Arsenic is among the list of major contaminants in mining aqueous waste streams. Though the elemental form is toxic, the aqueous oxyanions are more so. The most common forms of arsenic released during mining processes are arsenate and arsenite. The common treatment technologies to date can be summed up in these major categories: oxidation, coagulation, absorption, and media filtration. These methods can often involve many expensive processing steps that may also be limited by variables, such as total dissolved solids, other cations and anions, and the oxidation state of the arsenic. An innovative technology, falling in the absorption category, was developed that can successfully reduce such aqueous forms to a level below the EPA recommendations. This new technology offers a unique and viable solution which is transparent to the above mentioned limitations.

It seems that mining has been in the doldrums for awhile. Except for gold, metals prices remain depressed. And economic conditions in the United States and around the globe have put governments in a financial bind. This affects new building and infra-structure repairs, which, in turn, have a major impact the building materials industry. Add to that the severe environmental and regulatory restrictions placed on the mining industry in developing new mines and expanding existing ones. It’s enough to make a mining engineer/geologist/metallurgist go sell real estate. So why do those employed in the mining industry stay in the business and remain optimistic? Many of them will say that they have been through down cycles before and know that an upswing is in the offing. They also know that society will always need the commodities they produce. And they love the challenge. The challenge in mining’s case is producing commodities as cheaply as possible, in an environmentally sound manner and improving the quality of life in the communities where they work.

The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. Deepwater discharges of sulfide flotation tailings have been practiced for several decades. Oxygen penetration and organic matter content in such environments are the two major factors that determine their reduction-oxidation condition and hence the rate of sulfide mineral dissolution under such discharge environments. In this study, the effects of solution redox potential and pH on the dissolution of some heavy metals from sulfide flotation tailings were examined. Zn, Pb and Cu concentrations in solution were all higher at a higher redox potential and lower pH. Dissolved Zn concentrations reached 100 ppm even at a low redox potential of 105 mV and near neutral pH after 33 days. Pb concentrations were below 2 ppm at 105 mV and near neutral pH after 165 days. At 105 mV, the Cu concentrations were below 0.2 ppm at near neutral pH after 165 days. At pH 2.3, the Fe concentrations were higher at 420 mV than at 105 mV. But at pH 6.8, the Fe concentrations were lower at 420 mV than at 105 mV, due to the oxidation of Fe2+ to Fe3+ and the subsequent precipitation of ferric hydroxide. Arsenic concentrations in solution were all less than 0.002 ppm. For Zn, Cu and Fe, no significant differences were observed between the tests in solutions prepared using seawater and those using distilled water. However, Pb concentrations reached higher levels in solutions prepared using seawater.

ABB offers complete electrical revamps of mining shovels with ac or dc drives, drive control, frequency converters with insular gate bi-polar transistor technology, intelligent control packages and visualization. Many of the world’s shovel excavators and draglines (walking excavators) were built in the1980s. After 15 to 20 years of round-the clock operation in openpit mines, these machines start to feel their age. Electrical parts are particularly vulnerable. Their performance deteriorates and availability and productivity fall. Even with regular ser-vice and maintenance, a machine of this age will accumulate 400 hours of unscheduled downtime a year. The need for a replacement becomes pressing, but the expense is often prohibitive.

In-situ Fourier transform infrared/internal reflection spectroscopy (FT ?IR/IRS) has been extended to study oleate adsorption at a calcite surface. The birefringent and transmission limitations of calcite were overcome by using an appropriately designed optical setup and a near-infrared (NIR) spectrometer. An adsorption isotherm was determined at pH 9.2 and room temperature. Comparison with the fluorite/oleate adsorption isotherm determined by the same technique indicates that oleate abstraction by calcite can be as much as one order of magnitude larger than that by fluorite. Nevertheless, the hydrophobicity of the fluorite/oleate surface is greater for equivalent adsorption densities as indicated by contact angle measurements and flotation results. The monolayer region has been confirmed to be chemisorbed oleate at both calcite and fluorite surfaces. Furthermore, multichannel laser Raman spectroscopy (MLRS) showed that chemisorbed oleate at the fluorite surface undergoes a double-bond reaction with oxygen to form an epoxide/polyether complex. Such a reaction, however, could not be detected at the calcite surface. These phenomena are discussed in terms of the intrinsic surface properties of the mineral systems as well as the adsorption density and the cross-linking/polymerization reaction of the adsorbed oleate film.

