Current conditions in the gold market demand that mine and plant operators make budgeted production targets at the lowest possible unit costs. For those companies bringing new gold pro­duction capacity on-line, achieving budgeted production levels as quickly as possible after start-up is vitally important to mini­mize unit costs and to begin a positive cash flow. Whether the objective is to simply improve unit costs or successfully start-up a new, complex plant, success will be strongly influenced by the skill levels of the operators and supervisors. The only way to assure return on plant investment, and to survive during depressed metal prices, is to ensure that plant operators have the knowledge to effectively run the plant. Technology available in computer-based, multimedia training systems, including: inter­active animation, videos, voice-overs, schematics, and text can now be used to train operators at their own pace using plant-spe­cific information. Additionally, it has been shown that learning through multimedia provides a higher degree of long term reten­tion than more traditional learning methods.

I commend the authors on examining an interesting method of shaft lining and attempting to improve safety in a dangerous environment by remotely installing the shaft lining. It is important, though, to not trade off shaft lining safety for long-term mine safety by lining an intake shaft with combustible material. In many operations, the mine utilities are installed next to the lining of the intake shaft, supplying a possible ignition source if damaged or overloaded. Although the polyurethane studied in the paper is of relatively high density, no mention is made of the flame retardency of the samples. When exposed to heat, small amounts of polyure¬thane will melt and bum but are extinguished when the heat source is removed. If large surface areas of combustible polyurethane - a tunnel or mine shaft - are exposed to ignition heat sources that are not removed or extinguished early, an uncontrollable, fuel rich fire may result with high carbon monoxide levels, low oxygen concentrations, and greatly increased burning rates that can have devastating effects on the ventilation system and miners' safety.

In the paper presented by F.W. Brackebusch on the “Basics of paste backfill systems,” paste fill was presented as a backfill process that offers many advantages over other alternatives such as hydraulic fill and rockfill. It was observed, however, that the mechanics of paste-fill transportation in pipelines is not fully understood and that the success of its implementation in practice depends on the precise control of the proportions of fines, aggregates and water in the mixture. The author emphasized the necessity for laboratory and full-scale testing to determine the suitability of a material to be used as paste fill. Although experimental testing is definitely an important operation in the design of a reliable paste fill, advances in the understanding of the fundamental laws that govern paste flow in pipelines are equally relevant. Ideally, the results of such efforts would provide predictive models for the rheology of the paste and the corresponding pumping-energy requirements. In an attempt to achieve this objective, an ongoing research program has been active at McGill University’s Department of Mining and Metallurgical Engineering.

In July 1986, the United Mine Workers of America (UMWA) asked Secretary of Labor William Brock to form an advisory committee to advise the Mine Safety and Health Administration (MSHA) on rules and regulations concerning the use of diesel powered equipment in underground coal mines. The request was made under the Mine Health and Safety Acts of 1969 and 1977. The union's principal concern was with the chronic and acute health effects of breathing diesel exhaust. In July 1988, the advisory committee recommended that MSHA promulgate a variety of health and safety regulations. It also concluded that diesel particulate matter should be considered carcinogenic (MSHA, 1988). Now, seven years later, there are nearly twice as many pieces of diesel powered equipment in underground coal mines. MSHA, however, has not promulgated a single regulation to govern the use of this equipment. MSHA must fulfill its public responsibility to protect the health of miners. Regulations that take account of the considerable body of knowledge concerning these health effects must be a top priority of the incoming assistant secretary of labor for MSHA.

Advancements in tunneling technology and underground construction, plus rapidly rising costs of land, and a higher priority being placed on urban esthetics, make tunnels a more attractive option for certain portions of the highway construction program. Recent emphasis placed on fuel conservation reinforces the need for tunnels as a means of shortcutting circuitous routings designed to avoid potentially undesirable environmental impacts on any given area. Larger and more complex tunnels which have been constructed in recent years attest to this greater interest. More than 100 major highway tunnels are in operation in the United States. Highway tunnels commonly have much higher initial cost compared to surface routes. Where extensive cut and cover is involved, temporary disruption of the surface area may prove costly. In exchange for these costs, certain environmental advantages result. The purpose of this paper is to discuss some of the environmental advantages of highway tunnels and some of the unsolved problems related to obtaining maximum use of highway tunnels and research underway to help solve these problems.

