Introduction Very little attention normally is given by the experts, or the public at large, to the fact that the majority of the oil that has been or will be discovered within the U.S. remains in the ground. The inherent limitations of oil production through surface wells, either by primary or secondary techniques, will result in a total of over 300 billion bbl of oil left in the ground after completing production by standard petroleum techniques in currently producing or producible fields. This reserve represents some two-thirds of the original quantity of oil discovered in place. Recent work by a number of groups has shown that there is strong economic justification for extracting this remaining oil by mining and processing techniques. Table 1, taken from 1977 API reports, demonstrates the oil left in place at the end of the conventional petroleum production cycle in then-known fields within th’e U.S. Possible targets for oil mining operations include (1) oil remaining in place in fields and pools that have reached economic depletion by current petroleum production methods and that are not amenable to economic recovery by conventional petroleum industry techniques; (2) oilor bitumen-saturated rocks not normally considered by the industry to constitute producible reservoirs, such as shales and diatomites; and (3) asphalt- and bitumen-impregnated rocks. Economically Depleted Fields A more detailed examination of the depleted fields shows that estimates of oil remaining in place after primary, secondary, and nondestructive tertiary recovery can vary widely. There is significant evidence, however, that more than half the estimated original oil in place (OOIP) remains in the reservoir after all petroleum extraction techniques have been applied. If one compares the sum of past oil production and estimated remaining producible reserves with the API estimate of total discovered OOIP as of 1975, it becomes apparent that for the U.S. as a whole, 67070of the 00IP will remain in place at the end of the

A great deal of effort has been put forth in recent years to arrive at accurate projections of the demands for tunnels in this decade. In reviewing the statistics presented by various study groups, it appears that during the decade from 1960-69, there were some 1,335 miles of rock and soft ground construction tunnels excavated throughout the world. These statistics indicate 645 miles of rock tunnel and 689 miles of soft ground tunnel were excavated during the last decade. This is expected to increase to 3,000 miles in the 1970's according to projections made by various authorities in the field of construction tunneling. I point out the above statistics to emphasize two main points: (1) The demands for tunneling in this decade alone are staggering. (2) There is a fairly even distribution in the amount of rock tunneling and soft ground tunneling being excavated. Unfortunately, available statistics do not answer many important questions about tunneling which are of great importance to the contractor and to boring machine designers. For example, how many of the projects completed in the past decade involved both soft ground and rock tunneling? How many projects involved tunneling in conditions where both rock and soft ground were contacted at the same face. While the answers to these questions remain unanswered, I am sure most of you can think of numerous examples of projects where mixed face conditions are prevalent. Many of you are probably familiar with the Austin Crosstown Interceptor which was bid last month in Austin, Texas. Here is a project involving 57,000 feet of tunnel where limestones and clay shales are expected to be traversed. Another project, the Tonner Tunnels No. 1 and No. 2, near Los Angeles, involve some 22,000 feet of tunnel where mixed soil and rock conditions are expected. The Gatineau shaft described in this paper was an excavation of about 38 m diameter and 21 m depth constructed in Gatineau, Quebec, across the Ottawa River just north of Ottawa, Ontario. A large sewage lift pumping station-was to be constructed in this excavation. Subcontractor for the shaft excavation and initial support was Beaver Underground Structures Ltd., of Dorval, Quebec. Mr. William C. Cox of Beaver conceived the idea for the support system used in this excavation, and was responsible for the construction activities. Initial analysis and design concepts for the lining system were developed by Mr. Ronald E. Heuer. Detailed lining design and construction monitoring were the responsibility of Mr. Jean-Michel Loignon. Geologic conditions indicated by two borings within the shaft area are illustrated in Fig. 1. The shaft excavation would be in the sensitive Leda silty clay. The clay is of stiff to very stiff consistency, with an insitu vane shear strength averaging about 115 KPa (2400 psf) and a reported low value of about 87 KPa (1820 psf). Low strength values were from the middle of the clay layer, with higher strengths at the top and bottom. Average shear strength at the level of the base of the excavation was about 137 KPa (2860 psf). Remolded vane shear strength averaged about 20 KPa (420 psf), with a reported low of 13 KPa (270 psf). Based upon average strength values, the clay sensitivity is 5.8. The clay has an average water content of 53% (range 43 to 66%), which is near its liquid limit (average 56%). The clay unit weight is about 1760 kg/m3 (110 pcf). Underlying the shaft site at shallow depth is limestone bedrock within which the piezometric head is approximately equal to the original ground surface elevation. Gold is commonly associated with copper minerals, particu­larly in the more geologically recent rocks of Northern Australia, Chile and the Pacific Rim. Traditionally, oxidised copper-gold ores are selectively mined and processed for gold by cyanidation, ensuring that levels of reactive copper in the ore are kept low to minimise cyanide consumption; whilst sulphide copper-gold ores are floated and gold is ultimately recovered as the by-product from copper smelting and refining (La Brooy, 1992). Very few process­ing options exist for treating copper ores which cannot be selec­tively mined or floated, and for treating floation tailings which often contain significant gold (Muir et.al.,1989). The ammonia-cyanide leach system stands out as a unique method of selectively extracting gold without copper using economic levels of cyanide (1-2 kg/t NaCN) and ammonia (1-5 kg/t). Although first patented in 1904, it proved difficult to control and predict per formance with different ores. However, recent research and development in Western Australia by Ruane (1991), Hayes and Corrans (1992), La Brooy et.al.(1991), Muir et.al.(1993), Muir and La Brooy (1993), has led to an under­standing of the mechanism, and the commercialisation of the process at the Paris Dump (W.A.), Akjoujt (Mauritania), and in the Eastern Transvaal (Laxen,1994). Efforts are now underway to pilot and develop a tailings treatment plant at Telfer following successful laboratory trials. To date, process optimisation has relied on trial and error and large numbers of tests covering a range of conditions. Thus the results are specific to the ore. At Murdoch University, process optimisation is now focused on measuring and control­ ling Eh, pH, NH3 [Cu(II)], and Cu-CN species at the optimum levels identified from the recent mechanistic studies. In this way, the optimum composition required to process any ore should be readily established and maintained.