Artisanal and small-scale mining (ASM) involves a wide range of practices, from highly informal and minimally mechanized mining operations with predominantly manual work to formal practices carried out by small but high-tech industrial mining operations [1]. ASM may be a traditional practice, with skills passed from one generation to another. It can be an important driver of local economic development, while simultaneously contributing to a complex array of positive and negative socioeconomic and environmental impacts. There are more than 100 million artisanal and small-scale miners in 80 countries worldwide, and they supply around 20% of the worldwide gold production [2]. According to the Peruvian Ministry of Energy and Mining (MINEM), in 2020, 32% of fatal accidents in formal (legal) Peruvian mining operations were caused by groundfall events [3].The lack of resources, knowledge of best practices in health and safety, and insufficient equipment used in ASM make the probability of suffering work accidents very high. Furthermore, groundfall is one of the main causes of accidents and injuries in underground mines around the world [4], and it is also a concerning problem in ASM, where the associated fatality rate is similarly high. Unfortunately, a proper record of accidents in ASM is not kept, so an estimate of the actual number of groundfall accidents cannot be accurately developed [5]. Currently miners rely on empirical and observational tools acquired through previous experience to assess groundfall risks. The risks for artisanal miners can tend to be significantly greater than risks for those from the mining industry. This is due to the lack of regulation of ASM, which tends to operate outside the legal framework and the regulations lack of enforcement in force for occupational health and safety regulations.

Introduction A resource of more than 122 Gt (134 billion st) of minable trona and mixed trona and halite underlies an area of about 3400 km2 (1300 sq miles) west of Green River, WY (Culbertson, in preparation) (Fig. 1). In 1982, the total domestic consumption of soda ash (refined trona) was 6 Mt (6.7 million st) (Kostick, 1983). About 90% of this came from Wyoming trona. This enormous deposit occurs in the Wilkins Peak Member of the Green River Formation that is of Eocene age. This formation is derived from sediments deposited in a large lake named Gosiute. Lake Gosiute occupied the Green River Basin in southwestern Wyoming some 38 to 54 million years ago. The Wilkins Peak Member represents a restricted, evaporite-rich cycle of deposition when the trona deposits were formed. A total of 42 trona beds are known. Of these, 25 are of sufficient thickness and extent to be considered minable (Culbertson, in preparation). The production of sodium compounds from the trona deposits in the Wilkins Peak Member began in 1896 when wells were drilled within the present boundaries of the town of Green River. The purpose of the drilling was for extraction of sodium carbonate brines. Sodium carbonate (sal soda) was removed from these brines at a plant in Green River. Bedded trona was discovered in 1938 in a core from an oil well drilled south of Westvaco. In 1947, the underground mining of trona began. Production has continued from 1948 to date. Currently, five companies are mining trona and producing soda ash from the Wilkins Peak Member in Wyoming. Additionally, Allied Chemical Co. mines and processes trona for Church and Dwight's sodium bicarbonate (baking soda) operation in Green River. Competition in the soda ash industry depends primarily on the efficiency of mining and refining, allowing for lower-cost production. Newer plants and mine designs should increase efficiency. Solution mining holds promise as an even lower-cost method of mining. Employment in the soda ash industry is declining since the newer mining and refining methods are less labor intensive. Declines in employment, however, may be offset as production increases. Due to the large resource, the availability of minable trona should not be a problem for perhaps hundreds of years. Current practice in mining frozen, underground placers is to support the mine openings by leaving remnant pillars, which are kept frozen to maintain their stability. These pillars may be partially extracted depending on mining conditions, but this practice may be risky, and roof falls are common. Instead of allowing the mined-out areas to cave, the extracted entries could be filled with waste material, which would then be frozen, using cold ventilation air. A finite difference model for analyzing the effects of various parameters on the freezing of backfill in underground mines in the Arctic has been developed and tested. The model also accounts for properties unique to a frozen rock mass, including those that change with temperature. Examination of the characteristics of ice-cemented mining waste materials as backfill indicates that with proper engineering control, a backfill system can be designed for use in production mines. The system will allow increased extraction ratio while maintaining the stability of underground openings with minimum heat impact on the surroundings. These simulated results establish the relationships among the strength, the temperature, and the freezing characteristics of a given material. When coupled with site observations these relationships will facilitate the optimal design of ore pillar recovery methods.

