Optimizing the public gains from the exploitation of mineral resources By Dr A. AZIS and Dr J. ZWARTENDYK Every nation must decide how it should exploit its mineral resources so as to contribute most to its national objectives. It is argued that the present value of the future corporate income tax flow derived.from mineral exploitation may serve as a useful indicator in moving toward a taxation policy that would contribute optimally toward the greatest public benefit. The future stream of corporate income taxes depends largely on the mineral endowment, consisting of deposits now being mined, known unmined deposits, and unknown deposits. Unknown deposits may be estimated by geological inference. Both known and unknown deposits can be categorized according to grade and size, and divided into economic and uneconomic deposits on the basis of certain prices, costs, rate of return and taxation levels. Computer simulations can be run of discounted cash flow models at various taxation levels to showthe impact of taxation changes on future tax revenues.

The No. 2 Seam at Van Dyks Drift Colliery was found to be made up of six easily recognizable bands or plies of differing qualities. Not only did the plies differ from one another in quality, but their thickness and quality varied laterally across the mine. The economic production of a Iow-ash blendcoking coal for supply to the Japanese Steel Mills called for the mining of different portions of the seam. The portions that could be extracted economically varied in thickness and position within the No. 2 Seam across the mine. A unique system of selective mining had to be developed involving the dispatch of two separate streams of coal out of the mine. Conventional American mechanized pillarand-stall mining was used, and the productivity was improved by the installation of twin conveyor belts into a double-header section. The method of grade control that was instituted to ensure efficient extraction of the available coal reserves is described.

Papers and Contributions Since the Institute's inception, it had been our practice until some years ago to meet regularly for discussion of new developments, using as a basis a paper read by one of the members. Usually, the Journal issue containing the paper would have been circulated well before the meeting, giving members plenty of time to absorb it and perhaps to prepare contributions. Discussion was generally lively, often controversial. The author always had an opportunity to reply.

It is difficult to evaluate exploration properties in a manner that is transparent, repeatable and easily re-calculated to cater for different geological interpretations, but the risk-based assessment methodology, the Geological Risk Method, developed and described by Lord et al (2001) attempts to satisfy all these criteria. This paper examines a case study example based on valuations of exploration projects conducted by SRK Consulting using this methodology, and describes some of the advantages and limitations of the method.

Proceedings of the Ninth International Symposium on Techniques for Decision-Making in the Mineral Industry, Montreal, June 1970. The Ninth International Symposium on Techniques for Decision-Making in the Mineral Industry was sponsored by The Canadian Institute of Mining and Metallurgy, McGill University and Ecole Poly technique. The programme included 71 papers on various topics, as follows: Market Analysis and Logistics Planning; Quantification of Geological Variables; Blending; Capital Investment Decisions; Mining; Financial and Economic Analysis; Search for Mineral Deposits; Market Forecasting and Strategies; Operations Research in Process Modelling; Ore Reserve Estimation; Management Information Systems; Optimization and Control of Mineral Processes. In addition to general sessions, a special feature of the Symposium was Executives' Day, which was held to provide top and middle management with a broad understanding of the usefulness of decision-making techniques and their role in the mining organization. Panel Discussions and two keynote speakers provided a review, in non-technical terms, of the areas in which decision-making techniques have proven valuable. The present volume contains 65 papers submitted for publication, along with a complete account of the Executives' Day discussion. It is broadly divided according to the above subject headings. British Mining Fields, by J. E. Metcalf. Published by the Institution of Mining and Metallurgy, London, 1969. Price 50s. (Students, 30s.). A 100 years or so ago Britain's mining industry led the world in the production of coal and base metals. Although she still maintains a sizeable-and, under the circumstances, remarkably progressive-coal mining industry, her production of most other base minerals has long since been dwarfed by mining fields in the Americas Africa, Australia and the U.S.S.R. Nevertheless the story of mining in Britain is of wider interest than the present scale of operations there might suggest, if only because the domestic British mining industry has in terms of finance, technology and manpower been the fons et origo of many highly productive mining fields outside Britain, including the Witwatersrand goldfields. British Mining Fields was published by the Institute of Mining and Metallurgy to give delegates attending the Ninth Commonwealth Mining and Metallurgical Conference a succinct account of mining in Britain. The main emphasis is on underground mining of base minerals-treated regionally-with separate chapters on coal and gypsum. The author strikes an admirable balance between historical aspects, geological origin and environment of ore deposits, mining methods and economic factors, and provides a few key references for those who wish to make deeper studies. This is exactly the sort of booklet one often wishes were available on South African mining.

The Rhodesian approach to the vegetating of slimes dams by J. R. C. HILL, B.Sc.(Agric.) (Visitor) and W. F. NOTHARD (Visitor) To prevent environmental pollution from mine dumps, it is necessary to stabilize them either mechanically or biologically. In the long term biological stabilization is more attractive because of its permanent nature. Initially, the basis of stabilization is in the correct siting and construction of the dump. The main toxic factors influencing plant growth on Rhodesian mine dumps are arsenic, antimony, copper, nickel, a high ratio of magnesium to calcium, excessive soluble salts, high pH, and Iow macronutrient content. Root-growth studies in culture solution and pot experiments are used to supplement information on the suitability of plant material obtained from replicated field trials on mine dumps. In addition to the selection of plants for toxic tolerance, it is advisable to provide multiple-layer protection with trees, shrubs, and grasses. Further, a range of different plant species gives greater biological stability. Protection must be provided for young plants against wind erosion and the abrasive effects of windblown sand. Planted wind breaks are preferred to mechanical forms; windrows of garden refuse make good wind breaks and at the same time introduce organic material to the dump and provide a good environment for seedling establishment. The use of artificial fertilizers and sewage effluent is recommended to hasten the development of a complete and protective plant cover.

