Minnesota's mineral resources are widespread and diverse (Figure 1). In addition to the nation's largest iron and manganese reserves, the state contains sizeable vanadium, copper, and nickel resources. Recently it has been determined that the proterozoic unconformities in Minnesota have a favorable potential for uranium deposits. Finally, major potential exists in Minnesota's archean greenstone belts for gold, silver, and copper-zinc massive sulfides. Many of the state's mineral resources have been found in environmentally sensitive areas. This is not surprising since the natural forces associated with the formation of mineral deposits are often the same processes that create unusual landforms. For example, much of the state's copper-nickel is found within and adjoining the Boundary Waters Canoe Area (BWCA) and Lake Superior. The history of mineral development on the Mesabi Iron Range has also created culturally sensitive areas. Early iron mining development required the workers to live close to their jobs, and mine wastes were dumped as near the mine as possible. Few, if any, foresaw the time when taconite would be economic to mine. Therefore, it is not unusual to find valuable taconite resources located under towns and waste dumps on the Mesabi Iron Range.

The Process Mineralogy review arrived too late to appear in the May issue. The Process Mineralogy Committee scheduled programs with both SME and The Metallurgical Society. At the 1991 SME Annual Meeting in Denver, CO the committee sponsored five sessions containing 31 papers. Four process mineralogy sessions were sponsored at the 1992 annual TMS meeting in San Diego, CA. Process mineralogy is used to understand and evaluate mineral behaviors during mineral beneficiation, phase reactions during metallurgy, recoveries and reactions of precious metals during processing and mineral and phase behaviors with respect to environmental problems. The most recent refinement in mineralogical studies with respect to mineral beneficiation has been the wider use of image analysis and combined materials balancing techniques of image analysis data. Image analyzers that can perform analysis with respect to mineral beneficiation are expensive. They are used only for solving major processing problems. Nevertheless, the methodology of analysis continues to be refined. Much better data are collected, and methods of evaluating the data continue to improve. One interesting development involves modifying the ultrasound unit used in medical studies to perform a three-dimensional analysis of ore particles.

The Massachusetts Bay Transportation Authority (MBTA) has undertaken an under-ground transit project to extend public transportation service from downtown Boston to the South Boston Piers area. This new system, known as the Transit way, will connect existing subway lines to this area which is comprised of approximately 300 acres, in light of the potential for 21 million square feet of development by 2010. This system includes construction of a concrete immersed tube tunnel crossing of Fort Point Channel. The crossing will be accomplished in the highly congested setting of down-town Boston and will be located just to the north of the famous Boston Tea Party ship exhibit and amid major Central Artery Construction activity. The most recent concrete tube constructed in the United States was in 1962. The Fort Point Channel Crossing will employ current design and construction methods commonly utilized in the Netherlands, Australia, Hong Kong and elsewhere. This paper will present the design philosophy, planning, and evaluation of alternative crossing methods which led to the selection of the concrete immersed tube tunnel and construction techniques envisioned for this particular application.

Activities in the mixed sulphides industry, such as mining and beneficiation, cause adverse impacts to the environment due to excavation, treatment and disposal of low-grade ores and tailings containing residual sulphide minerals. The greatest impact is caused by the oxidation of sulphide phases contained in the tailings and waste rock and the subsequent production of leachates characterized by low pH and high concentration of heavy and toxic elements and sulphates, called acid mine drainage, that contaminates soils, surface- and groundwater. Therefore, rehabilitation of these sites is required in order to render these pollution sources inactive and minimize environmental impacts. The calculation of risk, based on acid mine drainage probability and magnitude of consequences at the disposal sites offers engineers, environmental scientists and authorities a valuable tool for the selection and application of the best remediation technology. Several parameters, such as the chemical and mineralogical properties of the wastes, the most probable pathways the contaminants follow, the potential receptors and the exposure scenarios have to be taken into account. Therefore, risk is the most critical parameter in decision-making regarding management of mining wastes and rehabilitation of disposal sites.