China has made great progress in thick coal seam mining, commonly characterized by longwall top-coal caving mining and single-pass longwall mining with a large cutting height. At present, the maximum mining thickness of longwall top-coal caving reaches 20 m while that of single-pass longwall mining approaches 8.8 m. The top-coal caving–related technologies have significantly improved the mining efficiency of thick coal seams and have also made a great contribution to the centralized underground mining of coal. Thus, the number of underground coal mines is greatly reduced in China. However, due to the increase of the mining height and the changes in mining operations, the overburden movement caused by the mining of thick coal seams is more intense, and the influence scope is larger, which brings a series of new problems on ground control of longwall faces. The Eskay Creek Mine, a high-grade gold and silver underground mine in northwestern British Columbia started operations in late 1994. For the first three years of operation, ore was crushed to minus 2 inch; blended to satisfy smelter terms and direct shipped to smelters in Japan and Canada. Before commencing the above operations, preliminary evaluations had indicated that an extremely complex metallurgical facility, requiring a large capital investment, would be required to recover the precious and other economic metals. Subsequently markets for raw ore were identified and underground mining and ore transportation operations, at a nominal production rate of 300 tonnes per day, were commenced. Exploration diamond drilling in 1995 and 1996 discovered additional lower grade mineralised zones, which are less economic or uneconomic as direct shipping ore. Test work demonstrated that these lower grade zones could be upgraded to marketable concentrates in a simple flotation mill. The mill was built in 1997 and has been in operation since late 1997. The mining rate now has increased to 400 tonnes per day including 250 tonnes per day of the direct shipping ore and 150tonnes per day of the mill ore. Prime Resources Group Inc. wholly owns the Eskay Creek Mine. Homestake Canada Inc. owns 50.6% of Prime’s shares and manages and operates the mine on Prime’s behalf. This paper discusses the mining and milling operations as well as ore shipment and smelter contracts' administration.

This paper presents the results of a unique study conducted by the National Institute for Occupational Safety and Health (NIOSH) from 2016 to 2019 to evaluate the effects of longwall-induced subsurface deformations on shale gas well casing integrity and underground miner safety and health. At both deep and shallow cover instrumentation sites, surface subsidence measurements, subsurface in-place inclinometer measurements, and underground pillar pressure measurements were conducted as longwall panels were mined. Comparisons of the deep and shallow cover test site results with those from a similar study under medium cover reveal an interesting longwall-induced response scenario. Under shallow and medium covers, measured horizontal displacements within the abutment pillar are one order of magnitude higher than those measured under deep cover. Conversely, measured vertical compressions under deep cover are one order of magnitude higher than those under shallow and medium covers. However, FLAC3D simulations of the casings indicate that, in all three cases, the P-110 production casings remain intact under longwall-induced deformations and compressions, which has serious implications for future mine design in areas where shale gas wells have been drilled ahead of mining.

Edmonton South LRT is the latest expansion of the Subway system in Edmonton, Alberta, Canada: Consisting of twin 5.8m segmental lined tunnels, 280m long, driven by a Lovat EPB machine. The key challenges were as follows. A 6% downhill grade. Tight radius curves of 250m.Overlying structures within 3m of the tunnel. Strata consisting of sand above the water table, glacial tills and bed rock below the water table. Located within The University of Alberta Campus and adjacent to a hospital. Northern Alberta climate with winter temperatures routinely falling below—minus 30 degrees Celsius. This paper provides a case history and outlines the challenges involved in completing this project.

Mining law is essentially a branch of the law of real property. It concerns acquisition of property for extracting contained minerals, and the rights, privileges and duties that fall upon the holder thereof once the rights are acquired Accordingly, this section focuses on the procedures to be followed in acquiring state. federal and private lands, and defines briefly the nature of the rights obtained. The mining laws of Canada and Mexico are summarized, and the related subjects of minerals taxation and governmental regulation are discussed briefly. This section is not intended to be the basis for legal decisions. Rather, its purpose is to provide the engineer with an understanding of basic principles and procedures. For a detailed treatise of mining law, reference can be made to The American Law o] Mining, a five-volume set edited by the Rocky Mountain Mineral Law Foundation. The law changes constantly, especially that based on federal and state statutes, and the reader is cautioned to be alert for subsequent modifications of statutes, regulations and case law. 2.1-PRELIMINARY LAND-STATUS CHECK Often, after completion of area reconnaissance, or perhaps after receipt of a submittal, a specific more localized target area will become of interest. Usually, an intensive exploration program comprising detailed surface mapping, sampling, geophysical prospecting and drilling will be required before the mineral potential of the ground can be properly evaluated. Before an investment of this magnitude is made, however, it is advisable to obtain rights to mine ore from the property. Otherwise, knowledge of the exploration activity might greatly inflate land values, or speculators or competing mining concerns might step in. Hence, as a general rule, a land-acquisition program should be undertaken before an intensive exploration project is begun. The first step in such a program is to make a land-status check to determine whether the subject lands are available and, if so, from whom they can be obtained and by what means. 2.1.1-BUREAU OF LAND MANAGEMENT RECORDS In those states which contain large areas of federal land, basically (he western states, the primary informational source is the records of the Bureau of Land Management. These may t)e examined at the land office having jurisdiction over federal lands in the area of interest. The records for Montana and North and South Dakota are kept at the Billings (Mont ) land office; Wyoming, Nebraska and Kansas, Cliejenne, Wyo.; New Mexico, Oklahoma and Texas, Santa Fe, N M ; northern Alaska, Fairbanks, and southern, Anchorage; Utah, Salt Lake City; Nevada, Reno; Arizona, Phoenix; Colorado, Denver. There are two land offices in California, at Sacramento and Los Angeles Records for other states are kept in Washington, D C. at the office of the Director, Bureau of Land Management.

