Coal production in the United States in 2010 increased to a level of 960 Mt (1,085.3 million st), according to preliminary data from the U.S. Energy Information Administration (EIA), an increase of 1 percent, or 9.43 Mt (10.4 million st) above the 2009 level of 975 Mt (1,074.9 million st) (Table 1). In 2010, U.S. coal consumption increased in all sectors except commercial and institutional, while total coal stocks fell slightly for the year. Coal consumption in the electric power sector in 2010 was higher by 4.5 percent, while coking coal consumption increased by 37.9 percent and the other industrial sector increased by 7.1 percent. The commercial and institutional sector, which prior to 2008 had been called the ?residential and commercial? sector and is the smallest of all the coal-consuming sectors, declined by 3.1 percent in 2010. (Note: All percentage change calculations are done at the short tons level.) U.S. coal exports increased from the 2009 levels due mostly to higher demand for metallurgical coal, while coal imports decreased for a third year in a row. The increase in coal consumption for electric generation during the year was the consequence of improving domestic economic conditions further bolstered by a cold winter and warm summer in important coal-consuming regions. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. increased in 2010 by 4.2 percent. Coal-based generation also increased, resulting in a 38-Mt (42-million st) increase in coal consumed in the electric power sector. Coal use in all the sectors other than the electric power sector increased by 13.9 percent to a level of 65.9 Mt (72.7 million st).

The paper points up the hesitance of private capital to pursue development of offshore mineral mining endeavors due to the deterrent effect of the clouded legal status of such endeavors. Some states have no laws or regulations to protect the potential exploiter. Others have regulations which give no proprietary rights of exploration to mineral discoveries. The above factors and others are discussed and analyzed in some detail, covering, in turn, summations of the federal regulations and of each of the coastal states. Some comparative analyses are provided, and some recommendations for encouragement to capital investors are made.

Deep learning is a subset of machine learning that uses artificial neural networks for extracting high-level features from image data. In the present study, a soft sensor is proposed for the prediction of the flotation performance through froth features generated by the use of pre-trained convolutional neural networks. Several state-of-the-art convolutional neural networks (AlexNet, GoogLeNet, VGGNet, ResNet, and SqueezeNet) pre-trained on the ImageNet database are used to predict the metallurgical performance of two flotation systems. The first case study is a batch copper flotation system video-captured over a wide range of process conditions. The second case study is an industrial coal flotation column equipped with a continuous video recording system. The pre-trained networks are used to extract features from the froth images, and these features are subsequently used to predict the flotation conditions and performance. The prediction results by the pre-trained algorithms were compared with the traditional image processing algorithms. This demonstrates the ability of the pre-trained structures to generalize to images outside the ImageNet database. GoogLeNet outperforms other network architectures and provides more accurate predictions of the flotation process behavior and performance.

As directed by the MINER act of 2006, the NIOSH Office of Mine Health & Safety Research (OMSHR) has annually awarded contracts to enhance mine safety and health. OMSHR has a history of research that focuses on both respirable coal mine dust and respirable crystalline silica (or quartz) dust, and contracts have been awarded since 2010 in support of our intramural research efforts. In 2018, a National Academies of Science consensus study report recommended expansion of respirable dust research. As a result, beginning in 2018 through 2021, eighteen contracts were awarded focusing on this area. These contracts can be grouped in three topic areas: characterization of coal/dust, development of real time monitors, and improvement of respirable dust controls. This paper summarizes the outcomes of completed contracts and the progress of current contracts.

