C. 7 Emergency Rescue Hoists There is a need, especially in mine development areas, for portable, on-call, man-rated equipment capable of lifting men through several hundred feet. Wire rope climbing equipment as shown in Figure 37 appears particularly suited to this need. It is portable, weighing approximately 100 lbs. , is currently man-rated for numerous above ground applications and can be electric or air powered. Commercial units currently have a lifting capacity of 1000 lbs. , and can be fitted with bosun' s chairs. Lifting speeds are in the 20-30 FPM range and the equipment is not depth limited. In a situation where miners are unable to climb to the top of a shaft this equipment could rapidly be anchored to the top of the shaft and lowered to them by hand. Since the self contained unit is controlled by the person travelling in the shaft he would be able to negotiate shaft obstruction himself. This would not be possible with other forms of easily deployed free-hanging equipment. "As the result of the work of an efficient safety organization, the Midwest Refining Co. at its various operations and particularly in the Salt Creek field has been able to show a definite accident reduction. Lost-time accidents during the past year have been reduced to a small number as compared with previous years, and infection cases have been almost eliminated.The accident-prevention work of the Midwest Refining Co. is in charge of the department of industrial relations, with a director as the administrative head; two safety men handle the work directly at Midwest, Wyo. A competent medical staff with a well-equipped hospital at Midwest is also an important factor in the prompt and proper treatment of injured persons when an employee is injured, he is given first-aid and then taken to the hospital with minimum delay.About 1,450 persons are employed in the 4 departments (production, gas, pipe lines, and electrical) and in the 34 districts of the Midwest Refining Co. The work at Midwest spreads over a considerable area, and new drilling operations, pipe work, and similar activities require the services of many small gangs of workers. Complete supervision, of each job, whether shall or large, is possible through the large number of superintendents, foremen, and gang pushers employed; thus, there are 20 superintendents, 78 foremen, and 115 gang pushers. The largest number of men under any one toss is approximately 15, and it is probable that much of the good safety record is due to this intensive supervision. These company officials, including the gang pushers, have been impressed with the idea that it is their duty to see that the men under them do not get hurt; the responsibility of instructing new employees in safety practices is placed directly upon them. Monthly meetings of the field officials, including superintendents, foremen, and gang pushers, and as far as possible the men, of each district are held with the safety engineer. Both officials and men are encouraged to bring up for discussion any practice or proposals looking to the changing of any conditions that will"

In the past few years an awakened activity in power-plant econ- omies has resulted in a marked improvement in the equipment for generating and utilizing steam. Although the improvement in design and construction of steam-driven prime movers has been greater than that of the steam-generating equipment, the economies obtained with the more efficient engines and turbines have stimulated interest and activity in eliminating unnecessary boiler and furnace losses. Much attention has been given to the boiler room in efforts to obtain proper combustion of the coal, because of the importance of the coal item in costs of power production. As evidence of this increasing interest may be cited the record of the development within the past few years of new apparatus for the analysis of flue gases. Many new forms of apparatus have appeared, including those for the determination of carbon dioxide, oxygen, and carbon monoxide, and others for indicating and for recording the content of carbon dioxide only, as carbon dioxide content is usually a good indicator for the control of furnace operation. Because of the large number of steam-power plants operated by the Federal Government and the number of CO, recorders used therein the Bureau of Mines undertook to collect information regard- ing the practical application of such recorders. Articles published from time to time concerning CO, recorders have been mostly descrip- tive, giving little reliable information as to the results that could be expected from the various types of instruments in ordinary prac- tice, and most of the tests made have been of a laboratory nature. Tests of several different types of recorders were made under service and laboratory conditions in order to obtain needed information. The purpose of the Bureau of Mines in publishing the results is to show the factors which may affect the accuracy of a CO, recorder and the manner in which a recorder should be tested. Readers should note that the remarks on different recorders apply to the instruments tested and not to later instruments of the same makers. In the course of the tests the following details were determined: 1. The lag in recording changes of composition of a flowing gas. 2. The accuracy of each type of recorder.

