The main objective of this paper is to propose a new sustainability parameter, called Visibility Indicator (VI), to describe the influence of mining operations on the visibility of the open works in the site from the surrounding land. A further goal is to point out a procedure for Visual Impact Analysis and Assessment (VIAA) of mining and quarrying operations in the phases of elaborating and evaluating of the project and depleting the resources. The Visibility Indicator has been computed taking into consideration the evolution of the area involved in the exploitation activity.

In Oct. 1981, Ranchers Exploration and Development Corp. began producing silver bullion from the Escalante mine and mill complex, located in southwestern Utah. Current in-place reserves are estimated at 2.42 Mt (2.67 million st) of ore, containing about 936 t (33 million oz) of silver at an average grade of 428.5 g/t (12.5 oz/st). The vein-type deposit is being mined underground through a decline that is currently 864 m (2,835 ft) in length, but will ultimately be at least 1.5 km (5,100 ft) long. The mine is completely mechanized with rubber-tired equipment, and is producing 680 t/d (750 stpd) of ore, five days a week, or 177 kt/a (195,000 stpy). Additional capacity is available. The cyanide leach mill and associated refinery are presently producing 4.35 t/month (140,000 oz/month) of silver bullion-an an¬nual rate of about 52.25 t (1.68 million oz). With minor modifications, the mill can produce up to about 70 t/a (2.25 million oz/year), and expansion is currently underway. History The Escalante property is located 68 km (42 miles) west of Cedar City, UT, on the west side of the Escalante Valley, where the vein forms a gentle ridge in an area of low, rolling hills. For years, the vein has been the object of considerable exploration, but never became more than a sporadic producer, primarily due to low silver prices. Heber Holt of Enterprise, UT, staked the original four claims in 1896; they were patented in 1910. During the next 48 years, limited exploration and mining activity was conducted on the property. Systematic evaluation and development did not, however, begin until March 1958, when Samuel S. Arentz, a prominent mining engineer and consultant, formed several joint ventures with mining and oil companies that conducted drilling, drifting, mining, and water drawdown tests on the property. However, it remained uneconomic, principally because of low silver prices and costs for pumping large flows of underground water. In 1975, Ranchers obtained an option on the property and in 1979 began a drilling program. As of May 1982, the company had drilled 70 core holes, bringing the number of exploratory holes drilled on the property to 138. Test mining began in 1979 as silver prices increased, and full mine development began in 1980. Mill construction began in Sept. 1980, and on Aug 29, 1981, the first ore was fed to the mill.

At periodic intervals-typically at the end of each month, quarter, and year- the accounting department in each division of a company distributes a set of reports to the division's managers. These reports describe the financial performance of the division and its major departments over the time period. They identify the revenues generated from the division's products and the costs incurred in their production. The results from individual departments are combined to determine divisional results, and the results from individual divisions are in turn consolidated to determine the results for the overall corporation. Cost reports for each of these activities show actual amounts, budgeted amounts, and the differences between the two. This reporting is carried out for the individual period and for the year to date.

A technique was devised by the US Bureau of Mines to recover coarse [+1.2-mm (14- mesh)] North Carolina phosphate now discarded as waste. Concentration utilizes the difference in particle sphericity between the relatively flat calcite and the rounded phosphate pebbles. Sizing, treatment in a continuous hydraulic classification system, and grinding upgraded a 17% P,O5 reject to 4.5% P,05 with a phosphate recovery of 63%. The CaO: P2O5 ratio was reduced from 2.49 to 1.66.

In March of 1994, Dynatec Mining Limited entered into a contract with PCL Civil Constructors to carry out the underground excavations for the Algonquin Power Corporation’s15 Megawatt Nagagami hydro-electric power station located near Hearst, Ontario, Canada. Dynatec completed the work for this project in early October 1995. Dynatec Mining Limited’s work included the excavation of a 175 meter long penstock driven at a grade of -25% to a 4000 m3 powerhouse located 50 meters below the intake elevation. A 1200 meter long tailrace was driven from the Nagagami River to connect with the powerhouse. Two 50 meter raises were driven from the powerhouse to surface to pro-vide access for equipment and personnel. The excavation of the tailrace tunnel(5.8m x 5.9m) was completed using Dynatec’s Long Round Jumbo Technology.

