As the search for new sources of energy and minerals leads to more remote areas of the country - and the world - the need to plan for adequate housing and community facilities for the construction and operations workforces and their families takes on an importance equal to the mining and processing facilities themselves. A corollary to the need for planning is the increasingly crucial need for development companies to devise effective strategies for dealing with the local communities impacted by these projects. Experience has amply demonstrated the high price to be paid for failure to learn this lesson, a price measured in lost productivity, confrontation with local communities, labor turnover, mental health and other social and eocnomic problems. In Sweetwater, Wyoming, a new industrial activity caused the population to double from 18,000 to 36,000 between 1970 and 1974. During that period industrial productivity fell 25 to 40 percent, cost overruns on the principal new industrial facility exceeded 33 percent, annual employee turnover rates climbed above 100 percent, the local mental health clinic workload increased nine times and complaints to the local law enforcement agency increased 60 percent.

The U.S. Bureau of Mines, in an effort to improve coal conservation and utilization is currently investigating longwall panel layouts to maximize coal recovery and minimize interactive problems in multiple-seam operations. When longwalling coalbeds in descending order, the transfer of stress from overlying gate roads is a major design constraint affecting pillar stability in the lower mine. The lower mine gate road pillars must be properly designed to withstand the additional load transfer if gate roads are superpositioned in successive seams. The Bureau's MULSIM/NL model was used to analyze load transfer mechanics for superpositioned gate road pillars. Analysis of Longwall Pillar Stability (ALPS), which is an empirically based design method for longwall gate road pillars, was used to calibrate model input parameters. The attributes of both the MULSIM/NL model and ALPS were combined to develop a modified method for estimating pillar stress for multiple-seam cases. The modified method uses a multiple-seam (MS) factor to estimate the stress on the lower mine gate road pillars when superpositioning is practiced. Numerical analysis shows that the MS factor is dependent upon the interburden thickness and pillar width and is presented in a series of graphs relating these two parameters. Several examples are included to illustrate the use of the MS factor for estimating lower mine pillar stress and resulting stability factors.

