INTRODUCTION Every day mine management and mining personnel face the threat of a possible mine disaster or fire. Their ability to deal with such a situation safely and effectively depends on the level of emergency preparation developed and maintained. After conducting numerous informal evaluations or audits at different mine sites throughout West Virginia (as well as other states), the authors concluded that many mining operations are not prepared to handle a fire situation. The results of the audits indicate that while most mines are in compliance with federal and state legal regulations regarding levels of emergency equipment, water systems and training sessions, these levels - particularly in the area of fire training - are probably not sufficient to enable the mine employees to effectively combat a fire in its early stage. This paper will present the authors' recommendations for designing and maintaining an efficient mine emergency preparedness Program and an overview of the curriculum of the mine fire training Program currently being conducted. MINE EMERGENCY FXEPAREDNESS PROGRAM The Mine Emergency Preparedness Pro- gram (MEPP) is a management tool developed by the Mining Extension Service at West Virginia University and was designed to assist company personnel in effectively managing a mine emergency operation. The program goes beyond the traditional and required training of mine rescue teams by offering a complete emergency operations package. Included in MEPP are suggested approaches for training and organizing all personnel, ideas for developing plans of action concerning transportation, security and communications. The MEPP program may also be used as to assess present readiness levels. While the MEPP program is designed to address all types of emergency operations, the authors are convinced that emergencies involving mine fires are the ones of greatest concern and so are concentrating their efforts in that direction. Incidents where fires are involved seem to be increasing in frequency and are extremely costly to control if allowed to go beyond the incipient stages. With a proper emergency preparedness program in place and properly trained and equipped fire brigades, the authors feel that it is possible

In underground stopes that require more than minimal support, backfill is almost universally used. The term cut and fill stopingis used in a broad sense in this section, which describes underground mining methods requiring support. Support in stopes can be classified as local or short-term and general or long-term. Local support for the back of a stope, for example, can be accomplished with rock bolts or timber stulls. General support for the walls of the stope is provided by backfill. Local support provides a safe working place for the stope miners. General support, provided by backfill, preserves the access way to the stope and prevents large scale dilution of ore. The mobility of gold and silver metals from refractory ores is very low due to free metal ions in their bodies that bind the transportable and free metal molecules or they are encapsulated in minerals such as sulfides, arsenosulfides, carbonaceous, and clayey materials which make it difficult to extract them. As known from the literature, the enrichment of oxide refractory gold, silver ores, Ag, and Au-rich flotation concentrated from sulfur refractory ores can be leached in the chloride-hypochlorite solutions. In this work, the leaching approach was studied to extract silver ions from refractory ores in the presence of hypochlorite media under high pressure. The mineralogical and scanning electron microscopy analysis of the sample indicated that the silver was encapsulated in barite and quartz minerals in fine sizes. In order to obtain the optimum leaching conditions for the silver ore, the effects of several parameters, namely, temperature, leaching time, NaCl and NaOCl concentration, solid ratio, and particle size on the leaching recovery were investigated in detail. The leaching experiments showed that the highest silver recovery of 62.35% was obtained under the following conditions: temperature of 150 °C, oxygen pressure of 1800 kPa, leaching time of 2 h, concentrations of 2 mol/dm3 and 0.4 mol/dm3 for NaCl and NaOCl, respectively, the solid ratio of 30%, and particle size (d80) 15 μm. The results obtained from this study indicated that the enrichment of refractory silver ores to extract the silver encapsulated in barite and quartz minerals could be possible in the chlorite-hypochlorite under high pressure, a relatively shorter leaching time compared to conventional cyanide leaching.

As most of us have learned through prior and often frustrating experience, anyone proposing to construct a new or expanded mining-ore processing facility must first contend with a rather complex array of environmental laws and permitting regulations administered by a number of different Federal, State and local agencies. At our lost count, there were about 55 federal enactments affecting base and precious metals projects. Applicable State and local laws will usually increase that number significantly. The time and costs associated with complying with all these various regulatory programs usually constitutes one of the major areas of uncertainty in the development of a proposed project. There are many in the mining industry who firmly believe that these environmental regulation and permit programs necessarily causes significant delays and increased costs in the development of a project. This belief, unfortunately, is probably a result of a basic misunderstanding of how the environmental permitting and regulatory system actually works.

