and regulations on air pollution in the Appalachian states, The information should prove valuable not only to the coal industry but also to industry in general as a means of evaluating both pollution control action that has been taken to date and the course of future control measures. Automation is a word whose meaning has been broadened by popular usage to include any labor saving device. We with restrict our usage to the replacement of human judgement by instrumental measurement and mathematical analysis in the control of industrial processes. Mineral concentration is an area which has resisted automation because of the great difficulty in developing measuring instruments which can exist in the rugged environment and can measure useful properties with acceptable accuracy. This is not the only factor limiting progress, but until recently it has been of over-whelming importance. The development of on-stream X-ray analysers, magnetic flowmeters and nuclear density meters for mineral slurries has eliminated this obvious barrier and is enabling us to locate and attack the less obvious problems which still limit our ability to automate concentrators. If we examine the history of automation in industries which are highly automated we find that it has usually gone through three distinct phases. The first phase has been regulation. This is the simplest form of control and involves manipulating some variable whose value is of no importance in order to maintain the value of some other variable which is important at a constant specified value in spite of disturbances which may occur in other variables which affect it. A simple example is the use of a control valve to maintain a constant flow of fluid in a line in spite of changes in pressure in the vessels at the ends of the line. The influence of mining on the hydro-geomechanical environment is greatly constrained by alternating mining geometries. The limiting magnitudes of surface subsidence and groundwater flow over the mining area, as a result of geometry changes, can be reasonably predicted through a coupled finite-element model introduced in this paper. Verification of the model has been tested using real and conceptual case studies which reveal that changes in strata conductivities are strongly related to the strata deformation induced by mining. The greatest modification of hydraulic conductivities occurs within the caving or severely fractured zones. The study indicates that narrowing the panel face width will substantially reduce both the intensity and extent of mining damage to the overlying strata, limit surface subsidence and constrain the change in hydraulic conductivity to a reduced scale and smaller extent, particularly as mining depth increases.

Critical minerals are nonfuel minerals, essential to the U.S. economy and national security, whose supply chain may be disrupted. Mine wastes are potential sources of critical minerals. The goal of this project is to estimate and characterize critical minerals endowment in three mining districts in New Mexico: Black Hawk (Grant County), Hillsboro (Sierra County), and Magdalena (Socorro County), and assess their acid-generating potential. The Black Hawk district is an arsenide five-element vein deposit (Ag, Ni, Co, As, U, Bi, and local minerals like Pb, Cu, Zn, W, and Sn). The Copper Flat mine in Hillsboro district is a copper porphyry deposit. The Kelly mine in Magdalena was first mined at 1878 and are carbonate-hosted Pb-Zn deposits. Mine waste rock piles and tailings are sampled using USGS Beta sampling procedure. Geochemistry results show that Black Hawk district mine wastes samples are elevated in Ag (>200 ppm), Co (290 ppm), Ni (2,130 ppm), and Zn (8,463 ppm). Copper Flat mine tailing is elevated in Bi (111 ppm), Cu (7,453 ppm), and Zn (2,360 ppm). Downhole profile plots in Copper Flat show the positive correlation between Cu, S and Te values. Magdalena samples are elevated in Cu (5,700 ppm), Zn (129,500 ppm), and Pb (58,100 ppm). Determination of acid-generating potential in these areas suggests that Black Hawk district mine wastes are non-acid-forming while high S present in some Copper Flat and Magdalena samples can potentially cause acid mine drainage.

The stress-relief method for the determination of the ground stress tensor is a common procedure in rock mechanics. In particular, the method of applying gauges to the end of a borehole is a well-established technique. Investigations, both experimental and theoretical, indicate that large discrepancies can exist in the determination of the ground stress tensor when the rock substance is not the ideal elastically isotropic material assumed for the reduction of data. The purpose of this paper is to extend the analysis of strain gauges applied to the end of a borehole to rock material more closely approximate to an orthotropic substance.

The present study highlights the planning and design aspects of a well-known openpit copper deposit in India. The mine has been operational since 1982 and presently reaches a depth of 168 m below the surface. The present planning effort has been given due consideration in view of the recent upsurge of copper prices in the global market. The prime focus of the study has been directed towards examining the possible extent of final pit beyond the current pit outline and generating an extraction sequence of future mining operations. To this end, an orebody model of the deposit has been developed and the optimized pit has been derived using L-G 3D algorithm. A sensitivity analysis has also been performed to scrutinize the possible effects of the changing economic scenarios on the ultimate pit configuration. It has been observed that with the current production rate, mine life can be extended another 40 years. With a five-year production plan, these materials can be extracted in eight push-back schemes. The extraction sequence of these push-backs has been outlined in this paper.

During the 116th National Western Mining Conference and Exhibition in Denver, CO, the host city was often referred to as world?s mining capital, so it was fitting that the conference looked at the mining industry through a global lens. In the current world economy, the mining industry must keep a sharp focus on such things as commodity prices and global supply and demand as well as local issues that can have a dramatic impact on a mine?s social license to operate. In short, companies should mine locally but think globally. During the three-day conference at the Colorado Convention Center, a range of global and local issues that effect the industry were discussed. A record 1,144 people attended the conference.

