The Environmental Protection Agency (EPA) is in the early stages of developing a national mining waste program. Our goal is to develop a mining waste program that will be state implemented, multimedia in nature, flexible, utilize and enhance existing state programs, and protect the environment. The Agency appreciates the cooperation the mining industry is providing through its participation in the Policy Dialogue committee on Mining and by providing the Agency with technical data. The following is a discussion of what led to the development of a national mining waste program, the agenda initiative to evaluate Toxic Substances Control Act authority in phosphate manufacturing, and the important steps being taken through the Policy Dialogue process to frame and discuss issues. EXTRACTION AND BENEFICIATION OF ORES The Resource Conservation and Recovery Act of 1976 (RCRA) and subsequent amendments created a framework for the regulation of hazardous wastes under Subtitle C and nonhazardous waste under Subtitle D. In 1978, initial regulations were proposed for hazardous waste management units under RCRA. These identified a universe of special wastes that were large volume, low hazard and less amenable to Subtitle C control techniques. EPA noted that waste materials from the "extraction, beneficiation and processing of ores and minerals m fit these criteria. In October 1980, Section 3001 of RCRA was amended. This Bevill amendment excluded solid waste from the extraction, beneficiation and processing of ores and minerals from regulatory control under RCRA's hazardous waste Subtitle C. This was done pending a report to Congress and a regulatory determination regarding the Subtitle C status of these wastes. Thus in November 1980, EPA published an interim final amendment to the RCRA Subtitle C regulations to reflect the Bevill amendment. RCRA requires EPA to perform studies and make reports to Congress regarding the management methods and potential hazards of managing waste. RCRA also calls for a regulatory determination regarding whether Subtitle C (hazardous) or D (non- hazardous) controls are warranted for these wastes. In December 1985, EPA submitted a report to congress entitled, “Wastes from the Extraction and Beneficiation of Metallic Ores, Phosphate Rock, Asbestos, Overburden from Uranium Mining and Oil Shale." In that report, EPA found that some mining wastes exhibit hazardous characteristics, that the range of risk from mining waste is broad, and that waste management practices have caused environmental damage. In July 1986, EPA published a regulatory determination based on information gathered in the 1985 report to Congress and comments from interested parties. In the report, EPA concluded that RCRA Subtitle C regulation of extraction and beneficiation wastes was unwarranted because mining wastes tend to be disposed of in arid climates, waste volumes are high, and facilities and wastes are located in sparsely

The trend in open pit mining has been to maintain cost competitiveness through economies of scale, particularly by implementing larger trucks and shovels. This paper considers the potential adverse impact of such scale adjustment, however, on dilution, maintenance, flexibility, and other aspects of operations. It examines the mine production characteristics affected by increased equipment size and attempts to quantify the impact on the overall operation. Reference is made to data from operations that have experienced a variety of equipment size ranges changes over the last decade.

Concrete pump is commonly used to transport paste and high-density backfill over relatively long horizontal distances. However, since the investment in concrete-pump and its operating cost are quite high, the application of paste backfill is limited in China. For seeking an alternative paste backfill technology, squeezed-transport technique and equipment has been developed. The new technology has been adopted at Tonglushan Copper Mine of Daye Nonferrous Metals Corp for overcoming a difficulty of long-distance transportation of high-density cemented tailings fill. It proved to be an alternative paste backfill method with simple backfill system, saving investment and low operating costs.

Gold extractions from three refractory sulphide concentrates have been increased by bacterial oxidation with T. ferrooxidans prior to cyanide leaching. Arsenopyrite, pyrite and stibnite were the major sulphide components associated with gold in the concentrates examined. Kinetic oxidation tests were conducted for each concentrate by monitoring iron and arsenic levels in leach slurry. A correlation has been established between the level of bacterial oxidation and gold extraction from cyanide leaching of oxidised residues. High levels of bacterial oxidation have been achieved in approximately 8 days at pulp densities of 20-25/ w/v solids, resulting in 70-90% gold extraction.

In 1991, environmental issues related to coal mining continued to be an integral part of managing a cost-effective operation. Environmental regulations and their implementation can create considerable cost burdens on operating mines. Environmental responsibilities require management decisions to be made on a whole systems approach that is comprehensive in costs and consequences. Most of the regulatory activity in 1991 that affected coal was related to reauthorization or revision of several pieces of legislation. Issues related to the reauthorization of the Clean Water Act, the Resource Recovery and Conservation Act (RCRA) and Abandoned Mine Land. Clear Water Act considerations will encompass discharge standards, wetlands issues and proposals to regulate ground water quality at the federal level. Discussion regarding RCRA includes efforts to expand regulatory authority into the area of coal mine waste. That is currently regulated by the Office of Surface Mining (OSM). Another RCRA consideration will be the disposal of coal combustion byproducts. Abandoned Mine Land reauthorization continues the Abandoned Mine Land tax on coal operators. This tax has been in effect since 1977. Regulatory revisions were also proposed by the Department of Interior on valid existing rights, subsidence, federal coal leasing programs and OSM's troubled Applicant Violator System. Industry officials have been critical of the revisions. A federal appeals court found that evidence supported claims by Whitney Benefits, Inc. that the passage of the Surface Mining Control and Reclamation Act (SMCRA) deprived the owner of full economic use of its property. Before SMCRA's passage, Whitney established an operating agreement with Peter Kiewit Sons Co. to mine coal.