The Emerald Mine No. 1, located in southwestern Pennsylvania is presently owned and operated by Cyprus Minerals of Englewood, Colorado. High volatile bituminous coal is produced from the Pittsburgh No. 8 seam by both longwall and continuous mining methods. The coal is then mechanically cleaned on site utilizing a combination of heavy media separation and froth flotation methods prior to shipment to both the metallurgical and steam coal markets. The Emerald Mine is presently producing 2.8 million raw tons per year, while liberating approximately 6.5 million ft per day of methane. In light of the methane liberation rate, ventilation requirements have been significant and have always received utmost priority and consideration. Figure 1 shows the locations of the current and proposed shafts. Emerald utilizes two Joy (Model M120-58-880) axial vane fans on shafts No. 1, No. 2R, No. 3R. (one operational, one stand-by) The use of computer simulation of various ventilation networks was initially employed during the design stages (1975-1977) and has been utilized through the present. Obviously, the initial planning, under the ownership of Lykes Resources, was strictly theoretical. All the quantities were proposed and the resistances were based on prior simulations of other mines and mathematical formulas. However, once the mine was moderately developed, actual values were recorded and utilized. This work was completed in a 440 KW pilot-scale combustor in preparation for a 50,000 Kg/hr industrial steam boiler limestone injection test program. The main objectives of the work were to: (1) identify the variables which affect sulfur capture, (2) determine the maximum sulfur removal, and (3) determine the effect of limestone addition on furnace operability and heat transfer. The variables which were identified as being important in sulfur capture were: Ca/S molar ratio, flue gas temperature at the limestone injection location, and limestone particle residence time. The maximum sulfur dioxide removal was 72%. The addition of limestone increased the particle deposition rate in the combustor; however, all deposits were easily removed by an air lance.

Coal was discovered in South Africa in the mid 1830's. The earliest exploitation of modern times was probably in Natal where, in a letter dated 20 August 1842, a Captain Smith mentions that a wagonload of coal brought to Pietermaritzburg, was sold. Until the discovery of diamonds in 1867 and the Witwatersrand gold in 1886, coal mining satisfied a very small domestic demand. By 1889, at least four collieries were operating in the Middelburg-Witbank district, some 120 kilometres East of Johannesburg, and mining had star- ted at Vereeniging, about 50 kilometres to the South of Johannesburg. A map of South Africa is shown in Figure 1 and an enlargement of the main coal mining areas in Figure 2.

"Rare Earth Elements (REEs) and their compounds are essential for numerous modern high tech applications such as renewable energy technologies, catalysts and defense applications. The destabilization of REE pricing owing to the global demand and supply deficit has forced many countries to re-evaluate the possibility of indigenous production of REEs. Cost effective and eco-friendly opportunities are being widely explored for extraction of REEs from non-conventional mineral sources such as coal and coal byproducts to stabilize the supply chain. Coal from Central Alaska (Healy Coal Mine) and Southern Alaska-Cook Inlet (Wishbone Hill) province have been found to possess elevated REE concentrations as compared to average world coal estimates. The objective of the study is to enrich the REEs in the fine size fraction (-75 Microns) from Healy and Wishbone Hill by froth flotation technique. A Box-Behnken design was applied for modeling and optimization of some operating variables on the flotation to maximize REE enrichment. The variables studies were frother dosage, pulp density (% Solids) and collector dosage. Experiments were carried out using a statistical design and the main and interaction effects on response variable was evaluated by analyzing 3D response surfaces. Based on the experimental results the optimum flotation conditions for maximum REE enrichment in the froth fraction was obtained at 4.2% Solids and 32.7 ppm of frother dosage for Healy coal sample and 10% Solids and 37.9 ppm of frother dosage for Wishbone Hill coal sample. The quadratic equation for modelling and optimizing the response variable is found to be independent of collector dosage for both the coal samples. INTRODUCTION Alaskan coal deposits are distributed in three major coal provinces and are in Cretaceous and Tertiary rocks. The climate, vegetation type and sedimentation process has attributed to low sulfur content (averaging 0.3 percent) in Alaskan coals compared to other coal deposits found across the globe. In Central Alaska-Nenana and Southern Alaska-Cook Inlet coal province coal resources are contained in Tertiary rocks while bulk of the Coal resource in North Slope coal province is contained in Cretaceous and Tertiary coal bearing rocks [1]. Coals from Central Alaska- Nenana (Healy) and Southern Alaska-Cook Inlet province (Wishbone Hill) have been found to possess elevated concentrations of critical REEs as compared to the amounts present in world coals (Figure 1). The Wishbone Hill deposit is considered a relatively small deposit, with about 14 million tons of identified reserves, compared to Healy which has over 500 million tons identified [2]. The REE concentrations up to 286 ppm and 524 ppm on ash basis have been reported by Gupta et al. in 2016 with elevated concentrations Ce, La, Y and Nd which are expressed to be of critical importance by US Department of Energy. Accordingly, the two coal samples possess the potential to be used as a REE resource in the near future under favorable socio-economic and geo-political scenarios. [3, 4]"