Unlike previous gold mining booms in Nevada's Great Basin, the current boom includes a serious commitment to mine reclamation. Many of the smaller mines began reclaiming in the late 1980s but met with limited success due in part to poor soil characteristics. Public land managers and the mining industry began looking for ways to improve reclamation success. One promising technique is suggested by an ongoing research project using sludge biosolids, the solid residue of municipal waste water treatment. During the 1980s, limited space in landfills led municipal governments to search for alternate ways to dispose of their biosolids. The cities of Reno and Sparks, NR and the US Bureau of Land Management (BLM) searched for ways to combine these needs to everyone's mutual benefit. Yet barriers remained. The federal government had major concerns about potential bioaccumulation of metals and contamination of drinking water from the land application of municipal biosolids. The barriers were lifted late in 1991 when an interagency task force led by the Environmental Protection Agency (EPA) issued a new federal policy on the use of biosolids on federal land. The policy encouraged biosolids as a soil amendment to reclaim degraded minelands and invited federal agencies to develop biosolid pilot projects. In response, BLM enlisted the help of American Resources Corp. (ARC) and the University of Nevada, Las Vegas for a pilot study at ARC'S' Butcher Boy Mine near Wadsworth, NR. Although biosolids have been used in mine land reclamation in the eastern United States for 20 years, before this pilot study, none had been used on public lands in the arid Great Basin. Land application of biosolids improves soil conditions by improving nutrient uptake, increasing water retention, permitting easier root penetration and enhancing soil fertility. Biosolids increase ecosystem productivity and can lead to significant improvements in the structure and diversity of plant and animal communities. Thus, land application of biosolids promotes biodiversity.