INTRODUCTION The Southern California Rapid Transit District has commenced Preliminary Engineering for an 18 mile Metro Rail Project. This initial line will consist of approximate 36 miles of single track tunnel and 16 subsurface stations. The estimated cost of $1.2 Billion in 1978 dollars, places it in the category of a major public works project. During the planning phase of this project, particular attention was paid to the National Academy of Science Reports, "Better Contracting for Underground Construction" (1974), "Better Management of Major Underground Construction Projects" (1978), and "Management of Urban Construction Programs" (1980). The improved transportation service that this project will furnish the Los Angeles Metropolitan Area will result in significant benefits that will add immensely to the economic well being of the community-which is one of Webster's definitions of improved productivity. RAPID TRANSIT PROJECT BACKGROUND Rapid Transit studies have been going c in the. Las Angeles area since 1925. In 1969 and 1974, sales tax ballot issues were not adopted by the electorate of the county mainly because the pre-ponderous of County voters are outside the City of Los Angeles.

This paper is concerned with studying the dewatering behavior of three samples of iron ore products. The objective is to improve the industrial filtration performance by taking into account the laboratory results. Mineral samples came from the Iron Ore Quadrangle in the state of Minas Gerais, Brazil. These samples represent products from the industrial processing of hematitic ores. The samples have almost the same chemical and mineralogical compositions, but they have different size distributions and different specific surface areas. The filtration tests were performed using a modified Büchner funnel apparatus. The results indicate that size distribution and specific surface area have significant influences on dewatering behavior. For Sample 1, the addition of flocculant and/or surfactant was not essential to improving filtration performance. For Sample 3, the cake porosity and the cake thickness were influenced by the addition of the flocculant. On the other hand, the simultaneous addition of flocculant/surfactant decreased the cake formation time and reduced the cake moisture. For Samples 2 and 3, it was also observed that the industrial operation could be improved by taking into account these laboratory results. Ultra high density underflow is required in many thickener applications and in mineral processing is typically required for tailings to improve the thickened slurry rheology for either tailings dam development or for paste backfill applications. The improved liquid-solid separation resulting from the production ofultra high density underflow has both environmental and process benefits in the gold industry. Additional cyanide is recovered in the thickener overflow thus reducing plant cyanide costs and perhaps more significantly, a reduced quantity of cyanide is discharged to the tailings thus reducing either the toxic effect on the environment or the costs of cyanide destruction. Many gold and other mineral processing plants are situated in arid regions where the cost of water is high and the quantity often very restricted. Ultra high density thickened underflow results in increased recycle of tailings process water to the plant. In Countercurrent Decantation circuits, the wash efficiency is very dependent on the degree of liquid-solid separation in each thickener stage and the benefits ofultra high density underflow are either increased efficiency or decreased equipment costs as it may be possible to reduce the number of stages in the circuit.

Future ore reserves of major gold producers in North America and elsewhere will consist of refractory gold ores. About 60 % of the current U.S. gold production is mined in Nevada. Several of the large gold operations in this state indicate that 40 to 90 % of their future ore feeds will contain refractory gold. To compound problems, average head grades for refractory U.S. gold ores have fallen from 8 - 9 g/mt to about 4 g/mt by 1991. In Latin America, 52 % of the gold operations will require milling for optimal recovery. Deeper reserves are, like in North America, refractory. Particularly in hard, (semi)refractory sulfide ores, many operations may experience substantial decreases of gold recov­ery. For example, Martins et al. (1991) report that at an Austra­lian mine, sulfide ore treatment led to 4 - 10 % lower gold reco­veries as the work index increased from 8 kWh/t to 14 kWh/t and the grind coarsened. Many refractory ores should actually be classified as semirefractory since a fine sulfide fracturing and liberation would make 80 - 90 % of the gold cyanide leachable. However, conventional comminution is often prohibitively expensive for these ore types.

