The roles of main mine fans in underground mines are to induce airflow and continuously re- move hazardous gases and dust. While most larger mines use multiple fans to accomplish these tasks, many smaller mines employ only a single fan. This paper concentrates on those mines having only one fan to provide ventilation needs. If this fan should cease to function, it is likely that methane concentrations will in- crease in some areas of the mine. As a safety precaution, Federal Regulations require that personnel must be- gin evacuating the mine within fifteen minutes after fan stoppage. Powered haulage can be used to transport workers to the mine portal as long as travel is through areas where hazardous levels of methane are not expected. To determine where methane will accumulate along haulageways during a fan stoppage, air samples must be taken at specific areas and analyzed for hazardous gases. During this study, procedures were developed for measuring methane levels along the haulegeways that are used to exit a mine following stoppage of the main mine fan. Methane levels were measured in four different mines at selected underground locations during four planned fan stoppages. In these mines the measurements taken only at the specified locations showed that, if workers had used electrically powered haulage to exit the mine following a fan stoppage, the methane accumulated along haulageways during fan stoppages would not have significantly increased the risk of an ignition.

 The general conclusion of earlier investigators was that the action of sulfur dioxide on manganese oxides of Cuyuna ores was not sufficiently pre- ferential to be attractive as the basis for a commercial process. Bradley4/ and his coworkers discarded it for leaching with boiling ammonium sulfate solution, and Sweet5/ used a baking operation to render the iron insoluble. These results were confirmed by the early tests in the present investigation, which were made on brown ores (Sagamore), using acid additions, because at that time the Technologic Committee on Manganese held the opinion that these ores constituted the major available reserve in the Cuyuna district. However, when it appeared that the black ores, or the formation in which they occur, were a possible source of a large tonnage of manganese, the use of sulfur dioxide and sulfuric acid leaching was again reviewed, and a satis- factorily preferential action on the manganese was found. It was originally thought that the use of sulfuric acid ahead of, or at least with, the sulfur dioxide simplified the process, particularly by preventing formation of dithionates. Removal of the phosphorus from the solution by neutralization with lime or fresh ore was suggested. The tests recorded in this report indicate that it is not practicable to use enough acid to prevent formation of dithionate and that the value of excess sulfuric acid is doubtful, particularly in regard to satisfactory manganese:phosphorus and manganese:iron ratios.

During 1940 and 1941, the Bureau of Mines examined a large number of silver mines in Arizona for their potential as producers of manganese ores. Although very little manganese ore had been produced from these mines, it was generally known that manganese oxides in appreciable amounts were associated with the silver ore. Following the examinations, the Bureau further investigated some of the ore deposits by diamond drilling and other types of sampling. The results of these investigations, from the viewpoint of manganese, were discouraging. However, the investigations did indicate that appreciable tonnages of manganese-silver ores had been left in some of the mines by earlier operators. Most of these ores were too low-grade for direct shipping as ores of manganese or silver, and their beneficiation by ordinary processes was not economic. Exploitation of the ores appeared to be dependent upon the development of a low-cost milling method, which would yield a marketable manganese product and recover a high percentage of the silver. Later, the Bureau of Mines constructed an experimental mill at Salt Lake City, Utah, for the treatment of manganiferous ores by the dithionate process, designed to recover manganese as a high-grade product. The dithionate residues can be treated by other processes for the recovery of additional values that may be present in the ore. This development focused attention on the manganese-silver ores of Arizona and led to setting up Bureau project No. 370, which is the subject of this report.

A thermal oil-recovery experiment was conducted in the Venango First sand, Goodwill Hill oilfield, Warren County, Pa., about 10 miles northeast of Titusville. The Quaker State Oil Refining Corp., Bradford, Pa., performed the experiment with assistance from Sinclair Research, Inc., Tulsa, Okla., and the Federal Bureau of Mines. The Goodwill Hill field was discovered in 1885. Primary-production oper- ations continued until 1930 when an air-gas injection project, which is still in operation, was started. At the location of the combustion experiment, the reservoir is 400 feet deep and 30 feet thick, with wide permeability and porosity variations. The crude oil is typical Pennsylvania Grade paraffin- base oil with a gravity of 43.9° API and a viscosity of 4.55 cp at 60° F. The well pattern for the experiment consisted of 5 producing wells, enclosing an area of 1.28 acres, and a central ignition-injection well. An air-natural gas mixture was ignited in the ignition well on July 29, 1961. Ignition was followed by injection of air and natural gas at various rates. The experiment was suspended January 5, 1962, when it became evident that economic oil production could not be achieved. There was no conclusive evidence that self-sustained combustion was achieved or that combustion increased oil and water production. A slight increase in liquid production was attributed to stripping action caused by the air-injection rates, which were higher than those normally used during air-gas injection.

