A laboratory study was carried out to evaluate the effect of oxygen and lead nitrate on the recovery of gold by cyanidation of a free milling gold ore, which contains 0.4 % copper as chalcopyrite. Efficient gold extraction is achieved only under specific conditions. The recovery of gold was increased from less than 90% to up to 98% by addition of lead nitrate. In the pre-leaching, the kinetics of oxidation of soluble sulphides are not an accurate indication for the length of the treatment. Even though the consumption of cyanide was reduced due to the inhibition of the dissolution of chalcopyrite by increasing additions of lead nitrate, cyanide consumption had to the held above 1.85 kg/t to maintain good recovery of gold. The continued addition of lead nitrate above 300 git had no impact on the recovery of gold. It was also found that the addition of lead nitrate at the start of cyanidation gave the same performance as when added during pre-leaching. The addition of oxygen increased the recovery of gold by 1.5%. The concentration ofNaCN had to be maintained in the range of700 mg/L because of the high concentration of copper in solution. The recovery of gold dropped significantly when the average NaCN concentration fell below 640 mg/L. Application of the findings of the laboratory study at the industrial scale led to improved plant performance.

This is the 10th annual tabulation of US mineral royalties published in MINING ENGINEERING. The first year, 1982, the author solicited information about royalties and the cost of reserves. That column contained only a few royalties - not enough to tabulate. Since then, the response has been sporadic but the entries have grown to more than 300. Some have been deleted. Some of the older information has been deleted to make room for new entries. All indications suggest that the readers enjoy and use the information. But more information is needed. Russian practice In 1989, this column gave a brief history of mineral leasing and royalty payments as the concept applies to mining in the United States. This year's narrative deals with information about the mineral ownership in Russia. That country is in political and economic turmoil, including administrative systems and methods. And many laws are likely to change. What follows describes the Russian system of mineral ownership as of early 1992, according to Kirill Kavun. He begins "All the subsurface space of the Russian Federation with minerals contained belongs exclusively to the state. This forms the Common State Mineral Fund. Land parcels may be state, municipal, public or private property. They may be let to be owned and used by individuals, juridical persons, national/territorial or administrative/ territorial formations." This seems to apply to surface rights, as known in the US.

The HW Process Technologies Engineered Membrane Separation (EMS"') technology is a patented system for the removal of multivalent base metal cyanide complexes from cyanide process streams, and EMSni permeate, concentrate and recovery terminology is explained. Specifically, use of the EMS™ system for the removal of Cu(CN)i- and Cu(CN)43- cop­per from cyanide process streams is discussed. The historical "Copper-Gold" processing paradigm of copper related cyanide consumption and complexation and methods to recover copper and copper complexed cyanide from Cu-Au process solutions are summarized. An advanced stage R&D sequential Cu-Au leaching circuit is proposed wherein two PLS streams are generated, i.e., a high copper tenor "first flush" Cu-PLS and low Cu tenor "second flush" Au-PLS. Copper and cyanide recovery from the EMS"' concentrate generated by Cu-PLS EMSTI,f processing by well known acidification processes and lesser developed, but techni­cally feasible, electrowinning processes are projected to be lower cost than similar dilute solution treatments. Gold is described as Merrill-Crowe plant recoverable from the EMS™ permeate stream coming from the Cu-PLS EMS"' process. Gold is also recovered from the EMSTI,f permeate generated by the processing of an Au-PLS bleedstream. The economics of the proposed Cu-Au-EMS"' circuits are estimated as $2/ gpd capital cost for large systems and $1- $3/ l 000 gallons treated operating cost plus royalty.