The purpose of the investigation discussed in this bulletin, one of a series dealing with the use of electricity in mines, was to study the various means and methods used to confine the flashes that occur when a switch carrying electric current is opened. The flash result- ing from the opening of a 250-volt direct-current circuit carrying more than half an ampere will ignite explosive mixtures of mine gas and air. An equally dangerous flash may be produced by even less cur- rent from a 500-volt circuit. Few mine electric circuits carry less than half an ampere when in use. The need of protecting the switches of such circuits in places where gas is likely to be present is therefore obvious. Two general methods have been proposed for preventing switching flashes from igniting gas surrounding the switch. One method is to inclose the switch in a casing provided with openings that are covered with wire gauze or otherwise designed and equipped for preventing the passage of flames from the interior to the exterior of the switch casing. Switches so protected are called explosion-proof switches. The second method is to immerse the switch contacts in oil to a depth sufficient to quench any flash that may occur when the switch is operated. Switches so protected are called oil switches. The success of the first method of protection depends upon the proper design and construction of the switch casing. It is essential to the successful operation of the second method that the switch contacts be surrounded by the proper kind of oil in good condition. There are several ways in which an oil switch may be deprived of its protective feature. The oil tank may not be filled or, if filled, the oil may leak out or be spilled. The oil tank may be removed (in some designs) and not replaced or through neglect the condition of the oil may become such that it is no longer an efficient protection. While such contingencies are not likely to occur, and although oil switches may be so designed that the loss of oil is not probable, nevertheless, as compared with oil switches, explosion-proof switches seem to

Louisiana's coal reserves, located in the north-western part of the state, consist entirely of lignite, with estimated recoverable reserves of about a billion tons. Although lignite deposits were discovered in the early 1800s, the first documented use of lignite occurred at the federal arsenal near Shreveport during the Civil War. By the late 1800s, lignite use was common by blacksmiths, railroads, and steamboats. Lignite production ceased, however, from the early 1900s until 1985. A new lignite mine permitted September 1, 1985, produced 0.2 million tons in its first year. The operation uses a seven-mile-long conveyor to transport lignite to the associated mine-mouth power plant. The surface coal mining reclamation and enforcement program in Louisiana was approved October 10,1980. Louisiana's Abandoned Mine Reclamation Plan was approved December 10, 1986

Explicit expressions are presented for the input admittance and effective height of several buried metal antennas, namely: (i) prolate spheroidal; (ii) spherical; (iii) oblate spheroidal; (iv) parallel plate; (v) parallel plate with protruding dielectric in the same plane of the plates; (vi) parallel plate with protruding dielectric in a plane normal to that of the plates (H-shaped antenna). It is concluded that in all practical situations of "small" antennas approximation 1 is almost always appropriate. Computations were carried out for bare antennas, the extension to insulated ones being, however, straightforward. Although a rigorous theory of the antenna performance in a realistic semi-infinite conductive medium has not been developed, the results quoted should also be applicable when antennas are a few skin depths below the earth's surface. In particular, for the evaluation of radio-links under up-over -and-down operating conditions, the antennas can be replaced by dipoles of length equal to the effective height. Since the antenna's parameters are given in analytical form, it is also possible, by using Laplace transform techniques, to compute the transient response of the antenna. The transient is described by pole (short-time behavior) and branch-cut contributions (large time behavior). For these last terms, an asymptotic evaluation is possible, so obtaining closed form expressions for the response at large observation times, which is closely related to the dispersion characteristic of the environment.

The U.S. Bureau of Mines has estimated the potential availability of copper from 204 mines and deposits in market economy countries (MEC's). The evaluated properties have demonstrated resources totaling 436.4 million metric tons of contained copper and account for 90% of the Bureau of Mimes reserve base for copper in market economy countries. Total recoverable MEC copper resources are 340.8 million metric tons, 69% of which is from producing mines and 31% from nonproducing mines and deposits. Chile had the lowest estimated average total cost from producing mines of W.48 per pound of recoverable copper at a 0% discounted cash-flow rate of return (DCFROR), with estimated average total costs ranging from $0.40 to $0.81 per pound. The estimated average total cost of production, per pound of copper, for producing mines in the United States amounts to $0.57 in January 1988 dollars at a Wo DCFROR, with estimated total costs ranging from $0.36 to $0.85 per pound. In both real and nominal terms, the United States has, on average, significantly lowered its copper production costs since 1981. Rationalization of the industry and significant increases in productivity have made a strong improvement in the competitiveness of the U.S. copper industry to the extent that the United States should no longer be considered as a marginal producer of copper.

Network analysis of mine ventilation systems is not new, having been traced back to 1854. A Committee Report (1970) has also reported the extensive work done in this respect in the United Kingdom, Japan, U.S.S.R., South Africa, United States, and other countries. Wang, et al (1970) developed a computer program which is an improvement over the earlier one developed by Wang et al (1967). The program has been recently modified and extended to include methane emission features by Owili-Eger (1973). This computer program incorporates all the novel features of the earlier programs. These include the capabilities of mesh selection, free splitting, internal or external fans, natural ventilation pressure and fixed quantity branches. The program is written in Fortran IV and, in effect, is an experimental mine in which many ideas can be tried out. The computer produces, besides the input data and certain computational data, the quantities and head losses in the branches, the head losses to be adjusted in the fixed quantity branches and the fan operating point. The last named program, hereafter to be referred to as the PSU/MVS, is presented in Appendix I. The application of this program is demonstrated in this manual through a series of selected examples. Application of the methane generator program is not included here as a detailed report on the subject is available elsewhere (Ramani et al, 1975).