Underground mining is relatively safe today, but no technique or equipment is completely fool proof and 100% reliable. The only sure way to prevent accidental death or injury to underground workers is to remove them completely from the hazardous environment. This alternate approach to underground work is now feasible. Tunnelling and mining systems can be built that could be remotely controlled by men operating consoles in a surface control room. This concept, called a teleminer, would use recently developed remote control technology to remove man from underground work but still give him the capability to remotely operate mining and excavating equipment as if he were actually in the working area. It is appropriate to present this concept in the session "Environmental Controls" because the rationale for environmental control in underground areas can be significantly modified if man is excluded from the underground operation. The development of teleminers cannot only reduce or eliminate most of the requirements for conventional environmental control, but it can also create new and powerful techniques for rapid tunnelling and excavation. TELEMINER CONCEPT The concept of remotely controlled mining machines is neither new nor untried.(1)(2) Conventional remotely controlled mining equipment employs the standard techniques of extending the controls of the equipment to a remote console. For example, the rotary cutters on a remotely controlled tunnelling machine are started or stopped by a human operator turning a switch on the remote control console.

Compelling evidence indicates that at least the plateau bauxite of northern and central Jamaica formed from volcanic ash. The predominance in plateau bauxite of zircon grains younger than the host limestones and the relative abundance of zircon grains having idiomorphic form support a direct ash-fall origin for much of the bauxite parent material. Based on revised mass balance calculations, not enough of the middle Eocene to lower Miocene host limestones have been dissolved to make an important contribution to bauxite. Likewise, the pre-middle Eocene rocks of Jamaica have made only a very small contribution to plateau bauxite; they may have made a more significant contribution to the graben bauxite of southern Jamaica.

The SX-EW plant consists of three parallel trains with two extraction and two stripping stages, with the mixing chambers situated on the same side of the settlers, using a coalescing launder to direct the solution flow to the outlet weirs in the side as the mixers. In the tankfarm the loaded organic tanks will include a coalescing packed column to separate the aqueous entrainment. Organic from gunk will be recovered in a packed column, instead of a centrifuge. The EW plant utilize polymer concrete cells with permanent stainless steel cathodes with edge strips on side and bottom, without wax.

Until recently, the generation of electricity was regulated in all states, and the value of generation assets in a regulatory environment for ad valorem taxation were based largely on the book value of the plant plus the rate of return on capital allowed by the state regulatory agency. This method of appraising utility generation assets is inappropriate in a competitive environment because past capital expenditures are not relevant in a competitive environment. However, it is not clear what valuation methods are appropriate after restructuring. This paper identifies important problems and advantages of other appraisal methodologies and makes comments on various valuation and taxation methods.