The packed column flotation cell is an awesome separation device. Virtually unknown and untested, the packed column flotation cell is one of the ten most important developments in mineral processing of the 21st century. Though experimental and industrial data is limited, it is clear that the packed column flotation cell is two to three orders of magnitude better than the conventional flotation cell and one to one and a half orders of magnitude better than the open column flotation cell. With the modern packing taking up less than one percent of the packed column, column blocking does not occur. For a packed column operating 24 hours a day, 365 days a year, the estimated mean time between failures (MTBF) is one hundred thousand hours or roughly twelve years. With no moving parts, lower maintenance costs, lower power consumption and inherent operating stability, the packed column is a powerful separating machine. Because there is little meaningful data for comparing the packed column to the conventional flotation cell and the open column flotation cell, much of the material presented in this paper are guesstimates. They are disinterested guesstimate made by the authors after extensive theoretical work and reviewing the known facts. In the authors' opinion, no available data contradicts the guesstimate. The authors expect that there may be errors as large as three hundred percent. Even three hundred percent errors will not change the conclusions of this paper. The packed column flotation cell is a formidable separating device. To understand the problems of comparing the three types of flotation cells, consider the fact that the three cells may have different modes of separation. One of the authors, Meloy, believes that in the conventional cell, the primary particle separation takes place in the liquor with secondary separation taking place in the froth, while for open column flotation, all the separation takes place in the froth. However, he believes that in the packed column a large part of the separation may take place on the walls of the packing. If this is true, not only is the method of modeling each type of cell different, but the method of particle selection in the cell is different. This means that one type of cell may be better at differentiating between two different types of particles. There is a growing body of literature on open and packed column flotation. The Kelsey Centrifugal Jig is an enhanced gravity concentrator capable of separating fine minerals and/or minerals with relatively small differences in specific gravity. Since the first commercial installation at the Renison Bell tin mine in Australia, development and improvement in hardware has continued, including the introduction of the high-capacity J1800model Kelsey Jig. The Kelsey Centrifugal Jig is widely applicable to fine mineral recovery duties, with key application areas including mineral sands, tin, gold and nickel. Other areas of application include: iron ore, base metals, chromite, PGMs, soil remediation and scheelite. The latest developments on the Kelsey Jig are discussed together with a review of recent installations involving: • Fine gold / sulphide recovery from leach tailings • Magnesium mineral removal from nickel sulphide concentrates • High-grade zircon recovery from plant tailings

During the last 15 years, the North American Mining Industry has experienced increasing usage of cast high chromium white iron grinding media in wet grinding applications. First introduced into the cement industry (klinker grinding) where wear rate reductions of four or five times have been realized compared to steel balls, this same grinding media serve the iron, copper, and phosphate markets by resisting not only impacts and abrasion, but also corrosion which occurs in wet grinding. In these markets, single mills containing 250,000 kg of grinding balls are not un-common and hence the economic potential with respect to lower wear rates can be significant. Add to reduced wear rate the increased production efficiency that is possible and it is readily understood why much of the mining industry uses cast high chromium grinding media. Metallurgically, the alloys used consist of a martensitic matrix containing hard M7C3 eutectic carbides. Carbon (2.0 to 3.5%) and chromium (12 to 277.) are characteristically used to arrive at the desired properties.

"The Vermilion range extends from the vicinity of Tower to and beyond the ""international boundary, crossing into Canada at the eastern end of Hunter's Island. The strike is about east and west and the dip approximately vertical, with a westerly pitch. The underground workings at this mine are some 4,500 feet in extent east and west, and over 1,500 feet in depth. The structure here is probably the most complex in the Lake Superior iron districts. Above the iron bearing formation, geologically, comes the basal conglomerate of the Lower Huronian, carrying large boulders and Masses of the iron bearing rocks."

