INTRODUCTION Radiation is one of the many agents occurring in our environment that is capable of causing cancers. We are all unavoidably exposed to natural background radiation. If we wish to exploit the beneficial uses of radiation in medicine, industry, and for the production of electricity, some further exposures to radiation are almost inevitable. One needs to ensure therefore, that the standards of radiation protection are safely derived and one would want to understand the mechanism by which radiation might cause cancer and genetic defects. In order to study the effects of radiation one can: (1) analyze human data, (2) perform animal experiments, and (3) do molecular level experiments. Indeed all three kinds of information are needed. This paper will concentrate on the steps required to obtain some of the necessary human data regarding health effects, where the concern is about the impact and consequences of long-term low-level exposures to an agent. Such investigations require some knowledge of work histories, dose histories, health "outcomes", and the personal identification of the individual involved. Three inter-related computer systems have been developed at Statistics Canada which have been designed to permit optimal use of a number of different records for our entire country for such health related research. The development of the Canadian Mortality Data Base, the initiation of the National Cancer Incidence Reporting System, and the development of new computer linkage techniques have helped reduce the cost and increase the scale and efficiency of automated follow-up to produce statistics of sickness or death associated with radiation and other carcinogenic agents in mines. These computer systems have already been implemented, and references will be made to studies currently being conducted using these files and facilities (e.g. a study of all Ontario miners, plus various Canadian uranium, fluorospar, salt and nickel miners). We will also look at the kinds of data that need to be collected now, to improve such studies in the future. DELAYED RISKS - THE STUDY SIZE AND COST Delayed effects on human health, as for example industrially caused cancer, can in general only be detected and measured by following-up the individuals to see what eventually becomes of them. What is not generally recognized is that the relatively low levels of individual risk, about which the public is often concerned, usually requires for their detection that very large numbers of "exposed" and "control" individuals (e.g. 10,000 to 100,000 or more) be followed over a period of two or three decades to determine when they die, what they die of, and whether they contracted cancer or some other disease of special concern. Thus, it is frequently exceedingly difficult to make such investigations cost-effective so that they will be undertaken at all, and as a result very real risks to health can remain undetected or unquantified. THE MANUAL PROCEDURES Follow-up of individuals by epidemiologists has until recently been a largely manual and clerical operation. It has used a diversity of source record files; local, regional, and national. Often the tracing of people has involved letters sent through the mails and visits to institutions, physicians, municipal offices, and former neighbours. Only thus could one find out whether the individuals were dead or alive. Such studies were necessarily small, or else very expensive. Death registrations have, by tradition, provided a valuable tool for the identification of harmful influences in the environment. However, with the increasing mobility in the population, death may often occur far away from the place of exposure to such an influence. Thus, no longer will simple manual searches in a single registry office suffice to inform the investigator concerning the deaths that may have occurred in a study population, especially when that population is large. In the past, manual follow-up to locate the relevant death registration normally required some prior knowledge of the province and year of death in question, so that the alphabetic indexes could he used to direct researchers to the appropriate bound volumes of registration forms. To search manually in this fashion for any large number of death registrations, without knowing in which year or province the deaths had taken place, or even whether they had yet occurred, would be impractical, since each year in Canada there are about 170,000 deaths. DEATH AND CANCER AS SPECIAL ENDPOINTS Much of recent effort has been focused on the organization of the "endpoint" files required to do long-term follow-up studies on a national scale, because that is a function which other institutions are unable to perform due to the confidentiality laws governing the use of such information. Outside organizations generally come to us with detailed "starting" point records which relate to some specific group requiring study. This report summarizes data available on the Fort Knox gold deposit to the end of 1989. It is presented courtesy of Fairbanks Gold, operator of the Fort Knox mine. The ore body and the data base are being expanded in 1990, but this summary is pertinent for inclusion in a case history volume that, in part, stresses porphyry-type deposits. Fort Knox is a pluton-hosted gold deposit 22.5 km (14 miles) northeast of Fairbanks, AK. It is easily accessible from Fairbanks, and ultimately it will be the largest open pit gold mine in Alaska. The Fort Knox pluton has an interesting historical record, and it has been discovered at least twice. Fig. 1 shows the geology and location of major plutons in the Fairbanks mining district.