This is the 3rd Paper in a series by this author, the first two being published at the two previous International Conferences. Since the Aachen Conference, Rio Tinto has carried out an extensive benchmarking exercise to see how we are positioned with respect to other leading companies (in our sector and other sectors of major economic importance). We need to be sure that Rio Tinto is at the forefront of best practises in Sustainable Development (SD) and is using the most effective tools and methods. This paper will present key findings from this work. Rio Tinto Minerals, working as representatives of IMA-Europe was a leading contributor to the European Commission DG Enterprise Voluntary Reporting Scheme for SD Indicators in the Non-Energy Extractive Industry. In Rio Tinto Minerals we have been using these SDIs in the management of our business and the paper will report on how they contribute to the management of our business and the paper will report on how they contribute to business value in: deepening customer relationships, eco-efficiency of operations, land use planning and permitting for new and expanding facilities, community relations, policy engagement with government authorities and strengthening the bond between the company and employees. We continue to support the Voluntary SDI Reporting Scheme, considering it to be important in the expanding EU and as a model for other regions globally. For example we have ore suppliers in developing countries and we use these SDIs in assisting them to better their performance, for we have an obligation to use our influence for continuous improvement. The paper will describe this work. Over the last 12 months our company has created a new Industrial Minerals unit called Rio Tinto Minerals which brings together all the borates, talc and salt operations, R&D, marketing, sales and customer care worldwide. Introduction The gold rush to the Canadian Klondike and then to the Alaskan gold camps is legend to Americans. The early years of the century also saw flourishing hard rock mining at the famous Treadwell and Alaska Juneau gold mines and the bonanza Kennecott copper mine. Over the last two decades, rich discoveries of copper, cobalt, zinc, lead, molybdenum, tin, and silver have furthered Alaska's reputation as a storehouse of US minerals. Alaska may also contain large commercial deposits of chromite, platinum, and nickel. Yet in 1984, with the exception of the Usibelli coal mine and several hundred small placer gold mines, Alaska's mineral potential remains largely undeveloped. Uncertain 70s The 1970s were years of uncertainty for the mining industry in Alaska. The discovery in 1968 of a huge reservoir of oil and natural gas in Prudhoe Bay brought the land claims of Alaska's natives to national attention and focused interest in Alaska's resource wealth. The Alaska Native Claims Settlement Act of 1971 (ANSCA) created the regional native corporations and granted them selection rights to some 178 000 km2 (44 million acres) of Alaska's 1.5 Gin' (375 million acres) - about 12% of the state's land area. The native land selection process would take years. During this time, the status of much of Alaska's land was in question. Additionally, section d(2) of ANSCA provided for the conversion of an undetermined amount of federal lands into conservation units. These consist of parks, scenic rivers, national monuments, and wildlife refuges. The debate over the d(2) lands was long and acrimonious. National conservation groups lobbied to include as much acreage as possible within restrictive classifications, regardless of its mineral or energy potential. The process was polarized into a preservation-versus-development struggle. To many Alaskans, what was at stake was the ability to develop a viable independent economy, rather than an ongoing role as economic wards of the federal government. The adsorption of oleate at the surface of a fluorite single-crystal internal reflection element has been investigated using Fourier transform infra-red/internal reflection spectroscopy (FTIR/IRS). The application of this innovative experimental technique has added a new dimension to the investigation and understanding of collector adsorption phenomena. It is now possible, for the first time, to measure in-situ and in real time the adsorption density and bonding nature of collector species adsorbed at mineral surfaces. In this regard, oleate adsorption densities were calculated from spectral data, and the equilibrium adsorption isotherms were found to agree quite well with other adsorption isotherms reported in the literature. At low equilibrium oleate concentrations(<10-5 M), monolayer-type cover-age was observed in the chemisorbed region. It was found that in this region the adsorption density increases with an increase in temperature, which sup-ports experimental results from previous ex-situ FTIR studies and thermochemical studies in which it was shown that the chemisorption reaction was endothermic. At higher equilibrium oleate concentrations (>10-5 M), the adsorption density increases dramatically at the point of surface precipitation. The oleate adsorbed in the chemisorbed region has a distinctly different spectrum than the oleate adsorbed in the surface precipitation region of the adsorption isotherm. In the chemisorbed region, the oleate appears to be mono-coordinated at the fluorite surface.

