The Bureau of Mines has studied the Deserado Mine computerized monitoring and control system, located in Rangely, Colorado, to acquire knowledge about the overall costs and benefits of mine monitoring systems. The Deserado system is a complex system monitoring environmental parameters, electrical power, and operation of all mine equipment, and controlling the entire conveyor haul age system. This paper discusses the evaluation of the Deserado monitoring system from initial design through system installation and operation. It also examines the costs, benefits, and performance of the monitoring system.

"The petroleum refiners of the United States made rapid strides in fuel economy in 1928, when the calculated number of B. t. u. required to refine a barrel of crude petroleum was 637,000 as compared with 698,000 in 1927, a decline of 9 per cent. The major portion of this indicated increase in fuel efficiency was undoubtedly due to the gain in use of the pipe-still and the continuous process of refining as contrasted with the old batch method of distillation.,Almost without exception the new refineries are equipped with one or more pipe-stills, and many of the older plants are changing over to this type of equipment. The refineries of the Appalachian area are among the oldest and most conservative of the country, yet a number of them dismantled their old shell and cheese-box stills and installed pipe-stills in 1928.The more extensive use of the pipe-still was not the only way in which the refiners lowered their fuel requirements in 1928. The use of heat-exchangers, in which the heat from hot vapors to be condensed is used to heat the incoming cold oil, also increased in 1928, and in addition the refiners have kept abreast of the times in saving fuel through better insulation and improved burners.For the year 1928 the refiners burned as fuel the following: 46,400,000 barrels of-fuel oil; 3.362,000 short tons of coal; 114,950,000,000 cubic feet of natural gas; 77,313, 000,000 cubic feet of refinery or still gases; and 470,000 short tons of coke, in addition to a little electricity. This fuel was calculated to have produced a grand total of 582,156 billions of B. t. u., as compared with 578,784 billions B. t. u. in 1927.The total of 46,400,000 barrels of fuel oil burned represents an increase over 1927 of about 5,000,000 barrels, which made it about equal to the 1926 figure. Practically all of the refinery districts used more oil as fuel in 1928. The most important increase - over 2,000,000 barrels - occurred in the East Coast district, where greatly expanded throughput of foreign crude was instrumental in increasing fuel-oil production.The use of coal for fuel at refineries again registered a material decline, the total for 1928 of 3,362,000 short tons being 33 per cent below that of the previous year. The outstanding decrease in the use of coal in 1928 occurred in the East Coast district, where coal was probably replaced by oil. The use of coal for fuel at refineries in the States of Ohio, Pennsylvania, and West Virginia declined materially in 1928; the substitute used in the majority of cases was oil burned in pipe-stills."

Thirteen miners died as a result of 2 explosions in the Jim Walter Resources No. 5 mine near Brookwood AL in September 2001. Both explosions were ignited in intake air entries, and both were probably ignited by electrical equipment. With few exceptions, permissible equipment is not required in intake air entries of US underground coal mines Researchers with the National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory. studied the electrical equipment ignition sources for the Brookwood and other w disasters to develop recommendations for preventing similar disasters Adherence to National Electrical code® requirements for flexible cords installed in hazardous (classified) locations may have prevented the second massive Brookwood explosion. The 30 CFR Part 7 requirements for battery assemblies should be reevaluated, taking into consideration United Mine Workers of America recommendations and the Zone 1"increased safety" standard requirements for battery assemblies, Class 1 Division 2 or Zone 2 explosion protection techniques are recommended for intake air equipment so that they do not present a methane air ignition source under normal operation before mine power is shut down during emergencies Battery powered circuits intake air that are likely to remain energized during emergencies should be protected by more stringent protection techniques, to protect rescue/recovery personnel. Provide ear protection which allows normal, unaltered hearing at low noise levels, yet protects the wearer from excessive noise. The Approach: A commercial earmuff with integral speakers has been adapted with a special amplifier so that low sound levels are not affected, but higher noise levels automatically reduced. How It Works: The discriminating earmuff developed by the Bureau of Mines has two modes of operation. In the first mode, where input sound levels are less than or equal to 83 decibels, the wearer will perceive noise at its actual level. For inputs in excess of 83 decibels, the second mode of operation begins and the sound perceived by the wearer is progressively attenuated, or reduced, as the input level is increased. A recognizable difference still exists between two adjacent sound levels enabling the wearer to differentiate between them.

The U.S. Bureau of Mines was established in1910 to reduce .the high accident rate in the nation's coalmines. For 85 years, it conducted a wide variety of tasks related to mining before it was abolished in 1995. The BOM had many technology transfer successes in its lifetime, including more than a dozen "R&D100" awards. This essay identifies and discusses five "transfer factors" that can explain the success (or failure) of many Bureau of Mines projects. These five factors are termed "pressure, pitfalls, path, price, and profit."

