The Morenci concentrate leach plant construction was completed and successfully commissioned in October 2007. The plant was designed to operate at medium temperature, 160ºC and pressure, 2,100 kPa. The concentrate leach plant utilized many innovative design features. This paper examines the first year?s operation, the challenges, the successes and the lessons learned. The future plans for Morenci concentrate leaching will also be presented.

Without an exclusive definition of administration in business, we could propose to define it as performance by management to adopt or implement established business formulas. Administration could also be defined as a universal process that organizes people, and achieves, through efficiency, common objectives and goals. Humanity developed some form of this process from the beginning of civilization. To imply that something is new in administration might be considered specious or naïve. Moreover, what is new in management? Administration of business is not new to the world. To prove this statement, we need only ask this question: Does the architecture and monumental workmanship of the past civilizations of ancient Egypt, Rome, and the Incas demonstrate management without administration and without definition of objectives? The answer must be a resounding ?NO!? In spite of this acknowledgment and for the purposes of this presentation, I will use the word ?new? in business and hope that the reader will follow my reasoning. The mining industry has unique characteristics in respect to other industries. It is multi-disciplinary, has a single purpose (majority for one metal), has two players (man and nature), and it involves high risks for generating environmental imbalance. Mining exploits non-renewable and finite resources, creates an unstable job market (work hard to have no work) and a speculative economic market with unpredictable prices ? a one-time payment for a finite resource with multiple recycling. On top of all that, the industry still operates within obsolete petroleum-based technology, utilizing practices that were designed two centuries ago. Today, we confront the challenges of the millennium with outmoded practices and management. Ordinarily, several styles of administration are standardized into a FRAGMENTED vertical system of organization. Mining has rigid objectives in production, with profitability as the focus from the beginning to the end. Citing the concept of safety, as an important facet of production is bombastic since, in truth, mining is an experimental industry that consistently reports high numbers of fatal accidents. In mining, we designed a process to work according to our objectives, demanding attention and supervision of all levels of management with a halo of parameters that are not assimilated into the design. We continue to perform a rigid style of management in an industry that is still not responsive to variations of the market ? losses in particular. The existing design process generates loss without capitalization and without response to said loss. This perception is reflected in a mindset that is only too ready to ignore mining liabilities. The reality of the enterprise has created an immense pressure from top to bottom in the hierarchy to do more with less. It is for all of these reasons that I propose to set forth a new essence for administration that encompasses an alternative vision and style in mining: Management by Loss. MANAGEMENT BY LOSS Management by Loss (MBL) is a systematic, integral process organized to quality control operation and the human profitability within the industry. It permits focus on achievable goals by utilizing the best practices (Mining Open-closing). Identification and characterization of loss in the process determine how objectives are defined, controlling the time limits to execute based on constant balance of mass, energy, water, and ?wastes? in each stage of the industry, in order to reach final objectives. The concept of loss can be defined by various criteria. Generally, it is the mass that could not make or arrive at its destination from a designed process or simply, it could not maintain balance. Otherwise, the design of the process describes the final point of the resource. However, those resources could not make their destination because of failure to use the best design, resources and TIME. The loss has typical characteristics such as Identifiable, classifiable, measurable, manageable, controllable, valuables, negotiable, avoidable, reportable, and monitoring. In the traditional scheme, these losses are not registered; they are made exclusions. We are trapped within a system, which was designed to obtain objectives of the industry in a specific timeframe. In the present style of administration, the focus is total - our emphasis in this treatise is in the loss. The current traditional report form contains only the most positive achievement of objectives, only the best of the exercise, humanizing numbers, without touching what we left behind or what we were waiting for to assimilate as a ?surprise account?(new account of liabilities). Management by loss is a method that redefines the concept of waste (waste zero) for controlling the mine operation under the equilibrium of the ecosystems. This method confronts the problems that impact our industry in this millennium. Understanding and quantifying losses (reserves, resources, time, energy, water, soil, materials, equipment, tasks, labor, ecosystems, etc) is a priority mandate for the industry and demands the application of a ?new ? style of administration by seeking to maintain balance instead of the disequilibrium that mining now creates in nature. It is necessary to answer questions such as: How can we minimize loss? How can the loss be assimilated during the life of the mine? What is the vision of mining in respect to the generation of waste? How can we convert liabilities into assets? In addition, the control of loss is determined in the achievement of the plan. Loss occurs because of a failure of the process in the original plan. Still we do not plan to fail but we fail to plan appropriately. It is a remarkable thing to accomplish and compel those objectives described in the original plan when that plan is designed with a determined budget. If not, we lose time and, of course, capital. Moreover, in Management by Loss (MBL), we can find answers to the following questions: What is the multiplier of productivity in mining? What are the influences of identification and characterization of loss and what is the level of efficiency of energy in order to achieve waste zero (effective cut off grade)? The challenges of mining in this millennium validate this new style of administration. Finally, it is important to point out that mining is entering into an era that has different rules, but the industry is still run by companies functioning with objectives from two centuries ago. They are trying to confront issues with concepts that are not designed for new tasks. Therefore, I ask you to consider this new style of administration of business under a vision of how the industry should be organized and managed, with an attitude of balance toward nature and social responsibility.