Presented below is a review of how the objectives, as outlined in the statement of the problem, were achieved. 1. Methods of evaluating the performance of grounding systems must be described. These methods are the subject of Chapter III. 2. Field trips to operating mines should be undertaken, and a cri¬tique of their grounding systems made upon the basis of obser¬vation and the application of the above techniques. An analysis of field trip data, along with practical recommendations, is in¬cluded in Chapter IV, while a complete review of all field trips is given in Appendix I. 3. Because of their thoroughness, present coal mine regulations should be evaluated, and their applicability to open-pit environ¬ments appraised. This has been done in consultation with governmental agency, manufacturing, operating mine, and consult¬ing engineers. As stated in Chapter IV, insight gained through field observations has served to amplify and extend the base of knowledge from which the recommendations were made. 4. The results of these investigations should lead to suggested Federal standards. Such recommendations comprise Appendix II. In addition, several important factors, which are discussed in Chapter IV, were brought to light as a direct result of the field research. 5. "This report is the first of a series dealing with the results of a comprehensive investigation of methanol poisoning, conducted jointly by the Federal Bureau of Mines, Carbide & Carbon Chemicals Corporation, du Pont Ammonia Corporation, and the Commercial solvents Corporation.The study dealt mainly with physiological effects produced by inhalation of methanol vapor, and concentration studied ranged from approximately 500 to 15,000 p.p.m., and periods of exposure from 4 hours daily to continuous. The range of concentrations and periods of exposure were such as to produce acute effects, with and without fatalities, by a singel exposure and chronic poisoning, with and without fatalities, as well as little or no response after repeated daily exposures. In addition to the inhalation experiments, skin absorption was studied, and field surveys were made to ascertain the hazards associated with the manufacture and, use of methanol."

Strong circumstantial evidence suggests that lightning has initiated methane explosions in abandoned and sealed areas of underground coal mines. The Mine Safety and Health Administration (MSHA) investigated several of these occurrences within recent years. The investigated explosions occurred at significant depths, ranging from 500 ft to 1200 ft. Data from the National Lightning Detection Network indicate a definite correlation between the times and locations of the explosions with those of specific lightning strikes. This paper addresses the question, "Can lightning cause potential differences capable of igniting methane-and-air mixtures at overburden depths at which underground coal mining occurs?" A mine depth of 600 ft was selected for this initial study. Computer simulations were performed, with and without the presence of a metal- cased borehole extending from the surface to the mine level. CDEGSTU software from Safe Engineering Services & Technologies, Ltd (SES) was used for the simulation.

The Rare and Precious Metals Station of the U. S. Bureau of Mines has investigated several cases in which widely divergent amounts of molybdenum were reported by a number of custom laboratories to which quartered portions of the same sample had been sent for analysis . On an oxidized lead ore containing considerable vanadium and a little molybdenum , the amount of the latter reported ranged from 3.14 to 0.24 per cent M003 . The high results were due to the fact that vanadium was estimated with , and reported as , molybdenum . When analyzed by the method described in this paper , 0.15 per cent Moog was found, which is a fair agreement with the lowest figure previously reported . In another and more unusual example , a fine- grained rock containing considerable graphite was submitted for analysis . As a white residue could not be obtained by treating this material with acid , several chemists decomposed the ore by a prolonged fusion with soda ash and nitre and leached the melt with hot water in crder to insure the dissolution of any and all the molybdenum present . After precipitating and filtering the silica from the solution , acetic acid , ammonium acetate , and lead acetate were added to precipitate lead molybdate . The solution contained phosphorous derived from the ore , which precipitated as lead phosphate . The latter was mistaken for , and reported as , molybdenum. As two different chemists used essentially the same procedure , their results , although incorrect , checked . Other chemists using different methods found no molybdenum . From these and other instances it is evident that reputable and conscientious assayers may make serious errors in determining molybdenum, and even duplication of results by different chemists does not necessarily insure against error . The elements most likely to cause trouble are vanadium, tungsten, uranium , arsenic , antimony , titanium, tin , phosphorous , and chromium . The precautions necessary to eliminate these and other impurities vary with the type of ore and the method of analysis . Most texts present methods of limited application and omit or fail to emphasize adequately such precautions . No one method can be given that will best fit every case , but the following procedure has been selected as being the simplest reliable method for such occasional determinations of molybdenum in an ore as are encountered in customs work.