With all of the publicity, criticism, and notoriety that the mining industry has received over migratory birds, it is diffi­cult to remember that six years ago no one even suspected that this issue would'emerge. After all, cyanide had been used in Nevada mining for 20 years without significant effects on wildlife. Although the mining industry has been buried in unjustified criti.cism for not having a clearer crystal ball, most of those critics forget that no one else predicted this problem either. In fact, the Nevada Department of Wildlife reviewed and had no objections to the Paradise Peak Plan of Operations before they began production. As we now know, Paradise Peak had one of the first and most severe avian mortality prob­lems in the State. It should also be noted that Paradise Peak has done more to research and solve the migratory bird problem than all of the rest of the Nevada mines put together. It is not possible to review all of the research and field work that has gone into investigation of the avian mortality problem over the past five years in this short paper, but a synopsis can be presented. In most instances we can say that we have solved the problem, We have learned what works and what does not. Let's start with what does not work. Unfortunately, the list is long and elaborate, but can easily be summed up in one word: hazing.

Recent experience over extensive areas of the Basin and Range Province has demonstrated the importance of the basin's (valley's) geology and geomorphology in locating large quantities of good-quality aggregate. First, a geologic map depicting basic geomorphic-geologic units in a valley is made in the office from aerial photography. Next, derivative maps are made from geologic maps and field-derived information such as parent rock type, source area and depositional environment, relationship to adjacent deposits, and Quaternary geologic history. Studying the derivative maps leads to selection of test sites for potential deposits of high-quality aggregates. Subsequent field studies provide more detailed information about geologic processes and samples for laboratory testing. Combining all information allows the characterization of aggregate potential of very large areas. Favorable areas can be further tested. This phased approach has proven to be cost effective. The methodology used in mapping and characterizing basinfill deposits is applicable over much of the western United States. Map units were developed by focusing on the predominate geomorphic process, grain size, cementation, and relative age. The resulting functional map units are of use to engineers and planners. This study led to many conclusions, including the fact that the best quality basinfill aggregates are found in selected alluvial fan deposits and Pleistocene lakeshore deposits. The best quality aggregates are derived from Paleozoic carbonate and quartzitic parent materials that can also provide high-quality crushed-rock aggregates.

Various processing strategies have been implemented in an effort to limit the loss of gold, during leaching, to the naturally-occurring carbonaceous 'preg-robbing' constituents present within certain gold bearing ore sources. Certain processing routes include complex and costly pre­treatment steps to reduce the negative effects of the preg­robber prior to dissolution, while others adopt a simpler direct leach/recovery approach. Process selection is largely dependent upon the gold deportment and the nature of the preg-robbing constituents within the particular ore. In the case of carbonaceous ores in which the bulk of the contained gold is available to direct cyanidation, carbon-in­leach (CIL) technology is generally applied with varying degrees of success. The effectiveness of the CIL route is governed by the competitiveness of the preg-robbing constituents in relation to activated carbon for the preferential adsorption of the solubilized gold. Trials have shown that the DOWEX MINIX strong-base gold-selective ion exchange resin has gold loading characteristics superior to those of activated carbon. The faster gold loading kinetics, together with the higher capacity of this resin, favour its use in an in-leach application as a more effective adsorbent for complex ores. This paper introduces the alternative resin-in-leach (RIL) technology, compares the metallurgical responses to RIL processing of different problematic ore sources, and discusses the interaction between various process conditions. Selected results from laboratory and pilot-scale testwork are presented to highlight the discussion.