The flotation froth structure and motion determines the amount of entrained gangue that is collected to the concentrate. Despite this important role in the overall performance, the behaviour of the froth is still ill understood. To date, predominantly empirical models have been developed to describe entrainment. A fundamentally based model is described and used here in an attempt to improve the understanding of entrainment. This general froth simulator (UMIST FrothSim) allows the modelling of a wide range of flotation conditions, as it takes account of a large number of the physical phenomena that occur within flotation froths. The model firstly describes gas motion and bubble coalescence, and the water motion based on gravitational, viscous and capillary effects. The motion of the solids distinguishes between various solids classes based on hydrophobicity, particle size and density and models them by including the effects of Geometric and Plateau border dispersion, particle settling and the motion of the water. The aim of this paper is to show the applicability of this model to explain the observed entrainment and collection of gangue. This is done by comparing model predictions with the experimentally observed relationship between the gangue and water recoveries. The model predicts the identical trends, which are explained in terms of the interaction between the linear effects of water motion and hindered settling and the non-linear effect of particle dispersion.

The expanding applications of vibrating feeders for controlling the flow of bulk materials, and their adaptation for processing requirements, have developed considerable interest in stockpiling and reclaim systems. The general design of these units consists of a material transporting trough, or platform, driven by a vibratory force system. Design flexibility and variety is limited only by engineering ingenuity. The basic motion of the vibratory trough, or work member, is a controlled directional linear vibration that produces a material tossing or hopping action. Material travel speeds vary from 0 to about 30 m/min, depending on the combination of frequency, amplitude, and slope vibration angle.

Many appraisers/valuers believe that the only valuation method available within the Cost Approach category for Real Property appraisal is the depreciated replacement cost method. Some valuation and financial reporting standards setters also believe the same. This paper introduces the minerals appraiser to a number of useful methods for mineral property appraisal that are based primarily on the principle of contribution to value, the predominant economic principle in the cost approach. Most of these cost approach methods discussed are primarily for use in valuation of exploration tracts and resource properties that have no defined reserves. However, the powerful rural cost method can be used to calculate the contribution of categories of resources, reserves, and other property components to the value of a mineral property. This method can be applied to mineral properties at all stages of development, including producing properties.

This paper focuses on the separation and extraction of lead and zinc from Egyptian ore at the Eastern Desert close to Red Sea. The ore sample contains cerussite, galena, hemimorphite and other impurities. Experimental program includes flotationof galena using xanthate collector and cerussite using oleic acid as collector and sodium silicate to depress hemimorphite tailing. Galena, and hemi-morphite are converted to carbonate with sodium carbonate prior to metal extraction. Lead and zinc are extracted pyrometallurgically at 1050°C and750°C or electrochemically respectively. The overall performance of the applied method amounts to 99.2%. Extraction efficiency of lead and zinc amounts to 98% and 94.5 % respectively. A model assumed that galena and cerussite in the ore are partially oxidized and can be liberated by grinding. Oleic acid selectively reacts with cerussite in a multistep sequence. Preliminary cost estimate shows that the price of the products is competitive to their local market prices.

Thermal treatment can significantly improve industrial comminution operations by reducing energy requirements and increasing mineral liberation. The assistance of thermal pretreatment prior to grinding by microwave heating is scrutinized in this study. For this purpose three copper ore samples with different chemical composition were used. To see the effect of microwave heating on ore; work index, breakage rate and breakage distribution functions of original and heat treated samples were examined. The results obtained in this study did not show significant improvement in the grindability characteristics of the studied ores with microwave heat treatment. The inadequate amount of microwave transparent matrix was the main reason for the absence of cracks and micro-fractures in the microwave heated copper samples.

The United States continues to be the world’s leading producer and consumer of diatomite. Production of diatomite in the United States during 2004 was estimated to be 635 kt (700,000 st). This was a 2-percent increase from 2003. The value of processed diatomite in the U.S. was about $164 million in 2004. Production was from six companies with 13 processing facilities in four states. Nevada and California were the principal producing states. They accounted for about78 percent of the U.S. production during 2004. U.S. diatomite exports were about 136 kt (150,000 st). Imports were negligible.

