New regulations have focused attention on the potential environmental impacts of industry, particularly the handling of wastes. Modifications are currently being proposed to the Bevill Amendment. And development is ongoing of Resource Conservation and Recovery Act (RCRA) Subtitle D regulations specific to mining wastes. The result is a growing concern on the part of lenders, developers, buyers and owners regarding acquisition and ownership of mining properties. The use of personal computers (PCs) is increasing in underground construction applications, specifically, for estimating, record keeping, construction performance analysis, project cost reporting, and the effective application of construction experience for estimating and aggressive bidding. Applications particularly suited to the PC are analyses of construction performance and differing site condition claims. The advantages of using a PC in the analysis of differing site conditions claims is that the PC: requires quantitative and factual data, allows vast data manipulations, calculations, and sorting, and provides a simple graphic representation of complex data and issues. The restrictions imposed by a PC are conducive to the focus on essential facts, issues, quantitative analyses, and inherently, the truth. As computer thinking is established, a clearer, more precise and accurate focus on the elements of a differing site condition is essential for successful evaluation and presentation.

No group has been harder hit by the problems confronting the coal mining industry than small, independent surface mine operators in the eastern US. Burdened by costly government regulations, major capital shortages, declining productivity, high unemployment, and idle and closed mines, many in the industry think the breed will not be able to survive much longer. But there are a few sole owners fighting to remain independent-and succeeding. John Wagner is running a coal stripping operation in northwest Pennsylvania on a unique blend of aggressive management and marketing, support from a team of blue-chip professionals, and some unusual tactics. Though Wagner's approach is hardly an across-the-board formula for survival-he is currently reorganizing under Chapter 11 of the Bankruptcy Reform Act-a look at his operation helps illustrate some of the unique problems confronting eastern surface miners.

The Pittsburgh Safety and Health Technology Center of the Mine Safety and Health Administration (MSHA) has developed the Mine Emergency Responsiveness Development (MERD) program to improve the reaction and re¬sponse of mine personnel in mine emergency situations. The MERD program simulates problems that may occur in underground mine fires and explosions or surface mine accidents. Since its inception in 1982, the MERD program has been presented to MSHA, industry, labor and state government personnel. This versatile program is easily adapted to suit various training requirements. In 1992, a Mine Simulation Laboratory was built at the Natinal Mine Health and Safety Academy, Beckley, WV, to improve training for mine emergencies and prevention and fighting of mine fires. This facility is capability of simulating a coal mine and metal-non-metal mine for training purposes. It has been included in the MERD program to provide realistic and practical training for mine rescue teams and MERD partici¬pants in advanced mine emergency operations. The objectives of the MERD program are to improve the organizational and management skills of the participants in a rescue and recovery operation and provide a better understanding of the importance that various roles have on the overall organization and the importance of their interaction. The MERD program is not intended to provide the participants with all of the abilities and knowledge required to respond effectively to a mine emergency. Rather, it is intended to give the participant an opportunity to experience the emotions, frustrations and successes of a mine emergency without having to actually be involved in one. The participants are expected to return to their regular jobs with a greater appreciation of the environment in which emergency operations take place. Experience in mine emergencies is extremely limited in the industry today. The participants are encouraged to use the knowledge gained during a MERD program to develop or enhance a mine emergency plan suitable to their needs.