The Yindaruqin Irrigation Project is designed to irrigate 57,000 ha of land in the central part of Gansu Province of People's Republic of China. Water for the Project will be diverted through an 87 Km long feeder canal which will convey 36 cubic meters per second from an intake on the Datong River. (Fig. 1) The feeder canal consists of approximately 10 Km of open channels, 75 Km of tunnels and 2 Km of siphons and aqueducts. This is the biggest self-flowing irrigation water control project in the Northwest of China and it is among the most interesting projects in China for the geological and environmental conditions. Nearly half of the investment in the Project is a World Bank Loan and contractors were chosen by means of international bidding. The Italian Company, CMC Ravenna, succeeded in answering the bidding for the construction of tunnels 30A and 38, perhaps the most difficult in the Project, submitting a TBM alternative to the conforming drill and blast contract recommendation.

Mining is a business and, therefore, is expected to make profit for its investors, like any other business. It is a risky business which requires the expertise of professionals from several disciplines to make it successful in the finding, evaluation and development of a new mining venture. Many of the same disciplines, as well as experts in some other fields are required to operate the facilities once they are built. To manage all this, wide-ranging, versatile and sharp managerial skills are required. On the U.S. domestic front, the most important management issues requiring attention today and tomorrow are the increasing unwarranted attacks by anti-mining groups and legislators on the industry and aided by an unchallenged, but widespread, public view that mining is not necessary and damages the environment. Higher costs to mine and process deeper and more refractory ores are also of great concern. More and more attention is being focused, therefore, on overseas projects under the belief that undeveloped countries will recognize the economic value of mineral production and that lower costs can be achieved.

On longwall coal faces in some Japanese coal mines more than half of the air coming from the intake gate road flows into the caved goaf and the air heated by the hot waste rocks in the goaf comes out through the latter half of the face. This still constitutes a major heat problem in spite of the introduction of gate and face air coolers. Therefore, in order to establish effective measures to improve the environ- mental conditions, it is essential to obtain information pertaining to the air flow pattern on the face as affected by the goaf conditions and the air flow regulating measures taken at the intake side of the face. Experiments for this purpose were carried out using a coal face model. The model was reduced to a scale of 1110th of the real face measuring 100 m long and 2.2 m high, equipped with self-advancing supports. The model design was also conceived to accomodate eventual modifications of the space of the caved goaf as imposed by the actual conditions.

Coal extraction by continuous miners (CM) is currently the most common underground method in the US industry and accounts for slightly more than two-thirds of the nation's deep mining production (National Coal Association, 1987). Even if longwall mining should become more commonplace, it can proceed only after ventilation and access entries have been driven by CMs. Since an area of concern continues to be the effects of the dust generated on the health of mineworkers, this paper discusses the relationship between the elemental compositon of mining-generated airborne dust sampled from the immediate ventilation return of a CM and laboratory-generated dust derived from channel samples taken from the mines. There are several potential contributions of this type of study to the coal mining industry. First, after more fundamental knowledge of the causes of Coal Worker's Pneumoconiosis (CWP) is learned, the laboratory-generated respirable dust could be used to identify a potentially hazardous coal seam. Also, this study could possibly aid in understanding the fundamental causes of CWP by producing mining-simulated samples of coal dust that could be used in epidemiological studies. Further. assuming that there is no difference in the elemental composition of a drill-core sample and a channel sample from the same location, a mining company could predict anew mine's respirable dust elemental composition in the immediate ventilation return by using exploratory drill core samples of the roof, coal, and floor rock to prepare the laboratory dust. Ventilation engineers could then use engineering design and control measures during premine planning to reduce the incidence and severity of CWP by better ventilating the potentially hazardous coal seam. If this proper planning prevented any future changes to the ventilation equipment and mine design. much time and money could be saved. Scope of work To investigate the variability of the chemical characteris tics of respirable dust, airborne dust samples from eight underground coal mines located in the eastern and midwestern United States were collected with eight-stage Sierra Model 298 Marple cascade impactors, as well as 25 channel samples of mined material. Each channel sample was removed from the middle of the coal face before mining occurred. Sampling of the mining-generated dust was conducted by Lee (1986) by sampling the entire working sections, primarily for characterization purposes, to obtain information on the locational variability of dust characteristics. Research performed for this study used the elemental analyses of the mining-generated dusts he sampled in the immediate ventilation returns of CMs. The procedure that was used to produce the laboratory generated respirable dust was based on the Hardgrove grindability test since it reflects the pulverizing characteristics of coal. This test was chosen for several additional reasons. First, it is repeatable and reproducible. A consistent amount of input energy is used as well as a specified size range of feed material to be crushed (the channel samples). Second, it is thought to generate secondary dust in a way similar to that of the crushing and grinding of the coal and rock as they pass through the arc-shaped cutting path of the CM's cutter head. The potential effect on dust generation by this secondary grinding mechanism may be at least as much as that produced by primary fragmentation, which is dust produced by the cutting action of the bit against the coal or rock (Roepke. 1984). Finally, the Hardgrove grindability test is well known and is used in the coal industry to guide mineral processing engineers in estimating the capacity of mills used to grind coal. One hypothesis of dust researchers in the Generic Technology Center for Respirable Dust is that the elemental as well as the physical characteristics of coal mine dust will make a difference in the incidence and severity of CWP. Coal mine dust is generated not only from coal, but also from any rock partings contained within the seam or any roof or floor material mined with the coal. Thus, coal mine dust may not have the same elemental characteristics as the coal being mined. Given that hypothesis, mixtures proportional to each thick¬ness mined of roof, coal, and floor rock derived from the channel samples of the face areas from which the respirable dusts were generated by the CMs were used to produce the feed material that was pulverized in the Hardgrove machine.