The generally disappointing results obtained in the present study, together with the high material costs involved, preclude any general recommendation for a continuation of the work. One recommendation arises, however, from some observations on the application of latex to spoil banks. It was found that dilute latex used on a slope of spoil bank material at an application rate of 400 lbs per acre (dry basis) stabilized the soil and made it much more resistant to washout by rainfall. It is recommended that a study be conducted to use latex for temporary stabilization and/or sealing of spoil banks before and during reclamation procedures, on coal slurry ponds and coal refuse piles.

Faulty insulators on mine trolley/track haulageways may allow the flow of leakage currents into the mine roof and ultimately result in combustion of the local roof material. The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory (PRL), has devised a passive means to detect overheating insulators on direct current systems. The detector consists of a spring-loaded cartridge that ejects a reflective streamer of white Teflon tape when subjected to elevated temperatures. The cartridge assembly can be easily installed over the outer metallic shell of an existing trolley line insulator. If an insulator overheats due to ground leakage currents, the visible streamer alerts mine personnel traveling on the haulageway.

The U.S. Bureau of Mines conducted an overcore stress measurement on the 5300 level of the Lucky Friday Mine, Mullan, ID, to investigate the stress regime around an experimental stope in a rock-burst-prone mine. The result indicated a stress field with unexpected magnitude and orientation [F . 135 MPa (19,600 psi) oriented S 80E1W]. An unusual amount of rock-burst activity was encountered during subsequent excavation. A careful review of the overcore data suggested the overcore strain measurements were valid. Moreover, concentrated rock-burst activity suggested that the measured stress field did exist, but was localized and therefore did not represent the far-field in situ stress field.

Coal mine fires pose a constant danger to the safety of miners and to their livelihood. Underground mine fires pose an added hazard because of the confined environment with remote exits. Enactment of safety regulations [30 CFR2 75 and 771 for under- ground coal mines and surface coal operations has greatly improved the safety of miners. However, mine fires and fire injuries remain serious hazards for all coal mining operations. This report analyzes mine fires and fire injuries for all U.S. coal mining categories (underground coal mines, surface of underground coal mines, surface coal mines, and coal preparation plants) during 1990-1999. Fires involving contractors are also included in the analysis. Similar analyses (for underground coal mines only) by the former U.S. Bureau of Mines (USBM) were reported by McDonald and Pornroy [I9801 and Pornroy and Carigiet [I9951 for 1950-1977 and 1978-1992, respectively. For comparison purposes, data for 1978-1 992 are mentioned in the "Underground Coal Mine Fires" section of this report. Detailed analyses of mobile equipment fires for all underground and surface coal and metal/nonmetal mining categories during 1990-1999 have recently been reported by NIOSH [De Rosa 20041. Risk rate values (fire and injury risk rates) for the 10-year period (1990-1999) and for five successive 2-year periods within the 10-year period are derived. Risk rate values for individual states for the 10-year period are also derived. Other variables by state and time period include employees&apos; working hours, lost workdays, and coal production (underground and surface coal mines only). The number of fire fatalities is reported by time period. Variables such as ignition source, method of detection and suppression, equipment involved, location, and burning material are reported by five 2-year periods only. Furthermore, the number of fire injuries per number of fires causing injuries and total fires has been analyzed by year, ignition source, equipment involved, and location. For comparison purposes, the major fire and fire injury findings for all coal mining categories have been reported. The data in this report were derived from "Injury Experience in Coal Mining" [MSHA 1991a, 1992,1993,1994a, 1995a, 1996, 1997, 1998b, 1999c, 20001, "Fire Accident Reports" [MSHA 199 1 b,c; 1994b; 1995b,c; 1998a,c,d,e,f; 1999a,b,d,e], MSHA "Fire Accident Abstracts" internal publications, and verbal communications with mine personnel. Mining companies are required by 30 CFR 50 to report to MSHA all fires that result in injuries and fires that are not extinguished within 30 min of discovery. A small number of fires lasting <30 min without injuries reported in the "Fire Accident Abstracts" have been included in this report. The analysis in this report will provide the National Institute for Occupational Safety and Health (NIOSH), the Mine Safety and Health Administration (MSHA), and the mining industry with a better understanding of the causes and hazards of mine fires and fire injuries. It will also form a basis for developing future fire research programs.

