During the past year, in producing 500,000,000 tons of coal we wasted or left underground, in such condition that it probably will not be recovered in the future, 250,000,000 tons of coal; we turned loose into the atmosphere a quantity of natural gas larger than the total output of artificial gas during the same period in all the towns and cities of the United States; we also wasted or lost in the mining, preparation, and treatment of other important metalliferous and non- metalliferous minerals from 10 to 50 per cent of the year's produc- tion of such minerals. These losses serve to indicate the importance of inquiries and investigations by the Federal Government for the purpose of lessening the waste of essential resources-investigations on the same general lines as those looking to a reduction in the loss of life in the mining operations of the country and the far more exten- sive investigations looking to the more efficient production and use of agricultural products, both of which are being conducted by the Federal Government. In a consideration of the possible activities of the individual, the State, and the Federal Government in behalf of a less wasteful use of our mineral resources certain facts and principles should be kept clearly in mind, namely: That the present generation has the power, and it will exercise the right, to use as much of the country's resources as it actually needs; there can and there will be no such thing as stinting the present gen- eration by bottling up resources for the use of the future. That the Nation's needs are not likely to be curtailed; these needs will increase with the extent and diversity of the Nation's industries, and they will increase more rapidly than population increases, for the reason that the per capita consumption of mineral products is rapidly increasing; and That the men of this generation will not mine, extract, or use these resources at continuous financial loss to themselves in order that some- thing may be left for the use of future generations; there can be no such thing as a mineral industry without profits.

A major difficulty encountered during the research was that nation¬al countries (almost world-wide) are in the process of revising their electrical hazard reduction standards. Their principal goal is to align their standards with the International Electrotechnical Commission (IEC) Recommendations Publication Series 79. (31-37) Additionally, CENELEC is requiring all Common Market countries to harmonize their standards. (85) However in the coal mining industry some hazard re¬duction techniques are not being accepted because some systems may not be applicable. Therefore, past literature might not directly relate a country's current feeling about explosion-proof standards. An authority in the United Kingdom (which has been a leader in hazard reduction mainly through work at the Safety in Mines Research Establishment) brought up an additional point. (15) He hopes that since revising British standards BS229 into BS4683, with the intention of corresponding with the IEC 79 series, the recent CENELEC harmoni¬zation process will also follow IEC. (8, 9, 10) The past trend in other major Common Market countries prior to CENELEC's requirement results in the authors' speculation that the standards will be pattern¬ed after the IEC Publications. (5,17,60,84,102) Several letters were sent to the East Block countries but, disa¬ppointingly, replies were dispatched only from the USSR and Poland. Recent Polish standards (1973) were received, and a very close match to the IEC Publications has been noted. (76,77) Because of their economic community, it is extremely logical to assume that the East Block stand¬ards are therefore in concurrence with the IEC. Japanese specifications also appear to be compatible with the IEC Recommendations. (42,43)

The Blackbird district, Lemhi County, Idaho, has long been recognized as a potential source of cobalt and copper. Exploration of the early discoveries in the area was largely discouraged by the comparatively low grade and small size of the known ore bodies, the slight demand for cobalt, and the lack of adequate roads throughout the region. Recent advances in the field of alloy metallurgy culminated in a steadily expanding demand for cobalt. This demand was finally accentuated to critical proportions in 1940 by worldwide rearmament programs and by the threatened disruption of foreign imports by submarine warfare.

In July 1956, the Bureau of Mines and the J. R. Simplot Co. participated in evaluating and beneficiating drill-hole samples from the Bovill, Idaho, clay-silica deposit and in tests of the beneficiated products. The geology, mineralogy, beneficiation, and potential uses of the clay and quartz fractions of the Bovill deposit are described. Test work showed that a filler-grade clay having an apparent spectral reflectance of 78 percent can be made by bleaching, and by removing some of the submicron-size particles. A quartz product suitable for the manufacture of glass containers can also be made.