INTRODUCTION Shaft sinking represents a relatively small proportion of the activities involved in mine development. Because of this limited utilization, shaft sinking has been one of the most difficult functions to mechanize. Although shaft machines (muckers) were introduced more than 30 years ago, the first machines were low-capacity units, and machines of this type did not gain wide acceptance by the mining industry until the late 1950s. However, the increasing depth of underground mines and the es¬calating costs of labor have increased the benefits obtain¬able from high-speed shaft sinking. The result has been a growing need for high-capacity shaft machines. Most of the machines available at the present time have been developed by modifying existing equipment to increase the payload capacity and performance. AVAILABLE SHAFT MACHINES In general, shaft machines may be classified accord¬ing to the types of digging mechanisms and the mecha¬nisms of operation. The available digging mechanisms include clamshells, cactus grabs, front-end buckets, and backhoes. The mechanisms of operation can be classified as either pneumatic or hydraulic. Selection Criteria For efficient operation, the primary consideration in selecting a shaft machine is its capacity. The minimum capacity of the machine should match the capacity of the hoisting system at the ultimate depth of the shaft. In many cases, two machines may be needed to obtain a sufficient mucking capacity. The shaft dimensions and configuration often dictate the type of machine that may be utilized; for example, an overshot loader does not work well in a circular shaft that has a diameter of less than 5.5 m (18 ft). Similarly, a single Cryderman mucker is not suitable for a large-diameter shaft, nor is it applicable where very high sinking buckets are to be used. Other factors for consideration include the degree of material fragmentation, the abrasiveness of the rock, and the amount of ground water that is inter¬sected. Machine Descriptions Riddell Mucker: The Riddell mucker, illustrated in Fig. 1, was first introduced in 1948. This is one of the most common shaft machines in the medium-capacity range. The Riddell mucker consists of a hoisting and traveling mechanism that operates a clamshell suspended on cables. The early machines operated with a 0.3 m3 (10 cu ft) clamshell and had an hourly capacity of approximately 27 t (30 st). This type of shaft machine has gained wide acceptance throughout North America. Essentially, the Riddell mucker consists of standard components, such as the pneumatic tugger hoists that operate the clamshell. The carriage is suspended on rails that also serve as the blasting set, located immediately below the shaft timbers. To effectively position the clam¬shell in the shaft, the operator controls the carriage travel by means of wheels that are driven by a pneu¬matic motor. The Riddell mucker most commonly is used in rec¬tangular timbered shafts. However, some units have been installed with circular rails, allowing them to work in circular concrete-lined shafts. A popular practice with many Riddell muckers is to increase the capacity through the use of larger clamshells, often ranging up to 0.76 m3 (1.0 cu yd), in conjunction with more powerful tugger hoists. In some large rectangular shafts, two Riddell units have been used side by side to achieve a sufficient capacity. Cryderman Mucker: The Cryderman mucker, illus¬trated in Fig. 2, is another common shaft machine in the low- to medium-capacity range. Developed in the early 1950s, it also has gained wide acceptance throughout North America. Equipped with a 0.3 m3 (10 cu ft) bucket, the Cryderman mucker has an hourly capacity of approximately 23 t (25 st). The Cryderman mucker is operated entirely by means of pneumatic cylinders and a pneumatic telescopic boom. The boom is suspended from a sectional frame¬work that is usually located at one end of the shaft. There is a saying, the greater the gratitude, the shorter the speech. That puts me in a quandary, because while I am grateful for the honor you do me today, I also want to talk about a subject very important to all of us. A few months ago, when I was asked to submit a title for my talk, I chose "Quality where it counts." I did so because perhaps the most important thing we at Amax did in our restructuring was to commit to quality in all our businesses - quality people, assets, and operations. Together, they create quality performance, which produces quality growth and increased shareholder value - our prime corporate mission. We are dedicated to quality. At Amax, quality means everything. Today, I want to discuss quality in another context - the need for it in American education and what we have to do to achieve it. If we ignore this need, we will all suffer the consequences. And they will be upon us far sooner than the next century, barely a decade away. I think almost everyone in this room works for an organization that had to restructure in the 1980s. Mining companies that did not, just didn't make it. Well, we did. As an industry, we are seeing improved profits, positive cash flow, and a more competitive position in the world marketplace. But all the restructuring we have done, all the hard work, and all the pain that was part of it, will be in vain if, down the road, we do not have the educated people we need as workers. We need them to design, manufacture, and market the products that use the basic materials produced by the mining industry. Simply put, we are at a crisis point in education today. That is no new revelation. Nearly six years ago, the National Committee on Excellence in Education published its report, "A Nation At Risk." Since then, things have not gotten better. The Wall Street Journal, Business Week, US News & World Report, and Fortune have all recently published stories about the sorry state of education in the United States. The subject has become the topic of TV talk shows as well as national commissions, and for good reason. The pool of young people entering the US labor force is dwindling. In the next decade, 10 million fewer will enter the job market compared to the 1970s. But fewer of them will be qualified to do the jobs available to them. Here's why: • 20% of today's high school students drop out before they are 18 and another 20% graduate functionally illiterate; 40% of today's fourth graders think the world is flat; • 20% of today's sixth graders cannot locate the United States on a world map; • one of every three ninth graders cannot figure the change for a two-item meal - and I'm talking about a Big Mac and fries. These are not just problems of minority kids in big city ghettos. Fully 40% of all young working Americans cannot add up their lunch bill. Three out of every five college freshmen need some kind of remedial work. These statistics are frightening. Particularly so because, while the work force is becoming less qualified and our public education system is getting worse, our products and technologies are becoming more complex. We are approaching a time when we will have machines that recognize handwriting but people who cannot write. We will have technology to take voice commands, but people who do not know what they are talking about. The accelerating pace of technology is changing the nature of the job market. The fastest growing jobs now, and in the years ahead, are in professional, technical, and sales positions requiring the highest education and skill levels. Most of these jobs will require the use of a computer. Yet, 95% of today's graduating high school students have never laid a finger on a computer keyboard. A major cost to a mining company is funding of an exploration program. It is a necessary cost to insure the company's future. But if the exploration effort does not discover an economic are body, there is no return on investment and the days of the company are numbered. However, if you are aware of what exploration geologists are saying, it places the exploration process in a different light. Basically they are saying that ore bodies exist that contain 250,000 tons or less of gold and silver bearing ore that is cyanide amenable utilizing heap leach technology.

