INTRODUCTION Mine waste monitoring and management is essential when the industry is being required to accept the environmental liability for all generated, stored and disposed solid and hazardous waste. Environmental regulations mandate the operator to minimize waste production while requiring the operator to cleanup existing contamination. Since these requirements are being enforced, many operators do not have a clear under- standing, whether their existing operation will or could be required to adopt remedial plans to mitigate off-site contamination impacts. The following methods, using conventional and advanced geostatistical methods, provide a tool to make appropriate assessments whether existing or potential contaminant issues are present. BACKGROUND Generated solid wastes from mining operations are currently exempt from Solid Waste Disposal Act (SWDA) Sub- title C (RCRA), statutes and promulgated regulations, however, compliance with SWDA Subtitle D statutes and regulations is required. In order for the mining operator to be exempt from hazardous waste regulations, the operator must demonstrate that generated waste does not have hazardous waste characteristics. In many instances the operator will be able to use statistical tools and their existing data to determine whether their site could be a potential hazardous waste liability. METHODS The following statistical and geostatistical methods can be used to determine whether existing wastes could be a regulatory concern. The following presents a brief discussion of standard statistical methods and discusses, in greater detail, how advanced geostatistical tools can be used to define potential waste issues. The following will discuss how data can be screened, "Data Filtering and Reporting"; how data can be evaluated using "Conventional Statistics"; followed by a detailed discussion o f "Geostatistical and Estimation Techniques" and "Statistical Modeling". Data Filtering and Reporting Data filtering is the simplest, but potentially the most powerful statistical tool because data can be easily sorted to meet regulatory reporting requirements. Filtering includes unions and intersections of data such as date, maximum and minimum values of one or several variables. Using the data base presented in "Mine Waste Data Base Management Procedures", Robinson and Hagar, 1987, an example of a filter group is presented.

A control strategy is proposed to meet the following specifications of flotation control: minimize the variations of concentrate and tails grades and recovery while limiting the amplitude of variations of the manipulated variables. The strategy consists of determining future control actions which optimize a performance criterion over a limited time horizon. The desired dynamic behaviour of the controlled flotation plant is specified using reference models. The strategy is tested on a 2-computer plant simulator working in an environment which emulates the industrial conditions.

