I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. Fourth and finally, it is important to note that this paper, at least in so far as it concerns the specific requirements of particular regulations, will likely soon be out of date in some important respects. INTRODUCTION The need for cleaning and recovery of fine (minus 28 mesh or 0.5 mm) coal fraction has increased in recent years. This results from realizing a substantial recovery of ultraclean coal from the waste stream improving overall Btu (heat) recovery, providing extra revenue for the coal industry. Also the potential of using the clean coal so obtained for making coal-water mixture which could replace oil. An additional benefit of recovery clean coal from the waste stream is reducing environmental concern of burning uncleaned coal and in waste disposal. Deashing of coal by physical beneficiation processes is limited by the degree to which ash components are liberated from coal. Conventional processes have been inefficient in terms of Btu recovery, for ultrafine coal. Chemical cleaning methods, which involves leaching of ash material from coal, have provided ultraclean coal at high Btu recoveries, are more costly than the physical cleaning methods. An advanced physical separation technique that appears to address the need discussed above is selective flocculation. This technique which has been successfully utilized in iron ore beneficiation offers the potential of processing fine and ultrafine coal to produce a clean fuel. OBJECTIVES The main objective of the present study is to investigate applicability of selective flocculation technique for recovery of clean coal product from the waste coal slurry supplied by the Peabody Coal co., from their three different coal preparation plants. It is also the objective of the program to conduct preliminary economic study of the selective flocculation process.

Vermiculite is currently mined from shallow (less than 25 m or 80 ft) surface deposits throughout the world. The largest producers are Palabora Mining of Phalabowra, South Africa (ore stock is a phlogopitemica), Xinjiang Yuli Xinlong Vermiculite of Korla, China, and W.R. Grace of Enoree, SC (ore stock is a biotite mica). Smaller operations are in Australia, Brazil, Russia and Zimbabwe. They also produce vermiculite on a continuous basis but do not export any significant amounts of product to North America. Intermittent and poorly documented production on a minor scale is reported from Argentina, Egypt, India and Uganda. Worldwide vermiculite production in 2004 increased1.7 percent to 432.8 kt (477,000 st). North American production declined, while African and Chinese production continued to increase.

Since its introduction in 2002, the modern air jig has processed a wide array of coals throughout the world. This paper explores the reasons and justifications for the installations and provides case history performance data. Specifically highlighted are air jig plants processing metallurgical coal in Colombia, bituminous coal in the United States and India and lignite in the United States and Spain. Each installation has unique reasons to justify an air jig facility. It is important to note that not all of the justifications were based on the ?most cost effective yield?, normally a mantra for coal preparation plant designers and owners. Dry jigging of coal has long been a proven technique for upgrading coal, the modern air jig, with its improved efficiency and operating systems simply extended the range of applications. In some cases, it even allows market quality coal to be produced when no other option is possible.

The objective of this paper is to analyze the evolution of the strategic drivers of the mining sec-tor over the last half century, which has been guided by a varying and expanding list of motivations. While companies cannot survive for long unless they are making profits, the strategic drivers of the industry have gone far beyond profits since at least the mid-1970s when environmental concerns began to be taken seriously. For the most part, these forces have followed global trends and public opinion, but they have been shaped and magnified by the significant, often dominant role that the mining sector plays in many economies. While the mining sector used to be primarily motivated by the first pillar of sustainable development -i.e. the economics pillar-, in the 1970s the second environmental pillar became an important factor in decision making, and in the 1990s the third social pillar emerged as a major driver.1 The entrance of new strategic drivers has also had considerable impact on technological and organizational developments in the mining industry; however, technological changes, driven by cost reduction considerations, have in turn impacted the strategic drivers of the industry, resulting in the need for further technological and organizational developments.

Coal fines of less than 0.5 mm particle size, discarded as too fine for gravity separation, were subjected to flotation tests at varying pH and temperatures using modified dosages of kerosene as oil phase and methylisobutylketone (MIBK) as frother. Optimal coal recovery of over 74% was obtained using 200 kg kerosene and 4 kg MIBK per ton of coal fines at a pH of 9.7 and an ambient temperature of 26° C. The coal concentrate obtained under these optimal recovery conditions assayed 9.10% ash, 0.35% sulfur and 0.011% phosphorus, representing reductions in the ash, sulfur and phosphorus contents of approximately 75%, 43% and 8.3%, respectively. Its gross calorific value was 32.9 MJ/kg, its percentage of volatile matter measured 30.6 and the fixed carbon content was 66.3% (d.a.f). Caking tests showed the optimal concentrate has a standard welling number of 1 and is a Gray-King coke type C. These results show that the optimal flotation product could be utilized for such industrial purposes as steam raising or for processing in gasworks, but it would be unsuitable for metallurgical coke production.