During the 1980's, a revolution has been taking place in industrial minerals marketing. Transportation deregulation and a handful of creative marketing and distribution managers have completely changed the rules for marketing many industrial minerals. Minerals are being trans-ported much farther than in prior decades and at much less cost. Bulk and package terminals are becoming increasingly common as a means to take advantage of freight rate savings and to provide enhanced service to far-away customers. The role of copper sulphate in the flotation of pyrite has been studied. A survey of a number of pyrite flotation plants using copper sulphate showed that in correct dosages, it was able to increase both grades and recoveries. This was confirmed in batch tests. Copper sulphate had no significant effect on the rate of adsorption of PNBX onto pyrite. Copper adsorbed irreversibly onto the pyrite when the latter was slurried in a copper sulphate solution. Copper sulphate had a significant effect on the maximum froth height obtained in static three-phase froth tests. Proposals to explain these observations are made.

Simulation models were developed at the Julius kruttschnitt Mineral Research Centre to provide accurate estimates of power consumption for a wide range of equipment. With the models, a range of circuits and operating conditions can be compared by simulation for a particular ore type. Accurate models of classification allow for the interaction between classifier efficiency and target product size (e.g., P80 or percent passing 150 /an) to be considered. This paper considers a range of circuit types and overall energy efficiency in the context of case studies where different circuit types were treating similar ore types.

In 1974 Amherst, Coal Company disposed of its 28 mesh X O thickener underflow (refuse) by pumping to ponds. Because of the very steep terrain surrounding the plant the pond capacities were limited which necessitated daily cleaning of the ponds on a three (B) shift basis. Needless to say this proved to be a very expensive as well as a very "untidy" operation. Faced with increased pressures from state and federal authorities as well as increased handling problems because of limited pond capacities, Amherst began looking for a different method for the disposal of 28 mesh X O refuse.

In the planning stages for a dozen years, the 9.11 mile long Mount Macdonald Tunnel is the focal point of the $600 million dollar Rogers Pass Project. The paper will discuss the construction of the tunnel that is being carried out from both ends. The eastern portion contractor has used a tunnel boring machine to excavate the upper part of the tunnel and at the west end contractor selected the conventional drill and blast method. A ventilation shaft located near the mid point is the main part of a ventilation system unique in the Western Hemisphere.

Optimizing ore processing requires a thorough understanding of not only the process itself but the economic constraints which influence business decisions. No single modeling technique is able to model all the different processes running in today's mines. The solution then is to use a number of different model­ing techniques, each competing with the others to best correlate the data. Among these modeling techniques are: Neural Networks, Genetic Algorithms, Fuzzy Logic, Crisp Logic, Statistics, First Principal Models, and System Identification models. Once a model has captured the behavior of the process, a numerical optimization determines the optimal operating point and set point parameters. A single step is then taken in the direc­tion of the optimal location by changing all the process parame­ters to the setting recommended by the optimization system. As the process begins to re-stabilize, the models are updated, the new optimal determined and another step is taken in the direction of the optimum. Through the use of multiple competing models integrated into a numerical optimization the process can achieve the optimal running condition even if the ambient conditions fluctuate dynamically.

