CHAIRMAN I. N. BAYLESS: Will you come to order, gentlemen? They told me that you had a very interesting meeting yesterday and a good time last night. Our program is rather long this morning, and I am not going to take up any of your time, as we got started a little late. I will ask Mr. Marchant to make a few announcements. (Announcements.) SECRETARY MARCHANT: I just noticed in this morning's paper a rather serious accident at Hobbs, New Mexico, in which George Kaseman, a former President of the Institute, and a loyal member ever since its organization, was killed. I think that this meeting should go on record and prepare a resolution of condolence, etc., and with your per- mission we will have the Committee on Resolutions do that. I assume that will be all right. CHAIRMAN BAYLESS: Our first paper and discussion this morning will be Education of the Miner, by Thomas Allen, Chief Coal Mine Inspector of Colorado. Mr. Allen.

The Wednesday morning session was called to order by President Geiger at 9:30 a.m. He asked Stan Shubart to conduct the meeting. Stan thanked Loren Linville and Bill Grant for the excellent job they did in their assignments. He called on John Schmidt, Chairman of the Auditing Committee, to report on the financial statement of the treasurer. Mr. Schmidt read the data and asked for its approval. A motion was made, seconded and approved. Stan called on Joseph Berta, Chairman of the Resolutions Committee, who submitted the following resolutions: (1) RESOLVED: Whereas, in the year since the last convention of the Rocky Mountain Coal Mining Institute, the Institute and the coal mining industry generally have suffered the loss through death of the services of: Clement Audin, Jr. C. Thank you President Nielsen, and thank you ladies and gentlemen of the Rocky Mountain Coal Mining Institute. I'm glad you asked me to join you a second time. The setting here at Tamarron is splendid. A few days ago the National Coal Association held its Diamond Anniversary meeting at the Broadmoor in Colorado Springs. Although NCA is junior to this Institute in years, we do try to keep up. Our speakers looked at 1992 as the possible eve of a new era in world history - a pivotal year. It offers the opportunity to replace a dying era of war and tension with a new one of peace and prosperity built on economic cooperation and trade and, of course, energy to uphold all four - trade, cooperation, prosperity and peace. The Persian Gulf War was only a sample of what can happen to the other four if the energy isn't there. And so I especially like your theme: Energizing America With Coal. It is most pertinent. I was invited to discuss the National Energy Policy and its impact on coal and I intend to do that. But more important is coal's impact on the Nation and the world and so 1 shall discuss that as well. This year - 1992 -also will be pivotal in the Nation's politics.

It certainly is the most interesting thing I have ever seen in connection with wire rope, except paying for it. I think there are a lot of questions that could be asked to bring out some points that we are not generally understanding of. Are there any questions at this time? I know Mr. Stewart will be glad to answer them. Come up to the front, Mr. Stewart. MR. STEWART: That's all right, thanks. CHAIRMAN KNOX: If there are any questions, let us have them. (No response.) President Ziolkowski called the meeting to order at 9:30 a.m. He called on the Auditing Committee to give its report. Jack Leech read the report and asked that it be approved. A motion was made, seconded and approved. The Resolution Committee was asked to give its report. The following was submitted: (1) RESOLVED, WHEREAS, in the year since the last convention of The Rocky Mountain Coal Mining Institute, the Institute and the Coal Mining Industry have suffered the loss through death of the services of the following: James A. Flint John L. Paynich Joseph E. Ward NOW, THEREFORE, BE IT RESOLVED, that there be spread upon the minutes of The Rocky Mountain Coal Mining Institute recognition of the passing of these members, who have so greatly contributed to the advancement of the industry, both nationally and in the Rocky Mountain area, and that a copy of this resolution be sent to the next of kin as evidence of the sincere regard and sympathy of the members of the Institute.

Railroads, attempting to increase their tonnage without adding new lines, have for some time realized there is a definite relationship between increasd haulage efficiency, and constant communication with each moving unit that operates along their roadbeds. Elaborate radio communication equipment has been devised for this purpose, and is rapidly being installed. Coal mines are faced with similar haulage problems and have sought this constant contact through the use of telephone systems, and dispatcher stations. Often the fixed mine telephone system is unsatisfactory, since the desired person is not present at the phone when needed. Dispatchers lose contact with a motorman as soon as he is out of sight, until he calls in from another telephone. The recently developed frequency-modelated radio phone which makes use of the trolleywire network in a mine as a carrying medium, permits instant and continuous contact between dispatcher and locomotives. The motorman can immediately contact another motor or the dispatcher regardless, of his motor's position on the trollywire system, whether moving or standing.

MR. J. J. CRARON: If Ross Weber rings that bell of his, I think I have a few secrets on him that I will tell. It is not such a long time ago when the sales and executive departments of the coal industry were constantly urging the operating department to increase their output, and this cry for increased production resulted in vast development work and increased capacity to the point where the operating departments are today in position to produce coal upon sudden demand far in excess of the ability of their sales departments to dispose of it. So today our ability to produce coal is away ahead of our ability to market it. There are many reasons, of course, for this condition. First, the present economic situation, which has prevented even a normal consumption of coal. Secondly, the over-development and production of every commodity and industry as the result of war time and post-war time prosperity. Thirdly, the inroads made by competitive fields, particularly oil and gas, because of the desire of the public for automatic heat.