Operating engineers and mining executives are interested in the science of applied geophysics, but are looking for a simple and understandable exposition of its problems, instead of dissertations which are becoming more and more involved and increasingly difficult to comprehend. It may be well to discuss the goal, the attempted methods of reaching it and the psychological motive, if any, tack of the science. Where does the subject of applied geophysics stand from the viewpoint of (1) the physicist, (2) the mathematician, and (3) the geologist? Fundamentally, the science aims at a differentiation of subterranean geology with the object of finding useful mineral products by the study of gravitational, magnetic, seismic, electric, and other fields which may be associated with the materials naturally or which may be applied to them. The more skillfully these fields are recognized, applied, and analyzed the greater will be the possibility of interpreting results in a way that will be remunerative both economically and scientifically.

Hydraulic cylinders a re used in several roof support systems, such as longwall shields and mobile roof supports, to provide critical ground control Many state-of-the-art hydraulic support systems operate at pressures as high as 7,000 psi to provide the necessary support capacities. Pressure in the upper stages of multi-stage cylinders can be intensified by a factor of 2 or 3 providing pressures of 20,000 psi or greater. A proper understanding of the operation of these high pressure systems is necessary to safely maintain and repair these support systems. Likewise, the performance characteristics need to be fully understood to evaluate the impact of design parameters on the capability of the support to maintain effective ground control. This paper examines the basic operating principles of state-of-the-art hydraulic cylinders and discusses relative issues pertaining to. (1) setting loads, (2) support stiffness, (3) yielding behavior, (4) errors in assessing support loading, and (S) hydraulic failure mechanisms and how to detect them

It is the purpose of this paper to review theoretical model concepts in through- the -earth transmission of electromagnetic waves. While the subject is very broad in its defined scope, we will be conscious of the specific applications to mine rescue and emergency telecommunications in coal mine environments. The plan of the paper is to outline previous theoretical efforts without attempting to attach names or organizations to the specific developments. However, we include a guide to the literature as an appendix. Without pretending to be entirely impartial we include a critique of the limitations of the available analytical models. As I see it the central problem is to calculate the steady state mutual impedance of a four-terminal network that is the black box characterizing the through-the-earth path. Problems of secondary importance include the determination of the input impedances of the two pairs of terminals and the associated transient responses. [ ]

For the last 3 decades, coal pillars in the Republic of South Africa have been designed using the well-known strength formula of Salamon and Munro that was empirically derived after the Coalbrook disaster. The database was recently updated with the addition of failures that occurred after the initial analysis and the omission of failures that occurred in a known anomalous area. An alternative method of analysis was used to refine the constants in the formula. The outcome was a new formula that shows that the larger width-to-height ratio coal pillars are significantly stronger than previously believed, even though the material itself is represented by a reduced constant in the new formula. The formula predicts lower strength for the smaller pillars, explaining the failure of small pillars that were previously believed to have had high safety factors. Application of the new formula will result in improved coal reserve utilization for deeper workings and enhanced stability of shallow workings.

The Federal Mine Safety and Health Act of 1977 defines an independent contractor as "any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine." Contractors that perform specific types of work (e.g., shaft and slope sinking, material handling within mine property, drilling and blasting) are required to report the number of employees who perform work at coal mines and at metal and nonmetal mines.

This laboratory has developed a sensitive electro-optical method to quantify the initial rate (R) and total amount.(MAX) of superoxide (SO) produced by single pulmonary alveolar macrophages (PAM). The method uses a microscope to visualize PAM in culture, and to video record the images during the time the cells produce SO. MAX and R are calculated from measurement of temporal changes in optical density in the images due to precipitated diformazan formed by the reaction of SO, produced by each PAM, with nitroblue tetrazolium present in the culture medium. To date, values of Rand MAX, measured due to adherence of PAM to the dish, have been compared to values obtained when quartz, coal mine dust (CMD), and kaolin were added to the medium (in vitro). R and MAX have also been calculated for PAM lavaged from animals exposed to quartz and CMD in the WVU Inhalation Facility. Presently, experiments are being done using serum which permits PAM to be restimulated by different dusts to help establish a dose response effect, and a means to study the effects of lung surfactant on modifying the toxicity of inhaled dusts. Long term, this methodology should provide useful insight· into establishing the role SO plays in the phagocytosis of inhaled dusts and bacteria, in PAM dysfunction, and in lung diseases such as pneumoconioses.