Tubular Handles can negatively affect the contents of the carpal tunnel. Years of injuries from grasping handles for tools and machines can cause carpal tunnel syndrome, tendonitis and wrist joint injuries. The can cause inability to use a hand and resulted in the longer absences from work than injuries from falls, accidents or fires.1 Cylindrical, tubular and rectangular handles are rolled flat structures. They place the hand on a rolled flat surface where the ends of the middle and ring fingers overlap the index and small fingers. They are pulled along a series of lines that contact the end joint of the index finger, the middle bones of the middle and ring fingers and the end bone of the small finger. Cylinders are pulled diagonally in the hand toward the carpal tunnel (CT) area. Gripping in this manner tenses asymmetric muscle groups in the forearm. Handles could work better if they do not place pressure on the CT and conform to the natural function or neutral hand position where the hand rests or dangles at the side of the body, the finger tips form a diagonal, the palm and fingers form a cup, the thumb rests between the index and middle fingers and the wrist is mildly extended. However, handles designed for the neutral position are pulled by diagonally oriented fingers into the valley between the thenar and hypothenar muscles where they can compress the median nerve and tendons exiting the CT. Seven principles for handles that do not place pressure on the carpal tunnel and employ optimal hand position are presented. First, handles should align the ends of the fingers parallel to the horizontal crease and not diagonally. Second, handles should extend from the cupped fingers to meet the muscles at the base of the thumb on the radial side of the hand and extend further on the other or ulnar side to meet a portion of the small muscles. Third, handles should have a recess on the proximal side to prevent contacting or placing pressure on the carpal tunnel. Fourth, handle design should be based on hand measurements in a position of function. Fifth, handles should come in sizes. Sixth, handles should be placed on tools to maintain the wrist and elbow in neutral position. The seventh is handles should support the maximum area of the hand and absorb, but not direct, vibration to the carpal tunnel. These principles led to prototypes and patents for handles for gripping, pinching and squeezing2,3,4 . The poster will illustrate and explain the principles Bonsil handles. Research, with existing tools, is needed to substantiate claims made for the Bonsil handle.

Prolonged exposure to noise over a period of years generally causes permanent damage to the auditory nerve and/or its sensory components. This irreversible damage, known as noise-induced hearing loss (NIHL), is the most common occupational disease in the United States today. Workers suffering from NIHL have difficulty understanding human speech and hearing other workplace cues. Despite the use of regulations and efforts by government and industry to reduce NIHL, the problem today is as prevalent as it was more - than two decades ago. Recently, the Mine Safety and Health Administration (MSHA) promulgated a new regulation that is designed to reduce NIHL in the mining industry. One of the more significant provisions is the elimination of MSHA&apos;s past practice of giving "credit" for the use of personal hearing protection, thereby reestablishing the primacy of engineering and administrative controls. However, there is a knowledge gap that is impeding the development and implementation of engineering and administrative controls. Although significant data exist on the exposure to noise by occupational code, little is known about the noise sources that contribute the most to the worker&apos;s dose. This is problematic in a workplace with multiple noise sources and workers who travel among noise sources. Yet without this knowledge, it is difficult to focus control efforts in any practical manner. Thus, it is important to characterize noise sources sufficiently well so that the sources most hazardous to hearing are identified and those conditions of exposure that are most amenable to engineering controls are pinpointed as well. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) is conducting a cross-sectional survey of noise sources and worker noise exposures in the mining industry to address this deficiency. The initial effort, conducted at a coal preparation plant and results are described in this paper. Preliminary analyses indicate that the noise levels on all floors exceeds 90 dBA in most areas, and that levels as high as 115 dBA were recorded. In addition, the one worker whose responsibility is to monitor the equipment and "house clean" the plant is slightly overexposed, even though he spends only half the shift in the plant. General information on the hearing loss problem in mining, a review of hearing protection use and noise regulations in mining, and other background materials are also presented.