INTRODUCTION Construction of tunnels in urban areas, especially reclaimed areas, pose many problems. The Red Hook Intercepting Sewer Tunnel, Contract 1A is a portion of the Red Hook Water Pollution Control Project located along the Brooklyn waterfront in New York City. This contract required the construction of a 2620 meter long (8600 L.F.), 3 meter (10-foot) diameter soft ground tunnel, eight Tunnel Manholes, nine Regulator structures, four Diversion and Tidegate structures and 765 meters (2500 L.F.) of branch intercepting sewers of diameters between .30 meters (12 inches) and 1.8 meters (72 inches). The construction contract bid price was $62 million with a duration of three years. The tunnel route crosses over five sets of operational twin cast iron subway tubes with clearances ranging from 4.3 meters (14 feet) to as small as 0.35 meters (14 inches). The route of the tunnel traverses historically interesting areas which have been reclaimed over the last 200 years. This paper is a case history describing the contractor's methods utilized to successfully advance the work through the above problem areas. We have worked on several flooded pits from coal-mining activities in the former East Germany, as well as ones associated with hard- rock mining, including the B-zone pit discussed in the above technical paper. We found the paper to be a useful summary, but, unfortunately, it failed to give an adequate comparison of the physical limnology of the flooded pits, which is an essential component. While the title suggests that the primary focus of the review is physical limnology, it appears that it is essentially pit-lake chemistry being presented. Physical limnology requires that factors such as fetch, latitude, light penetration, relation to ground water table, methods of flooding and the physical shape of the pits be defined. These physical aspects of a pit interact with the chemical and biological processes taking place in it, all of which contribute to the character of a water body. Few of these physical aspects are presented, however. The conclusion that the authors reach suggests that meromixis may be a condition that would serve as an effective containment mechanism for contaminants in a pit. Although this may be desirable, such limnological conditions are not clearly supported by the data presented for any of the pits. These data should be summarized to facilitate comparison between the same structural units of the pit water - the epi- and metalimnion for example. The thermocline depth is a reflection of the physical forces mixing the water body, and pit dimensions affect these forces. Due to the use of different scales in Figs. 2 through 5, it is difficult to determine whether the thermocline is at the expected depth, because the fetch is not given. Moreover, the status of a water body cannot be determined unless measurements cover a period of at least one year, and depth profiles are completed to represent the entire depth of the pit. This shortcoming is most notable in the case of the Berkeley pit, where data are given for depths of only 20 and 35 m (66 and 115 ft), although the pit is reported to be 242 m (794 ft) deep. Limnological data to define the status of the pit water have to be collected at regular intervals, for the same parameters. The authors present temperature measurements for 1-m (3.3-ft) intervals, but fail to use that interval for other parameters, such as dissolved oxygen or, in some cases, for contaminant concentrations. Furthermore, the profiles for the deepest part of the pit display only part of the picture, because pits are rarely conical. Profiles can be considered to represent the status of a water body only after other stations in the pit have been monitored regularly and the consistency is determined. For example, fresh water, which can enter a pit at any depth, would interfere with the proposed meromictic conditions. Similarly, organic material at the bottom of a pit, such as the fish-waste deposited in the Gunnar pit, contribute to oxygen consumption. Oxygen depletion alone is not indicative of meromixis. It is interesting to note that the Dpit arsenic concentrations could possibly be slightly higher than the B-zone pit concentrations at depth, although this is difficult to determine accurately when a log scale is used for the D-pit and not for the B-zone pit. In our investigations, we noted arsenic removal in the B-zone pit bottom water, which was due to the formation of particles that are relegated to the newly forming sediment in the bottom of the pit. Particle-carrying contaminants form due to a combination of geochemical and biological factors and TSS contributed from erosion of the upper parts of the pit walls, whereas the settling out of particles from the water column is controlled by the physical conditions or turn over, for example. during ice cover in the B-zone pit. Although meromictic conditions for flooded pits may be desirable at decommissioning, this would depend largely on the physical conditions of the pit, because, under no circumstances, would this water be of desirable ground-water quality. Under meromictic conditions, acidity, if an environmental issue, may be reduced by microbial acid-neutralizing activity, and several heavy metals may form more or less stable sulphitic compounds. These may stay suspended in the water if conditions are such that they are not relegated to the sediments, i.e., in the absence of turnover. These processes do not take place in meromictic conditions only, but meromixis does require autochthonous and/or allochthonous organic substrate supplies, which are generated under aerobic conditions. Efficient methods for the removal of copper from heap-leach solutions without mobile organic phases are a current mining industry need. To satisfy this need, a selective, high-capacity, durable solid material is required. The Idaho National Engineering and Environmental Laboratory (INEEL) developed a set of materials based on current solvent-extraction chelates that provide selective copper concentration in the presence of high concentrations of iron. In contrast to conventional solvent extractions, the author's strategy anchors the chelators to a nonpolymeric solid substrate through the use of a custom-designed linker molecule. The fundamental synthetic routes to these materials have already been established, and attachment to the solid surfaces have been achieved in an efficient manner. The author's continuing research is focused on the optimization of the synthetic pathways to these solid materials and the evaluation of their copper-capturing capabilities.

This paper investigates, through case studies on a porphyry copper and a coal deposit, the differences and relevances between an approximate production schedule approach, i.e., the best case and the worst case schedules and a practical production schedule approach. The comparisons were with regards to: 1) choosing an optimum ultimate pit size, 2) determining processing capacities, 3) selecting 'optimum' cutoff grades, and 4) blending. The comparison criteria was to maximize the project net present value. Conclusions were drawn based on the study results.