Within the last year, the Nation has been shocked by two major tunneling disasters. Almost exactly a year ago 17 men died in the San Fernando Tunnel in an explosion attributed to gas. A few months later another 21 men died in an explosion laid to the same cause at Port Huron, Michigan. The analysis of the causes of these accidents is still continuing. While it appears that they differ substantially from each other in their specifics, they share the common trait that, like most industrial accidents, they might well have been prevented. Gas explosions in tunneling are neither new nor particularly unusual. Forty years ago, Assistant Director Jarrett was hired as a safety engineer on the Hetch Hetchy Aqueduct in California after an explosion that killed 12 men. Prior to 1946, in California alone, the Bureau of Mines had recorded 27 gas explosions incidental to hard rock mining and tunneling. The purpose of this paper is to review the status of the principal regulations affecting tunneling and to indicate some ways in which safer and more healthful conditions can be obtained. The Bureau of Mines was established by an Act of Congress of May 16, 1910. Since that time the Bureau has been making investigations and compiling and publishing health and safety data relating to mining and to tunneling. If any benefit is to come from an anaylsis of tunneling accidents, it must be the knowledge needed to prevent their repetition. The Bureau of Mines has also had informal discussions with the Department of Labor regarding the possibility of the Bureau's assuming that agency's responsibility for tunnel inspections.

Respirable coal mine dust (RCMD) is one of the biggest occupational health hazards for underground coal miners. Coal extraction is a main source of RCMD. To prevent challenges related to RCMD from developing, it is vitally important to limit airborne RCMD and stay within the regulatory limitations for mine operators. The flooded-bed dust scrubber (FBS), mounted on a continuous miner, is one of the most widely used dust mitigation technologies in room-and-pillar mining, but it is limited by technical challenges, the most notably being the potential to clog. In this study, the impact of mesh design and surface modification on system efficiency is examined using different vibrating, liquid-coated, stainlesssteel mesh panels in a laboratory-scale FBS.

The purpose of this paper is to attest the effectiveness of conditional simulation technique's for determining the principal pre-mining control parameters during mine planning. These parameters include: determining the selective mining unit size, the optimum pre-mining grid spacing and the number of mining faces to be used. The research work was developed in an iron ore deposit located in the Minas Gerais State, Brazil. Phosphorus was considered the master control variable for the research work. This paper provides the structural analysis (variography) , a description of the steps the were taken for setting up the numerical model, the kriging studies which were applied to the numerical model and the final optimum grid spacing, block size and number of mining faces.

Several experiments were conducted using a large crib fire adjacent to a Kennedy Metal Products steel stopping in a simulated cross cut to evaluate the proposed mechanisms by which a mine fire would breach the stopping. Temperatures in the convective air paths on both sides of the stopping, at the surface of the roof and 16mm within the roof were measured to evaluate the effects of heat transfer. The results indicate that roof failure is the prime method of breaching this design of stopping.

Syngenetic concentrations in clastic sediments of valuable mineral particles with specific gravities exceeding that of quartz constitute placer deposits. Two fundamentally different modes of concentration characterize "trap" and "bed" placer variants. Trap placers originate during sediment erosion or reworking. Bed placers form during episodes of sediment accumulation in a variety of depositional environments and lithofacies where mineral supply and fluid dynamics are favorable. Because trap placers are thin and generally limited in area, they rarely yield economic heavy-mineral deposits. They can become economically significant if they contain more valuable "heavies," such as gold, or if they occur within or very close to much larger but characteristically lower-grade bed placers.

Systematic planning of underground work is increasingly important in this era of advancement of rapid underground excavation techniques. The day when planning consisted of deciding which men would shovel and which would push wheelbarrows - and the answer to any problem was more men - has faded into the past. The modern underground constructor faces economic and competitive conditions which demand exacting planning, logistics and scheduling; the most efficient operating methods and equipment known; and realistic, comprehensive, analytical risk evaluation with adequate contingencies or other protection. Proper planning to cover all these elements - plus one other element: old fashioned "good luck" - will insure a successful underground project. Underground work, because of its inherent characteristics, is among the most risky types of construction. The forecasting of underground conditions is at this time only educated predictions based on sometimes faulty data, insufficient data, or no data at all. The predicted conditions of numerous operations have deviated far from the actual conditions encountered. Opportunities for error exist in profusion seldom present for surface operations. Other than this unusual risk factor, the planning for underground work does not differ greatly from planning for surface work. In planning and starting an operation there is seldom available the information or time to thoroughly analyze all unknowns. It then becomes necessary to develop a plan predicated on assumptions and trade-offs that appear to be safe and economical and to add time and cost contingencies that will provide some degree of protection. The Activity Distribution Diagrams (ADD) developed by the authors are computed for Cu-S-H2O and Mo-S-H2O systems. The distributions of metal and sulfur between all species are estimated against pH at different potential levels. Both M-H2O and S-H2O distributions are compared to the M-S-H2O distributions to estimate the changes occurring due to the presence of sulfur. The method of computation follows the Activity Term Criterion, taking into consideration the multi-equilibrium interrelations and conservation of mass. Results are analyzed in terms of dividing a distribution curve into three basic segments. These segments are formation, stability, and dissolution.