Although rates of pneumoconiosis in coal miners have declined substantially in the United States since the passage of the Federal Coal Mine Health and Safety Act of 1969, new cases continue to occur, including cases of rapidly progressive disease. In contrast, Australia?s underground coal mining industry has reported few new cases of pneumoconiosis for over twenty years. Mortality from Coal Workers? Pneumoconiosis in official health statistics and the prevalence of pneumoconiosis among miners screened in x-ray surveillance programs are also lower in Australia. To understand this disparity, the National Institute for Occupational Safety and Health was requested by both industry and labor stakeholders to examine this issue, with the ultimate aim of reducing the rate of pneumoconiosis among United States coal miners. A number of factors, including coal dust exposure, silica exposure, and coal rank were examined as potential contributors to the above observed differences. Comparison of coal rank data from each country did not show any significant differences. Air sample data from the coal mining industries in both countries show that coal dust levels in Australian mines are somewhat higher than those reported in similar U.S. mines; however, quartz exposure for Australian miners is lower than for many U.S. miners. Assuming that quartz is contributing to the greater number of cases of advanced pneumoconiosis in the U.S., more effective dust control measures, as well an independent exposure standard for respirable quartz in coal mining, need to be implemented to prevent this potentially disabling condition.

The 1989 mining industry compensation survey done annually by the Denver-based Mountain States Employers Council shows the "average" or "typical" employee in the mining industry is projected to receive an increase of 3.9% to base pay in 1990, compared to a projection of 4.1 % for 1989. According to MSEC, the actual percentage increase to base pay has continued to decline since 1980. A review of pay increases since 1980 shows the highest average increase was 11%, granted in 1981. Since 1981, there has been a steady deceleration through the decade. While 1989 final figures are not available, 1988 numbers might indicate a reversal of this trend. In 1988, the average employee actual increase was 3.8%. That was 0.7% higher than the 3.1% projection. This may be significant as actual increases have been lower than projections since 1982. Chart A shows the pattern of projected vs. actual percent increases in pay since 1980.

Pre-combustion coal cleaning and post-combustion flue gas desulfurization (FGD) using lime or limestone are the primary methods employed to reduce sulfur dioxide (SO2) emission from coal combustion. These processes generate voluminous pyrite and gypsum solid wastes that are usually landfilled, occupying thousands of acres of land and creating serious land and water pollution problems due to the release of acids and toxic substances. An integrated process has been developed for the combined utilization of gypsum and pyrite wastes by converting them into useful products including lime, sulfur, and direct reduced iron (DRI). The process includes four major steps. The first step is to concentrate pyrite from coal preparation tailings using flotation or gravity separation. The second is the thermal decomposition of pyrite into pyrrhotite and sulfur. This is followed by the reduction of pyrrhotite with carbon in the presence of lime to produce iron and calcium sulfide. The fourth step involves the reaction of calcium sulfide with gypsum to produce lime. The chemical reactions involved in the process were studied using thermogravimetric analysis (TGA) and X-ray diffraction (XRD)techniques. Process variables studied included reaction temperature, time, reactant composition, and purity of reactants.

Mining at Hudson Bay Mining & Smelting's Snow Lake Division is now in the mature stage of the mines' lives. These base metal copper-zinc mines have been operating for more than 30 years. Stopes had small pillars called "crown pillars" left between them. These pillars range up to 100 m (330 ft) long by 40 m (130 ft) wide and 15 m (50 ft) thick. Hudson Bay have been successful in removing these pillars by using cable slings, electric scoops, longhole mining and diesel load-haul-dump equipment. The different shapes and sizes of these pillars has required that many innovative techniques be tried in order to find acceptable economic mining methods. An overview of the different methods will be outlined. Background Hudson Bay Mining & Smelting's Snow Lake Division is located in Manitoba some 800 km (500 miles) north of Winnipeg and 200 km (125 miles) by road from the Hudson Bay smelter complex located in Flin Flon, Manitoba (Fig. I). There are currently three producing underground mines and one open pit operating at the Snow Lake Division, producing copper and zinc concentrates. Pillar recovery is intensive and vital to continued production of these mature mines. The crown pillars are producing more than 50% of the current mine production. This figure will increase in the future. The two mines at which crown pillar recovery is taking place and that will be discussed are the 400 t/d (440 stpd) Rod Mine and the 1000 t/d (1100 stpd) Stall Lake Mine, both five-day-a-week producers. Crown pillar mining has been applied for some time at these mines. However, it was only recently that the crown pillars became vital to production. This has necessitated a number of innovative techniques to recover them.