Two years ago, about the only US mining ventures that could turn even marginal profits were precious metals. In 1986, the price of gold dramatically increased, as did earnings from precious metals, mostly gold mines. First quarter results for 1987 show that gold will again be the most profitable type of mining in the US. All this money being made in gold resulted in many new mines being opened and hundreds of old workings being re-evaluated. The Society of Mining Engineers has put together a technical program to aid in developing precious metals mines. Problems facing the small miner The small miner has found and started most of the productive mines in the world, says Alfred G. Hoyl, of Coal Fuels Corp., Rollinsville, CO. Hoyl will state his case for small mines development in the opening session of the program. He will make the point that government regulations must never restrict the small mine or miner. And the mining industry must be careful not to crowd out the independent miner. "To restrict small mining is to say to our young men and women entering the mineral industry `There is no place for you as an independent.' Small is a relative term and we must never feel that starting small will restrict our possibilities of becoming big." In the same session, David J. Starbuck, Starbuck Minerals Management, Mayer, AZ will take a look at why smaller precious metals mines are profitable. Mining companies have changed their perspective on reworking previously mined properties. They are looking at abandoned properties in older mining districts. The attitude is that smaller operations in these districts can be profitable with the present economic climate, more advanced technology, and better management. Small, independent mining companies may not have the same resources to draw from as the majors. But there are affordable technologies available that fit into the independents' budget. Betty Gibbs, of Gibbs Associates, Boulder, Co will explain how a personal computer can help a small operation to analyze data more effectively and respond quickly to changing conditions. Scenarios will be developed that will describe how PCs can be incorporated into all phases of an operation. Financial institutions are becoming more willing to consider venture capital for small precious metals mines, according to Stanley Dempsey, Denver Mining Finance Co., Denver, CO. This may be in the form of equity or debt, he says, but they want to receive assurances of the quality of the resource. And they will ask about the ore reserves. Next, the potential lender will want to know about the mining method and en¬vironmental regulations. Dempsey will discuss these requirements. Once a high grade gold mineralization is located and reserves proven, it must be evaluated to determine which recovery process is best suited for this deposit. Robert Martinez, Amselco Minerals, Ely, NV will evaluate processes for such a deposit located in Mexico. Heap leaching, vat leaching, and a carbon-in-pulp circuit are all viable options, he says. He will explain which recovery process proved to be the most economic. Other papers in the introductory session include How to Best Use Consulting Firms to Accelerate the Development Process, by H. Introduction Responding to Congressional inquiries regarding the purchase of a number of major domestic mining and metals companies by foreign firms, the US Bureau of Mines examined trends in foreign direct investment in the US. mining and mineral processing industries1. "Foreign Direct Investment in the US Minerals Industry" analyzes the extent of foreign investment in several major mineral commodity industries. It identified the countries of origin of foreign investment in US mineral assets. The study also described several reasons for the growth of foreign investment in US minerals and discussed some potential implications of this activity. Foreign investment trends in the economy and minerals For the economy as a whole, between 1977 and 1985 the number of US affiliates of foreign investors more than doubled - from 4046 to 9824 - as did employment at these affiliates - from 1.2 million workers to 2.9 million (Table 1)2. During this same time period, the total value of assets of all US affiliates throughout the economy rose from $239 billion to $736 billion (1985 constant dollars). In the domestic minerals industry, foreign investment also grew substantially during that same time as the number of US minerals-related affiliates increased by 74% - from 125 to 217 - between 1977 and 19853. During the same period, employment at all foreign-owned affiliate mineral operations in this country increased by 78% and totaled 198,000 workers at the end of 1985. Parallelling the growth in the number of and employment at foreign-owned US mineral and metal operations, the total value of US mineral assets owned by foreign firms (or individuals) has nearly doubled since 1977 and amounted to $30.9 billion at the end of 1985. The rate of increase in foreign investment in US mineral assets was slightly higher in the metals industries than in the nonmetallic groups. Foreign investment more prevalent in minerals Perhaps a more useful way of evaluating the growth in foreign investment is to analyze growth in the "intensity" of foreign investment - the proportion of total US industry assets held by foreign investors. Although insufficient data on total industry assets prevented the development of such a measure, employment data provide an indication of relative differences in the intensity of foreign investment among the mineral industries and other industries. For example, as noted in Fig. 1, the 198,000 minerals industry workers employed at US-affiliate companies in 1985 represented 12.7% of total employment in this sector of the economy. In comparison, for the mining and manufacturing sectors of the economy as a whole, 7.8% of all workers were employed at US-affiliate firms in 1985. For the total economy, 2.7% of the entire civilian employed workforce worked at US-affiliate firms that year. Using employment as an indicator, foreign investment has been more prevalent in the minerals industry than in most other industries. About one worker in eight in the minerals sector was employed at a US-affiliate firm in 1985. Gold chlorination which will be presented in this paper is limited entirely to the use of gaseous chlorine in a fluidized bed reactor at elevated temperatures in the absence of aqueous water. The only water used in this process is that which is used in scrubbing the effluents. Low temperatures are defined as those below 500°C. All experimentation for this paper was carried out on a laboratory scale, with all calculations extrapolated frpm this. Some of the data is drawn from work with other projects which have been operated at pilot and larger scale.

