Tool manufacturers continue to incorporate new designs to the internal mechanism of tools in order to decrease the vibration that is delivered to the hand during operation. Modification of some tools to minimize tool vibration is not easily resolved through internal tool design. For this reason, vibration damping materials applied between the tool and the hand are a simple alternative. The damping materials may be applied to the area of the tool directly contacted by the operator or in a glove containing a vibration absorbing pad. These interventions are developed specifically to damp vibration but are not necessarily produced and tested under the same work conditions that a company may expose their workers. Therefore, it is important to test the value of the proposed interventions for the specific applications. This study evaluates the effectiveness of anti-vibration interventions currently in use at a local manufacturing company. Methods The design of this study evaluates the vibration energy produced at the tool handle and from the back of the operator’s hand. Each operator performed a series of fastener installations in metal using several interventions and one series with no intervention as a control. Four of the interventions were gloves containing anti-vibration material and the fifth intervention was an anti-vibration material wrapped around the tool handle. The protocol for wrapping the tool handle was developed and is part of the equipment procedure at this manufacturing company. Test conditions mimicked production work conditions including similar materials, fasteners and technique for installation. Vibration values were collected using 3 tri-axial accelerometers with one firmly glued to the tool handle close the hand grip as recommended by ISO 5349. A second accelerometer was placed on the top of the pistol shaped tool. The third accelerometer was attached to the back of the hand close to the third knuckle using double sided tape. Results Preliminary results for 3 volunteers show a difference between the vibration values of the control condition (mean hand vibration on bare hand = 1.77 Gs) compared to all of the interventions (p=.0001 using Mixed Procedure, Tests of Fixed Effects). The graph below shows individual trials for each subject for each condition. Glove 3 with the air bladder insert shows large variability between subjects (Range = 0.84-3.33 Gs). The other interventions show much less variability both within subjects and between subjects indicating consistent response with use of the intervention.

"Flotation is generally regarded as a process that is only applicable to metallic minerals. However, its scope is now known to be greater than this, because some of the nonmetallic minerals are floatable, such as graphite, sulphur, and fluorite. Recent observations show that limestone may be added to the list of floatable nonmetallic minerals. Such work is being done on a laboratory scale at the Southern Experiment Station (Tuscaloosa, Ala.) of the Bureau of Mines, Department of Commerce, where experimental magnetic concentration of the low-grade iron ores of the Birmingham district is in progress. Certain experiments have demonstrated that the limestone may be floated from the magnetic log-washer tailing, and then incorporated in the iron concentrate.If the loss of lime could be prevented, some ores though low in iron and high in insoluble contain enough lime to make their concentrates self-fluxing. Since this loss in the magnetic log-washer can not be avoided, the Time must be recovered from the tailing by some method and added to the magnetic iron concentrate before sintering. Then the resulting concentrate will be self-fluxing.While seeking a suitable means of treating the tailing for recovery of lime, flotation was tried. It was at once evident that this method had possibilities, during the early part of the investigation, soap solution made from a common soap was used as a flotation reagent. The froth obtained was a fairly good lime concentrate. This result was an important clue, and led to tests with the use of such reagents as oleic acid and sodium oleate. Later, cresol, creosote, coal tar and other similar flotation reagents were tested in combination with the oleic acid and soap solutions. As a result, oleic acid and cresol used together were found to be satisfactory.The tailing from the magnetic log-washer is in excellent physical condition fur flotation. The iron ore had been ground in a ball mill to 100 mesh for magnetic concentration. Hence the bond between the lime carbonate and the other constituents of the tailing was well broken."

This report was limited to a search of available literature on under- ground methods to combat acid water pollution. From this review it is evident that very little work has been done in this specific area. It is also evident that there are specific areas of mining engineering and mining related hydrology and geology that need further research efforts to solve the many water problems. They are: (A) Composition, variation and availability for oxidation of sulfur in strata. (B) Rate of oxidation of sulfuritic materials. (C) In situ limestone and its influence on underground acid drainage. (D) Structural, stratigraphic and hydrologic character of old mining areas as a basis to make decisions about adjacent new mining areas. (E) Operational changes in mining methods to prevent pollution. (F) Sealants for underground coating to exclude water from contact with pyrite to inhibit formation of the contaminants. Such a program has been initiated on refuse piles. The prime purpose of this report is to investigate those practices which have been used to regulate or control water accumulation and prevent harmful mine drainage. A supplemental purpose is to indicate those areas which need further research to prevent underground mine water pollution.