Status of ISO 14000 standards. The ISO 14000 are voluntary international standards providing a frame-work that allows a company to integrate an effective environmental-management system (EMS) into its operations. The purpose of an EMS is to provide a systematic procedure to identify the environmental aspects of a company's activities, evaluate any significant impacts and use the information to set objectives and targets toward continuous improvement of the company's environmental compliance and performance. In addition to the specifications for certification, ISO 14000 can be used as a guide to develop an effective environmental-management system or for self-declaration. The International Organization for Standardization (ISO) is a worldwide federation founded in 1947 to promote the development of international manufacturing, trade and communication standards. The organization is now represented in 118 countries, with the American National Standards Institute (ANSI) representing the United States. The principal goals of the ISO is "to promote the development of standardization and related ac¬tivities in the world with a view toward facilitating the international exchange of goods and services and to develop cooperation in the sphere of intellectual, scientific, technological and economic activity." ISO develops standards with input from government and industry. Because the standards are voluntary, there are no legal requirements to pressure countries to adopt them. However, many governments, industries and US agencies are adopting the ISO standards as a requirement for business trans¬actions, thereby, compelling suppliers to adopt ISO standards. These business and market forces, which are likely to be strategic business issues in the 21st century global marketplace, are imposing the need to develop a systematic approach to environmental management. The ISO 14000 series evolved from a United Nations Conference on the Human Environment in 1972. It includes a broad range of elements: the basic environmental management system, environmental auditing criteria for internal and external auditors, criteria for environmental performance evaluation (EPE), environmental labeling criteria and life-cycle assessment methodologies. The standards comprise two categories: organization evaluation standards and product oriented standards (Table 1). The ISO 14001 specifications contain the requirements for developing an environmental-management system that may be objectively audited for certification. The ISO 14004 standard provides guidance on interpreting the ISO 14000 specifications for the development and implementation of the EMS and for coordination with the management system of the company. On Sept. 1, 1996, the American National Standards Institute (ANSI) and the Registrar Accreditation Board (RAB) signed a formal agreement to create a new entity called the National Accreditation Program (NAP). To obtain certification, a company must fulfill the requirements outlined in ISO 14001. It is required that "a third party give written assurance that a company's EMS meets all the requirements of ISO 14001." Preparing for ISO 14000 can include subscribing to voluntary environmental initiatives; learning from ISO 9000 quality-management experiences; and utilizing information from recognized training courses, publications and numerous Internet resources. Once committed to an EMS, the management should provide sufficient resources to achieve continuous environmental-performance improvement, as outlined in an environmental policy. A thorny issue now being debated concerns the potential liabilities of documenting the environmental performance of a company. General impact of the ISO 14000 EMS standards. With increasing stakeholder awareness, costly end-of-pipe pollution-control approaches and the success of ISO 9000 quality-management standards, the ISO 14000 EMS standards are being adopted by companies and governments worldwide. The United States and Canada have well-established programs. In Europe, countries differ but are firmly committed toward environmental-management standards (BS 7750, EMAS and ISO 14000). The Department of Environmental Protec¬tion of the State of Pennsylvania is using ISO 14000 as a vehicle to develop a closer working relationship with industry, and it is anticipated that this policy will eventually lead to fewer environmental site inspections for those companies with ISO 14001 certification. "Phosphorite, or phosphate rock, is the most significant secondary rare-earth resource. It contains high amounts of phosphate-bearing minerals along with low contents of rare earth elements (REEs). In Florida, about 19 Mt of phosphate rock are mined annually and most are used to manufacture fertilizers using a wet process, in which sulfuric acid reacts with phosphates to produce phosphoric acid and phosphogypsum. In the wet process, REEs are also leached out into solution and eventually get lost in the leaching residue and phosphate fertilizer. Recovering REEs from Florida phosphate rock in the wet process will be beneficial to broadening rare-earth availability, improving the quality of phosphoric acid product and protecting the environment.This study focuses on the influences of wet-process operating conditions on REE leaching efficiency. The results indicate that REE leaching efficiency increases with phosphoric acid addition in the initial pulp. At a temperature of 75 °C, a stoichiometric ratio of sulfuric acid (H2 SO4 ) to calcium oxide (CaO) of 1.05 and a weight ratio of liquid to solid of 3.5, REE leaching efficiency reached a relatively high value of 52.82 percent. The trends of REE leaching efficiency were similar to those for phosphoric acid (P2O5 ). Extensive tests on the leaching residue showed that during leaching, about 90 percent of the REEs were released from the phosphate rock but only 52.82 percent ended up in the leaching solution. This phenomenon can be attributed to two factors: (1) the effect of phosphate ions (PO4 3-) in the solution, which caused REE ions to form REE phosphates and be precipitated into the leaching residue, and (2) the influence of large amounts of anions such as sulfate (SO4 2-), dihydrogen phosphate (H2 PO4 -) and hydrogen phosphate (HPO4 2-) anions as well as the polar molecule H3 PO4 , which surrounded the REE cations and formed an ion atmosphere that prevented the PO4 3- from contacting and combining with REE cations. Interaction of these two opposite effects determined the REE distribution between leaching solution and residue."

The overall success of steep slope (>20°) contour mining is dependent upon many factors. The major factor is the selection of the mining method that best suits the premining site conditions both environmentally and economically. These conditions can be divided into three major categories: 1) Geometric Conditions --machine limitations, slope stability restrictions, erosion capacity, among others; 2) Physical Conditions--material properties, rock strengths, diggability, driving surfaces, among others; 3) Chemical Conditions --acid/base relationships, blending or selective placement of overburden, among others. This paper incorporates these conditions through conceptually modeling compliance oriented contour mining methods; in particular Haulback methods, utilizing: 1) the Front-End Loader (FEL)/Truck; 2) Tractor Scrapers; and 3) Combined FEL-Truck/Scraper. Engineering analyses including machine selection, sequencing, ease of varying production rates, slope requirements (for stability and running surfaces), drainage requirements and many others can be performed after the geometric constraints dictated by in-situ conditions and regulatory requirements have been conceptualized. Once all generalized geometries have been established, reduction to idealized three-dimensional views is achieved. These are then reduced to two-dimensional symbolic models, mainly plan views, but also elevations and sections. Equipment activities and operations are then conveniently overlayed. Without this simple two-dimensional reduction, technology transfer remains awkward and non-analytical.

