"SynopsisThe tetraethylammonium salt of the mono-anionic coordination compound mer-oxidotrichlorido(thenoyltrifluoroacetylacetonato- K2O,O’)niobate(V) (NEt4)[NbOCl3](ttfa)], has been prepared under aerobic conditions and characterized by single-crystal X-ray diffraction. (NEt4)[NbOCl3](ttfa)] crystallized in the monoclinic P21/c space group, with a = 11.483 (5), b = 12.563 (5), c = 17.110(5) Å, and ß = 100.838 (5)o. The complex structure exists in a 50.0% (NbA) : 50.0% (NbB) positional disorder ratio.IntroductionComplexes containing organometallic type ß- diketone ligands with O,O and O,N donor atoms are used widely in coordination chemistry and have applications in catalysis, radiopharmaceuticals, etc. (Schutte et al., 2011; Roodt, Visser and Brink, 2011; Brink et al., 2010; Otto et al., 1998). These ligand systems are very useful because of their highly coordinative nature, high solubility, and also due to their ability to be functionalized with various substituents on the carbonyl carbon atoms (Schutte et al., 2011).Only a small number of ß-diketonate ligands have successfully been coordinated to a Nb(V) metal centre, with only a select few being characterized by X-ray crystallography (Viljoen, 2009; Bullen, Mason and Pauling, 1965; Preuss, Lamding and Mueller-Becker, 1994; Funk, 1934; Davies, Leedlam and Jones, 1999; Allen, 2002. The synthesis and crystal structure determination at room temperature of mer-oxidotrichlorido (thenoyltrifluoroacetylacetonato- k2O,O’)niobate(V) {(NEt4)[NbOCl3(ttfa)]} was first reported by Daran et al. in 1979. Accordingly, for this current investigation, (NEt4)[NbOCl3(ttfa)] was re-evaluated at 100 K to determine if the structural features might change with temperature."

The comminution at grain size level for the liberation of valuable minerals usually requires the highest size-specific energy. Therefore, the full understanding of the comminution process at this level is essential. Models based on the Discrete Element Method (DEM) could be a helpful tool for this purpose. In those, the mineral microstructure, which has a dominant influence on the fracture behaviour, can be described in great detail. One major concern, however, is the missing representativeness of simulated models. In this study, a method to overcome this limitation is presented. The authors show how a realistic microstructure can be implemented into a particle bed comminution simulation using a two-dimensional Bonded Particle Model (BPM). The improved algorithm based modelling approach is exemplarily compared to an equivalent real experiment. Thereby, the focus is set on the analysis of the interfacial breakage and the capability of the simulation to reproduce the experimental results. The comparison of the results shows that simulations at grain size level allow a more detailed evaluation of the fracturing behaviour. This is of special interest as the aim of comminution in mineral processing is not only the size reduction of coarse particles, but an efficient liberation of the valuable components. Hence, simulations with automatically generated real mineral microstructures will help to further improve the efficiency of ore processing. A set of six design principles for rock engineering was developed by Bieniawski: design objectives; minimum uncertainty; simplicity of design components; state-of-the-art practice; optimization; and constructability. These principles translate into a ten-step design process. Although this methodology was developed for rock engineering, it is applicable to any design process, feasibility study, etc. Diligent use of such a process will ensure that a defensible design or evaluation has been carried out. Recently a ?strategic conversation? process has been identified by Ilbury and Sunter that includes the following ten steps: scope; players; rules of the game; key uncertainties; scenarios; SWOT analysis; options; decisions; measurable outcomes; and meaning of winning. A comparison of these steps with those of the design process shows a remarkable correlation. This is perhaps not surprising since engineering design is a strategic up-front issue, and front end loading in a project is critical to achieve the expected project performance. Based on the close correlation between the strategic conversation and engineering design processes, a circular design process, rather than a linear process, is proposed. The ?circle of design? better reflects the importance of review and monitoring in the two phases of successful design and implementation?defining the design, and executing the design.

