In a process being investigated by the Bureau of Mines for recovering alumina from domestic nonbauxitic resources, calcined kaolinitic clay is leached with hydrochloric acid. Iron impurity in the clay is coleached and is removed in a solvent extraction step prior to crystallization of aluminum chloride hexahydrate, which is subsequently thermally decomposed to alumina. The FeCI3-HCl stripping liquor from the solvent extraction step is unsuitable for discharging to the environment; furthermore, economics requires recovery of the contained chloride values. In the present research, it was shown that the stripping liquor can be reacted with calcined clay to yield AlC13 in solution, plus precipitated iron oxides, residual silica, and unreacted excess clay as mixed solids. For the recovery of the AICl3 solution, the slurry could be separated or returned to the clay-HCI process stream at the solids washing step that follows primary HCI leaching of the clay. For the range 20° to 99° C, the time (t) (103 sec) required to react the waste liquor with excess clay, for essentially complete iron precipitation, depends on the absolute temperature (T) chosen, according to the expression t = e[(9.000/T) -23.5J. (1) Alumina was tried as a reagent alternative to clay but was not very effective, even under pressure and at high temperatures.

"INTRODUCTION In 1942, Lowry and Junge 3/ reported the results of a statistical study of errors for the proximate and ultimate analysis of coal and coke when made according to the standard Methods of Laboratory Sampling and Analysis of Coal and Coke (D271-42) 4/ of the American Society for Testing Materials. Some of the laboratories that cooperated in the investigation reported difficulty with determination of the volatile matter of anthracite and low-temperature coke. The small number of analyses reported for these particular fuels was considered inadequate to justify definite conclusions regarding the precision of this determination.The investigation described in this report was made at the request of Committee D-5 on Coal and Coke, A.S.T.M. (A. C. Fieldner, chairman), to secure additional information regarding the errors of the volatile matter determination for anthracite, low-temperature coke, and subbituminous coal; the last fuel also gives trouble in this determination, The committee has recognized that the allowable differences between duplicate determinations of volatile matter for these fuels as given in the standard methods are perhaps too stringent and may require revision."

This paper describes the development of a multi-body biomechanical model that can be used to assess the risk of low back disorders due to occupational exposure to jarring and jolting from operation of heavy mobile equipment (e.g., trucks, haulers, graders, tractors, etc.) The four-element dynamic spinal model is capable of providing estimates of the force and acceleration responses of the head/neck, upper, lower, and middle torso resulting from vibration input collected in field studies. The paper also presents a method for using the model output to assess an individual's risk of low back disorder due to a specific jarring and jolting exposure.

"High explosives are generally shipped in stout wooden boxes of convenient size, which are much sought after by miners and others for miscellaneous uses after they are emptied. The management of most mines has no fixed policy for the disposal of used dynamite boxes and will allow any one to carry them away. Many dynamite boxes are nailed up in the mine buildings or underground to serve as shelves and cupboards. Some are used as receptacles for odds and ends, and others are used in taking samples.Although used explosives containers are so generally put to beneficial service, there is nevertheless an element of danger in their use. Dynamite boxes are particularly dangerous. Very often nitroglycerin exudes from the dynamite sticks and is absorbed by the wood of the box. Such boxes are dangerous because they are very explosive. Although a box that has not absorbed nitroglycerin is safe, yet there is always the danger that a person will get a box that is partly saturated.On account of this danger, all mining companies should use extreme care in giving away used explosives containers. Some one individual who is acquainted with explosives and their peculiarities should act as inspector for every container given away. This job may best be handled by the man in charge of the powder magazines. A box that shows any stain of nitroglycerin should be destroyed by fire. The other boxes that are free from nitroglycerin or dynamite can be used."

Previous research on continuous mining operations has shown that significant interactions exist between dust control parameter application and the resulting respirable dust levels, but simply increasing the level of the controls does not guarantee a reduction in respirable dust levels. Full-scale laboratory tests are being conducted to provide information to longwall operators which would assist them in selecting control parameters that would reduce dust levels for mine-specific conditions. The interactions between face air velocity, shearer water quantity, drum water spray pressure, external water spray pressure, and spray system design were evaluated in a simulated 2.13. m (7-ft) coal seam for two cutting directions. Locations around and downwind of the shearer were monitored to evaluate relative changes in respirable dust levels as a function of each control parameter.