Before discussing minicomputer software for the mineral industry, it is helpful to explain some of the computer program terminology. Most of the terms are the same as those applied to large computers. A computer system consists of a machine (hardware) with electronic and mechanical components and instructions (software) that define its operational logic and sequence. This logic is described by sets of commands grouped into programs. Each program has specific objectives related to the computer's operation and to production information from computer data that are input and processed. Software, therefore, is a general term applied to any type of computer program. Instructions to the computer are communicated through languages that convert logical and arithmetic statements into machine operations. The languages may consist of statements resembling mathematical or logical phrases understandable by humans, or they may be coded statements with no apparent resemblance to spoken language but readily understandable by the computer. Computers also translate higher level languages such as FORTRAN or COBOL into machine languages using other programs called Compilers. Programs written in these higher level languages are generally called source code. However, programs written in computer assembly language may also be called source code. The compiled version of the program after it has been translated by the compiler software is called object code. Programs used to "instruct computers how to be computers" are generally called systems software. They relate more to computer operation than to producing externally usable results. Programs producing information for many users-engineers, accountants, managers-are termed applications software. For the most part, applications software is the principal concern of the mineral industry. Programs are developed to fit user requirements as interpreted by programmers. Programs vary in quality, precision, efficiency, accuracy, and complexity, depending on programmer skills and abilities and programming decisions forcing design tradeoffs. A well written program should have speed, efficient use of available hardware resources, accuracy, and an inherently logical structure that aids documentation and subsequent modifications. Programs developed to fit specific requirements are termed customized software. A program organized and prepared for general commercial use is called a package, or a software package, and includes documentation for program use. A form of customized software that takes an existing program or package as its starting point and modifies it is called a customized package. A minicomputer program can be stored on computer cards, standard magnetic tape, magnetic cassette tape, floppy disk, or hard disk. The software purchaser or lessee may select one or more of these media when specifying a program in a software contract. Supporting documentation may include a listing of the program instructions linkages, hardware and storage resource requiremnents, flow charts, and programmer and user manuals. The purchaser must carefully make and clearly understand specifications for media and format of program delivery. This assures that delivered software is compatible with the intended hardware. Mineral Industry Attitudes Toward Computer Software The mining industry has traditionally been conservative concerning computer applications. Furthermore, large computer costs have made these systems accessible only to large companies, for the most part. But in the past few years, mining software systems developed at schools such as Pennsylvania State University and Virginia Polytechnic Institute have gained wider acceptance in the mineral industry. More mining engineers now have academic training in computer application, and computer use is now more acceptable to the mining industry. Mining managers in decisionmaking positions are faced with a new generation of computer technology resulting from the rapid evolution of minicomputers. Not too long ago, manufacturers such as Digital Equipment Corp., Data General, and Hewlett-Packard were considered newcomers. They are now established companies. In addition, Apple, Radio Shack, Commodore, and others have emerged in the growing microcomputer industry. So the mine manager or mining executive now has more options. Mining Software is Limited Along with the rapid evolution in hardware development, much general purpose software is now being developed for minicomputers. The 1981 Apple Software Directory can be obtained for about $14; Radio Shack published the Application Software Source Book in three volumes for $1.95 each. Brochures describing software can be obtained for other minicomputer manufacturers by contacting local sales representatives. Hewlett-Packard software can be obtained and exchanged through HP user's groups. Manufacturers' programming staffs are generally concerned with developing applications software. In some instances, manufacturers will recommend software developed by their hardware users. Until now, however, software development for mining applications has been minimal. This should not be surprising, since software development traditionally lags hardware development by several years. Bonds are required by state and federal law to address reclamation when the permittee defaults. Under various principles of law, a bonding company may propose to perform the obligations of the permittee, however, the negotiations with the regulatory agencies, surface and mineral owners and other interested parties can create a very complicated scenario that requires an understanding of the law regarding environmental protection, bankruptcy and surety ship, along with technical expertise in land reclamation. This paper presents the engineering professional with a framework regarding areas of law that pertain to surety reclamation projects and negotiations with state and federal agencies and related parties. Though presented in the context of the coal industry, the principles discussed are generally applicable to the mining industry as a whole.