The primary criteria used by the mining industry to judge the merit of a project is internal rate of return (IRR) rather than net present value (NPV), although NPV is favored by academicians. This paper discusses the problems of IRR and NPV and compares the multigoal nature of the decision¬makers and their need for informa¬tion having the characteristics of NPV and IRR. The conclusions reached are that both NPV and IRR can be used for investment ranking, that NPV suffers the same multiple root problem as does IRR, and the use of conventional incremental IRR to reach NPV¬consistent project ranking is mis¬leading.

INTRODUCTION Design and development of new products generally proceeds through a phase of initial development and discovery based on the evolution of existing arts, followed by technical innovation and development based on both pure and applied research. The development of the mechanical tunnel boring machine (TBM) has followed a similar pattern, with the first machines closely resembling continuous coal miners. In general, however, the design of TBM's to date has been more a result of evolution and discovery than of new technical innovation, even though large sums of money have been spent on research and development. In particular, the results of experimental laboratory and field investigations have had little effect on tunnel boring machine design, and the better performance of TBM's today over those of 10 or 15 years ago, is due more to increased mechanical reliability and greater operating experience, than to improvements in penetration rates and rock fracture capability. The improvements made, have been mainly by the machine and cutter manufacturers who recognize the greater efficiency and economic advantage of utilizing large single row cutters with high load capacity along with large edge spacing. Are there any improvements to be made, therefore, in TBM performance without new and dramatic technological breakthroughs? Can TBM manufacturers design greater performance into their machines by a logical extension of the present art, and by applying what has been learned in the laboratory and field? Some, for example, believe that the kerf cutting system of boring rock is at, or close to, its opti¬mum and little improvement can be made in the present TBM concept.

In many parts of the world deep level mining relies heavily on the use of refrigeration for providing safe thermal underground conditions. The trend in South Africa in recent years has been to locate the refrigeration plants on surface and to use these plants to chill water that is then distributed throughout the mine. The surface cooling installation normally consists of a pre-cooling tower in which water is first chilled before it is sent to one or more refrigeration plants for further cooling. Presently, the majority of these refrigeration plants use CFC refrigerants; however, to conform with the Montreal Protocol, these plants will have to be replaced or converted for use with alternative refrigerants. The optimum design criteria for installations using the new generation of refrigerants will be affected by their characteristics and are likely to be different from those currently in use. In light of these developments the industry is examining a number of alternative systems for future installations including water vapour refrigeration. Factors that affect the decision on the type of refrigeration system to be used in mine installations are reviewed. INTRODUCTION Gold mining has been carried out in South Africa for over 100 years and most of the reserves close to surface have been mined out; this has led to mining taking place at greater depths, approaching 4000 m below surface. One of the consequences of operating at these greater depths is that it is necessary to install refrigeration plants to cool the ventilation air so as to provide safe and healthy working conditions. With the current low precious metal prices there is pressure on mines to cut costs and in recent years there has been considerable effort devoted to the design of more cost effective and efficient refrigeration plants and cooling systems. In the last 10 years there have been many studies into the use of ice for specific applications (Eschenburg et al., 1986; Hemp, 1988 and Ramsden and Lloyd, 1992) and at present there are three ice making plants in operation on South African mines, each of which produces ice in different processes. In addition, detailed design studies have been carried out on the "split ammonia system" (Napier and Patterson, 1992). In this refrigeration system the evaporator is located underground close to where the cooling is needed, whilst the condenser and heat rejection system is on surface. As far as refrigeration plants are concerned the trend has been to move away from standard package units to custom built refrigeration installations. This has given the design engineer greater flexibility in the choice of key components for refrigeration installations. For example both screw and centrifugal compressors are used, the heat exchangers for the evaporators and condensers may be either plate or shell and tube, and in a number of installations evaporative condensers are used. In addition, the following refrigerants are in use, R12, R22 and ammonia. The acceptance of the Montreal Protocol and its amendments by the South African government will restrict the use of CFC refrigerants and it will be necessary to re-evaluate various refrigeration systems, including those that do not use conventional refrigerants, such as air cycle and water vapour systems, for new surface installations. Although new systems and refrigerants are being developed, only the following refrigeration installations will be compared in this paper: - a refrigeration system using R134a which has properties similar to R12 - refrigeration system using R22 or a new alternative refrigerant with very similar properties - an ammonia refrigeration system - a water vapour refrigeration system The benefits of new cooling systems are not discussed in detail, since they are largely mine specific and outside the scope of the present paper. Since the optimum design for an air cycle system (del Castillo, 1988) is dependent on the mine layout, this system is also not included.