Two alternative processes for the manufacturing of zircon products were investigated by the South African Nuclear Energy Corporation (Necsa). These were the synthesis of doped-zircon pigments from plasma dissociated zircon, and an upgrading process to convert an inferior grade of zircon into a superior opacifier for ceramic applications. A solid-state reaction process was used to produce doped-zircon pigments. The influence on the colour intensity of the pigments on a ceramic tile were compared for milled and un-milled plasma dissociated zircon (PDZ) material, prior to calcination. Pr-yellow and V-blue zircon pigments produced from PDZ with different degrees of dissociation, were also evaluated. The second zircon beneficiation process entails the upgrading of an inferior grade of zircon to a superior opacifier for ceramic applications. A calcining process in the presence of mineralizers was used to produce the product in a conventional muffle furnace. A pre-milled inferior grade zircon concentrate, with a relatively high iron and alumina content generally not suitable for high quality ceramic applications, was used in this study. The influence of the upgrading process on the opacifying properties of the zircon material was compared to that of commercially available prime grade zircon opacifier products currently being produced in South Africa. The influence of a calcining step in the presence of mineralizers with regard to the milling characteristics of the treated zircon material was also evaluated.

I would like to congratulate Professor Gershon on an idea that is obviously valuable and is certainly new to me. It has, however, to be further developed, in that one can get fallacious results by limiting oneself to positional weights. In the example problem, the positional weight of one block was 8.6 (the 8.0 value in the paper was incorrect) for 36 units in the cone, for a mean block value of 0.239. The positional weight of the second block was 4.4 for 15 units, for a mean block value of 0.293. Surely one would expect the second block to be rated higher. Additionally, the time value of money adjustment cannot be determined by depth, because the time that a block is mined is determined by the mining sequence, not depth. Figure 1 shows a slightly altered version of Professor Gershon's pit. The overall value of the pit is the same, as are the total values under each of his blocks. The values in the right-hand cone have been reversed top to bottom, and the values in the rest of the pit adjusted to keep the central cone total unchanged. All values have been multiplied by 10. Figure 2 shows the sequence of mining, at three blocks per year, for Professor Gershon's pit, and Fig. 3, the sequence for a pit under the other block. Table 1 shows the value and discounted value (15%) of Professor Gershon's pit, and Table 2 shows similar values for the second pit. It is apparent that the second pit schedule is more valuable than the first.

Introduction The Surface Mining Control and Reclamation Act was passed in 1977 to put an end to the uneven environmental standards and enforcement established by various coal mining states in the US. One year after passage, the Secretary of Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for state regulatory programs under the Act and to allow states to assume primary regulatory responsibility. To implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules. But they must take into consideration the differences between surface and underground coal mining. The regulations developed by the Secretary in 1979, with respect to subsidence control, included: • a subsidence control plan as part of the permitting process; • substantive provisions establishing performance standards for subsidence control; and • provisions providing for the prohibition of mining under perennial streams, impoundments larger than 24.6 dam3 (20 acre ft), and certain public facilities and urban areas. Industry challenged the Secretary's regulations implementing the subsidence control provisions. The litigation was consolidated with all other challenges to the permanent program regulations. (Permanent Surface Mining Regulation Litigation, Civil Action No. 79-1144; D. D.C., May 16, 1980.) In two opinions dealing with the multitude of issues raised by both industry and environmental groups, the US District Court of the District of Columbia ruled against industry. It upheld the promulgated subsidence control provisions. The US Court of Appeals stayed the appeals pending the agency's review and revision of its regulations. The regulatory reform was conducted in accordance with the order from the Secretary of Interior and the President in 1981. As a result, the subsidence control regulation was revised, reproposed, and finalized in June 1983 (Federal Register). This regulation, along with others, was again challenged by environmental groups and industry. On Oct. 1, 1984, the court, after finding the Secretary's reading of the Act reasonable, upheld the 1983 subsidence regulation except for one section. On Feb. 21, 1985, in accordance with the court's ruling, the Office of Surface Mining (OSM) suspended a portion of 30 CFR 817.121 (c)(2) concerning the damage correction requirement for structures or facilities and reproposed it on July 8, 1985 (Federal Register). In conjunction with a request for public comments, OSM now also seeks comments on the omission from the 1983 rule of the requirement in the 1979 rule regarding a presubsidence survey and monitoring of damage to structures. Technical issues related to subsidence regulations The subsidence regulations of June 1, 1983, consist mainly of two parts: a subsidence control plan as part of the permitting process; and substantive provisions establishing performance standards. The floatation of niobite was studied using a number of collectors at various dosages and solution pH’s. Octyl diphosphonic acid was found to be an effective collector for niobite flotation with good selectivity. A flotation recovery of 91.2% was obtained with 140 mg/l octyl diphosphonic acid at pH’s less than 5.0. Infrared absorption spectroscopy (IAS) and X-ray photoelectron spectroscopy (XPS) were used to characterize the interactions of niobite with octyl diphosphonic acid. Species distribution diagram of octyl diphosphonic acid and niobium species was used to elucidate the flotation behavior of the mineral with octyl diphosphonic acid. Vertical circular shafts have been proposed for multiple access to high level nuclear waste deep geologic repositories. Shaft construction is a critical path item in the commissioning of a repository. Other constraints on the shaft design and construction criteria include the lack of design precedence for long term performance and the importance of minimizing rock and groundwater disturbance. A comparative evaluation of conventional and mechanized shaft sinking techniques is presented in the context of the particular geologic and design constraints. Technical and non-technical factors for blind drilling, blind boring, raise-reaming, drill-and-blast and ream-and slash methods are reviewed for typically "hard rock" and "salt" type repository sites. Appropriate shaft designs are developed, the suitability of each method to the particular requirements evaluated and construction costs and schedules determined. The explicit appraisal of the significant design factors for each method serves as a rational basis for the preliminary selection of the most suitable sinking technique for a particular set of site/design conditions.