The Randgold Resources Ltd. mine operation in Syama Mali performs whole ore roasting followed by CIL gold recovery to produce gold. The roaster has operated continuously since the plant was first commissioned in 1994. The roaster design throughput is 216 tons per hour (5,184 TPD). Roasting provides for the oxidation of the· refractory components, organic carbon and sulfides. The energy balance for the system requires auxiliary fuel oil to be burned in the Circulating Fluid Bed (CFB) reactor. Energy from the 1200-1350 degree F roasted product stream is recovered and recycled back into the CFB using two fluidized bed coolers; one to directly heat the secondary air and the other to indirectly heat the primary fluidizing air. The basis of the design for the roaster was an extensive pilot plant test program, the results of which were scaled up to the full scale plant design. Due to variation in the feed at the mine a number of roaster modifications were necessary following the initial plant start up. During 1998 ore flotation capability was added to reduce the operating cost for the roaster and increase plant throughput.

In order to extract gold from the complex sulphur-arsenic bear­ing raw materials and to remove arsenic and sulphur from the process in an ecologically safe form we have studied oxidizing roasting of highly arsenic gold bearing concentrates with soda, leaching of cinders, processing of the obtained solution and extraction of gold from the cake. There were processed concen­trates containing from 5 to 28% of arsenic, 12-20% of sulphur in the form of pyrite and arsenopyrite. The content of gold in the concentrates was 4-75 git. The roasting temperature was changed in the range of 773-l 173K, the consumption of calcined soda was 75-200% of stoichiometric necessarily for bonding of arsenic and sulphur into the water soluble compounds, the dura­tion of the process was varied in the range of 10-120 minutes. Under roasting in optimal conditions up to 97% of arsenic and 95% of sulphur go into water soluble compounds. The out­put of cake is 65-70% of the concentrates. The extraction of gold from the cake is higher than from the raw concentrates. The technology has been tested on a pilot plant scale

The desire to minimize gaseous effluent in smelting and maximize gold yields from refractory ore are driving the nonferrous and gold refining industries to demand more and more oxygen. This, coupled with an increasingly competitive marketplace, forces the investigation of alternate methods of oxygen supply. Current progress in both the non-cryogenic and cryogenic fields is making the use of low-purity oxygen much more attractive. The benefits of on-site production are now available to most oxygen users. Historically, these on-site advantages could only be achieved by relatively large plants using high-purity cryogenic technology. The evolution of low-purity cryogenic and non­cryogenic oxygen production has added a new method of delivering on-site production. Specifically, the advent of oxygen Vacuum Swing Adsorption (VSA) technology has brought these benefits to smaller-volume customers by cost-effectively supplying oxygen requirements as low as 20 tons per day, (tpd). Low-purity cryogenic plants have also made an impact on the market, yielding cost reductions for larger-volume customers with oygen requirements greater than 70 tpd. This paper reviews the advantages and disadvantages of current supply methods for users having varying volume, purity and other requirements.

Significant economic deposits (> 4,000 ha) of heavy mineral sands (ilmenite, rutile and zircon) were discovered in the Atlantic Coastal Plain of Virginia and North Carolina in 1989. The majority of these lands support highly productive row crop agriculture, and the development of restoration protocols that would return these lands to agricultural use was deemed to be critical to the long-term sustainability of mining operations. Virginia Tech worked closely with all stakeholders to develop appropriate restoration protocols and to coordinate their implementation. Full-scale mining operations at the Old Hickory Project in Virginia were initiated in 1997 by Iluka Resources Inc., and restoration protocols have continued to evolve in response to a variety of economic, technical, and social issues. Return of these lands to agricultural row-crop production has been complicated by lateral variability in soil physical conditions in the reclaimed pits and limited topsoil return. Approximately 150 ha of land are in various phases of reclamation, and approximately 25 ha have been released back to landowners to date. Currently, the reclaimed pits are returned to pasture vegetation, but return to more intensive agricultural production practices may be possible as soil reconstruction procedures are improved over time.