Selective flocculation of iron ores is extremely sensitive to the type and amount of soluble salts in pulp solutions. Chemical precipitation of alkaline earth ions combined with ultrasonic treatment deactivates their adverse effects without using any environmentally ill-defined reagents. The manner in which ultrasonic treatment affects starch adsorption on hematite, dissolution of quartz, and the selective flocculation process was investigated. Selective flocculation tests were conducted in the presence of up to 400 ppm calcium ion on a quartz-hematite mixture by precipitation as calcium carbonate, and the role that silicate ion generated by ultrasonic treatment plays in achieving the selectivity of separation is discussed.

INTRODUCTION In a very real sense, Butte, Montana is where the copper came from that won two world wars. The price for that unrestricted mining and smelting of copper came due in 1983 when Butte was declared a Superfund site. One of the most complex remnants of this mining history is the Parrot Tailings site. The Parrot Smelter operated from 1881 to 1910 moving Upper Silver Bow Creek to the south and depositing approximately 370,000 cubic yards of waste material adjacent to Upper Silver Bow Creek. Additional mixed waste from other processing sites deposited below the Parrot Tailings at the Northside Tailings, Diggings East and Blacktail Creek Berm total approximately 224,000 cubic yards of contaminated material. As part of the Superfund remedy, EPA proposed leaving all these wastes in place. This proposal prompted a detailed criticism by several geoscientists familiar with the site. The EPA’s 2006 Record of Decision (ROD) did in fact leave these wastes in place which set the stage for a series of studies which continue to refine how best to protect extensive completed Superfund Remediation downstream of Upper Silver Bow Creek. HISTORY OF THE PARROTT MINE AND TAILINGS Placer gold was discovered in Silver Bow Creek, the headwaters of the Clark Fork River only a few miles from the Continental Divide in 1864. This discovery lead to a stampede of placer and lode claims. One of the first lode claims located was the “Parrot” lode, located in the fall of 1864. Progress for developing a mine at the Parrott was slow and it wasn’t until 1876 that one of the original locators encountered a rich vein of chalcocite. Butte had its first copper mine! The Parrott mine was patented in 1879 and by 1881 the Parrot, having lost a “t”, concentrator and smelter were built. The smelter and concentrator were an immediate success with a considerable market for processing the District’s rich copper ore. In 1885 the employees of the Parrot Smelter bought the Butte Reduction Works, another smelter. In 1885 dams were built on Silver Bow Creek to contain various tailings and related processing byproducts (Figure 1).

The Yakobi nickel-copper deposit is located essentially at tidewater in the east-central part of Yakobi Island, about 16 1 airline km (100 airline miles) west of Juneau, and can be reached by float plane and boat from Juneau and Sitka. The fishing village of Pelican, population 400, is situated 14.5 km (9 miles) to the east. An unimproved road, approximately 4 km (2.5 miles) long, connects a dock site at Lisianski Strait with the main part of the deposit known as the Basin Area (Fig. I). Other mineral occurrences are known as the Takanis, Flapjack, and Beach Areas. Another smaller nickel-copper deposit is located about 32 km (20 miles) to the south on Western Chichagof Island and is known as the Mirror Harbor nickel-copper deposit. The original discovery of the Yakobi deposit was made by S.H.P. Vevelstad about 1920 and a 47.5-m (156-ft) long adit was driven on the southwest side of the deposit in the Basin Area. The deposit was examined by J.R. Van Fleet of Union Carbide in 1930 and by J.G. Fairchild in September 1931. Stanley and Yates of the International Nickel Co. of Canada (Inco) visited the property in August or September 1937. In 1942, the controlling interest in the deposit, covered by 124 unpatented claims, was said to be held by Vevelstad and associates

INTRODUCTION Controlled ground freezing for mining and construction applications has been in use for over a century. Despite the great technological evolution which has occurred during this period, ground freezing is still used on projects today with much the same basic technology as that used originally over 100 years ago. Major developments have occurred in the separate fields of frozen soil mechanics, refrigeration, and heat transfer analysis. However, except for a few projects in Europe and Asia, these developments have not been combined to upgrade ground freezing techniques to their potential level. In view of this situation, it is believed desirable to examine the art of ground freezing in light of recent technical developments, together with highlights on some of the apparent advantages, disadvantages and economics of the various alternative approaches. The purpose of this paper is to attempt such an examination, with particular emphasis on the practical application of presently available technology. GENERAL ADVANTAGES AND DISADVANTAGES Ground freezing may be used in any soil or rock formation, regardless of structure, grain size or permeability; however, it is best suited to soft ground rather than rock conditions. Freezing may be used for any size, shape or depth of excavation and the same physical plant can be used from job to job despite wide variation in these factors.
