In July 1985, as the U.S. copper industry contracted and the Mexican industry expanded, a trans border pollution agreement was signed which included smelter air pollution control in the "Gray Triangle": Cananea, Nacozari and Douglas. Since then the Douglas smelter has been closed, a year earlier than initially required; though its new smelter is operating, S02 collection and acid disposal at Nacozari is yet to come; and the Cananea smelter has been un-touched. Nacozari and Cananea copper mining have expanded while a reduced U.S. copper industry has rationalized to a point of fragile profitability. As a paradigm of U.S. copper competitiveness, this paper attempts to explain the differential fortunes of copper in the two countries, to project the future of the smelter agreement as a function of acid disposal, and to consider the consequences of the politicized application of smelter pollution control in Arizona.

A mining project is proposed for the state of Pahang, Malaysia. The proposal involves the mining of a sulphidic ore body and initial processing to form a sulphide concentrate which will be transported to a roaster/acid plant for the production of sulphuric acid. An outline is presented on the potential environmental impacts of the project which have been assessed by superimposing project infrastructure and processes on to the physical, biological and social environment during the early design and planning stage of the project. The potential impacts eliminated by engineering design and the techniques employed are presented. However, there are a number of potential impacts that require careful consideration and planning for long term management. These include surface water drainage, waste rock leachate, tailings disposal and the social environment. Environmental management designed to minimise or alleviate these impacts as a result of project implementation concludes the paper.

Production of building materials such as are stones, sand, gravel etc., is characterized by a relatively low economic value and requires reasonable transport costs. That is why we are often faced, in our practical work, with the fact that within the framework of a relatively small area several open pits of building materials are, developed side by side while neither ecological, urban and spatial nor location factors have been taken into consideration. Numerous locations together with heterogeneous factors. point undoubtedly to the problem of planning the open pits locations for building mateials as a very serious and complex one. Even when certain localities are in question, it is rather a difficult task to present a real state and encompass all the, important location factors by mathematical model ling. This paper presents one of such models for solving the problem of selecting a location for building materials open pit.

Foster-Miller has recently developed a new concept.for a highly specialized shaft lining system. This innovative shaft lining system uses a continuous slipforming placement technique. lining the shaft from the bottom up such as in a raised bored shaft. Although this part is not unique, the concept is designed to use polyurethane foam instead of concrete for the liner material. Furthermore, the concept is designed to attain rates of advance of 30 m/hr. The polyurethane foam liner is designed to be thinner (100 mm) than a conventional concrete liner (300 mm). It will eliminate the high cost associated with the erection and operation of an on-site concrete batch plant. The system will be designed to be operated remotely, requiring few personnel for its operation. This system (or parts of it) may be appropriate where fast construction speed is required or where a jointless liner is needed.

Introduction Belt conveyors usually run in a straight line. The correct alignment is a major criterion for reliable functioning and optimum running properties. Any misalignment of the conveyor, especially mistracking of the belt, can have many negative effects. As a consequence of this, damage can occur on the belt and conveyor, some material can he thrown off at the edges and serious running problems can arise. In the worst case the belt can come off its supporting structure so that operations are brought to a halt. The absolutely straight alignment of a belt conveyor is actually impossible so that on closer observation every belt conveyor contains more or less sharp curves. Whereas on non-movable conveyors the deviations from the straight can he kept within the range of practical measuring accuracy by careful installation, movable conveyors in surface mining or belt systems in difficult terrain often contain curves that are easy to see with the naked eye. Below ground, too, alignment cannot always achieved to a desirable extent or is changed by geological faults over the years. Despite these unwanted curves, most belt conveyors perform their function reliably. In view of the belt tension, the belt tends to take the easiest path. This in general is the shortest distance between the pulleys on which the belt is tensioned and bent. This means for example that for a curve radius of 10,000 m over a flight of 100 m the greatest deviation from the ideal line is as much as 12 cm. And a figure of this magnitude cannot normally he accepted. In such cases, use is made of guide devices to properly train the belt if it doesn't center itself anyway. If it's possible to control the belt position over such unwanted curves. it can also he expected that the belt tends to follow the desired curved path within certain limits. I'd now like to cite a few examples to illustrate the ways and means of guiding a belt conveyor in curves. Cost-effectiveness The advantages of belt conveyors, in particular for longer conveying distances and mass flows have been known and undisputed for some time. However, there are often obstacles standing in the way of the concept of straight routing. If a belt conveyor is to bypass elevations or existing buildings or to follow the seam of underground deposits or a predetermined path, then substantially tighter radii and longer curves are desirable or necessary.