The use of carbon for the recovery of the gold dissolved in cyanide leaching began with a pilot unit at Barberton in 1977. This was quickly followed by larger scale plants at Modderfontein (1978), President Brand (calcine 1980), Western Areas (filter tails 1980) and Beisa (primary ore 1981) and has grown to become the preferred process. There are currently 34 operations that use the carbon in pulp/leach process which accounts for 35 percent of South Africa's gold production. The size of individual plant varies over a wide range.

Intensive co-operation between mining industry and mining machine manufacturers during an eight year program Intelligent Mine™ led to a new concept for applying automation technology in mining to improve the productivity and safety of mines. 'The results of the program are now implemented in several mines in Finland and with similar ideas as well elsewhere in the world. The degree of optimal automation of an intelligent mine depends on several technical and economical factors. The basic precondition for the approach is a clear improvement in total economy of the mine.

On account of geological characteristics, Brazil is a country of large deposits of high quality kaolin, with the larger ones being located in its northern region. In the last years, kaolin beneficiation and production area is receiving great investments, aiming at a high quality kaolin production to be used in the paper industry, mainly intended for the foreign market. After the conclusion of expan- sion programs and with the advent of new production areas, Brazil is very soon expected to come in second place in the kaolin world production ranking.

The Golden Sunlight Underground Mine located near Whitehall, Montana was portalled from the bottom of the existing Golden Sunlight Pit in July 2002. Gold was mined by sublevel stoping in the larger ore zones and longhole back stoping in the narrower ore zones. The stopes varied from 30 feet to 100 feet in width, extended up to 200 feet in height, and were completely unsupported. Underground production averaged 1,500 tons per day with a staff of35 people. The mine operated with a break-even cut-off grade of0.080 ounces per ton.

The use of clay granules as carriers for pesticides dates from the early 1940's and by the present day represents a business conservatively estimated at between 200 - 300 thousand tons / year in the U.S. alone. Aside from economic and specific target pest efficacy advantages, the use of clay granules as pesticide carriers also delivers a number of environmental benefits which will be reviewed. Topics to be discussed will include: 1) drift control (versus liquid sprays), 2) mobility (in the environment), 3) worker safety, and 4) transportation (spill) safety.

Aqueous pressure oxidation at low temperature, although desirable from a process engineering and operations point of view, presents unique problems when temperatures approach 160°C (320°F). In developing the pressure oxidation process for the Lone Tree Mine, elemental sulfur formation and agglomeration with pyrite proved to be a problem. This paper discusses some of the unique mineralogical and chemical characteristics of the Lone Tree sulfide deposit that make it amenable to low temperature pressure oxidation. Problems encountered during pilot plant operation and their solutions are also discussed.

Some of you will recall from the last Randol conference held in Cairns, Australia in April 1991 that I shot my mouth off when I declared that I believe that these conferences are covering only a small slice of the overall mining industry pie because the major emphasis is on ore processing. The attendees at these conferences to date have been composed principally of metallurgists, which naturally leads to a preponderance of papers on this important feature, but it is only one of the areas of the mining business.

The New Celebration Gold Mine is located 32 km south of the regional mining centre of Kalgoorlie. The current mill throughput is 1.7 million tonnes per annum with a gold production of around 120,000 ounces per year. The main source of ore for the mill comes from the Hampton Boulder and Pernatty pits. Over the last two years the oxide reserves from these pits have been depleted and the harder primary sulphide ores are now being processed. This change has led to a decrease in cyanide extractable gold.