This article concludes a two-part series on the safety, technology, and economic impact of eliminating safety fuse from metal and nonmetal mines. Discussed are the consequences of fuse abolishment, the technical feasibility of changing to an alternative system, and an economic analysis of initiation systems. Last month, part one (ME, pages 31-35) described current use of initiation systems, incidence of accidents, and consumption values for safety fuse and other initiation systems. Consequences of Fuse Abolishment Cap and Fuse Manufacturers Two major safety fuse manufacturers, Ensign Bickford and Apache Powder Co., share the US fuse market. Marketing of Ensign Bickford safety fuse is done by Dupont. Dupont manufactures electric caps as a main product and recently introduced a new nonelectric initiation system (Detaline). Therefore, Dupont would be only slightly affected by the elimination of safety fuse from metal and nonmetal mining. Ensign Bickford, though a larger manufacturer of fuse, does not appear to emphasize the safety fuse market. In fact, safety fuse sales represent only about 10% of Ensign Bickford's total sales volume. Ensign Bickford is strongly pushing its Nonel product. It appears, therefore, that the elimination of safety fuse would have a limited effect on Ensign Bickford, and could ultimately be to the company's advantage. Apache Powder Co., however, would be seriously affected if safety fuse was eliminated. Safety fuse, although not its only product, constitutes a major source of revenue for the company. It currently does not manufacture a substitute product. Apache Powder Co.'s manager agrees that prohibiting the use of safety fuse would result in a greater market share of initiators for Ensign Bickford. Hercules could also benefit from the prohibition of safety fuse. Metal and Nonmetal Mining Industry According to an explosive company contact, elimination of safety fuse by a mandatory regulation would force some of the small, marginal mines out of business. Another powder company representative believes that eliminating safety fuse will result in uneasy situations for small operators not familiar with other techniques. These operators try to minimize the costs and traditionally like safety fuse. He believes that insufficient proof exists to substantiate the overall safety increase if the fuse is eliminated. Fuse manufacturers and distributors disagree, then, about the impact of safety fuse elimination. However, they tend to agree on some important points: • Safety fuse can be a safe method if applied properly. • Electric blasting can be dangerous due to stray currents, and may have higher misfire rates than safety fuse. • It is very difficult to compare the rate of misfires and partial round failures for different systems. This is due simply to the nonavailability of such data. In many cases, the misfires are not even reported to the shift boss, as required by regulations. • Safety fuse has high acceptance in certain applications, such as a face where Nonel or detonating cord are used, or in open-pit blasting. • The safety fuse industry appears to be phasing out on its own. It is expected that the fate of the safety fuse market will be similar to that of black powder. An investigation by Nitro Noble of Sweden "clearly states that the diminishing use of safety fuse has considerably reduced the accidents in Swedish mines." Mine Data Acquisition and Analysis As a part of the study effort, visits were arranged to 24 metal and nonmetal mines. In most cases, underground visits were accomplished. At least one drilling and loading operation was witnessed. The mines were grouped into four mining areas: Wyoming, Montana, Idaho; western Colorado and eastern Utah; Missouri; and southern Arizona. Of all mines visted, the safety fuse system was used in 11 mines, electrical system in seven, Nonel in five, and the Hercudet system in one surface mine. At each mine, the manager, foreman, and blasting crew were interviewed for information and opinions. Besides informal discussions with mine officials, a questionnaire was also filled out for each mine. Due to the extensive length of the information gathered, these data are not presented here.

The gold processing plant location in the Chalkidiki coastal area has been studied as a land use conflict case study in the context of a EU research program. The sustainability assessment of the plant establishment is made on the basis of a group of sustainability principles and criteria adopted in the framework of the SPECTRA project. Since the gold processing project has not been implemented yet its sustainability assessment is made on the documents submitted by TVX Gold during the procedure for the siting consent and the granting of environmental conditions. The assessment, appearing on a table, reveals an important effort to achieve a high degree of protection during the operation and after completion of the activity. The specific nature of the development and the knowledge of the local opposition in favour of tourism development have obviously influenced the priorities set.

A trend towards the independent verification of sustainable development reporting and assessment using third party certification can be discerned in the global minerals industry. Various codes that provide for the third party assessment and certification of performance against a range of externally developed sustainability indicators are being adopted by minerals companies, and there is also considerable activity in the broader area of third party assurance. Using a sociological approach, this paper examines the reasons why third party certification schemes are appearing in the minerals industry to address sustainable development imperatives in preference to other forms of regulation, and considers the broader implications of this trend. Data are drawn from a series of qualitative, in-depth interviews conducted with some of the key players in the development and adoption of certification schemes in the minerals industry, with executive managers of a range of large mining corporations, with representatives of global non-governmental organizations that are active in mining issues, and with government officers responsible for the regulation of mining corporations in Australia. Factors responsible for the emergence of the new certification schemes include: increasing demands from stakeholders for greater credibility in reporting against sustainable development indicators; broader contextual factors including globalization and neoliberal policies; and issues relating to trust and risk. Using insights from our research, and the work of others in this field, we identify some of the critical features of a credible third party certification scheme, and note some of the challenges for the design and implementation of such schemes. We conclude by discussing some of the broader implications of third party certification as an emerging form of regulation in the minerals industry.