The abandoned Belle Eldridge Mine near Deadwood, South Dakota, is on land controlled by the U.S. Bureau of Land Management (BLM) property. The mine produced primarily lead and zinc during the first half of the twentieth century. The BLM has expressed concern about acidic drainage as well as elevated arsenic levels in tailings and waste rock at the site. The mine site was evaluated for remediation in 1998 and 1999. Recent reclamation and remediation work included substantial regrading of waste rock, removal of material where metal loading were of concern, and re-routing of drainage from an adit. Trenching at the site shoed a greater volume than originally calculated during site characterization. Material was removed to a repository that was constructed at a nearby drainage divide. Because of physical hazards, the BLM has decided to remove some historic structures. However, a search of mine records and an inventory of archival materials were complete to preserve the history of the site.

For many tunneling, deep shaft and deep excavation projects ground freezing is one of the best if not the only technique available to create a watertight and load bearing temporary support system in soft ground conditions. When appropriate attention is given to the details of the ground freezing system design, ground freezing is a very safe method and is economically viable with competing techniques and combinations of techniques. Recent innovative uses of the technique in Europe are highlighted in this paper and compared with current uses in North America.

Concentration and composition of rare earth elements (REE) and major elements in the sediment samples from the IOM H11 Fe-Mn nodule deposit, eastern part of the Clarion-Clipperton nodule field (located between the Clarion-Clipperton Fracture Zone - CCFZ; tropical Pacific), have been studied. We show the controls on REE concentrations and described vertical/horizontal variability of selected metals in pelagic sediments from the CCFZ. According to Kato et al. (2011), who analyzed 2000 seafloor sediment samples at 78 sites of the Pacific Ocean, deep-sea mud shows high concentrations (2230 ppm maximum) of ?REY and could be potential resource of these elements in the future. However, our work does not fully confirm that sediments in the IOM H11 are significantly enriched in REE.

The three thousand foot long 66-inch diameter Folsom East Interceptor Section2B was completed accident free, on time and under budget with no measurable surface settlement. The tunnel passed through nested cobbles, highly abrasive sands and gravels, and abandoned mine workings with less than five-feet of cover at times. Preventing settlement was critical since the tunnel passed under a heavily traveled state highway. A pilot project to test microtunneling and pipejacking methods in the same ground conditions abandoned both drives before completing the planned drive lengths. This paper discusses performance of the conventional tunneling method selected to excavate the ground and the effectiveness of the ground modification techniques employed.

Recent U.S. mine disasters identified a need for improved training of miners in escape from mine fires and explosions. Researchers at the National Institute for Occupational Safety and Health?s (NIOSH) Spokane Research Laboratory (SRL) have designed fire-escape training software for use in a mine-safety training course. The software allows four trainees to work together in a virtual world via a computer network. Trainees responded favorably and showed a marked improvement in locating the proper evacuation routes on subsequent trials. In collaboration with the Pittsburgh Research Laboratory (PRL), a more elaborate fire evacuation scenario is being developed. The volume of data produced by operating mines has increased substantially over the last 10 years. However, the volume of data and analytical capability has been negatively correlated to equipment productivity for at least the last seven years. In simple terms, as the volume of data has increased equipment performance has declined. Table (2010) tells us that ?The calamity of the information age is that the toxicity of data increases much faster than its benefits?. More data does not guarantee improving productivity; but more data is also not the cause of declining productivity. Similarly, when equipment performance does start to improve, (it must ? there really is no option if mines want to remain competitive), it will not be the data nor analytics which causes it; it will be the people using the resources at their disposal; including the data. Data and analytics can help if the toxicity of the data can be managed. The simplest form of business improvement using data is benchmarking. The objective of benchmarking is to understand and evaluate the current position of a process in relation to ?best practice? and to identify areas and means of performance improvement. The application of benchmarking involves four key steps: (1) Analyze and understand in detail existing processes; (2) Analyze and understand the processes of others; (3) Compare your own performance with that of the others analyzed; and (4) Design and implement the changes necessary to close the performance gap(s). There are however, many in the mining industries who have shunned equipment benchmarking because they believe that, ?every mine is a pilot?. In other words, the differences between mine operations make comparisons between them of little value. This paper will present a valid approach to benchmarking equipment performance and reliability, accounting for the differences and similarities between operations, producing a result which can be used to add value to mines around the world.