Hecla Mining's Lucky Friday Mine, located beneath the town of Mullan, ID, has been shaken since the 1960s by many deep underground rock bursts. The largest rock burst carried a magnitude of 3.5 on the Richter Scale. It occurred in 1969 when all of the stopes on a level approached an upper level at the same elevation. After that, a stair-step pattern was used to give the mine's levels more of an "arch." The article is an account of one of the more ferocious bursts to hit the miners of the Lucky Friday. I say "miners" instead of "mine" because I was there and it was a very personal experience for me. I had been working at the Lucky Friday for six years. During that time, I had heard and felt thousands of air blasts. In fact, in the early spring of 1986, the mine was experiencing as many as 1000 air blasts an hour, of different intensi¬ties, of course. Most of them sounded like popcorn popping. Introduction The Mineral Resources Institute, The University of Alabama, has for the past three years been engaged in a program to develop a beneficiation system for eastern (Devonian) oil shales. One objective of that program was to evaluate advanced technologies for effecting a kerogen-mineral matter separation. Column flotation was among the advanced technologies selected for evaluation. Early in the program it was shown that column flotation was superior to conventional (mechanical) flotation and to the other advanced technologies being evaluated. The investigation then proceeded toward the further objective of defining the optimum operating conditions for column flotation. One observation made in the course of optimization testing was that introducing the feed into the froth (above the pulp-froth interface) resulted in an improved combination of concentrate grade and kerogen recovery. This observation was reported in a previous paper (Schultz and Bates, 1989). Because the practice of maintaining the pulp froth interface below the feed point is contrary to "conventional" practice, it was decided to subject the observation to a systematic series of tests. This paper describes a recent series of tests and the results that were obtained.

The mining industry has seen a flurry of merger and acquisition activity of late. Rising metal prices, increased spending on infrastructure in developing nations and the growing demand for companies to diversify have helped fuel M&A activity in this industry. Many analysts believe that the robust M&A activity will continue, particularly if the demand for mineral resources in India and China remains strong. Because prospective purchasers need to evaluate the various risks confronting target companies, acquiring mining companies requires a considerable amount of due diligence. Of these risks, environmental risk is critical and warrants significant analysis. The failure to properly assess environmental risks associated with remediation, reclamation, compliance or litigation can undermine the transaction. Such assessment is a difficult endeavor, however, due to several challenges that companies face when assessing environmental risks. To make matters more complicated, despite these challenges, many sellers ask buyers to assume all environmental risks with limited post-closing indemnification rights. This article addresses the most significant issues that commonly arise when conducting environmental due diligence and allocating environmental risk in connection with M&A transactions in the mining industry.

Airflow velocity vectors by a forcing auxiliary fan at a heading face were measured in an actual size model gallery and an actual mine. The location of an outlet of ventilation duct gives significant effects on the airflow at the heading in the gallery. It was also found that there were several stagnated regions which may have danger of methane accumulation. The flow were also examined using the visualization technique by laser light in a reduced scale model. The flow in reduced scale model showed similar behavior to those observed in actual size galleries. The air velocity at the outlet has no significant effect on the airflow. It was found that a region to be ventilated by the direct flow of the exhaust fan is limited to a relatively short distance but a secondary flow region is generated near the heading face. CFD ( Computational Fluid Dynamics ) method was also developed to examine the airflow. The calculated results coincides with those measured by actual and reduced scale models. It is concluded that the CFD is useful tool for the analysis of ventilation at the headings.

Diagnostic regression analysis has been used as a tool to improve the recovery efficiencies of numerous gold mills, yielding significant revenue increases. In the course of the analyses it has generally been found that ore head grade is a statistically dominant variable affecting the overall gold recovery. Higher grades invariably generate higher recoveries. Examples are given from several operations in the world's two largest gold producing countries, South Africa and the United States. The plants considered cover the treatment of both oxide and refractory ores. A simple generalized model is presented relating tails to head grade. Since ore grade variations are beyond operational control, operators should not be held accountable for decreases in recovery caused by lower head grades. Conversely, the ore must take credit for many a recovery increase. Rigorous metallurgical test work, feasibility analysis, production planning and budgeting should allow for recovery variations due to grade fluctuations. Since the phenomenon is a reflection of ore geology and mineralogy, which are ore specific, comparison of recoveries at different times or sites is not meaningful without a detailed understanding of the mineralogical constraints on gold liberation.

The Castle Mountain Mine (CMM) is located in the eastern por­tion of San Bernardino County, Southern California, 70 miles south of Las Vegas. The CMM is a joint venture between Viceroy Gold Corp. (75% and operator) and MK Gold (25%). The CMM initially started gold production with an 8,000 tpd cyanide heap leach operation in February, 1992 when the first ore was crushed and delivered to the leach pads. Even during construction and commissioning, design work was under way to engineer and construct a 1,200 tpd Mill circuit to process the higher grade fraction of the ore through use of pulp agglomera­tion. The need for a grinding circuit became evident with the quantity of high grade material delineated during drilling and the amount of visible gold that the geologists were finding in the drill core and R.C. cuttings. Viceroy did not want to stack the higher grade ore on the heap, and it was clear that permitting a tailings pond would, at best, be a long drawn-out affair. An alternative to a tailings facility had to be found.