An innovative biological process is described for the treatment of cyanide-, metals- and nitrate-contaminated mine process water. The technology was tested for its ability to detoxify cyanide and nitrate and to immobilize metals in wastewater from agitation cyanide leaching. A pilot-scale demonstration is described in which a pilot plant was constructed to demonstrate the technology on a mine process-waste stream at a mine in Nevada. The demonstration was performed jointly under the Mine Waste Technology Program (MWTP), funded by the US Environmental Protection Agency (EPA) and jointly administered by the US De¬partment of Energy's (DOE) Western Environmental Technology Office (WETO) under Interagency Agree¬ment Number DW89938513-01-0. The Superfund Innovative Technology Evaluation (SITE) demonstration program was also involved in the project. MSE Technology Applications Inc. (MSE), Butte, MT, was the contractor responsible for conducting the project, and Pintail Systems Inc., Aurora, CO, was the technology provider. The pilot-scale unit was field-tested at Echo Bay's McCoy/Cove Mine southwest of Battle Mountain, NV. The biotreatment process was considered successful in destroying cyanide in the mine process water. The process was also determined to be effective in removing metals. The pH was consistently neutralized and nitrates were successfully removed from the mine process water. From the results of these pilot-scale tests, it was concluded that the biotreatment process potentially of¬fers an innovative, cost-effective alternative for the treatment of mining wastewaters.

The coal mines monitoring should be based on the usage of simple and evident models, letting in the total unity to reflect a structure of organization of mine, system ability of its construction and specific character of its functioning. Such models are offered to create on the basis of extracted hierarchies of objects of mine. All objects of mine are broken on levels of technological hierarchy. For objects of each level of hierarchy there are made balanced models of entering and leaving material flows. Then these balanced models are coordinated among themselves by the help of the inter hierarchical relations. So the structured-qualitative characteristic of the object of monitoring, reflecting in a kind of the table structure of formation of material flows on mine, their intensity and measure of transformation is formed under transition from one level of hierarchy of mine to another. An example of real us- age of hierarchical balanced models on mine is given. The mathematical models of coal mine monitoring should reflect objective laws of their structural organization and functioning. Therefore under the constructing of mathematical models it is important such a way to reflect a structure of the mine organization, that in totality the models has been reproduction of system ability of its construction. The knowledge of the separate parties of functioning of mine, reflected in particular mathematical models, should "to be packed" in combined unity. Or else, they should be connected in system, convenient for recognition by the person. Considering the mine, the expert allocates multi-dimensionality of the objects of making its elements. He always has the knowledge of laws of development of mining work that is connected with pithy stratification of researched object. In dependence of sparial-temporary level of abstracting there are allocated the horizon, wing of a mine field, layer, panel, extracting face, longwall in coal mine. The human thinking on each of these levels operates with a set of concepts peculiar to him, characteristics, definitions.

Low cost, greater operating flexibility, and relatively simple operation are just three of the reasons for using minicomputers in the mining industry. No less than a dozen US manufacturers have sold the new generation of minicomputers to mining operations in the US and the world. Many manufacturers produce several models of minicomputers, each with excellent calculating capabilities. Prices for these "mini-giants" range from about $10,000 for a basic system to over $300,000 for a very powerful, sophisticated system with numerous peripheral devices. While the acceptance of minicomputers by the mining sector has lagged behind their penetration into other businesses, mines with minicomputer capability-especially remote mine sites-have found applications in practically all areas of operations including standard payroll processing, mineral deposit modeling and planning, surveying/mapping, production reporting, and daily production scheduling. In fact, the only limit to the further application of minicomputers in mining is the user's imagination. There are some obstacles to the accelerated use of minicomputers in the mining sector: the limited amount of software available, limited information on site-specific uses, and limited interest in the mining market by manufacturers. The latter is especially significant in light of the fact that many manufacturers queried in a recent telephone survey did not compile statistics on locations of their units in mining. The general consensus is that mining sales represent less than 1% of the total market. Many manufacturers do believe that market dynamics will increase their future research and development for the mining industry. The minicomputer was introduced in 1968, when Digital Equipment Corp. of Maynard, MA, developed a small computing device-the PDP-8 minicomputer. It is important to note that since then, it has become increasingly difficult to precisely define a minicomputer (see box, page 1582). The mini has evolved to surpass the capabilities of many of the large computers (mainframes) of 1968, and some models rival the mainframes of today.

