Investment in mining and related process facilities will be more costly and complex in the 1980s than ever before. Interest rates and inflation are soaring; regulations are expanding; and in order to achieve economies of scale, plant facilities and mines are getting larger. As the pace quickens, the time/cost circuit closes around the resource owner or developer. Larger modern projects cost more money and take more time to build. The longer it takes to bring a project onstream, the more it costs in interest, escalation, and lost production. One solution to the time/cost squeeze is to take advantage of systems developed by major contractors serving the mining industry. These contractors have been serving clients in planning and executing large and small projects for many years. They have developed systems which, if applied at an early point in the project's life, can be a significant benefit in development of mineral resources. The systems involve performance of feasibility studies, economic evaluations, and the project installation itself. First the Feasibility Study Feasibility studies can minimize risk through systematic evaluations while progressing toward the ultimate objective-an operating plant. Normally, studies are initiated with a minimum amount of specific information and a maximum number of as¬sumptions. Through the course of the study program, assumptions are continuously confirmed, refined, or rejected by facts until a sound basis for decision is available. High on the list of cost effective tools for evaluation is the use of a geostatistically derived sampling program that provides a highly accurate ore reserve estimate for economic evaluation. When a predetermined sample of data from the drilling program and bench-scale or pilot-plant tests are received, a detailed feasibility study may be started. The mining executive works in a cyclical industry. His employment is subject to the vagaries of the marketplace. Boom and bust has always been the industry's story. "Big oil" failed in its mining effort. This left emotional and financial scars on many mining families. One must remember that mining executives always play a high-stakes game. Given the cyclical nature of the mining industry, mining executives need to take care of their own financial security. The mining executive that does not plan for his financial security in this cyclical business is playing Russian Roulette with his future. Take a look at those people who have reached their later years with the mining industry. One usually finds three categories of people. Those few in the first group have been fortunate enough to have worked for one company. They have survived the winnowing process of cyclicality, political problems, and takeovers. They have reached normal retirement age. For them, the retirement years are usually comfortable. People in the second group have worked for those same mining companies. But these people have been forced out by early retirement. Or they have been laid off for cyclical, takeover, or political reasons. The third group includes those who have held many positions in the mining industry. Probably not until their later years are they fully vested, if at all, in a pension program. The first small group, then, is the exception. The others, unless they have taken care of their financial security, are doomed to later years of financial problems, stress, and unhappiness. Too late in life, many realize the harsh realities of failure to plan and implement a personal financial program. Mining executives go to some of the world's leading mining schools, to learn how to make money. The curriculum is technically strong. Most mining graduates are familiar with the intricacies of discounted cash flow, present value, and the Hoskold formula. But few of these same mining schools require courses on personal financial planning. Such courses could give mining students a realistic foundation and the mechanisms with which to cope with their cyclical profession. An executive has only three sources of money. He can make money at work. He can put his money to work. Or he can get money from charities, such as government programs. Of these three sources of money, money at work has the best chance of providing financial security in later years. The mining executive must think of the day when he will be too old to work and contribute to the market place. At this point, the quantity and quality of his investments will determine whether his later years will be secure. Along with the Mining Engineering Handbook, two key books should be included in the mining executive's library. These are Venita Van Caspel's The Power of Money Dynamics and Benjamin J. Stein's Financial Passages. These books contain the basic concepts of personal financial planning so critical to an individual's financial survival. Venita points out the simple formula that is the key to financial independence: Time + Money + American Free Enterprise (Rate of Return) = Opportunity to Become Financially Independent Chart 1 shows that this is not a trite formula. The chart shows the dramatic effects of compounding over time. The chart also shows at various yields what a $2000 a year Individual Retirement Account (IRA) contribution will accumulate. Chart 1 (from Money magazine) is based on the future value of an ordinary annuity. It shows that the key to amassing a small fortune by the time a person reaches his 50s is starting to save methodically in his 20s. This, coupled with the highest yields consistent with safety of principal will ensure financial security. There are significant effects from compounding money over time. Every year the decision is put off to save for later years will cost a person dearly by the time he reaches his 50s. For example, consider the decision to put off for one year a $2000 IRA investment at a 12% return. Starting it at age 31 instead of 30 will cost the executive almost $100,000 by age 65. What if the executive waits until age 35 to get started with his $2000 a year investment? He will then lose nearly $400,000 by age 65. Stated another way, the executive costs himself this $400,000 simply because he did not invest $167 a month for five years. $167 a month - that's less than an inexpensive second car payment. This $400,000 pool of money could provide the executive a $40,000 a year income at age 65, assuming a 10% return on invest-