New or improved technology will continue to drive productivity improvements through the next decade. In January 1988, I presented a paper titled, "Large Underground Mines of the 1990s? before the SME. I will follow some of the themes developed in that paper as modified by our experience in the past two years. In order for a coal company to be profitable today, it has had to reduce unit costs experienced in the past. This is because the current average realization, even accounting for a recent strengthening, remains below that of a few years ago. Doing business as was done in the past is not good enough. The coal industry needs to increase productivity in the range of 5-10% annually merely to stay even with rising costs. Underground productivity has been increasing more rapidly than that for surface mining. With the exception of the Powder River basin of Montana and Wyoming, underground productivity has caught up with that for surface mining in many regions of America. There are a number of technological factors which have attributed to increases in underground productivity and which should be factors in the future.

Distinct trends in grinding mill technology have emerged in recent years. In an effort to optimize overall mill performance for the needs of the End User, broad measures of logistical speed, process flexibility, operational risk, and overall costs now exert greater influence on the specification of grinding equipment. As a result, innovative alternatives to conventional grinding mill structures, supports, drives, feed, and discharge configurations are now being offered and selected with greater frequency. This paper investigates these trends in grinding mill technology, utilizing optimization and decision-theory techniques. In particular, the paper considers how specific advances in process design, product engineering, manufacturing techniques, and mining operations continue to relax technological constraints, enabling further mill innovation. In this context, a methodology is presented, illustrating how proper selection and specification of grinding mill components and configuration can target an optimization of the four End-User performance measures listed above..

In 1995, Congress abolished the Bureau of Mines in the Department of Interior but preserved the safety and health research functions being performed at the Pittsburgh and Spokane Research Centers. These functions were transitionally housed in the Department of Energy before permanently merging with the National Institute for Occupational Safety and Health (NIOSH), Department of Health and Human Services, in October 1996. Since the merger of the former Bureau with NIOSH, there has been an active evaluation of ongoing research activities, significant interaction with stakeholders, and the development of a process leading to "data informed" priority setting. This presentation will review current surveillance information concerning the level of injury and disease from mining work and will discuss how research priorities are evolving to improve the contribution of research to the prevention of injury and disease.

Molybdenum resources around the world are mainly associated with porphyry copper ores. Molybdenite (MoS2) is the main Mo mineral that has rhenium in its crystal lattice. This paper investigates the recovery of rhenium and molybdenum from a molybdenite concentrate using a hydrometallurgical treatment method. The molybdenite concentrate is leached with nitric acid and subjected to solvent extraction to recover and separate rhenium and molybdenum from the leached liquor. The effects of pH and the chemicals? concentration on extraction characteristics of Mo and Re are investigated to define the best condition for selective extraction of these metals. The tested leached liquor contained of 8.2 g/L Mo, 1.5 g/L Fe, 0.5 g/L Cu and 60 ppm Re. A good extraction efficiency, up to 94%, was achieved for Re from the leached liquor, where the extraction of other metals, such as Fe and Cu, was negligible. In particular, at very low pH, rhenium is extracted selectively from solution, while the extraction of molybdenum is less than 10%. After removing rhenium, molybdenum was extracted with LIX984N. The selectivity of molybdenum extraction over other metals in solution was significant. Nearly 94% of molybdenum can be extracted from the solution at a pH value of -0.12, without any interference from other metal ions such as copper and iron.

