The Australian Bureau of Statistics and the United States Bureau of Labor Statistics publish data for a range of industries, allowing a measure of performance to be quantified, called multifactor productivity (MFP), and allowing performance between industries to be compared on a consistent basis. At the time of writing, the last released data was for 2011-2012. For Australia, the plot of mining industry productivity and a basket of the 12 most significant industries in Australia?s economy (including mining) are shown in Fig. 1. For the United States, mining and petroleum and all manufacturing productivity are also displayed in Fig. 1. The trends are as follows: ? The MFP in the Australian mining sector rose 36 percent from 1986-1987 to 2000-2001. There was a 47-percent decline in MFP from 2000-2001 to 2011-2012 (Australian Bureau of Statistics, 2011). ? The MFP in the United States mining sector rose 17 percent from 1986-1987 to 2004-2005. There was a 7-percent decline in MFP 2004-2005 to 2010-2011, (Topp et al., 2008).

Subsidence is controlled by a complex combination of mining and geologic factors. For example, a world-wide compilation of data shows that, as the percentage of shale in the overying rock mass decreases and the amount of sandstone increases, the angle of draw (and the area affected by subsidence) decreases. Limestone in the overburden appears to cause as much as a three-fold decrease in the angle of draw compared to a like amount of sandstone. Increased amounts of sandstone were accompanied by a greater surface subsidence relative to the mining height. The total thickness of overburden did not appear to influence the subsidence magnitude above super-critical panels. The greater the thickness extracted the smaller percentage of that thickness that shows up at the surface as subsidence. The greater the percent of the seam extracted, the greater the subsidence reaching the surface. The maximum subsidence above room and pillar panels is dependent on the pillar height and minimum width as well as the other factors listed.

Smooth roll crushers are widely used as secondary crushers, operating most effectively when set for size reductions in a ratio between 3 or 4 to I. The feed supplied to these units varies from 13 to 102 mm in size and the product obtained ranges from 13 mm to about 20 mesh. Smooth roll crushers produce very few fines and absolutely no oversize. The diameter otfhe rolls varies with the clearance between them, feed size, and the coefficient of internal friction ofmaterial to be crushed, Detailed calculations of this relationship may be found in Unit operations of Chemical Engineering, (McCabe, W. At MacIntyre Development of the National Lead Company, Taha s, New York,, the flotation plant was set up to recover ilmenite from the finer size fraction of the ore that cannot be efficiently treated in the main gravity-magnetic separa¬tion process. It was later expanded to handle the reground middlings from the tables wetherill magnetic separators. The ilmenite-magnetite ore is ground to minus 20 mesh in five 6 x 12 ft. rod mills in closed circuit with DSM screens. The minus 20 mesh screen undersize is pumped to four parallel sections each consisting of two rougher wet-magnetic separators and one cleaner separator for magnatite removal. The screen undersize from the fifth section is distributed to all four sections. The magnetite removed in the roughers is pumped back to the cleaners and the cleaner magnetite is dewatered in rake classifiers and carried by belt to the winter plant or the stockpile area. The nonmagnetic sands from rougher and cleaner magnetic separator are sized for table feed in eight pocket hydraulic sizers. The slime overflows from the Crocketts, the sizers, and the magnetite rakes are collected and pumped to three-inch cyclones for thickening and desliming. The cyclone underflow is the principal flotation plant feed.

This paper analyzes the opinion in Bragg v. Robertson, 72 F.Supp. 2d 642 (S.D. W.Va. 1999), a case which threatens the future of surface mining in West Virginia and which will almost certainly result in new policies or rules that will affect surface mining everywhere. This paper addresses: (1) the jurisdictional bases of the action which relies on the federal surface mining laws to enforce a state mining program; (2) settlement agreements reached in the case that threaten to alter federal policies beyond West Virginia borders; (3) a programmatic environmental impact statement on mountaintop mining being undertaken by the federal government; and (4) an opinion by the Court outlawing excess spoil disposal in intermittent and perennial streams.

The ability to accurately model the movement of grade boundaries during a typical bench blast would be of significant benefit to mine operators. The movement of grade boundaries during the blasting process may have significant impact on grade recovery if not accounted for. The paper describes the preliminary stages of a research project which combines numerical blast models and conventional mine planning software to allow practical use of the results of a numerical blast simulation. A two dimensional bench blast is simulated using the Universal Distinct Element Code (UDEC). The results of the simulation are used to provide input to the Surpac mine planning package which can be used to generate grade control plans.

In situ stresses are one of the key inputs to a successful underground excavation design. Because of the complex mechanisms involved in arriving at the current state of stress at a point in the Earth’s crust, often the only reliable way of estimating in situ stresses is by actual measurement. In the United States coal mines, overcoring relief method is by far the most popular technique used for estimating the virgin stress field. Typically, for stress measurement with overcoring, a vertical borehole is drilled into the roof or floor of an underground coal mine opening to a certain distance and change in borehole diameter is monitored at multiple points along the length of the hole when this borehole is overcored. For the measured stresses to represent the pre-mining stress field, the measurement points should be located beyond the influence zone of the mine opening. Actual data from several US coal mines have been collected to check if the measured stresses by overcoring represent true in situ stresses. The data indicate that most of the stress measurements were within the excavation influence zone. A three-dimensional numerical modeling methodology was applied to one of the collected cases to correct the measured stresses for the excavation influence. The modeling approach demonstrated the usefulness of integrating numerical modeling into a stress measurement program to estimate ‘true’ in situ stresses.