Public interest in atmospheric pollution by automobile exhaust gas and in the ventilation of vehicular tunnels makes it desirable to ascertain whether the use of modern automobile fuels is tending to change the amount and composition of the products of combustion. The Bureau of Mines, in cooperation with the Ethyl Gasoline corporation4, has completed a series of testis to determine whether any significant difference exists in the carbon monoxide content of the exhaust gas produced by an internal-combustion engine when its fuel is changed from straight gasoline to the same gasoline containing Ethyl fluid whose active ingredient is tetraethyl lead. In the tests data was sought relative to the composition and mount of the gas produced by ordinary comparatively low-compression motors as well as by higher-compression motors in which distinct detonation occurred with straight gasoline, but which operated without detonation when using the same gasoline containing tetraethyl lead.

The use of highwall mining systems (Figure 1) has increased substantially in open-pit coal mines. It is used where overburden depth exceeds economical recovery. Highwall stability remains the major safety concern during highwall mining. The Mine Safety and Health Administration requires highwall mining operators to follow ground control plans that specify the pillar sizes necessary to prevent a pillar collapse that would threaten highwall stability.

The origin of gaseous hydrocarbons in coal, predominantly methane, can be traced to the natural processes of coalification. The higher rank coals or the more deeply buried seams retain more gas than low rank coals or shallow seams. It is estimated that up to 460,000 cubic feet of all types of gases are produced during the formation of one ton of coal (Cervik, 1969). The chief components of these gaseous products are methane, carbon dioxide, nitrogen and water vapor. Most of these gases escape during the various stages of decomposition but with eventual presence of overlying impermeable beds, there may be as much as 2,000 cubic feet of gas retained per ton of coal. Over geologic time, diffusion and other processes such as geologic disturbances in the earth's crust remove all but 500 to 2000 cubic feet of gas per ton of coal (Cervik, 1969). It is this residual methane which is of primary concern when mine openings are made in coal measures. Extensive data compiled by the United States Bureau of Mines reveal that some coal mines in this country emit up to 20 million cubic feet of methane per day (Spencer, 1970; Irani et al, 1972). Toxic, poisonous and respirable gaseous pollutants and explosive gases, predominantly methane, are injected into the ventilation stream from active sections and gobs. The liberation of methane in gob areas may, under certain circumstances, become extremely large. In some instances it may constitute up to 70 percent of the total yield of gas in a mine. Surface mining of coal involves removing soil and rock that overlay coal beds in order to expose the coal. Compared to underground coal mining, surface mining generally costs less, is safer for miners, and usually results in more complete recovery of the coal. However, it also results in much more extensive, though temporary, disturbance of the land surface, which can cause serious environmental problems unless the mined land is carefully reclaimed. The earliest commercial U.S. coal production was in the anthracite region of Pennsylvania. Beginning in 1807, mining became important enough for the federal government to begin keeping statistics on annual production. During those early years of coal mining, reclamation of mine sites and Support facilities was not required by law; however, in the 1930's, as surface mining became more widespread, the idea of mandatory environmental protection and reclamation started to grow. In 1939 West Virginia enacted the first law to regulate the coal mining industry. Similar laws were enacted by Indiana in 1941, Illinois in 1943, and Pennsylvania in 1945. During that period, coal production accelerated greatly and the surface mining of coal became much more prevalent. During World War 11, the demand for coal took priority over environmental concerns, with little consideration for reclaiming the land after mining. Mining pits were not backfilled. Dangerous highwalls were left exposed. Trees and other vegetation were buried by waste material that was simply dumped down the slopes below mines. Topsoil was buried or allowed to wash away. Landslides formed on unstable hillsides. Slopes eroded rapidly because of the lack of vegetation. Polluted water collected in mine pits. Streams became clogged with sediment. Streams and rivers were frequently polluted by acid mine drainage. This vivid image of surface coal mining remains indelible in the minds of most Americans, who remain unfamiliar with modem surface coal mining methods and the changes brought about by the Surface Mining Control and Reclamation Act. After 1945, more coal-producing states instituted regulatory pro- grams. Many required permits for mining. Some included inspections. A few made operators post performance bonds to guarantee reclamation when mining was completed. However, due to the variations in those individual programs, it cost less to produce coal in states with less stringent reclamation requirements, giving operators in those states an economic advantage, generally at the expense of environmental quality. With the 1970's came a surge in the demand for coal resulting from the nation's need for increasing electric power generation and the uncertain supply and increased cost of imported petroleum-based fuels. The resulting increased coal production prompted a series of state laws, primarily in the West, aimed at controlling the environ- mental effects of surface mining. During the late 1960's and early 1970's, North Dakota, Wyoming, Colorado, and Montana passed laws to regulate mining and reclamation. The continuing lack of uniformity among the state surface mining programs and the increase in unreclaimed land and associated pollution of water and other resources caused a growing demand for nationwide regulation of surface coal mining, both to remove the economic inequities and to is sure an acceptable standard of reclamation. After many years of debate, Congress passed the Surface Mining Control and Reclamation Act (SMCRA), which was signed into law August 3, 1977. The Act established a coordinated effort between the states and the federal government to prevent the abuses that had characterized surface coal mining in the past. The law also applied to surface disturbances created by underground coal mining.