In December of 1992, the City of New York, Department of Environmental Protection, solicited bids for Contract 543B. The low bidder was a joint venture of Schiavone Construction Co., Inc. and the J. F. Shea Co., Inc. When completed, the project provides a 4.88 meter diameter water tunnel 8,840 meters long. This paper presents a case history of the equipment and construction methods utilized for this, the first portion of the New York City Water Tunnel constructed by use of a tunnel boring machine.

Conveyor systems are an essential part of many material movements in all conceivable areas of application. They are used to transport goods in raw materials extraction, agriculture, and even articles for daily use. In the process, not only distances of several kilometers but also differences in altitude of several hundred meters are bridged. The layout of the conveyor usually follows the topography at the respective installation site. Particularly in the case of large height differences, safety devices must be provided to prevent uncontrolled movement. Backstops can take over this task in predominantly ascending overland conveyors and are used either as a primary or as a secondary safety system in conjunction with a service brake. They are always used when the system comes to an unplanned standstill, whether due to a power failure, an emergency stop or a defect. When designing backstops, it must be ensured in any case that all conceivable circumstances are taken into account so that failure is ruled out without the product being unnecessarily large in size. Various safety factors are applied, some of which are even prescribed by authorities. One example is the Australian standard on machine safety for bulk material belt conveyors (AS/NZS 4024). This stipulates a redundant acceleration safety device that can absorb at least 150% of the maximum load. The Filblast Cyanidation Process incorporating intense high shear mixing, high gas mass transfer efficiency and high oxygen concentrations under conditions of elevated pressure has now been been successfully applied in gold cyanidation mills since May 1993. The first commercial unit had a slurry capacity of 110 cubic metres per hour. Since then 230 and 450 cubic metre per hour units have been installed and a 1,000 cubic metre per hour unit has been designed. Laboratory and pilot plant Filblasts have also been built. The reactor is a robust, compact in-line or end-of-line device and may be constructed out of a wide range of materials including wear and corrosion resistant alloys and ceramics. The Filblast Process may be applied to high temperature leaching of refractory gold ores and base metal concentrates. The development and application of the Filblast Gas Shear Reactor as a cyanidation tool has removed the constraints of plant size in cyanidation applications in mobile or readily transportable gold plants. A 250,000 tonne per annum fully modularised gold ore treatment plant with the Filblast and AARL Pump Cell as core technologies is nearing completion. This plant includes several novel features which are predicted to achieve widespread adaptation in modem cyanidation plants. This paper presents a briefreview of the development of the technology and the principles incorporated in the Filblast system. A number of case studies are presented which show significant financial benefits due to more efficient reagent utilisation, higher recovery and increased through-put.

Because of the "energy crisis" emphasis has been placed on bringing coal mines into full production faster. To accomplish this, more is involved than a rapid excavation system. Mine design should have the freedom within the law to customize as mining conditions dictate as long as the maximum safety of the miner is insured. A year ago, safety was the most prominent "social-human factor"--now, safety and energy self-sufficiency are primary to our national policy. The Single Entry research program as designed satisfies both. It investigates the hypothesis that a single-entry system, for longwall development, supported in the center by open cribs and divided by a fire-resistant partition, can be regarded as being equivalent to or better than a multi-entry system. This paper provides an explanation for the use and advantages of a single entry system in development for longwall mining, explains the problems anticipated with single entries and presents the research approach needed to evaluate and solve the problems. Under study are ground control, ventilation, fire and explosions, emergency procedures, and industrial hazards. Described are measurements data on crib and roof bolt loads as entry heading advances and longwall abutment load is superimposed, stress field determinations and preliminary structural analysis of the double and single entry, and methane liberation and ventilation records as entry advances. Some of the mine operation problems and waivers of mining laws will be discussed. This project is a complete system study having progressed approximately two years in a five-year program.