Rock bolts are components of tunnel support structures and their efficacy in reinforcement requires the appropriate estimation of the bolt pre-tension. However, cases of ineffective rock bolt application due to loosening are common which leads to the potential failure of the support structures, thus negatively affecting the tunnel stability. The effective employment of pre-tensioned bolt within support structures requires an appropriate installation tension as a result of sufficient bolt head/nut pre-load. Henceforth, this paper presents a load indicator washer (LIW) capable of withstanding assigned static loading as well as provides an appropriate pre-tension. The different LIW breadths are numerically analysed in the finite element code (ABAQUS) to estimate deformation when a designated 60-kN pre-load is applied. The numerical simulation employs a bi-linear isotropic hardening constitutive law governed by the von Mises yield criterion. The simulation also considers the nominal temperature of the nutLIW-rock bolt connection. Therefore, a long-term relaxation effect on bolt pre-tension as a result of stress relaxation is neglected. The compressive force required to achieve the LIW-predetermined deformation is the bolt pre-tension. It is drawn from the simulation results that the 1.5-, 2.0-, 3.0-, 3.5-, and 4.0-mm-thick LIWs are completely flattened when subjected to 28-, 42.5-, 65-, 76-, and 88-kN pre-load respectively.

"Anglo American operates 18 Weir GEHO piston diaphragm pumps (PD) in the two pump stations of the 52-km (32-mile) long Minas Rio iron ore concentrate pipeline. The pipeline is designed to transport 26.5 Mt/a (29.2 million stpy) of concentrate from the mine to the export terminal at the coast.During the commissioning of the pipeline in the fall of 2014, high pressure pulsation levels were experienced, with peak-to-peak levels as high as 20 bar. Based on pressure readings it was concluded that hydraulic resonances were present in the system, which were excited by the third and sixth harmonic of the flow pulsation generated by the pumps.Based on this observation, Weir Minerals Netherlands, manufacturer of GEHO PD slurry pumps, recommended installing a phase shift controller that controls the phase shift between the crankshafts of the individual pumps, thereby minimizing the effect of the hydraulic resonances.GEHO piston diaphragm pumps and pressure pulsation analysisPiston diaphragm pumps are used worldwide to transport abrasive and/or aggressive slurries against high discharge pressures in the mining, mineral processing and power industries. The basic operating principle of a piston diaphragm pump is shown in Fig. 1.A crankshaft is driven by an external electric motor via a gearbox. The crank mechanism transfers the rotating motion of the crankshaft into a reciprocating motion of the piston. The piston displaces a hydraulic fluid, called the propeling liquid, which displaces an elastic rubber diaphragm. When the piston moves to the right, the pressure in the pump chamber drops below the suction pressure and the nonreturn valve on the suction side will open, allowing the pumped fluid to flow into the pump chamber. When the piston moves to the left, the fluid is compressed, and when the pump chamber pressure rises above the pipeline pressure, the nonreturn valve on the discharge side will open allowing a displacement of fluid into the discharge line. The main objective of the diaphragm is to isolate the piston and the drive mechanism from the abrasive and/or aggressive fluid and create a hermetic seal between the pumped fluid and the ambient environment. Piston diaphragm pumps as shown in Fig. 1 are among the largest positive displacement pumps in the world and have been produced with stroke volumes of up to 100 L (26 gal) per pump chamber for flow rates up to 800 m3/h, discharge pressures up to 250 bar and hydraulic outputs over 2 MW per unit (van Rijswick et al., 2010)."