Apparatus developed by the Bureau of Mines for thermal analysis of oil shale was used to determine the thermal properties of shortite. Dissociation of shortite near 470° C occurs as an endothermic reaction that could consume significant quantities of heat in the oil-shale retorting process that produces shale oil. The shortite dissociation products undergo other thermal reactions that would not affect the retorting process. These reactions include crystal inversions near 365° C and 425° C and melting and decomposition endotherms above 500° C. Two separate reaction route for fusion and decomposition of the shortite decomposition products are dictated by the presence or absence of CO2 around the sample.

This paper discusses the fact that US coal mining organisations are losing the knowledge they need in order to be able to respond to emergencies. The authors note that knowledge management provides a useful perspective from which to view the problem, but that the debate about what constitutes knowledge should be broadened to include a debate about what constitutes management. It is argued here that knowledge is actually shared knowing distributed across group members; that such knowledge can be managed by cultivating it; and that narrative is the medium through which this may be done. The paper then examines NIOSH research that has attempted to use such an alternative knowledge management approach to help potential mine emergency responders better deal with the predicaments they are likely to encounter on-site.

The prolonged exposure of equipment operators to shock and whole-body vibration (WBV) IS linked to cumulative back, neck, and abdominal disorders. In low-coal mines, space restrictions make seat suspensions difficult to use in isolating operators from shock and WBV. Researchers at NIOSH, Pittsburgh Research Laboratory, are responding to these issues by investigating viscoelastic foams. For the full-load case. an ergonomic seat with viscoelastic foams isolated the shuttle car operator from shock at 15 Hz. Researchers used results from additional foam testing with an analytical model to identify viscoelastic foams that provide shock isolation at a frequency below 5 Hz.

The empirical nature of this investigation required measurements of variables under operating conditions in underground coal mines. The variables to be measured were based on the postulated character¬istics of the loading function, as described in the previous chapter. One class of variables presumed to influence the loading function are geological variables. Accordingly, the sites for data collection were selected in different bituminous coal seams at dispersed locations in order that variation in geological conditions would exist. Seven mines in central and western Pennsylvania and one mine in northern West Virginia were selected as data collection sites. Five different coal seams were represented by these mines. The remaining classes of variables - geometric, mechanical, and procedural - were measured as they occurred in the mines. A description of the measurements, and the conversion of these measurements to forms which could be-analyzed for effect on the loading function is given. Mining Dimensions At the underground working face, the following dimensions were measured: a. Thickness of coal excavated. b. Thickness of shale excavated. c. Total height excavated. d. Width excavated. e. Depth of penetration of each machine cut. With the exception of the last of these dimensions, all were measured

Reduce the airborne dust generated in a longwall coal face. Approach Reduce the rotational speed and increase the depth-of-cut of the longwall shearer. How It Works An Anderson-Mavor AM500 double-ended ranging drum shearer was fitted with drums specially designed to accept the large picks required for this testing program. Change gears In the shearer allowed rotational speeds of the drums to be set at 35, 45, 55, or 70 rpm. As deep cutting removes larger coal fragments, the specific energy requirements of the operation are reduced and less surface area results. Dust generation and shearer power consumption are also reduced. The lower rotational speed minimizes the fanning action of the cutterheads and thus reduces the amount of coal fines that become airborne.

The Bureau of Mines conducted a series of field tests to improve the understanding of the support interaction mechanics between fully grouted bolts and coal mine roofs and to help lay the foundation for improved design and evaluation techniques. Strain gauges were installed on 14 fully grouted bolts placed in shale roof rock at four mines in Colorado, Illinois, and Pennsylvania to determine how load was transferred between the bolts and the rock. The results of field tests on elastic bolt behavior compared well with previous laboratory work and numerical models. The field tests showed that the anchorage length of grouted bolts installed in shale was slightly longer than the anchorage length determined in laboratory tests conducted in concrete blocks. The field results produced more variability because of geological variations. Tests run past the yield point of the steel bolt indicate that the yield zone varies significantly and translates down the length of the bolt anywhere from 4 to 22 in.

As part of an experiment in the restoration of lands strip-mined for coal, revegetation studies were conducted at three backfilled strip-mine sites in north-central Pennsylvania. The sites were subdivided into plots that were given varying amounts of lime and fertilizer. In tests conducted cooperatively with State and Federal agronomy experts, the plots were then planted with a variety of trees, shrubs, and grass-legume mixtures. Initial tree and shrub survival was not appreciably affected by lime and fertilizer applications where the spoil pH was above 4.5. Of 14 species of trees and shrubs tested, Norway spruce, black locust, Japanese larch, pitch pine, and white pine were the hardiest. The ground-cover percentage of grass-legume mixtures in the second growing season was substantially increased by using lime and fertilizer. Mixtures comprised partly of fescue were the most satisfactory.

Data on health-related illnesses and disease in the mining industry are scarce, and information on rates and costs is not readily available. Substantial amounts of research are being directed to addressing these issues, including work at the National Institute for Occupational Safety and Health’s (NIOSH) mining health and safety laboratories in Spokane and Pitts-burgh. This paper briefly discusses the current status of some miner health-related issues, including those involving coal dust, silica dust, diesel particulate matter, asbestos, noise, lead, welding fumes, and skin disorders, as well as research and other activities aimed at protecting miners from occupational illnesses and disease.