Innovative solution management is being used at Coeur-Rochester Inc. to increase bullion production and decrease overall costs. New operating programs call for reduced solution application rates to the heap that increase pregnant stream values at a lower and less costly plant flow rate. Silver and gold extractions are equal regardless of leach solution application rate. Solar heating is used in the summer months to increase the core temperature of the heap for use in the winter months to enhance the silver extraction rate. The Coeur-Rochester silver and gold mine, located in central Nevada, is an open pit, heap leach operation that has been in production since late summer of 1986. The facility produces about 15.4 kt/d (17,000 stpd) of -13 mm (-0.5 in.) ore to a leach area consisting of more than 37 hm2 (4 million sq ft) of 80 ml HDPE liner. Crushing is accomplished with a 1220x 1520-mm (48- x 60-in.) jaw crusher. This is followed by a single 2.1-m (7-ft) standard cone crusher and is completed with four 2.1 m (7 ft) short-head cone crushers. Agglomeration is not required for the crushed ore, which contains less than 10% -75. µm (-200 mesh) material. The ore contains 53 g/t (1. 55 oz per st) silver and 0.377 g/t (0.011 oz per st) gold. It is end dumped over previously leached material, leveled, and then ripped with a bulldozer. Drip emitters at 810 mm (32 in.) spacings on 910 mm (36 in.) centers are used to apply barren solution to the heap. A portion of the emitter lines are buried I m (3 ft) deep during the winter months and are placed on the surface the remainder of the year. The leach solution contains 0.75 g/L (750 ppm) sodium cyanide solution at a pH of 10.5 - 11. Dissolved oxygen averages 8 ppm in the pregnant solution. Cyanide consumption for the ore to date is just under 0.2 kg/t (0.4 lb per st). The pH control is accomplished by adding I kg/t (2.0 lb per st) 0-10 mm (-0.4 in.) pebble lime to the ore at the tertiary crusher. This review paper describes recent advances that have been made at the Julius Kruttschnitt Mineral Research Centre (JKMRC) in Brisbane in developing a framework for simulating the flotation process. The work has been carried out collaboratively with the Mineral Processing Research Unit of the University of Cape Town in South Africa (UCT), as part of the Australian Minerals Industries Research Association (AMIRA) P9 Project. The framework consists of four components, namely – the mathematical model of the flotation process, suitable measurement tools for characterising the flotation cell, a computer program for modelling and simulating the process and the plantas for testing and validating the flotation models. A brief description of the model is first presented, then a number of applications of the model are described. The paper shows how the model can be used to optimise the performance of flotation cells, and then two case studies on the modelling methodologies are described. Finally the current and future plans of the project are outlined.

The effectiveness of anaerobic in-situ biological treatment for the immobilization of selenium, molybdenum, and uranium in an alluvial aquifer was examined using long-term column tests. A series of organic substrate and nutrient combinations were tested to determine removal effectiveness, optimum supplement concentrations and ratios. Final column testing was conducted to determine the chemical stability of the treatment by-products/treatment compounds by dosing the columns continuously with elevated redox untreated alluvial groundwater.

Vertically stirred media mills are a highly effective low-footprint solution for the ultrafine grinding of industrial minerals. This work investigates the effect of media density on flow patterns within the mill. Direct irradiation of a media particle leads to decay through positron emission, consequently forming two anti-parallel gamma rays, which allow for the real time tracking of particle position. Grinding media of the same size, but with a range of specific gravities are followed using this method, and the effect on the flow within the mill is revealed. The technique is seen to be an effective method to highlight the velocity profiles within the mill, as well as the zones where grinding is less efficient ? areas of relatively low velocity and high residence time. The changing media is seen to effect the overall flow patterns within the mill, having consequential effects on the efficiency of the grind.

To preserve Washington Group International's quality of service in the mine operations area, the company has established a Supervisor Training Program to provide all levels of supervision with the required skills to meet objectives and guarantee consistent, excellent performance for each of our projects. A need developed to establish this training program internationally. The first international training session was held at the APEX San Cristóbal Mine in Bolivia. This paper discusses the program’s development, execution, results, and lessons learned with an emphasis on multicultural environments.