INTRODUCTION When Palmer King asked me to prepare a paper for this conference, it seemed quite appropriate, since I am Chairman of Subcommittee No. 4 of the U. S. National Committee on Tunneling Technology and we are presently making a detailed study of contracting practices. Before the end of this year, we expect to publish our report containing guidelines aimed at improving our contracting practices and minimizing the problems which develop therefrom. The American construction and mining industries today are glowing examples of the ingenuity of man pitting his wits against the unknown. Without the promise of rewards commensurate with the perils faced and the effort expended, it is doubtful that these industries could have reached their present state of advancement. Nevertheless, these industries are still primitive compared to many others such as aerospace and electronics. That our present contracting practices leave something to be desired is evidenced by the fact that many of our underground projects wind up with tremendous increases in estimated cost, financial disaster, and costly dispute and litigation. The situation is aggravated by the current economic uncertainty, energy crisis, and shortage of materials. At the same time, if our industries are to develop their maximum technologic potential, we must employ contracting practices which will encourage that development. It appears that the competition for increasingly scarce international mining investment capital will continue among developing countries. Indeed, there is growing evidence this competition may be on the verge of becoming destructive and cutthroat in nature. While this may be viewed as good news by short-term, speculative investors, it could have dangerous repercussions for international minerals producers over the long-term. It seems there has been a continuous parade of traveling foreign delegations touting the virtues of mineral investment in one country or another. These pitches all contain the politically correct key words, such as macro-economic reform, political reform, privatization, liberalization of laws governing mining and related investment incentives, reconciliation of ownership and right-to mine issues, and tax reform specially tailored for the minerals sector. Unfortunately, some of the information being trumpeted is based on plans, concepts or hopes for change rather than actual reforms approved by all necessary governmental entities. In yet other situations, the information provided consists of half-truths at best. Too often, potential minerals investors, faced with metals and minerals prices hovering near their recession lows and the need to offset old, high-cost operations, desperately want to believe all they hear about investment alternatives cast in a near-utopian setting. However, the virtues being proffered for mining investment abroad do not eliminate the need for careful scrutiny of subtle variations of traditional risks associated with foreign investment that can drastically affect the economic viability of mining projects.

INTRODUCTION The Milwaukee Metropolitan Sewerage District (MMSD), is a special purpose sub-regional agency that provides collection and treatment services for sanitary wastewater for an area of 420 square miles (1088 km2) in 27 municipalities in the Milwaukee, Wisconsin metropolitan area. During its almost 75 years of existence, it has constructed 464 km of intercepting sewers, the majority in tunnel, and two sub-regional secondary wastewater treatment plants. The present program, the $1.7 billion Milwaukee Water Pollution Abatement Program, was started in 1977 and developed from ongoing internal planning, the Federal Clean Water Act and court judgments. Elements of the Program include improvement and expansion of the two treatment plants; rehabilitation of older in-place sewers; building new interceptors and relief sewers and providing capacity for high volume storage in approximately 32 km of deep, large diameter rock tunnels; reducing combined sewer overflow; and disposal/utilization of the solids that remain after the treatment process. The construction phase of the Program accounts for $1,105,900,000 within 335 separate construction contracts, 211 let to date, and covers a span of 15 years, starting in 1979 and running through 1994. Conveyance System construction cost is estimated to be $650,000,000 or about 60 percent of the total. Through December 1986, in terms of dollars, the total construction program is about 38 percent complete with Conveyance at 34 percent complete.