The National Institute for Occupational Safety and Health (NIOSH) cooperated with 3M Company in the design and testing of a new environmentally controlled primary crusher operator booth at the company’s Wausau granite quarry near Wausau, WI. This quarry had an older crusher booth without a central heating, ventilation and air conditioning (HVAC) system, and without an air filtration and pressurization system. A new replacement operator booth was designed and installed by 3M based on design considerations from past NIOSH research on enclosed cab filtration systems. NIOSH conducted pre-testing of the old booth and post-testing of the new booth to assess the new filtration and pressurization system’s effectiveness in controlling airborne dusts and particulates. The booth’s dust and particulate control effectiveness is described by its protection factor, expressed as a ratio of the outside to inside concentrations measured during testing. Results indicate that the old booth provided negligible airborne respirable dust protection and low particulate protection from the outside environment. The newly installed booth provided average respirable dust protection factors from 2 to 25 over five shifts of dust sampling with occasional worker ingress and egress from the booth, allowing some unfiltered contaminants to enter the enclosure. Shorter-term particle count testing outside and inside the booth under near-steady-state conditions, with no workers entering or exiting the booth, resulted in protection factors from 35 to 127 on 0.3- to 1.0-µm respirable size particulates under various HVAC airflow operating conditions.

Digitalization and automation technology offer new possibilities to increase productivity and obtain higher levels of autonomy in mining operations. Introducing autonomous systems into mining is not only a technical problem in terms of effectiveness and efficiency, nor a problem of safety in human-automation interactions. The systems also need to be designed and developed so that they foster healthy and attractiveworking environments. The design and development phase of newmining technology has not been extensively studied previously. To fill this knowledge gap, we investigated technology developers’ basic assumptions about humans and their interactions with the technology they develop. We conducted five semi-structured workshops within an EU funded project concerned with developing digitalization and automation solutions for the mining industry. The data suggests that many critical functions will still be under human control in future mining systems. The results also indicate increased complexity in the interaction between autonomous systems and humans as the technology becomes more advanced. As a result, we suggest that a human perspective, based on sociotechnical principles, should not only be considered in implementing the technology at mines but also in the early conceptual phases of developing and designing the technology. This will ensure healthy and attractive work environments in the future mining industry.