"There has been much writing and argument on the subject of giving bonuses to miners, quarrymen, metallurgical and chemical workers, and others as a stimulus for safe work and for work safely done. Theoretically, everyone should be careful and should not need monetary or any other type of encouragement for the prevention of accidents; as a. fact, few people are careful, and this is primarily the reason way many if not most accidents occur. A bonus, however, is not simply money given away by an employer; it must be earned, so to speak, before it becomes due; in other words, if the standard established is not reached, no bonus is paid, and in many cases some disciplinary action is taken.The United States Bureau of Mines Is asked from time to time for suggestions for rewards to mine workers who have a good attitude toward working safely or who need some stimulus to cause them to make greater or more earnest efforts toward safety for themselves and their co-workers. A recent inquiry prompted the collection of data on some safety bonus systems from reports of this bureau's field engineers and others, and some of these Now given. Bonus practice at both coal and metal mines is included because a system used at metal mines is generally adaptable to coal mines; in fact, in numerous cases, bonus systems recently started at some coal mines are based on systems in vogue and giving satisfaction some metal mines; in-some instances, also, metal mines have been able to get good suggestions from coal mines or from the cement or petroleum industries. it .should be understood that a bonus, even as applied to the encouragement of safety, does not necessarily mean payment of money; in fact, some successful bonus systems have in them no direct money exchange; hence, the bonus as treated in this paper is that defined as ""Something given in addition to what is ordinarily received by, or strictly due to, the recipient.""Acknowledgment is given here to members of the safety division of the Bureau of Mines who sent in some of the information here presented; to the Engineering and Mining Journal and Mining Congress Journal, from which some items were abstracted; to various mining officials who gave data in one form or another; and to M. von Bernewitz, of the United. The Bureau of Mines, in connection with the investigations of war minerals it conducted, examined the graphite deposits of this country, studied the methods of mining and preparation used, and sought to devise more efficient methods for the preparation of do- mestic graphite, and to standardize the quality of the product. The graphite investigations covered three general phases, as follows: 1. An examination of the deposits in Alabama and other States, and a survey of the methods of mining and preparation used. In this connection methods of sampling and analysis were noted and ex- periments made to determine a standard method of sampling and a rapid but accurate method of analysis. 2. Experimental work on the concentration and refining of domes- tic crucible graphite to improve the quality of the product and to lessen waste. 3. Experimental work in crucible manufacture to determine the properties of domestic flake and the maximum proportions that might be used without impairing the quality of the crucibles. This work was accompanied by photomicrographic study of crucible structure. In this bulletin are presented the results obtained in the first two phases of the work outlined above. The bulletin is in two parts. The first part describes the methods of mining and milling used, suggests a standard method of sampling finished graphite, and de- scribes a rapid and convenient method of analysis developed at the Pittsburgh station of the Bureau of Mines, to which had been as- signed the analytical and microscopic work. The second part describes experiments on the concentration and milling of graphite, which were made at the Salt Lake City, Utah, station. As soon as the reports incorporated in this bulletin were ready, mimeograph copies were distributed to those persons most interested in order to make the results immediately available. The experimental work on crucible manufacture, assigned to the Columbus, Ohio, station, yielded results which were made known to the industry. Á report on this work will be published later as a separate bulletin.

"An investigation has been made of the applicability to a variety of coals, other than those from Illinois, of the Powell and Parr method of analysis for the forms of sulphur in coal.A complete study was made of the sulphur in the following coals:- Upper Freeport, Pa.; Pittsburgh seam, Pa.; Pocahontas No. 3, W, Va..; Letcher Co., Ky.; Morgan Co., Tenn.; and Cherokee Co., Kan.The method of analysis gave excellent results when applied to these coals. In the determination of pyrite, the iron-sulphur ratio checked in every case with the theoretical. After the extraction of the pyrite and sulphates, the remaining sulphur was proved to be organic in nature.This work indicated that sulphur exists in coal in three typical forms: - pyrite or marcasite, sulphates, and organic sulphur. A study of the changes which these forms undergo during coking has been made on a variety of coals, and the following five classes of reactions established.First. Complete decomposition of the pyrite and marcasite to ferrous sulphide, pyrrhotite, and hydrogen sulphide. This reaction begins at 300°C., is complete at 600 °C., and generally reaches its maximum between 400 and 500°C."

Instrumented cable bolts developed at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health were used in conjunction with existing ground control systems to monitor rock mass loads at Tg Soda Ash&apos;s trona mine, Granger, WY. Axial and shear loads were determined to levels of strain gauge accuracy of ±5 N or ±5 micro strain. These gauges were embedded in a remanufactured king wire that replaced the conventional king wire. Cable bolt performance, quality of grout, and installation techniques were also assessed. By using instrumented cables, a mine operator can determine axial load along the cable at predefined gauge locations. These data provide necessary input for an operator to design a safer working environment for miners.