Mott MacDonald and Project Management Advisors are providing Technical and Project Management services for San Diego County for the Courthouse Commons Project. The Courthouse Commons Project involves the redevelopment of three downtown blocks owned by San Diego County and construction of an Inmate Transfer Tunnel between the County Central Jail and the San Diego Central Court. The tunnel will be 327 feet long, crosses the San Diego Fault and is being constructed using the Sequential Excavation Method (SEM). This paper discusses the history and procure‑ ment strategy for the project, the technical aspects of the transfer tunnel and the con‑ struction progress of the tunnel to date.

This paper is aimed at helping the mining industry to better understand the challenges posed by electromagnetic interference (EMI) and to promote electromagnetic compatibility (EMC) in underground coal mines. The paper begins with a review of EMI standards in other industries, then presents some representative examples of EMI instances that have occurred in the mining industry, followed by a literature review of published EMI research in mining and, finally, a discussion on mitigation strategies and practical considerations related to EMI in mining.

Throughout the history of power excavating machines, engineers have continuously tried to shape the main drive speed-torque characteristics to provide an optimum performance from each main motion. Selection of prime mover for the various motions has been the subject of many engineering studies and most forms of energy conversion have been tried. A new form of electrical power conversion looms on the horizon' as the most optimum yet. Controlled frequency operation of a squirrel cage induction motor increases the reliability of the most reliable form of energy conversion (electrical) found thus far and at the same time improves the performance characteristics.

Each year, hundreds of mine workers are involved in machinery-related accidents. Many of these accidents involve inadequate or improper use of lockout/tagout (LOTO) procedures. To mitigate the occurrence of these accidents, new safety methods are needed to monitor access to hazardous areas around operating machinery, improve documentation/monitoring of maintenance that requires shutdown of the machinery, and prevent unexpected startup or movement during machine maintenance activities. The National Institute for Occupational Safety and Health (NIOSH) is currently researching the application of Internet of Things (IoT) technologies to provide intelligent machine monitoring as part of a comprehensive LOTO program. This paper introduces NIOSH’s two phase implementation of an IoT-based intelligent machine monitoring system. Phase one is the installation of a proof-of-concept system at a concrete batch plant, while phase two involves scaling up the system to include additional sensors, more detailed safety/performance metrics, proximity detection, and predictive failure analysis.

Autogenous grinding, broadly defined as the self-comminution of ore in a cylindrical tumbling mill without using auxiliary grinding media, was first applied in the early thirties in the so-called Hadsel mills (Figure 1) mainly used in gold mines on the U.S. West Coast. A number of these mills were built in sizes of 20 to 24 ft. in diameter and five-six feet in length but were later abandoned because of operating and maintenance problems. Further development of autogenous grinding led to the Hardinge wet grinding mill (Figure 2), the Aerofall dry grinding mill and others. A tabulation of all known autogenous and semi-autogenous installations around the world was sent recently to the authors by Hr. G. J. Kushner of the Koppers Mineral Processing Division. In the size range of 24 to 32-ft. in diameter, it lists a total of thirty mills used in the processing of copper ores. An additional 120 units are listed in the same size range for the processing of iron ores and other minerals. The largest mills in existence are 36-ft. dia X 15-ft. long mills in Minnesota, powered by 12,000 hp. motors and used in taconite beneficiation. It is indicative of the phenomenal growth of this technology that none of the above one hundred and fifty mills was in operation prior to 1964.

This paper deals with the causes and mechanisms of pillar failure in a southern West Virginia coal mine. The conclusions are based on in-mine observations and analysis of mining methods, eyewitness account of the sequence of events, topographic and geologic conditions, and mechanical properties of mine roof, coal, and floor. The study indicated that massive pillar failure was caused by the collapse of the mine roof. The collapse of the mine roof was due to the combined effects of high lateral compressive stress and high extraction ratio causing excessive bending of the roof beyond its limit. It was assumed that the higher lateral compressive stress under such a shallow cover was probably due to the drastic change in the structural geology of the area and possible residual stresses. Eased on the analytical study it was concluded that the sudden release of elastic energy (shock) due to the rupture of the roof caused the squeezing of approximately eighty mine pillars.

Most coal being used in the United States has been subjected to one or' more processes of coal preparation. The physical and chemical characteristics of a coal have a marked influence on the ultimate uses that coal may have. The selection of the proper preparation processes may similarly be important in producing the best practical coal product for any particular use. The physical composition and distribution of physical constituents in the coal will partially determine the efficiency of the preparation process chosen and conversely distribution and concentration of coal macerals will, to a degree, be controlled by the preparation process. A number of preparation processes have been evaluated to determine this interrelation. If a coal having' certain specifications is desired, these evaluations trill assist in providing information needed for the production of this coal.

The bed filtration of colloidal particles has been modeled by performing a differential particle balance. The balance considered the localized particle deposition rate to be the sum of three rate resistances: 1) mass transfer to a region near the surface; 2) adhesion onto a partially filled surface; and 3) resuspension from a partially filled surface. The differential particle balance equations, one for the free particles and one for the adhered particles, were solved by a finite difference algorithm. The results of this model are compared to experimental filter breakthrough curves.