In this paper, a methodology for the reliability assessment of geogrid-reinforced unpaved roadways is presented, by taking into account the variability of the subgrade?s undrained shear strength. Analyses are performed using the Point Estimate Method and the Monte Carlo simulations technique. The undrained shear strength is represented by its correlation with the California Bearing Ratio and it is modeled as a random variable following a long-normal distribution. Analyses are performed for different types of reinforcement. The study provides a quantitative assessment of the variation of the system?s probability of failure with this parameter. Overall, the approach suggested in this study may be considered as a complementary approach on the traditional concepts of global or partial safety factors.

Discussion by Dan Plazak The authors are to be congratulated for presenting a simple and practical tool for quick estimates of ground water flow rates. At the risk of detracting from the simplicity of the method, I would like to suggest a slight refinement to the equation as presented. As the authors noted, the Jacob-Lohman equation (1952) assumes confined-aquifer conditions. To use confined-aquifer equations in water-table aquifers, Jacob (1963) presented a correction to convert water-table aquifer drawdowns [Ahw] to equivalent confined aquifer drawdowns [Ah,: 2] [Ah Ah = Ah - w(1) Cw 2H where: Ah, = Drawdown in confined aquifer: Ahw = Drawdown in water-table aquifer and H = Original saturated thickness of aquifer] Substituting the above in equation ( I) of Hanna. Azrag and Atkinson [4nT Ah - 2H ) Qj2.25 T t(2) 1 nr2 S W] Since the above expression predicts lower pump rates, it causes the Jacob-Lohman equation to agree more closely with appropriate analytical and numerical models. Figure 1, adapted from Fig. 5 of Hanna. Azrag and Atkinson, illustrates the closer agreement of the modified equation to their numerical model, as reflected in Qm/QJL ratios closer to unity. The agreement improves particularly as drawdown [Ah] becomes large in relation to aquifer thickness H. An additional advantage of the modified equation is that Hanna, Azrag and Atkinson's correction factor C is much more stable as pit depth increases. Controlling worker dust exposure on longwall mining systems is difficult because the working face area serves as an immediate return during the mining cycle and the amount of airborne dust generated is directly related to production. Since improvements in longwall mining technology have significantly boosted production levels, additional technology is needed to control the airborne respirable dust generated at present and future production levels. One concept to reduce longwall worker's dust exposure is to maintain two splits of air at the face -- a clean intake split in the workers walkway, and a return (dusty) split over the face conveyor. The U. S. Bureau of Mines has recently investigated a concept to overcome the visibility handicap of face partitions by utilizing a permeable polyester mesh. The mesh material was anticipated to provide adequate air-splitting capabilities as long as the pressure differential between the face and worker walkway was minimal. Initial testing of this concept at the Bureau's Lake Lynn Laboratory showed that notable reductions could be achieved with a 1/8 in (3.18 mm) and 1/16 in (1.59 mm) mesh opening size. Dust reductions at 100 ft (30.5 m) and 200 ft (61.0 m) downstream of source were 58 and 36 pct, respectively, for the 1/8 in mesh and 79 and 55 pct, respectively for the 1/16 in mesh. Longwall application of the 1/8 in mesh showed similar results to the Lake Lynn Laboratory tests. A flame retardant mesh was used underground with portable lighting mounted on the shearing machine for face side lighting.