Only 40% of fly ash generated by the power plants in US are recycled and used for commercial applications. Of these, the high lime, Class C ash had been preferred. Systematic laboratory and field-scale studies have shown that, by including calcium chloride in the mix design of stabilization of roadbed materials, both Class C and Class F fly ashes can be effectively utilized. Test data reveal that the addition of calcium chloride to the system accelerates its curing rate, thereby increasing early strength and long term durability of the constructed road. For road construction, a preblended Class F fly ash–CaCl2 system tends to be more forgiving than the Class C fly ash–CaCl2 system. The former system produces more durable roads. The role of calcium chloride as an accelerator in these systems is discussed along with a mathematical model developed for fly ash- CaCl2 stabilized roadbed systems.

Nowadays, stakeholders have a strong say to the enforcement of best practices by mining and quarrying companies. In most cases there is a direct relationship between sustainable development principles and best practices. Mining companies try to apply best practices in order to sustain their operation without lost time and effort to litigation, and other obstacles. However, when and where there is a lack of state or regional mineral policy, or when the mineral policy is fragmented and touching on conflicting laws, mining operations may be subject to additional administrative hassles, and, thus, operators feel threatened and tend to apply best practices loosely. This paper argues that the only way that mining and minerals operations can be a source of development is to ensure that they are working within the framework of sustainable development. Furthermore, in order to follow the paradigm of sustainable development they would need to be guided by a regional, national or even transnational (i.e. European) minerals policy.

An appropriate scale-up methodology is very useful for ball mill design and optimization of the grinding circuit. To date, the scale-up is based on the selection and breakage function model using lab mill data. However, a major drawback of that approach is that the charge motion in a lab mill is vastly different from that in a large industrial mill. Therefore, in the methodology proposed here, first the energy of individual collision in the mill is computed employing the discrete element method (DEM). Then the breakage of particles as a function of collision energy is studied in a separate experiment. Together, this information constitutes what is known as collision energy based population balance model. The appropriateness of this model is shown for different batch grinding mills.

Coupled influence of sulphidizers and xanthates on the electrokinetic property and flotation behavior of malachite was systematically examined via electrophoretic mobility measurements and microflotation tests. The electrophoretic mobility results for the malachite before and after surface modification with different types (Na2S and (NH4)2S) and amounts (1×10-7?1×10-4 moles/g) of sulphidizers, showed that the isoelectric points (IEP) of malachite differed at the low dosage level depending on the type of the sulphidizer, which ranged between 5 and 9.5. However, the IEP values were observed to be shifted from high to low pH values with increasing amount of sulphidizers and finally ranged between 3 and 4, indicating that the sulphidizers played a different role on changing the surface property of malachite. In order to further understand the effect of sulphidizers on the electrokinetic property and flotation behavior of malachite in a sulphidizer+xanthate system, flotation tests were carried out with malachite sulphidized with Na2S and (NH4)2S (adsorptive amount=8×10-5 moles/g) at different bulk xanthate concentrations. The results showed that the flotability of (NH4)2S-treated malachite was greater than Na2S-treated one over the entire xanthate concentration investigated, indicating that the type of sulphidizers played important role in malachite flotation; however, no obvious correlation between electrokinetic property and flotability of malachite was observed.

Collophane, cryptocrystalline fluor-apatite, is examined as a substrate for plant water and wastewater remediation. The attenuation of Fe3+, Fe2+, Hg2+, Pb2+, and Cd2+ is presented as a function of metal ion concentration, amount of collophane, initial pH and conditioning time. TCLP results for Pb2+contaminated collophane are presented. Mechanisms of adsorption for divalent and trivalent species are suggested.

To meet increasing demand of coal, underground mining is largely being replaced by the exploitation at deeper horizons and with greater complexities. The exploitation-proposition may be below not-to-be-disturbed surface properties or below water-bodies, posing a constant threat of inundation. Also, the mounting pressures to limit the adverse impacts on the environment bring the extraction-undertaking to face more challenges. An understanding of subsidence-mechanism and a rational quantification of subsidence parameters is a requisite herein. This paper presents such pragmatic quantification, validated at mine-sites in India. In comparison, better productivity, conservation and safety is ensured in this approach.

However, these emerging products bring both new opportunities and new challenges to the field of industrial minerals. One of the primary challenges is from alternative materials other than industrial minerals. Thus the question is asked whether industrial minerals will truly benefit from the growth in market applications for composite plastics. CRU estimates that the global supply of metallurgical grade alumina (MGA) grew by 5 percent during 2005 to a little more than 61 Mt (67 million st). About 30.7 Mt (33.8 million st), or 50.3 percent, of that originated from Oceania (principally due to the commissioning of the CAR refinery in Australia) and Latin America. In this context, Chinese production surged by 20.5 percent year-on-year to 7.7 Mt (8.5 million st) on the crest of a 17-percent rise in that country’s primary aluminium production. Meanwhile, on the demand side, there was a 6.7 percent climb year-on-year in global consumption to 62.3 Mt (68.6 million st). This reflected a healthy demand for primary metal from aerospace, construction, packaging and passenger transportation (to a lesser degree) in the United States, China, Brazil, South Korea and India. So there was an overall supply deficit of more than 1.2 Mt (1.3 million st). This, combined with an 18.3-percent diminution in closing stocks (down to 35 days of requirement), lifted the average spot price of MGA by 17.6 percent year-on-year to US$448/t (US$406/st).