Gas samples were taken from a wide range of target areas on dumps arising from coal mining activities. Some of the dumps had largely burned out, some were still burning, some were in the process of rehabilitation, and on others rehabilitation was essentially complete. It was found that rehabilitation was very effective in reducing emissions to tolerable levels. Even incomplete rehabilitation reduced the CO2 emissions to less than about 1 kg/m2/a, whereas some unrehabilitated areas showed emissions of over 100 kg/m2/a. Some areas where there was active combustion taking place were also sampled, and they showed as much as 7 000 kg/m2/a, but the areas concerned were very small and their total contribution accordingly low. Analyses were also made for SOx, NOx, NH3, and CH4, but these were generally (and unexpectedly) at very low levels. The mines sampled represented 53 per cent of all surface coal mining activity. Accordingly the estimated total emissions were scaled up, to arrive at estimates of 1950 000 ± 350 000 t/a C02, 2040 ± 580 t/a SOx, 306 ± 85t/a NOx, and 31 ± 9 t/a NH3 for all surface mines. Methane was detected only from burning coal, and due to the difficulty in sampling, no reliable estimate could be made of these methane emissions.

"Gravitational sedimentation of suspensions in various precipitation processes is hindered by colloidal stability. This is due to the high surface charge of the suspension and results in strong attraction/interaction between the ions on the particle surface and counter-ions in solution. Moreover, this strong interaction results in a charge build-up that renders the suspension stable. In order to induce gravitational sedimentation of these particles, a redistribution of ions close to the particle surface is required. We therefore sought to redistribute ions close to the particle surface by applying a magnetic field. This results in the reduction of interparticle electrostatic repulsive forces and a subsequent increase in the zeta potential of a suspension. For the purpose of this study, a copper sulphide suspension was used. Copper sulphide particles were exposed to a range of field strengths for set exposure times and their zeta potential was measured before and after exposure. All particles had an initial zeta potential value equal to or less than –40 mV prior to magnetic field exposure. A significant increase in zeta potential was observed, with values reaching a maximum of –16.5 mV when exposed to a 2 T field strength for 40 minutes. This is due to Lorentz ion shifts resulting from the Lorentz force exerted by the magnetic field on the particle surface. IntroductionMetal sulphide precipitation is a process for treating industrial waste streams with high residual concentration of mixed metal ions and acid mine drainage. This process has been reported to achieve higher metal removal compared with the industrially prevalent lime precipitation, due to the sparingly soluble nature of the metal sulphide precipitates formed. However, precipitation is governed by high levels of supersaturation which favour the formation of fine particles (Lewis, 2010). Consequently, some of the metal sulphide fines formed exhibit slow settling dynamics and thus tend to remain suspended in solution."

We consider in this paper the use of a modified version of Hotelling?s statistic in the analysis of particle size distributions. The statistic can be adversely affected by the presence of outliers among the data. We propose a competitor to the statistic that is based on ranks, and hence is less sensitive to outlier effects. The results of a Monte Carlo study suggest that the rank test is highly competitive with the Hotelling test in its ability to detect differences between two mass size distributions. The calculation of the rank statistic is explained in detail and its application is illustrated on two sets of data.

This paper summarises some observations regarding the way SAG and AG mills work based on the last ten years of pilot plant operation, grinding circuit design and operational reviews for various projects in Australia and overseas. The main purpose is to promote discussion on key factors influencing breakage in a SAG mill. The focus of the paper is on two questions: ? How do mill lifters and liners really work and have an effect on grinding? ? How does the mill charge composition impact on grinding performance? The focus of the paper is on observations of mill behaviour in both pilot plant trials and plant operation, particularly on Cadia ore. DEM, by others, and JKSimMet modelling of SAG mill performance have greatly assisted in forming the ideas expressed in the paper and both are valuable tools in developing our understanding of the comminution process. Put in the `extreme' form the major observations and conclusions expressed in this paper are that: ? the main purpose of mill lifters is to reduce mill liner wear and not to promote rock breakage; ? the often promoted theory that balls impacting the ?toe of the charge? is a dominant form of breakage is incorrect; and ? fines production in a SAG mill is primarily a function of the rock load mass, with a secondary dependence on ball load for any given circuit configuration.