Problem: It is estimated that 5 to 10 arc flash explosions occur in electric equipment every day in the United States. In the mining industry the largest single injury category of electrical injuries are caused by non-contact electrical arcs. Method: This investigation progressed in two phases: (a) 836 Mine Safety and Health Administration (MSHA) reports of electric arcing incidents that occurred over a period of 11 years were reviewed, and (b) personal interviews were conducted with 32 individuals. A theoretical Safe Job Performance Model guided the study. Results: Behavioral dimensions were identified and included the effect of worker experience, judgment and decision-making ability, behavioral and organizational controls, and safety culture. Summary: The National Institute for Occupational Safety and Health (NIOSH) conducted an investigation of behavioral components associated with arc flash incidents and developed recommendations for interventions based on findings. Impact on Industry: This study fills a vacuum in electrical training with a focus on the organizational and behavioral aspects of arc flash incidents. There search is cross-cutting in its scope, in that the results apply not only to mining and construction, but many other industries employing electricians. Although the majority of mine electrical injuries are the results of burns from electrical arcs, few miners are aware that such a hazard exists. A safety training program, which includes a video and an instructor's discussion guide, was developed for electricians based on this study's findings. “Arc Flash Awareness” was released in 2007 (DHHS NIOSH PublicationNo.2007-116D) and is available through1-800 CDC-INFO. Underground coal winning operations can broadly be classified as conventional, continuous, and longwall mining. In conventional mining, the operations of cutting, drilling, blasting, loading and hauling, and roof support are performed in that sequence in each working face in a work area. The major difference between continuous and conventional mining is that the coal is cut and loaded by a continuous miner in the former, thereby combining the unit operations of cutting, drilling, shooting, and loading into one. Longwall applications have been viewed with great interest in recent years, and although at the end of 1970 there were only 37 longwall installations in the U. S. with combined production of less than 4 percent of underground total, there is no question about the growth potential of longwall in the United States. Increased capacity, versatility, and power characterize continuous miners today. Although continuous miners have outsold conventional gathering-arm type loading machines for some years, the latter, in the new extra-high capacity types, are continuing to find wide use. Whether the mining system is continuous or conventional, the haulage units may include six-wheel articulated shuttle cars, tractor-trailer units, or extensible belt and bridge-conveyor systems, all tending to increase the productivity of the face units. The decision as to which to choose - continuous or conventional mining - is complicated, and both systems are capable of high production rates. Objective To characterize the roof fall risk associated with underground limestone mining. Background During the first 5 years of this decade, more than one-fourth of the underground mining fatalities occurred as the result of fall of ground. The large openings in underground stone mines present limitations in observing ground conditions because of floor-to-roof heights ranging from 20 to 60 ft or more. Generally, the status of ground conditions in under-ground stone mines is based on observation and experience obtained during mining development. Some mines use monitoring instruments to gain information on roof conditions, but this practice is typically focused and localized to address issues in a particular area or section of the mine. The Roof Fall Risk Index (RFRI) described here provides a method of systematically characterizing the risk of roof falls to enhance the safety of mine workers. Approach As in many industries, a defective product signals the potential for failure. Similarly, defective rock or strata in an underground stone mine presents a potential risk. Assessing ground conditions relative to the concentration of defects observed provides a way to index or rate these conditions and the subsequent risk. Through observations at approximately 50 underground limestone mines in the United States, strata defects were categorized to develop a quantitative method for determining the RFRI. This method is specifically geared to underground lime-stone mines because strata defects are difficult to see and limited by the experience and knowledge of the observer. Overall, 10 defect categories were deter-mined: 3 that relate to geology, 4 that result from mine development, 2 that are indicative of the roof profile, and 1 that addresses moisture or water flow (see RFRI Chart 1). The defect categories are also weighted to reflect the conditions indicative of roof or strata movement or separation (categories 4 through 8). These weights are multiplied by the assessment value to determine the total category value. The benefit of using monitoring techniques to gain information on roof conditions is also factored into the RFRI for overall assessment of an area in the mine. Each defect category is assessed with a value of 1 to 5 based on parameters as defined in each defect category, with 5 indicating the highest degree or level of defect. The assessment value of 3 is also used when information on a parameter is unknown. The parameters for the defect categories are illustrated in RFRI Chart 2 for use in determining the assessed value. How It Works The RFRI provides a means to categorize the risk for roof falls in underground stone mines. The concept of this calculation is aimed at providing an indication of the level or degree of defect relative to the area of the mine examined. The RFRI for the calculation produces a distribution where RFRI values approaching 0 represent a stable condition and those ap-proaching 100 represent an unstable condition.