With the advent of the environmental "green" movement of the 1960s, eventually leading to Earth Day 1970, Congress responded by passage of the National Environmental Policy Act (NEPA), 1970. NEPA gave impetus to a flood of federal acts and laws in the subsequent three decades. Many of those protecting man's environment, health, and well-being also affect mining. For purposes of this chapter, a current mineral law summarization lends itself to a division into two parts: viz., Part I, General Mining Law, and Part II, Enviromining Law. The word enviromining has been coined by the author and is defined and used herein as those federal and state statutes and regulations that were created to provide protection and preservation of man's environment, health, safety, and welfare, and they have particular application to and affect on mining activities. They are listed and treated under Enviromining Laws in Part II. Mining, as a basic industry to provide the essential minerals for mankind's necessities and well-being, truly reflects the mining industry's slogan, "If it can't be grown, it must be mined." Without the basic minerals and rocks won from the earth by mining and mineral processing for their valuable physical properties or chemical constituents, man would soon be forced to revert to the cave-dwelling age. Unfortunately, for man to survive in the "manner of life to which he has become accustomed," he is caught between the demands of cleaning up his deteriorating environment and a continued supply of his basic requirements and amenities for daily living supplied by mining of the earth's minerals. He must have "clean living" at the same time with "good living;" neither is expendable. A very high pricetag accompanies this essential and critical choice which must be paid by society. The United States is internationally recognized as the world leader in environmental matters. Many countries are following suit, principally the other Anglo nations. Because US law is founded and based on English law, on occasion, Anglo-American law is referred to and cited as authority in litigation anywhere in the Anglo-American world of jurisprudence. For this reason, and because mining and the industry is international in nature and operations, some British Commonwealth cases will appear in various topics. If the case is of interest to the reader, further inquiry at a law library may be made through use of the case's style and citation given. "Style" refers to the name of the litigating parties. "Citation" refers to the law publication in which the case and decision may be found, as well as the jurisdiction and court of decision. Citation of cases from the United States and British Commonwealth nations is explained under Case Citation Explanation. Space and time limit exhaustive treatment of subjects and covering all geographic and jurisdictional areas. This chapter is intended as a broad outline and is based on the author's master's thesis at the University of Missouri-Rolla, 1992. Large open pit mines in desert climates, such as the Phelps Dodge Morenci copper mine in Arizona, can create groundwater cones-of-depression of considerable size and stability. The hydraulic containment provided by the groundwater depression prevents migration of process solutions into the surrounding regional aquifer. Copper leach operations that fall within the groundwater depression may not require costly lining if passive containment can be demonstrated. An approach is presented in this paper that was successfully used to demonstrate passive containment. The approach includes a combination of groundwater modeling and a water balance analysis of leaching operations failing within or immediately near the open pit.

ME?s Arizona Conference was held at the Hilton El Conquistador resort in Tucson on Dec. 2 and 3, 2007. The annual conference is organized by the Arizona Conference Board of Directors, which represents SME sections in Arizona and adjacent areas. The conference provides an opportunity for individuals and corporations associated with mining in the region to get together once each year to discuss the status of the industry. The 2007 meeting featured a keynote address, a distinguished lecturer and more than 25 technical papers that were presented in seven sessions. The sessions included environmental, geology, safety, metallurgy, mining, new projects and a special session on Mexico. Topics covered included mine closure, sustainable mining, exploration methods, health and safety issues, mining equipment and drilling. Much of the discussion at the conference concerned major new developments in the region?s copper mining industry. For example, Freeport-McMoRan?s new Safford Mine and BHP Billiton?s Pinto Valley restart were the topics of technical presentations. There was also much discussion among the attendees on the current and future price of copper, community relations, education issues and recruitment concerns. At the time of the conference, the price of copper hovered around $3.30/lb, up considerably from the 61 cents/lb in late 2001, when the industry was being challenged by world market conditions and a weakened domestic economy. Since then, strong demand from China helped push copper prices to record levels that at one time reached as high as $4/lb. The general consensus among the attendees is that the current price of around $3.30/lb will continue through 2008. Most attendees also expect increased corporate investments in the industry to continue. Copper mining in Arizona has been a major industry since the 1800s. In 2007, Arizona was the leading copper-producing state in the United States and produced more than $5 billion worth of copper. The copper mining industry in Arizona also produces byproduct gold, silver and molybdenum. Arizona is the second largest molybdenum producer in the United States.