Introduction This chapter contains brief discussions of various environmental protection requirements that relate to underground mining operations. Environmental disturbances at an underground mining operation can result from subsidence; water discharges; waste dumps; construction and operation of access roads and utility lines; construction and operation of surface facilities such as maintenance shops, bathhouses, and storage yards; and emanation of dust and noise from surface crushers. Construction and operation of a concentrator or washing plant may result in the emission of air pollutants, the discharge of water pollutants, the creation of noise, and disturbance of the surface. Tailings ponds can be the source of fugitive dust.1 This chapter is not intended to provide a detailed discussion and analysis of laws and regulations dealing with environmental protection. Rather, its purpose is to provide the engineer with a basic awareness of the existence and nature of such laws and regulations, as well as the procedural requirements that must be followed in complying with them. The body of law relating to environmental protection has grow" very rapidly and should continue to do to for some time. Because many of the laws have been enacted recently, numerous court decisions are being rendered to resolve disputes over their interpretation. Hence, the reader is cautioned to be alert for subsequent modifications of statutes and regulations, and new case law. Rules and regulations pertaining to environmental protection are implemented at all governmental levels. The most widely known laws are those enacted by the federal government that have nationwide applicability. However, separate requirements exist in each state, county, and municipality. Because of their general applicability, federal laws are discussed most extensively in this chapter. Ownership of the property is the most significant factor considered in ascertaining what rules govern the conduct of an operation thereon. If the land is held under lease, reference to the lease terms must be made in the first instance to determine what obligations must be met in order to prevent default and possible loss of the property. If the land is held under a lease from the federal government, the operator is subject not only to compliance with the lease terms, but also to a large body of laws and administrative regulations that pertain generally to the conduct of mining operations on land held under federal leases. Although operations on unpatented mining claims, the legal title to which remains in the federal government, are not subject to the same rules and regulations that are applicable to operations conducted pursuant to federal leases or permits, they soon will be governed by a special set of regulations that provide for protection of surface resource.2 Operations conducted on lands leased from a state usually are subject to numerous environmental protection requirements specified in the lease terms, in addition to rules and regulations promulgated by the state agency having jurisdiction over mining on state lands. Operations conducted on privately held lands are subject to fewer such requirements. Leases from private parties sometimes have environmental protection and reclamation requirements written into them, but generally to a far lesser extent than governmental leases. Operations conducted on properties owned by the operator are subject only to those laws and regulations that have general applicability without regard to land ownership. COAL SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977 Introduction On Aug. 3, 1977, the Federal Surface Mining Control and Reclamation Act of 1977 was signed into law.3 It governs coal-mine operations on private lands, as well as on public lands. The Act is pervasive in its scope and is extremely long and complex. The basic purpose of the Act is to control and minimize the environmental effects of surface coal mining. Surface coal-mining operations are defined as activities conducted on the surface of lands in connection with a surface coal mine and surface impacts incident to an underground coal mine.4 The Act is administered by the Secretary of the Interior through a new agency named the Office of Surface Mining Reclamation and Enforcement.5 The Act contains detailed environmental protection standards and reclamation requirements, and it establishes a permit system for all surface coal-mining operations. Mining in certain areas and under ceri-in conditions is restricted or prohibited, and a mechanism for enforcement by the states is provided. Stiff penalties are provided in the event of noncompliance. Implementation Schedule Nonfederal Lands: As required by Section 501 of the Act, interim regulations setting mining and reclamation performance standards based on and incorporating standards set out in Section 502(c) were adopted effective Dec. 13, 1977.6 They will. be incorporated as amendments to Chapter VII of Title 30, Code of Federal Regulations. Permanent regulatory procedures for surface coal-mining and reclamation operations performance standards, which were directed to be promulgated by Aug. 3, 1978, were published in proposed form on Sept. 10, 1978. 7 They govern surface coal-mining operations in any state until a permanent state or federal program is adopted. Physicochemical properties of copper electrolytes are a strong fundamental consideration in electrodeposition processes during electro-purification and recovery of copper. Their influence extends to mass transfer as well as energy consumption during the electrodeposition process. In this study, the influence of electrolyte composition on electrolyte physicochemical properties was investigated to review the existing literature data. This review of data is considered necessary as more and more electrowinning models are being developed for process prediction and optimisation and a need of such data is required for accurate prediction of physicochemical properties. The major components of importance to the formation of smooth high-quality and high-purity copper cathodes at optimum current efficiency are considered the species in solution. These include Cu ions, Fe ions (major impurity), H2SO4, and a smoothing agent additive. A 5-factor, 2- and 3-level experimental design was employed to determine the effect of copper (35 and 45 g/l), sulphuric acid (160 and 180 g/l), iron (1, 3, and 6 g/l), polyacrylamide additive (2, 5, and 10 mg/ l), and temperature (45 and 55 °C) on electrolyte density, conductivity, and the diffusion coefficient in synthetic copper electrowinning electrolytes. The major species in a copper electrowinning electrolyte are found to be the most relevant for prediction of physicochemical properties. These results indicate that relatively simple empirical models are sufficient for modelling of the electrolyte domain in electrowinning, without the need for the generation of vast amounts of complex experimental data.

The Washington Metropolitan Area Transit Authority(WMATA) officially came into existence in February 1967 after the District of Columbia, Maryland, and Virginia joined in a com¬pact pursuant to Federal creative legislation signed the previous November to build a regional rapid rail transit system called METRO (1). The parent organization was the National Capital Transportation Agency (NCTA), a Federal agency, subject to Federal statutes and regulations. Soon after the completion of the transition from NCTA to the new "non-Federal" status of the Authority, the Board of Directors of the Authority formally adopted procurement policies and procedures (2). These are specific statements concerning competition by formal advertising for bids or by solicitation of proposals for negotiation, contracting authority, approval of awards, awards of contract modifications, and processing of claims and disputes. These policies and procedures are silent as to Federal procurement statutes and regulations. But because of the Authority's origin, the sensitive nature of the compact among the several sovereign jurisdictions, Federal financing of two-thirds of the costs, and the resultant surveillance by the General Accounting Office over staff operations, the Authority's procurement practices follow closely Federal regulations adapted to WMATA's needs. This is an important point and is the foundation of contractual relations between the Authority as the owner and its construction contractors. Various constraints and flexibilities of this arrangement with respect to excavation and tunneling contracts will be pointed out in the ensuing discussions.