The U.S. Bureau of Mines has constructed a smoke chamber and developed sensitivity tests for smoke detectors. Response of ionization- and optical-type commercially available smoke detectors have been investigated. Six smoke detectors were measured with respect to visually obscuring smoke characterized by a corresponding optical density for smoldering and flaming coal combustion in the smoke chamber. It was determined that for one type of ionization smoke detector the alarm time was nearly equivalent to that of an odor monitor's alarm for smoldering coal combustion experiments and earlier for flaming coal combustion experiments. The experiments showed that an average CO concentration of 5 ppm corresponded to an optical density of 0.022 m for smoldering and flaming-1coal combustion. Two of the commercially available ionization-type smoke detectors were more responsive to flaming than smoldering coal combustion at an optical density of 0.022 m, whereas the optical smoke detectors-1showed the opposite trend. The responsive characteristics of the detectors evaluated with respect to known smoke conditions in the smoke chamber shows their potential for use as mine fire sensors or part of a mine atmospheric monitoring system to improve mine safety.

Coal bumps are defined as sudden failures of rock and coal near entries that are of such a magnitude that they expel large amounts of material into a mine opening. Coal bumps are influenced by geologic conditions, the geometric design of coal mine excavations, and the sequence and rate of extraction. Researchers from private industry and the National Institute for Occupational Safety and Health have studied mechanisms of violent failure and have identified individual factors that contribute to coal bumps. In an attempt to develop tools for assessing coal bump potential, the authors initiated a comprehensive study using information from 25 case studies undertaken in U.S. mines. Multiple linear regression and numerical modeling analyses were used to identify the most significant variables contributing to coal bumps (excluding bumps related to fault-slip). Twenty-five geological, geometrical, and geomechanical variables were considered initially. The most important of these variables were then identified as (1) energy as calculated using the mechanical properties of the strata, depth of overburden, and joint density, (2) mining method, (3) pillar factor of safety, and (4) stress gradient and yield characteristics.

Supernatant media of dust-exposed pulmonary alveolar macrophages (PAMs) were inactive in assays for both Interleukin-1 and fibroblast growth factors (FGF). We have begun to evaluate several factors that may interfere with dust-PAM interactions. To determine the effect of sterilization on the activity of dusts, PAMs were exposed to autoclaved dust, heat-sterilized dust or to dust that had not been heated. Supernatants from the first two groups were inactive in the FGF assay, but supernatant from PAMs exposed to unheated dusts stimulated growth of lung fibroblasts. Recent data have revealed that freshly crushed mineral dusts possess labile free radicals that are absent in dust that has been stored for more than a few days. Suspensions .were prepared of a "stale" sample of anthracite dust 867 and of a freshly ground sample of the same dust. These suspensions were instilled intratracheally into guinea pigs under general anesthesia. Two, five or eight days later, PAMs were collected from the lungs by bronchoalveolar lavage, and the cells were counted. At two and five days after instillation, all lavage suspensions contained 70 to 85% PAMs, of which 5 to 18% contained phagocytized dust particles. On day eight there were again 80-84% PAMs in all suspensions, but in the presence of "fresh'" dust, 48% of PAMs. had phagocytized particles in comparison to 16% in the presence of '"stale'" dust. A similar experiment was performed in short-term cell culture. During 24 hours, >95%. of PAMs phagocytized dust particles, whether or not the dust was "stale" or '"fresh". Our studies are being extended to determine the effect of (1) removing surface oil contaminants by organic extraction and (2) suspending dusts without surfactant.