In this research, geological characteristics of sand quarries around the village, Kemerburgaz Akpinar, are studied and the mineralogical, petrographical, chemical and technological characteristics (such as sieve analysis, relative density, water absorbtion etc.) of the sand samples, obtained from the area are explained. In the general area sand' quarries, being in lacustrine formations belonging to Neogen, the stratigraphic location of the sand occurences take place at high levels of these formations, geologically. All of this pattern, being under 1 mm with a ,particle dimension, it ranges from 0,5 mm in the quantity of 99 % to 0,25 mm in the quantity of 15 relative density is 2,65 g/cm3 ; water absorbtion is 0,9%. Mineralogically, the sand samples contain Quartz (84%), Feldspar (3%), Calcite + Aragonite (10%), Pyroxen+Amphibole (1-2%), Garnet+Tourmaline (0.5%), Olivine (0.1-0.5%). Besides, sand samples contain SiO2 with the quantity of above 90%. Containing Quartz at high levels for mineralogical, petrographical and chemical characteristics, Akpinar sand will be evaluated as silica sand when the carbonate mineral is removed with the method of ore preparation such as leaching.

Shotcrete drift linings at the Climax Mine of the Climax Molybdenum Company have undergone four years of extensive evaluations as a replacement for thick poured-in-place concrete linings. Any drift lining at Climax must be able to withstand the rigors of undercut and secondary blasting, weight problems induced by panel caving, and the abrasion of slusher mining. Examined here are the conclusions reached so far on shotcrete drift linings which have not yet completed the approximately six-year cycle from development to ore exhaustion. Properly applied shotcrete is an adequate drift lining for all phases of the Climax panel caving system of mining. Undercut blasting will damage shotcrete unless blasts are correctly timed. Weight problems will destroy shotcrete drift linings as efficiently as it will destroy concrete or steel support systems. Abrasion and secondary blasting results are inconclusive as the shotcrete lined slusher drifts have not entered the ore production stage of the mining cycle. In addition to drift linings, Climax has found shotcrete to be invaluable for lining large underground shops, for temporary support systems, for permanent ventilation bulkheads and for the repair of abraded or weight damage concrete lined slusher and haulage drifts.