To reduce operator exposure to drilling noise from roof bolting machines. Background Noise-induced hearing loss (NIHL) is a prevalent occupational illness in the United States. Studies indicate that 70%?90% of miners have NIHL significant enough to be classified as a hearing disability. Mine Safety and Health Administration studies indicated that roof bolting machine operators are among those overexposed to noise. Field studies support the premise that, on average, drilling is the loudest noise source to which a roof bolting machine operator is typically exposed and contributes greatly to the operator?s noise exposure. The National Institute for Occupational Safety and Health (NIOSH) has further determined that the drill steel and chuck radiate a significant amount of noise during drilling. To address this noise hazard, NIOSH developed a collapsible drill steel enclosure (CDSE) to encapsulate the drill steel during the drilling portion of the roof bolting machine duty cycle. In addition, NIOSH is collaborating with J. H. Fletcher & Co. in the continued development of a CDSE.

"The economic features of coal mining must take into account the drain on the man power. Study over a recent 5-year period reveals an average yearly loss of 2,125 underground men, of whom 1,182 are killed by falls of roof and coal, and according to recent data compiled by the Bureau of Mines it is estimated that 54,000 men sustain lost—time disabling injuries from the same cause.Under normal activity of the mines approximately 50 lives are taken by falls of roof during every 10 days the mines are operated, or 5 persons are killed per day, which, at a compensation charge of $5,000 each, amounts to $25,000 per day. Add to this the similar number killed by causes other than by falls of roof and we have $50,000 as an approximate daily fatality charge for each day the mines operate. On the basis of 200 working days per year, this amounts to the alarming figure of $10,000,000 annually. An investment at 5 per cent to yield this amount would require $200,000,000, which is equivalent to a capital investment of $0.40 per ton of coal, produced annually, on the basis of 500 million tons. These figures apply only to fatalities for which a fixed or stated amount is paid for compensation and do not include the compensation and hospitalization paid for the approximately 103,000 upon whom idleness is enforced by a lost-time disability injury. In one State having an annual production equal to approximately 30 per cent of the total bituminous production of the United States, the most recent data shows that for each fatality there are eight serious injuries causing 60 days or more lost time. The frequency rate of accidents for that State is less than the average for the United States, and so a conservative comparison may be made by using the figures of that State in estimating the total serious injuries, which gives 16,000 as losing 60 days or more. The average number of underground employees in the coal mines of the United States for the past 10 years has been approximately 570,000; the annual underground fatalities amount to approximately 2,000 and non-fatalities to 108,000, or a total of 110,000, which means that one out of every 5.17 employees ,or 19.3 per cent, receives an injury which results in either a fatality or a lost-time disability; this figure in a little over five years will reach a number equivalent to 100 per cent of all underground workmen. Against this is the record of many miners who have worked 25 years or more without a lost—time disability injury, indicating that coal mining is not necessarily productive of injury or death to workers.In the matter of falls of roof, it is found that 85 to 87 per cent of all fatalities occur at the working face, face of a room or entry, or in pillar work. It is at the working face that the greatest roof hazards are encountered, and when about 75 per cent of the underground employees spend approximately 90 per cent of their working hours at the face, it is logical that there is where injury is most likely to occur.Although the roof hazards may vary in different beds of coal, experience has proved that roof hazards can be successfully controlled in all coal mines, essentially regardless of the character of the roof if constant care and attention are given by the management and employees in applying the principle of safety. In almost every mining district some companies maintain an extremely low frequency rate of injury, whereas in the same district with essentially the same roof conditions the opposite is true.A study has recently been made of a number of reports upon fatalities in one district of one of the principal coal—producing States and it showed that 50 lives had been lost at 23 mines as the result of falls of roof or sides. These reports were made by the mine officials, safety engineers, and safety committees and an attempt was made to give both the cause and the person or factor responsible for the fatality. Summary Cost models have, long been confined to the accumulation and analysis of static-data.. While historical and time study data are valuable for control of existing operations, for new systems and equipment, and for projections, they need to be adjusted or modified. The availability of computer-oriented systems simulators provide yet another method for costing these systems and equipment. This investigation has introduced a concept whereby continuous, variable data can be assimilated and analyzed through the combination of an economic analysis model, which includes a direct costing capability, with a systems simulator. This tandem operation permits increased flexibility and greater atten¬tion to detail in the evaluation of mining systems. The direct costing process is carried throughout the majority of the model operations. Labor and capital costs may be computed directly, even in the absence of the systems simulator, while operating costs re¬quire input parameters, at present, from the subsystems of the Master Design Simulator. Since the costs computed are based on the perfor¬mance of each individual machine unit, the model may be used to evaluate equipment compatibility, system interaction at the mining face, and the effect of system elements on total mining costs. Additional applications of the cost model include the following: 1. Complete mining systems may be evaluated, over their economic life, to determine the feasibility of a profitable operation. 2. Costs associated with mining various segments of the coal deposit may be computed as a guide to planning the mine layout and scheduling the sequence of operations or acquisition of new