The Mine Safety and Health Administration. Department of Labor, requires coal mine operators to measure compliance with federal re¬spirable dust exposure standards periodically using approved gravi¬metric samplers. However, the gravimetric approach, with its inher¬ent delays, cannot provide dust concentration data quickly enough to allow on-site correction of inadequate dust control strategies or re¬moval of personnel from harmful environments. Furthermore, alleged tampering with dust samples collected to determine compliance with standards prompted the Secretary of Labor to appoint a special Respirable Dust Task Group to study options to improve monitoring and control of respirable coal mine dust. The Mine Safety and Health Administration's Task Group recommended that the U.S. Bureau of Mines develop a fixed-site monitor that would provide continuous information to the mine worker and mine operator regarding dust levels and the status of compliance with the applicable respirable dust standard. In response to the Mine Safety and Health Administration's request, the U.S. Bureau of Mines is investigating several sensor tech¬nologies for continuously monitoring respirable coal mine dust. One of these technologies is the Rupprecht and Patashnick Co. tapered element, oscillating microbalance. The bureau is in the process of investigating the suitability of using this sensor in the high humidity and vibration environment of underground coal mines. Laboratory tests have indicated that, with modification, the sensor can meet the humidity and vibration requirements for underground coal mine use. Currently, the bureau is developing

Author and subject indexes were developed, becoming more detailed with each new edition. "The town of Ajo is built in the desert and consisted of but a few houses when the New Cornelia Copper Co. started operations. Since there were no stores at Ajo or vicinity the New Cornelia Cooperative Mercantile Co. was established to serve the needs of the employees of the New Cornelia and allied companies.The New Cornelia Copper Co. advanced the money to erect the store building and to buy the stock, and assumes all risks. In all, $85,000 has been advanced, representing the capital stock of the enterprise.The store is run by a store manager appointed by the Copper Company and who reports only to the general superintendent. A committee of seven workmen, representing the various depart¬ments, meet with the store manager monthly and make suggestions for the betterment of the service and, present complaints which have been brought to their attention.The store is well managed, carries a large and well assorted stock and is modern in every respect. Prices are at the same level as in the other Southwestern mining camps. The Copper Company does not particpate in the profits of the store but does receive six per cent interest on the capital advanced. At the end of the year, after making proper deductions for interest on capital account, depreciation of store equipment and fixtures, and, for a proper sum to the surplus account, the rest of the profits is distributed among the employees of the company in proportion to the amount of their purchases."

A unique machine for inducing bending fatigue in wire ropes was built at the U.S. Bureau of Mimes' Pittsburgh Research Center. This machine can produce nine levels of degradation through repetitive cycling of long samples of wire ropes of the types used in the mining industry. This report provides an analysis of the results of the first wire rope to be fatigued on this machine. These results have indicated that as a wire rope accumulates bending cycles, its strength first decreases because of wear and then in- creases due to cold working of the wires. As the amount of cold working increases, more and more of the embrittled wires break and the strength of the rope decreases rapidly. In this test, application of several of the regulatory retirement criteria to various sections of the rope suggests that there may be some inconsistency among them.

Recent research conducted by NIOSH, Pittsburgh Research Laboratory showed that electrical current levels permitted under parent regulations may not limit cable temperatures to less than 90 °C in reeled trailing cables. Reeled cables, tightly wrapped with many turns, ell carrying current in an enclosed space, can become overheated due to poor heat transfer. This overheating can cause the cable insulation to soften and become easily damaged. The damaged insulation reduces the life of the cable and can lead to shock, electrocution, and mine foes. This paper describes a method of measuring the conductor temperature of untie trailing cables during no anal operation. The temperature is measured using a 50/175 micrometer Graded Index Multimode Optical Fiber located in the center of the metallic conductors. Distributed temperature measurements arc made using an Optical Time Domain Reflectometer (OTDR). This system is capable of measuring temperature with an accuracy of plus or minus one degree centigrade over a length of 4 km at 1-m intervals. With this unique way of measuring temperature, tests can be conducted simulating actual mine conditions and provide important data to allow MSHA's Approval and Certification Center to develop approval criteria for cyclically rated reeled machines.