The US minerals industry, as well we know, has been hit hard by the recent recession and is faced with what is projected to be a slow recovery. Even so, there was an underlying feeling of optimism at American Mining Congress' International Mining Show in Las Vegas, NV, Oct 11-14. More than 25,000 people attended during a particularly rough financial year, dispelling fears that attendance would dip sharply below 1978's 30,000 plus tally. The equipment expositionheld every four years-was the largest show of its kind this year in the Western Hemisphere in terms of exhibit space, providing an extensive view of mining-related equipment. In addition to the nearly 700 exhibits occupying more than 445 hm2 (11 acres), 20 technical sessions were held covering topics ranging from minerals availability and the state of the mining industries to communications, computers, and accounting. Government officials were well represented, with six US senators and five US representatives participating in various convention functions. Sen. Paul Laxalt (R-NV) was the keynote speaker at the welcoming luncheon. Other senators involved in the show included Howard W. Cannon (D-NV), Pete V. Domenici (R-NM), James A. McClure (R-ID), Frank H. Murkowski (R-AK), and Steven D. Symms (R-ID). Representatives on the program were Joseph M. Gaydos (D-PA), Guy Vander Jagt (R-MI), Don Young (R-AK), Jim Santini (D-NV), and Ceil Heftel (D-HI). There were also many international vistors at the show, including exhibitors from Australia, Austria, Canada, England, Finland, Sweden, South Africa, and West Germany. Equipment Highlights Equipment and services featured at the exposition ranged from aerial mapping to wire rope. Aisle space alone between exhibits exceeded 8 km (5 miles). And the companies represented ranged from small businesses to large corporations. Some of the company products described here are representative of the many exhibitors in attendance. Atlas Copco's extensive display of rock drilling and tunnel and shaft boring equipment featured its Boomer H-201, the newest addition to its line of underground drifting rigs; the ROC 306, a new track-mounted, high pressure down-the-hole drill rig; a new hydraulic surface crawler drill, the ROC 712H, designed for small and medium-size holes in quarries and small open-pit mines; a computerized analysis system, CARE (see page 1570), designed to project productivity and operating costs for various mining operations; several electro-hydraulic loaders, including the new rail bound LM E60 and LM E80, and two Hagg-loaders-the 7HR and 10HR-that use two digging arms to rake and guide muck; a mechanized blasthole charging system; rock bolting equipment and its new Swellex roof bolting method; Sandvik Coromant drill steel and bits; and its new Jarva R200 raise boring machine.

This paper presents an application of analytical hierarchy pro- cess (AHP) to predict the ranking of three beneficiation methods for a low grade, bulk gold deposit located in the interior Alaska. Seven criteria (attributes) were used for evaluating each beneficiation method. For each criterion a matrix of pairwise comparison between methods was developed. The normalized eigenvector of each matrix scales the beneficiation methods with regards to that criterion. An overall scale is constructed by weighting the scales of all the criteria. Methodology used also indicates a measure of inconsistency. This measure is useful in identifying possible errors in expressing judgments as well as actual inconsistencies in the judgment themselves. The outcome of the pro- cess is the best or optimum beneficiation method, considering all the necessary objectives, criteria, and alternatives in a single integrated framework.

In response to a request from the Mine Safety and Health Administration (MSHA), the US Bureau of Mines completed a respirable dust survey of 18 US coal preparation plants. Of these, three were essentially free of dust problems. Respirable dust exposure to workers in the remaining plants depended on the time spent in the dusty areas. In five of the plants surveyed, Bureau tests showed that in some areas worker exposures could exceed Federal dust limits in less than two hours. Cooperative studies were arranged with coal preparation plants using three different dust control techniques. These included a standard baghouse-type dust collector, two types of scrubbers, and an electrostatic precipitator. Results of these evaluations are presented. Various types of ventilation systems used during summer and winter conditions were also evaluated. Results showed that appropriate ventilation can provide a highly cost-effective method for controlling coal preparation plant dust.

Through the early 1980s, surveying at Bingham Canyon required a great deal of repetitive and manual work. The advent of total station surveying equipment provided an opportunity to improve the speed and accuracy of surveying work while reducing manpower needs. An evaluation was made of total station systems and their ability to meet the surveying requirements of Bingham Canyon. This culminated in the purchase of a total station system as the mine reopened in 1986. The surveying department at Bingham Canyon during the early 1980s consisted of three, four-man crews using theodolites and self-leveling levels to perform the majority of the field work. Office work involved data reduction and hand plotting. Although hand-held programmable calculators were used, a great deal of time was spent manually transferring field notes to final calculations. After shutting down in early 1985, plans for start-up of mining operations in 1986 included a review of all aspects of the operation for cost and productivity improvement. Applying total station survey capabilities offered the potential to improve surveying accuracy and speed while reducing manpower needs.