Introduction Uranium mining has been actively carried on in Canada for over twenty-five years mainly in Ontario at Elliot Lake in Bancroft, and in Northern Saskatchewan at the operations of Eldorado Nuclear Ltd. During this period, approximately one hundred million tons of mill tailings have been created and lie mainly on the surface close to the mining and milling installations. If all of the present reserves of uranium ores in Canada are mined, a further eight hundred million tons of mine tailings could be created in Ontario, Saskatchewan, the Northwest Territories, Labrador and British Columbia. The present control of effluents from existing tailings is managed by the operating mines under the regulations of both federal and provincial control agencies. It is the long-term effect of these tailings on the environment that has not been clearly defined or measured. Several years ago, the Canada Centre for Mineral and Energy Technology of the Department of Energy, Mines and Resources, embarked upon a program of research directed at the long-term effects of uranium mine tailings. Much of the research to date has been on tailings in the Elliot Lake, Ontario area where some tailings piles have existed for over twenty years. The program consists of two projects, one to address the problem of existing tailings and the other to examine alternatives in the management of current and future tailings. TAILINGS CHARACTERISTICS Uranium tailings are generally the result of sulphuric acid leaching in which the uranium and alkaline minerals such as carbonates and chlorites are leached out. If the ore contains sulphides, these minerals potentially present an additional hazard of acid generation over time and could increase the mobility of heavy metals and some radionuclides such as thorium-230. Except for the extracted uranium, most of the radionuclides from the ore remain in the tailings pile. Uranium ores in Canada span a wide variety of mineralization and associated gangue composition. Uranium minerals include pitchblende, uraninite, uranothorite, brannerite and the phosphate uranium minerals autunite and saleeite. Gangue minerals vary from acid consuming carbonates, and chlorites to acid producing sulphides and inert silicates. With such a wide variety in ore composition, the characteristics of the resultant tailings in Canada are in many cases site specific and the solutions to the long-term effects of these tailings may also be site specific.

The U.S. Environmental Protection Agency recently recognized Newmont and other mining companies, along with the Nevada Division of Environmental Protection for their voluntary work in reducing mercury air emissions. One example of this voluntary effort is the installation of a reactive scrubber to capture mercury vapor from the exhaust of a carbon regeneration kiln at Newmont’s Twin Creeks Mine. After considering the available technologies, a proprietary reactive scrubber, developed by ADA Technologies, Inc., was selected and is currently being commissioned. Mercury removal rates greater than 90% have been documented.

Beneficiation tests were conducted on samples from three ore zones in the Los Monos, Navay orebody in Táchira State, Venezuela as part of an overall feasibility study. The scope of work included ore sample characterization, flowsheet development, and optimization of beneficiation variables on a bench scale followed by confirmation on a pilot plant scale. Phosphate in the ore samples occurred primarily as francolite and was associated with quartz, kaolinite, and feldspar. Liberation of the phosphate began at 589 microns (28 mesh) for the main ore zone sample and at 295 microns (48 mesh) for the lower-grade ore zone samples. Development tests on simulated mining composites demonstrated that the samples responded well to 589 micron (28 mesh) grinding, two stages of high intensity scrubbing, conditioning at high % solids with caustic and equal amounts of tall oil and fuel oil, and separate coarse and fine flotation circuits with one stage of roughing and two stages of cleaning (reflotation). Concentrates in the range of 31.5-34% P205 with recoveries from 64-70% were obtained from the mining composites. Product quality for all concentrates in the range of 31.5 % P205 was good; 1.40 CaO/P205 and 0.04-0.05 minor element ratios. Confirmation testing in a continuous pilot plant produced results similar to those achieved in the laboratory.