This paper examines the relevant theory, experience, and past practices relating to development mining near gas or oil wells. It addresses setback distance for both coal and stone room-and-pillar mining. This study also involved a review of accident reports involving well interceptions and downhole well surveys. It provides technical considerations for decisions regarding safe setback distances for development mining throughout the United States. The study’s scope is limited to mining near active or inactive (i.e., non-producing, abandoned or inadequately plugged) wells with known surface locations.

Several years ago I wrote a comprehensive paper 'entitled, "Future Trend of Bulk Carriers" dealing with the principle dimensions of vessels and how they can be predicted; then with loading and unloading of large carriers, especially considering various designs of "Self Unloaders". Since writing the paper, many large bulk carriers were basically built along the, predictions made. Maximum size today is in the 150,000 DWT class, with few exceptions, which are combination carriers (ore-oil) or OBO's (oil-bulk-ore) in the 200-250,000 DWT class in the same paper, many references were made cautioning engineers not to design ports which could be "obsolete tomorrow", however, these were not always followed. Nevertheless, during the past few years many modern ports were built signaling the beginning of a new area of "Super Ports". Super Ports can be built for various reasons, most important to provide transfer stations where bulk material is received from large carriers then transferred to smaller vessels or barges for distribution. Obviously, opposite movement of bulk commodities can justify the building of "Super Ports", however, these are not as difficult to build for many reasons. The Material Handling Industry has developed efficient means of unloading smaller vessels or barges with continuous-type unloaders and has mastered the art of storing, reclaiming, and moving large quantities of bulk material to high-capacity shiploaders. Nevertheless, the industry has failed to design and market efficient ship unloaders which in any way could match the presently attainable shiploading rates. For these reasons, it is considerably more difficult to build "Super Ports" for incoming rather than outgoing bulk materials with large bulk carriers. The purpose of this paper is to elaborate on problems affecting high-capacity, continuous ship unloaders, especially involving large bulk carriers. For better understanding, some references will be made to the smaller, continuous barge or ship unloaders, but only as the principles affect the larger units. Mineral liberation is one of the primary objectives in comminution circuits for the downstream separation of valuable minerals. Breaking minerals through their grain boundaries (grain-boundary breakage) enables mineral liberation in their natural grain size, removing the need for intensive grinding. This study aimed to evaluate if gaseous carbon dioxide, oxygen, or hydrogen can be used as grinding additives to promote the liberation of chromite grains by grain-boundary breakage. For this purpose, chromite ore particles in the −9.53 + 6.35 mm size fraction were pretreated by exposing them to carbon dioxide, oxygen, or hydrogen flow. Then, the untreated and pretreated samples were broken in a drop-weight tester under the same conditions. Finally, the graderecovery plots of chromite grains in the selected progeny size fractions and the overall progeny distributions were measured and compared. Pretreatment with carbon dioxide flow was found beneficial for grain-boundary breakage. It significantly enhanced the liberation of coarse chromite grains along with the overall progeny fineness. EPMAanalysis showed that the adsorption of carbon dioxide seems to reduce aluminum concentration at grain boundaries, which could be the reason for grain-boundary weakening. These results suggest that carbon dioxide can be used as a grinding additive, reducing the carbon footprint of the mining industry.

This paper discusses recent technology dealing with the use of computer graphics in the mining industry and presents a newly developed computer software package specifically designed for use in underground mining operations. This software package, developed under a United States Bureau of Mines contract, 1) displays mine ventilation schematics and other representative illustrations for a real time data acquisition system and 2) utilizes the Bureau-owned Minefire and Ventilation Code for display of ventilation and contamination predictions on the microprocessor system. The package utilizes a unique system of display indexing that provides a simple yet efficient method of recalling a series of mine schematics detailing an underground operation and an alarm acknowledgement scheme that provides an effective method of identifying problem areas which may exist in the mine network. The package was written in Fortran for a 64 kilobyte, Z80-based microprocessor-computer.