To model the zinc pressure leach, equations have been written that describe the rates of individual reactions taking place, including (a) oxygen mass transfer, (b) ferrous oxidation by dissolved oxygen, and (c) ferric reactions with ZnS and other minerals. In the continuous process, at steady-state, these take place at the same rate, and so the equations can be solved simultaneously. Model calculations using simultaneous equations are shown in graphical form to demonstrate the effect of different variables on the leach performance.

INTRODUCTION Selective Reduction of Nickel in Oxidized Ores Oxidized nickel ores, either garnieritic or lateritic, contain much more iron than nickel. The regular carbon reduction in an electric furnace is operated in such a manner that the greater part of iron oxides is reduced simultaneously with nickel oxide, resulting in a low nickel content ferronickel. In order that the nickel content of residual slag may be suitably low, -excess carbon must be fed so that the carbon content of the ferronickel thus obtained is that of casting iron. The metal also contains other impurities such as silicon, chrome, etc. In order to convert the casting iron into slightly carburized ferronickel with high nickel content, the greater part of the carbon and more than half the iron contained therein must be oxidized by means of oxygen. Energy is thus consumed as carbon, and power to reduce iron oxides, and more energy is consumed as oxygen to re-oxidize the iron contained. This method can be economically adopted for nickel ores with grades ranging around 2. 5 to 370, but it gets excessively costly when nickel grade falls below these values. This is why, for nickel ores with low nickel grades and high iron content, studies were conducted to develop a selective reduction process which, while reducing only a small part of the iron oxide, would provide efficient reduction of nickel oxide. During the refining of primary magnesium metal: a spent flux (sludge) is produced which is considered a dangerous waste by the Washington State Department of Ecology. Four years of research, testing and marketing has identified two beneficial markets for the spent flux: 1) as a fertilizer and soil admendment as a result of the material's high potash and nitrogen content and its high lime equivalence and 2), as a roadway deicing agent to clear roads of ice and snow as a result of both the salt content and the flux containing chemical compounds which exothermically react with water.

Agglomeration for the heap leaching of gold and silver ores is the process of attaching fine ore particles-less than 150 µm (100 mesh)-to coarser particles. The fines are thus immobilized and uniformly distributed throughout the heap. This is needed to make heaps more porous and uniformly permeable to the flow of a leaching solution. This article describes liquids and binders used to form agglomerates. Agglomeration techniques and equipment are also described. These include drum and disk agglomerators, stockpile and belt agglomeration, and the use of vibrating deck and reverse-running conveyors. The need for agglomeration The main reason for agglomerating heap leachable ores is to prevent percolation problems in a heap. This is different than pelletizing iron ore. In the latter case, the purpose is to bond very finely ground material into coarser, strong particles. These particles can then withstand the rigors of transportation and the loading forces in a blast furnace. Most percolation problems in heaps are caused by the segregation of coarse and fine particles during heap construction. This segregation creates areas with significantly lower permeability because fines plug the channels between coarse particles. Consequently, the leach solutions are subject to channeling, following the path of least resistance. They percolate downward through the coarse ore areas and bypass or barely wet areas that contain large amounts of fines. This results in lower extraction, longer leach time, and higher reagent consumption. Permeability problems in heap leaching are compounded because of the vertical migration of fine particles after the heap has been built. These fines eventually accumulate in pockets or layers and impede uniform solution flow. The fines move because they are not attached to a coarser particle. Moreover, the sluicing action of leach solution flowing over the surface of particles may break the bond between fine and coarse particles. Some fines are also created by the decomposition of ores after being wetted. Percolation problems are minimized if the fines can be attached to the coarser particles. Fines are thus uniformly distributed and rendered immobile within the heap. Heinen (1979) conducted comparative tests of nonagglomerated and agglomerated gold and silver ores. He showed that percolation rates through agglomerated material usually are improved by 10 to 100 times. This reduces leach time for economic recovery to less than one-third of that for nonagglomerated material, and total recovery may be increased. Cyanide consumption is also reduced in most cases because of the shortened leach time. Even run of mine (ROM) ore should be agglomerated. This can be achieved with moderate success by passing each truckload of ore under a water spray to bring total moisture of the ore up to about 8% to 10%. The ROM ore will mix when the ore is dumped, when it cascades down the slope of a heap, or when it is pushed up with a dozer. Overall, agglomeration allows low-cost heap leaching technology be applied to gold and silver ores and tailings that could not be economically processed by conventional methods, according to Phariss (1982). How agglomeration works Agglomeration means that the clays and fine particles contained in the ore adhere to the coarser particles. This creates a coating of fines around the coarse particles. When the ore has few fines and the percolation problems are not severe, the addition of a liquid may be all that is necessary to make the few fines adhere to coarser particles. However, when the quantity of fines is substantial, e.g., +10% -75 µm (-200 mesh), a binding agent may be needed. The application of automation and robotic technologies to coal mining equipment at the face offers improvements in worker safety and efficiency. The evolutionary introduction of autonomous, intelligent machines to perform the most hazardous tasks in underground coal mines may become a reality within the next 10 to 15 years. The US Bureau of Mines Advanced Mining Systems research program is developing the technology necessary to achieve this goal. This program consists of both core and applications re¬search that focus on the fundamental issues of sensor-based, computer-assisted, machine control technology. In the near term, the research is directed specifically to the computer-assisted control of present-day underground equipment. The immediate effect will be relocating equipment operators to a nearby area of safety. It is being performed in a manner that can make incremental improvements in safety and efficiency. The research is being performed closely with private, government and academic researchers in the miring, space, armed forces and factory automation and robotics research areas. It is a mixture of basic research, applied research and the application and adaptation of existing technologies from a multitude of sources.