The vast majority of tailings in the Western Australian Goldfields are deposited in purpose-built storage facilities. At mine-sites with open-pit mining operations there is also the requirement to mine and stack large volumes of waste rock, usually into surface waste dumps. As these dumps have typically 30% of their gross volume present as voids, there is the potential to use this void space for the storage of tailings. The concept of co-disposal is to store the tailings material in the void space of the waste dumps, eliminating the need for a separate tailings storage facility. Dominion Mining Limited have been investigating the possibility of using co-disposal as a means of tailings storage. Laboratory testwork has been used to understand some of the issues associated with the concept, and assist in the design of an on-site demonstration of the concept. Co-disposal offers a number of potential advantages, and despite a number of practical hurdles to overcome, considerable economic and environmental benefits could be realised if this concept can be demonstrated on a commercial scale. The major advantage of such a system is to remove the need to build, operate and rehabilitate a separate tailings storage facility. Rehabilitation can be incremental throughout the mine life as the co-disposal site will be virtually indistinguishable from a current waste dump in both size and form. Other potential advantages include more stable waste dumps, less land area disturbed on the project site, and better water recovery from the tailings.

In a 1985 seminar, we were told that overoptimism abounds in Artificial Intelligence (AI), that A1 is neither a science nor a technology yet, and that we will be both exhilarated and disappointed with AI. In fact, even today, there is no single accepted definition of AI; however, certain features have been identified by AI researchers as essential to consider an entity.(e.g: machine or program) to be intelligent. According to Shank (1987), these features include communication (to be able to communicate with), internal knowledge (knowledge about itself), world knowledge (awareness and knowledge about the world outside), intentionality (knowing what one wants and a plan to seek it, ie. goal seeking behavior), and creativity (being adaptable to changing conditions). None of these figures would individually define intelligence; however, each would be a part of intelligence in its own way. The prospects for the development of entities with AI have never been as good as they are now. The combination of advancements in computer hardware and software along with new insights into the ways in which we store knowledge and use it for problem solving has enhanced the potential for the creation of intelligent entities. After some unbounded optimism of a major breakthrough in the fifties and frustrating disappointments in the two following decades, it appears now that AI has emerged from research labs to industrial practice. This is confined by the growing number of repeat applications of AI in business and industry to the extent that AI can now be considered a technology.

For large mining sites in the west, the traditional method for performing an ecological risk assessment (ERA) provides little useful information for risk managers faced with selecting and designing sound remedial options. Current U.S. Environmental Protection Agency (EPA) risk assessment guidance largely supports quantitative risk characterization of individual species as surrogates for population and ecosystem-level effects. Developing a work plan for investigating and remediating ecosystem-level changes potentially caused by large-scale historic mining/smelting contaminant release requires a decision process that incorporates a more holistic ecosystem management approach. Some of the most wasteful efforts associated with mine site ecological risk assessments arise when the risk analysis and data collection programs are not specifically linked up-front to the risk manager's decision needs. The following paper discusses the importance of employing a decision-based, ecosystem management framework when conducting ecological risk assessments at large mining sites. A case study of an ecological risk assessment currently being performed at a large New Mexico copper mine site is presented.

Nevada Goldfields' Aurora Mine consists of a 270 mtpd (300 tpd) precious metals mining and milling facility located 28 miles southwest of Hawthorne, Mineral County, Nevada and lies within five kilometers of the Nevada-California border. (Figure 1) Ore production presently is derived 85% from an open pit source with the balance from underground. The Aurora Mill is a compact conventional cyanide plant utilizing a carbon-in-leach extraction process followed by stripping of loaded carbon and electrowinning at Nevada Goldfields Kingston Mine, located near Austin, Nevada. Production commenced in December 1987 and annual gold production is currently 20,000 troy ounces of gold and 22,000 troy ounces of silver per annum, produced at an average cash cost of $178 per ounce of gold. Tailings handling at, Aurora was originally accomplished using a belt filter press producing a solid cake that was then transported to a final storage area. Although overall operating costs at the mine were' in the lower percentile of producing gold mines, the tailings handling portion of the operating costs were inordinately high.