Respirable dust poses long-term health issues to personnel working in mining and civil projects where mechanized mining and tunneling machines are used for hard rock excavation. Machines, such as longwall shearers, roadheaders, or continuous miners, use consumable picks to cut rock. However, rock dust is generated in the work environment each time the pick tip contacts the rock surface. Additionally, the generated dust can be reintroduced into the air further down in production, such as at transfer points. The purpose of this study is to characterize respirable dust particles generated at the pick tip at two stages of pick wear: new and moderately worn. Understanding dust characteristics in terms of concentration, size distribution, and particle shape throughout the life-cycle of the pick will provide a basis to mine and tunnel operators for changing out picks to mitigate dust generation at the source. This paper discusses the dust characteristics generated from preliminary full-scale cutting tests in a laboratory of an igneous rock block cut with conical picks at new and moderately worn levels of wear. The moderately worn pick generated a size distribution that favored smaller particle sizes compared to the new pick. The moderately worn pick also generated more overall dust, as the concentration level in mg/m3 was over double the amount of the new pick. Lastly, both picks generated particles that had similar aspect ratios and roundness measures.

Within the Pofadder district of Namaqualand, South Africa, economically exploited deposits of bedded barite and zinc-lead-silver-copper sulfides occur in close proximity within highly metamorphosed mid-Proterozoic pre-tectonic para¬gneisses of the Namaqualand Metamorphic Complex (NMC) (figure i). The paragneisses belong to the Bushmanland Group (SACS, 1980) that comprises a relatively straight-forward regional sequence of basal leucogneisses, intermediate mica-sillimanite schists and glassy quartzites, and a mixed upper zone of banded iron formations (BIF), minor marbles, quartz muscovite schists and localised uppermost quartz-pebble conglomerates and amygdaloidal mafic gneisses (Joubert, 1974) (figure ii). The base metal and barite mineralisation occurs in close association with BIFs, generally above the glassy quartzites, although in some cases possibly below them. In the regional context, the Bushmanland Group paragneisses are, to the north, intercalated with and ultimately replaced by meta-volcanic sequences of talc-alkaline affinity (Reid, 1977) belonging to the Orange River Group (SACS, 1980). The metavolcanics are generally of acidic to intermediate composition and show evidence of subaerial formation from 'high altitude shield volcanism' with many acidic ashflow and welded tuff bands, mesocratic and lesser melanocratic lavas and some fanglomerates (Ritter, 1980). To the south and east, the schist/quartzite associations are initially intercalated with and eventually replaced by cordierite gneiss/metacarbonate/biotite gneiss associations of shallow marine affinity (Moore, 1980a). The Bushmanland Group paragneisses appear to represent sedimentary material in the extreme distal portions of a talc-alkaline volcanic environment adjacent to a shallow platform sea.

An effective technique to minimize miners? respirable dust and diesel exposure on mobile mining equipment is to place mine operators in enclosed cabs with designed filtration and pressurization systems. Many factors affect the performance of these enclosed cab systems, and one of the most significant factors is the effectiveness of the filtration system. High-efficiency particulate air (HEPA)-type filters are typically used because they are highly efficient at capturing all types and sizes of particles, including those in the submicron range such as diesel particulate matter (DPM). However, in laboratory tests, minimum efficiency reporting value (MERV) 16 filters have proven to be highly efficient for capturing DPM and respirable dust. Also, MERV 16 filters can be less restrictive to cab airflow and less expensive than HEPA filters. To verify their effectiveness in the field, MERV 16 filters were used in the enclosed cab filtration system on a face drill and roof bolting mining machine and tested at an underground limestone mine. Test results showed that DPM and respirable dust concentrations were reduced by more than 90% when the cabs were properly sealed. However, when the cab door was opened periodically throughout the shift, the reduction efficiency of the MERV 16 filters was reduced to 80% on average.