INTRODUCTION It's a pleasure to be with you and to share in this opening session for the 27th Annual Institute on Mining Health, Safety, and Research. As we come together today, I would like to reflect for just a moment on the past Institutes. Much of the progress in Mine Health and Safety has been the subject of presentations and discussions at the previous Institutes, either by identifying the issues, proposing techniques to overcome the problems, or presenting new findings to address important issues for the mining industry. May I extend our thanks and congratulations to VPI and to the planners and organizers of all of these Institutes for their important contributions to our mutual goals of improving mine health and safety. In the time available today, I would like to accomplish two objectives: 1. Provide my assessment of the current status of the Mining Health and Safety Research Program; and 2. Share with you the continuing need and direction for the Mining Health and Safety Research. MINE HEALTH AND SAFETY RESEARCH TODAY Mine Health and Safety Research was conducted formerly at four geographical locations within the USBM, specifically: Pittsburgh, Spokane, Twin Cities, and Denver. Although the Twin Cities and Denver Centers were closed, we have been successful in relocatingfmaintaining much of the core competencies to conduct a responsive, multidisciplinary Mine Health and Safety Research Program. The current staff at Pittsburgh and Spokane directed toward Health and Safety Research totals 397. This includes Lake Lynn Laboratory, about 60 miles southeast of Pittsburgh, where large-scale mine fire and explosion research is conducted. With the closures and transition we have worked to maintain the core competencies necessary to address Health and Safety issues. In some cases we have made arrangements to provide the requisite core competencies through external organizations. An example is the reassignment of the diesel particulate instrumentation capability from Twin Cities to Pittsburgh. In the case of diesel emission control, due to the cost of relocating laboratories and the lack of the appropriate skills at Pittsburgh or Spokane, the emission control laboratory is now being operated in Minneapolis through a contractual arrangement with the University of Minnesota.

"The occurrence of Coal Worker's Pneumoconiosis (CWP) ·has been potentially linked with several characteristics of coal such as rank, volatility, percent content of ash and non-coal components, quartz content, and the presence of several trace elements. According to the National Research Council, numerous epidemiological Studies: indicate that the incidence of CWP varies significantly with the composition and/or the concentration of the coal mine dust.Although advances in dust suppression techniques have markedly reduced respirable dust levels in underground coal mines, the National Research Council has concluded that chemical characteristics of respirable dust from different coal seams should be studied. With this objective in mind, research has been conducted in underground coal mines located in the eastern and mid-western United States, and in the laboratory to characterize the elemental composition of mining-generated airborne dust and laboratory-generated dust derived from samples taken from these mines. The goal of the research is to determine if a relationship exists between mining-generated and laboratory-generated dust from the ·same mine. Results of this research will be presented. ,"

"The underlying principle of the storage battery was discovered within the memory of many still living, hence storage-battery locomotives, which were made possible by this discovery, represent a still more recent development. The Journal of the Franklin Institute for December, 1883, gives an account of the building of an electrical omnibus by The Electrical Storage Battery Co., of Millwall, London, This, if not the first, was among the first attempts to, use the storage battery as the source of energy for locomotion.During the period 1888 to 1893 occasional attempts were made to apply this idea practically, but not much was achieved along useful lines.. The progress during the next, 15 years was slow, and little success was achieved. Therefore, the last two decades may be considered the successful development period of the storage-battery locomotive.In coal mining, the application of the storage-battery locomotive is chiefly in gathering service in competition with animal or cable-reel locomotives. The locomotive delivers empty cars to the rooms or working places where the coal is being mined and hauls the loaded cars from the rooms. The length of haul depends upon the distance of, the junction point from the active workings of the mine. As a rule the haulage from the junction point to the foot of the shaft or bottom of the slope is done by trolley locomotives, but in some instances where the grades permit this main-line haulage work it: performed by storage-battery locomotives.As the place storage-battery locomotives occupy with respect to safe haulage in gassy mines appears to be misunderstood, it is the purpose of this paper to clarify this point.Those who originally designed storage-battery locomotives had no thought of safety in mind and it is just as well that they did not, as these early types of storage-battery locomotives with open controller open motor, open rheostats, flimsy headlights, and crude wiring were very dangerous electrically and not at' all suitable for use in a gassy mine. These locomotives, however, were placed in mines in which open lights were permitted and they replaced considerable animal haulage. Later they were gradually introduced in mines where closed lights were used, but in most cases these mines were not extremely gassy."

