D. HARRINGTON: Owing to lack of funds, the United States Bureau of Mines have made no experiments in the Bruceton mines in the use of mudite. MR. McAULIFFE: I doubt that mudite cam be delivered at fifty cents a ton and that a mile of heading can be treated with mudite for ten dollars. You could not dig a ton of sand out of a sand hank for that money. L. C. CLARE: The tram road leading to Wattis mine crosses a shale bed and it is easy to screen the shale through a %-inch sieve and load it into a mine car. W. J. REID: A slow trip passing through a mudited entry will dislodge practically no dust, a rapid trip will make air disturbance enough to coat the cars with fine dust. MR. PRYDE: We have used mudite on stoppings around a fire in Reliance and for two months thought they were getting good results, but the fire was found to be drawing air and to be spreading. This mudite was smeared over the stoppings with a trowel. After this apparently failed we used dry adobe.

The morning session opened at 9:00 a.m. and was presided over by Harold Levent., Manager Coal Activities, Cameron Engineers, Denver, Colorado. The first speaker was Dr. Joseph J. Yancik, Assistant Director-Mining, Bureau of Mines, U.S. Department of the Interior, Washington. D.C. Subject-"Coal Mining R&D Programs of the Bureau of Mines." (See index for printed text of Dr. Yancik's paper.) Joseph J. Yancik is Assistant Director - Mining for the Bureau of Mines, U.S. Department of the Interior, Washington, D.C. He is responsible for the Bureau's research programs in mining. Principal programs are the coal and metal mining health and safety research, mining extraction and excavation, tunnelling, explosives, mined land reclamation, mine fires and mine waste disposal. He administers these programs through four research centers and through outside contracts and grants.

PRESIDENT PRYDE: Any discussion on Mr. Poster's paper? MR. J. BEVAN: I would like to ask the gentleman how fine the dust has to be to cause an explosion? MR. T. FOSTER: According to the Bureau of Mines, it is claimed coal passing through a 100 mesh screen would be considered fine enough. That is all I can learn from the different bulletins. MR. BEVAN: Will the coal dust be that fine; going back in the empty cars on the tipple in the mine? MR. FOSTER: Possibly a great deal of it would be. MR. BEVAN: Will the coal dust be that fine, going back, in the empty the coal dust going back in the cars on the tipple, and into the mine? MR. FOSTER: In some places, they are wetting the cars at the tipple, -in the Rock Springs District, we have as the trip goes out, they have a big pipe, and they souse the car, and wet the load, and in some places, near the timbers; that helps to a certain extent. That does not absolutely eliminate it all, but it helps considerable. MR. WM. LITTLEJOHN (Utah Fuel Company) : I think we have all listened very attentively to the paper that Mr. Foster has just read. He has brought up a subject rather close to my heart, for a long time. He mentions particularly, the Scofield disaster, which happened the first of May, 1900; two hundred men lost their lives in the explosion; and I think it is generally conceded that is about the first time it had ever been brought to the attention of coal miners or operators that such a thing was possible, namely, a purely coal dust explosion. The term "Scofield disaster" is rather a mistake, in a way; while the mine that exploded at the time is in the Scofield District all right, it is now known, and probably was known at that time, as the Winter Quarters Mine, one of the mines which belongs to the Utah Fuel Company at the present time, and did at that time. Good Morning. Thank you for your kind welcome, Lyle and thank you for having me here today. I spoke at the fall meeting of the Utah state RMCMI in Price and it's nice to be invited back. I can see by the program that you have two great days of interesting and informative meetings, including the mine rescue team exhibition and the safety recognition award presentations. As you all know, I am here standing in for Dave Lauriski, who is in China with Secretary of Labor Chao. As you also know, Utah is near and dear to his heart - and so is the Rocky Mountain Coal Mining Institute. I want to assure you Dave would be here if it were at all possible. But it is my good fortune that I could come in his place. We have made great progress as an Agency thanks to the hard work and dedication of MSHA's employees. But we are always looking for new ways to solve problems and continue to send more miners home safe and healthy every day. And we have been working on some great ways to do that, including thinking strategically. During my presentation today I'm going to talk about where the Agency is in terms of our transformation to the MSHA of the 21st century, a little bit about how we got to be where we are, and then describe our roadmap to the future state. And I'm going to focus on the significance of our plan and the planning process to demonstrate the implication for the mining industry. Former President Dwight Eisenhower once said, "In preparing for battle I have always found that plans are useless, but planning is indispensable." Now I do like Ike, but I would have to take exception to the first part of the sentence. I have found plans and the planning process to be indispensable - the plan to give me a roadmap to my goal, and the process to focus me on the steps I must take to get there. We all know that having a strategic plan makes the difference between success and failure. We've seen it time and time again, in business, in our lives - and in government: Having a strategic plan is crucial to success. And the process of making the strategic plan is crucial to its success. Putting together a workable strategic plan - a good roadmap - that will successfully lead you to your goals requires a thorough, careful process that takes into account each factor that you may encounter along your way to success, as well as those with whom you will travel. In order to talk about our current plan I want to take you back to three years ago, when Dave Lauriski went to Washington to lead MSHA. He knew that change was in the air. Dave was confirmed as Assistant Secretary with 30-plus years experience in the coal mining industry, and more than 20 years of experience in dealing with