Although descriptions of the methods of analysis of explosives are to be found in many books on explosives, and in works on engineer- ing chemistry or chemical analysis, most of these descriptions are incomplete and lacking in details. The methods of analysis employed in the laboratories of most explosives factories are frequently treated as trade secrets, and very little information is published from such laboratories. This bulletin outlines the methods of analysis that are used by the Bureau of Mines in the examination of certain classes of explo- sives. The present form of most of these methods has been worked out in the bureau's explosives laboratory. The methods employed by Prof. C. E. Munroe were taken as a basis, and were elaborated to meet the demands incident to the treatment of complicated mix- tures and to the development of the explosives art. A subsequent bulletin will discuss the methods of analysis of "permissible" explosives, many of the latter being of decidedly complicated char- acter and requiring special treatment. This bulletin presents the methods of analysis of "ordinary" dynamite, and the ammonia, gelatin, low-freezing, and granular dynamites, and the common grades of black gunpowder and black blasting powder. The bulletin is published by the bureau for the information of all persons inter- ested in explosives and their safe and efficient use in mining work. As the term "ordinary" dynamite, though much used, has no conventional meaning, and may be used to cover a wide variety of compositions of matter, it may be noted that the standard dynamite used at the Pittsburgh testing station is a good example of the "ordinary" dynamite known in this country. Hand portable truck axle scales were purchased from the Martin¬Decker Company, Santa Ana, California, for weighing the rubber-tired mine shuttle cars. The scales consisted of two hydraulic load-pads, measuring 4" thick, and 21" long by 13" wide at the pad surface and one totallizer-dial indicator unit. The development of a technique to install the scales effectively for shuttle car-weighing followed an evolutionary process. The setup which finally proved to be effective entailed countersinking and level¬ling the load pads in the floor on the shuttle car trackway such that the tops of the pads were three inches below the floor level. A plat¬form consisting of two braced side-by-side 3" x 8" lumber planks was made. The platform was placed across the load pads with six inches of overlap on each side to provide room for imperfect tracking of the shuttle car. Additionally, 3" x 8" lumber planks were imbedded across the runway immediately behind and ahead of the platform. These auxili¬ary planks were firmly braced into the floor by vertical posts or jacks set against the roof; the planks constituted a stable approach platform to enable the shuttle car to roll unimpeded onto the scale platform in either direction of travel. Figure 22 shows this arrangement in detail. The setup of the scales was done during non-production hours prior to the first working shift of the week. This task took seven to twelve hours with two men. During the actual weighing experiment, the following limitations were realized. 1. This paper describes measured data on strata behavior obtained in recent years from sites in the United Kingdom and the implications for pillar design. The data include results from overcoring stress measurements adjacent to coal mine roadways and deformation monitoring related to longwall extraction. The stresses adjacent to mine roadways or entries have been measured at a number of coal mine sites in the United Kingdom. The results are analyzed with regard to the information they provide on pillar behavior and strength estimates. A reduction in stress consistent with yielding of the strata adjacent to the roadways is evident. This is consistent with the confined core model for pillar behavior. The pillar strength is dependent on the rate atwhich vertical stress can increase with distance from the pillar edge and hence the confinement provided to the yielded material. The measured data indicate a wide range in pillar strengths. Two groups of results are identified that show significantly different behavior corresponding to differing effective pillar strengths. Estimates of pillar strengths derived from the measured data for these two groups are compared with established equations used for pillar design. The differing behaviors and strengths are attributed to variations in the amount of yielding and deformation in roof and floor strata and hence in the amount of confinement they provide to the coal seam. Numerical modeling is used to provide a comparison with the measured data and to indicate that this provides a feasible mechanism to account for the measured data. As the depth of mining increases, pillars tend to become increasingly wide and squat. In such cases, it is possible for the surrounding roadways to become badly deformed and damaged while the pillars remain stable. The criteria of comparing pillar strengths and loads to establish pillar stability become less applicable in these circumstances; rather, considerations of roadway stability may be the limiting factor in determining suitable pillar dimensions. This is the case for pillar dimensions typically employed around longwall panels in the United Kingdom. Depending on the properties of the site and what are deemed to be satisfactory roadway conditions, this can lead to wide variations in required pillar dimensions. Measured data for deformations in roadways influenced by adjoining longwall workings are presented. These show that in some circumstances the influence of longwall extraction can be transmitted over large distances and confirm the variability in required pillar sizes depending on site properties.

