As a result of the Three Mile Accident and because of evidence indicating radiation protection problems, the U.S Nuclear Regulatory Commission (USNRC) undertook a major effort, with the assistance of the Pacific Northwest Laboratory (PNL), to analyze radiation protection programs at 47 commercially operated nuclear power plants. This effort, the health physics appraisal program (HPAP), using a modified management oversite and risk tree analytical logic methodology (MORT) which consisted of analytical trees with applicable questions for each tree, was subsequently extended to include USNRC licensed uranium mills. In the uranium mill appraisal, a team of four senior radiation safety professionals spent a week at each mill evaluating the total health physics program. Prior to the HPAP, the USNRC inspection efforts were designed to determine if the licensees were fulfilling the requirements of the code of federal regulations and the mills source material license. The HPAP, however, was designed and structured to facilitate an integrated look at the total program. It is also directed into areas for which explicit NRC regulatory requirements may not currently exist. The latitude of the HPAP was designed to allow professional judgement in the evaluation of program adequacy, because merely meeting the explicit regulatory requirements does not necessarily ensure an adequate and effective health physics program. The results of the first eight site visits and the generic health physics problems identified within the uranium milling industry will be identified in this paper.

Intensive hydrologic monitoring of the Powder river basin has been on-going since the early 1970's. Data were used in environ- mental assessments and for determination of hydrologic consequences associated with coal mining activities. For most coal mine operators, data collection has continued in this baseline mode with little or no statistical analysis of the data and with no statistical procedure established to detect changes in groundwater quality. For the past four years Powder River Coal Company has studied several statistical techniques to analyze groundwater quality. Three objectives were pursued: 1) to determine the baseline water quality for key aquifers; 2) to determine which wells could be deleted from the monitoring program without reducing monitoring effectiveness; and 3) to define a statistical test to determine water quality changes. Knowledge of the regional geo-hydrologic system was combined with an analysis of the water quality monitoring in order to identify homogeneous aquifer zones. All wells within an aquifer zone were treated as one population, and a t-test was used to determine the minimum number of samples needed to define the water quality for each aquifer zone. Results indicate that the data for each aquifer zone were nor- mally distributed and that groundwater quality could be defined using a fairly small number of samples. Because of the minimum sample size test, groundwater quality sampling was reduced by between 75 and 85 percent.

This paper describes a process which finds the maximum worth of a mineral deposit. The procedure requires two phases. The first uses a microcomputer evaluation model to find the optimum design input, with minimum attention giving to actual mining constraints that might exist. The second phase runs the first-phase design parameters through a direct simulation model on a mainframe computer. In phase one, financial, economic, and geotechnical data are entered; and an idealized list of design parameters is output. The list includes optimum values for cutoff grade, mine life, mine size, paytons, paygrade, and payvalue. In addition, the model generates pro forma operating and cash flow statements and it indicates the maximum net present value (NPV) possible for the deposit along with the probability of that oc¬curring. The initial results imply perfect mining conditions. In phase two, when actual mining selectivity, sequence, and other practical design considerations are related in a direct simulation model to the optimum criteria found above, the maximum NPV invariably decreases. However, if it is still satisfactory (NPV greater than or equal to zero) then the maximum worth/ optimum design have probably been found in the first iteration. If, on the other hand, NPV is now unsatisfactory, then design compromises must be made and simulated, and the results rerun through the evaluation model. If several iterations fail to yield a positive NPV then the deposit is most likely unfeasible t for the forecast economic conditions used in phase one.

Laboratory tests of samples of fine- grained, argellaceous rocks, commonly referred to as shales, have shown that various changes in their moisture content can be correlated with loss of strength. This reaction to a change of in situ conditions at abandoned mine sites when combined with the field relationships at locations where the predominant overburden material is fine-grained, argellaceous, and fractured provides a predictive tool for engineers dealing with subsidence problems. Such a tool should enable engineers to recognize areas that are prone to be affected by surface disturbing subsidence features.