The Revenue Act of 1926 provided for five simple categories of natural resources to have the benefit of depletion allowances. In the 1947 Revenue Act, the number was increased to twenty-five, and in the 1951 Revenue Act to fifty-four. Of this number, fourteen were allowed 5 per cent; nine, 10 per cent; twenty-nine, 15 per cent; one, 23 per cent; and one (oil and gas), 27.5 per cent. The 1951 Revenue Act created a host of difficulties, including application of the "end- use criterion" and determination of the commonly accepted meaning of such terms as limestone, dolomite, chemical- and metallurgical-grade limestone, marble, calcium carbonates, and magnesium carbonates. Dolomite, for example, was listed at 10 per cent depletion allowance, but without definition. In the great amount of litigation growing out of the 1951 Revenue Act and its administration, it became essential to understand the derivation and subsequent usage of these common geologic terms. One thing that became clear was that our definitions changed significantly between the time that the 1951 Revenue Act became law and the time that later cases were tried. Some geologists neglected to learn about first usages of such terms as metallurgical limestone, and about meanings that were applicable when the 1951 Revenue Act was written and passed. Legal meanings in this paper are discussed in the light of certain famous cases that have been tried and settled.

This study level process design represents an economically viable method for extracting thorium dioxide and other rare earth elements from monazite ore. This paper incorporates results from the 2019 capstone project from the honors Design Internship in Green Engineering in Chemical and Biomolecular Engineering. In this activity, senior students in Chemical Engineering at the University of Tennessee (UT) focused on the development and study of a process for the recovery of thorium dioxide and P2O5 from monazite. While not mandated, the process offers rare earth oxides as attractive byproducts. The project focused on recovery of byproducts rather than the creation or addition to waste streams. Additionally, (1) the process economics relied heavily on recovery of rare earth byproducts, (2) thoriumhandling portions of the process could be effectively segregated from rare earth and phosphate handling portions of the process, and (3) thorium and uranium content of waste streams should be carefully managed and eliminated where possible.

This chapter on the role of minerals in developing economies is oriented toward economic policy issues. The discussion and analysis cut across the technical, economic, legal, and policy fields. The goal of this chapter is to pro- vide relevant background information important to individuals involved with the minerals sector in developing countries. Where possible, trends are shown to provide a basis for understanding the evolving role of minerals in developing economies. This chapter is divided into the following five sections: (1) characteristics of developing countries (which presents selected statistical comparisons); (2) government objectives in developing countries; (3) government policy formulation in developing countries; (4) determinants of future trends, and (5) a summary of the chapter's major points combined with the authors' view. CHARACTERISTICS OF DEVELOPING COUNTRIES There are 155 nations in the world categorized as "developing countries." In total these nations represent about one third of the value of the world's mineral production, three quarters of the world's population, and over half of the world's land surface area. The group of so-called developing countries is quite diverse and there are exceptions to almost any general observation about the group as a whole. Most definitions of the term "developing country" are based on levels of per capita income. However, if per capita income is the sole criterion used in categorization, then several oil-exporting countries would jump from the category of developing country to the category of developed country.a Obviously, this results in a poor fit with respect to other measures. In general, the majority of developing countries can be characterized by relatively low per capita income, high population growth rates, high levels of unemployment, low levels of education, short average life ex- pectancies, income distribution skewed toward the highest 20% of the population, and a large share of exports represented by primary commodities. b For the purposes of this chapter a slightly modified version of the widely used World Bank system of classification (shown in Table 1.2.1) is used. As summarized in Table 1.2.1, developing countries are divided into three main groups based on estimated gross national product (GNP) per capita. It should be noted that the high- income, oil-exporting countries have characteristics of both developing and industrialized countries; however they are included for most statistical comparisons within the group of developing countries. An operating problem encountered at the Moa Bay operation in Cuba, where nickeliferous laterite ore is processed by sulfuric acid pressure leaching, is the formation of alunite and hematite deposits on the autoclave walls. The AMPX Extractive Research & Development, Inc., metallurgical laboratory (Golden, Colorado) has made substantial improvements in the Moa Bay process in the areas of metal recovery, energy consumption, and feed versatility. One of the advantages of AMAX's process is its ability to treat substantial portions of nickel- and magnesium-rich serpentine while maintaining acid utilization efficiency. The process minimizes scale formation by combining staged acid addition with vigorous agitation and 270°C operation, but does not eliminate scaling. This paper describes how advantage can be taken of MgSO4?XH20 precipitation both to inhibit alunite scaling and to disperse hematite scale within the MgSO4?XH20 matrix. Cooling the autoclave from its 270°C operating temperature down to 180°C takes advantage of the reverse solubility of magnesium sulfate. The magnesium dissolves, liberating entrained hematite, thus providing a means for control of autoclave scale with minimum process disruption.