Bird Balls™, the latest development in the ongoing battle at mine sites across North America, help to eliminate accidental avian mortality caused by birds ingesting cyanide leachate. Bird Balls™ are a 4-inch sphere made of high-density polyeth­ ylene (HDPE). They weigh 40 grams and are black in color to provide optimum life in UV intense environments. A floating blanket of bird balls totally excludes birds from a liquid surface. Federal agencies that enforce the Migratory Bird Treaty Act do not specify how to keep migratory birds out of leachate basins. Some state agencies, however, specify that a physical barrier must be in place to exclude migratory birds if cyanide levels are high enough to cause mortality. Industry standards for protecting waterfowl now include Bird Balls™ as well as net­ting, detoxification, and heap leach systems designed in such a manner that no exposed solution ponds or channels exist. Hazing is no longer an option. A bold statement to make? Perhaps, but W. R. Jeffress (1990) covers the subject well when he stated that, "Hazing techniques as a whole have not been effective in excluding waterfowl or other species of wildlife from toxic heap leach solution ponds or tailings impoundments. Research and devel­opment of the new 'Star Wars' hazing techniques, such as laser netting and radar systems, are interesting concepts and will pos­sibly offer an alternative to total physical exclusion or neutral­ization in the future. All of these methods are going to have to be thoroughly tested." For those who may want further docu­mentation, we have included a special reference section cover­ing hazing. R. J. Hallock (1990) stated that, "The Fish and Wildlife Service is particularly interested in migratory birds. In fact, a large portion of our effort, nationwide, is focused on migratory birds. Bird habitats are managed directly through the National Wildlife Refuge System and indirectly through other agency programs. We also have a responsibility to protect birds under the Migratory Bird Treaty Act. Most birds attracted to mine ponds are covered under this Act. The only migratory birds not protected under the Migratory Bird Treaty Act are English Sparrows, Starlings, and Pigeons. Since this is a treaty with five nations, the concept of acceptable losses does not apply. It is not a negotiable situation. There are a few exceptions noted in the Act, including prescribed hunting of selected waterfowl, scien­tific collection, and game bird farming. There is no exception for the loss of migratory birds exposed to solutions of cyanide."

The history of mining-industry regulations on cyanide indicates a trend to set criteria based on generalized inferences related to its high toxicity. As toxic-inventory-motivated regulations are framed, material balances are expected to imply atmospheric releases of HCN as a major factor. A review of atmospheric data shows the probable triviality of any environmental impact of such releases, and suggests a very deliberate approach to any proposed regulations regarding these emissions.

I wish to submit this discussion item on an article published in the August issue of MINING ENGINEERING by Wala and Altman on the use of canonical diagrams for mine ventilation networks. The advent of computer graphics and plotting has enabled complex underground mine layouts to be displayed and plotted in a variety of three-dimensional formats that very closely represent the actual mine layout. This enables the ventilation engineer, who is familiar with the mine, to display the network pressures, quantities, resistances, and fan locations in a way that can be understood by everyone working at the mine. This is important if the ventilation engineer needs to discuss changes in ventilation with production personnel, or escapeway procedures with union personnel. While I can see some of the potential advantages in the canonical ventilation network diagram described by Dr. Wala, it appears to me that the fact that the diagram has no visual equivalence with the actual mine layout means that most mine personnel will find such a diagram almost incomprehensible. The authors have alluded to certain advantages with the canonical diagram. However, I find it difficult to see that these outweigh the fact that almost everything listed can be duplicated in isometric diagrams, and in a manner that is easily understandable to everyone in the mine from the miner to the mine manager. Perhaps the authors could show a clear example comparing an isometric with a canonical portrayal of a mine network showing the information that is immediately available from the canonical network that is not obvious in the isometric diagram. There is in this country a severe problem with the need for ventilation engineering and expertise to be used and accepted by mine management as a necessary part of mine planning. It seems to me that to introduce the requirement for further explanation so that management can understand a canonical network display will hinder more than help the recognition that ventilation engineering needs at so many mines in this country. However, I can see that the canonical approach does have its place in assisting the practicing mine ventilation engineer, wherever he or she exists in the organization chart for a typical mine. In this case, could the authors please indicate the availability of the computer program to compute and plot the canonical diagram for a mine ventilation network.