As technology evolves, accidents may occur because human-system interactions were not considered adequately in the process. A systematic methodology can be used to evaluate the causes of mishaps and to develop recommendations that will enhance safety. A recent trend observed in underground coal mining is used to illustrate this principle because an underground mine is a dynamic work environment. Mining is characterized not only by frequent geologic changes but by technological evolution that can seriously degrade human performance and compromise worker health and safety The case exemplified in this paper involves implementation of remotely controlled equipment for extended cut mining. Extended cut mining technology evolved with minimal ergonomic consideration even though the change from on¬board to remote machine operation dramatically modified the role of the human component. In response to concern that system interactions should be examined more closely. a methodology was developed to identify hazards.

This bulletin is one of a series dealing with the application of the electric furnace to the smelting of ores and the manufacture of alloys, and is published by the Bureau of Mines in the endeavor to increase efficiency in metallurgical processes. The bulletin presents, first, a critical discussion of the possibility of smelting copper ores in the electric furnace; second, the results of the experimental work of other investigators on the electric smelting of copper; third, the results of experiments by the authors on the electric smelting of native copper concentrates and sulphide copper ores; and, fourth, a comparison of the electric furnace with the blast furnace and reverberatory furnace for copper smelting. Before considering the electric smelting of copper ores the reader should understand that the electric furnace was not developed as a competitor of the combustion furnace, but for the purpose of doing high-temperature work that can not be done in the combustion furnace, and for the treatment of ores from deposits that are in regions where fuel is scarce and costly but hydroelectric power is comparatively cheap, as in Chile, and in certain parts of Canada, the United States, and Mexico. Furthermore, it is not the object of this report to try to prove that the electric furnace should replace the reverberatory or the blast furnace, as used at present in smelting copper ores, but to show that the electric furnace may be used with advantage in localities where conditions are not favorable to the use of the reverberatory or the blast furnace. For example, otherwise valuable ore deposits may be situated in a district so remote from, or inaccessible by, railway that the cost of get- ting coke for smelting, or of transporting the ore to a smelter, is pro- hibitive. If there is sufficient water power at hand, from which electric power can be developed at a reasonable cost, and this electric power is used for smelting the ore in an electric furnace, with subse- quent bessemerizing, if necessary, the concentrated product may be

In cooperation with Cyprus Twentymile Coal Co., researchers from the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, conducted a study at the Foidel Creek Mine, an underground coal mine near Oak Creek, CO, to evaluate the stability of underground working conditions as a longwall advanced through a series of backfilled cross-panel entries. Instruments installed in the cross-panel entry pillars, backfill, longwall panel, and adjacent headgate entry were continuously monitored by a computerized data acquisition system as the longwall approached and advanced through the backfilled section of the panel. Data collected from these instruments were analyzed to determine the magnitude and direction of the secondary principal stress changes ahead of the longwall face, deformation and closure of the headgate entry, and stability of the cross-panel entry pillars and backfill. A three-dimensional, boundary element model was calibrated to accurately predict mining-induced stress changes and the distance they occurred ahead of the longwall face. As the longwall advanced through the backfilled entries, most of the mining-induced load was supported by the cross-panel entry pillars. The backfill provided stability for the roof and floor of the in-panel entries and also confined the entry pillars significantly improving their load-carrying capacity. Comprehensive information derived from backfill material property tests, instrument data, underground observations, and numeric modeling results document the safety and stability of the 8-Right mine through and should provide beneficial case study information for other longwall backfilling applications in the future.