Deeply buried coal seams [greater than 3000 ft (914 m)] are difficult and sometimes hazardous to test and complete due to coal sloughing, formation pressure anomalies and coal fine generation. Data collected while stimulating two deep coalbed methane wells located at the Gas Research Institute/Resource Enter¬prises, Inc. "Deep Coal Sean Project" test site in the Piceance Basin, Colorado, is presented in this paper. A single thick coal seam was completed openhole in each well. Core data, reservoir data, in-situ stress measurements, and pre-stimulation calibration test data were collected at the site to use in the design of the fracture stimulation treatments for both wells. A nitrogen foam fracture fluid treatment was selected for the first well and a linear gelled water for the second well. Treatment pressures were monitored with a downhole quartz pressure transducer. Atypically high treating pressures were observed, possibly indicating coal fines plugging at the fracture tip or increase in fluid viscosity caused by interaction of the generated coal fines with the fracturefl uid. In addition, a comprehensive fracture diagnostic effort was employed during the fracturing of the second well; namely, triaxial borehole seismic, seismic televiewer, hydraulic impedance monitoring, gamma ray log (in conjunction with radioactive additives in the sand), and temperature log. The results indicate a vertical fracture was created parallel to the face cleat as expected.

New technologies confront mining organizations with unprecedented human factors challenges. Likely problem areas range from the design of the human- machine interface to the design of work groups and mine organizational structures. However, these human design considerations are commonly ignored in most industries, resulting in a failure rate of 75% for advanced technology programs. The U.S. Bureau of Mines is addressing these concerns through a program of research on the human side of high technology mining systems. Interviews with mining industry participants and researchers have identified concern in several areas, including training and equipment design. Although new mining technologies promise to improve overall safety by relocating miners away from hazardous areas, data from MHSA accident reports and other sources suggest that certain types of new hazards may be created. Many of these new hazards can be reduced though a systems approach to ergonomic design of equipment, tasks, and work processes. This evidence, combined with reviews of high technology human-machine systems in other industries. can help in the design of safe and efficient future mining technologies.

Experts, like many of the speakers at the SME Annual Conference, are frequently called upon by lawyers to assist them in litigation. Due to the technical nature of many cases, the testimony of an expert with knowledge and experience in a particular field is necessary to help a judge or jury understand and decide certain issues. Environmental litigation is no exception. Experts routinely are called upon to offer testimony to establish the existence of contamination and its source, as well as the potential health and environmental risks associated with the contaminants. This article will briefly discuss the factors courts apply to determine whether to admit expert testimony after the recent Supreme Court decision in Daubert v. Memell Dow Pharm., Inc., 509 U.S. 579 (1993). The Court's decision in Daubert overruled a long-standing test that had based the admissibility of scientific evidence on its "general acceptance" in the field in issue. Next, the article will discuss in general terms what a party must do to "link a particular defendant's conduct to the contamination involved in order to recover from that defendant. This link, known as causation, varies depending upon the type of claim being asserted. Expert witnesses are used extensively to help establish causation. JUNK SCIENCE OR GOOD SCIENCE- HOW DOES A COURT DETERMINE WHAT TO LET IN A frequent complaint in litigation involving technical or scientific issues is that one party or another is trying to use so-called "junk science" to prove its case. While some expert testimony might be so clearly lacking in support or so "off the wall" that a court can easily determine to exclude it, other testimony, especially testimony on the "cutting edge," is much more problematic. In 1923, the District of Columbia Circuit Court of Appeals decided the case of Frye v. United States, 293 E 1013 (1923). Calaverite is a gold telluride species, with the composition, AuTe2. Calaverite is usually characterized by an exceedingly slow dissolution rate in a cyanide solution. Cyanidation of a slurry containing synthetic calaverite (P90 of 10 microns) was studied to determine the leaching kinetics and surface reactions. Alkalinity, dissolved oxygen, lead nitrate and sulphide minerals (pyrite and chalcopyrite) were among the parameters evaluated. The reaction products at the surface of calaverite were documented using X-ray photoelectron spectroscopy. High lime concentration with lead nitrate and injection of oxygen produced the fastest leaching rates. New gold leaching mechanisms were identified which appeared to be related to the parameters selected.