In 1969 Holosonics designed and developed a portable system for conducting acoustical surveys in metal mines, with lead-silver veins as the principal targets. Recently this system has been proven useful in describing rock structures for advance geologic information in civil engineering application and underground construction applications. This paper discusses a case history of acoustical surveying from a series of pilot drill holes in an advancing tunnel. In acoustical surveying a pulsed acoustic signal is used to generate reflected signals from the rock formation. Arrival time, amplitude and phase of the returned signals can be determined. These data became the basis for a signal correlation program designed to relate the signals to their respected pseudo-planar reflecting interfaces. An application of acoustical surveying has recently been conducted in a portion of the excavation for the Washington Metro Area Transit Subway. The data results and conclusions of the program are discussed in the paper. Acoustical surveying was successful in predicting the occurrence of major jointing and foliation plane shearing ahead of the tunnel advancement.

The Homestake Gold Mine in Lead, South Dakota, commenced operations in 1876. As is the case with old, deep, continuously developing mines, a ventilation improvement is periodically required to maintain acceptable underground environmental conditions. Recent historical improvements at Homestake include a 5.2m diameter air shaft driven in the 1960's and a 2.1 MWR (580 ton) chilled water plant installed in 1978. By 1983, it became apparent that yet another ventilation upgrade would be needed to keep pace with accelerated development in the deepest mining sections. A study was therefore undertaken to project ventilation requirements for the next ten years and to select the method(s) most suitable to meet those requirements. The study called for a two-phase approach in which air flow and air conditioning were carefully balanced. Phase I, the installation of a new 2240 kW surface fan and several underground circuit changes, was completed in 1986. This paper describes Phase 11: the planning, design, installation and initial performance of the air-conditioning portion of the upgrade.

An inherent aspect of longwall mining is moving the equipment from a mined-out panel to a newly developed panel. Moving times may be reduced by detailed preplanning. A very useful tool for planning is MS Project. Using MS Project, one can efficiently plan, manage and coordinate a project from conception to conclusion. The critical path analysis identifies potential critical activities which may cause excessive time delays. Changes to the tasks on the critical path can have significant impact 0.n the completion of a project. Assigning additional resources to these tasks (either moving labor from other tasks to critical tasks or providing labor overtime work) may reduce the move time. Simultaneous activities are the candidates for moving the labor from an activity to another. Each time a change is made, the critical path should be recalculated. MS Project quickly recalculates schedules and lets you see how changes in one part of the project will affect the overall plan. In this fashion it is possible to minimize the longwall move time.

In the past 30 years, great advances have taken place in the development of tunnel boring machines, raise drills, large diameter drills and blind shaft borers that have revolutionized the shaft sinking and tunneling industries. Techniques for placing concrete linings, however, have not changed significantly during this period, and still constitute a stumbling block to the achievement of the rapid construction. In the past 5 years, Foster-Miller Associates, Inc. (FMA) has been involved with the development of a remotely operated shotcrete system for lining raise drilled shafts, an Extruded Tunnel Lining System (ETLS) for lining TBM bored tunnels, and a Continuous Shaft Lining System (CSL) for lining any type of machine bored shaft. This paper presents an overview of these three developments, including capabilities and limitations, a description of the concrete production, concrete placement, and advance rate, and control subsystems, a description of the concrete mix development required for each system, a discussion of test results to date, and an assessment of the state of development of each concept. Plans for future development will also be presented.

A joint research effort by Newmont Gold and Du Pont, working with Kurtis Mooney, of Tri-Combined Resources has developed a new ore-sample bag made of "Tyvek," a spunbonded olefin. "The goal was to find a bag with the best trade-off between efficient draining of moisture, minimal fines loss and compatibility with the conveyor drying process we were developing for our new assay lab," Charles Bucknam, analytical development coordinator for Newmont Metallurgical Services states. None of the available polypropylene, cotton or canvas bags had the needed combination of properties. "Our original tests in 1987 on the plastic bags we had been using showed an average loss of 5.4% of mud sticking to the bags when they were emptied into drying pans. Part of the sample was still in the bag as a residual." Tests on bags of "Tyvek" showed low residuals when the samples were dried in the bags before they were emptied, but about 3% of the fines were lost through the seams. Mooney recommended a new bag design, with fold-over seams.