INTRODUCTION Square-set timbering of stopes developed from stull support methods because veins too wide for stulling were being mined. In general, the void caused by the stoping of the ore is filled with a system of interlocking timbers. Timber framework supports the wall rock, the mining operations, and provides access. A timbered stoping method can be used in all widths of veins at any dip. The timbering can be normal and parallel to the planes of the walls or at angles to these planes. Irregularly shaped ore bodies can be worked by timbered methods. Pinching or swelling of the vein will not adversely affect the method. Timbered stoping is especially advanta¬geous where weak ground is encountered in the vein or the wall rock. The ground is unsupported only until timber sets are stood. These stopes can be filled with sand or waste when desirable. The customary method of developing a square-set timbered stope with haulage drifts above and below and timbered raises on each endline is shown in Fig. 1. The drifts are timbered the full stoping length. The raises have two compartments with the manway and timber slide in one compartment and the chute in the other. The drifts and the raises cannot be widely spaced as handling timbers is an important consideration. Stoping can begin immediately above the drift timber and continue in both directions and upward from the raise. Breasting down each blast round for only one timber set laterally is the common practice. The blasted ore falls to a lower floor where it is slushed or trammed to the chute. Drilling can proceed on the upper floor while broken ore is being removed from the stope. As shown in Fig. 2, square-set timbering may be used in cut-and-fill stopes to support the back and walls until fill is added. There are various ways of developing an ore block for timbered stoping. Fig. 3 depicts the situation for the main haulage in the vein with an intermediate drift separated from it by a sill pillar. The ore is slushed into the chute connecting the two drifts. The situation in Fig. 4 is identical to that in Fig. 3 except that no sill pillar is used. In Fig. 5, the haulage drift development is done in the footwall with crosscuts driven to intersect the ore body. The intermediate drift development is above the crosscuts with a minimal sill pillar. The main bottleneck in timbered stoping is in the timbering process. Drilling in the stope is generally held up while timbering is done. Two or three men are re¬quired to do the timbering and an additional one or two men are needed to transport and raise or lower the tim¬ber. Good organization is essential to timbering. Skill must be exercised in standing the timber to support the ground and still maintain good production. INTRODUCTION During the various stages of an underground project from inception through design and construction, probably the single factor of most interest and concern is the nature of the ground. The ground conditions more than any other item govern costs and feasibility; and although the methods available for assessing the ground have become increasingly reliable during the past thirty years, it is still very difficult in many cases to predict the behaviour of soil and rock during and after excavation. To help in this ground evaluation process, we have frequently supplemented the boring program with one or more large diameter inspection holes; and during the past eighteen years, seventeen of these holes have been constructed on tunnel projects which we have designed. There are references in the literature to similar inspection holes (1); however, as far as we are aware, no detailed description of them has been published. The behaviour of soil or rock during and after excavation and the effect of ground water on tunneling operations are of vital interest to tunnel designers and contractors. A comprehensive geotechnical investigation is therefore among the early and most important tasks carried out on a tunnel project and the backbone of every geotechnical investigation is the boring program. A series of borings, typically 50 to 100 mm (21 to 4 in) diameter, are drilled from which soil samples or rock core are recovered and the ground water observed.

The zinc flotation circuit was sampled to provide sized information on its metallurgical performance. A good balance was obtained and the roughing, scavenging, cleaning and regrind sections were assessed. Substantial losses of sphalerite occurred in all sizes. The limitations were poor recovery in the cleaning section which resulted in substantial recycling of 15-30µm sphalerite and iron sulphides, and inability to float +38µm sphalerite in the roughers. Regrinding increased sphalerite recovery by 7% with no loss in grade. Liberation measurements enabled balances for six size fractions to be calculated and the role of liberation on the metallurgical performance was assessed.