INTRODUCTION A trend which is obvious in the United Kingdom and is thought to be evident in other parts of the Western world is the disproportionate rise in the cost of tunnel mining labour compared with other tunnel cost increases. This disproportionate increase in labour costs has been accompanied by, and may be the result of, a shortage of skilled working labour. To combat this problem there has been a steady increase in the use of machines for excavation and for the erection of tunnel linings to keep the amount of skilled labour working below ground to a minimum. The typical tunnelling cycle, where the ground needs continuous support can be excavation, temporary support, temporary lining, grouting and permanent lining. It is obviously an advantage to combine as many of these operations as possible and carry out as much as possible by machine. Machines have been developed which will, either alone or used in combination with a shield, excavate and, when necessary, temporarily support the excavation. If a segmental lining is used, it can be so designed that it will form the permanent lining and reduce the cycle time and skilled labour requirement to a minimum. In cases in which the ground can be cut accurately to a smooth profile and will stand without support for a sufficient time, the lining can be expanded against the ground and the necessity of grouting eliminated. In cases in which ground will not stand without support, the usual method is to use a bolted lining and to grout behind it preferably as the shield is shoved forward. The objective of this project was to optimize the ventilation parameters of a continuous miner underboom scrubber. This would result in further control of the amount of airborne dust discharged during mining, reduce the exposure of face personnel for an exhaust brattice ventilation system, and avoid recirculation of contaminants at the face. This research was performed in an underground coal mine in Utah. The tasks performed included preliminary face ventilation evaluation, and optimization of the scrubber system to eliminate recirculation of the scrubber discharge air. Airflow tests were conducted on the currently used dust control system and the modified scrubber system. Tracer gas tests were performed to evaluate face ventilation effectiveness. Confirmatory tests of the scrubber system under actual operating conditions, modifications to the scrubber system and a comparative evaluation of the scrubber system vs. the existing system were performed. This paper presents the results of the airflow pattern tests and the respirable dust levels in the modified scrubber system and the existing system. The optimized face ventilation parameters and the developed operating guidelines may provide the benefits of dust reduction, better lace ventilation and improved visibility.

Dow Chemical Co.'s research in lignite gasification has required that the fuel be upgraded in terms of ash loading and the slagging character of the residual ash. Lignite beneficiation has been shown to substantially reduce the total ash loading and, in some cases, causes very significant reductions in slag viscosity. In support of this work, a slag viscometer was constructed and the viscous flow properties of lignite ash were run as a function of temperature and composition. The flow as a function of temperature was shown to be predictable from the chemical composition.

An open pit mining operation can be considered as a production system with at least two products: ore and overburden (waste). A primary mine planning task is to schedule the production of ore and waste over its life span subject to several technical and economic constraints to maximize some objective such as the overall profit from the operation. Two major constraints are (i) the feasible combinations of ore and waste productions and (ii) the limiting function for ore production as a function of mine life. The task in scheduling production and stripping ratio (ratio of waste to ore production) is to find an ore production curve below the upper bound function of ore production, and a stripping ratio curve within the feasible domain of ore production and overburden removal while maximizing the defined objective. Zn this paper, feasibility of developing computerized optimization models to perform such a scheduling process is explored. Two optimization models are proposed for the task. In the first approach, a linear programming (LP) model is employed and in the second, a dynamic programming procedure (DP) is outlined. In these models, in addition to the consideration of the two major constraints mentioned earlier, various other contributing factors such as interest rate, equipment purchase cost and installation schedule, operating cost, and equipment idle cost are incorporated. An example is provided to illustrate the LP model application.

To detect the place and range of fire is one of the key technologies in the extinction of coal mine underground fire. A fire-prevention and extinction research team of Shanxi Mining College have successfully carried out a program detecting the place of fire with radon. In the past four years the authers have done the detecting work in several mines in Shanxi Province, such as Gujao, Xuangang Louan and Ningwu. The place and scope and the trend of underground fire of coal mine can be now exactly estimated. The data and information from detecting provide a reliable basis for drawing up the scheme to extinguish underground fire and extract mineral coal securely. The principle and method of fire detecting based on radon on surface, the data processing and analysis are discussed in this paper.

Safety training requirements differ from mine to mine due to changes in the demographic characteristics of the workers or changes in job and organizational characteristics. Accordingly, a microcomputer-based procedure has been developed to assist mine trainers is determining if undesired worksite performances result from lack of knowledge or skill, which are trainable categories, or from categories that are considered to be non-trainable (such as equipment limitations or management procedures). A special effort was made to understand the psychology of worker behavior by analyzing worker reactions to various organizational and job characteristics.

A computer model called the Quality Compliance Model was developed to optimize the mine planning and sequencing in area coal mining with respect to the limit on pounds of sulfur dioxide per million BTU imposed by regulations. The objective of the model is to maximize the amount of high sulfur coal mined from various benches while meeting the specified compl'ance standards. Given multiple seams and multiple benching operations, the mining sequence from each pit is simulated. The rate of mining is controlled such that the in-pit blending will maximize the usage of high sulfur coal and meet compliance standards. The compliant coal can be stockpiled for usage at a later date, or it can be disassociated. This calculation can be based on any given rate of production, i.e., from as small a unit as a unit train to as large as monthly or yearly production.