The Stibnite Project is an open pit/cyanide heap leach gold property located in the Yellow Pine mining district of central Idaho. The gold ore is in an oxidized zone of an epithermal deposit which is associated with a fault system related to Tertiary igneous activity of the region. The faults transect a roof pendant of metamorphosed sediments within crystalline rocks of the Idaho Batholith. Seasonal mining is at a rate of 3900 mt/d (4300 st/d) of ore with a 2:l waste to ore ratio. Gold and silver are recovered through a process of cyanidation, carbon adsorption and desorption, and electrowinning. Disposal of the leached ore requires chlorination of the residual cyanide.

Metallurgical processes involving the use of cyanide such as gold cyanidation, metal plating and flotation, generate effluents containing cyanide and cyanide in complex combinations with heavy metals in quantities exceeding those regarded as being safe for discharge into streams. A new process for destruction of free and complexed cyanide and related-species in wastewaters has been developed at the Inco research laboratories using sulfur dioxide, air and lime. High reaction rates are obtained in the presence of a small amount of copper which acts as a catalyst. Cyanide species can be reduced to as low as 0.1 mg/L in a very short treatment time. Examples of treatment of gold mill effluents and barren slurries, plating rinse waters and flotation liquors or tailing slurries are given.

In a previous article1 the methyl stretching vibrations for a series of xanthates and amines were reported, and the frequency of the methyl stretching vibrations in a homologous series of the alkyl compounds were shown to decrease exponentially with chain length and approach a limiting value corresponding to that of saturated hydrocarbon beyond six or seven carbons. These observations were explained quantitatively by the theory of Goto and Takenaka2 who proposed an equation relating the frequency shifts to the inductive effect of polar groups. As a result, the alkyl groups in the shorter chain heteropolar compounds were interpreted as becoming somewhat polar, and a good correlation was observed between the CH3-stretching frequencies and such surface chemistry parameters as contact angle, surface tension lowering, solubility, and critical micelle concentration" The substitution of fluorine atoms, the most electronegative of all atoms, for the hydrogen atoms in alkyl groups was expected to reverse the direction of the inductive effect within a heteropolar molecule, and its effect on the C-F stretching frequency shifts and on some surface chemical properties became of interest. In a recent study the C-F stretching frequencies of a series of normal perfluorocarboxylic acids and a few 1,1' -dihydroperfluoro alcohols were determined as a function of chain length and the results were compared with the corresponding hydrocarbon analogs. Furthermore, the nature of the induced polarity in the hydrocarbon and fluorocarbon groups was investigated through surface potential measurements at the interfaces of air-aqueous solutions of normal butyl alcohol and of l,l'-dihydroperfluorobutyl alcohol and through differential capacity and electrocapillary measurements at the interfaces of mercury-aqueous solutions containing the above two alcohols. Experimental Normal perfluorocarboxylic acids and 1,1' -dihydroperfluoro alcohols were provided through the courtesy of the 3M Company, St. Paul, Minnesota. Normal butyl alcohol was purchased from Distillation Product Industries, Rochester, New York. A Perkin-Elmer Model 621 infrared spectrophotometer was used to investigate the spectra in the frequency region of 1200 to 1270 cm-l with frequency scale

"The Mine Haul Road Optimization Alliance is an Australian industry-academia collaboration which has been developed to support mine haul road operators by fully integrating mine road design research solutions with industry end-user service providers to design, assess, implement and monitor the various equipment, materials and road management strategies required to optimize the safety, environmental and economic performance of a haul road. Initially, a broad overview of the university-industry collaborative landscape is presented, following which the current situation in the Australian mining sector is reviewed both nationally, and on a country-wide basis, internationally. This insight places realization of a collaboration between Curtin University Western Australian School of Mines Mining Engineering and Metallurgical Engineering (WASM ME2) and the Haul Road Optimization Alliance (HROA) industry members into context of opportunity. Following an overview of the HROA collaborative structure, aims and objectives, it is shown how academia and industry can collaborate to deliver a more robust solution to mine haul road design, performance or management needs, especially where integrated solutions are needed. Critically in this approach, implementation and monitoring data provided by industry and service-providers alike forms the foundation on which to develop research knowledge and innovation that is more responsive to the end-user requirements, typically represented by ‘early goals’ and implementable solutions. The paper concludes with examples of how the alliance collaborations work in practice to deliver improved mine haul road designs and optimized operational performance, together with the mechanisms used to ensure industry needs are met through focused, end-user driven research and integrated solutions implementation."
