More than 1,200 professionals from the global tunneling and underground space industries are expected to be on hand for the 2009 Rapid Excavation and Tunneling Conference to be held at Caesars Palace in Las Vegas, NV. The conference, set for June 14-17, is sponsored by the Society for Mining, Metallurgy, & Exploration, Inc. (SME) and the Construction Institute of the American Society of Civil Engineers. The four-day conference will feature more than 100 technical papers in 19 sessions. Two one-day short courses are also planned, as are a pair of field trips. And the show?s exhibit will feature more than 120 of the industry?s leading equipment and service suppliers.

The National Environmental Policy Act of 1969 (NAPA) provides guidance for federal agencies in making informed decisions. The Act has been used to determine the potential environmental impacts from mining and other natural resource operations, primarily in the Western USA. To accomplish the purpose of the Act, a process for developing environmental documents was established. The documents (EA/EISs) evaluate environmental impacts and are produced by federal agencies through public participation and cooperating agency review. Effective interactions and up front coordination between agencies and industry is required. An abbreviated history of environmental protection in the USA leading to NEPA, the driving regulation, objectives, provisions and limitations of the Act, and select mining related NEPA projects III the Western U.S. are discussed in this paper.

Refinement of environmental procedures can produce significant cost savings at most mines. Grouting permeable aquifers reduces water pumping and disposal costs. Stable groundwater quality supports reduced groundwater monitoring; and for contaminated groundwater, in-situ or natural restoration should be evaluated. Waste-rock characterization can be minimized using fewer (but more representative) samples, inexpensive surrogate analyses (e.g., NAG instead of humidity cells), and appropriate tests (e.g., avoid meteoric tests on sulfide). Selective waste-rock handling should be compared to random emplacement, which is often cheaper and more stable. Finally, incorporating schedule uncertainty in modeling allows the flexibility to revise mine plans within permits.

Two epiclastic horizons in an Archean volcanic sequence host the gold occurrences on the Dunraine property near Wawa, Ontario, Canada. The Grace horizon of cherty and pelitic tuff strikes north-northwest and dips east. Native gold occurs with arsenopyrite in bedlike and podlike bodies of quartz lenses and stringers set in a pelitic matrix. The Parkhill horizon of lithic graywacke with associated flow-breccia strikes southwest and dips south. Native gold occurs with minor sulfides in similar bodies of quartz erratic within the Parkhill horizon. The auriferous bodies occupy paleotopographic channels and troughs within the two horizons. The former producers are the Parkhill mine with 1689 kg (54,300 oz) Au, Darwin mine with 473 kg (15,200 oz) Au, and Van Sickle mine with 48 kg (1536 oz) Au between 1902 and 1944. The gold occurrences are syndepositional with the host volcanic sediments laid during a pause in explosive volcanism. Fumaroles along steep gullies on the flank of a subaqueous volcanic center precipitated aprons of auriferous silica-sulfide mud. Downslope slumping resulted in exhalative debris flows; gold concentrated in flexures and depressions along stumpage channels. Renewed explosive volcanism covered the auriferous sediments with pyroclastic tuffs, arresting the slumping of in situ fumarolic deposits.

As part of the 3RPORT and NEBT Projects, 5-mile Combined Sewer Overflow Tunnels were excavated with a 19 ft diameter Slurry and 26 ft diameter EPB Tunnel Boring Machines. Due to the difficult geological and hydrogeological conditions, both tunnels were excavated maintaining a ground support pressure between 2 and 5.5 bar imposing significant challenges to the projects. The first part of the paper describes the general characteristics of both projects while the second part focuses on the challenges and technical details of the pressurized breakthroughs that took place in deep shafts excavated in urban environment as part of the projects.

Considerable controversy seems to exist over the extent and nature of information that should be provided in design-build type contracts. Much of this controversy may relate to the types of owners, ranging from private industry to state and federal agencies that are implementing design-build. Philosophies for the development of geotechnical information ranges from no information to a thorough investigation approaching that needed for final design. Several recent projects, such as the Channel Tunnel in Europe, Whittier Tunnel in Alaska, Tren Urbano in Puerto Rico, and Sound Transit in Seattle have taken varying approaches to providing and interpreting geotechnical information for bidders. The pros and cons of these various methods are discussed and assessed.