Electric utility response to certain amendments of the Clean Air Act has resulted in a production of several types of alkaline coal combustion byproducts (CCB). Alkaline combustion byproducts are gaining increasing usage for acid mine drainage (AMD) mitigation as research leads to a better understanding of their beneficial applications. Since January 1997, Mettiki Coal has been injecting alkaline flue gas desulfurization material from Virginia Power's Mt. Storm Unit No. 3 wet limestone scrubber into abandoned portions of the active Mettiki Mine.

We developed a statistically based strategy for sampling the surficial material of mine-waste dumps for use in screening and prioritizing historic dumps on abandoned mine lands. This sampling strategy entails the collection of a representative composite sample from individual dumps and allows for regional or watershed-based assessments. One 30-inment dump-composite sample collected using this sampling strategy contains as much information, relative to average value, as 30 individual grab samples at 1/30 of the analytical cost.

The mining industry is very capital intensive. Competition for shareholder investment has never been greater. Among our challenges is the need to meet shareholder expectations (return on investment), and one area of focus lies in our ability to deliver value on our capital investments. Our ability to meet project expectations affects not only the economics associated with the immediate project but also directly influences our ability to finance future projects. Moreover, our ability as individual companies to attract investor capital is influenced by how we have done overall as an industry, and our industry track record has not been that stellar. With safety, scope, cost, schedule, and quality as guiding principles, our project managers today must address high expectations on every project. This paper examines some items that should be on today's project management checklist. PROJECT ENGINEERING Herbert Hoover, himself a mining engineer, said Engineering is a great profession. There is the fascination of watching a figment of the imagination emerge through the aid of science to a plan on paper. Then it moves to realization in stone or metal or energy. Then it brings jobs and homes to men. Then it elevates the standards of living and adds to the comforts of life. That is the engineer's high privilege.

Two automated fire detection system configurations have been used successfully in underground mines: the pneumatic "tube bundle" approach and the electronic telemetry approach. The electronic telemetry approach is more widely used, owing to its greater speed, flexibility, and capacity to both monitor other underground conditions, and remotely control underground equipment. However, depending on specific mine conditions and layouts, pneumatic detection, or a combined pneumatic/telemetered system may offer significant advantages over the telemetered approach alone. This paper describes research by the U.S. Bureau of Mines to design and in- mine test a rapid response pneumatic fire detection system tailored to the unique requirements of multilevel metal mines. The relative merits of pneumatic detection are discussed in the context of typical multilevel mine layouts and environments. A Bureau developed proto- type system is described with emphasis on design features which counter commonly perceived and/or experienced pneumatic detection system operating problems. Finally, the results of a 3-yr in-mine performance evaluation of the prototype hardware are discussed. Included are descriptions of system layout and coverage, response time, tube leakage, sample dilution, elimination of accumulated water from sample lines, and system maintenance and reliability.

HISTORY The Surigao Nickel Refinery of Marinduque Mining and Industrial Corporation is located on Nonoc Island off the northwestern coast of Mindanao in the Philippines. Nonoc Island is part of the Surigao Mineral Reservation which had been identified as early as 1912. Initial interest in these deposits was due to their iron content, and their value as a nickel deposit was not seriously entertained until the late 1950's. The Philippine government undertook extensive test pitting and sampling programmes at that time and in the early sixties Marinduque became involved in helping to establish firmer ore reserves. Evaluations of the test pitting programme indicated reserves of 75,000,000 tonnes of ore averaging 1.22% Ni, 0.1% Co and 38.5% Fe. The Philippine government called for bids on the reservation in 1962 and Marinduque and Sherritt Gordon carried out some feasibility studies for the recovery of nickel from the deposit. However, it was not until 1968 that Marinduque was granted proper authority to exploit the Surigao deposits. Marinduque and Sherritt then entered into an agreement which allowed Marinduque to utilize a process developed by Sherritt for treating lateritic ores. During 1968, a 25 st/d pilot plant was erected in Fort Saskatchewan, Alberta for the purpose of modelling all process steps. A 10,000 tonne ore sample was sent from Nonoc as feed stock for the pilot plant.