In concrete lined tunnels, formwork removal timing may be controversial. Contractors seek to strip the form as soon as possible, and designers seek to keep the formwork in place as long as practical to protect the fresh concrete. Formwork removal timing is normally specified as a function to its insitu concrete strength. This approach may work for smaller diameter tunnels, but fallacy occurs when applying this approach to larger diameter tunnels, since a larger diameter would experience more displacement than a smaller diameter tunnel from its own weight. Excessive deformation may fail a tunnel to meet its roundness criterion and overstress the lining causing cracking or falling from the crown. This paper presents a contractual mechanism to mitigate this issue.

Electrostatically charged water droplets efficiently suppress breathable dust produced during open air rock crushing operations, according to recently completed independent tests conducted for the Environmental Protection Agency. Since a primary rock crusher produces very heavy clouds of dust, this application was selected as an appropriate test site to measure the efficiencies of new "charged fogging" equipment in mining and mineral processing operations. EPA's Industrial Environmental Research Laboratory, Research Triangle Park, NC, contracted TRC-Environmental Consultants Inc. of Wethersfield, CT, to conduct a full-scale demonstration of a recently developed electrostatic fogger, designed to project a charged fog spray at distances up to 15.2 m. Test results indicated overall fogger efficiencies of approximately 70%. The Fogger IV* employed in these tests is reportedly the largest charged logger ever made, with an extremely long operating range. The original fogger was designed for indoor dust control; this fourth generation version is designed for fugitive dusts, indoor and outdoor, and has an operating range up to 15.2 in.

Hong Kong’s Strategic Sewage Disposal Scheme (SSDS) Stage I involves the provision of a system of deep tunnels for transporting to a central treatment works wastewater collected from a number of catchments around Victoria Harbour. For the SSDS Stage I works, about 24 km of tunnels have been excavated in hard rock at depths ranging from about 80 to 150 m below Victoria Harbour and the surrounding heavily developed areas of Kowloon and Hong Kong. Five tunnel boring machines(TBMs) with diameters ranging from 3.2 m to 4.3 m were used to excavate the tunnels. Tunnel excavation has been completed and tunnel linings are in progress. Major tunnelling issues such as ground stabilisation and water control encountered in the project are summarised. An overview of one of the possible future tunnel systems that might be adopted in subsequent stages of SSDS is also presented.

Gentlemen; Rainy day in Upper Michigan, a good time to catch up on reading. Am doing that, and have a couple of questions concerning the K and P paper on roof problems and supports. I wonder if the authors can enlighten me. The compressive strength of the coal was reported as 4.4 MPa (633 psi) and compressive stresses measured in the coal seam were reported at around 27.6 and 48.2 MPa (4000 and 7000 psi ). Can such a soft coal actually contain such a high level of stress? Can it be measured as if the material were elastic, or does the coal behave plastically? Can that stress level be confirmed with hydraulic load cells? And if the coal is so soft, and if it is plastic, why is the stress field not hydrostatic? The intact roofrock appears to be unusually strong, with compressive strength reported at around 145 MPa (21,000 psi), and some failures were noted as soon as the rock was exposed.