It is common practice in the mineral processing industry to use hydrocyclones for particle classification. However, classification in the UG2 platinum circuits using the hydrocyclone poses major challenges due to the differences in density between silica and chromite, the two major components of this ore. Silica,-the PGM carrying component, has an average density of 2.7 and the barren chromite component has an average density of 4.5. When conventional and flat bottom cyclone are used there is a misplacement of particles due to differences in density leading to inefficiencies in the classification by size. As a result of the density effect, coarse silica reports to the overflow, resulting in loss of recovery, and fine chromite reports to the underflow, resulting in loss of milling capacity and unnecessary production of fine chromite. A classifier based on a different concept was required in the classification of UG2platinum ore. The three-product cyclone, which is a hydrocyclone with two concentric vortex finders to produce three distinct products, has been tested in the UG2 ore application and indications are that misplacement of particles due to differences in the component densities can be minimized through the use of this unit. Industrial and pilot plant trials were conducted and indications are that the three-product cyclone can be installed to selectively produce a middlings stream that can be screened using Pansep screens to provide a screen oversize, which is predominantly coarse silica that can be preferentially reground to recover the PGM values contained in the coarse silica.

Knelson concentrators are commonly used to recover fine liberated gold in gold processing plants. The decision to employ a gravity gold circuit consisting of centrifugal devices such as Knelsons is primarily taken on the results of GRG tests, among other considerations. While the GRG test is considered a material characterisation test, which is useful in the design stages, its use in evaluating the performance of an existing unit is questionable. The problem is exacerbated by the fact that it is time consuming and costly. This paper examines the validity of the GRG test for performance evaluation and discusses alternative test work that can be performed to evaluate the performance characteristics of an operating machine. Principles that are useful in selecting optimal operating parameters, such as optimal fluidising water flow rate for a given ore/machine combination, are also discussed and illustrated with laboratory and plant data.

South Africa holds approximately three-quarters of the world?s viable chromite ore resources and dominates the global production of ferrochrome. Albeit completely unintended, small amounts of Cr(VI) are formed during ferrochrome production. Certain Cr(VI)species are regarded as carcinogenic, hence making the treatment of some ferrochrome waste materials necessary. In this paper, the Cr(VI) treatment strategies currently employed by the South African ferrochrome producers are investigated by means of a literature review and a questionnaire survey. From the discussion, it is evident that various treatment strategies are available to deal with Cr(VI)-containing waste in the ferrochrome industry. However, by far the most commonly applied treatment strategy remains the aqueous reduction of Cr(VI) with ferrous iron. The advantages and the correct application of this strategy, together with the disadvantages and pitfalls, are argued. Innovative improvements on historic practices are also discussed