"Haulage accidents usually are responsible for about 17 or 18 percent of all coal-mine fatalities and about 21 percent of all non-fatal coal-mine accidents. When the relatively small number of employees continuously exposed to haulage hazards is considered, it would appear that haulage is more hazardous than any other phase of coal-mine operation.Haulage accidents have increased from year to year, doubtless due to the increase in electrical haulage, and particularly to the use of larger cars, heavier locomotives, longer hauls, and greater speed. Unless very definite steps are taken to eliminate the causes of these accidents, they will continue to increase rather than be reduced, as they can and should be.Underground haulage in many of the large modern mines of today is similar in many respects to railroad practice. In recent years the railroads have made wonderful strides in reducing accidents, and instead. of being one of the most hazardous occupations, as it once was, railroading is now one of the safest. Doubtless, if thought and action, similar to that given to reducing accidents among railroad passengers and employees, were given to safety in mine haulage, under¬ground haulage accidents could be reduced in about the same ratio.Haulage accidents may be classified, according to responsibility, into two groups - those for which management is largely responsible and those for which the employee is largely to blame; there is, however, an overlapping of responsibility from one group to the other. If, therefore, haulage accidents are to be reduced, it is absolutely essential that both management and employees cooperate to this end.In the first group, for which management is largely responsible, may be included accidents due to faulty equipment, moor track, a poorly arranged system of haulage, lack of clearance or of overhead protection, and dirty roadways; even in these features, however, the employee is not without a measure of responsibility, as failure of haulage equipment possibly may be due to lack of care on his part, failure to report when equipment is out of order, or failure to do a good workmanlike job of installing or repairing or operating.To the second group of accidents for which the employee may be largely responsible, belong those caused by such careless practices as jumping on and off fast-moving trips, coupling on the ""fly"", running at excessive speeds, failure to properly block cars, and similar hazardous and unnecessary acts of omission or commission. If, however, management condones such practices, or, as in some instances, insists upon them, it must accept its share of responsibility for the accidents that inevitably result.Some of the most prolific sources of haulage accidents will be discussed briefly, together with the steps that may be taken to minimize their occurrence."

Background. There is currently little information regarding factors associated with specific modes of motion segment failure using a fatigue failure model. Methods. Thirty-six human lumbar motion segments were fatigue tested using spinal compressive and shear loads that simulated lifting a 9 kg weight in three torso flexion angles (0, 22.5, and 45). Twenty-five segments failed via fatigue prior to the 10,000 cycle maximum. These specimens were visually inspected and dissected so that the mode(s) of failure could be determined.Failure modes included endplate fractures (classified into nine varieties), vertebral body fractures, and/or zygapophysial joint disruption. Logistic regression analyses were performed to determine whether certain morphometric variables, amount of motion segment flexion, disk degeneration scores, and/or loading characteristics were associated with the occurrence of specific failure modes. Findings. Results indicated that stellate endplate fractures were associated with increased posterior shear forces (P < 0.05) and less degenerated discs (P < 0.01). Fractures running laterally across the endplate were associated with motion segments having larger volumes (P < 0.01). Endplate depression was more common in smaller specimens (P < 0.01), as well as those experiencing increased posterior shear force (P < 0.05). Zygapophysial joint damage was more likely to occur in a neutral posture (P < 0.01).Interpretation. These results suggest that prediction of failure modes (e.g., specific endplate fracture patterns) may be possible (atleast for older specimens)