Several factors contributed to continued declines in mineral-exploration activity in the US in 1985. Low metal prices and, what appears to be worldwide chronic excess capacity in copper, molybdenum, lead, and uranium, have resulted in mineral-exploration expenditures remaining anemic. Economic recovery could result in a healthier mining industry and more cash flow to fund exploration. This is because general economic activity and US mining industry activity have historically been closely linked. However, as the worldwide economic recovery has expanded, the mining sector has continued its downward slide. New cuts in industry exploration budgets in 1985 shocked those who thought the exploration situation could not become worse. Some personnel and equipment had been redirected from base metals exploration to precious metals in the past few years. Last year, continued reductions in exploration sent many professionals out of the mining industry. Recent staff reductions or consolidations of operations were made by Noranda, Chevron, Molycorp, and other exploration companies. The latest data from the Society of Economic Geologists (SEG) summary of exploration statistics show that professional staff at year end in major US exploration companies (domestic and foreign operations) fell from 2355 in 1981 to 1868 in 1983 and 1277 in 1984. By the end of 1985, two economic trends were established that could improve the future profitability of mining and hence exploration. First, the price of crude oil began a decline. If sharply reduced energy prices increase worldwide economic expansion, the substantial excess capacity in some of the base metals industries could disappear, and prices could improve. Furthermore, if energy price declines reduce mining and processing costs significantly, metals may recapture some lost markets. The decline in oil revenues has already encouraged some oil-producing countries, such as Venezuela, to look toward development of mineral resources to earn foreign exchange for debt repayment. Second, the decline of the dollar by 21% during 1985 could also help US producers meet foreign competition. During 1985, industry restructuring continued as many oil companies sold off mining subsidiaries and minerals properties. Gold, silver in new discoveries Precious metals continued to dominate the announcement of new discoveries and exploration projects in 1985. A review of domestic exploration and development activities reported in several industry journals shows that 60% to 80% of these projects were directed primarily at precious metals, particularly gold. Base metals exploration activities frequently involved polymetallic deposits with gold or silver values. Because much of this exploration was done on identified targets (on-property exploration), the decrease in wildcat or grassroots (off-property) exploration may be more substantial than indicated by reductions in total exploration activity. Significant gold discoveries in 1985 included several in Nevada, among them the Genesis property of Newmont (near the Carlin mine), Goldfields' discovery of the Chimney deposit in Humboldt Co., and Freeport's discovery of two mineralized sites near Jerritt Canyon. Gold exploration continued to be focused in the western US and Alaska, but gold production starts at the Haile mine in South Carolina, and the Ropes mine in Michigan as well as Amselco's feasibility studies on deposits near Ridgeway, SC, are evidence that gold exploration is not limited to the West. The dominance of gold projects in exploration is not limited to the US, as demonstrated by gold dis¬coveries and exploration projects in Australia, Brazil, Canada, the Caribbean region, China, Guinea, Ivory Coast, South Africa, the South Pacific islands, and Thailand. From the standpoint of US metal miners, it is perplexing that worldwide exploration and development is also taking place in copper, zinc, tungsten, and other metals with depressed prices. During 1985, the US Geological Survey's efforts to map the sea floor of the Exclusive Economic Zone shifted from the Pacific Coast to the deep water areas of the Gulf of Mexico and to areas off the coast of Puerto Rico and the Virgin Islands. An atlas containing sea-floor maps of the west coast area was published as US Geological Survey Miscellaneous Investigations Series Map 1-1792. Results of the 1985 surveys are expected to be published by January 1987. Exploration trends - Statistical evidence Data from the SEG showed continued decline in the US mining industry's exploration expenditures through 1984. The share of US companies' domestic exploration expenditures directed toward base and precious metals has increased from 51% to 84% from 1980 to 1983 and to 86% in 1984. US mining companies spent about $0.67 of each exploration dollar in 1984 in the US. However, this represents an increase from earlier years. The 1983 data also show that firms spending more than $5 million on exploration accounted for 77% of exploration expenditures. Keith, John R. 1968. Relationships of lead and zinc contents of trees and soils, Upper Mississippi Valley District. Preprint, Fall 1968 Meeting, Soc. Mining Engineers of AIME. Lead and zinc contents of elm, maple, and oak trees and of soils in which the trees grew were determined in samples from the Upper Mississippi Valley mining district, and from an area outside but contiguous to the district. The lead and zinc analyses of plant materials served to differentiate the mineralized and non-mineralized areas. Stems contained about two times as much lead and about 2-5 times as much zinc as did leaves taken from the same stems. Lead and zinc analyses of all soil horizons could be used to differentiate between the two areas. Soils at most sample sites in the mineralized district seemed to be more reliable than plants for geochemical prospecting and are a more practical sampling medium. Soil samples from areas with thick loess cover, however, failed to indicate the presence of mineralized bodies whereas tree samples from the same sites contained anomalous amounts of lead and zinc. It is suggested that in areas of thick loess cover plant samples could be used in prospecting for lead and zinc.