Coalbed methane (CBM) is currently being produced from a relatively small area in the Dunkard and Pocahontas basins, in the northern and central parts of the Appalachian Basin, respectively. In general, much of the production occurs where the coal beds are beneath 500 feet or more of overburden, where the rank of the coal is high-volatile B or greater (%Ro >0.8), and where the natural fracture system is enhanced by structural deformation. It is anticipated that near-term CBM development will continue within these areas and will expand in the Appalachian basin as technology improves and as the price of gas rises.

Classical acid-base accounting using modified Sobek titration methods has resulted in interpretation of results for materials with neutralization potential (NP) less than 20 tons of CaCO3/1000 tons of material (2% CaCO3) as "uncertain" due to lack of sensitivity within that content range. Standardization of a "fizzless" acid neutralization potential (ANP) method was undertaken in the American Society for Testing and Materials (ASTM) International using two ranges of sulfuric acid additions based on reaction pH and carbonate carbon estimates rather than subjective fizz testing as well as hydrogen peroxide additions to correct for mineral acidity. The method is identified as the acid neutralization potential acidity (ANPA) titration method. During interlaboratory testing a positive bias was discovered within the "uncertain" range which was further investigated and resolved by increasing the test sample weight from one to five grams for samples needing improved accuracy in materials with ANP <2% CaCO3. Test results from the interlaboratory testing of the low range method is presented and compared with the results from the original ANPA method in the paper.

Is the laboratory sized coal specimen much stronger than underground coal pillars? The answer to this question has a profound implication to many coal operators. It will decide how much of the coal reserve can be recovered. Or, in many cases, it will determine whether it can be mined economically. Recent trends in several eastern states to establish regulations regarding coal pillar design to prevent surface subsidence long after mining heighten the debates. And, in some cases, these trends highlight the existing practices that seriously question the conventional wisdom. Currently, nearly all researchers and practitioners agree that as the size of rock specimens increases, its strength decreases. This concept has been universally adopted as the basic principle for coal pillar design in the United States. Several formulas have been derived to account for this effect. The reduction factor for underground coal pillars ranges from one-half to one-sixth of the strength obtained in the laboratory, depending on the formula selected. Recent case studies indicate that the reduction factor is not justifiable, at east in some cases. The use of a reduction factor is based on the assumption hat smaller rock specimens as tested in he laboratory contain none or fewer fractures or planes of weakness than larger specimens or underground coal pillars. In other words, the larger the rock materials, the more fractures it contains and subsequently weaker in strength. Do all underground coal pillars have more fractures than laboratory sized coal specimens? Not necessarily. All coal contains cleats. Some are con¬spicuous but others are not. In terms of cleat density (number of cleats per unit area), there is no difference between an underground coal pillar and a laboratory sized specimen, provided the specimen size is larger than the cleat spacing, which is mostly 25 to 75 mm (1 to 3 in.).

A cooperative study was undertaken by representatives of the environmental community, the mining industry, and state government to identify and resolve environmental issues associated with base and precious metal mining in a neutral atmosphere before a commercial mining development is announced. The study included testing Minnesota&apos;s as-yet-untried non-ferrous mining regulatory program using three hypothetical mining developments sited in environ-mentally sensitive areas where future mining could occur. Results include identification of critical paths for regulatory decision making, identification of particularly sensitive environ-mental issues that will need continued deliberation before resolution, and characterization of data necessary for environmental review and permitting decisions.

This paper is primarily a report on the process of using oolitic aragonite, as received from Marconi& Ocean Industries, Ltd. without further processing, for a major portion of the raw feed to a rotary kiln producing cement clinker. Oolitic aragonite is a high purity calcium carbonate material, dust free, with the appearance of a course, white sand. It is farmed when under the right conditions of temperature ocean currents, and ocean floor topography. The calcium carbonate will precipitate into small spherical particles on the ocean floor. These oceanic conditions are correct to cause precipitation of the calcium carbonate near Ocean Cay in the Bahama Island chain. The present growing deposit near Ocean Cay is in the billions of tons and is mined by a relatively shallow-operation hydraulic dredge. The aragonite thus formed is en orthorhombic crystaline form of calcium carbonate with a specific gravity of approximately 2.9. At a temperature of 505°C. (940F), the aragonite converts to the hexagonal crystal of calcite with a specific gravity of 2.6 to 2.7. This change in specific gravity weakens the structure of the particles but the individual pieces are still fairly hard. When the material is then calcined at 900°C (1650°F), the particles retain their shape but become soft and will break up under finger pressure.