After the presentation of the paper (published in the March Journal) the Vice-President said: "This paper is a very important addition to the considerable volume of work applications on this subject of pneumoconiosis. The disease, in all its various forms, has received attention from many, many great men, both in the medical world, and engineers. The fact that there is this big volume of publications of literature on it still doesn't mean that we can get anywhere beyond the old, simple injunction, that the prevention of pneumoconiosis does not depend on compensation, levies or anything else. It simply depends on allaying dust as quickly as possible. "This paper, however, is another scientific landmark and I think, in a cold and dispassionate way, it sets out some important points in this whole subject of the relationship of the levy - the money of compensation to the dust which causes it. "I have, personally, very little to criticise in this paper but when I listened to Dr du Toit's final conclusions, I wondered whether the words, 'Within the data available', aren't the key to this whole situation. I agree that he has demonstrated a workable relationship between the current industries for levy and dustiness, but among the factors which he lists as being important, I know that there is one which is missing. This is extremely difficult to evaluate. It's a factor which has destroyed, on so many occasions, the work which has been done by so many genuine, intent, honest people working in this field, and this is this unknown factor, this hidden factor of political opportunism, which has so often played a very important part in pneumoconiosis compensation. "How many of us have seen the grubby, grasping fingers of power-mad demagogues, and I can name them for you - but I won't - and also the blatant vote-catching of certain politicians interfering in this field. How, at the end of all that, the poor scientist, the poor dedicated man in the Mines' Department, who has to write the law of compensation, can operate, I do not know. "From this picture the ordinary layman recoils in horror. Among the casualties in this particular war, which has been fought over so many years, I am perfectly certain, are some of the criteria of certification, especially in '56/,57, when that extraordinary condition, known as 'pulmonary disability' was introduced. An account is given of the development of man's interest in the recovery and working of minerals from Palaeolithic times to the present. This is followed by a discussion of future production trends for the more important minerals, and of likely technological developments in the recovery of various minerals. The crucial importance of energy minerals is stressed, as are several other factors of significance to a flourishing minerals industry: manpower, education, financial climate, Industrial health and safety, and preservation of the environment.

Union Corporation are experimenting with a high-pressure water jet to remove blasted rock from short panels. The advantages are that the jet provides a highly efficient, flexible, and mobile cleaning tool that eliminates much of the lashing. Cost estimates show it to compare favourably with the existing system, with potential savings of 30 cents per ton milled. Equipment and method trials are continuing with the ultimate objective of eliminating hand lashing entirely while retaining the flexibility of the present method of mining.

Dr C. M. van Staden (Fellow): Mr President, ladies and gentlemen, thank you very much for this opportunity to contribute to the paper by Dr Stander, and Messrs Henzen and Funke. First of all, my congratulations to Dr Stander on being re-elected President of the International Association of Water Pollution Research. We in South Africa are proud that this honour was again bestowed on our leading scientist in the field of water research. Furthermore, my congratulations to the authors of this paper. The growth of the pollution problem caused by acidic water discharged from abandoned collieries, is known to most of us. However, I am not aware of any case where an abandoned gold mine is directly discharging polluted underground water. I think it is also a debatable point as to what the quality of underground water being discharged from abandoned gold mines would be in the long run. Any reduction works on a gold mine which practises only fairly good housekeeping, should not cause any water pollution by cyanide. First of all, any cyanide solution before gold precipitation would be too valuable to lose. Secondly, the precipitated solution, which contains the cyanide, is used to pump slime to slimes dams. Any cyanide pollution that may occur at the slimes dam, must come from the top and, fortunately, the days when pen stock water was discharged directly from the top of dams into public streams, have gone. Run-off and seepage is usually acidic, thus decomposing the cyanide. The code of practice by the Chamber of Mines is quite clear on the point as to how the tops of dams should be secured, to prevent any process water or storm-water polluting public streams. The general standards are given on page three of the paper. To my knowledge, under certain circumstances a degree of relaxation can be given regarding the faecal coli count; namely a permissible count of 1 000 per 100 ml. I feel very strongly that research aimed at inhibiting the activity of acid-producing bacteria should be encouraged. Success in this field would be of great benefit to the mining industry. I am very thankful that the authors have mentioned vegetation of dumps as a method to combat water pollution, with the full awareness that the key objective in vegetating dumps is to prevent air pollution. A problem that I have not heard mentioned before and on which I would appreciate the views of the authors, is the pollution that may be caused by power-stations discharging

Small mine economics The editors of World Mining and World Coal have announced plans to sponsor the Second International Symposium on Small Mine Economics and Expansion in Helsinki, Finland, from 12th to 16th June, 1983. The first symposium was held in Taxco, Mexico, in May 1981.

A brief review of the development and ultimate design of the Model 16 Photometric Sorter is given, including the differences between it and its predecessor, the Model 13, which is currently in operation at Doornfontein. A description of the West Driefontein sorting plant is given, together with the rationale of its design. The installation programme for the sorters is described, and current operating and maintenance procedures are discussed. Operating results are tabulated and compared with the original test results. Operating costs are also discussed.