INTRODUCTION Contemporary underground transit systems often require cross sections which are not adaptable to shield tunnelling. Due to the frequently large dimensions of these cross sections, which are normally situated at shallow depths and in soft ground, full face advance is not feasible because of ground control and construction requirements. Ground deformation and face stability are controlled by "staged excavation", which consists of sequentially driving smaller, specially arranged, individual headings hence avoiding full-face excavation. Shotcrete is normally used for initial support and these tunnels are frequently described as applications of the New Austrian Tunnelling Method (NATM). Figure 1 illustrates the relative size of large cross section tunnels with respect to conventional shield tunnels. Within the scope of this paper, 'large' cross sections are defined as those whose continuous (i.e., without intermediate pillar support) cross sectional excavated area exceeds 60m2. This definition includes most double track highway, railway and subway tunnels, subway stations and some single track railway tunnels. Excavation schemes which have been more frequently used for continuous cross sections (i.e., with no intermediate pillars) are presented in Figure 2. This classification is an extension of that presented previously by Eisenstein et al. (1986). The symbols used for classifying the excavation schemes are formed by the letter T (for "type"), followed by a number, which represents the number of excavation stages fully embraced by a shotcrete ring, termed "cells" by Lessmann (1986). The successful demonstration of a precast segmented concrete liner in the Lexington Market Section of the Baltimore Regional Rapid Transit System (BRRTS) is an important step forward in our continuing efforts to control tunneling costs in the USA. In addition to its contribution to specific savings in future tunnels, this demonstration project has taught other lessons about the U.S. tunneling industry and about the process of "mainlining" new and improved technology into that industry. This paper will present an overview of the Lexington Market Demonstration Project from its beginnings to the present time. In addition, it will discuss other implications which have an important bearing on the extent to which tunnels will be used in future transportation systems in the USA. THE HISTORY Precast segmented concrete tunnel liners are not new. An unbolted version was reportedly used in New York City in the 1930's. The modern bolted configuration has been in use in foreign countries for more than 15 years. Indeed, consideration of the use of precast bolted segments below the water table in the USA dates back to the BART system in San Francisco in the 1960's. At that time, they were evaluated and it was concluded that the state of the art would not allow segments to be precast to the required tolerances. The MPTM was first applied in the U.S.A. in 1950 as described by Lewis, W.E., 1951. The method was then abandoned in the USA and rediscovered some 20 years later in France where it was greatly improved and widened in its scope of application. It was subsequently successfully introduced to Italy and Spain. The technique, at its present stage of development, provides solutions to tunneling in soil and in the softer rock types, which often were troublesome geological environments for tunneling. When used in conjunction with drilling-and-blasting, over break, excessive vibration, noise and fissuring of the rock can all be avoided. When used as an alternative to the New Austrian Tunneling Method (NATM), the MPTM provides safe, full face tunneling in stead of multiple headings, excavated sequentially; in addition, surface settlement can be virtually eliminated. When used as an alternative to a TBM, the method's flexibility and low capital cost make it attractive. This attractiveness is enhanced when ground conditions are erratic or when the length of tunnel to be excavated is limited. The method holds promise for tunnels of large cross section, to be excavated in soft ground or rock with unconfined compressive strengths of less than 80 MPa (11 600 psi). While in itself not new, recognition and development of the method's potential are. Further development work, aimed at increasing the range over which the MPTM can be applied, is in progress.

Where weak rock zones are encountered in the slopes of an open pit, they may control pit wall stability. Back analysis of slopes involving failure through weak rock enables an estimate to be made of the weak rock strength. A system of consistent rock mass classification is described which enables the weak rock mass material to be described and classified from drill hole core. Correlation with back analysis determined strength allows strength estimates to be assigned to each rock mass classification.

The modern era of mineral exploration in Panama began in the late 1960's, resulting in porphyry copper discoveries at Petaquilla, Rio Pito, and Cerro Colorado. In contrast, Panama's early mining history (1503 to the early 1700's) was associated with gold. A single mine, Cana, in Darien Province, produced more than one Million ounces of gold in the colonial period. Except for episodic exploration activity by British and French interests, Panama's gold potential since the 1700's has been largely ignored.

Understanding the nature of coal surface heterogeneity is a prerequisite to accurate characterization and efficient control of coal surfaces. New techniques based on the centrifugal immersion of particles from the liquid/ vapor interface and film flotation have led to independent estimation of surface energy distributions in individual coal particles. Changes in the distribution of surface sites due to oxidation and polyacrylamide adsorption on coal are studied here using the above techniques. New information on -possible conformations of adsorbed polymers is also obtained.

On July 1, 1999, most domestic metal mines will have to report releases of toxic chemicals into the environment for the first time as required by SARA Title 313. Some of these reportable releases will appear huge in relation to reports by other industries. In late 1995 at the Randol symposium in Squaw Valley, I gave a paper which described the Itos project flowsheet. At that time, project construction was nearly completed and stmtup was close. This paper describes the ltos operation since then. To summa­rize things, startup occurred partially in late 1995 with full start­up of all components in about mid 1996. From then until now, April 1998, the plant has been running at partial capacity and has yet to achieve full production rates.

ABSTRACT OF ORAL PRESENTATION A discussion of current U. S. Bureau of Mines research into the problem of strata control in multiple Western coal seams will be presented. The problem and research priorities will be described as determined from interviews with major Colorado and Utah mine operators as well as governmental agencies responsible for Federal leases. Proposed contract research and ongoing in-house studies will be discussed, including case histories and results from projects being conducted at two multiple seam operations in Utah.