The importance of optimizing equipment replacement decisions becomes more critical each year due to the rising costs of buying new equipment versus maintaining old equipment. Replacing equipment when it is physically worn out, or replacing it too soon or too late relative to its Economic Life (when it is economically worn out), is very costly. After extensive literature review and research, Kennecott has developed its Equipment Replacement Guide (ERG) system which identifies, evaluates, and justifies the replacement of uneconomical equipment. The system considers such critical factors as inflation, decreasing work capability, increasing maintenance/repair and operating costs, taxes, time value of money, return on investment, salvage value, and investment tax credit. These factors are used in a system of equations which balance the costs of new equipment against the total operating costs of old equipment. The solution of the equations determines the Economic Life of equipment. Replacement of equipment at the determined Economic Life will earn the specified, required return on investment that is used in the calculation of the Economic Life.

This article is a review of previous discussions about underground mining method selection and classification with the purpose to clearly define and classify the two groups of variables (indicators) involved in the mining selection process: key deposit indicators (KDIs) and key mining method indicators (KMIs). This paper provides a simple and clear approach for the classification and selection of a feasible underground mining method based on a predetermined set of favorable deposit characteristics, which are defined as key deposit indictors (KDIs). This article also gives a summary of the key advantages and disadvantages associated with every underground mining method based on their key mining indicators (KMIs). The selection method given in this paper is based on defining field KDIs and comparing them to the KDIs that are favorable to every considered mining method. By cross validating a matrix of favorable KDIs, the paper presents a simple approach to rank several underground mining methods using a scale from favorable to less favorable accordingly to the ore deposit characteristics (KDIs). KMIs are used to further complement KDI rankings by analyzing every method’s KMI performance based on the expected productivity of the mining operation being considered. To further assist the reader through the selection process, this paper gives basic sketches representing each of the primary underground mining methods discussed in this paper. Each method is given using the same 3D isometric view as spatial reference to assist the reader with visual interpretation and comparison between methods.

The capabilities of the analog computer, the Mine Ventilation Simulator, installed at WHA's Safety and Health Technology Center in Denver, Colorado, are discussed. General opera- ting procedures are described showing how a mine model is produced, and how the model can subsequently be modified to produce a solution to a mine ventilation problem. A sample problem is included to illustrate the technique. The important role the Mine Ventilation Simulator plays in ventilation training is discussed, including experiences with the education of students at the Colorado School of Mines. This paper includes a summary of some of the advantages and disadvantages of the analog technique and suggests some design criteria for application to future development of analog computers, based on experience gained with the Mine Ventilation Simulator.