The western united States is not usually noted for the production of fluorspar; however, many significant fluorspar districts do occur in the Rocky Mountain region and constitute a resource of sizable dimension and major potential. This is particularly true within the area of the West served by the rail lines of the Union Pacific Railroad (see Figure 1). Fluorspar deposits near the Union Pacific have produced over 1.3 million tons of finished fluorspar products from 2.3 million tons of ore. Approximately 80% of this production was of acid-grade and 20% of metallurgical-grade fluorspar. Production of ceramic-grade was negligible. Through the years substantial production has come from eight mining districts. Five of these have produced metallurgical-grade and three acid-grade. The best-known fluorspar producing area in the West is the Jamestown Mining District. It was one of the first producers of fluorspar in the western United States and is estimated to have produced over 500,000 tons of finished fluorspar from over a million tons of ore. The district encompasses approximately 36 square miles in central Boulder County, Colorado, about 9 miles northwest of the City of Boulder. Although small shipments were made from the district as early as 1873 or 1874, significant sustained production was not achieved until 1940 when the General Chemical Company, now a division of the Allied Chemical company, acquired the Alice, Burlington, Chancellor,

In early 1970, General Mills Chemicals, Inc. announced the availability of en improved liquid ion exchange reagent, LIX® 64N, for the recovery of copper from various solutions, such as dump leach liquors. LIX 64N has been shown to be a considerable advance over LIX 64, and is presently in use in three commercial plants. Results have been very gratifying. For example, one of the plants was designed for operational production of 40,000 pounds copper per day, and in fact reached this output within the third week following startup of the plant. In addition to the operating plants, another is scheduled to come on stream this month with L D( 64N being used to extract and recover both copper and nickel. The chemical properties and operating characteristics of this reagent have been fully described in a previous paper. 1 LIX 64N is quite an effective and selective extractint for copper, even with copper contents as high as 15 g/l, but the reagent is somewhat limited in pH range, and loses some of its extraction efficiency as the pH drops below 0.8. Liquors derived from vat leaching, electrolytic tankhouae bleed streams, or some of the new leach schemes derived to solubilize copper from sulfide concentrates are examples of the liquors that present major problems when treated via liquid ion exchange. LIX 64N could extract some of the copper from such streams, but recovery was limited to about 75 percent. Also, in some parts of the world there are streams which are relatively low in copper (-5 g/l) but which are very high in acid (25-50 g/1 H2SO4). Again, LIX 64N can attain only about 75 percent recovery from such streams. The City of Santa Cruz Water Department is replacing the existing Newell Creek Dam inlet/outlet works at Loch Lomond Reservoir in the San Lorenzo Valley. The project will improve the City’s overall operational efficiency, improve system performance, and improve the safety and reliability of storage for the City’s drinking water supply. The project comprises new inlet works* (three new inlets that control and convey flows into and out of the reservoir, and an intake control building), an inlet/outlet tunnel with a 48-inch conduit to convey flows into and out of the reservoir, and a new outlet structure at the toe of the dam. The outlet structure includes a release point for energy dissipation of emergency drawdown flows, a connection to Newell Creek Pipeline, and beneficial releases into Newell Creek. The project also includes a new dam seepage collection and monitoring system and appurtenant structures such as a culvert bridge over the spillway plunge pool to improve access to the new outlet. Notable complex project components include in-water work to connect the new intake shaft pipes to the three new inlets. The project includes one major milestone with a work window regulated by environmental permits that could only be amended/ extended with approvals from those agencies. If not met, the milestone work would have caused significant delays (potentially up to one year) to the project.