Mineral hydration is known to result in low flotation recoveries and grades within primary platinum group element ores worldwide. This is because the phyllosilicate minerals derived from hydration reactions of silicate minerals (i) form electrostatic coatings on valuable minerals that in turn hinder collector adsorption, (ii) alter the viscosity of the slurry leading to poor gas dispersion and (iii) decrease the concentrate grade due to naturally-floating gangue. Sodium silicate was investigated because its dispersant, rheology modifying, and depressant properties could prove promising in combating the problems associated with these ore types. Quantitative evaluation by scanning electron microscopy analysis revealed large quantities of serpentine and talc present within the ore sample used in this study, which led to a poor flotation response as indicated by batch flotation tests. Using sodium silicate improved the recoveries and grades at high dosages (>1000 g/t). The zeta potential experiments indicate that improved recoveries are, in part, as a result of the reversal of serpentine surface charge, creating electrostatic repulsion between serpentine and valuable minerals which prevents the coating of valuable minerals by serpentine slimes. Ore dilution and rheology tests indicated that decreased viscosity at high dosages also improved recoveries. Talc micro-flotation tests revealed that the depression of talc occurred at higher sodium silicate dosages, which improved concentrate grade. The processing of nearsurface altered ores is becoming an increasing problem worldwide and the use of sodium silicate proved valuable in mitigating the problems associated with the altered ore investigated in this study. Any study of the contentious subject of nationalization can ultimately be reduced to a sombre analysis of the simultaneous, and very different, interests of capital, labour, and government. Each of these interests attempts to maximize its objectives, subject to checks and balances provided, in an ideal system, by a country's executive government, legislature, and judiciary. Where even one of the three interests goes out of control, the consequences can be disastrous. The case histories show that when this occurs, the most common culprit is government, or its proxy, such as a dictator. At the other extreme, the case studies indicate that the optimum outcome occurs when capital, labour, and government are 'ring fenced' from each other: each enjoys its rights, but is also subject to duties. 'Conflicts of interest' between the three entities are ideally avoided to the maximum possible extent. The case studies include several salient instances from both the DRC (Gécamines, La Générale des Carrières et des Mines) and Zambia, along with Ghana and Chile. Further instances are examined in South Africa (gold), India (Coal of India), Brazil (Petrobras), Venezuela (Petróleos de Venezuela), Sweden (Luossavaara-Kiirunavaara Aktiebolag), Mauritania (Société Nationale Industrielle et Minière), Norway (Norsk Hydro), Botswana (Debswana), and Namibia (Namdeb). The article concludes broadly that South Africa's minerals sector is not ready for nationalization.

"Coal fines produced during processing are difficult to dewater and result in a lower quality product and consequent lower value. A South African coal mine experiences severe difficulties with belt filter dewatering operations due to the presence of fines reporting from the thickener underflows. Plant 2 currently handles super-fine particles of size -34 µm and has low belt filter efficiency: excessive moisture retention lowers the product quality and strains downstream processing. It was necessary to determine an alternative method for dewatering these fines. Blending of fine material with coarser material was proposed as a solution. The effect of coal particle size and layering during ultrafines belt filter dewatering was evaluated using various blends of the fine Plant 2 material with coarser Plant 1 material. The best layering arrangement of the two materials and its optimum blend required to achieve reduced filter cake moisture content was determined in practise using a vacuum filter to simulate belt filtration. A blend of the two materials gave improved dewatering efficiency for the belt filters compared with that of the Plant 2 material alone. The best layering configuration was with Plant 2 material at the bottom and Plant 1 material on top. The optimum blend for industrial applications comprised 48% fines from Plant 2. IntroductionFines are produced during the processing of coal. It is estimated that 2 to 3% of run-ofmine coal reports to the ultrafine portion (-100 µm) (le Roux, 2005). The particle size of coal is inversely proportional to the amount of water adsorption, so smaller particles adsorb more moisture. Moisture removal requires either mechanical processes or thermal drying: mechanical processes are less expensive, but the fines still have high moisture retention. Discarding of fines leads to economic losses, so it is essential that they be dewatered so that they can then be sold as a product: fines need to be treated for both resource management and conservation reasons (Kenney, 1994). Removal of free surface moisture from ultrafine coal particles using a belt filter therefore remains a process that needs to be continuously improved. Ultrafine coal originating from a thickener underflow is known to be difficult to dewater owing to factors such as filter cloth blockage and moisture retention due to clogging. Mixing of finer and coarser materials has been proposed to deliver better dewatering efficiency and improved the quality of the recycled water (Kenney, 1994)."