Geologically, as distinct from economically, "porphyry copper (molybdenum, gold, silver, etc.) deposits" might be defined as large, disseminated and/or stock-work occurrences of copper-minerals, generally averaging less than 1 per cent cop-per. They are normally associated with small plutons which range in composition from granite to diorite, although, typically, they consist of quartz monzonite or granodiorite. Circumstantial evidence indicates that these "minor" granitic intrusions may represent the intrusive phases of post-orogenic, calc-alkaline volcanism, this conclusion being suggested by: 1. Texture and grain size. 2. Prevalence of intrusive breccias. 3. Relationship to unconformities and estimated depth of emplacement. 4. Spatial distribution in relation to orogenic zones. 5. The Mine Safety and Health Administration's (MSHA) Ventilation Division continues to evaluate proposed explosion-resistant seal designs. There are currently eleven specific designs for explosion-resistant seals that are suitable for construction in underground coal mines. Seal construction in operating mines must be equivalent to those constructed in the Experimental Mine during the explosion testing program. Accidental failures of seals have occurred due to explosion pressures below 138 Kpa (20 psi). The possibility exists that the failed seals were not properly constructed. Also, conditions in the vicinity of the seals may change. Water may accumulate against the seals, heave or sag may cause detrimental effects on the seals, and sloughage of the ribs may negate hitching. If seals are not properly installed or maintained, they could fail when subjected to explosion pressures. If seals fail for any reason, the possibility exists for explosion propagation throughout large areas of the mine. There could be catastrophic consequences to an event of this nature. This report will present a limited discussion on the construction of each of these seals and will address related issues.

Wound rotor motors are used in difficult mining applications where there is a need to start high inertia, hard starting loads while limiting inrush current They are recognized as robust and simple to control. This paper will cover the performance, specification, and important issues to be considered when applying medium voltage wound rotor motors in mining applications. Medium voltage grinding, crusher, and conveyor applications will be discussed. Specifically covered are motor efficiency, speed range, and rotor control. Crane motors often have wound rotor construction, but their load cycle and ratings are outside the scope of this paper.

The Gateway program will provide additional rail capacity between New Jersey and Manhattan. This paper describes how a 70-foot-deep section of cut and cover tunnel was designed to directly support future high-rise towers. The tunnel will link previously completed tunnel sections under Hudson Yards to future tunnels under the Hudson River. The design aims to minimize constraints on future overbuild and future tunnels, while maximizing constructability within a small worksite. The tunnel will pass under the High Line elevated walkway, next to an active rail yard, and close to a subway tunnel. The design was developed by a tri-venture of WSP, STV and AECOM. WSP led the design of major underground works; STV designed utility relocations and the underpinning concept for the High Line; and AECOM designed temporary in-tunnel systems. Construction is expected to start in 2023.

Industries are challenged to meet increasingly stringent regulations for selenium and metals. Cost-effective treatment is required to minimize the economic impact of environmental compliance. Low-cost biological treatment of selenium can be achieved passively using biochemical reactor cells composed of natural organic media components such as wood chips, sawdust, hay, composted manure, and peat. The reactor cells create an anaerobic microenvironment for biological reduction and sequestration of selenium and other metals. Biochemical reactors can be combined with constructed wetlands for flow equalization and to remove the organic byproducts in reactor cell outflow. Passive treatment reduces capital cost and operational effort compared to more expensive and complex physical and chemical treatment. Recent pilot and full-scale projects by mining companies and by the US Bureau of Reclamation demonstrate that passive treatment can achieve compliance with selenium concentrations over a range of flows and environmental conditions. Case histories of passive selenium treatment systems and their key findings are provided, and prospects for future applications are summarized.

The human element in large measure dictates success in contracting relationships. Because of our professional backgrounds, we view contracts primarily as either engineers, contractors or owners. A beneficial contractual environment--one in which decisions, risks and benefits are shared--demands equal consideration of all three points of view. Most of the older cities in the United States, for example, suffer from bad contracts--generalized, patched-together documents that represent an accumulation of modifications originally written to compensate for specific situations that have occurred over the years. Because such documents lack coherence, they often present conflicting instructions which lead to defensive, ultimately destructive attitudes among the parties involved in the day-to-day administration of the project. Good contract development begins with a strong central philosophy to which the details of the contract can be related. First, the owner should establish a comprehensive philosophy in which risks between the parties are identified. Following this, a specific contract document can be written to satisfy this established philosophy. The contrast between two opposed contractual situations, NYC Water Tunnel Number Three and the Seabrook Nuclear Power Plant Cooling Water Tunnels, illustrates how comprehensive, well-written contracts--contracts which share both risks and benefits--provide the basis for achieving quality construction that will reward engineer, contractor and owner.

The Expert System implemented at the East-Malartic mill controls a copper flotation circuit while taking into account the profitability of the operation. Treating a copper gold ore, the flow sheet integrates a flotation step followed by cyanide leach circuit. The Expert System calculates the actual net smelter revenue of the flotation circuit, accounts for the operating cost of the cyanidation circuit and defines optimal metallurgical operating targets to optimize the overall economics. To be realistic, probability factors and circuit diagnostic analysis are integrated in the operating target selection. The Expert System has proved to be successful, robust and flexible. It resulted in a copper concentrate grade increase of 1% while maintaining recovery. The use of the expert system also gives plant personnel good training procedures and promotes interaction with mill operator.