Investment in the mining industry has increased substantially throughout the world in recent years. So have acquisitions, divestitures, and financial restructurings. The return of outside investors to the industry is welcomed. The trend toward stockholder litigation is not so welcomed. Both have provided the impetus for commissioning outside professional due diligence studies of potential minerals transactions. For a number of reasons, some unique to the industry, evaluation of mining investments is a challenging task for the investor. Investments in exploration prospects and undeveloped properties have a high speculative content. Buyers pay for uncertain future prospects. Alternatively, most developed mining investments are large and long-lived and cannot easily be modified during that life. Even so, to be successful, they must compete in an environment in which their reserves - the source of their profits - are often imperfectly known. And markets, competition, technology, and politics are among the many continually changing factors that affect investment performance. Minerals investment evaluation is further complicated because each minerals investment has its own singular combination of risks and opportunities. Each ore type and each ore body presents different problems in reserve evaluation, mining, and extraction. Each minesite has its own often unique combination of mine, infrastructure, political, environmental, and other risks. And the key requirements for commercial success differ substantially among various minerals.

The Tunnel and Reservoir Plan (TARP) is the largest tunneling program in the history of the metropolitan Chicago area (Figure 1). Between September 1976 and September 1977, rock tunnel contracts having an estimated cost of approximately $420 million will be advertised. During the past six months, the Metropolitan Sanitary District of Greater Chicago (MSDGC) has awarded contracts for 16.5 miles of rock tunnels in diam of from 9 ft to 30 ft having a total bid price of $120,261,750. RECENT CONTRACT AWARDS Addison-Wilmette Tunnel $63,140,480 Upper Des Plaines #20 Tunnel 35,749,664 Upper Des Plaines #21 Tunnel 21,371,607 Addison-Wilmette Tunnel The first contract was advertised in September 1975. This contract, described as the Addison-Wilmette Tunnel, runs from Wilmette Harbor at Lake Michigan under the North Shore Channel to Addison Street in the City of Chicago, a distance of 10 miles. The contract calls for constructing approximately 27,750 linear ft of 30 ft ID and 24,020 linear ft of 22 ft ID unlined rock tunnels, excavation of two construction shafts, and the excavation of 32 drop shafts of various diam. Two hundred ninety-three companies were notified of this contract being advertised, 70 companies took out contract specifications and 3 companies ultimately submitted bids. The studies reported on in this paper were initiated to draw attention to the severe contamination problem in the Section 30 drilling program at Chimney Creek. The lithologic-subset sampling study reached a different conclusion from that presented in your paper, and I wish to comment on your subsequent analysis of the data and your conclusions. Request for more complete data In the section on subsampling, you mention that the subordinate lithologies were separated and sampled, yet only the dominant-lithology gold value is plotted in Fig. 4. In a contamination study, the reader is interested in the assay values for the individual subsets. Please include a table of the subsample assay data in your reply. Also, please indicate which analytical methods were used to arrive at the gold values in the subsampling study. Turning barren rock into low-grade ore Figure 5 is very revealing and typical of all of the cross sections in Section 30. Note the long strings of low-grade mineralization spread out for hundreds of feet below the ore zones. There were some very high gold values found in certain contaminated fractions during the subset sampling. The conclusion, here, was that the distinctive, strongly-mineralized dolomite layer was probably loose and crumbly and continued to disintegrate during drilling. This caused salting of the unmineralized rock samples below.

In order to reduce the resistance of hard rocks to excavation by the available cutters, and in order to reduce the wear of the cutters and thus to increase the efficiency of the conventional tunneling machines and to improve their rate of advance in hard rocks, surface active agents have been studied in the controlled laboratory environments and have been experimented with in the field of actual tunneling operations. The laboratory study utilized a notched beam test to measure the effectiveness of 30 different surface active agents on the amount of surface energy required to cause stable fracture in the rock specimens. In addition to the type of rocks, geometry of the specimens, type of surface active agents, the effects of environmental factors such as temperature and degree of saturations were studied. The principle mechanism responsible for weakening of rocks in the presence of surface active agents was believed to be that of stress activated corrosion. The application of surfactants in the laboratory resulted in a reduction of up to 50% in rock strength, while limited experiments in the field have shown a 10 to 20% increase in the rate of advance. Substantial efforts both in the laboratory and in the field are needed to fully understand the mechanism involved and to utilize the effectiveness of surfactants as weakening agents for hard rocks.