In an effort to lower production costs and improve profitability, mining companies have adopted a variety of management practices emphasizing productivity and cost containment. One set of practices that has been used successfully in the manufacturing and electronics industries is "world-class manufacturing" (WCM). It is applicable to mining as well. World-class manufacturing is based on the twin concepts of "just-in-time" inventory practices and total quality control. A few mining companies have implemented quality control programs that are similar to WCM in some ways and substantially different in others. This article considers the use of WCM in the processing environment, although the techniques are applicable throughout a mining operation. The article is also mindful of the variety of customers to whom mineral products are sold. Industrial minerals producers may sell brand-name products to specific customers with exacting requirements, while metals producers often sell their fungible output on a faceless commodity market. Customer requirements are emphasized in WCM, and so the range of these requirements must be recognized. World-class manufacturing In any milling process, specific goals are set for product and process characteristics - concentrate grades, minimum daily throughput, moisture content, etc. WCM has two overriding objectives: the reduction of deviation from these standards, and the reduction of variability in all aspects of the process and product. By definition, reduction of deviation also includes minimizing plant downtime for repairs or process changes. WCM plants use just-in-time inventory practices and total quality control. WCM plants use these techniques to simultaneously improve productivity and reduce costs.

A new technology for recovery of metals from spent catalysts containing aluminum, cobalt, molybdenum, nickel and vanadium was developed. The catalysts are decomposed in two consecutive pressure leaching steps. Sodium aluminate-sodium hydroxide systems are lixiviants in both leaching steps. Selective extraction of molybdenum and vanadium is achieved in the first leaching step. The leach liquor is processed for separation and recovery of these two metals. The residue from the first leaching step is further processed in a second leaching step where alumina is solubilized. The residue from this operation is a nickel-cobalt concentrate. Alumina is separated from the second stage leach liquor by precipitation; the depleted liquor, a sodium aluminate solution, is recycled to the first and second leaching step. This technology has advantages over other approaches for the recovery of metals from spent catalysts because no solid waste is generated.