Cyprus Gold NZ Ltd will be recovering residual cyanide from their CIT, operation in New Zealand. The process will use air to strip the cyanide from the acidified barren pulp. DSffi. Industrial Development, who were involved in the bench and pilot studies for Cyprus, have extended the concept to pregnant pulp. The stripping of pregnant pulp eliminates the substantial loss of cyanide through carbon catalysed oxidation during the adsorption stage. A 50% increase in cyanide recovery was obtained from an extensive laboratory investigation. The presence of a cyanide recovery circuit enables leaching to be conducted, without detriment, at pHs at least as low as 9, with consequential 50% reductions in the consumption of lime and sulphuric acid. There should be a small reduction in carbon consumption, and a significant improvement in the quality of the final effiuent, at least in terms of cyanide, cyanates, copper, zinc and sulphur. A small but significant increase in gold recovery can be expected too. There is a net economic advantage of NZ$1.20/tonne of ore by stripping pregnant rather than barren pulp.

Carbon-in-pulp (CIP) is the preferred method of gold recovery om cyanided plp. However, other gold adsorbents (namely, ton-exchange resms) are being introduced to the industry as they are considered to have several advantages over carbon for the recoery of gold. A set of test methods have been developed by the industry to evaluate the quality of different carbons. owever, many ?f these tests are not applicable to evaluating ton-exchange resms. Hence, a need has arisen for a method to evaluate the different adsorbents. This paper introduces a philosophy to evaluate an adsorbent that results in an estimation of the capital cost and the operating cost associated with the adsorbent. Tests that have been devel­ oped to evaluate the ability of an adsorbent to adsorb gold (in­solutton . counter-current) and to evaluate the optimum adsorbent for a specific pulp (in-pulp batch) are introduced. A method of converting the test data into an economic dimension is present­ed. Case studies are presented to highlight the discussion.

Geotechnical design using Factors of Safety recommended by Codes of Practice is based on largely unknown ?margins of safety?, usually without consideration for the importance of the project (i.e., potential consequences of failure) directly or explicitly. On the contrary, probabilistic modelling can be a useful tool in risk management as it provides the means to measure the risk to be managed. This is achieved by calculating the probability of failure associated with a specific design, i.e., by relating the classical factors of safety with the corresponding probability of failure and by using a cost optimization procedure to achieve ?optimal? designs, accounting for the expected costs in case of catastrophic failure. This paper describes the methods used to calculate the probability of failure and its correlation with the classical Factor of Safety using sampling techniques and a simplified method based on the moments of the factor of safety considered as a random variable. These procedures are illustrated in an example which investigates the stability of a slope.

Since 500 B.C. Mt. Penteli has been famous as white marble production site, which provided the birthstones for the construction of Athens Acropolis and Parthenon. The Aloula quarry belongs to ?Dionyssomarble S.A.?, a commercial and industrial marble company, which retreated after 1940. Disturbance in the site was minimal since then. In July of 1994 the reclamation started by a group of quarry workers from Paros, already familiar with traditional marble quarrying techniques, unchanged from antiquity to 1940. The project was complete in 1997. Our main objectives have been to show respect to the area and the art of people, to let nature guide our choices, to use only local stone as a construction means, to imitate the old construction rules and to turn the land use into amenity and civilization. Aloula quarry will become a site restored for amenity and civilisation, including ancient quarrying techniques. The restored quarry is already open to the public, though to a small number of visitors, and soon will become an amenity park and an open space museum of the ancient quarrying art.

This paper addresses the question ?What constitutes the right level of investment in community goodwill?? Mining companies are still grappling with this subject even though the business case for community investment has been accepted at a general level, as a strategy for competitive differentiation, risk mitigation and a desire to deliver - and to be seen to deliver - a ?net benefit? to affected communities. Gaining senior management commitment to long term social projects, by definition characterized by uncertainty and complexity, is made easier if projects are shown to benefit the site?s strategic goals. Case study research amongst mining companies, including interviews with social investment decision-makers, has assisted in developing a SI-DAT (Social Investment Decision Analysis Tool), a decision model for evaluating social projects in order to create value for both the company and community. Multi-criteria decision analysis techniques integrating business planning processes with social impact assessment have proved useful in assisting mining companies think beyond seeking access to required lands and peaceful relations, to how they can meet their business goals and contribute to regional development.