INTRODUCTION The increasing concern for the environment may well present far more opportunities than problems for those involved in all phases of tunneling. All too frequently in the past, environmentalists and their concerns have been cast in a negative light, as obstacles to be overcome. Often forgotten is the fact that these same environmental concerns have created a rapidly increasing demand for new tunnels. Tunnels for rapid transit projects, clean water supply, and sewage treatment have been given a boost because of environmentalists' concerns about overuse of automobiles, inadequate water supplies, and improper sewage disposal. Concurrent with increasing use of tunnels to help solve or alleviate some of our environmental problems is an obligation not to create new ones in the process. Concerns which we feel responsible tunnel owners, engineers, and contractors should address themselves to include: (1) Minimum energy consumption, both during construction and in operation of the completed project; (2) proper storage and/or disposal of the excavated material; (3) minimum disruption during the construction process - noise, traffic, unnecessarily unsightly work areas, and possible weakening of foundations of nearby structures; and (4) a finished project consistent with community and environmental goals. We are especially concerned about two things. First, the longrun implications of a project -- what's good for a few people in the short-run may be bad for most of the people in the long-run. Changes in our energy, national security, and commerce needs have necessitated identification of new sources of minerals, such as rare earths, lithium, copper, silver, aluminum, titanium, and the minerals on the U.S. Geological Survey’s (USGS) list of critical minerals (USGS, 2022). With the need to domestically produce these minerals, more mining will be required within the U.S. Some of these critical minerals deposit with naturally occurring radioactive materials (NORM), therefore, mining these minerals may concentrate NORM to the point that some states may require licensing and radiation protection programs. NORM is not regulated by the Federal government; it is regulated by the individual states. Consequently, overall national state of NORM regulation is chaotic with each individual state either choosing to regulate or not regulate NORM, and, if a state chooses to regulate NORM, then that state develops its own unique regulations. Further complicating the regulatory environment, states utilize a wide variety of strategies for regulating NORM, which sometimes results in inappropriate regulations, inconsistencies with specific radionuclides that are regulated, and inconsistencies with specific NORM types that are regulated. This paper will review the nature of NORM regulations, identify regulatory traps, and provide general guidance for identifying NORM and potentially avoiding regulatory jeopardy. Because of the chaotic nature of NORM regulations nationally, seeking guidance from qualified professionals with relevant expertise is recommended. Also, contacting the appropriate regulatory agency to gain a complete understanding of the NORM regulatory environment is useful for maintaining compliance.

Since the dam of cyanidation leaching techniques for precious metals, certain manganese-bearing silver ores have been a problem due to low silver extractions. Since simultaneous occurrence of silver and manganese is common in nature, this situation has made many otherwise attractive silver deposits uneconomic in the past. Several older techniques have been useful but at $1.29 per ounce of silver, the economics were unfavorable. With the new look in silver prices and some improvements in processing technology, neglected silver districts offer new promise.

Coal-oil mixture (COM) combustion technology is regarded by the Department of Energy as near term, and potentially applicable to existing utility and industrial steam generators and for injection into blast furnaces. From work done previously, it has been established that COM can be burned in existing boilers, into blast furnaces. Therefore, the issues being addressed by the current DOE program are: (1) determination of best available technology to achieve environmentally-acceptable long-term reliable operation and (2) determination of applications for which COM can be utilized economically. Some of the technological options have begun to be determined by projects already under way. However, many projects are still in the early stages of development.

This manuscript aimed to examine the impact of operating parameters on the wet grinding of talc in a vertical-type stirred media mill. Within the scope of the research, the effects of operating parameters including media filling ratio, solid mass fraction, grinding media size, and grinding time were studied. The findings were assessed based on the product particle size (d50, d10), surface area (Sw), and energy consumption (Em). As a result of the present research, the following optimum grinding test conditions were determined: 65% media filling ratio, 40% solid mass fraction, 1 mm grinding media size, and 120 min grinding time. After determining the optimum grinding conditions, the Box–Behnken statistical design was used to determine the effect of parameter interactions on the d50 size. The media filling ratio was found to significantly affect the decrease in d50 compared to the other two parameters. Furthermore, the minimum d50 size was also achieved under optimum grinding conditions.

The definition and shortcomings of traditional cutoff grades are discussed. The concept of optimum cutoff grade policy which maximizes the Net Present Value (NPV) of annual cash flows coming from a mining project is introduced within the basic framework outlined by K. F. Lane. Several examples are used to demonstrate the shortfalls of cutoff grade policies obtained by various heuristic optimization techniques. An algorithm to obtain an optimum cutoff grade policy which maximizes the NPV of a project is given and described in detail.