INTRODUCTION The Lake Merced Transport is being constructed as part of San Francisco's Clean Water Program. The Clean Water Program, which began in the early 1970's, is designed to control wet weather, storm sewage overflows into the Pacific Ocean and San Francisco Bay. To accomplish this goal, a system of large underground storage and transport facilities, pump stations, modernized treatment plants, and outfalls is being built. By 1991, eighty percent of the system had been completed and was in operation. One of the remaining projects for the Clean Water Program is the Lake Merced Transport. The Lake Merced Transport is located in the extreme southwestern portion of San Francisco, as shown in Figure 1, Project Location. The transport will convey dry weather flow from the existing Lake Merced Pump Station to the Westside Pump Station. During wet weather, the transport will fill with sewage and runoff, with a storage capacity of 36 million liters. The Lake Merced Transport was expected to be excavated entirely within the Colma Formation, an alluvial deposit consisting of weakly cemented sand. Once excavation of the access portal at the Sloat/Great Highway parking lot began, it became evident that a portion of the tunnel would be excavated through beach/dune sand. Geothermal energy is an important energy asset which can play a significant role in providing energy resources to cover energy needs of a country while it can play a primary role in a particular region where it is abundant. Greece is especially rich in geothermal energy. The collision of Euroasiatic and African plates coupled with the strong tectonic tension, particularly in north Greece, resulted in the formation of important geothermal fields of low, medium and high enthalpy. These fields are in the Aegean islands, in central and east Macedonia, in Thrace and in central Greece. This work presents and analyzes information about the drilling activity for exploration and production of geothermal fields of low, medium and high enthalpy in Greece for the past thirty years. The number and type of wells drilled together with the spatial and the yearly distribution are given. Depth data has been analyzed according to the fluid temperatures and to the geological formations. Cost data are presented and analyzed for the total number of wells drilled giving also the cost per meter drilled.

How best to grind? This article compares conventional crushing and grinding circuits to semiautogenous circuits, reviews recent installations of each circuit, and describes seven methods of using autogenous or semiautogenous techniques. In addition, steel and power consumption data are reported and benefits of a dedicated digital computer are discussed. Size reduction is the most expensive operation in most mills. Crushing and grinding are usually the greatest part of capital costs. They often make up 60-70% of total mill operating costs. Picking the proper crushing and grinding method must, therefore, be done with great care, so the best circuit is chosen. In the past 10 years, there has been a strong trend toward using autogenous or semiautogenous grinding in mills throughout the world. Autogenous grinding is favored when the ore is quite competent and a fine grind is needed. Semiautogenous grinding is applied when fine crushing could cause severe problems or when ore varies in hardness or competency. The taconite iron ores of northern Minnesota fit the description for an autogenously ground ore and many are successfully ground that way. Most im¬pressive are the nine lines of 11 x 4.9 m (36 x 16 ft) mills powered by 9 MW (12,000 hp) motors at Hibbing Taconite. Porphyry copper and molybdenum ores fit the description for semiautogenous grinding. Recent installations include Highmont in British Columbia, Canada, and Quintana in New Mexico. Sampling Many mills have been built based on inadequate sampling data or insufficient tests. With the cost of many mills exceeding several hundred million dollars, it is mandatory that geologists, mining engineers, and metallurgists work together to prepare representative testing samples. Simple, repeatable work index tests are usually sufficient for rod and ball mill tests. However, pilot plant tests on 50-100 t (55-110 tons) of ore are frequently necessary for autogenous or semiautogenous mills. Preparation and selection of the test sample is of utmost importance. Procedures for autogenous and semiautogenous mill pilot plant tests are relatively simple for those experienced in running them. Reliable and repeatable results can be obtained if simple, fundamental procedures are followed. The accompanying figure shows a typical conventional crushing-grinding circuit with three stages of crushing followed by ball mills or a rod mill-ball mill combination. This flowsheet is typical of many mills that have been built throughout the world. Also shown is a typical semiautogenous (SAG) circuit with feed coming directly from a primary crusher, and the semiautogenous mill product going to the separation process. Many similar semiautogenous circuits are built today because they are simple and flexible, lend themselves readily to high tonnages, and usually cost less to build and operate. With some ores, it is possible to send mine-run ore directly to the semiautogenous mill, eliminating the need for a primary crusher, as at Benquet's Dizon mill in the Philippines. An autogenous or semiautogenous circuit, as the name implies, uses the ore itself to assist in the grinding process. Generally, for this type of circuit, the ore must be competent so large ore chunks can be used to grind smaller ones. If ore alone is used, then the circuit is autogenous; but if balls are added to supplement the charge, then the circuit is termed semiautogenous. Ore competency is not always a criterion, to break up large pieces and wash away cementing material. Autogenous and semiautogenous mills have been very successful on relatively soft uranium ores where the values are frequently found in the material that cements together the sandstone grains. Autogenous Circuits When an ore is hard and competent, it is always possible it might make good "pebbles" that could be used for fine grinding media.