Exploration The technology of underground construction and particularly of tunneling, both now and in the future, starts with knowledge of the properties of the medium surrounding the tunnel. Although we are trying to develop machines that can excavate tunnels independently of the properties of the medium, and although we may achieve some success in this direction, we seem always to be brought up short by a paradox: With increasing sophistication of machines and with increasing complexity of construction jobs, our methods are likely to become more sensitive rather than less sensitive to changes in the medium. I suspect that the need for more precise knowledge of subsurface conditions in advance of construction will increase rather than decrease as time goes by. In the recent anniversary issue of Engineering News Record, Probing the Future, Senior Editor Bill Jacobus prophesies highly sophisticated devices to probe the unknowns of the earth's soil and rock materials. He envisions that "drill holes to obtain borings will give way to rock-melting coring devices". He may be right; it is hard to argue the accuracy of predictions of the future. The Penjom Gold Mine is one of the world's worst preg-robbing gold ores, yielding very low recoveries from traditional CIL methods. Gold recovery from the cyclone underflow was targeted to recover as much gold as possible in the absence of the fine preg-robbing carbon. Gold is recovered by intensive cyanidation and tabling of a gold concentrate produced by gravity from the cyclone underflow. The circuit was designed together with Gekko Systems and uses their InLine Pressure Jig and InLine Leach Reactor technology to reject the preg-robbing carbonaceous material and obtain high recoveries from the gravity concentrate before over grinding the carbon and sulphides. The gravity and intensive cyanidation circuit now recovers almost 50% of gold in new mill feed, with unit recovery in intensive cyanidation of up to 90%, the highest unit recovery in the plant. Operating costs for the gravity and intensive cyanidation circuit are under US$2.50 per oz, while the cost to recover gold from the cyclone overflow is -US$200 per oz. (not including common costs of milling, stripping and electrowinning). Figure 1 shows the increase in gold recovery due to the gravity and ILR circuit coming on line at Penjom.

The reforestation potential of bauxite mining spoils by seeding was examined on this research work. The experimental plot was established on the location Strofi Koukouvista 5, Ghiona Mountain. The experiment consists of 3 species (Pinus nigra, Robinia pseudoacacia, and Spartium junceum) with 4 sowing treatments and 2 sowing seasons (autumn and spring). The treatments were: (1) broadcasting; (2) broadcasting and soil cultivation; (3) broadcasting with straw mulching and straw binding with asphalt emulsion; (4) broadcasting with soil cultivation, straw mulching and straw binding with asphalt emulsion. Third year results show that spring is better than autumn as a sowing season. Only the Spartium junceum species were found to germinate and survive in autumn. The results are better for all the species on the spring seeding. The most effective treatments for Robinia pseudoacacia and Pinus nigra are 3 and 4 while for the Spartium junceum even simple broadcasting shows good results although the best ones are achieved with treatments 2, 3 and 4. The paper?s findings show that reforestation by sowing could be effective for some species but further experimentation with other species is recommended. Concerning Robinia pseudoacacia, testing of different seed preparation treatments is needed in order to maximize the germination of seeds.

Facing an orchestrated assault from the anti-mining lobby and its congressional allies, the Mining Law of 1872 may soon be either dramatically changed or even repealed. In 1989, Sen. Dale Bumpers (D-AK) introduced Senate Bill 1126 entitled the "Mining Law of 1989." It has been through several hearings and is still in the Senate Committee on Energy and Natural Resources, where Sen. Bumpers is the number two ranking Democrat. In the House, Rep. Nick J. Rahall (D-WV) introduced the "Mineral Development and Exploration Act of 1990," HR 3866. This bill is in the House Committee on Interior and Insu¬lar Affairs. (The numbers on these bills, and perhaps some of their language, will be changed when they are reintroduced in early 1991. However, their substance is expected to remain substantially unchanged. Bill numbers here refer to legislation as it was numbered in the 1990 Congress.) In the eyes of its supporters, Bumpers' S 1126 appears to be more complete and has the inside track over the Rahall bill. Bumpers' bill includes provisions for royalties, bonding and reclamation. The Rahall bill is criticized by opponents of the Mining Law for its failure to include a royalty provision and for not having specific bonding and reclamation provisions.