The National Institute for Occupational Safety and Health's Pittsburgh Research Laboratory is now involved in research to identify silica dust generation in underground metal/nonmetal mines. The ultimate goal of this research is to develop control technologies to reduce worker exposure to respirable silica dust. Commodities and job classifications with the highest silica dust exposure have been identified through analysis of the Mine Safety and Health Administration's compliance dust-sampling database. Dust surveys were conducted in an underground limestone and gold mine to investigate silica dust sources, generation levels and the controls being used. A summary of the mining operations, sampling procedures, resulting data and suggested methods to improve dust control are provided.

The wide distribution of limestone and dolomite and the decentralization of the depedent industries give the State Geological Survey a major role in the, development of these mineral resources. The amount of geological information necessary for efficient exploration is so large that few companies can afford to do the necessary basic field work or store the data. The state surveys fill these responsibilities and thus might be said to serve as the geological research departments of the limestone and dolomite industry. At the Indiana Geological Survey, the data of most value to limestone producers are in the form of unpublished measured sections, well records, cores, chemical analyses, directories, and geologic maps. Much of this information is published in summary form. The Survey also assists individual members of industry in exploration and evaluation of mineral deposits. In addition, a progressive State Survey provides the geological infor¬mation necessary for the development of new resources which do not appear to justify industry's own preliminary efforts.

The offered technological line includes a flotation pulp air conditioner operating on the impact-mechanical effect and two column apparatuses with a descending pulp-air flow mounted in series. The technology developed makes it possible to increase considerably the valuable component in the concentrate simultaneously with a reduction in energy consumption for the flotation process. The experience achieved with the technology showed the possibility for obtaining sulphide silver-bearing ore superconcentrates with the noble metal content 2-10 times higher than that in the concentrates obtained by the conventional technology. The same results were obtained in the process of calcium-bearing boron-silicate ore-dressing.

Technological innovation in the minerals industry must be driven by the need to improve performance according to social, as well as environmental, safety, efficiency and production criteria. This paper outlines the possibilities and rationale for incorporating constructive technology assessment into technology research and development within the CSIRO Minerals Down Under National Research Flagship (MDU). The paper develops a process of Social License in Design that attempts to address the future social challenges and opportunities of a technology during development by utilising forecasting techniques and accounting for the perspectives and values of decision makers and likely stakeholders. Interviews with senior technologists and social scientists within MDU reveal the institutional context into which the Social License in Design process is to be situated and highlight key factors that may inhibit or enhance its uptake.

Railroad companies and transit authorities have been slow to acknowledge that for many—utility crossings, a direct pipe installation below live rail can be just as effective as a more intrusive traditional cased crossing. Properly designed and specified pipe jacking work, and specifically pressure-balanced microtunneling, coupled with careful specification and analysis of geotechnical monitoring and, where necessary, ground improvement measures, can produce a low-risk, low ground movement solution to the needs of utility companies and municipalities whose services need to pass below urban and rural rail corridors. This paper discusses the design, geotechnical and ground improvement aspects of microtunnel crossings below active heavy and light rail lines and crossings beneath active subway tunnels.

Mine floor failures, such as floor heave and floor buckling, occur frequently in underground coal mines where soft mine floor exists. The types of failure can usually be classified into two categories; shear punching failure and tensile failure. A model based on the Winkler's elastic foundation is proposed in this paper for floor stability analysis. The model considers material properties of floor strata, in-situ horizontal stress, pillar size, entry width, and configuration of multiple-entry system and predicts stress conditions in the mine floor based on given in-situ mining and geological conditions, as well as deformation of the mine floor. This information is used to predict possible failures of mine floor by comparing the strength of mine floor with its stress condition. The validity of the model is verified by in-situ data described in this paper.

The accurate estimation of mining-block grades continues to be a challenging task for ore reserve practitioners. The estimation method used and the variability of the mineralization in the deposit are two factors that affect the accuracy of the estimates. The objectives of this study are to determine how different estimation methods perform on a given deposit and to determine the impact that the nature of the mineralization has on the results. A comparison of several estimation methods for prediction accuracy is performed based on conditional simulation results.