Cyanide is a significant contributor to the cost of producing gold. Any reduction in consumption that can be achieved through more reliable measurement and/or more efficient management of dosing rates can have a significant financial impact. An automated analyser, by its mechanical nature, is not prone to the variations of human operators, particularly notice­able from shift to shift. Reducing the standard deviation of the measurement (ie, reducing noise ), the automated measurement will give the metallurgist a truer picture of the underlying patterns of usage. The combination of automated analysis with on-line operation and a control loop provides timely information that is efficiently utilised in the management of the plant. Until the release of the Chemtronics On-Line Cyanide Analyser (OTA3000) about 12 months ago, the Australian experience with automated analysers (especially on-line) had been substantially negative. Since its release, the Chemtronics instrument has outperformed both manual titrations and other automated instruments, gaining an enviable reputation for accuracy and reliability in the process. The instrument is built around the technique ofpotentiomet­ric titrations, in which the potential of an indicator electrode is measured as a function of the volume oftitrant that is added to the sample. As the cyanide in the sample is depleted, the potential on the indicator electrode changes rapidly, producing a typical sigmoidal curve. The OTA3000 takes the first differ­ential of the curve, identifies the apex of the peak as the endpoint and reports the result in parts per million of sodium cyanide. The OTA3000 accepts the peak as valid only if it exceeds a certain minimum height. That minimum height is a programma­ble parameter and is used to optimise the relationship between sensitivity and the rejection of spurious peaks. The instrument will track cyanide trends through both positive and negative slopes of any magnitude, but it will provide a warning if it the slope becomes excessive, not because it affects the instrument but because it means that something unusual is occurring in the tanks. There are a limited number of conditions under which the instrument will produce a result of zero. In these cases the OTA3000 holds any output lines at the last valid result while it repeats the titration. This feature was incorporated for reasons of stability in a feedback loop.

1- Importance of Shafts for the Exploration and Extraction of Coal Deposits Coal mining in the Federal Republic of Germany is carried out in a depth between 800 and 1200 m below sea level (Fig. 1). The shortest connections underground in a mine and up to the surface are vertical shafts. Such shafts assume, with ventilation, manriding and the winding of material, the most important functions for the maintenance of mining operations. In the German coal mining industry, a difference is made between the main shafts providing a direct access from the surface to the deposits, and the so-called "blindshafts" which serve as a connection between two or several haulage levels underground. P.J. Ehret By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively ad¬vocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot. Reply by L.W. Saperstein P.J. Ehret writes in a reasoned and rational way and makes some good points. The arguments in favor of central control of the designation process reflect all of the benefits associated with central environmental control: consistency of enforcement, efficiency of operation, ease of communication among enforcing agency, etc. Nonetheless, the decision to mine or not to mine is a landuse decision which, in substance, is similar to the decision to build a shopping mall, a new highway, or a housing subdivision. Although, state and federal governments' interests in the protection of public welfare are real and are expressed properly in mining laws and mining enforcement agencies (OSM, Illinois Department of Mines and Minerals, etc). I continue to maintain that the permitting and designation processes should originate with local government, which is in keeping with the American tradition of delegation of the land-use decision to local or regional government.