Discussion by E. Arioglu Y. Luo and S.S. Peng are to be congratulated for their outstanding paper providing new results from surface subsidence monitoring over longwall panels under different conditions. This writer found the authors&apos; paper very interesting. In reference to this paper, the following contributions are offered: • In the paper, the maximum possible subsidence [(ASmax)] induced by chain pillar convergence has been related to a parameter (h/1- p) by linear regression. (Notations are expressed in this discussion&apos;s Fig. 1 (b).) It is a well-known fact that in a goaf the roof lowers onto broken material that gradually compacts. Then the physical behavior of goat may closely follow the compaction characteristics of broken materials. In light of this assumption, a mathematical means (Fig. 1(a)) of defining the expected compaction (i.e. surface subsidence) represents an exponential expression between [ASmax/m vs. h/1-p]. This is based on Luo and Peng&apos;s field observations from the Appalachian, Illinois and Alabama coal fields. (The coefficient of regression "r" under consideration was computed to be 0.883). • According to Wardell&apos;s (1969) findings for board and pillar mining, the maximum possible subsidence can be expressed in terms of maximum pillar loading (depth, ratio of extraction) and the height-to-width ratio of the pillars left. Using Luo and Peng&apos;s 1991 results, this writer discovered a regression equation between the above-mentioned factors. As displayed in Fig. 1(b), the functional expression approximates as closely as possible the observed subsidence data. It may be noted here that Wardell&apos;s approach (1969) can be successfully utilized for longwall panels having chain pillars. The new, 2.600 m long pipe under the river Elbe in Hamburg/Germany required for 2 traffic lanes, emergency lane and space for utilities a boring diameter of 14,20 m(46,6 ft). According the geology (glacial deposits consisting of clay, sand and marl, all containing big boulders) a Slurry-Shield with crusher was selected. With a minimum cover of 7 m and a maximum pressure of 5,6 bar extensive ground treatment was necessary to make the drive feasible. The machine contains a lot of new developments. The drive was finished in spring 2000 so all experiences can be reported. A special risk sharing contract avoided completely litigation.

It is well established that an ordered sequencing of charge initiations in a blast pattern is an important design consideration that affects blasting performance. Delay times must be chosen such that damage to the rock mass is controlled. The accuracy of delay detonators is also of major concern. A large scatter could lead to an incorrect blast sequencing that would lead to damage to the rock mass causing increased over-break, degraded fragmentation, increased fly-rock and poor vibration control. In this study, the effect of using accurate delay detonators on the explosive energy generated is investigated. For this purpose, power spectral density of the blast vibration for delayed shots are calculated and compared with the case where holes are shot at the same time (no delay). At the end the results are presented and discussed.

Photogrammetry and laser scanning has been employed at a number of Newmont mine sites to mitigate risks associated with conventional structural mapping, determining the geometry of voids from old underground workings, and generating topography in areas of slope instability. Laser scanning has also been used to evaluate as-built pit slope configurations with respect to design assumptions, operational practices, and rock fall potential. Recently, remote sensing applications carried on an unmanned aerial vehicle (UAV) were used to generate base topography at some Newmont sites. UAV are generally more convenient and less expensive and can be utilized in areas where cloud cover prevents manned aerial photography missions. This paper discusses these applications, and provides commentary on their benefits and limitations based on recent experience.