Develop quieted, hand-held pneumatic percussion drills that can replace standard hand-held drills in many underground mining applications. The Problem Percussion drills are the noisiest machines used in underground mines; noise levels of 115 to 120 dBA are common, requiring the use of hearing protectors and limiting the time a miner is permit-ted to operate the drill during an 8-hour shift. Hand-held pneumatic percussion drills pose a particularly difficult problem because the operator cannot be isolated from the noise source (e.g., an acoustical cab), and alternative technologies for drilling roof bolt holes and blastholes in tight quarters are not readily available.

(B) Training of engineers presently employed in the mining industry through appropriate mining extension courses. 2. Considerable need exists to devote more attention to: (A) Hydrogeologic studies of mining areas to enhance the planning of new mines and the abatement program of existing mines. (B) Additional research to explore methods of dewatering the strata associated with mining areas. (C) Further effort to develop sealants for preventing contact between water or oxygen and the acid producing material associated with the coal seam.

A standard Ford1 4600 agricultural tractor was converted to remote control to perform ASAE/SAE field upset tests (rear rollover and side rollover). This paper discusses the engineering process to develop a remote-controlled tractor in determining the critical parameters of operation, to choosing appropriate actuators, designing the circuitry to control them, installing the actuators on the tractor, testing the system for functionality and then conducting numerous overturn tests. The system uses off-the-shelf components for simplicity, replaceability, and economic concerns. The remote control system has withstood 21 tests to date with no failures and will continue to be used for at least three more years of testing.

In its endeavor to promote a more efficient use of coal the Bureau of Mines, in cooperation with the Illinois State geological survey and the University of Illinois, has undertaken an investigation of the coking of Illinois coals. The investigation was started by collecting from various sources the data regarding experiments already made by others; these data have been compiled and are presented herein. The present methods of using coal seem wasteful. When coal is burned in furnaces for the generation of steam, only the heat gener- ated by the fuel is utilized; possible by-products are not only lost but frequently are the source of the smoke nuisance. The volatile matter containing the tar and heavy hydrocarbon gases is difficult to burn completely in many furnaces, and its decomposition produces black smoke. When coal is coked in a by-product oven, the volatile matter is no longer a nuisance but, on the contrary, is the source of many by-products, including benzol, toluol, gas, tar, ammonia, and cyano- gen, all of which increase the value that may be obtained from coal. The coke that remains after the volatile matter has been driven off is a valuable fuel that can be used for almost all purposes for which bituminous coal can be used, and it is necessary for some metallurgical work. It has about the same heating value as anthracite coal. Because of its cleanness and its burning without smoke, it is well suited for domestic heating and the generation of steam in plants where smokelessness is demanded. The use of coke for these pur- poses would do much to eliminate smoke in cities. The best grades are regarded as essential in many metallurgical processes for reduc- ing ores to their metals. By-product coking in the United States during the past three years has increased greatly. When the ovens now in course of construction are completed, the total capacity of by-product ovens will be more than double what it was in 1913. This increase has led to a search for coals other than those now known to be available for use in by- product ovens. Tests with coals from the southern part of Illinois have indicated that coke from Illinois coal unmixed with other coals can be used for fuel purposes and that coke from mixtures of Illinois coal with low-volatile coking coal might be suitable for some metal- lurgical work. In the tests the yield of ammonia was larger than is obtained from Eastern coal. Evidently the development of methods by which good coke can be made from Illinois coals and the by-products recovered is a matter of high importance. Any investigation that will indicate how, by proper treatment, these coals can be made available to supply the market for coke and gas in the Middle West will increase efficiency in their use, and will aid in conserving the country's supply of high-grade coking coal.