Introduction Traditional aggregate sources - riverbeds and alluvial fans - located close to developing urban centers are being foreclosed to mining. As sand and gravel reserves are depleted, nearby production plants cannot secure additional, adjacent reserves and are being forced to close down. The sand and gravel industry, in many respects, is its own worst enemy. It promotes development, street paving, home building, and industrial and commercial centers. Economics make us favor developments close to our operations. Thus, we encourage development by our neighbors, who soon become our detractors. Current Aggregate Mining Problems Urban development is not compatible with sand and gravel mining. Neighbors dislike the view of pits and quarries, and they complain about dust, noise, and trucking. In general, the neighbors are not happy being close to an aggregate source. This is reflected in land use or zoning laws. In most localities, mining requires a special-use permit. Public hearings are required before a legislative body. If a large group of opponents show up, legislators will often deny the land use. Urban areas are seeing traditional close-in sand and gravel sites becoming no longer available for industry. A parallel situation is also developing in most urban areas. That is, the not-in-my-backyard attitude toward landfills. As urban areas mature; a significant amount of change takes place in the physical makeup of a city. Streets and parking lots deteriorate and need repaving. Curbs and gutters need to be relocated. This necessitates a place to dispose of excess, or old, paving and structural material. Since landfills have become at least as difficult to permit as sand and gravel sites, they are becoming remote from urban areas. A significant portion of the structural material that needs to be disposed of is concrete and asphalt. This material is heavier than other materials. Thus, the cost of moving a large volume of very heavy material to a landfill becomes very expensive. In California, dump truck transportation is regulated by the State Public Utilities Commission through minimum rate tariffs. A rule of thumb for estimating the cost of such transportation is once the material is loaded, the extra kilometer (mile) costs $0.09/t ($0.08 per st). Thus, to haul an 18-t (20-st) road an extra 32 km (20 miles) will cost about $32. Because of its remote location, the cost of hauling aggregates to the point of use in an urban area becomes excessive - about the same as hauling the material to a landfill. Here is a classic example for synergism. If we could save the transportation cost of heavy demolition material by disposing it relatively close to the central city (its source), and at the same time provide an aggregate source close to the central city (its point of use), two difficult economic situations can be solved. Thus, the develop¬ment of recycling concrete and asphalt. Mining Concrete and Asphalt There are two methods of mining concrete and asphalt. The first is to pick up the old pavement in pieces. Thin, cracked pavement can usually be lifted from the grade with a front-end loader. It will break up into manageable-sized pieces. With heavier pavement, it is sometimes necessary to intentionally break it up with a stomper or heavy ripper. The pieces are loaded into heavy dump trucks and shipped to the crushing site. Over the past decade, numerous factors have led US copper firms to face increasingly severe competition from low cost foreign producers. As a result, greater attention is being devoted to developing and implementing new technology that can reduce costs and maintain the competitive position of domestic firms while simultaneously meeting environmental requirements. To obtain a better understanding of the likelihood of the development, adoption, and use of innovative copper technologies in the future, the Bureau of Mines contracted with Mineral Systems Inc. of Stamford, CT, to undertake a systematic survey of technological experts in industry, government, and the academic community. According to the survey, major developments in exploration over the next 25 years are likely to be in technologies that facilitate analysis and interpretation of deposit data rather than those that enable the collection of additional data. Most new copper mining and beneficiation technologies are likely to represent evolutionary extensions of existing systems with a notable increase expected in the application of information systems technologies and computer control methods. A possible movement towards increased usage of continuous mining systems in copper was also noted. Experts indicated that several copper smelters are under consideration for extensive renovation and, as a result, flash smelting technology is expected to become much more widely used in the US. A gradual movement toward continuous smelting methods was also forecast. In copper refining, the major technological change expected is the gradual automation of various refinery operations. Finally, though increased usage is expected, in situ solution mining and hydrometallurgical processing of sulfide ores are not expected to become widespread over the forecast time horizon. This first article in a two-part series describes the survey method chosen and the technological innovations selected for eval¬uation. Also discussed are the assessment panels, background scenarios, critical events, and diffusion forecasts. Next month, part two will address technology forecasts resulting from the study. Featured are discussions on future copper exploration, mining, beneficiation, smelting, refining, and recycling. A cost/benefit analysis will also be included. Methodology Selection of Assessment Method To develop a consensus forecast of technological change in the copper industry, a technique for systematically polling subjective opinions of experts was required. After conducting a literature survey and some preliminary testing, the direct probability assessment method was selected. With this assessment method experts are asked to express in quantitative terms their judgment of the probability that a specified event will occur, usually over a series of time frames. The method was chosen because the experts were observed to be more comfortable with this approach during the testing period, and the results of this process effectively satisfied the assessment objective. The experts generally could provide more precise estimates of the timing of future events using this technique because it was the least cumbersome of the assessment methods tested. Identification, Selection, and Description of the Technologies The initial list (Table 1) of innovative copper technologies assessed in the study was developed from two principal sources: knowledge and expertise of the study team and a review of relevant technical literature. From this list of 47 potential technologies, 10 were selected for detailed assessment. Table 2 lists 35 technologies that were subsequently identified in the first series of assessments. Twelve technologies from this list were also selected for detailed evaluation in a second assessment round. DOUG HALBE: I've decided that we're going to change tactics here and we're going to be nice to people from now on. [Co-chair makes gesture of intense disbelief; laughter] I've also decided who's not going to be a co-chair next year. [laughter] We thought we'd get a couple of experts for our next presentation: some people with a lot of experience. We've asked them to tell us some of the things that all of you operators out there might be able to apply immediately to your plant. Our next two speakers have a tremendous amount of experience, and I think you'll find what they're going to say is highly pertinent to most plants. I looked through their paper and found some things that I could have used in the plants I operated in the past. Our first speaker is Terry McNulty. A lot of you know Terry. He was with Anaconda for a number of years as director of research. He then was president of Hazen Research. I'm going to continue with our new custom of saying nice things. Terry is the guy that I call when I don't know something, and he's always got the answer. SPEAKER: Who do you work for, Doug? [laughter] DOUG HALBE: Remember that we're being nice to people here, Joe. I know that's a stretch. [laughter] TERRY McNULTY: Thank you, Doug. I'm a little bit mystified by this sudden switch of tactics just before I get to the podium. Doug's been a good friend for a lot of years so I guess I do have to be nice. I won't say anything deprecatory about him, but I would have to comment that the observations made by earlier speakers have been far too generous. Usually these audits have been ordered by the plant management in hopes of identifying opportunities for improving processing efficiency or reducing costs. The list of environmental issues facing industry in general, and the mining industry in particular, has placed greater emphasis on the concept of risk assessment and risk management. In informal terms, risk can be defined as the chance of injury, loss or damage. More formally, it is defined as the probability of an occurrence and its consequences. In simple terms, risk assessment involves three questions: What can go wrong? How probable is it to go wrong? If it goes wrong, what are the consequences? Experts on the subject of risk assess¬ment and management met in St. Louis, MO in October 1992 to discuss the extensive and innovative technology that has been developed in this arena. Each agreed that a consistent framework can be used to approach risk assessment/ management considerations in siting and design alternatives, as well as when considering financial aspects of mine development. And the environmental planning process for mines, as well as planning for operation through closures, will rely more heavily on risk assessment and management techniques. Risk assessment is a tool to assist engineers, scientists and managers make better, defensible operational decisions. A realistic and probabilistic risk analysis, coupled with a sound financial model, can combine a large set of alternatives and criteria to arrive at a defensible decision. Organizers of this regional SME conference believe that mining professionals should become fully conversant with risk assessment techniques and approaches because this arena provides opportunities to develop more rational decision-making techniques. Current health risk assessments rely heavily on Environmental Protection Agency (EPA) approaches. Several speakers and papers show how this approach has been applied to a variety of topics. Two major advantages come forward when applying risk assessment techniques to environmental clean-up options for contaminated sites. They are the selection of practical options and cost-effective alternatives. A probabilistic risk assessment provides results that can be directly related to clean-up costs. It has been shown that small reductions in risk are obtained for large increases in cost after a certain threshold value is reached. A preferred, practical clean-up alternative that provides permanent solutions can be selected based on a probabilistic assessment. Here are summaries of some of the papers presented at the meeting.