The planned extraction of the No. 1 shaft pillar at Blyvooruitzicht Gold Mine highlighted a number of potential problems. In spite of the relative shallowness, careful thought had to be given to stope phasing owing to the detrimental effect of the anticipated geology and the fact that uninterrupted hoisting was necessary. Extensive use was made of computer modellig to design the stope phasing, determine the influence of regional support and to predict the direction and magnitude of displacements in the shaft. The paper describes the success of this design approach, and measured displacements in the stoping horizon and shaft barrel are compared to those obtained from the original computer model

There are basic areas of importance within a concentrator or mineral separation plant, which require focus to ensure acceptable recoveries, throughputs remain at an acceptable level and product grades meet specification. Professional and para-professionals within the mineral sands industry are in demand due to the booming resource sector. Added to this, new mineral sands operations are being commissioned straining the industry further. These factors have increased staff turnover and introduced many new people to the industry. It is essential these new entrants are armed with basic plant troubleshooting skills relevant to the minerals sands industry to minimize production lost through poor recoveries. Mineral sands processing does not involve highly technical or sophisticated unit processes. However, success is often slow to arise due to a lack of detailed understanding, as well as managing multiple interrelated unit processes within a plant. Fundamental background physical conditions (such as equipment loading and water quality) must be met for unit processes to be efficient. Technical management of these process plants should always include observation of these background conditions for they often provide the answer to underperformance. Examples are presented with an indication of the possible effects on recovery and product grade.

During the course of 2011 the nationalization of mines emerged as one of the most contentious and emotive political issues under review. Some four years after the African National Congress electoral conference held in Polokwane, which had led to a change of leadership within the country's ruling party, elements within the ruling party's youth league, which had been virulently supportive of the change in leadership, turned on the incumbent President, using the mining question as its rallying call. At issue was the expressed perception that mining has, since the country's democratization, not delivered the anticipated benefits to the population as a whole, continues to be the preserve of the capitalist element of the South African community, and is therefore in need of radical reform. Aspersions were made that transformation within the industry had failed dismally and that mining companies had not delivered against their commitments to the Mining Charter and social and labour plans. The debate became extremely vocal and heated, evoked dramatic and emotive opinions, and vigorous skirmishes on the matter were fought in the media over much of 2011 and into 2012.

This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

The uranium production forecasting program described in this paper projects production from Reasonably Assured, Estimated Additional and Speculative Resources in the cost categories of less than $130/kg U. Originally designed to handle South African production, it has been expanded and redimensioned using available published information to forecast production for countries of the Western World. The program forecasts production from up to 400 plants over a period of fifty years and has built-in production models derived from documented historical data of the more important uranium provinces. It is particularly suitable to assess production cavabilities on a national and global scale where variations in outputs for the individual plants tend to even out. The program is aimed at putting the uranium potential of any one country into a realistic perspective, and it could thus be useful for planning purposes and marketing strategies.

"Government’s equity role in the minerals sector is one of the nationalist measures implemented in order to ensure greater control and management of a country’s mineral resources. This paper evaluates the Tanzanian government’s equity participation in the minerals sector from 1996 to 2015. The research methodology included determination of the number of mineral rights, minimum allowable exploration expenditures in prospecting licences (PLs), and forms of equity role of the government. Data was collected and analysed for PLs, mining licences (MLs), and special mining licences (SMLs).The study revealed a number of challenges faced by the Tanzanian government as regards its equity strategy in the mineral sector. One of the major challenges was the secrecy surrounding agreements and contracts entered into between the government and private sector investors, which were concluded via various business ownership and mineral development projects. This secrecy resulted in non-transparency and lack ofaccountability in the mining industry.The financial benefits accruing to the government were inadequately realized, evident through inconsistent payments of corporate income tax and mining royalties by the mining companies. Furthermore, the government does not have solid mechanisms and frameworks for assessing non-financial benefits, thus it is difficult to measure the impact of these factors.It is recommended that the Tanzanian government review the Mining Act and Regulations of 2010 to include the provision of solid mechanisms and frameworks for all forms of government equity role.This paper is based on an MSc research study undertaken at the University of the Witwatersrand.IntroductionGovernments can grant private companies mining rights to extract mineral resources, or take a stake in the companies as well as establish state companies to oversee their interests in the minerals sector. The establishment of a state company to oversee government interests in the mining sector implies the direct participation of government by way of equity participation. Equity participation or role is defined as the holding of shares in an enterprise, company, or asset by individuals or a body corporate (Otto, n.d.; Brown, 2013; Natural Resource Governance Institute, 2015)."