The need to control peak methane emissions is particularly stressed. Emphasis is also placed on ventilation principles, monitoring for gas, and reducing frictional ignitions. METHANE EMISSION PEAKS Methane emission from the coal at continuous miner faces varies considerably. Plotted on a chart, methane emissions consist of a series of peaks and valleys corresponding to the cutting cycle of the mining machine, with the methane concentration spiking as the machine cuts into the coal (Figure 3–1) [Kissell et al. 1974]. Recently 30 men wore viewing the demonstration of a now portable electric arc-welding outfit. A few hours later 17 of the 30 men reported to the doctor for treatment. They were suffering from traumatic conjunctivitis. In two cases the gain was very severe and the symptoms were similar to those of iritis. orphine had to be administered to afford relief from pain. Only two men of the 30 wera not affected in some way from this exposure. These two men were thick-lensed orange-colored glasses. Several of the men wore orange-colored glasses with thin lenses, but the latter were not heavy enough to afford protection.against an exposure as long as took place. The distance of the eye from the are also in- fluences the possibility of injury. Conjunctivitis is an inflammation of the con- junctiva; the conjunctiva is the mucous membrane covering the inside of the eye- lids and part of the eyeball. Traumatic conjunctivitis is caused by foreign bodies in the eye, exposure of the eyes to high winds, dust, smoke, intense light from electric arc lamps, and from electric welding apparatus. In the instance mentioned above, the inflammation was due to the ultra-violet rays. The ultra-violet rays lie beyond the violet rays in the spectrum and are invisible to the eye. In some cases the effect is so severe that, in addition to conjunctivitis, an inflammation of the skin similar to sunburn is produced. The symptons of conjunctivitis caused by intense light or by the ultra- violet rays are marked photophobia (abnormal intolerance to light), excessive secretion of tears, intense starting of the lid, contraction of the pupil, some- times swelling of the lid, and small ulcers developing on the eyeball or cornea. Unless properly treated by a physician immediately, chronic inflammation of the conjunctiva, cornea, iris, or retina, and possibly blindness, may result. Under proper treatment most cases get wall in a few days. All treatments should be under the direction of a physician. That usually advised is to place ice packs on the patient's eyes three or four times daily. The pack should be left on from 15 minutes to an hour. The eyes should be irrigated with normal salt solution (a teaspoonful to a quart of sterile vater) or a saturated solution of boric acid several times daily. If there is a discharge of pus, a few drops of a 25 per cent solution of argyrol or a 5 per cent solution of protargol should bo placed in the eyes three to six times daily. The patient should be confined to a darkened room until his condition improves in order to avoid complications. These treatments will reduce the swelling, give the patient confort, and prevent the development of chronic conjunctivitis. In severe cases it may be necessary to administer morphine to relieve the pain.

Twenty-five years ago, the former U.S. Bureau of Mines funded a research project aimed at developing the enabling technology for incipient failure prediction in electric power system components as a means of reducing the injuries and fatalities that sometimes occur when equipment malfunctions. Over the ensuing years, interest in this has waxed and waned, but recently interest has been growing for both civilian and military applications. This paper addresses the level of turn-to-turn insulation deterioration that can be resolved using an on-line monitoring technique. The detection of turn-to-turn defects is especially important because they are believed to represent the beginning stage of most motor winding failures.

Background: The National Institute for Occupational Safety and Health (NIOSH) recently investigated ignition incidents resulting from drilling holes into sealed and filled plow frame sections. A farmer and farm worker were seriously burned in two separate incidents that occurred in the same county in New York under similar conditions. They had just penetrated sealed sections of their plow frames with electric drills when a roar of escaping gas at high pressure was heard, and the victims were thrown back by the gas jet and engulfed in flames. The flames were quickly extinguished ,but the victims suffered burns. NIOSH experts were asked to help find the cause of these hazardous incidents.