In 1977, the Bureau of Mines awarded a grant to the State of South Carolina to explore the possibility of using Landsat multispectral scanner (MSS) data as an aid in monitoring surface mining activities in selected counties of the State. Work had been done in Aiken County prior to the grant by Bureau of Mines and State personnel at the EROS Data Center using both the GE Image 100 and ESL IDIMS systems. The initial work on the 1-100 consisted of locating and measuring the areas of various kaolin mines. The results were excellent on location, identification, and accurate area measurements of several mines as compared with aerial photos of each mine. The effort also included locating and measuring the size of all mines (including sand and gravel) within two U.S. Geological Survey (USGS) 7 ½ min quadrangle maps. Line printer overlays using the IDIMS equipment and software resulted in the location of all known mines within an estimated error less than ±91.4m (5300 feet). Mine acreage was calculated by counting each symbol (which represented one pixel) and multiplying by 1.1 (the number of acres per pixel). Figure 1 shows a portion of one quadrangle overlay. Table I gives a comparison of acreage measured for sever- al mines from the 1-100 and IDIMS systems vs. aerial photo measurements.

The application of cemented paste backfill (CPB) with alkali-activated slag and phosphogypsum (ASP) can contribute to the sustainable development of the mining industry. The effects of PG content, NaOH content, solid content, and waste rock-rod milling sand (W/R) ratio on workability, unconfined compressive strength (UCS), and setting time of ASP-CPB were investigated in this paper. The results showed that the workability of ASP-CPB decreased with PG content and NaOH content. Compared to OPC-CPB, ASP-CPB exhibited better workability and higher long-term (7 days and 28 days) strength at predetermined backfill formulations and curing times. The mid-term strength of ASP-CPB first increased and then decreased with PG content, while the short-term strength (3 days) decreased gradually due to the influence of soluble acidic impurities. Excessive NaOH will harm the strength of ASP-CPB, possibly due to the swelling effect of the reaction products (ettringite and sulfate). Strength and setting time increased and decreased with solid contents, respectively. Moreover, the compactness of the mixture has an important effect on strength and workability. The workability and strength of ASP-CPB reached the minimum and maximum values at a W/R ratio of 5:5, respectively. Pollutant index detection indicated that most of the pollutants in ASP-CPB leachate met the discharge standard, which proved that ASP-CPB is an effective method to recover PG. The results of the research will provide theoretical guidance for the efficient recovery of PG resources and support the achievement of safe, clean, and efficient mining.

Belle Fourche Shale was processed and characterized for use as a clay-based ceramic. The shale was wet sieved to produce particles that were ± 150 μm. X-ray diffraction (XRD) revealed that the -150 μm material was enriched in clay content compared to the unprocessed materials, whereas the oversize material was enriched in quartz compared to the undersize sample. Particle size analysis was performed on the—150 μm sample, which showed that the median particle size was around 10 μm. Scanning electron microscopic (SEM) analysis further confirmed the small plate size, which appeared to be primarily layered clay particles. Next, the -150 μm particles were rolled into a green body, dried at room temperature, and fired at 998°C. The fired piece was analyzed by XRD and contained 6 wt% hematite, 55% quartz, 19% microcline, and various other minor amounts of minerals. When fired at 1152 ℃, mullite was found with increasing hematite compared to the 998 ℃ firing. A multi-spectral analyzer was used to quantify the color change of the 998 ℃ fired (orange) to the 1152 ℃ fired (red) samples. Micro-computed tomography (Micro-CT) of the unfired body exhibited very few large pores, while the piece fired at 998°C also exhibited few and small pores, the overall porosity of the fired body increased. Microhardness data, obtained from the aforementioned samples, resulted in Vickers Hardness (HV1.0) values of 70.8 HV1.0 (998 ℃) and 485.7 HV1.0 (1152 ℃). Three-point bend testing was performed, giving an average strength of 23 MPa on pieces fired at 998 ℃. The average bending strength of the samples fired at 1152 ℃, was 55 MPa.

Five sulfide minerals from the Magiwnt mine, southeast Missouri were analyzed for 31 trace elements in over 300 samples by laser microprobe spectrographic analysis of polished sections. The concentration of several trace elements shows a pattern of progressive variation with depth (space) and variation with different paragenetic stages (time) of each mineral. Factor analysis of the geochemical data shows sympathetic correlation both in space and in time of Bi, Cd, Ge, and Sn in galena and sphalerite, and Ni and Co in sphalerite and marcasite.