As the gold mining industry matured through the 1980' s, and into the 1990's, the development of refractory gold orebodies has become more prevalent. Newmont Mining Corporation developed and commercialized flash chlorination for the treatment of carbonaceous preg robbing ores; Homestake Mining Company developed and commercialized the industry's first application of autoclaves. Barrick installed the world's largest autoclaves on whole ore treatment a few years later. Dry grinding and roasting followed at Placer Dome's Cortez, Freeport -Independence and Newmont's Carlin operations. Today, numerous papers are presented on research efforts worldwide which address treatment of refractory gold ores by bioxidation, roasting, autoclaving, alternative lixiviant treat­ment and other novel process ideas. The overall objectives are to develop economic processes for difficult refractory ores where no process exists or conventional practice is cost prohibitive. Successful research can lead to lower operating costs, increased profits, and increased ore reserves. One such research effort directed by E I DuPont de Nemours and Company, Advanced Mining Technologies, was focused on gold ores which were refractory in nature due to the cyanide soluble copper content. Approximately five years of research effort culminated in a patented process (U.S. Patent 5,411,575)1 and the formation of a new joint venture company, AuGMENT Technologies, in 1995 with Newmont Mining Corporation. Today significant progress has been made in moving the laboratory scale tests to commercialization.

The operation of an activated charcoal system has five separate unit operations. These unit operations have common points for CIP, CIL and CIS system, which vary widely in application. a. Absorption b. Desorption (Stripping) c. Acid Washing d. Reactivation e. Carbon Handling ( carbon transportation, sizing, de­watering, etc.) Cost optimization starts with the basic operating parameters (design philosophy) set down at the time of engineering design. This parameters undergo almost immediate change due to site specific ore requirements, throughput changes, operator requirements or reagent availability. Activated charcoal is sometimes viewed as simple, uncomplicated reagent that requires not optimization. To some extent, this statement is true, but under most circumstances, if the time necessary to optimize the use of activated charcoal is available, the effort is rewarded with significant savings. CPL-Carbon Link has embarked upon a program of supplying technical support with its activated charcoal. Several operation in the United States have under taken to have CPL-Carbon Link do an operational survey to determine if potential savings are possible. CPL-Carbon Link has offered to do these surveys for projects that are clients or simply would like to have CPL-Carbon Link review their operation. The information accumulated by CPL-Carbon Link is being used to attempt to fashion industry standards so that a common reference point came be establish for activated charcoal usage.

Cyprus Miami Mining Corp. has a history of overcoming adversity through innovation and adaptation to changing conditions. Requirements to remain profitable in the 1990s include a combination of advanced technology, employee involvement and training, attention to customer satisfaction, environmental awareness and quality management. The Miami property is located in the Globe-Miami area of Arizona, 130 km (80 miles) east of Phoenix and 160 km (100 miles) north of Tucson. The complex is located in a high desert environ¬ment at an elevation of 1065 m (3500 ft). The region receives about 480 mm (19 in.) of precipitation annually. History Mineralization at the Miami property was first discovered in the 1880s, which led to underground mining of copper by the 1890s. In 1911, the Inspiration Consolidated Copper Co. was formed by combining the Inspiration and Live Oak Mines. Full-scale production began in 1915. Block caving methods were used at both mines. Open-pit mining commenced in 1948. Underground mining had ceased by 1954, and all production was obtained from surface operations. Innovation has been the key to Miami&apos;s success. Development of sulfide flotation and the ferric cure process for vat leaching were advanced at Miami. In situ leaching of oxide material, remaining after block caving had removed the sulfide ore, was also used.