Overheating of electric cables on shuttle cars has long been recognized as a cause of premature insulation failure leading to shock and electrocution. Use of cable reels on shuttle cars can cause excessive heat build up which, in turn, causes the cable insulation to soften and become easily damaged This heat-softened insulation reduces the life of the cable. Repeated cycling of a cable in this manner can cause premature aging of the insulation; it becomes bridle, cracks and allows electrical leakage paths to farm. These leakage paths provide the opportunity for shock and electrocution to occur if miners come in contact with the damaged section of cable. It is imperative that cable operating temperatures be maintained at safe thermal limits. This paper discusses a research project conducted by the National Institute for Occupational Safety and Health, Pittsburgh Research Center to determine dynamically the conductor temperature of reeled shuttle car cables using fiber optics technology. The research portrays typical shuttle car loading cycles (both current and time cycles). Root-mean-square current loading is calculated based on the results. The thrust of this effort is to provide the scientific basis for ampacity derating factors specifically for mine machinery using reeled cables This information will reduce the probability of electrical hazards from reeled cables

This volume contains the descriptions of the samples whose analy- ses are published in the preceding volume, Part I of this bulletin. The descriptions have been compiled from the notebooks of the per- sons who collected the samples, have been condensed from accounts given in published reports of the United States Geological Survey, or have been furnished by the collectors themselves. Inasmuch as the descriptions represent the work of many persons during a period of six years, and inasmuch as they were recorded under widely differing conditions, they necessarily vary in fullness of detail. The descriptions are published for two purposes: (1) To prosent such information regarding the character of the coal, the impurities in the beds sampled, and the nature of the roof and the floor of the beds as has a definite bearing on the significance of the analyses of the samples, and (2) to give any supplementary details such as the capacity or the output of a mine, the method of mining and prepar- ing the coal, and the chief uses to which it is put, that may be of assistance to Government engineers or purchasing agents, and to other persons, in preparing specifications and awarding contracts for fuel.

Iron ore occurs in abundance in Iron and Washington Counties in southwestern Utah. Outcrops are encountered over a wide area extending from Paragonah on the northeast to Bull Valley on the southwest. Outcrops also occur on the Wah Wah Range and on Blue Mountain on the north edge of Iron County. The greater concentration of known deposits occurs in and around the margins of three mountainous uplifts - Iron Mountain, Granite Mountain, and Three Peaks - comprising a belt about 3 miles wide and 23 miles long (fig. 1). This area was partly explored by the Bureau of Mines in cooperation with the Geophysical Division of the Bureau of Mines and the Geological Survey under the strategic minerals program during 1942 to 1945. The exploratory work comprised geological and topographic mapping, geophysical prospecting with a magnetometer, diamond drilling, trenching and test pitting, sampling ore exposures and old workings, and constructing and repairing roads. The Pinto-Iron Springs district is the most important known source of iron ore for the steel plants of the West. The future economic status of the Intermountain and Pacific coast regions will depend largely upon the successful development and exploitation of substantial iron-ore bodies in this district.

The U.S. Bureau of Mines examined previous research on rib stability in an effort to develop a practical approach to understanding, characterizing, and controlling weak rib conditions in underground coal mines. Because success in stabilizing ribs depends on a basic knowledge of how weak ribs behave, the report reviews the mechanics of rib failure and the relationship of coal mine geology and pillar constraint to rib instability. Strategies for choosing an effective method of rib support are considered, and various rib support methods are discussed. Finally, the report documents techniques for monitoring ribs and use of models to assess rib stability; such monitoring and modeling can also help determine the most effective method for roof support.

The group of gems included under the general name "feldspar" occupies only a minor place in jewelry. Feldspars, with the possible exception of quartz, are the most important of rock-forming minerals, but most occurrences are of quite ordinary varieties, without striking color and unattractive. Few specimens are suitable for use as gem stones, but occasional crystals that exhibit unusual brilliance or play of color are cut into various shapes for personal adornment or for architectural decoration. The best known of the feldspar gems, and probably the most important in point of production, is the moonstone. Amazon stones, labradorite, sunstone, and a number of less common varieties have been produced in various parts of the world.