Objective To develop and evaluate the effectiveness of safety training tools specific to underground metal/nonmetal mining. Background In a series of stakeholder meetings held in the western United States beginning in 1998, participants identified a critical lack of appropriate training materials applicable to metal/nonmetal mining. Participants in the meetings provided many insights into what types of training materials are most effective in dealing with both experienced and inexperienced miners. Most important was that the materials should be realistic and interesting and that some way should be found to capture the wisdom and expertise of older miners before they retired. In response, training videos that focus on safe practices during the mining cycle are being produced. Two videos one on handling explosives underground and one on identifying roof hazards and proper scaling techniques were completed during1999, and a third video is now available. This video, entitled “Ground Support...It’s Important, or Miner Mike Saves the Day,” presents information on why ground supports work and how to install them properly. Approach The new video, “Ground Support…It’s Important,” presents a scenario in which two young miners make a bad decision to leave some supports out in order to catch up in their mining cycle. An expert miner, “Miner Mike,” sees this potentially disastrous situation and educates the young miners about what could happen if they continued to leave supports out. He introduces the young miners to several expert miners, who explain how to install different types of supports correctly, as well as share what experience has taught them over the years. How It Works All footage was taken in operating, underground mines, using14 experts to provide the teaching. Because of the wide variety of supports used underground, it was necessary to focus on those types more common to hard-rock mining. While more complex support systems, such as shotcrete and cable bolts, are mentioned, detailed material is not included. In the course of educating young miners Jeff and Jason, Miner Mike provides information on— •Why supports are necessary in underground mines. •The main types of supports commonly used in underground hard-rock mines. •How supports work. •How holes for bolts are drilled correctly using jacklegs, drill jumbos, and bolting jumbos.• How wire mesh, wire panels, metal mats, and different types of bolts, including mechanical bolts, friction bolts, grouted bolts, and cable bolts, are installed properly. •How to recognize that supports have failed and what to do about it.

"The Baboquivari mining district is about 60 miles southwest of Tucson, Ariz., the present railroad shipping point. The values are silver and gold. The silver is largely associated with the black oxides of manganese. The ore is highly oxidized, and careful panning shows only a very small amount of pyrite. Our sample analyzed as follows:A flotation mill has been installed in the district, but it does not concentrate the precious metals satisfactorily. Our best laboratory flotation results were obtained by grinding to pass 65-mesh and floating with Xanthate or standard flotation oils plus sodium sulphide and polysulphide. This sulphidizing method gave a concentration of 32 per cent of the silver and 80 per cent of the gold, which about equals plant practice.We do not know of an instance where the oxidized forms of manganese have been concentrated satisfactorily by flotation.Plain cyanide on the original ore extracts practically all of the gold but only one-third of the silver. A preliminary deoxidizing roast, using producer gas or powdered coal, gives a calcine from which cyanide dissolves about 90 per cent of the gold and 75 per cent of the silver. This method of treatment, known as the Clevenger-Caron process, is described in Bureau of Mines Bulletin 226.Preliminary treatment with sulphur dioxide by burning pyrite or sulphur and passing this gas into the pulp until all of the contained manganese is dissolved or changed in form best prepares the ore for cyanidation. The acid consumption will vary with the percentage of manganese and other soluble constituents. Neither gold or silver is dissolved by this acid treatment. The washed residue gives maximum cyanide dissolution of the gold and silver with minimum loss of cyanide,"

To reduce operator exposure to noise from vibrating screens at coal preparation plants. Background Hearing loss is one of the most common occupational illnesses in the United States. In the U.S. mining industry, hearing loss is 2.5 to 3 times greater than what is expected for the average population that is not exposed to occupational noise. Furthermore, studies by the National Institute for Occupational Safety and Health (NIOSH) showed that by age 50, 90% of coal miners have a hearing impairment versus only 10% of the population that is not exposed to occupational noise. A NIOSH cross-sectional survey of coal preparation plants showed that 43.5% of employees were overexposed to noise. C. 4 Hoist Assemblies (not man-rated) A large number of manufacturers supply materials handling winches. These units are predominately electric powered while a limited number of vendors supply air powered equipment. Air powered units are currently used extensively for underground materials handling purposes. Suppliers of materials handling equipment normally include a disclaimer statement in their published literature which clearly states that the equipment "is not designed or suitable for lifting or lowering persons " This category of commercially available equipment can be adequate for emergency man hoisting provided that its&apos; capacity is suitably derated and provided also that the necessary safety features are incorporated. Section C. 5 details the equipment which could be added to a commercial materials hoist to meet these needs. Four commercially available hoist assemblies, two electric and two pneumatic are discussed in the following paragraphs. This equipment is typical of what is commercially available and three of the units are currently used extensively in mining applications. Each hoist description includes a remarks paragraph which identifies the additional equipment each hoist would require for emergency hoist use.

Safety and health professionals from all sectors of industry recognize that training is a critical element of an effective safety and health program. A major concern in the mining industry today is how to train the present aging workforce plus the expected influx of new and less experienced miners and mine operators as the cohort of older workers retire. This paper defines the problem, offers a model to structure the inquiry, and presents the key issues a multi-disciplinary team of NIOSH researchers identified, based on an extensive review of the current literature in relevant areas. Issues include differences between cohorts, such as the newer workers (Generation M), and present workers (Boomers) with respect to their physical, social, psychological, and cultural characteristics, their learning styles and work expectations. Specific issues for an aging workforce are discussed. Some preliminary recommendations are offered on the type of training needed.