The scope of work for the fast track construction of the Weeks Island Replacement Facility, Weeks Island, Louisiana included the design and construction of two salt mines. Mine #1 - An interim underground mining level consisting of a 975 m (3200 ft) incline and 3520 m of 5.5 m x 7.3 m (11560 ft of 18 ft x 24 ft) drill and blast excavation; raise boring; core drilling; roadheader excavation; complete bulk material handling facilities utilizing an existing production shaft. Mine #2 - Simultaneous with the interim mine construction a new one million ton per year underground salt mine was constructed consisting of: two 5.5 m diameter x 381 m (18 ft diameter x 1250 ft) deep shafts; 76450 cu m (100,000 cu yd) of drill and blast bottom excavation; surface and undergound bulk material handling systems (conveyors, skip loaders, shaft equipment, hoisting); ground freezing for water control for both the production and service shafts; the design of the first underground doublewall slipform installation of a dynamic bitumen shaft lining system; the emergency grouting of both the existing production shaft and the interim mining level in the salt dome; 227 mt x 64 m (250 ton x 210 ft) high structural steel production headframe; 2.2 MW (3000 hp) double drum mine hoist; service shaft headframe; and service buildings.

At Sifto Canada&apos;s Goderich salt mine near Goderich, Ontario, the stress control method of mining was introduced to overcome increasing roof failure problems. After successful testing, the conventional room-and-pillar mining method was converted entirely to the stress control method. This conversion has successfully stabilized the ground, increasing the extracton ratio from 38% to 50%. At the same time, it reduced the ground control and rehabilitation cost by more than 80%. The success of the conversion is due to the quantitative technique of mine analysis that was developed to ensure that the conversion was safe and reliable. A finite element model of the ground was constructed to predict and validate the safety of the stress controlled mine opening. A system of in situ stress-property measurement instruments was developed to obtain input data for the computer model as well as to evaluate its output quantitatively with regard to time and location. History of roof problems Severe roof safety problems have been encountered at Goderich Mine since it opened in 1959. These problems continued into the 1980s. Following excavation, the roof strata started to deteriorate by slabbing. Even after roof rehabilitation, deterioration continued to progressively higher roof elevations, requiring repeated rehabilitation. The operational impact of these roof failures was severe, ranging from a considerable safety hazard to major production interruptions.

The results of an experimental and theoretical research study into the spatial and temporal behavior of dust in mine airways is summarized in the paper. Experiments were performed in mine airways under both controlled and normal operating conditions. The controlled experiments included the documentation of the concentration and deposition patterns for two types of dust under three different velocities. Real-time dust concentration data were obtained using Real-time Aerosol Monitors (RAM-I) to determine the dispersion coefficient in a mine airway. On the theoretical front, a convection-diffusion model of the dust flow phenomenon in mine airways was developed considering dominant mechanisms affecting dust transport and deposition in mine airways. Mechanisms modeled include turbulent and gravitational deposition, coagulation, and dispersion.

Differential settlement on reclaimed land presents a particular problem when the land is to be used for row crops. The poorly drained depressions caused by differential settlement restrict crop yield resulting in additional costs to alleviate the problem. Potentially more serious is the threat of failing to meet target yields due to settlement: related reductions. Because the mechanism by which the problem occurs is not well understood, a physical model study was conducted to investigate the importance of several factors. Although the importance of such factors as the relative amounts of rock and unconsolidated overburden in the undisturbed condition and the size distribution of rock fragments were considered, the analysis concentrated on the causes of settlement in the reconstructed soil layer above the rock spoil.

Bioleach testing and piloting was conducted on refractory gold sulphide concentrate from Austin Gold Venture in Nevada during 1988. The objective of the test programme was to determine the technical and commercial viability of bioleaching as a concentrate pretreatment step prior to gold extraction by cyanidation as an alternative to shipping concentrate to the smelter. Baseline CIL cyanidation typically resulted in < 20% gold extraction from the Austin concentrate. Bioleaching enhanced gold extraction up to 95% using conventional CIL techniques. This paper summarizes the bioleach test programme and results, including pilot plant studies onsite, and describes aspects of the commercial design for a possible retrofit of the Austin flotation tailings leach circuit to accommodate 20 tpd and 40 tpd capacity concentrate bioleach facilities.