To minimize the equipment operator?s respirable dust exposure in enclosed cabs of mobile equipment by install-ing cab filtration and pressurization systems and by keep-ing doors and windows closed. Background Enclosed cabs are used on mobile equipment to protect operators from health and safety hazards. The primary health concern is overexposure to respirable dust. Examples of such equipment in mining include drills, dozers, haul trucks, and other equipment. When equipment is new, the operator?s dust exposure is normally at acceptable levels. As the equipment ages and gaskets and seals deteriorate, the air quality inside an enclosed cab can reach a point where it is no longer at acceptable levels for the equipment operators. In an effort to improve the air quality in enclosed cabs of older mining equipment, NIOSH has been performing research to retrofit cabs with new filtration and pressurization systems. Over the past few years, this research has shown that retrofit systems can substantially improve the cab?s air quality back to safe and acceptable levels. How-ever, this is only possible when a positive cab pressure is achieved and maintained. Thus, when a cab door or window is opened, the cab pressure drops to zero and the cab filtration and pressurization system is rendered ineffective. During a recent field study, the magnitude of this impact was noted when a drill operator repeatedly opened the cab door throughout the course of the drill cycle. Upon closer examination, it was determined that the cab door was being opened to manually guide the next drill steel into place each time an additional section of steel was needed to drill deeper holes.

The increased effectiveness of a two-phase spray system (TPSS) over a single-phase spray system (SPSS) for dust suppression is reported in several laboratory studies. The dust collection efficiencies of SPSS and TPSS were studied in a model experimental longwall gallery facility at Pittsburgh Research Laboratory at NIOSH (USA). The experimental design consisted of two factors: pressure, and airflow. Each factor had three levels. SPSS experiments were conducted at only one pressure (1035 kPa) which is nearly 1.5 times higher than the highest air and water pressure for TPSS experiments. The results of the study are presented in this paper. While it appears that TPSS performed better than SPSS, the data is not sufficiently conclusive on this aspect. The differing spray characteristics of the chosen TPSS and SPSS nozzles did not allow a direct comparison of the two systems. In the TPSS arrangement, considerably greater turbulence in airflow is created around the shearer; it is likely that at least in the immediate vicinity of the tailgate drum, there is a roll back of the dust/mist cloud into the walkway. Therefore, positioning of the personnel upwind of the tailgate drum is necessary to avoid high dust exposures. The rate of decrease in concentration with TPSS is higher than that with SPSS. This may be due to the greater atomization of the water. The test set-up did not allow the study of conditions when coal is cut from tail to head where the potential for personal exposure is high. Changes in the experimental design are necessary to overcome some of the reasons expected for the inconclusive results.

 An analytical method for the determination of the gum-forming material in gasoline has been developed by the Bureau of Mines, during a study now in progress to determine the best rays for elimination of such constituents from gasoline. This method is similar in principle to that previously described by Smith and Cooke, which involved evaporation of e semple of gasoline in a small glass dish. The evaporation was started on an actively boiling steam bath and completed in an air oven at 105°C. In the improved method described below, the steam bath has been replaced by a steam heated oven in which an inert atmosphere is maintained. Air is ex- cluded from the oven, consequently the precision of the determination is increased. Furthermore, evaporating dishes different from those previously described may be used.

This paper discusses human judgment and decision making under stress. The authors review selected recent literature across various disciplines and suggest a definition of stress within the context of decision making during the management of emergencies. They also discuss fieldwork by the Pittsburgh Research Laboratory, NIOSH, which explores traumatic incident stress, the relationship between previous training and performance under stressful conditions, and human behaviour in underground mine fires. The authors assert that stress is one of the factors that decision makers must contend with in most life-or-death situations. They suggest that a better understanding of individual judgment and decision making activities whilst under stress would yield a better understanding of how people reach the choices they make in emergencies. This enhanced understanding would be of enormous value to emergency managers, researchers and policymakers.

The Mine Safety and Health Administration (MSHA) defines an independent contractor as "any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine." Contractors that perform specific types of work are required to report the number of employees who perform work at coal mines and at noncoal mines.

A portable, multichannel battery-operated mine-permissible measurement system was developed to measure the rms magnetic-field noise spectrum in the frequency range from 100 Hz to 375 kHz. During each measurement, the entire spectrum is measured simultaneously through the use of time-domain recordings which are later analyzed by Fast Fourier Transform processing. Dynamic ranges of 60 dB in a 125 Hz bandwidth are obtained for spectra covering the range from 100 Hz to 100 kHz. The method also allows a three-dimensional display of the way spectrum occupancy changes with time. Calibration and correction procedures allow absolute field strength measurement with an uncertainty of not more than 3 dB. We feel that further analysis of the system errors will allow this uncertainty to be reduced to less than 1 dB. Ambient magnetic field noise spectra covering frequencies from 100 Hz to 100 kHz are given for several underground coal mine locations. Examples are also given of magnetic field noise on the surface above the mine, noise in the mine face area, noise radiated by specific equipment, the voltage spectrum found on a 600 V dc trolley wire, and noise picked up simultaneously on loops and on roof support bolts.