Introduction During the last decade, the metallic minerals segment of the industry could be categorized as a "feast-or-famine" business. It is no secret that metallic minerals are cyclical. Employment opportunities greatly depend on the supply and demand for its mineral products. It is also not unusual for there to be a lag between the industry&apos;s manpower requirements and academia&apos;s ability to produce new graduates. Due to this lag, there will be years with manpower shortages, as in the mid-1970s. At other times, supply will exceed demand. The question is where will the jobs be in the years to come? This presentation will review reasons why employment opportunities have declined within the metallic minerals industry. It will also predict future demand for mineral engineering graduates. And it will outline strategies for obtaining an employment offer. Historical Review - Employment From 1977 through 1983, about 75% of all metal mining employees were directly engaged in production activities, down from 83% in 1965. This decline reflects increased use of labor saving equipment, and more government regulation and foreign competition. Metal mining&apos;s employment decreased from 74,000 jobs in 1982 to fewer than 68,000 in 1983 - an 8% decline. The overall industry is having these problems because of the general downturn in the economy. For example, at the beginning of this decade, US automobile and steel industries were in trouble. Interest rates were too high and volatile. This adversely affected construction, housing starts, and manufacturing. All these industries, being large users of base metals, drastically affected the metals industry. US copper companies are still having problems. Reports indicate that many copper employers have cut production, laid-off workers, and permanently closed mines, refineries, and smelters. A decline in the demand for US produced metal products, such as copper, obviously affects some mineral engineering employment opportunities. Other factors to consider when looking at employment opportunities and why it has become difficult for US metal producers to compete in the world market include: • The grades of ore bodies of many US minerals are considerably lower than the grades of ores being mined elsewhere in the world. • The grades of ore bodies currently being mined in the US are steadily declining. • Foreign producers are largely government controlled and are not necessarily subject to the realities of supply and demand. • US environmental regulations have considerably added to production costs. Foreign producers in most countries do not have to worry about these additional costs. • US mines are getting deeper. This adds to the cost of production because of the increasing distance the ore has to be transported. • Plants and equipment are outdated. Many companies find themselves operating with equipment and plants that need modernizing or replacing. This obviously hinders competitive productivity. • Labor and management have had problems. Work stoppages in certain mining businesses and high wage and benefit costs in relation to foreign producers place US producers at a disadvantage. • Much land is unavailable. The US government owns most of the land considered to have the best potential for minerals development. Most of this land is unavailable for mining or exploration. Therefore, it appears that finding employment with a company whose primary business is mining and processing most metals, such as copper, in the US will be quite restricted and competitive. Future Demand It is difficult to anticipate what key employment opportunities within the next few years will be available to mineral engineering graduates. The Engineering Manpower Commission estimated that US engineering schools awarded 72,471 undergraduate degrees in 1983 vs. 66,990 in 1982. This was the eighth consecutive year in which the number of baccalaureates awarded has increased. On a brighter note, the US government&apos;s Occupational Outlook Quarterly stated that the growth rate through 1995 for all engineers is an encouraging 49% over present levels. The use and application of shotcrete for ground support in the Asia Pacific Region is as diverse as the countries that make up this region. This paper will attempt to describe the many methods used on selected projects within that region. The project description(s) will include project logistics, equipment, mix design, products and application methods utilized along with specifications and performance results (where available). The author will attempt to reach a conclusive opinion on the success, or nonsuccess, of the various shotcrete methods employed and the development of shotcrete within the Asia Pacific Region.

Vertical magnetic surveys have been made over about 3, 150 miles of the crystalline area of east-central Alabama. A contour map (100-gamma interval) showing regional magnetic anomalies has been prepared (scale 1:250,000) from data points located at quarter-mile intervals on all public roads. Small one- and two-station anomalies were eliminated, leaving only areally extensive anomaly features associated with regional geology. The regional gradient was "filtered" from the basic data and the resulting magnetic configuration compared to the regional geology. Regional lines of vertical magnetic intensity trend northeast and follow the structural framework of the area. Correlations can be made between a large number of geologic and magnetic features. The strongest regional anomalies are associated with the Goat Rock, Bartletts Ferry, Towaliga, and Brevard fault structures. The Inner Piedmont area is characterized by a broad regional high. The magnetic values of the northern Alabama Piedmont grades gently northwestward, disrupted occasionally by elongate highs and lows associated with amphibolites or granites. Scattered throughout the Piedmont are anomalous areas of high magnetic intensity; some are related to magnetic-bearing rocks, and some Indicate possible mineralization. The use of the Bond Work Index to size industrial grinding equipment is well known. Its use to measure grinding efficiency was presented by C.A. Rowland, Jr. at an AIME meeting in 1976. However, due to a bureaucratic error, the paper was never submitted for publication. This metric has nevertheless been adopted by industry as a widely used standard. The purpose of this paper is to re-present and update the application of this tool as a standard for measuring grinding circuit efficiency. Definition ?standard, n. something established for use as a rule or basis of comparison in measuring or judging capacity, content, extent, value, quality, etc.; as standards of weight and measure? (Webster, 1958).