Mines are constantly trying to improve production processes by optimizing work cycles, reducing operational delays, minimizing costs, controlling equipment utilization, and preventing occupational hazards. Currently, advances in digital mining technologies within the concepts of 5G and Industrial Touch Internet are allowing better control and monitoring of underground mining equipment, with centralized control systems that unify data analysis for proper decision making. A wireless 5G-based platform for controlling and monitoring systems for underground mine operations can be designed over a comprehensive layout in where bandwidth selection, sensor location, Wi-Fi repeaters and power distribution are put together to build a successful supervisory system. In order to confirm the validation of these concepts, a case study is proposed for a medium-sized underground mine with a multi-level network which includes tablets managed by production supervisors, along with other data collection devices installed in semi-autonomous mining equipment, collecting, and distributing data in near-real time, with interconnection to support and services areas on the surface.

A comprehensive approach to the development and organization of an expert system that is designed to assist electricians in diagnosing electrical faults m mining machinery is discussed. The system includes diagnostic, reference, and tutorial programs. The diagnostic portion of the system is based on a causal-reasoning approach which is used to establish a hierarchy of symptoms and the subsequent production rules for identifying component-level failures m the motor-control circuit of a shuttle car. With this approach, conclusions are developed directly from knowledge of the circuit and its behavior (in both working and failure modes) based on first principles, rather than the heuristics of a domain expert. The symptoms and their hierarchical structure an: formulated by creating "what-if" scenarios and performing a qualitative circuit analysis for each fault Techniques for incorporating interactive graphical displays of the circuit schematic into the diagnostic portion of the system are also presented. Supportive computer programs that provide' reference material and tutorials on the circuit are also described.

Acid mine drainage is a major environmental problem worldwide. A key to remediating this problem is understanding the rate and mechanisms of the complex, multistep pyrite oxidation reaction under geologically relevant conditions. Because many waste piles are not submerged, a large amount of pyrite oxidation actually occurs in air. We have designed a Barcroft-manometer reactor to measure the rate of pyrite oxidation in air as a function of relative humidity and oxygen partial pressure. The reactor consists of two chambers joined by a manometer. Each experiment occurs at constant temperature, initial oxygen partial pressure, and relative humidity, although these variable can be changed between runs. Oxygen consumption was measured and pyrite oxidation rates were calculated from those data. Initial data indicate that rate of pyrite oxidation by oxygen in humid air is much faster than the rate of oxidation by oxygen in solution. The rates determined by this study can be used to develop better remediation techniques for acidic mine waters.
